bay. including the promise of hundreds of millions of dollars to draw residents. i've got so many court cases, i've been indicted more than capone, greatest gangster of all time. >> three remaining gop presidential candidates turn their attention to new hampshire. the push to the primary now six days away, and the sudden cancellation that may impact campaigning there. this is "today in the bay." good wednesday morning. i'm marcus washington. >> i'm laura garcia. we're going to check in with mike for a look at the morning commute in just a little bit. it's early, 5:00 right now. let's talk about the forecast with meteorologist kari hall. >> it was raining yesterday evening, now that rain is clearing out. we're still dealing with fog and also some of the cars in front of you may be kicking up water from the roads. as we get a clean sweep from stormranger, we are starting out with dryer conditions compared to yesterday. we'll continue to see the rain

moving away, eventually the sky will clear as we go into the afternoon. as the sky clears, we're dealing with that fog settling into some of the valleys. we're down to about half mile visibility in santa rosa. we are seeing the worst of the visibility in the north bay, maybe some patches as you're driving around the east bay as well. but once we go back to the sunshine today, we'll see temperatures warming up just slightly, headed for the low 60s for many spots, up to 62 degrees for san jose. we'll talk about our next round of rain coming up. mike, those roads are still slick. >> like over here, the richmond side of the bridge, you see the water, slick roadways. little puddling and ponding. nothing major, but just that note as you hit the roadway, traction will be a factor. there was a little slowing up until a couple minutes ago as you reached san quentin for west 580. there's some fog creeping in. when you see this color, that will be the case. it will grow as far as the influence on the map as we go

through the morning. lots of moisture in the soil. no major problems right now. as we look at the san mateo bridge, i saw a lot of congestion. there are a good number of cars traveling west on 92. i've got my eyes on 92 as well. back to you. >> thanks, mike. it's 5:02 right now. in a matter of hours, we'll learn more about the mysterious billionaire funded planned community in solano county from the developers themselves. >> kris sanchez is with us. i understand the founders of this community want voters to know something. >> reporter: they want voters to know that they want voters to decide the future of california forever, and they are going to put this before voters in a ballot measure. the investors group released more renderings of what will be -- what they call a safe, walkable neighborhood, with homes that people can afford, with jobs nearby. that is from their press release. despite the rosy picture, the development has gotten pushback from the county of solano over zoning, power and water rights. there's a concern about how

close this is to travis air force base. and the biggest concern is about the proposed build site, which has traditionally been agricultural. even if voters warm to the idea, the biggest sticking point for california forever is solano county's slow growth ordinance, which has the goal of preserving agricultural land and keeping growth to existing cities. now, today flannery llc, behind california forever, will file the east solano homes jobs and clean energy initiative with the solano county registrar of voters, hope to go qualify for the november ballot. they will have to gather nearly 550,000 valid signatures in order to qualify to put this before voters. that number is based on voter turnout in the last gubernatorial election according to california law. in addition to the signature gathering, california forever is also opening up offices, they're going to staff them six days a week, four different offices for

people to come in and ask questions, and they're going to be posting public events as well. there's been a lot of curiosity about this. >> yeah, it's very interesting, though. >> we'll see where it goes from here. a lot to follow. thanks. now to decision 2024, first lady dr. jill biden waking up this morning in the bay area. it's part of a larger whirlwind swing through california that includes her actually returning to the bay area tomorrow. >> "today in the bay"'s bob redell is live for us this morning. bob, will she actually appear publicly or will these all be invite-only events? >> reporter: we believe invite-only. good morning to you. according to her schedule that was released by her office, she would not be appearing anywhere publicly. this is video last night of dr. jill biden arriving at sfo, as she walked down the steps from her government-issued 757. this is a quick trip to california. later this afternoon she'll speak in san francisco at a fundraiser for president biden's re-election fund, then tonight she'll fly down to los angeles

