weather-related repairs ahead of the next storm, and an update on the injuries suffered by a motorcyclist. the first lady in the bay area. how she plans to spend her day as the race for president heats up. this is "today in the bay." good wednesday morning to you. thanks so much for starting your morning with us. i'm marcus washington. >> i'm laura garcia. we'll check the morning commute with mike in just a little bit. we're midweek now on wednesday and the weather is cooperating. >> it looks pretty good for today. it's nice and mild. we're going to see some changes going into the next couple of days. we do have some patchy fog and also looking at a break from the rain for today and tomorrow, and then on friday we're going to see the rain and the wind coming back. for the weekend, the rain gets heavier and we're looking at the potential of flooding as an atmospheric river will be possible. then looking at brentwood in our day planner for today, we're going to see a mix of sun and clouds, temperatures going from low 50s to low 60s. and we'll see a lot of those

temperatures around the bay area. mike, you've been tracking that commute? >> yes, as you expect, it's building at the bay bridge toll plaza, it's a pretty gradual build. the middle lanes filled in first and now we're filling in the rest of the pop laying. no drama on the span but slower as we approach san francisco. highway 37, highway 4, right on pace. no major issues as we look at the big view of the bay. there will be more fog, i've seen it creeping around along the delta, discovery bay, highway 4 from time to time. a little slowing for san jose, typical as well. here is the big change. look at this drive time for vasco road, it suddenly jumped up by a few minutes. almost a half hour toward 580. back to you. in just a matter of hours, we're going to learn more about the billionaire funded planned community that's going up in solano county from the developers themselves. >> "today in the bay"'s kris sanchez is joining us with what those founders want those voters to know. >> reporter: so they want the voters to know that they want

the voters to decide the future of the so-called california forever community. the investors group released more renderings of what they say will be a safe, walkable neighborhood, with homes people can afford. initially 20,000 units, and some people could qualify for some of the $400 million set aside for payment assistance, downpayment assistance, with priority for first responders, teachers, nurses. there will also be schools, retail, parks, public transportation, and at least 15,000 jobs. again, this is all according to california forever. now, despite the rosy picture, the development is getting a lot of pushback from solano county over power and water rights and zoning. there's concern about how close it is to travis air force base. and there's also concern about the proposed 18,000 plus acre build site, which has traditionally been reserved as agricultural. now, even if voters warm to the idea, the biggest sticking point

for california forever is solano county's slow growth ordinance, which has the goal of preserving agricultural land and keeping growth to existing cities, not creating new ones. now, today flannery llc will file the east solano homes jobs and clean energy initiative with the solano county registrar of voters. the hope is to qualify for the november ballot. they will have to gather 13,500 signatures to qualify. now, in addition to gathering signatures, they're really putting a full court push on this one. they're opening four different offices, staffing them six days a week to answer questions from people in solano county, and they're also planning a number of public events over the next couple of months. >> trying to take some of the mystery out of it. >> i think this was the initial criticism. why is this so secretive.

you're buying all of this land, why, so trying to counteract that. >> people aren't used to new communities. i remember being in arizona and they did the same thing and built a community. there's a lot of desert out there. >> it just kind of pops up out of nowhere. we're used to smaller developments. >> we're used to the cities we all know. hopefully we'll learn more. >> hopefully. >> thanks, kris. developing right now in san francisco, all roads are back open again this morning in the financial district after a sinkhole opened up during last night's storm. it happened at california and montgomery streets near the cable car line. a motorcyclist was hospitalized while driving through the sinkhole shortly after it opened. the injuries are not believed to be serious. last night firefighters tweeted crews isolated the pipe where the sinkhole had formed and crews made repairs late into the evening. to decision 2024, and the

