tracking what we can expect. and you warned us yesterday, you said the rain was coming back. >> but yesterday was so beautiful. >> it was so nice. >> it was nice. that was our break from the rain. we're already starting to see clouds coming in this morning and rain coming in for the afternoon. so as we time it out, we're starting out with light showers, mostly in the north bay over the next, i would say, three or four hours. then as we go late into the afternoon, we're going to start to see that rain coming in, 4:00 to 5:00, right after sunset we're seeing some of the heavier rain pushing into parts of the east bay, as well as into the south bay. and then it kind of tapers off to more scattered activity for early tomorrow. we'll wind it down for a little bit and then we'll have some more rain coming in. so we do have a lot of changes on the way. at times we are looking at some sunshine and some rain in the forecast for today. but as we head into the next couple of days, we are going to see a new storm coming in. so we'll talk about the impacts

of that. vianey has been tracking the morning commute. how is it looking so far? >> very light, still. but i have a feel now that we are on january 2nd, more folks will be heading back to work. the bay bridge toll plaza, we've got a smooth commute. the past couple of days we have not seen those metering lights turn on, and we're hoping for that again. i do want to show you the widespread look of the bay area. we've got green sensors, which means no major slowdowns, but i did overlay this with our radar and you can see we are spotting areas of dense fog through fairfield, also through tracy. so chn has issued a fog advisory for the benicia bridge. your drive times, look at that, seven to ten minutes, whether it's richmond or the bay bridge. i'll have another look at traffic coming up. >> we'll see you again soon. our top story this morning, breaking news out of japan, a deadly plane crash on the runway of tokyo international airport.

look at this new video showing that fiery scene. overseas media reports that a japan airlines plane collided with a japanese coast guard plane. you can see plumes of orange fire and smoke billowing into the air. five crew members onboard that coast guard aircraft are believed to be dead, but the pilot survived. and we have more video showing some of the nearly 400 japan air passengers sliding down to safety. everyone onboard is believed to have gotten out safely. we do have a live look at the scene just a couple hours later. this is one of japan's busiest airports. japan's transportation minister says the coast guard aircraft was set to deliver aid to victims of yesterday's magnitude 7.6 earthquake. japan already reeling, after a series of earthquakes hit the country, 48 people are known to have died in the earthquakes.

the quakes struck on new year's day. the strongest was a magnitude 7.6. we know that's strong. and it sparked a major tsunami warning, which was then downgraded soon after. there's major damage to tens of thousands of buildings and many are still without power. cell phone service is also still out. experts are reminding people here in california that we could see an earthquake of that magnitude. >> the bay area, the hayward fault is a significant fault that there could be a very large earthquake on. >> usgs experts say people should try to be prepared for a situation like this. that means we all need to have a plan. it is 5 after the hour right now, and b.a.r.t. is working to repair the tracks after a derailment yesterday in the east bay. "today in the bay"'s bob redell is live at orinda b.a.r.t. >> bob, i'm asking you the question so many people are wondering, will service resume today between orinda and

lafayette in time for the morning commute? >> reporter: it will, we just found out within the past 20 minutes that b.a.r.t. will be able to resume service between orinda and lafayette b.a.r.t., so this is the yellow line service here in the east bay. it will be normal, track service for people trying to get to places like, let's say, walnut creek, into the city of san francisco. this is after b.a.r.t. spent yesterday and overnight repairing the tracks caused by a minor derailment that took place yesterday morning. you see they used a crane to get the derailed cars taken out of service and back to the maintenance yard. two cars on an eastbound yellow train derailed on the tracks along highway 24 a little after 9:00 yesterday morning. at least one of the car's undercarriage caught fire. all passengers and employees were able to get off safely and they were escorted on foot back to orinda b.a.r.t. nine riders were taken to the hospital either for evaluation or to be treated for minor

injuries. kris, kira. >> bob, before you go, do we know why the train derailed? >> reporter: we don't. deborah allen, one of the b.a.r.t. board of directors, says there's an investigation under way. she believes this was not an equipment malfunction, but rather possibly human error. just prior to this incident the train operator was told to stop the train, get out and manually switch tracks. that's a simple workaround when there's a network connection problem. why the train derailed after starting up again, as i mentioned, still under investigation. the b.a.r.t. pio is expected to be out here within an hour and hopefully that's something he'll have an update on. >> great that it will be back to service when everyone is headed back to work. bob, thanks. a follow-up on the woman who has been missing since early december. this morning we are now learning that police believe she might be the victim of a homicide.

