documented orphaned wells well exceeded the money allocated. so this federal funding is not going to be enough. >> and it's not yet clear if the funding has been cut from governor gavin newsom's recent budget to cap orphaned oil and gas wells. many of them are in southern california, but there are several in and around the bay area. you can see more on this story and how climate change is affecting us on our website, nbcbayarea.com. a quick reminder, nbc bay area is streaming 24/7. you can watch us whenever you would like on roku or other streaming platforms. right now at 6:00, bracing for back-to-back storms. we're tracking when the wet weather returns today and just how long it will stick around, with another system already on its way. somebody was telling me we have a guardian angel watching over all of us today. >> most definitely. terrifying moments at golden

gate park after a huge tree crashes on top of five cars. we'll hear from one woman who became trapped in her car with her children. and former president trump wins big in iowa. we'll take you there live as we break it down this morning. his victory in last night's caucuses, and how much closer he is to possibly returning to the white house. this is "today in the bay." good tuesday morning. thanks for waking up with us. i'm marcus washington. >> i'm laura garcia. let's talk about the rain. didn't wash the car yesterday, kari. i was listening. >> that's good, because mother nature is going to give you a nice car wash later on today. we're going to see rain coming in first in the north bay and along the coastline, and continuing to work its way across the bay area for today. so starting out with some light showers, but you can see the movement of that rain heading closer to us as we make it into our tuesday. let's get a look at half moon bay. because we are going to have some low 50s to start, cloudy
6:02 am
morning, and then the rain ramping up as we go toward 1:00 to 7:00, the rain will continue into tonight. so our hour-by-hour forecast shows that wet weather is heading our way. here we are at 6:30, and it's pretty much raining everywhere, with at least light showers. that's for the rain evening commute into tonight. there may be some pockets of heavier rain, and we'll be tracking that. another update in a few minutes. the roads are clear after a massive tree fell across a busy road in san francisco's golden gate park. there are some concerns because more wet weather is heading our way. "today in the bay"'s ginger conejero saab is live at golden gate park this morning. ginger, i understand you were nearby when the eucalyptus fell? >> reporter: i was, laura. it was my daughter's soccer practice, which is really just down the street from crossover. crossover is up the road from where we are this morning. you can hear the sirens and everything going on when people
6:03 am
were responding to what was happening, when that 130-foot eucalyptus tree fell. now, at one point that massive tree actually blocked both the north and southbound lanes. it happened just around 4:00 yesterday afternoon. the tree fell on top of five cars, which were occupied by 11 people, and, fortunately, no one was seriously hurt. sandy young was in the blue tesla with her husband, son and daughter. they were not hurt, but they were shaken up. >> we have a glass rooftop. this big tree and the concrete lamppost comes crashing down and you hear this big boom, and all our windows cracked. my first reaction was, is there blood? because there was glass everywhere. >> reporter: sounds terrifying. two people did suffer minor injuries. a spokesperson from san francisco fire says the difference in how all this played out came down to just
6:04 am
seconds. now, the vehicles were moving when this tree fell down. had the tree fallen a second later, it could have been a much worse scene. the cause of why the 130-foot tree, why it fell, that is still being investigated. that's still unclear now. as we've been talking about, the rain that we are expecting kind of looking back to last january's storms and looking at how many trees fell down because of the rain, it's concerning to look ahead and see what possibly could happen, laura. >> it really is. especially the size of that tree. just huge out there. glad everybody is okay. thanks, ginger. 6:04 this morning. now it's time to talk about a major closure in the south bay. we want to talk about mike. all things commute right here. how is it looking as of this morning? >> it's looking great right now. i want to point behind us, lane closures. not a full freeway closure, just
6:05 am
so folks know that. let's get to the maps and we'll show you the stretch we're talking about. we warned you yesterday. we're talking about mountain view into san jose. both directions of highway 101, northbound from san jose, about 13th or oakland road up to shoreline and south bend, the opposite direction. that may affect your evening commute more than the morning commute. right now it hasn't started yet. it starts at 9:00 a.m. oakland road is a good reference or 13th, as you might hear them talking about. it's right about where we see the morning commute start. it already kicked in. your alternate if you're heading south will be 85 to 280 if you want to avoid the backup which may happen as they're doing sweeping, cleaning work, both the outer and center divide areas. that will be a distraction. right now we only have the morning commute in the northbound direction. the southbound side may see more traffic slowing, so 280 could be your alternate. we are still following slowing south 101 at 380. there's police activity. the connecter is open. i'll explain more coming up.
