we have seen, it's not uncommon to see variable conditions associated with that. tragedy on the slopes.

a marin county man killed by an avalanche at palisades, tahoe. ahead, what those heading to the resort can expect today. and then changes one bay area county could soon implement and the impact it could have to your next booking. more rain is on the way. meteorologist, kari hall, timing out our forecast. the frost advisory in place and the high tide. this is "today in the bay." thursday morning is upon us. good morning to you. i am marcus washington. i am laura garcia. let's get to the forecast with meteorologist, kari hall. >> yeah, we were seeing frost and king tides and rain coming in, and we have changes coming our way, and we started this morning with chilly temperatures and most of us in the upper 30s

and low 40s to start. san francisco starting at 40 degrees. it's 39 in sonoma, and 37 in dublin and livermore, and also 37 in san martin. we are under a frost advisory for the next several hours up until 10:00 as the lows drop down in the mid-30s in some areas. we are going to go from a cold morning to a sunny day, and we are warming up towards the 50s this afternoon. we will see mid-50s for many of the microclimates, and this is a break from the rain but we are watching incoming rain for the weekend. we will talk about that in a couple minutes. sensors are fine through the contra costa county, and we have a typical overnight closure, northbound 680, and it cleared

from the sensors just now. the southbound side will not close. if you follow me on social media, you got that news yesterday, and it's not happening because of the weather. they are going to have to reschedule that, and we will warn you about that. right now an easy flow with construction crews, and we will talk about that coming up. and then the area in palisades tahoe, and kris sanchez has been looking into this story. we know about the victim now, a 66-year-old man. >> he split his time between marin and truckee, and likely an avid skier, and his name was

kenneth kidd. this is along the k-22 lift. as as soon as it happened, other skiers jumped into action. by the time they reached mr. kidd it was just too late. the other skier did survive with a broken leg. >> looking at the video, kris, we are talking about a huge area, an avalanche coming down. they have to dig through so much just to find it. >> it was a large avalanche field according to the sheriff, 150 yards from top to bottom, so a football field in half, and then ten feet deep. it has happened before. nearly six years ago five people were trapped at palisades tahoe. in 2020, two skiers were caught in an avalanche at alpine meadows, one died and the other

survived with severe injuries to his leg and lower body. since then, the ski resort, alpine meadows settled two law suits that claimed negligent, and we don't know the dollar amount on that. seven people were killed in an avalanche that was so big and powerful, marcus, it rolled all the way down to the resort's parking lot. >> it happens so fast, too. so what happens now? >> i want to show you the cup conditions. this will remain closed until further notice, and we know investigators will try and answer the question of how it happened while ski patrols worked to reduce the danger. that is dangerous work, too, and a ski patrol was killed in an avalanche a few years back as well. kari will focus in on the

conditions here, and not only for people there and trying to leave because the resorts closed, but also for the investigators trying to figure out what happened. >> our thoughts and prayer with mr. kidd's family. so sad. happening today in san francisco, consumer advocates will gather to call for a rollback in utility rates. as of january 1st, pg&e rates increased and they are requesting approval for a second hike in may. opponents will gather outside the state puc offices for a news conference. our investigative reporter was the first to report the hike last year, and to see his full investigation, head over to nbcbayarea.com. in a couple hours marin county supervisors could cut the

number of short-term rentals in unincorporated areas. >> what is the cap? >> well, proponents for this cap say it would help increase the supply of local, you know, affordable housing, which is needed for locals, and marin, especially that part of the bay area is expensive to live in. but opponents say cap won't help that issue and will hurt tourism along the coastline. currently there's a cap of 923 unlicensed short-term rentals. the proposal set the cap a bit higher, just over 1,000, 1083. more than 100 would be dedicated to coastal areas of steupb chun

beach, and it's a popular place for tourists. a company that makes software to help property owners collect their taxes say communities across the country are having similar conversations like the ones in marin, and some communities are severely limiting the number of rentals and others say anything goes. communities must realize while they are trying to solve one problem, they could hurt another, like hurting tourism. >> tourist dollars bring a lot of economic income, not just what they spend but the tax base, and property owners themselves are generally contracting for some of the local services for landscaping and housekeeping and those types of things as well, and that money goes away as well if they can't rent it out.