police began investigating the disappearance of alice herrmann. she was last seen in santa cruz. her ex-boyfriend is a person of interest in the investigation and police say he's not cooperating with investigators. he left the state after herrmann disappeared. police in the east bay are searching for a driver involved in a deadly hit-and-run that happened yesterday, new year's day, just after 12:30 a.m. in oakland. opd says a 23-year-old woman from stockton was walking on the sidewalk near international boulevard and 42nd avenue, not far from the entrance to 880. that's where a car doing donuts hit her and drove away. the woman was taken to the hospital where she died. police are asking anyone with information to come forward. and new this morning, the migrant surge across the southern border hit a record

high last month. that's what two department of homeland security officials tell nbc news. they say border patrol agents encountered roughly 300,000 migrants in december. that's a record high. on average, u.s. customs and border protection says it processed between 9,000 and 10,000 migrants each day in december, and that surge isn't over. a caravan of thousands of migrants is marching through mexico toward the u.s. border right now. organizers of the group estimate there are 7,500 people from 24 different countries walking north to the u.s. taking a live look at san jose, and we expect we're going to be getting rain later today. kari, we saw the golden gate bridge and it looked like the rain is already arriving there. >> yeah, we may have some drizzle in spots, starting out with light rain for san francisco and parts of the north bay. otherwise, we are starting out cloudy and temperatures cool, in walnut creek 44 degrees. it's 49 in san jose, also 49 in

san francisco. looking at visibility, that's been an issue around the central valley. some of that coming into the tri-valley, as well as the delta right now. in fairfield we're down to a quarter mile visibility. that's what we see usually this time of year after rainfall, really dense fog settling into the central valley that sometimes moves into the bay area. but we are looking at a mostly cloudy day and temperatures only up to the low 60s for this afternoon. we had that yesterday, but i think it felt a lot better because of the sunshine. we're going to track that train hour-by-hour coming up in a few minutes. vianey has been tracking the morning commute and some of the fog drifting around. >> i certainly see the fog overlay starting to show up, especially for the tri-valley. but the speed sensors throughout, notice in san francisco we're doing okay along redwood city, the peninsula, even through the east bay. i do want to zoom in on some slowing along highway 17, actually in both directions. i looked to see if there was an accident. it looks like it could just be

good tuesday morning. right now at 5:13, we're starting out the morning with a cloudy sky. in napa there may be light showers moving through, but the heavier rain will be coming in later this afternoon between 2:00 and 6:00. our temperatures are staying down because of the rain arriving. i'll talk more about how much you can expect in the microclimate forecast. and even though more folks are heading back out on the roads, drive times looking okay. check out your south bay north 101 from highway 85, 18 minutes. northbound 280 from 101 to highway 85, seven minutes. we're good along 85 as well. no delays or major impacts.

let's check in with silvana. good morning. >> good morning. wall street is set to open. the new year mostly higher following a strong 2023. the dow hit new record highs. the s&p 500, just shy of a new all-time mark. and the nasdaq jumped more than 40%. the s&p climbing for nine straight weeks to end last year with its best win streak since 2004. the optimism coming as investors believe the federal reserve could start cutting interest rates as soon as march, if inflation remains under control. now, in focus this week, we get data on manufacturing and services, we get jobless claims, job openings, the minutes from last month's fed meeting, and it's all topped off by the december jobs report on friday. vizio settled a lawsuit in california that alleged the marketing of effective refresh rates on tvs was false advertising. a higher refresh rate on a flat