6:06 am
back to you. 6:05 right now. happening today, one of three suspects died to the deadly shooting of an oakland police officer is scheduled to make his first court appearance. officer tuan le was shot december 29th in his unmarked car as he responded to a burglary at a cannabis shop near jack london square. late last week prosecutors charged a third suspect, 34-year-old marquise cooper, who was recently extradited from southern california, where authorities arrested him. two other suspects also face murder charges. a fourth suspect is facing burglary charges only. the first presidential contest of decision 2024 officially in the books. and former president donald trump has beaten his closest rivals in a landslide. >> while he's coming off a big win in iowa, his legal issues will continue to loom large over his bid to seek re-election. "today in the bay"'s alice barr is live in des moines this morning. alice, let's quickly look at the
6:07 am
numbers first. trump, the projected winner, with 51% of the vote. former florida governor ron desantis, a distant second with 21%. and former u.n. ambassador nikki haley finishing in third place with 19%. republicans clearly sending a clear message here, alice. >> reporter: laura, that's right. what we're seeing in this first contest of the 2024 republican presidential race is that the former president was able to deliver a real life victory that reflects the polling that we've been seeing. he's won by an historic margin here in iowa. and he really made the case when he spoke last night that it's time to move forward. he was speaking like a general election candidate. he was talking about unity. he was offering rare compliments to his republican rivals. and he's going to try to really just press forward from here to show that he is the clear choice in iowa, he believes we should roll on ahead and get going and
6:08 am
take on, in his case, most libel president biden in that head-to-head matchup. >> and i want to get to this defamation case, alice. because this is the one involving e. jean carroll and the damage portions of the case are beginning today in manhattan with jury selection. if last night was any indication here, it really seems that republican voters are not really worried about many of the legal challenges here. so what do you think the former president is offering voters at this point that other candidates just seem to be disconnecting with? >> reporter: marcus, we saw that reflected in the nbc news entrance polls from last night, where the voters here in iowa were saying they did not care, really, about those legal challenges. they're not registering. people don't have a lot of faith, really, in most cases in the justice system, and so they're really putting that to the side. i spoke directly with a number of iowa voters who told me, yeah, those legal issues, not a
6:09 am
big concern for them. what they did talk a lot about is immigration, the economy, and they talked about thinking that former president trump has already proven to them that he can run the country, and they believe at this point that he has had the experience, he's been there, and they feel like they were better off when he was president. so that's been the difference maker in the folks i've been speaking to for why they lead toward former president trump as opposed to some of his rivals. >> it's really interesting to look at the past as well, as scott had mentioned. trump didn't win the iowa caucuses in 2016, biden didn't win in 2020. the big picture here is what impact potentially could this contest ahead have in the general election in november, and what was so different for trump this time around? >> reporter: right. so potentially -- we've already seen one effect because entrepreneur vivek ramaswamy dropped out of the race after
6:10 am
finishing in fourth. iowa traditionally is at least sort of a narrowing channel, where if you don't make it through here, a lot of times candidates drop out after this point. so we saw that with him. if florida governor ron desantis had not been able to come up with the second place finish, however distant it was, there's a good chance there would have been a lot of pressure for him to walk away. so iowa has that effect. at this point we are moving ahead as a three-person race. but, again, i think it goes back to as far as why former president trump did so much better this time, the folks i've been speaking to don't feel great about the state of the country. we've talked about inflation, the effect that's had on people and they feel that the economy is worse than the numbers are actually reflecting. they feel that the economy was a lot better under former president trump. they also, a lot of people here are really concerned about immigration. there's maybe a pessimistic tone amongst people i spoke to about the state of the country. they feel sort of nostalgic for times they felt they were better off with a former president and
6:11 am