>> the west marin access coalition, which is a group of homeowners and short-term rental hosts across the coastline, they say the area targeted for caps are historically tourist destinations, and in some places renting out the properties is a path to owning the properties in the first place. reporting live, bob redell, "today in the bay." police in the north bay are searching for two people that broke into a business and stole a safe early monday morning in sausalito. you can see right here from the surveillance video that thief dragging the safe out of the business. police say there was a second person waiting outside. they loaded that safe into a car and then drove off. if you have any information of who this may be, or information

about this burglary, you are asked to call sausalito police. taking a live look outside up in mill valley where today we are continuing to track the incoming high tides for some bay area coastlines this morning. kari, you have had a busy week. >> yeah. we are going to see the tides coming up again later this morning. right now we are at low tide but will be under a flood advisory from 9:00 until noon. with the king tides coming back, we will see this also for tomorrow, and we will see some of the tides coming up to about 6.9 feet again tomorrow. just a little later though. the extreme low tides will happen from 4:00 to 7:00, and the next set of king tides will start on february 9th. we will see rain eventually coming back to the forecast. we will track this system and i will time it out for you and

what to expect for your weekend. that's coming up in a few minutes. mike has a look at lower gas prices. >> yeah, we were visiting friends, and they have numbers at 3.57, and that's on los gatos boulevard there. and vallejo, 3.69 at sinclair. and then hayward's best at 3.79, valero on hayward boulevard, and that's a good deal. on the roadways, we are looking at smooth traffic as well. highway 87 just cleared from the grid, the overnight closures we had with the roadwork, and crews are still not fully clear between capital and curtner. as we are looking at the rest of the bay, we see at the bottom of the screen flashing lights. i believe that is just about

morning very much like this morning. we will be close to freezing in much of the north bay, and down to 31 in clearlake. also 31 in fairfield with mostly mid-30s as we get started. then going into the weekend, friday is dry but then saturday starting out in the morning, here we are at 4:00, we will see rain moving into the north bay. that rain continues to spread across the bay area, and it may take a while to get to san josé and the south county, while areas to the north are dealing with bouts of heavy rain that will continue into the evening. by 7:00, it's really picking up for the santa cruz mountains in the south bay. gradually winding down as we go towards sunday morning. we are looking at pretty decent rainfall totals here, an inch and a half for the north bay, and close to an inch of rain for the south bay and everywhere in between. we are going to see the rainfall totals going up. for the sierra, just this

weekend we are looking at 9 to 19 inches of snowfall. up near kingvale will be the higher amounts of snow. our inland areas are going to reach into the mid and upper 50s. on saturday with that rain coming down, we will be up to about 59 and down to the low 40s. it looks great for the martin luther king, jr. holiday. across the bay things are beautiful right now. conditions are great as you travel south all the way down into san francisco. we are looking at clear sensor reads as well throughout the north bay. good stuff. highway 37 -- the sensors changing already. we will track that, because it's 5:22, and that may be indicating some traffic, but it could be a slower moving vehicle. and we will watch the sensors because they did change a short time ago. we do have a crash at marsh creek road and highway 4, and