screen or hdtv typically means the picture quality is better. if you bought a vizio in the state after april 2014, you could be eligible for a payout from the settlement. the deadline to file a claim is march 30th and requires evidence of ownership, including proof of purchase or the serial number. and delta plans to hire roughly half as many pilots this year as it did in 2023. it's the latest signal of a two-year long hiring spree that's starting to slow. major airlines have been adding pilots at a record pace as they try to catch up with the post-pandemic rebound in travel demand. the "wall street journal" reports that delta told its pilots last week it plans to hire about 1,100 people this year. that's less than half of what it added the past two years. travel demand is holding up, but growth is starting to downshift after years of expansion. >> well, didn't slow during the holiday. happy new year. >> it really didn't.

trending this morning, a mom in connecticut gave birth to twins born moments apart, but for the rest of their lives they'll have to celebrate on two different days in two different years. >> the family welcomed baby boy morris at 11:59 on new year's eve. yale new haven's last baby delivered of the year. but his twin sister was born at 12:02 on new year's day. both twins coming in at 6 pounds 9 ounces. the hospital says the family is doing well and getting some well-deserved rest. i was afraid her labor was so long. as long as it's just three minutes apart. >> yeah, not bad. but now that big brother is going to always brag to his little sister, i'm a whole year older. >> we now how siblings go. meteorologist kari hall has a look at our forecast. we enjoyed really beautiful start to the new year.

>> yes, it was so nice yesterday, and it's still going to be comfortable. but we're looking at more clouds and you'll need to make sure you have the umbrella somewhere close by. we're starting out with a mostly clear view. let's talk about how much rain we need to catch up to normal. we've been going over and over again about how dry it's been, but we're starting to make some progress here. santa rosa needs a little more than a half of an inch of rain to catch up to normal. if we make it to 12 inches, we'll be very good there and right on par with what we should see for the water year. now, in oakland we have a lot of work to do. we need nearly 3 3/4 inches of rainfall to catch up to normal and we need quite a bit in san francisco. but it's not so bad for concord and san jose, lacking about less than an inch of rainfall. we're going to see that rain coming in, the next round, as the storm system arrives. we're already seeing some of the lighter showers moving in just

to our north early this morning. but the heavier rain is still well off the coast. we've powered up storm ranger, our mobile doppler radar. you see it picking up on light rain farther to the north. you may see that around coastal sonoma county, as well as mendocino county this morning. most of the bay area stays dry into this afternoon. and then here we are at 3:00 to 4:00, we see the heavier rain pushing in. yellows and oranges indicating some heavier downpours, and we're going to see that into the evening and the overnight. then it tapers off to spotty activity that we'll wake up to wet roads tomorrow morning. but the rain is winding down. during the time we see rain moving in tonight, most of us getting about a half to possibly three-quarters of an inch of rain for the coast and parts of the north bay. looking ahead, there will be another system dropping in. it looks to hold off until saturday afternoon, and i know that's when a lot of people have plans to most likely be outside.

but it does wrap up by sunday afternoon. and then next week we do have some more storms that could possibly bring snow to the sierra. so we're looking at, initially, up to about a foot of snow. but then looking ahead, there may be up to two, maybe closer to three feet of snow. it looks really great now that we're getting colder air coming along with the storms in the forecast. looking at rain into early tomorrow, we're dry throughout the day on thursday, and then friday we may see rain late, but most likely on saturday. then drying out on sunday into monday. every few days we have rain coming in. really good to hopefully make up on some of those rainfall deficits we have for the season. vianey has been tracking the morning commute. any issues popping up? >> so far we're doing okay. taking a wide look, you can see we've got no major slowdowns except for one stretch. this is going to be along highway 17. speed sensors picking up about