for another fundraiser, then back to santa rosa tomorrow for a third fundraiser before taking off friday to raise more money in ohio. president biden and the democratic national committee says they raised more than $97 million in the last three months of 2023, and that the campaign has $117 million on hand as of the end of last month. former president donald trump, the presumed republican nominee, he has yet to announce how much money his campaign is sitting on. reporting live, bob redell, "today in the bay." >> thank you. meanwhile, the plaintiff in donald trump's latest defamation trial is expected to take the stand today. writer e. jean carroll is scheduled to testify in a manhattan courtroom. the trial started yesterday, which the former president did attend. carroll already winning one defamation case against mr. trump and a $5 million

payment. the second trial includes comments he made while president and after his first -- after he was first found liable. this did not stop him from sending off a new string of potentially defamatory statements about carroll on social media just yesterday. all of this happening as the gop presidential contenders focus on next week's primary. last night in new hampshire, trump held a rally following the landslide victory in the iowa caucuses. the other two remaining challengers, ron desantis and nikki haley, attended similar events. the former u.n. ambassador did not hold back jabs at trump, while florida's governor focused on haley. >> i voted for president trump twice. i was honored to serve america in his administration. but rightly or wrongly, chaos follows him. you know i'm right. chaos follows him. >> she does not have the ability to build the type of coalition

that you need to win a republican primary, period, much less take on donald trump. >> a debate planned for new hampshire this sunday has now been canceled, that's essentially because haley would only agree to take part if trump was also on stage. abc would only say neither campaign met its confirmation deadline. happening today, a man accused of killing a south bay mother shortly after being charged with sexually assaulting her child is due in court for a plea hearing. prosecutors say the suspect, ray garcia, used to live on their home near happy hollow park. late last year he moved out, shortly after being confronted about the alleged assault halloween night. eventually he was charged, and in december authorities found the mother's body inside that same home. last month prosecutors added murder charges. garcia is being held without bail. a live look in downtown san jose, where leaders are at the start of a plan to reshape the police department, and the goal

is to complete that makeover by next year. consultants have been brought in to assist in this process. the focus is in reshaping the staffing, as well as deployment of officers along with the department's divisions. to prepare, leaders are holding community outreach meetings at each council district. there will be ten public meetings in all. the next one happens at 5:30 tonight and will be held in person as well as virtually on zoom. it takes place at the south side community center on cottle road. we're working to learn what led up to a sinkhole last night at california and montgomery streets. a motorcyclist was sent to the hospital but is expected to be okay. this morning is road is back open. we take a live look out in san jose this morning. foggy start to the morning. meteorologist kari hall is tracking what we can expect weather-wise. not too cold this morning. >> not cold at all. in fact, this is about when we typically start our summer

mornings, with our lows down to the low to mid-50s, and then as we go through the day it's going to warm up quite a bit. we start out foggy, but then we'll transition to some sunshine for today, and then on friday our next storm system will come in, with rain and gusty winds. for the weekend, we are looking at some heavier rain and the potential of flooding as well. so once again, right now we are in the low 50s across much of the bay area. it is still a little damp out there, after some late evening rainfall. as we look at our day planner and the trend for san jose, we're going from about 53 degrees at 8:00 to 58 degrees and some peeks of sunshine at noon. it will be mostly sunny going into later today, with a high of about 60 degrees. we'll talk more about this and what to expect as the next storm comes in. that's in a few minutes. mike has a look at lower gas prices around the bay. >> our friends in the north bay will be happy to know that vallejo dominates the state

good wednesday morning. the time is 5:14. let's get a look at our day planner for oakland. we start out cloudy and a little fog here and there. but it's going to be still pretty damp from yesterday's rainfall. we're headed for the upper 50s, with sunshine peeking out from behind the clouds this afternoon. we will have a nice and dry day. we'll talk about our next storm system coming in for friday coming up in a few minutes. the sun hasn't yet dried out the roadways. the sun hasn't woken up yet. this is 101 through san jose. we see sheen on the road. no major problems. maybe some fog creeping around as kari has been talking about and monitoring. so far, no complaints from drivers, aside from the hour. good morning. well, good morning. very happy wednesday to you. silicon valley's synopsis, which helps chipmakers design chips, is buying another company for $35 billion. a court has told jetblue it

