full forecast in moments, including where the bulk of the rain is falling right now. this is "today in the bay." good monday morning to you. thanks for joining us. i'm laura garcia. >> i'm marcus washington. our top story, you probably hear it outside your window, our microclimate weather alert. the roadways pretty much everywhere are slick this morning. some neighborhoods are experiencing flooding. >> if you have to head out the door, slow down. we've got team coverage, kicking things off with meteorologist kari hall, tracking a wet start to our workweek. >> we had a lot of rain falling late last night, so we're still seeing some of that rain lingering across parts of the bay area. even as the rain is clearing out for the north bay, there's still problems left behind with standing water on the roadways and some isolated flooding issues. as we get a closer look with stormranger, once again, we are seeing things taper off for the

north bay, but as we get a closer look at palo alto, the los altos hills and sunnyvale, we're still seeing pockets of heavy rain. there are some breaks here and there across san jose, but at times the rain picks up once again. we're still seeing it in the south county, a little break in gilroy. in morgan hill the rate is picking up once again. very sloppy commute on 101. we're also seeing a lot of problems on 880 and 680. very heavy rain moving through fremont right now. and then that's also starting to wind down for parts of the tri-valley, as well as in parts of the east bay, where the rain was very heavy not too long ago. we're still seeing lingering impacts. throughout the day, there will be a chance of thunderstorms. i'll have more coming up later. >> sounds good. we'll check with you. as kari was just saying, the north bay is experiencing some of the heaviest rainfall and it's leading to a long night in some neighborhoods. >> "today in the bay"'s ginger conejero saab is on her way to

guerneville, one of the heaviest hit areas with the rain. joining us by phone this morning. talk to us about the road conditions that way. how is it looking? >> reporter: good morning, marcus and laura. we are heading north on 101. it hasn't been so bad north 101 here. i drove through san francisco within the last hour or so. the city was not experiencing that much rain at that time. but it was a very different scene overnight, especially in parts of the north bay like the city of guerneville that you just mentioned. residents there have flooding around the area of 5th between mill and sycamore streets. one resident telling us the flooding in her area that happens frequently is compounded by heavier rain. but she thinks there could be something done about it. >> i think if they cleaned out the creek a little bit better

from this end down and put a berm up, a good, thick berm, high berm, it would stop it from flooding all the time. to me, this is just pure negligence on the part of the state for not rectifying the situation many years ago. >> reporter: now, also, in the north bay, places like san anselmo saw continuous rain, just outside of downtown it was not flooded or close to it, but there was a lot of standing water on the roads and sidewalks. also, if you're talking about the south bay, there's some downed trees this morning in santa cruz county, including this one, which is by mount hermon and scotts valley. definitely something to watch out for with the rains that we are experiencing. a flood advisory has been extended until 6:00 this morning. we are basically making our way

through novato right now. we will have more on how the rain has impacted the north bay and other places around in the next half hour. for now, i'll send it back to you guys. >> sounds good. let's check the roads as well. mike has his eye on that. >> we have tons of reports going on, on the chp grid they're tracking a lot of smaller roadway flooding reports. they did have flashing lights. i tracked a traffic break westbound 80, approaching the berkeley curve and westbound did have a traffic break over the last half hour. things have smoothed out. whatever disabled vehicle was happening near powell looks like it has been cleared from the roadway. a smooth drive down that area. you saw the sloppy conditions on that live camera. emeryville, that will be the case. i see the cameras in richmond, on the bay bridge and throughout many spots around the bay. very slick conditions as we talked about standing water. it's not so mad on the map here, looks standard. but then the green highlighting,

more wet roadways, the same area where kari showed the rain pushing down, 680, reports of flooding, and 880. mostly the outside lanes. stay to the middle lanes. there's san jose, easy drive right now as far as volume. look at all of those conditions, splattering water. back to you. >> thanks, mike. and our free nbc bay area app, really a great resource right now to have during this storm. it's going to give you access to stormranger's exclusive mobile doppler radar. you can type in your zip code so you get alerts before the rain starts falling in your pashd. lots of uncertainty for cal state students today. teachers are vowing to launch a five-day strike. leaders are promising to keep all campuses open, but it is very possible there will be no instruction. the union representing 29,000 professors, lecturers, librarians and others are vowing to walk off the job. the sides remain far apart in

reaching a new contract deal. our bob redell is monitoring the dispute and we'll check in with a live report in the next half hour. we have a live look in oakland where this afternoon the families and friends of those killed in police shootings will demand new action. activists plan to gather outside state attorney general rob bonta's office. they're calling for oversight committees, one that includes citizens for cases involving police violence and demanding legal counsel for families who lose loved ones in police shootings, and state-funded mental health and social services. a news conference is scheduled for 9:30 a.m. here is a live look this morning in san jose. you can see right here, and san jose unified schools are the latest district to dial back on covid policies in response to changes at the state level. so starting today students are only required to stay at home until they are fever-free for 24 hours. they can return to school provided they are no longer showing any symptoms and masks