they're showing it in this first contest. >> boy, they sure did. >> no surprise who took the top prize. we'll see how things look as we move ahead. thank you, alice. it is 6:10 this morning. a busy next few days for first lady jill biden. they will be in the bay area tonight. first she's heading to salt lake city to celebrate educators and speak for the biden victory fund. she'll arrive in san francisco tonight, where she'll actually attend a fundraiser. tomorrow she jets off to los angeles, then she's back in the bay area on thursday for another fundraiser. the first lady will finish out the week in ohio. and let's take a live look in san jose this morning. you know what, it seems like it was a little clearer an hour ago. but it is still pretty clear. >> it is pretty clear, and it's fairly mild. we were talking about dr. biden going into salt lake city today
6:12 am
where it's 14 and then coming to the bay area, where we're starting out the morning at 47 degrees. the big story has been that plunge of some frigid air making it as far south as houston, where it's 18 degrees right now. and we have temperatures in the mid to upper 40s. we are getting ready for rain. that's going to be coming in mostly this afternoon. a cloudy day, and for tomorrow it's going to be clearing, mild, pleasant. but we do have some more rain ahead for the weekend. mike, you have an alert on the peninsula? >> there's a traffic break going on, south 101, the connecter onto 380 by sfo. it's got a police investigation going on, activity on the shoulder of the roadway. one lane will be closed, for the investigation and the safety of the investigators. that will slow you a bit as you head down southbound 101 to 380. the bay bridge does have a backup as well as the metering lights are on, slowing across the span.
6:13 am
no real surprises there. but there is the backup for most lanes. back to you. >> thanks, mike. 6:12. the mayor of san jose keeping his word. coming up, why he's paying off the fine recently handed out to a couple and his larger message about where the city should focus its new fight against urban plight. >> even the world's richest man wants more money, more power. it looks like we're going to get a little haircut today. plus -- >> are you guys leaving or are you just going to sit there? >> what did you say? >> say it again. i dare it to say it again. >> san francisco's ali wong having a historic award season. her latest win making a big first. first. iep

thousands of women with metastatic breast cancer are living in the moment and taking ibrance. ibrance with an aromatase inhibitor is for adults with hr positive, her2 negative metastatic breast cancer as the first hormonal based therapy. ibrance plus letrozole significantly delayed disease progression versus letrozole. ibrance may cause low white blood cell counts that may lead to serious infections. ibrance may cause severe inflammation of the lungs. both of these can lead to death. tell your doctor if you have new or worsening chest pain, cough, or trouble breathing. before taking ibrance, tell your doctor if you have fever, chills, or other signs of infection, liver or kidney problems, are or plan to become pregnant, or are breastfeeding. for more information about side effects talk to your doctor. thanks, mom. be in your moment.
6:16 am
ask your doctor about ibrance. a pfizer product. good tuesday morning to you. it is 6:16. as we take a live look outside in walnut creek, it is a mostly cloudy morning, and we will see some light showers possible around 8:00. at noon, it's just cloudy and only 52 degrees, and rain comes in for the afternoon. we're going to see that rain stick around for a while this evening, and we'll talk about what's ahead in our weekend forecast in a few minutes. as we look at palo alto, 101, i notice a little more traffic, more taillights heading north through palo alto toward san francisco. and heading with the headlights
6:17 am
south toward mountain view. we will have some slowing expected by a project going on later on this morning. bob redell is actually out there. he'll bring us that report as well. i'll talk about it as well at the bottom of the hour. good morning. very happy tuesday to you. we'll open in 15 minutes where we left off on friday. the markets were closed on monday. apple says it's ready to sell apple watches without the pulse ox detector, if the courts rule against it in a patent case. that decision could come today. shares in tesla under a lot of pressure. we'll talk about this in a minute. first, let's talk about john deere. john deere has signed a deal with starlink to deliver internet to tractors in places where internet is hard to get. the "wall street journal" was the first to report that. if you're wondering why tractors need internet, you haven't been on a farm lately. many tractors drive themselves and the farmer pays attention to crop data and satellite pictures
6:18 am
