flames in japan, after colliding with a coast guard plane. the miraculous response overnight. and an update on the search for survivors in a country that's already reeling after a series of strong earthquakes. and a b.a.r.t. train derails in the east bay. you knew that yesterday. but today we're going to tell you what you can expect as you ride the rails for this morning's commute. plus, more wet weather on the way. hopefully you enjoyed the beautiful new year's day. meteorologist kari hall is timing out the arrival of the rain tonight, and who would get hit the hardest. this is "today in the bay." good morning on this tuesday. thank you so much for joining us. i'm kira klapper. >> i'm kris sanchez. marcus and laura have the morning off. but these ladies are here with us today, and you're not so busy this morning, but will be busy later this afternoon. >> the rain is coming in later today. we're starting out with fog this

morning affecting the commute. we've seen a lot of the fog in parts of the central valley starting to drift into the tri-valley, as well as the delta this morning. visibility is improving just a bit. this as some higher clouds move in ahead of the rain that will be moving into the bay area later on this evening. but we will start out with some light rain and that will mostly be in the north bay between 8:00 to 9:00 this morning. and then later this evening the rain pushes in, starting out light to moderate, but there will be some pockets of heavy rain later this evening, and also coming along with some gusty winds and a slight chance of a few isolated thunderstorms. even into early tomorrow morning, we're still seeing some lingering wet weather that will begin to taper off as we go into the day. so big changes ahead after seeing yesterday's sunshine. it's going to be cloudy with rain developing this evening. i'll be tracking that and we'll talk about more storms ahead in a few minutes. vianey, how is it looking for the morning drive? >> i wanted to start with one of

our busier cameras, 880 in both directions. even though it's building, it's moving. i've been checking the chp traffic reports and it seems like we've done okay, aside from overnight construction. everything seems to be pretty clear. san jose also looking good through there. we've got no delays. if you notice the speed sensors, one thing as i was coming out to do this report, i noticed something pop up on the peninsula. i will check on that and see what the issues are or if there are any delays. tri-valley, we've got fog rolling through, westbound 580 from grant line road, 23 minutes. i'll be back with a check of the peninsula crash that just popped up in a few minutes. >> thanks for keeping us posted. this morning we continue to follow breaking news out of japan, not just that earthquake from yesterday, but crews responding to a deadly plane crash on the runway of tokyo international airport. we have new video showing the seen, overseas media reporting a japan airlines plane collided with a japanese coast guard

plane. you can see massive plumes of orange fire, smoke billowing into the air. five crew members onboard that coast guard aircraft are believed to be dead. the pilot of the coast guard plane did survive. and we have more new video showing some of the nearly 400 japan air passengers sliding down to safety. everyone onboard, miraculously, got out safely. and we have a live look right now. it's been just a few hours since the crash. this is a live look. this is one of japan's busiest airports. japan's transportation minister says the coast guard aircraft was set to deliver aid to victims of yesterday's magnitude 7.6 earthquake. following the earthquakes, 48 people have died. the quakes, as you likely know, struck on new year's day, the strongest reaching a magnitude of 7.6. it sparked a major tsunami warning, which was downgraded soon after. there is damage to tens of

thousands of buildings, many people are still without power and cell phone service is down as well. 6:04. back here at home, right now b.a.r.t. is working to repair tracks after that derailment happened in the east bay. "today in the bay"'s bob redell is live at orinda b.a.r.t. bob, service has resumed, i think you said, between orinda and lafayette in time for the morning commute? >> reporter: correct. we've seen the trains running and b.a.r.t. said they would have the trains running, two-track service on the yellow line here in the east bay. they have been running between lafayette and orinda. if you live in walnut creek, you're trying to get into san francisco and b.a.r.t. is your normal way of getting in, it is up and running and it's a normal tuesday morning right after new year's eve. this is after b.a.r.t. spent yesterday and overnight trying to repair the tracks, which they successfully were able to do. they had to use a crane to get the two derailed cars on the rails, back on the rails so they could be towed out of service. those two cars were on an