are still advised to be worn for ten days following a positive test. oakland schools last week were among the first to modify its policy shortly after those changes were announced. it is 5:07. developing on the peninsula, san mateo county supervisors will reportedly debate a controversial plan to criminalize unhoused people who refuse shelter. the ordinance would allow authorities to charge a misdemeanor for anyone encamped in a public area who decline shelter offers more than once. county leaders say the same model may be ideal for peninsula cities struggling with homeless encampments. opponents argue it contains too many holes and may lead to added trauma for those without a home. supervisors plan to debate the measure tomorrow. it may be up for a vote as soon as next week. now to decision 2024. and tomorrow all-important new hampshire primary for republican voters. the room is suddenly a little less crowded. >> it's clear to me that a

majority of republican primary voters want to give donald trump another chance. >> florida governor ron desantis yesterday suddenly ending his presidential bid, saying that he could no longer see a path to victory. he posted his announcement on social media, endorsing his rival, donald trump, at the same time. the move leaves trump and nikki haley as the final two republican contenders. trump remains more focused on haley. haley showing no signs of backing down. >> can you hear that sound? that's the sound of a two-person race. [ cheers and applause ] >> as you know, here in new hampshire nikki haley has made an unholy alliance with rinos, never-trumpers. >> you may remember last fall governor newsom actually held an unusual debate with desantis, where newsom pulled no punches. well, the same to be said yesterday in the case because when newsom posted his own dig at desantis following that

announcement. and the california presidential primary is just over one month away, and if you still need to register, nbc news has tools to help give you information on what you need. it's called plan your vote. just scan the qr code you see on your screen. it will take you directly to a website which has details about mail-in voting, what to bring to election say, and more for you. can you hear this sound? the sound of rain coming down over the bay area. as we take a peek outside overlooking san jose and emeryville, we are under a microclimate weather alert. kari is keeping tabs on the latest storm moving through the bay area. >> and it's caused a lot of problems out there on the roads and all around the bay area, with some standing water and flooding that's still occurring. we're going to see that still linger into the rest of the morning, as the storm starts to wind down. but as we get the widespread heavy rain ending, there will be a chance of pop-up thunderstorms as we go throughout the day and

the continued risk of flooding. we are going to see rain coming back late tomorrow night into early wednesday morning, and then we do get a chance to dry out as our temperatures warm up for the end of the week. but we are once again still dealing with all of the flooding issues, the dark green shows where there's a widespread flood watch, and then the lighter green shows that we have these flood advisories in effect that are basically due to the current conditions. so we are seeing it around san jose, as well as the san mateo area, and up to the santa cruz mountains. so we'll continue to monitor that. mike, you're getting word of a new crash in the tri-valley. it came about the same time you talked about the rain. let's look at the map. the green highlighting is where there's definitely going to be wet roadways and larger puddles. the blue is where there's more standing water and perhaps some flooding. we haven't had any closures, but we do have lanes that are really impacted. southbound 680, the latest of

good monday morning. right now at 5:14, we are still under a microclimate weather alert, as we still track a wave of heavy rain moving through the peninsula, the south bay and into the tri-valley. this will continue to push to the south, but then the risk of thunderstorms lingers for today. i'll be tracking it all with an hour-by-hour forecast coming up in a few minutes. judging by this live camera across highway 92, i think things are a little lighter. there was some active rain falling there on the crossing at the bay between hayward and foster city. a smooth drive, but conditions are the problem this morning. we're looking at localized flooding so watch the outer lanes. well, good morning. happy monday. a lot of good news for you on

this wet monday morning. the s&p 500 at an all-time record, stock markets are very strong, and attitudes towards the economy changing fast. the latest read on consumer sentiment from the university of michigan on friday saw a huge boost in consumers' attitudes, a huge turnaround in the national psyche. the biggest jump since the early '90s when we were coming out of a recession. it appears we were never actually in a recession this time around. we got that soft landing that everybody was hoping for, and the good feelings about the economy cross demographic lines. the data show democrats, republicans, young, old, rural, urban, all feeling more positive. daniel horing works at the white house for the national economic counsel. >> we've been a broad based increase in consumer sentiment,

the way folks are looking at the economy. we've thought that as wages were growing faster than prices, as wealth continues to increase even after adjusting for inflation, that that would start to affect how consumers think about the economy, and the data we got today i think is an early indication that is in in fact happening. >> economic success is not perfectly distributed. in the bay area we have a lot of news about layoffs. the layoffs are less connected to the economy and more connected to the flow of money in silicon valley specifically. that doesn't make it hurt any less, but that's why we have record growth, record stock markets and layoffs all at the same time. the tech investor tim draper says he will hold a fundraiser for republican candidate nikki haley at his home next month. in the meantime, he and his friends got together to record a love song for her called the nikki haley anthem. ♪♪ ♪ we need you nikki right now ♪ ♪ to lead our nation ♪