32 miles per hour in the southbound direction. i did check to see if there were any accidents. it looks like it could be overnight construction work. the drive times typically slow down around this time as the traffic begins to build. notice westbound 580 from grant line road to 680, about 22 minutes, and westbound 84 to 680, about 11 minutes. keep in mind we are going to be seeing areas of fog through parts of the tri-valley, especially through discovery bay and tracy. southbound 580 from grant line to 680, doing good. >> vianey, thank you so much. up next on "today in the bay," nbc bay area responds. >> the new year has barely just begun, but we need to talk about back to school, specifically for college kids, because there's big money in the balance

last year. the fafsa form just got a makeover, a new streamline application soft launching right now, opening about three months later than usual. >> it's opening up a bit later this year than previous years, and it will be significantly easier to complete thanks to the elimination of a number of questions. >> the education department says some families can skip as many as 26 questions and finish the form within ten minutes. that's a huge improvement. while you're racing through your fafsa, look out for a speed bump. each person who might contribute to a student must log in individually. contributors include parents, adoptive parents and spouses, and uncle sam won't stamp an application complete until everyone logs in individually. your deadline varies by state and school, but some student aid is first come, first serve. so you might want to fill out the fafsa asap.

meteorologist kari hall is typing it out as we start our second day of 2024. this is "today in the bay." >> 2024, so strange to say. did you say the right year? >> thank you so much for starting it with us. i'm kira klapper. >> i'm kris sanchez. marcus and laura are enjoying time off. we want to get a start with a look at the forecast. i didn't see it on my way in. you didn't either. where is it? >> it's holding off until later today, afternoon rainfall for much of the bay area. you may have sprinkles along the coastline, but it will be a dry morning commute for most of us. the storm is still moving in, so we are going to see the clouds approaching as we go throughout the day. so far, stormranger seeing light showers near the coast and parts of northern sonoma and mendocino counties this morning. then we're looking at the rain

rolling in in time for the evening commute. so at 5:00 to 6:00, it's covering much of the bay area, coming out of the north bay, continuing to move to the south, and later on tonight we're going to hear that rain hitting the roof, hopefully we'll all be inside and settled in for the evening before we really get that wet weather coming in. i'll be tracking this, as well as more rain ahead. vianey is in this morning tracking the commute. and it seems like people are back to work this morning. >> they are. it's building. if you look at the san mateo bridge, you can see a lot more taillights and headlights. still no metering lights on at the bay bridge toll plaza, which lets you know we're still doing okay as far as any major impacts or delays. i do want to show you an overall map using our traffic speed sensors. green means good and we are green through and through. mass transit-wise, almost every agency is back to regular schedule. this includes b.a.r.t., caltrain, vta. contra costa county, we are seeing some slowing, this is pretty typical, right around

this hour from 4 to 680, pittsburg to walnut creek, 26 minutes. kirker pass road, from pittsburg to walnut creek, 20 minutes. benicia bridge to walnut creek, you're looking at about ten minutes. smooth commute and hopefully it stays that way. i'll send it back to you. we continue to follow breaking news out of japan where five people are confirmed dead following a collision between two airplanes on the runway at tokyo international airport. it happened overnight between a japan airlines flight and a coast guard aircraft. nearly 400 passengers and crew members onboard that commercial plane were able to safely escape. the pilot of the coast guard aircraft survived, but five others onboard that plane died. a warning, you may find this next video disturbing. this is surveillance video

showing, wow, that intense and deadly collision. you can see both planes catch fire. japan's transportation minister says the coast guard aircraft was set to deliver aid to victims of yesterday's magnitude 7.6 earthquake. >> that is just terrible. this morning back here at home, b.a.r.t. is set to resume normal service following a derailment in the east bay. >> "today in the bay"'s bob redell is live at the orinda b.a.r.t. station. bob, we still aren't totally sure about the cause, is that right? >> reporter: we aren't. they have an idea, at least according to the b.a.r.t. board of directors. more on that in a moment. the good news is that b.a.r.t. service is normal at orinda and lafayette b.a.r.t. we just had two trains coming and going at the orinda station. b.a.r.t. is saying the repairs were a success overnight and they will have two-track service on the yellow line, both eastbound and westbound between lafayette and orinda. so if you live in walnut creek and you're trying to get to san