as she's standing in her field. starlink twitter spacex leader elon musk has written to the board of tesla saying he wants more power, more shares, more money. he wants 25% of the vote. he also hinted at a new incentive structure. now, musk's bonuses at tesla are very controversial. a group of tesla investors have taken tesla's board to court saying they're being way too generous to musk. his pay is staggering, $56 billion. but tesla did grow enormously under the plan. it's 11 times bigger now than when the company first announced musk's first compensation plan. and openai announced new curbs on the use of artificial intelligence in campaigns. video of the iowa caucuses here, openai will restrict the use of chatgpt prohibiting chat bots
6:19 am
that act like candidates and present the creation of content. it's still going to be social networks with real human beings coming up with really bad stuff that is going to be the biggest danger again in this election. >> we've been through this before. >> the bad guys are very creative and there are an astonishing number of people who believe what they read on the internet. >> thanks, scott. well, the 75th annual emmy awards in the books, and if you missed the show, don't worry. we've got you covered. three shows really taking home pretty much everything. "succession" and "the bear" taking home awards for best drama and comedy series. "succession" cleaning up in best actor categories. and san francisco native ali wong used her speech to pay tribute to her parents. >> i wouldn't be standing here
6:20 am
without my parents, my amazing parents, my mother and my father, who i so wish was alive to share this moment with me. my hilarious father who loved me unconditionally and taught me the value of failure. >> she is the first asian woman to win in the lead actress in a limited series or movie category. wong comes off a fresh win in the recent victory over the golden globes with that same role. so certainly time to pay tribute to those who raised her. >> it's nice to see that. >> especially the language she uses in those movies. >> here is some soap. [ laughter ] kari has a look at the forecast. she's been watching this rain coming into the bay area. >> we've got a lot of changes. i wanted to get you caught up on how we're doing with rainfall for the water year. so let's take a live look outside in san francisco, where
6:21 am
for now, it is dry. but we are looking at how much we've measured since october 1st. in santa rosa we've made it up to over 14 inches of rainfall. but that's actually a little over an inch below what we typically see. so we need about 3 1/2 inches of rain to catch up to normal in oakland, even though we've already measured 5 inches of rainfall. what we've measured is still a little below, slightly dryer than we typically see with some of those worst rainfall deficits in parts of the east bay. but we have changes on the way and we're entering into a more active storm pattern. as we take a look at the rain that's already moving into sonoma county and reaching closer to the coastline in san francisco, this is where the rain will get going a lot earlier compared to the east bay, as well as the south bay. so we're starting out with some light rain that will continue to move in, and then going into 2:30 this afternoon, much of the north bay is covered and it continues to roll its way into
6:22 am
the peninsula, the tri-valley, the south bay, at about 6:00 to 7:00 this evening, with some pockets of heavy rain. then at 11:00, the north bay is starting to see that rain taper off, but it's going to linger a little longer farther south into late tonight. we're looking at rainfall totals for most of us about a half inch of rain. it could be a little less for spots like los gatos where we reach a quarter inch of rainfall. overall, it's a pretty good soaking. there's more rain ahead. take a look at our friday evening, with another wave of rain pushing through. and then going into saturday, with a couple of more storms arriving. i know we have a big event happening on saturday, we're watching the rain for the game. and then on sunday there's another wave coming in, and it looks like pretty much every day we'll see new waves of rain coming in, going at least into the middle of next week. while we get rain, the sierra gets snow. we'll see the first wave bring us about 2 to 6 inches of snow
6:23 am
for the sierra. that's mostly coming down today. and then looking at the weekend, if you do have outdoor plans or are planning to head to the 49ers game, get that rain gear ready. plan your outfit accordingly. mike, you're seeing the commute building. >> we're looking at a smooth drive, changes ahead. but right now just the build. that's the only change, westbound across 92, the san mateo bridge, smooth drive right here. there is slowing in the east bay indicating more traffic building. and coming across 92, that will also hit the dumbarton bridge, but nothing severe. a little slowing southbound 680. you see that coming through pleasanton. right on schedule for that portion of contra costa county and alameda county. south bay, very mild. back to you. >> thank you so much. 6:23 right now. we'll be right back
6:24 am
6:25 am
6:26 am