first lady, dr. jill biden, waking up in the bay area this morning. her visit is part of a larger whirlwind swing through california, that includes her actually leaving and returning to the bay area tomorrow. "today in the bay"'s bob redell is live for us this morning. the question is here, i think a lot of people have, will the appearance here in the bay area be public appearances or more of the invite-only? >> reporter: invite-only, according to the schedule released by dr. jill biden's office, that's our expectation, that she will not be appearing in public during her quick trip to california, marcus. this was the scene last night at sfo where dr. wide walked down the stairs from a government 757. again, a quick trip to california, later this afternoon she'll speak in san francisco at a fundraiser for president biden's re-election fund. then tonight she'll fly down to los angeles for another fundraiser, then back to santa rosa tomorrow for a third fundraiser before taking off

friday to raise money in ohio. president biden and democratic national committee says they have raised more than $97 million in the last three months of 2023 and that the campaign has $117 million on hand as of the end of last month. as far as donald trump, former president donald trump's re-election campaign, he has not released information on how much money they're sitting on. reporting live, bob redell, "today in the bay." >> campaign season is here. bob redell for us this morning, thank you. the plaintiff in donald trump's latest new york defamation trial is expected to take the stand today. e. jean carroll is scheduled to testify in a manhattan courtroom. the trial started yesterday, which the former president did attend. carroll has already won one defamation case against mr. trump and a $5 million payment. the second trial includes comments he made while president and after he was first found

liable. this did not stop him from sending off a new string of potentially defamatory statements about carroll on social media yesterday. all of this happening as the gop presidential contenders focus on next week's primary. last night in new hampshire, trump held a rally following his landslide victory in the iowa caucuses. the other two remaining challengers, ron desantis and nikki haley, attended similar e events. the former u.n. ambassador did not hold back jabs at trump. >> i voted for president trump twice. i was honored to serve america in his administration. but rightly or wrongly, chaos follows him. you know i'm right. chaos follows him. >> she does not have the ability to build the type of coalition that you need to win a republican primary, period, much less take on donald trump. >> a debate planned for new hampshire this sunday has now

been canceled. that's essentially because haley would only agree to take part if trump was also on the stage. abc would only say neither campaign met its confirmation deadline. new at 6:00, governor gavin newsom is planning to block a bill to ban youth football if it reaches his desk. his office released a statement yesterday. the bill to ban tackle football for kids under 12 is still in early stages. it went before a committee last week, assembly member kevin mccarthy has pushed for a law like this two times previously, saying that it could save lives. newsom says an outright ban is not the answer here and parents have the right to decide which sports their kids can play. he did say that his office aims to work with health and sports officials to ensure childrens' safety. >> got to get the kids outside and exercising. taking a live look at san jose right now, a little foggy in some parts. kari is here to clear up the forecast. >> we started out with rain yesterday evening, all of that

moisture still on the ground, condensing into that dense fog we're seeing. as our temperatures are also fairly mild, right now in the low 50s all across the bay area. we'll eventually start to see this clearing out. as we take a look at our day planner for concord, we'll be in the low 50s at 9:00, and a mostly sunny afternoon. it's going to be nice. maybe a light jacket, that's all you'll need. we are going to continue to have some mild temperatures as our highs head for the low 60s in the south bay, low 60s as well for oakland, novato 60 degrees, and santa rosa up to 60 as well. another break tomorrow, but weekend rain, i'll have more on that in a few minutes. mike has been tracking lower gas prices. >> friends in solano county are going to be happy. vallejo dominates, four of the top ten best prices on the leaderboard. we'll lead with royal gas at $3.59 for their shop on tennessee street in vallejo. los gatos still leads the lows

in the deal's way, arguing jetblue would raise airfare if it killed off the spirit brand. stocks may sink again today because of worries about china. the country warning growth is slowing. stocks on the hong kong index fell 14% last year, even as our stock market rose and rose. the american economy is strong. we just got december retail sales showing the american consumer continues to spend. economists at the san francisco federal reserve bank take a look at work from home and found, after a lot of research, work from home is neither more productive nor less productive. it's pretty much the same. the economists will set out to prove their theory that work from home was better, that people got more done. but after studying 462 different jobs, the economists' conclusions were it doesn't make a difference. they estimate for american workers, about a third of all workdays are still spent at