francisco, b.a.r.t. says you can hop onboard and it should be whatever a normal tuesday morning commute would be the day after new year's. the transit agency spent yesterday and overnight fixing the tracks. they used a crane first to get the derailed cars so they could be taken out of service and back to the maintenance yard. there were two cars on an eastbound yellow train that derailed along highway 24 a little after 9:00 yesterday morning, and then at least one of the car's undercarriage caught fire. all passengers and employees were able to get off safely and they were escorted back to orinda b.a.r.t. behind me. nine riders were taken to the hospital to be evaluated and, in some cases, treated for minor injuries. >> we panicked and jumped off the train into the rocks. it's like some movie-type thing. you don't expect to do that, but we had to save our life. >> once an investigation is complete, we'll confirm all the details of the incident.

but we believe that this actually has a human error. >> reporter: yes, a human error, not some malfunction of their equipment, according to deborah allen. prior to the incident, the conductor was told to get out and manually switch tracks, a simple workaround when there's a connection problem. why the train derailed after starting up again is still under investigation. reporting live here, we've got another train going in the eastbound direction, confirmation that service is back to normal. bob redell, "today in the bay." >> great news. we believed it when you told us, bob. the train is nice proof. thank you very much. by the way, this isn't the only b.a.r.t. derailment in recent memory. you may recall just six months ago, last june, a b.a.r.t. train partially derailed in concord. no one was seriously hurt, but one person was treated at a hospital. as for the cause, we were

dealing with triple-digit temperatures at the time, which caused the rail to misalign. since then, the agency says it has added safety measure. new this morning, an investigation is under way at an east bay refinery after air quality officials received several complaints about possible flaring on new year's eve. "today in the bay"'s thom jensen is inside -- or outside chevron's richmond refinery where the flaring has been an issue before. good morning, thom. >> reporter: good morning. we tried to get inside but they wouldn't have us. you'll remember there was 100 complaints filed here back in late november about a flaring event then. it took workers here at chevron ten hours to fix the problem back then, to stop that flaring back in that late november event. this time it was less severe and there were no complaints, last time the company issued -- self-reported a level 1 air

report, but hazmat teams found no health risks associated with this one. chevron said it is used after a disruption to keep the plant operating safely. health officials did not issue an air quality alert this time, but this comes after a series of events like this at east bay refinery, we were just up the road in martinez recently after an event at the refining facility there. count health officials initiated a lengthy surprised inspection there, which followed with a demand letter for some issues that they said they wanted resolved there. and now the air quality management district is investigating those six new complaints here from that new year's eve flaring at the chevron refinery here in richmond. live in richmond, thom jensen, "today in the bay." >> thank you very much. police in san francisco are investigating what caused a deadly crash involving just one car. it happened before 8:30 last

night in the city's ingleside heights neighborhood. the car was upside down in the intersection of junipero serra boulevard. officers found three victims inside. one, unfortunately, pronounced dead at the scene. two others were rushed to the hospital with life-threatening injuries. and we have a follow-up to that story we first brought you as breaking news yesterday morning, the man killed in a firework accident on treasure island on new year's morning was visiting someone in the neighborhood. it happened less than one hour after midnight on exposition drive. neighbors and witnesses tell us they saw a small group of people setting off fireworks in the street. suddenly they heard a powerful boom, followed by screaming. >> all of a sudden i heard a really big boom and i turned the other way to look down the street, and he was just laying there. that's all. he was just laying there. it was sad, and they were saying, get up, get up, and he