"nbc bay area responds." >> good morning. a couple months ago i ran into amy at a charity event on the peninsula. she told me about her family's trip to prague that did not go as planned. their easy jet flight from london took off and ended up going back to london because they had a technical issue on the plane. the family spent an extra night in london and flew to prague the next day. in europe passengers like amy can get paid back their expenses, and amy filed forms online and followed up with three different people by phone,

lines trying to break up the massive snow banks to prevent another avalanche. the avalanche that came down yesterday was 150 yards from top to bottom, 50 yards across and 10 feet deep. those are the conditions now. despite frantic efforts to reach the 66-year-old kenneth kidd, it was too late. the man that split his time between marin and truckie died in the avalanche. another person was found with a broken leg. fellow skiers jumped into action while the rescuers made their way there. the ski lift was overhead. >> instantly they had patrol up there. they have a regular protocol they use, and they instantly got the folks from alpine, got them in here. >> palisades tahoe had been monitoring avalanche risks since

sunday given all the snow dumped by the weekend storm but determined it was safe to open the kt run at 9:00 in the morning, and the avalanche happened within the half hour of the first run. and palisades tahoe will remain closed until further notice. kari, you are watching the current conditions and it's no wonder why that snow accumulated there. >> yeah, we had a lot of heavy snow that came down, and temperatures were very borderline of whether it was freezing or just above freezing. the heavy, wet snow may have also contributed to the avalanche. right now we are seeing temperatures zipping down to the teens. the wind calmed down, but during that time we saw the avalanche occur, those winds were gusting high. we have seen wind gusts in the area up to 142 miles per hour yesterday. we are taking a look at some of the conditions that may cause an avalanche. you have a weak snow layer, and

you have the fresh thicker snow coming down in the recent days, and all of that heaviness of the top layer of snow can cause a avalanche, and for all that snow to slide downhill. if you are going there this weekend, heads up there's a winter storm watch that will be in effect from friday afternoon to saturday afternoon, and the sierra snowpack has gone up significantly. we are at 37% of normal, but that's still well below what we typically see, and all of it has come down recently and more is on the way. i will track this as well as what it means for bay area rain, and that's coming up in the microclimate forecast in a few minutes. >> kari, thank you. we are following breaking news this morning out of the nfl. this is involving new england patriots and their legendary head coach, bill belichick. according to multiple reports, the sides have mutually agreed to part ways, and this brings an end to what some consider the greatest run in nfl history. bill belichick, head coach for

the patriots for 24 seasons, winning six super bowls with tom brady. the team has not yet confirmed the news, but they are planning to hold a news conference at 9:00 a.m. belichick is scheduled to attend. new this morning, google is laying off more workers, hundreds working on the company's google assistant plan as well as others being cut. >> big, scott mcgrew, but not as big as before. >> well, this cut is centered around those working on its version of siri, as well as hardware like fitbit. the majority in the augmented reality team are being let go. we are talking about hundreds of jobs and not thousands.

$1,000 for spectators on side shows. now to a live look at sfo. this is amid the grounding of all 737 boeing max 9 airplanes. the faa still conducting inspections on the grounded planes. the agency is working with boeing to come up with a set of instructions to process necessary previews and maintenance. alaska airlines expect anywhere from 110 to 150 flights to be canceled nationwide today. united airlines is expecting to have significant cancelations as well. it's 5:38 on your thursday morning. taking a live look outside at the golden gate bridge.

degrees. mike, you have a look at the drive through the south bay. >> yeah, right on schedule we have slowing that starts at north 101. that's typical. a note for highway 17. we had the crash approaching redwood estates, north of the summit, and sounds like a vehicle went off the roadway, and one lane is blocked and folks are reporting seeing parts of the vehicle, and that's a distraction as you travel north right now. today and tomorrow, caltrans let us know they will be doing landscaping work south of the summit in both direction to remove trees and debris for the upcoming storm, i believe. and then we talked about the king tides, and kari has mentioned that, and that's why they have the lower manzanita park and ride closed, because it floods sometimes in that

section. south san francisco service for the sfa ferry, they are not returning to service for the 7:05 alameda main street or the 7:30 oakland. a new scam warning involving ai. ahead on "today in the bay," the way hackers overseas are using artificial intelligence with schemes targeting your information. and then we hear from chesley "sully" sullenberger with details. and then going one-on-one with mayor matt mahan.

