caused sparks to shoot out of the wing of that jet. >> an american airlines plane skidded off the runway. of course that's because of the snowy and icy conditions impacting much of the country this morning. that is our top story, of course. more than 100 million americans under some kind of weather alert this morning. we have al standing by to tell us what to expect today and this whole weekend. let's go to emilie ikeda in hamburg, new york. good morning. >> reporter: good morning to you. this is what you will see around every corner in western new york. these towering snow piles. while we are seeing the snowfall this morning slightly slow down, there is more on the way, which means for more residents, it will only get more difficult to access their doorstep. as residents nationwide dig out from the latest blast of winter,

this morning millions are bracing for more dangerous weather. roadways from coast to coast treacherous. this car in new york slamming into a snowplow while trying to pass a truck. and frightening moments in rochester when an american airlines plane skidded off the runway because of snowy conditions. emergency crews rushing to get people off the aircraft. parts of western new york blanketed by 5 feet of lake effect snow, shuttering schools all week in buffalo. there is so much snow here, you can't even tell that's a car behind you. >> no, you can't really tell that's a car. >> reporter: more than 15 people died over the last week including three family members after a power line fell on their car in icy portland, oregon. the only survivor, a baby. a witness rescuing the child. 16 people have died in tennessee alone, which is now under a

state of emergency. as sub zero windchills and more snow sets in across the country. but some moments of hope and daring rescues, including one by a four legged friend. in michigan, after first responders were unable to reach a man, his dog ruby bringing over a rescue disk. the man eventually pulled to safety. looking at flight disruptions across the country, already this morning there are more than 600 flights canceled. that's almost as many as we saw yesterday. the bills game was postponed last weekend. officials are hoping this sunday's playoff game will have a date. maybe that's my next stop. >> exactly. the bills -- what do they call it, the bills mafia? they will get their shovels out

or watches all the way from the gulf to the plains. right now it feels like minus 5 in chicago. nashville, you feel like 22 degrees. look at these windchills going into the weekend. on saturday, it feels like minus 14 in chicago, minus 2 in denver, minus 15 in minneapolis. 4 degrees in washington, d.c. the good news is we are going to get a little bit of a break. for today minus 11 in omaha. 15 in lexington. feels like 13. tomorrow that bitter cold continues. again, what we are going to be seeing is a warmup. we will look at that coming up next week. but we have to get there first. >> 30 degrees will feel warm compared to what we've seen. >> thanks, al. let's go to the breaking news over south florida tonight. flames and sparks shooting out of a cargo plane shortly after it took off from miami international airport. the crew was forced to turn around to make an emergency landing. stephanie gosk joins us with the latest. >> good morning, hoda.

it was a scary scene. somehow the plane was able to land safely. now questions are mounting about what went wrong on this boeing plane just weeks after that dangerous moment where the door plug blowing off on a different boeing aircraft. >> oh, my god. it's on air. >> reporter: overnight, another scare in the skies. flames shooting out of the plane in mid-air, forcing the aircraft to make an emergency landing. >> engine fire. request access back to the airport. >> reporter: the atlas air cargo flight sparked after it took off from the airport. >> we'll go ahead and land with five souls on board. >> reporter: the plane thankfully able to return and land safely. no one on board was injured. the plane experienced an engine malfunction soon after departure. the incident coming weeks after a different boeing aircraft was forced to make an emergency landing after one of its door plugs fell off in midair. >> our job is to understand

everything that happened and make sure it can never happen again. >> the faa is investigating and temporarily grounded 171 boeing max 9 aircrafts in the process. the crew of the air flight now safely out of harm's way after leaving a fiery trail through the sky. >> we reached out to the faa and have not heard back. boeing declined to comment. it had to be terrifying moments for that flight crew. meanwhile, it may be bit early cold in new hampshire, but things are heating up on the campaign trial. all hosting events ahead of today's primary. kristin welker made her way to new hampshire. it is the final stretch. trump still far ahead in the polls, but nikki haley in firm second place. so how do you see this playing out? >> reporter: savannah, good

morning. you're right. this is a more competitive race than we saw in iowa. trump still has the lead. he's about 14 points ahead of nikki haley. but her supporters think she can still pull this off. at one point she was trailing him by single digits. but he's got a lot of momentum coming out of iowa. what does she need to do to win? she needs independent voters to turn out strong for her. she's got to win over a lot of those supporters of chris cristie. of course, he dropped out of the race. what can you expect in these closing days of the race? expect trump, expect haley to ramp up their attacks. president trump saying of haley, quote, she has no chance of winning the white house. haley, meanwhile, getting personal, saying trump feels threatened and insecure about her candidacy. about what ron desantis? he has all but set his sights on