6:25. a follow-up this morning, san jose's mayor is trying to clear up his goal by paying a fine for a family he believes was unfairly cited. mayor matt mahan met last night with the couple. as nbc bay area reported, they were recently fined $250 as part of the city's new beautify san jose campaign. the mayor launched the program last year to clean up neighborhood blight and graffiti. the couple says they had temporarily placed an exercise bike and some furniture on the porch, and never received a
6:27 am
warning. to make things right, the mayor says he wrote them a personal check to cover the fine. >> to take a working family that's just scraping to get by, that's had a death in the family, that's got someone struggling with cancer, they're trying to build a small business, and slapping them with a $250 fine for what i can't quite tell what the code violation is, just doesn't seem right. >> i feel like he heard our voice and i appreciate that he came out to take care of it. >> while the mayor cannot pay everyone's fine, he is calling this more of a message about the program's goals to focus on more glaring examples of blight downtown. 6:27 this morning. the top stories we're following today, including commute headaches in the north bay. new details about an overturned gas tanker and a warning for nearby residents, and how soon that scene may be cleared. plus, possible commute headaches here in the south bay, as several lanes of highway 101 are about to be shut down.

6:31 am
crushes his competition in iowa. where we go from here and who is out coming up. plus, rain on the way this morning. we're tracking back-to-back storms set to soak the bay area this week. this is "today in the bay." this is also tuesday morning. 6:30 right now. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. time to get a look at what's going on with that forecast today. meteorologist kari hall is working on that. my mother wanted you to know that it's 8 degrees in memphis. what that has to do with it, i don't know. she wanted me to let you know. >> i'm so sorry. my goodness. yes, it's been frigid. we're so grateful when we're talking about, oh, it's in the 40s, it's cold. we're starting out this morning with clouds and a little bit of rain coming in. it's really starting to pick up for sonoma county along the coastline, as well as mendocino county. we're going to be watching for that rain as it reaches closer
6:32 am
to our coastline. take a look at the timeline for livermore. we're going to start out with spotty showers, take a break for a little while, and then see the rain pick up and get heavier for the evening. our temperatures head for the mid-50s, and we are going to see rain starting from the north bay, continuing to fill in as we go into the afternoon, as well as the evening. some of the heavier rain arriving late tonight. i'll have a look at how much you can expect and what's ahead for that weekend forecast coming up in a few minutes. speaking of looking ahead, commuters may want to brace for headaches in the north bay after a gas tanker overturned about four hours ago in san rafael. it happened at northgate drive and manuel t. freitas parkway. the tanker is still leaking fuel and nearby residents are being told to keep their windows closed. hazmat crews are on the seen.
6:33 am
the crash is being blamed for a truck suspension issue. and another warning for commuters out there, a major road closure is coming to 101 this morning, and it will impact thousands of commuters. >> let's get right to "today in the bay"'s bob redell. he's live near highway 101 in mountain view with more on this big closure. bob? >> reporter: good morning to you, laura, and marcus. starting in two and a half hours, at 9:00 this morning, caltrans will be shutting down several lanes in both directions of highway 101, starting at shoreline boulevard behind me and extending, as you can see, all the way south for 14 miles to 13th street in san jose. to be clear, this is not an entire shutdown of 101. it's just a number of lanes, which will be shut down, which could impact the late morning commute. caltrans says it's shutting down those lanes could crews can do maintenance work on the road, that means removing old tires, clearing up debris that has
6:34 am
gathered over time to make the highway more safe. >> you would think they could find a better way to do it than close whole sections of 101. >> it's definitely going to be a lot longer commute time, it's going to be less sleep. i'm going to have to wake up earlier just to get where i need to go. >> reporter: here is another look at that map. again, this impacts highway 101 between shoreline boulevard and mountain view and 13th street? san jose. this is today through friday. so for the rest of the week between the hours of 9:00 a.m. and 4:00 p.m. so if your commute takes you on this route, obviously you want to maybe plan ahead. there could be some serious delays. we don't know yet. we'll find out shortly, but something you want to keep in mind as you're going to and from. reporting live in mountain view, bob redell, "today in the bay." >> all right, sounds good. now we want to call in mike inouye right now, because this is probably going to be a pretty big problem for commuters. you've got some workarounds.