eastbound yellow train along highway 24. this happened a little after 9:00 yesterday morning. at least one of the car's undercarriage also caught fire. all of the passengers and employees were able to get off safely. they were escorted on foot back here to orinda b.a.r.t. behind me. nine riders were taken to the hospital to be evaluated and in some cases treated for minor injuries. >> bob, at this point do we know why the train derailed? >> reporter: we just spoke with jim allison and we'll have some sound with him in about 30 minutes. he said that they are investigating -- i brought up the fact that deborah allen, one of the board of directors for district 1, and there's an investigation like jim says, but it's possible this was a case of human error. jim says that's something they'll be looking into. just prior to the incident yesterday, the train operator was told to stop the train, get out and manually switch the tracks. it's a simple workaround when there's a network connection

problem. why the train derailed after starting up again, still under investigation. >> the weather was beautiful yesterday, so i assume it wasn't weather related. thank you so much, bob. police in the east bay are searching for a driver involved in a deadly hit-and-run that happened early yesterday morning, new year's day, just after 12:30 a.m. in oakland. opd tells us a 23-year-old woman from stockton was walking on the sidewalk near international boulevard and 42nd avenue. that's not far from the entrance to 880. that's where a car, we are told, was doing donuts. it hit her and then drove away. the woman was taken to the hospital where she died. police are asking anyone with information to come forward. a follow-up now on the woman missing since early december, this morning we are now learning that police believe she might be a homicide victim.

el cerrito police began investigating her disappearance. capitola police have taken lead, saying herrmann was last seen in santa cruz. herrmann's ex-boyfriend is a person of interest in the investigation. police say he's not cooperating with investigators and, in fact, left the state after herrmann disappeared. new this morning, the migrant surge across the southern border hit a record high last month. that's what two department of homeland security officials tell nbc news. they say border patrol agents encountered roughly 300,000 migrants in december alone. on average, u.s. customs and border protection says it processed between 9,000 and 10,000 migrants each day in december. the surge isn't over. a caravan of thousands of migrants is marching through mexico toward the u.s. border right now. organizers of the group estimate there are 7,500 people from 24 different countries walking north to the u.s. 6:08 now.

taking a live look at san jose. still dark outside, but, kari, we know a lot of people set some intentions for their new year, maybe getting outside more, taking a hike. better do it early, huh? >> yeah, and i think by this evening if it's raining and you're just, like, i'll just do it tomorrow, go ahead and get it done early in the day. our start to the day is dry, but it is chilly. so just add some extra layers. it's only 41 in dublin as you step out the door and 42 in sonoma. looking at napa and the planner for today, we do start out with a mostly cloudy sky, maybe spotty sprinkles. but the heavier rain will be moving in during the evening, really ramping up around 3:00 to 5:00 later today. so that's going to have an impact on the evening commute. as of now, we are looking good and our temperatures for later today headed for the upper 50s and low 60s. we'll time it hour-by-hour for the rain coming in and also talk about what's ahead. stopping at the gas pump, those numbers are coming down,

vianey. >> they are. we're in the 3s, still a couple of 4s. we're checking in with gas buddy to find you some of the cheapest places to fill up. let's give a note to san jose, lowest is $3.95. that's at quick stop on pearl avenue in alameda county, we'll call out an early morning report for diamond gas and mart in livermore, $3.99 on south front road. and in the north bay, san anselmo has the best price at farrah's auto on sir francis drake boulevard, where prices are $4.23 a gallon. still some 4s, but we're doing okay. as far as our commute, we've been getting back to a busier commute, but so far accident-wise, things are looking great. look at the richmond-san rafael bridge, it is smooth throughout. the bay bridge, still no metering lights on. they tend to turn on around 5:26, so this lets you know, it's still somewhat holiday

good tuesday morning. right now at 6:13, we're getting a look at our day planner for berkeley and starting out with partly to mostly cloudy skies, temperatures gradually making it into the mid-50s, and rain arriving by 2:00, getting heavier in time for the evening commute. we'll talk about how much you may see coming up in a few minutes. and even though the metering lights are still off, we're starting to see some slowing, regular morning commute along westbound 80 heading toward the bay bridge. looking at about a nine minute commute. westbound 508 toward the richmond bridge, seven minutes. a closer look at your drive times for the south bay and tri-valley coming up. wall street is set to open