south carolina, a sign he is not feeling confident here. he is trailing in a distant third place but things really heating up as we get closer to thursday's primary. >> congress struck a deal to avoid a government shutdown overnight, kicking it down the road until march. but there is a huge fight going on and a negotiation over a bill that would fund ukraine and israel, but also provide for border security. and the republican house speaker, mike johnson, is right in the middle of it. they're close to a deal, but he's backing off and now facing bash lash. can you lay out what's happening there? >> reporter: first let's talk about how he got that short-term stopgap deal that you just talked about to fund the government. it was with democratic support. the second time the house speaker has worked with democrats to keep the government open. remember, that's what cost former house speaker kevin mccarthy his job. so in terms of this new funding deal, he is reaching across the

aisle and working with democrats again. you have a lot of hard line republicans, including former president trump, saying don't strike a deal with democrats right now. you are going to give president joe biden a gift heading into a re-election year. more moderate republicans, those that live in border states, for example, like congressman dan crenshaw saying, if we can get a deal, that's a no brainer. effectively saying, don't hold up this deal because you oppose things like aid to ukraine. let's get something done on the order. and republicans like crenshaw believe this is their best chance to get something done with democrats for that very reason, because they are feeling the political pressure, too, heading into the 2024. >> of course kristin will have a lot more from new hampshire sunday morning on "meet the press." this morning, new fall-out

over the justice department's scathing review of law enforcement's botched response to the 2022 massacre at rob elementary in uvalde, texas. 21 people, including 19 children were killed. and the doj is calling it, quote, a failure that should not have happened. nbc's morgan chesky is in uvalde. the doj isn't mincing words in this one. >> reporter: yeah, hoda. it's not. in fact, this report could not be more clear, saying lives could have been saved inside rob elementary had law enforcement acted properly. this more than 600 page report is opening old wounds for the families of the victims that mass shooting at rob elementary school. the federal government blasting

the response by law enforcement. >> this was a failure of leadership? in a more than 600 page report the doj outlines what it calls cascading failures of leadership, decision-making, tactics, policy and training. >> we got to get in there. >> reporter: a key focus 77 minutes that went by before officers engage with the shooter. an 18-year-old with an ar-15. among the issues the report raises, no one assumed a leadership role, calling the biggest mistake, officers treating the situation as a barricaded threat and not an active shooter. >> had law enforcement agencies followed generally accepted practices in an active shooter situation, lives would have been saved, and people would have survived. >> reporter: another disturbing revelation, a wounded teacher who first responders left on a walkway outside this school died there. the doj says police also gave conflicting and incorrect information. >> an official incorrectly told families waiting for their children at the civic center that an additional bus of survivors was coming.

it did not. >> reporter: the report offering nearly 300 recommendations for law enforcement nationwide. her granddaughter died, says the report confirms what she already witnessed on police body cam videos. >> they had the opportunity to go in, and they didn't. >> reporter: so far only a handful of officers have been disciplined. rubio's 10-year-old daughter also among the young victims. rubio now hopes the release of this report leads to consequences. do you believe there will be accountability now? >> it's hard to remain optimistic when we've hit so many roadblocks along the way. >> and following the release of this report, texas governor greg abbott says they are adopting at least some of the recommendations included and working to bolster security here in the schools.

the city says that it has changed leadership. law enforcement personnel, training and got new equipment. the city also conducting its own independent review that should be wrapped up by the end of this month. hoda? >> morgan chesky for us this there in uvalde. and we got craig on another story we're following. >> we have been following signs in recent months that the economy is slowly rebounding. but this morning, there are some conflicting signals when it comes to some key indicators. the price of prescription drugs going up, mortgage rates going down. so what does it all mean for consumers? let's bring in cnbc's senior business correspondent christine romans. we're talking about roughly 700 prescription drugs. prices going up. but give us a perspective here. how does this compare to previous price hikes? and what's behind it? >> the headline here is on about 700 drugs prices rising. in january, this is when the drug companies tend to raise prices.

775 different brand name drugs, 7.5% rise. a decade ago, these were 10%, 15% every year. rising more slowly. the drug companies tell us, look, on many of these drugs, what you pay won't be 4% or 5% more. it will actually be less because of the deals they have with their insurance companies. looking at some of these prices. ozempic now up 3.5%. $970 a month there. mounjaro 4.5%. that makes it more than $1,000 a month. just showing you that, because of inflation, the companies say, because of demand, because they can, some of these prices are rising. >> wasn't the biden administration working with the pharmaceuticals to get prices down on things like insulin, really pricey drugs. >> you can see insulin and inhalers, those prices are falling because of the inflation reduction act. it is now the law that these drugs cannot be rising faster than inflation. you are seeing some areas where prices are declining. medicare will be negotiating with drug companies on popular

drugs keeping those prices low. so you are seeing a much better pricing situation in the drug world than we have in years past. >> let's talk about the housing market. good news. mortgage rates are falling a bit. >> finally, yes. i think this is really important. fanny may is forecasting you will get below 6% by the end of the year, 6% by the end of the year. that is really an improvement from way up above 8%. a lot of people who still have mortgages below 5%, so they're not doing anything. i call it the golden handcuffs in the housing market. they're not doing anything because their mortgage is so low. hopefully that means more people can get in this game and can try to buy a home. >> and refinance. >> and refinance, right? home prices have been pretty high still. and home sales have been a little morbid. >> look at you. on a friday morning. >> word of the day. >> thank you.