home. samsung will hold its event today in san jose where they show off new phones and other technologies at the s.a.p. center, similar to apple events. speaking of, the latest sales data show for the first time ever, apple sold more cell phones than samsung did. we think of iphone as being ubiquitous, but when you bring in the whole world, up until now there were for samsung androids sold. elon musk tweeted out a video of a robot folding a shirt. this is much harder than it looks, it takes dexterity and light touch. it's not what it appears. eagle-eyed viewers caught the motion in the lower right of the frame. we can blow it up for you. it's somebody just off camera controlling the robot with telepresence, in other words, the robot is handling the shirt but someone else is handling the robot. elon musk updated his tweet to note the robot cannot do that autonomously.

all of that has cleared out. let me show you how much we measured. mount tam had an inch and a half of rainfall. think about last weekend, we had over 8 inches of rain there. so we are really racking it up. in san francisco, we had over a half inch of rainfall. hayward, a little bit more than a half inch as well. concord, 0.3 of an inch of rain, and less than a quarter inch of rain for san jose. here is where we stand. we're still running rainfall deficits, anywhere from 1 to 3 inches of rainfall. some of the worst of those rainfall deficits are in the east bay. so we do need more to catch up to normal for this date. but we're working on that. we're going to see some rain coming in for the weekend. we're going to take a break for now. we're seeing some clouds coming in. the storm is still well to the west of us, and that's set to arrive on friday. by the time that gets here, we are going to see things really ramping up. the potential of an atmospheric river coming in between friday and monday, and rainfall totals

look like they could reach anywhere from an inch and a half in some valleys that do typically get lower amounts of rainfall like san jose, up to 7 inches of rainfall possible for the north bay mountains, as well as the santa cruz mountains. with all of that heavy rain, we may have gusty winds, and also issues with power. and we're also looking at the rivers very closely, and there may be some minor street flooding as we see all of that rain coming in this weekend. so once again, the timeline for this will be on friday, starting during the afternoon, continuing through the weekend. i know saturday we're watching the forecast very closely for the 49ers game. it does look like you'll need the rain gear. we'll see some waves of rain coming in. it gets heavier for sunday night into monday, as it gradually tapers off possibly on tuesday. while we get rain, the sierra gets snow. this is a look at how much snow we could see, with this coming in as a warmer storm system, typically we would see a lot more snow than this. but it will start out as rain and then transition to snow.

so we're looking at still a good 8 to 27 inches of snow for those higher elevations. so we're going to see a lot of rain coming in here. and we're going to have a couple of days of a break from that weather today and tomorrow. after that, it is going to be soggy and rain continuing into early next week. mike, you were seeing lanes filling up at the bay bridge. >> absolutely, right on schedule. no surprises. lanes filled in, a nice, easy drive. look at that coming off the 880 over-crossing. hov is still, of course, almost always a big advantage. there's some slowing across that richmond bridge, at the toll plaza a crowd starting to build on the approach. there may be a crash near san quentin. i'll let you know if it's a major problem. the bridge moves smoothly across 580. highway 4 and 37, typical slower points. richmond toward berkeley for west 80, the eastshore freeway, a smooth drive, just more build down through the east bay.

email and a scammer ended up getting a huge $15,000 cash advance from the couple's bank of america credit card. after interest and fees, jan said b of a had her and her husband on the hook for more than $16,000. the couple paid that money to avoid more interest, but jan expected to get reimbursed, noting this zero liability guarantee on bank of america's website. here is what it says. zero liability guarantee covers fraudulent transactions made by others using your bank of america consumer credit cards. well, jan said that matches her scenario. so she asked us to intervene. we did. bank of america then returned jan's 16 grand. we asked a bank rep for more details, but they said we're unable to provide details on this resolution due to client privacy. whenever you suspect bank fraud, act quickly. jan reported the incident within two days, and her case is a reminder to set up account