higher this new year, mostly following a strong 2023, which saw the dow hit new record highs, the s&p 500 just shy of a new all-time mark, and the nasdaq jumping more than 40%. the s&p climbing for nine straight weeks, and last year its best win streak since 2004. the optimism coming as investors believe the federal reserve could start cutting interest rates as soon as march, if inflation remains under control. in focus this week, data on manufacturing and services, jobless claims, and it's all topped off by the december jobs report, which is coming up on friday. vizio recently settled a class action lawsuit in which california alleged that the marketing of effective refresh rates on its tvs was false advertising. a higher refresh rate on a flat screen or hdtv typically means the picture quality is better. so if you bought a vizio in the

state after april 2014, you could be eligible for a payout from that settlement. the deadline to file a claim is march 30th, and requires evidence of ownership, including proof of purchase or the serial number, which you can find on the back. delta plans to hire only half as many pilots this year as it did last year. it's the latest signal that a more than two-year-long spree is starting to slow. major airlines had been adding pilots at a record place as they tried to catch up with rebound in travel demand. the "wall street journal" reports delta told pilots last week, it plans to hire about 1,100 people this year, less than half what it added the last two years. travel demand is holding up but growth is starting to downshift after years of expansion. here is the story we've been waiting for. trending this morning, social media is calling out a-list actor dwayne 'the rock' johnson.

>> let's say that fans think that his truthfulness was a little in and out with a recent video posted on social media. >> thank you. that's a tip. >> a tip? >> yeah. you're not supposed to tip at in-n-out? >> "the rock" posted last weekend that he visited for a cheat meal, but we did a little digging. it appears this is not "the rock's" first in-n-out rodeo. in 2017 he appeared to post a picture with drive-thru employees. technically it's possible he did not order anything. he also posted a video as recently as last year of in-n-out burgers and fries along with his tequila, also seemingly a cheat meal. at that time he claimed it was the first time he had eaten food from the fast food spot, but it's possible he didn't get it himself. "the rock" is not commenting. who cares? [ laughter ] >> are we allowed to say that?

moving into the bay area. we're looking at still a rainfall deficit in oakland. we need to do some work here and get some additional rainfall. but we've made big progress. in the north bay, we're lacking a little over a half of an inch of rainfall to catch up to normal. we do see that in the forecast. so we may be right where we should for this time of year, with all of the active weather and the incoming storms as we go into at least the next week. we're starting out with some light rain along the coastline. we're tracking it with stormranger, our mobile doppler radar. we are going to see off and on showers in the forecast ramping up this evening and continuing into early tomorrow. meantime, we're starting out chilly, headed for the low 60s. we'll keep the jacket on today. it will be cooler tomorrow once the rain moves in, and colder air will settle in behind the system. so as we time out the rain, we'll start to see it kicking up between 4:00 and 5:00, spreading across the bay area. where we see the yellows and the

orange colors indicates some slightly heavier rainfall. so we'll see that during the overnight and into early tomorrow. i'm stopping it right here at 8:30 tomorrow morning, and it looks pretty much clear for much of the bay area, and the rain winds down as we go into tomorrow afternoon, pushes out of our area. so looking at how much rain we may see tonight, most of us getting about a half inch of rainfall. it could be a little higher for the north bay. santa rosa may get about three-quarters of an inch of rain, and closer to an inch for ukiah and along the coastline for the north bay. going into the rest of the forecast, friday at this point is looking dry, but we'll see the return of rain on saturday, winding down on sunday, and more colder storms ahead, which will help with the sierra snowpack. a foot of snow coming in with the next storm, but in total running it all the way out a week, we could see possibly about two feet of snow in the sierra, which will help with that very low sierra snowpack. looking at our seven-day

forecast, we will seed to plan to keep the umbrella close by, except for thursday and sunday. those are the main dry days we have here over the next several days. vianey, tracking the roads. getting a little busy out there? >> i think so. at this rate in san jose along 101, both directions, this is what the traffic looks like. we've got a couple of areas of typical morning slowing, including livermore, the tri-valley. that tends to slow down. i wanted to zoom in on the south bay, the speed sensors in green mean it's moving along. a couple of areas near 82, and i did check for traffic concerns on the peninsula. it does look like we are okay there from that earlier report i had checked in on. tri-valley, let's check in on westbound 580 from grant line road, about 22 minutes. looking good through the south bay, east bay and north bay as well. >> vianey, thanks. there could soon be more early detection technology to help you prepare for an earthquake.