can't buy spirit airlines. a victory for the biden administration, which had stood in the deal's way, arguing jetblue would raise airfare if it killed off the spirit brand. stocks may sink today because of worries about china. that country warning growth is slowing, stocks on the hong kong index fell 14% last year, even as our stock market rose and rose. the american economy is strong. we'll get december retail sales numbers in about 15 minutes. they're expected to show the american consumer continues to spend. economists at the san francisco federal reserve take a look at work from home and found, after a lot of research, that work from home is neither more productive nor less productive. it's just the same. the economists had set out to prove their theory that work from home was better, that people got more done. but, after studying 462 different jobs, the economists'

conclusions were, meh, doesn't make a difference. they estimate for american workers, about a third of all workdays are still spent at home. samsung will hold an event today where they show off new phones and technologies, it's at the s.a.p. center. the latest sales data show that apple for the first time ever sold more cell phones than samsung did. we think of iphone as being ubiquitous, but when you bring in the whole world, there were more samsung androids sold. elon musk tweeted out a video of a robot folding a shirt earlier this week. this is a more complicated task than it appears. it takes dexterity, light touch, it's also not what it appears. eagle-eyed viewers caught the motion in the lower right of the frame. we can blow it up. it's someone just off camera controlling the robot. in other words, the robot is handling the shirt but someone is handling the robot. elon musk updated his tweet to

through 14th, and then 19th through 21st. >> quite the lineup. pretty cool. >> great artists. >> it will be here before you know it, which means springtime temperatures. our temperatures kind of feel like spring, but we're getting our winter storms in the mix as well. we had rain that moved through yesterday, but as we compare our weather to what we're seeing elsewhere, this has been the big story. this morning it is zero in nashville, and that cold air has plunged to the gulf coast. with the exception of miami, all of us here in california have the mildest weather anywhere in the country. it is bitterly cold. as we take a look back at the rain we had yesterday, mount tam had an inch and a half. that's coming off of the 8 inches of rainfall we had over the weekend. and san francisco had a little over a half inch of rain, about the same in hayward, concord, about 0.3 of an inch of rain

there. now, all of that moving to the south, our sky is clearing. fog is settling in, but once that clears out we're looking good. we have a break of rain for a couple of days before the next storm comes in. and that is expected to arrive on friday and continue throughout the weekend, tapping into that deep subtropical moisture. so it will be an atmospheric river. and so what we're expecting here as we go into friday afternoon, the rain starts to move in, starting out light, and then as we go throughout the day on saturday, i know, we have a big game going on. there will be some rain off and on. this is at 5:30, and a pretty good chance of rain moving in. then it continues into friday, gets heavier -- or rather, i should say sunday, and then into monday as the rain continues into next week. so rainfall totals for much of the bay area, from friday all the way to wednesday, is looking pretty significant here. some of these, the contours here

just kind of going off the chart. so possibly over 7 inches of rainfall for the coastal north bay, and then much of the rest of the bay area in that pinkish color, that's 2 to 3 inches of rainfall in total over the span of those several days. so we are going to see the potential of flooding, as all of those storms roll in starting on friday. it's going to be soggy heading into the weekend. we're going to enjoy today and tomorrow as we get a break from the activity. we also keep the slightly warmer than normal temperatures for the next few days. we are looking forward to rain that's going to help bring us back to our normal rainfall for the year. mike, you're seeing traffic pick up a little bit. >> a bit, at the bay bridge toll plaza, the frequency of vehicles has increased, more cars on the street. but we don't have the backup yet. damp roadways, just indicating a little build. same thing for the expected slowing on highway 37, and we should see that for highway 4