temperatures, what we're expecting today, 62 as the sunshine returns, and we're going to see that in san jose, los gatos, morgan hill, and up to about 60 today in santa rosa, and 60 in dublin. i'll be tracking that weekend rain coming up. mike, you have scattered reports all around the east bay. >> they were littering 880, but most of them are off to the shoulder and not affecting the speeds. over here, we're going to talk about what is going on for highway 84. it's narrow and they have retaining walls because of ongoing work through the transition. west 84 there is a disabled vehicle on the shoulder as you're approaching 680, but also, as we said, it's narrow and that is showing a slower drive as you're heading out of livermore and toward highway 84 and 680 in sunol. there is typical slowing throughout the east bay and the build at the bay bridge continues. back to you. >> thank you. just into the newsroom, an assistant coach for the golden

state warriors is in the hospital. the team confirming with us just moments ago he suffered sudden and serious health issue at a salt lake city restaurant. this happened yesterday as the team was in town for their game against the utah jazz. the incident took place while the players and coaches were dining together. there's no word on what specific health issue this is tied to, or his condition. happening today, dozens of protesters who recently halted traffic on the bay bridge are now hoping to send out a new message. this one has more to do with the charges they face than a political cause. "today in the bay"'s ginger conejero saab joins us live in san francisco this morning, and ginger, i understand you actually talked to some of the protesters. what are they saying? >> reporter: well, laura, they're saying that they understand their actions had an impact across the bay area, but nonetheless, they are asking san francisco district attorney brooke jenkins to drop the

charges against them. 78 protesters who call themselves bay bridge 78 are among those who were arrested for shutting down the bay bridge for four hours during the week of apec here in san francisco back in november. now, each of these protesters are facing five counts that could have a total sentence of six months to a year in prison. now, among the charges or the counts against them, false imprisonment, refusing to come my with an officer, and refusing to disperse. the protesters, some of whom were arraigned last month, say the counts are trumped up, calling them egregious, specifically when it comes to the count of false imprisonment. they say they are being held to a different standard than other protesters around the country to the d.a.'s political gain. the d.a.'s office has previously said, quote, while we must protect avenues for free speech, the exercise of free speech

cannot compromise public safety. the demonstration on the bay bridge that snarled traffic for hours had a tremendous impact on those who were stuck on the bridge for hours and required tremendous public resources to resolve. >> we know that being on the bridge caused a lot of news, throughout the world, and we're glad that message of cease-fire and ending u.s. aid to israel reached the people. >> we understand it's going to disrupt business for a little bit, for a little bit of time. but that was the point, so that no business happens as usual during a genocide and during the death and destruction of a whole people and population. >> reporter: well, those disruptions did impact thousands of people. ucsf reported the backup triggered hospital staffing issues that day, cancellations for some elective surgeries and

delays for surlgs for three patients waiting for transplants. the protesters are expected back in court in a couple of weeks, on february 1st and 2nd. before that, they will be outside the d.a.'s office this morning, hoping to change her mind, calling on her to drop the charges or the counts against them. >> we'll see what happens. thanks so much, ginger. 6:35. new citizen app video showing the damage done after a car crashes into an auto shop in oakland. it happened around 8:30 last night. this is along international boulevard near east 12th street. the driver was not hurt, but as you can see right there in the video, the business suffered major damage. building engineers responded to the scene last night. we are still working to learn what led up to that crash. and an update for you on the two children injured in a weekend freeway shooting. it happened saturday night in

san lorenzo on northbound interstate 880 near hesperian boulevard. two children ages 12 and 13 were sitting in the back seat of the car when they were shot. chp is calling it a random shooting. so far, there have been no arrests. now, a close family friend did share with us a photo of that car, a single bullet hole. she says that the 13-year-old has now been released from the hospital, with a leg injury. the 12-year-old was shot in the abdomen. that incident left that entire family in complete shock. >> they're driving along, and all of a sudden they heard a loud pop. and the way she described it as if somebody had popped a balloon right by their ears. >> she says both of those children are still traumatized by what happened. we did ask caltrans if it's possible a nearby camera captured the shooting. we have not yet received a response. new at 6:00, san francisco's police chief is shooting down any rumors he may be ready to move on. speculation has been swirling about bill scott being