welcome back. new at 6:00, living in the bay area means we all need to be prepared for earthquakes. one company is trying to develop a new form of early detection centers. q control wants to help warn

people before the ground starts to shake using a tool called quantum sensing. it's technology that uses atoms, lasers and particles of light to detect changes in the earth's magnetic fields. the company says it would give earlier warnings compared to seismographs, which identify when the quake is actually happening. >> there have been studies that show that the changes of gravity can arrive almost a minute earlier than the actual physical shaking of the earth, which is transmitted like sound. so it's possible with this new kind of gravity detector to give early warning, because we know any additional time for preparation is time that can save lives. >> while quantum sensors could potentially give us better data and more time to take cover, it can be costly. the devices could also deal with sensitivity issues. the software is still in

and work overnight to get service set up and running for this morning's return to work. under scrutiny once again. reports of flaring coming from the refinery in richmond on new year's eve. we're live at the scene with what's new and the complaints from neighbors. this is "today in the bay." >> thank you so much for joining us. i'm kris sanchez. >> i'm kira klapper. marcus and laura are off this morning. it is the kris, kari, kira show. we will get to kari hall with the forecast in just a moment. first, we want to continue with that breaking news kris was just talking about out of japan. five people are confirmed dead following a collision between two airplanes on the runway at tokyo international airport. it happened overnight between a japan airlines flight and a much smaller coast guard aircraft. nearly 400 passengers and crew

members onboard the commercial plane were able to safely escape. the pilot of the coast guard aircraft did survive, but five others onboard that plane died. a warning, you may find this next video disturbing. surveillance video showing the moment of that intense and deadly collision. you could see both planes catch fire. japan's transportation minister says the coast guard aircraft was set to deliver aid to the victims of yesterday's magnitude 7.6 earthquake. let's head over to meteorologist kari hall. kari, you are tracking some incoming wet weather, and you told us get out and enjoy the sunshine while you can. >> yeah, we have a few more hours. yesterday was so nice, and it was also mild and the temperatures were great. today we're starting to see some clouds coming in, and eventually that rain will not be far behind. here is a live look outside in san jose. i think we'll have a nice sunrise. we are seeing more clouds coming in.

it will be mostly cloudy as we see this storm system approaching. it's also been piling up a lot of water along the coastline. as of now, we're seeing 7 to 9 foot dangerous waves along the coastline, but over the next 24 hours that could build to 19 to 23 foot breakers. and the rain coming in later this evening, off and on showers into tonight, into early tomorrow. so we'll talk more about how much we can expect as the storm system comes in, with the rain in the forecast, off and on, into at least early tomorrow. but really ramping up for the evening commute. more on that coming up in the full microclimate forecast in a few minutes. 6:32 right now. and this morning, b.a.r.t. is set to resume that normal service for the morning commute following the derailment that happened in the east bay. >> "today in the bay"'s bob redell is live at orinda b.a.r.t. it sounds like, bob, as a lot of people are returning to work today, luckily, b.a.r.t. is set

to return on time. and there it is right behind you. >> this is what you want to see. b.a.r.t. did have two-track service in normal operations between orinda b.a.r.t. and lafayette this morning, after yesterday's derailment. they've been up and running since they were supposed to, which was between 4:30 and 5:00 this morning. if you are living in walnut creek, trying to get into the city, you can take b.a.r.t. their service is up and running after what happened yesterday. they did spend yesterday and overnight using a crane to get the two cars that had derailed, to get them re-railed and towed away from the site of the derailment yesterday, and also they had to spend the night fixing the tracks. there were two cars on the eastbound yellow line that derailed a little after 9:00 yesterday morning. at least one of the car's undercarriage caught fire. all of the passengers and employees were able to get off safely and were escorted back to orinda b.a.r.t. there were nine riders taken to