6:35 am
>> if you want to avoid the entire situation, bob says not a full closure. let's take you to the south bay and give you reference points. let's look at the map. what i've marked is the current commute, because it's a good reference point, northbound 101, the backup starts about oakland road for 13th. that's what bob referenced as the southernmost point of the lanes affected. let's zoom into this section of 101, affected from 9:00 a.m. until 4:00 p.m., and that will be a factor as folks are traveling both directions of 101. northbound from oakland road up to shoreline in mountain view, and southbound from mountain view down in towards san jose as well. that same stretch. the outer lanes, so the slow lane, as well as the center divide, will have that closest lane blocked as well. as the crews travel through the area, and likely more safety's sake, they do have to clear this as we're looking through the area. you may want to use 85 south to 280 because you're likely going to see the slowdown in the southbound side as you're traveling for the afternoon and
6:36 am
evening commute. through mountain view toward san jose, we will have the build happening in the afternoon, and that will be affecting folks on 85 if folks are taking that as an alternate. you can also use 237 as your alternate, but that's likely only for a stretch of folks going through sunnyvale and santa clara. so keep those aspects in mind. the freeway will remain open and that's the big news there. you'll find some slowing at 9:00 a.m. to 4:00 p.m. we find slowing right now in typical spots, highway 37, highway 4, the upper eastshore freeway, and the bay bridge. the toll plaza is filled now. there are reports of a fender bender near the toll plaza in one of your middle lanes. we do have the backup off the 880 over-crossing and into the maze on the main stretch. back to you. >> thanks, mike. after the results from the iowa caucuses, former president donald trump easily winning,
6:37 am
trouncing his opponents. >> scott mcgrew, it seems like everything went the way former president trump wanted. >> not only did he win by a lot, more than any other republican in the history of the iowa caucuses, the competitor he's worried about came in third. here are the results. donald trump got 51%, ron desantis 21%, nikki haley a close third, 19%. desantis' relatively strong showing keeps him in the race. that's going to be good for trump and somewhat bad for haley. candidate vivek ramaswamy last night was disappointed, a distant fourth and he dropped out of the race. >> the first hard truth, and this is hard for me, i've got to admit this, but we've looked at it every which way, and i think it is true that we did not achieve the surprise that we wanted to deliver tonight. and i think that's just a hard fact that we're going to have to
6:38 am
accept. >> i want to congratulate ron and nikki or having a good time together, we're all having a good time together. and i think they both actually did very well. i really do. i think they both did very well. we don't know what the outcome of second place is. >> well, this morning we do know. desantis in second, haley a close third. a win in iowa is very important, of course, but lots of candidates lose the iowa caucus, and end up winning the nomination. trump, in fact, in 2016 lost iowa. biden lost in 2020. and sometimes winning doesn't help. i said trump had the second biggest win in iowa history, the guy with the biggest win was walter mondale. >> the nbc news projected winner of the iowa democratic caucuses, former vice president walter fritz mondale. his support is very broad and very deep, the man from
6:39 am
minnesota, a neighbor of iowa, a protege of hubert humphrey, the candidate of organized labor, winning here impressively. >> i bring up mondale's iowa caucus win because mondale got absolutely crushed in the general election. iowa is a single step in a long path to the white house. keep in mind, iowa doesn't represent the rest of the nation. for that matter, the iowa caucuses don't much represent iowa. trump won with 56,000 votes total. to put that into context, matt mahan won the san jose's mayor's contest with 128,000 votes. iowa's caucuses have a big impact, but a very small number of voters actually make that impact. nbc's exit polling data shows people who did vote in iowa were mostly men, 41% were 65 or older. the next race is new hampshire. that's a traditional primary, a standard vote, and independents
6:40 am