considered to replace los angeles police chief michael moore, who recently announced plans to step down at the end of february. scott tells the sf standard he has no plans to throw his hat into the ring, saying he still has more work to do in san francisco. chief scott worked at the lapd for nearly three decades before moving to the bay area back in 2017. five years ago, he was a finalist for the job handed to moore. if you're headed to the airport today, be sure to double-check your flight. travelers are facing major delays nationwide as a winter storm rolls through. many parts of the county are experiencing heavy snow and sub-zero temperatures. thousands of flights were canceled or delayed yesterday. let's bring in meteorologist kari hall because she has been tracking this winter storm. is it going to be going on for quite some time? >> it's been a while, a few days now, dealing with sub-zero temperatures for much of the country. and it's continuing to spread off towards the south and east. and looking at those airport delays right now, we're

on average 30-minute delays in miami. why? that's the warmest spot in the entire country. but we are also seeing it looking pretty good here out west. here is a look at those temperatures right now. and this is what we've been talking about. if you've been talking to your friends and family who live elsewhere, they've been dealing with some bitterly cold weather. even just five minutes of exposure in some parts of the country could mean frostbite to exposed skin. it is only 4 degrees in bismarck, kansas city 11, and we're seeing temperatures in the 50s here. once again, it's warm in miami with mid-60s. if you are in nashville right now, 1 degree. so definitely bitterly cold there. we're starting out our morning temperatures in the upper 40s and low 50s. we're going to see those highs headed for the upper 50s for later today, as we are going to also enjoy some sunshine. we'll talk about our weekend rain coming up. mike, you're seeing traffic continuing to build up out of coco county.

>> that's not really a headline, just a statement of fact. over here, richmond san rafael bridge, we see traffic slowing at the toll plaza. still slicker roadways. watch for potentially slick conditions. no problems, the build on the eastshore freeway. highway 37, even highway 12, tough off of westbound 80. in the future, tonight we know there's a scheduled closing for webster tube, overnight maintenance. use bridges to the south. the posey tube maintenance has completed without a problem last night. over on the peninsula, crystal springs, 92, both directions may see traffic control. i think they're making progress or some changes where they continue to finish some of the damage from the slides of last year. we're looking at a smooth flow. and then the maintenance, the cleaning for 101 between mountain view and san jose continues 9:00 a.m. to 4:00 p.m. back to you. >> thanks, mike. it is 6:40. monitoring wildfires across the golden state and elsewhere.

right now at 6:43, we're taking a look at our day planner for cupertino. we're srt 50s and we're going to stay in the 50s today. at least it will be sunny, a break from the rain today and tomorrow. i'm tracking that weekend rain and letting you know what to expect coming up in a few minutes. looking at san jose, a smooth flow of traffic. we're looking at no surprises as far as the flow of traffic. i'm going to show you a different view coming up. you may be surprised what you see. it's 6:43 right now. a major meeting is happening today at the white house between the speaker and the president. >> scott mcgrew, this is a repeat of a meeting that took place about 200 days ago? >> exactly. about 200. it's more things change, the more they stay the same kind of situation. speaker mike johnson, other republicans will meet with democratic leaders to keep the government open. the deadline is close. it's three days. i'm being generous because i'm counting today. it's really slightly less than

three days. both sides in the senate say they're ready to move to a continuing resolution to keep the doors open. the house has the same old problem. speaker mike johnson has members of his party to his right in the house who do not want him to make deals with democrats. but he has to. because while republicans have a majority, they do not have the votes to get it done on their own. as marcus points out, this is a carbon copy of the problem former speaker kevin mccarthy ran into. it's a do-over, same president, same room, same problem, same solution. johnson is going to have to make a deal and get democratic votes from across the aisle in the house to get that deal done. nikki haley says she will not do the next gop debate if donald trump isn't there. and donald trump won't be there, so the next debate is canceled. it was to take place ahead of the new hampshire primary. both candidates in new hampshire, haley and desantis,