the hospital to be evaluated, and in some cases treated for minor injuries. we just spoke with the media relations manager for b.a.r.t. on what's next as far as the investigation. >> as the train operator approached the interlocking, the operations control center was unable to remotely move the interlocking into the proper alignment. they directed the train operator to stop the train, off-board, and to manually make an adjustment to that interlocking. when the train operator reboarded the train, that's when the derailment occurred. as to exactly why the wheels of that second car came off the rail, that's still under investigation. >> deborah allen, b.a.r.t. board of director for district 1, suggested there was human error. >> certainly human error is one of the factors we're looking into, but we can't conclusively say at this point that it was human error or any other factor. >> as you heard jim mention, the

derailment took place at an interlocking, a section of track that connects the two parallel tracks. if the train is going one direction and has to get onto the other set of tracks, it's basically switched and that's where the derailment took place. and it was deborah allen who said that she thinks there's a possibility that this was human error, not equipment malfunction. reporting live outside orinda b.a.r.t., bob redell, "today in the bay." >> thank you very much, bob. >> so thankful everyone was safe. let's get over to vianey, who is tracking our morning commute. a lot of us returning to work this morning. >> yeah, and when it comes to mass transit, usually during the holidays they run on holiday schedules or sunday schedules. definitely modified, they either extend or shorten times. it looks like now, mass transit is all on regular schedule. you always want to check for possible delays. they usually do a fantastic job of updating their twitter. as far as the roads, look at oakland.

it's getting busy. i did notice slowing, which means reduced drive times. and then the richmond-san rafael bridge doing pretty good. all in all, no major accidents to report. >> vianey, thanks. 6:35 right now. police in san francisco are investigating what caused a deadly crash involving just one car. it happened before 8:30 last night in the city's ingleside heights neighborhood. the car was upside down in the intersection of junipero serra and palmetto avenue. officers found three victims inside. one was pronounced dead at the scene. the other two were rushed to the hospital with life-threatening injuries. we have new details in the driver involved in that uc santa cruz crash, that person now has died. you might remember earlier in december a bus crashed on the campus and five students were injured. the driver was taken to the hospital and that driver, dan stevenson, died on sunday.

he was a metro and campus bus driver for 25 years. the cause of the crash is still under investigation. this morning, a new investigation is under way at an east bay refinery, after air quality officials received several complaints about a possible new year's eve flaring. that's where we find "today in the bay"'s thom jensen, live outside of chevron's richmond refinery, where there have been flaring issues before. this almost feels like groundhog day. what is this one about? >> reporter: it does. good morning, kira. this is six complaints here. nothing like the 100 complaints that they received back in late november, but six complaints on new year's eve. back in november, it took workers here at chevron ten hours to fix the problem before they were able to stop the flaring. it was less severe this time. chevron said the flaring is just a safety measure used to relieve pressure after a system

disruption to keep the plant operating safely. health officials also did not issue an air alert, but chevron did self-report a level 1 alert back in november. health officials and hazmat teams did not find any health risks that time or this time. but this comes after a series of events like this at east bay refineries. remember, we were just up the road in martinez not too long ago after there was a series of flaring events there, and eventually count health officials initiated a surprise inspection that went on, and then they sent a letter of demands, some fixes they wanted there at that refinery. and now they're investigating six complaints from new year's eve here at the refinery in richmond. live in richmond, thom jensen, "today in the bay." >> all right, thom, thanks so much for that update. it is 6:38 right now. we want to take you to a live look at palisades tahoe. that doesn't even look real. it was a busy holiday weekend