couldn't get up. >> police are not revealing his identity, nor what kind of fireworks were used, asking anyone with information to contact them. as police investigate, san francisco firefighters are reminding everyone that purchased and are setting off personal fireworks that it's not only dangerous, but illegal. all sorts of things wash ashore after a storm, but take a look at what ended up in santa cruz county. it is an old military bomb, which is rusty, found new year's eve at the pajaro dunes near watsonville. the bomb squad from travis air force base came out and declared it was a dud, but then they did safely haul it away. >> whoa. >> that's the sort of thing my kid would pick up and put in her pocket. like, what? >> just a bomb. this is palisades tahoe resort, where it has been a very busy holiday weekend for winter sports, lots of fresh powder. today the california department

of water resources will do its first in-person snow survey of the season. this happens every winter and every spring. our whole weather team watches it. it will give us a good picture of how much snow has fallen so far. state water managers will be in el dorado county at 11:00 this morning. i still remember that year where they put in the pole, kari, and it came up with clumps of dirt. >> that video from last year looked amazing. that's when the sierra snowpack was at 163% of normal. this time they can go out with a ruler and just stick it in the snow. it's only at about 2 to 3 inches across much of the sierra. we're only at 28% of the normal amount. the good thing is that we're seeing some light snow now, there's more on the way. we'll see a mixture of rain and snow over the next several days, but as those temperatures warm up, it transitions over to rain, and we'll see at least about a

foot or two possibly over the next few days. but this does look very promising now that we're getting colder air and the storms are staying active as well. so we'll track the rain that we're expecting here, what that looks like. vianey has been tracking the morning commute. >> i see train controls in your future if you're going to be traveling to tahoe. we do see along 880 in oakland, building in both directions. at least there are no accidents to report about along this stretch, but the drive times are starting to slow down. keep in mind we're still seeing that fog in through the tri-valley. look at discovery bay. that's what the yellow stands for on our radar, livermore. and our south bay drive times, northbound 101 from highway 85, i did notice slowing, but it looks like the building commute as we get closer to the 6:00 a.m. hour. 20 minutes through there. looking good on mass transit. all back to regular schedule. 5:42 right now. a major announcement from israel

throughout this new year. israeli prime minister benjamin netanyahu is continuing to push back against calls for another cease-fire, but it comes as israel is making a major announcement about its military strategy in its war with hamas. "today in the bay"'s brie jackson is live in washington. brie, it seems a little confusing, they're withdrawing troops but refusing the cease-fire talks. so what is israel saying about its plan moving forward? >> reporter: good morning, kira. so the israeli military says it's pulling thousands of troops out of gaza, not because the war is ending, but to pace itself for the long haul. israeli forces ramping up strikes in southern gaza, as israel unveils plans to reduce troops to prepare for prolong fighting and to free up units in case the conflict spreads to other parts of the region. tensions in the middle east are rising. over the weekend, yemen-based

to 19 to 23 feet. so very dangerous conditions along the coastline. our temperatures today in the south bay reaching into the upper 50s and low 60s. up to 62 in mountain view today. and then we're also starting out with some light showers, with the heavier rain moving in for the evening commute. at 5:00, we're seeing pockets of heavy rain in parts of the north bay. that pushes into the rest of the bay area. the tri-valley, the south bay, later on tonight. and off and on rain into early tomorrow, while gradually clearing for the afternoon. our rainfall totals is going to be for most of us about a half inch of rainfall, but it could be closer to an inch for parts of the north bay, we'll see that around ukiah. moving ahead, we'll see more rain. as we go into the weekend forecast, watching another system that will bring us showers on saturday. drying out for sunday. then looking ahead to more rain, as well as colder temperatures for next week. so our temperatures are headed

know. >> good morning. uncle sam just opened up the application for college student aid, which gives millions of families access to support like grants, loans, and work study. 14 grand per student on average last year. the fafsa form just got a makeover, a new streamline application soft launching right now, opening about three months later than usual. >> it's opening up a bit later this year than previous years, for many students it will be significantly easier to complete thanks to the elimination of a number of questions. >> the education department says some families can skip as many as 26 questions and finish the form within ten minutes. that's a huge improvement. while you're racing through your fafsa, look out for one possible speed bump. each person who might contribute to a student must log in individually. contributors include parents, adoptive parents and spouses,