warning if you nominate donald trump, he's going to lose to joe biden again. >> here is how we're going to turn it around i think with trump as the nominee, it's going to be much different issues and i think those play in the democrats' hands. >> former arkansas governor sas hutchinson is suspending his campaign. he did poorly in iowa. he got 191 votes. 191. as i've said before, in a different world, a reagan-era world, hutchinson might be the lead of the pack. something to watch today, the supreme court is going to hear a case that challenges what we call the chevron defense. chevron as in the san ramon oil company. basically the high court has said in the past if there's a law that congress passes, let's say about the environment, and the law is vague or unclear, we should rely on government agencies to interrupt et. who better to figure out an environmental law than the environmental protection agency? well, a new case involving

that was after the rain that moved through yesterday. take a look at what we've measured with mount tam getting over an inch and a half of rainfall. san francisco, a little more than a half inch of rainfall. hayward, a half inch of rain. in concord, 0.3 of an inch of rain. san jose was less than a quarter inch. but it was still a pretty good soaking for all of us, and now we're back to the dry conditions. a few more clouds reaching in. but we are going to see a mix of sun and clouds today. we have a couple more days before the next storm comes in, but we can see that it does continue to produce some widespread clouds. it's tapping into that subtropical moisture. what we'll see for the weekend, potentially could be an atmospheric river. it comes in on friday, continues through monday. during that time we could see anywhere from an inch and a half in some of the spots that do typically get rain shadows like san jose or the tri-valley, but in some of the coastal areas and the santa cruz mountains, we could see possibly 7 inches of

rainfall. and along with that, we'll have gusty winds and a potential of power issues. rivers, and also the off-ramps may be flooding as well. we're watching out for some widespread rain. once again, starting on friday, continuing off and on through saturday. i know we're very closely watching the saturday forecast because of the 49ers game. at this point it looks like it's going to be raining, and we'll see that rain continue through sunday, as well as monday. for us, we're going to see some soggy conditions, all the fans need to make sure you have the rain gear. i think green bay is going to love this weather, 55 degrees compared to the single digits they've had. maybe they'll come in a little earlier. we're going to have some cool temperatures and just a heads-up, as you're making plans to attend the game this weekend. and then moving ahead, it looks like we're going to see a lot of rainfall, looking at this map we see the lighter shades of pink. that is 4 to 5 inches of

rainfall. then for the east bay it's about 2 to 3 inches. while we get rain, the sierra gets snow. and it's going to be quite a bit. but we're looking at anywhere from 8 to 27 inches of snow in the next week in the sierra. and it's going to be quite soggy for us for the weekend, so we're going to enjoy the mild temperatures and sunshine we'll see for today, as well as tomorrow, and prepping for the weekend. mike, you're saying the san mateo bridge looks pretty popular. >> westbound, we expect the build, but then eastbound the headlights coming toward hayward, it does feel like there's a little more traffic than we often see. you can see the sheen off of the roadway, the sun hasn't dried out the pavement yet. we do see a little slowing westbound. the headlights might be deceiving. we'll just say you're at speed as you travel toward the east bay. 880 shows slowing and so does the peninsula side of the dumbarton bridge. we'll send it right back to you.

happening now, ought but one lane is open in san rafael where a tanker overturned more than 24 hours ago. it happened on northgate drive and one lane still remains closed. the tanker crashed early yesterday and it led to a spill involving hundreds of gallons of gas. hazmat teams had to clean the spill and the water in nearby storm drains. the lane may stay that way for some time because it may have to be repaved due to fuel damage. a quick look at the top stories we have this morning, including sending a message to prosecutors. pro-palestinian protesters who recently shut down the bay bridge are making a new plea before their upcoming legal hearings. plus, taking their pitch to ters. we look atheine print in just released ballot measure and the promise of hundreds of millions of dollars.