for winter sports. that cotton candy sky out there. today the california department of water resources will do its first in-person snow survey of the season. it happens every winter and spring. it gives us a good picture of how much snow has fallen so far. state water managers will be in el dorado county at 11:00 this morning. our resident tahoe goer, kari hall, our little ski bunny, got to see -- wait, so you went last week. >> she did her own survey. >> there wasn't much at the time. hopefully this rain will bring more. >> you have to go above 7,000 feet before you really see any snow and there's a lot of grassy patches there. it's only at 28% of its normal amount statewide. i was thinking back to ringing in the new year there last year. we were at 163% of normal and

the snow was just beautiful. we do still have some beautiful views as we take a live look at palisades. we're seeing rain mixing in, but temperatures will be dropping. our overnight temperatures in the teens and 20s. that's going to be good as the next system comes in and brings up to a foot of snow. looking ahead, there may be as much as two feet, even higher, for the upper elevations. things are looking promising now that we are ringing in the new year. we'll be tracking that, as well as rain for the bay area. vianey has been tracking the roads. it looks so light. >> look at this. this is the bay bridge toll plaza. now, normally we would see bum -- bumper to bumper. we're doing good through that stretch. we're still picking up some fog through discovery bay and tracy. i want to show you drive times. westbound 580 toward the richmond brinl, eight minutes.

back against calls for another cease-fire. it comes as israel is making a major announcement about its military strategy in its war with hamas. "today in the bay"'s brie jackson is live in washington. what is israel saying about their plan going forward? >> reporter: good morning. the israeli military says it's pulling thousands of troops out of gaza, not because the war is ending, but to pace itself for the long haul. israeli forces ramping up strikes in southern gaza, as israel unveils plans to reduce troops to prepare for prolonged fighting and to free up units in case the conflict spreads to other parts of the region. tensions in the middle east are rising. over the weekend, yemen-based houthis backed by iran tried to hijack a container ship in the red sea, shooting at u.s. navy helicopters. u.s. forces then sunk three houthi boats, killing everyone onboard.

netanyahu says he believes the conflict will take many more months to end, kira. >> brie, thank you so much for that update. one person is recovering in the north bay after suffering from possible hypothermia and having to be rescued by helicopter. we have video from that rescue. look at this perspective. it happened at black sands beach in the marin headlands yesterday morning. rescuers responded to reports of someone suffering from possible hypothermia. firefighters assessed that person and called in a chop tore air lift that person to medics waiting nearby. they were rushed to the hospital for treatment. it's unclear if that person had been swimming, but rescuers want to remind you that the ocean water is very cold. leisure travel is back. i experienced it firsthand over the holidays. people everywhere. this morning the "today" show is on the hunt for travel dupes as the trend grows in popularity.

this follows a collision between two airplanes on the runway at tokyo international airport. it happened overnight. that is a look at when the planes collided, a japan airlines flight and a coast guard aircraft. nearly 400 passengers and crew members onboard the commercial flight were able to safely escape. the pilot of the coast guard aircraft did survive, but five others died. the coast guard aircraft was set to deliver aid to yesterday's victims of the magnitude 7.6 earthquake. b.a.r.t. is resuming normal service following a derailment in the east bay. bob redell is live at orinda b.a.r.t. we know the trains are running again. do we know the reason why they weren't? >> reporter: because of the derailment yesterday and as far as the investigation into what caused that derailment, we did speak with b.a.r.t. this morning and they said that is under investigation. they said prior to yesterday's derailment when two cars came

off the tracks between orinda b.a.r.t. and lafayette b.a.r.t. along highway 24, the operator had to stop the train and was told to get out of the train and manually switch the tracks. b.a.r.t. board of director deborah allen suggested there might have been human error involved that led up to the derailment. again, that is under investigation. all day yesterday and overnight, b.a.r.t. re-railed the cars that came off the tracks, towed those away, and made repairs in time for the morning commute. the yellow line that connects people from, let's say, walnut creek through the area i'm at, has been up and running like it would be on a normal tuesday. the train service did start after 4:30 this morning. double tracks, so everything is back to normal. reporting live outside orinda b.a.r.t., bob redell, "today in the bay." >> thank you, bob. to a live look at the chevron refinery in richmond, once again under scrutiny. the bay area air quality management district says that it