pro-palestinian protesters who recently shut down the bay bridge are making a new plea before their upcoming legal hearings. we're live in san francisco with the new action they're planning for today. also, oakland schools alter their covid guidance. some positive students may now attend class. the decision one medical expert believes may soon be heading to schools in your city as well. this is "today in the bay." >> good wednesday morning. 5:30 right now. i'm laura garcia. >> i'm marcus washington. let's get you started with a look at that forecast this morning. meteorologist kari hall is tracking what we can expect today. so how is it looking, kari? >> lots of changes. we had some rain yesterday evening and today we're starting out foggy in spots. and then we do get a break from the rain for today and tomorrow, as the sun breaks out from behind the clouds. going to be nice, but we are also tracking more rain in the forecast, starting on friday. it's going to be rainy and windy starting in the afternoon, and off and on rain throughout the

weekend, with potential of flooding as well. so we're looking at this morning, still some wet roads as we take a live look outside in dublin. that's 580, the headlights are going westbound. we are going to see some of the water kicking up from those cars in front of you, patches of fog, and we're starting in the low 50s, heading for the upper 50s today with a fairly nice and mild afternoon. we're up to 62 in san jose for a high and 60 in novato. we'll see the temperatures continue, but then once again, that rain comes back for the weekend. i'll have more on that timeline coming up. mike, you have a new crash in the south bay? >> we do. i want to give folks the big view of maps traffic-wise. we're looking at a predictable pattern, including the south bay where we're starting to see a little slowing for san jose. but even farther south it's highway 17, just got word of a crash. i've got two locations marked, but basically in the area around the lexington reservoir on the northbound side, reports of a crash, a vehicle overturned. back on its wheels. no word on injuries.

that's coming up from the santa cruz side, but going to be visible for folks traveling south as well. no sensor slowing because it just happened around the lexington reservoir area, perhaps north of bear creek. bigger concern perhaps for more folks is northbound 101 shows the build for the commute and this yellow highlighting through morgan hill, san martin, the fog will be denser through this area. kari talks about pockets of fog, that is a concern right now. so far, no major problems. back to you. 5:32 right now. happening today, dozens of protesters who recently halted traffic on the bay bridge are now hoping to send out a new message. this has more to do with the charges they face than a political cause. >> "today in the bay"'s ginger conejero saab is live for us in san francisco this morning. and, ginger, i understand you spoke with some protesters. what are they saying about all of this? >> reporter: well, marcus, laura, they are asking district attorney brooke jenkins to drop

the charges against them that stem from that november protest that reverberated throughout the bay area and made headlines across the country. now, protesters call themselves the bay bridge 78 were arrested for shutting down the bay bridge for four hours during the week of apec here in san francisco back in november of last year. each of those protesters are facing five charges, among them false imprisonment, refusing to comply with an officer, and refusing to disperse. the protesters, some of whom were arraigned last month, say these charges are trumped up, calling them egregious, especially when it comes to the charge of false imprisonment. they say they're being held to a standard than other protesters around the country, to the district attorney's political gain. >> when we talk about standing up for what's right, we believe that the bay area protesters are part of a long lineage of people who have used civil disobedience to bend the arc of history

toward justice. >> we have done everything in the book so that people can hear us. at the time of that action, it was something to do a little bit more, because what else would you do if your own family members were dying in the midst of a genocide? >> reporter: the d.a.'s office has previously said, quote, while we must protect avenues for free speech, the exercise of free speech cannot compromise public safety. the demonstration on the bay bridge that snarled traffic for hours had a tremendous impact on those who were stuck on the bridge for hours, and required tremendous public resources to resolve. now, in the next hour, we'll have more on what the protesters are saying about the impact of their actions that day in november, as well as other updates on where they are in the process of the legal charges against them. >> one we'll continue to follow. thank you, ginger. an update this morning on two children injured in a freeway shooting over the