pilot sullenberger landed that bird, and he's sitting down with craig talking about the make or break moment. >> i was confident, if i could keep the airplane intact and in a way people didn't get hurt during the landing, it would float long enough for us to be rescued. >> he said once the plane stopped, the crew in the cockpit said to each other, well, that was not so bad. you can watch this on the "today" show, right after "today in the bay." and then didn't like the deal with the white house the first time or second time either. >> the small group in the republican party tripping up efforts to fund the government. >> that's right. a procedural maneuver to stop

congress from moving forward on the budget, because they say the government is still spending far too much money. it's the same argument they used to throw former speaker kevin mccarthy out of office, and now new speaker johnson agreed to the same deal marcus was talking about. yesterday johnson acknowledged he may have to put forward a continuing resolution if he cannot get the splinter group back on his side, and that would mean making a deal with the democrats again just like mccarthy. that's the most important thing happening in washington, other than the pentagon probably planning something against the houthis as they continue to launch missiles and drones at shipping more than ever before. there are a lot of things going on. a haley and desantis debated one

last time before the iowa caucuses. >> when you look at donald trump, i said i think he was the president, the right president at the right time. his way was not my way. for me it's about no drama, no whining and getting results. >> he said he would build the wall and have mexico pay for it, and he did not deliver that, and he said he would hold hillary accountable and let her off the hook, and we need to deliver and get this stuff done. >> the president's son, hunter biden, will be in california today to face arraignment in his federal tax case. republicans claim hunter biden is getting special treatment, but keep in mind the government

rarely tries to prosecute for not paying back taxes if they fess up and pay them. members of congress were voting on recommending contempt on congress, and he showed up. republicans say no deal. they want to depose him behind closed doors in private. hunter biden won't do that, thus the accusation of contempt of congress. the whole house has to vote on that and can turn it into a criminal charge like steve bannon's. one democratic congressman said a lot of people have been accused of skipping out on congress, and some were in the very room where hunter biden was. >> here is the subpoena to representative scott perry did not comply, and a subpoena to

high king tides happening at 10:30 this morning, and then up to 6.9 feet at 11:19 tomorrow morning. we have the low tides from the afternoon to the evening. during the week, we will talk about the widespread clouds and the rain that will eventually reach into the bay area. in the meantime, we are dealing with really chilly temperatures. this is a look at what we will wake up to tomorrow morning in the mid-30s after seeing those temperatures reaching into the mid-50s. it doesn't give the house a chance to warm up, even with the sunshine. go into the weekend we are going to see the rain coming in starting in the north bay. this is very early. if you are making saturday plans, you probably won't see a lot of breaks in the rain unless you are in the south bay. it will take a little longer to reach into san josé, as we typically see, with some of the

systems in the valley. it's like, oh, where are the showers? it's coming later in the evening, around 7:00 to 8:00 on saturday really picking up and getting heavy and then eventually winding down on sunday morning. most of us are going to see rainfall totals at about an inch. it will be higher for the north bay where the rain starts out earlier in the morning and continues throughout the day. in total we could see anywhere from an inch and a half to possibly over two inches of rain for ukiah. for san josé and morgan hill, we are looking at half inch of rainfall, and three quarters in san francisco. we do have more chilly mornings ahead. looking at martin luther king, jr. day, we are going to see highs reach into the upper 50s. we will be watching out for more storms in the middle of next week. for san francisco, expect highs in the mid-50s throughout the weekend. saturday will be the day that we will see a lot of rain coming

down throughout the day. then sunday is going to be the day to get back outside as we still have to stay bundled up, and it will be a dry start to next week. mike, you have updates for the bay bridge? >> yeah, folks we have the backup forming very gradually. metering lights were activated. there was an incident on the span, but this was eastbound. the good news, the issue we talked about near treasure island tunnel, there would be no slowing, and never showed any interruption. i believe everything is fine coming out of the city. highway 37, highway 4 both show typical patterns as to when and where that backup forms. tapping on 880 on san leandro and hayward, no problems. the volume is building across the san mateo bridge. south bay, you have the 101 -- this is the first bit of slowing