findings in a public safety audit. this comes as mayor sheng thao is reviving a program credited with reducing violent crime, which auditors say the city dropped the ball on trying to maintain. the program was called operation cease-fire. the audit says it reduced oakland homicides by more than 40% between 2012 and 2017. but during the pandemic it ended. community members are seeking a meeting with the mayor to help chart a path forward. they plan to gather at 9:00 this morning outside of city hall. here is a live look at san francisco city hall, the latest storm moving into the bay area prompting city leaders to issue a warning to people who live in those high-rise buildings. we are expecting winds that could potentially be up to 30 miles per hour. the san francisco department of building inspection is keeping a close eye on the high-rises there, especially after 31 high-rise windows broke or cracked in last year's storm. that's the video you're seeing here. this time around it is asking

>> good morning. yes, scott peterson has always maintained his innocence, arguing he received an unfair trial. now in court filings, attorneys for the l.a. innocence project say peterson's constitutional rights were violated and they are seeking new evidence to overturn his conviction. >> the los angeles innocence project taking up the case of convicted killer scott peterson. he's currently serving a life r >> the los a sentence without parole for the 2002 murder of his wife lacy, who was two months pregnant with their unborn child, connor peterson dumped their bodies from the fishing boat in san francisco bay where they surfaced months later. peterson was convicted in 2004 and sentenced to death the following year the case capturing the nation's attention, inspiring countless books and tv shows.

burglary, from the van and from the shore of san francisco bay, that's the story line. >> peterson's attorney says his team is very excited to have the l.a. negligence project lend their consider expertise to help them prove scott peterson's innocence. scott peterson's family has long believed he was wrongfully convicted. >> there is no time line to this crime. scott peterson is innocent. >> but prosecutors have argued peterson's behavior following lacy's disappearance, including sporting different hair colors and carrying $10,000 in cash when she was arrested not far from the u.s.-mexico border demonstrated his guilt so far lacy peterson's family has not commented on any of this this is a spinoff of the innocence project, co-founded by former oj simpson attorney to use dna and other scientific advancement to prove wrongful conviction. >> what could happen next?

americans fail to make it passed the month of january and then they give up on their goals. but experts say it is not too late you can reboot your resolution and make some small changes to stay on track. here to help us, dr. sue varma welcome. so some of us are already disappointed because we said we were going to try to get fit in 2024 and all those goals, it got cold out. we decided not to do things. >> yes >> it is hard to reboot and say, let me do a fresh re-do, but you can do that. >> absolutely. the key is to smart small and stay consistent. if you said to yourself, i want to go to the gym five times a week, go with two. that positive reenforcement keeps you going. the other thing is i would say have an at home routine. there is no excuses. if you can have a ten-minute work out, a 15 and a 20-minute, you have some dumbbells and a mat. anticipate obstacles look at your week ahead and look at these two days. anything i do above this will be a bonus, and you will feel amazing. >> i think it is important to

schedule it into your daily. i sometimes schedule it like a meaning. >> absolutely. >> because otherwise that's the one thing that always goes bye-bye, and that's what you need. >> yes >> now let's get into finances because finances can be daunting after christmas, people found themselves with so many bills and things so you are trying to reset and reboot so what is the right way to get right with your finances if you have fallen off the wagon? >> basic things like financial literacy in terms of what are available to me. are there any incentives if you are having a health care spending account through your job, are there child care tax credits? i think it is important to know. it doesn't have to be so daunting have a budget. have transparency between you and your partner look at the credit card bills. are there debts? move it over to a lower fee. think of long-term investments i'm all about the splurge if you want the lattes and the juices, the expensive stuff. we know none of that will make a long-term dent, but can you replace it with an expresso machine that lasts you longer. >> i like when you use the word financial literacy

have control over the activity i am going to sign up for two exercise classes a week because that is in my control. the number is not so much. the third thing is be flexible and compassionate. >> a lot of people are on this dry january kick and some people have blown it already. >> i don't love the all or nothing. a lot of people i work with struggle with the drinking think of it as damp january. damp january is have yourself a drink every now and then i'm totally fine with it mocktails are huge nowadays. it's all the trend there are little things that we can do also, look at the stress management piece a lot of times people are drinking heavily because they're not able to regulate and have coping mechanisms, right keep a worry diary, write down the worries, write down your