weekend. it happened saturday night in san leandro, and this was on northbound interstate 880 near hesperian boulevard. the two children in the car ages 12 and 13 were sitting in the back seat of the car when they were shot. chp calling it a random shooting, and so far there's been no arrests. now, a close family friend shared with us a photo of that car with a single bullet hole. she says the 13-year-old has now been released from the hospital with a leg injury. the 12-year-old was shot in the abdomen. that incident left the entire family in shock. >> they're driving along and all of a sudden they heard a loud pop. the way she described it as if somebody had popped a balloon right by their ears. >> she says both children are still traumatized by what happened. we did ask caltrans if there's any possibility of cameras to capture the shooting, but we have not received a response. now to a live look in oakland. that's where mayor sheng thao is

reviving a program credited with reducing violent crime, which auditors say the city dropped the ball on maintaining. the program is called operation cease-fire and a new audit says it reduced oakland homicides by more than 40% between 2012 and 2017. but the pandemic, combined with lower police staffing levels, led to the end of the program, and homicides started climbing again. the mayor is bringing back a woman who actually helped launch that program back when she was an oakland police officer. >> i know that type of a focus deterrence strategy is what oakland needs, and frankly, it was a part of the reason i agreed to come back to the city of oakland. >> auditors also made several recommendations, including focusing more energy on violent gangs, improving coordination between police and city hall, and fully restaffing opd's cease-fire unit. a big change in covid rules for students at oakland schools.

students with covid can now attend class as long as they are symptom-free. this comes after the california department of public health released new guidance saying it is okay for people to go to work or school if they test positive, as long as they do not have symptoms and wear a mask. oakland unified is one of the first schools in the bay area to change its rules to match the state's guidance. as school leaders explain, students who test positive without symptoms can come to school wearing a mask for the next ten days. >> we're no longer issuing the isolation notifications, and so it's going to be incumbent upon our families and students to be on top of what's going on with regard to their own health. >> i would imagine that other school districts may follow, simply because, again, it will minimize disruptions as much as possible. >> as for students who have covid --

if you're heading to the airport today, be sure to double-check your flight because travelers are facing some major delays nationwide as a winter storm rolls through. parts of the country are experiencing heavy snow, even sub-zero temperatures. thousands of flights were canceled or delayed yesterday. we want to bring in meteorologist kari hall. i know you've been monitoring this winter storm, and i know some places people i know, they're, like, it is so cold. dallas even. >> i know, it is really rough, and when you're calling your family and they're telling you just how cold it is, in some spots it only takes five minutes of exposure to get frostbite. that's how cold it is. so something like a car

breakdown can be very life-threatening in this kind of cold weather that we're seeing plunge all the way to the gulf coast. miami is at 65 this morning, with the exception of southern florida, california has the warmest weather anywhere. even in portland it's 26 degrees right now. we are seeing this affecting a huge part of the country. and then as we take a look at where we're beginning this morning, in the low 50s, we're going to have a fairly mild day. and now that the rain is moving away, we still have that moisture left on the ground. it's giving us patchy, dense fog. we're headed for sunshine. and then eventually we'll turn our attention to the next storm that's going to be coming in friday into the weekend. so i'm watching that football forecast for the 49ers on saturday. we'll talk more about that a little later. mike, you're looking at more slowing. >> much of this is typical, because the volume increases. we have highway 37, highway 4 showing more typical slowing through these areas.

the bay bridge toll plaza not yet backed up, but we see slower sensors across the span. we're looking ahead predicting that there will be issues for a few folks who don't know about the closure for the webster tube. tonight webster tube, they'll be reopen for tomorrow's commute. overnight you'll have to use the bridges to get over toward alameda. if you're getting to or from half moon bay, highway 92 there will be one-way traffic control. they may be making progress. they haven't stated specifically, but they have to do repairs and may be doing additional traffic controls. folks know that will be a potential delay. yesterday and through the end of the week, north and southbound 101 between san jose and mountain view, they will have crews on either the shoulder or the center divide doing cleanup work, clearing up some of the bigger debris. there's a potential for slowing

oakland. it happened around 8:30 last night along international boulevard. this is near east 12th street. the driver was not hurt, but as you can see right there, the business sustained major damage. building engineers did respond to the scene last night. we're still working to learn what led up to the crash. open enrollment for california covered will close soon, and experts are urging people to get insurance while they can. last year the california health care foundation conducted a survey, finding over half of all uninsured californians have delayed receiving health care due to costs. one in three have some kind of medical debt. policy advisers say being insured is critical and enrollment levels will only increase as policies become more affordable. >> over the last few years, the plans on the individual market and in california's covered california have become more affordable than they were before due to policy changes that increased eligibility and made

hutchinson is suspending his presidential campaign. he did poorly in iowa, he got 191 votes. as i've said before in a different world, hutchinson might be the lead of the pack. he is a conservative, down all the way to his toes. something to watch today. the supreme court will hear a case that challenges what we call the chevron defense. chevron as in the san ramon oil company. basically the high court says if there's a law congress passes, let's say about the environment, and it's vague or unclear, we should rely on government agencies to interpret it. after all, who is better to figure out environmental law than the environmental protection agency? well, a new case involving fishermen in new england will challenge that policy today. they argue that only the courts should interpret laws, not bureaucrats in a government agency. finally, the biden administration today will announce a new crackdown on extra fees that banks charge for

let's talk about this rain, because it's been changing. it's been in and out of the bay area, and as we take a look at some of the rain that we've already measured, just from yesterday, mount tam had an inch and a half of rainfall. in san francisco, we've had over a half inch of rainfall. and about the same in hayward, concord had a little more than a quarter inch of rainfall in san jose. we had a pretty good soaking and i was thinking about mount tam. over the weekend we had 8 inches of rainfall. now as we take a look at where we're starting, we're in the low 50s. san jose at 53 degrees, and 51 in walnut creek and san francisco. so now the rain is clearing out. we still have all that moisture left on the ground. it's condensing into that dense fog we're seeing, in parts of the tri-valley, as well as the north bay. we're going to see that clearing out and sunshine for today, but as we open up the view, we can see that there is another big storm out there.

that's going to be coming in friday into the weekend, tapping into a lot of moisture. so we are expecting this as an atmospheric river to come in. it's going to affect our weather for several days. so here is what to expect. the rain coming in from friday through monday, and there's a chance that this could be an atmospheric river. and then if it does tap into that moisture, we could see rainfall totals anywhere from an inch and a half to 7 inches of rainfall. the higher amounts most likely over those upper elevations, over the north bay and the santa cruz mountains. and we're also looking for the possibility of gusty winds and power issues. now is the time to prepare for that. the rivers in some of those low-lying streets may have some flooding going into the weekend. and i know we're watching saturday very closely, so we do start out with scattered showers. there is the chance that we could be in the break in between those waves of rain, but it does look pretty wet on saturday afternoon into the evening.

again on sunday, some widespread rain. once again, it continues into monday. so as of now, this is our forecast for saturday. not bad temperature-wise. we have mid-50s, green bay would love this kind of weather. it's going to be raining off and on. we're going to see, also, some breezy winds into saturday evening. we're watching all of the impacts for you, and it even looks like the rain continues into monday, as well as tuesday. but we're not going to see a big drop in temperatures. this will be a fairly mild atmospheric river. in san francisco, we're going to see some times of rain and highs near 60 degrees. mike, you were tracking that backup at the bay bridge. >> it was a little weird as far as where the backup happened. we know the middle lanes, but then over here, the hov lanes had been slow. they stacked up for a couple of seconds. there may have been an issue clearing from the roadway because everything is just fine now. 880 over-crossing, it's the middle of the roadway, the volume is building. pretty slow pace there.