had gone off the road. i mean, people are not able to drive in these conditions. >> got to slow down. >> you do have to slow down. people are having spinouts and there's a lot of puddles left. we're still getting hit pretty hard in parts of the tri-valley, the south bay, as well as the east bay. let's talk about how much we've measured so far. we're seeing rainfall totals anywhere from 3 to 4 inches, in the north bay, calistoga, over 4 inches of rainfall, some mountains getting 7 inches of rainfall. in san francisco it's over an inch. in oakland, about double that. we have had over 2 inches of rainfall. san jose racking up some high rainfall totals as well, over an inch, and almost an inch and a quarter. we're seeing in the santa cruz mountains about 3 to 6 inches of rain measured already. it's still coming down for some spots. so we do have the chance of getting some additional flooding issues. we've had a lot of street

flooding, puddles and also some hazardous road conditions. we're starting to see it backing off a bit for much of the north bay, san francisco, lighter showers, then it's starting to wrap up for a little while in contra costa county. but as you head farther south, we are still seeing the rain coming through. yellows and reds indicate some heavy rain hitting the roof and also you're having to deal with that as you're driving to work this morning, in milpitas and toward fremont. but we are seeing it taper off for the tri-valley. the trend today, by 1:00, most of us are seeing dry conditions. but look at these individual little cells that are popping up. that's where we have the potential of some thunderstorms popping up today. not all of us will see that, but there will be that chance as we go into the afternoon. and the rain is back on wednesday, where we are seeing some widespread light showers, not expecting it to be as big of a deal as we're seeing right now. then on friday evening into

saturday, another wave of rain coming in. but temperature-wise it's going to start to warm up. we're going from highs in the low 60s today to seeing a few more of those mid-60s for the interior parts of the bay area. and then on wednesday it is slightly cooler once the rain comes in, but then after that we're going to be warming up. as far as the storm pattern, we are still going to see waves of rain coming in throughout the seven-day forecast. every couple of days we'll see a slight chance of showers. after today, we're dry tomorrow, then again on thursday, and dry on sunday. mike, that commute is so messy right now. >> like you said, we emphasize the fact that if it's not actively raining, there's still puddles. watch as the water sprays up behind vehicles. the water will spray onto your windshield and you'll need to be careful. visibility can be a factor if it hits at the wrong time as you're changing lanes, for example. slow down, allow more reaction time. it's a smooth drive throughout

personal information which the crooks use to steal people's identities. tons are taking the bait. let's look for tell-tale signs a posting is a trap. we show scammers wearing hoodies and sunglasses. your first clue is in the address bar. the address is often off by one letter. say they were posting as a cme anvil company. they might use two es. a recruiter tells you to buy a new phone or laptop before you start your job. >> i would be cautious about purchasing any equipment. >> hr pro says you're probably just giving a fraudster your money. clue three, you only talk to the recruiter. hr folks told us real jobs will require multiple interviews by video or in person. clue four a job is a hoax, a recruiter in a hurry. legit hr people won't rush you. clue five, your recruiter is a

rain, wind, in some cases flooding in parts of the bay area. it's making its presence felt across the bay area. we are tracking your hour-by-hour forecast. cal state teachers going on strike. tens of thousands are set to hit the picket lines in a matter of hours. the looming impact for students set to return this week from winter break. a historic day. tar ka vanderveer coming the all-time winningest coach in basketball history. we're going to break down the unbelievable run. this is "today in the bay." big day on the farm. good morning to you here in the bay area. i'm marcus washington. >> i'm laura garcia. our top story, the microclimate weather alert impacting much of northern california. in fact, we've got new video to show you just in from santa cruz. look at the heavy flooding happening there. this is close to the apartments in the lagoon neighborhood, close to the wharf.

at least 2 to 3 feet of water surrounds that area. we're still working to learn if any nearby homes are impacted by all of this flooding, all that water. but certainly a very wet way to wake up on a monday morning. meteorologist kari hall has been tracking the current conditions here in the bay area. is this rain going to stick around? >> it's going to gradually taper off, but there will be the chance we could see lingering rain into the rest of the morning, as well as the early afternoon. so we're not completely clear, but the widespread heavy rain is starting to end for some of us. as we take a live look in san francisco, we will be clearing by midmorning and the rain chances for midweek, and then we will have have mild temperatures with highs in the 60s and 70s coming our way. we wanted to give you a closer look with stormranger, the south bay, the peninsula, as well as parts of the east bay getting hit the hardest. where we see yellows and reds

it's still pouring quite a bit. so this is going to have a big impact on you as you get ready to head out the door. we'll get a look at our hour-by-hour forecast. mike, you have a number of incidents in the east bay. >> we have 30 incidents on the chp blotter. more water on the roadway, on the lens. more traffic in the area as well. this is 101 north of 280. look at the water really hitting the vehicle behind them. more slowing at the top of the screen. the bottom of the screen, 87, that little area that's not green, there's still wet roadways. we've seen a couple of reports of incidents there as well for north 87. no full closures, no full blocks, but the green are wet roadways, blue, puddling and ponding. the earlier spinout, we saw a 360 reported, that's cleared from the roadway as you head toward sunol. a new incident by the dublin interchange, dryer roads as far

as the road weather index goes. as far as the cameras, we still see lots of water. this morning the north bay is seeing some of the heaviest rainfall. >> some of those areas are seeing flooding as well. "today in the bay"'s ginger conejero saab is on her way to guerneville this morning. this is one of the heaviest hit areas. ginger, we can see the road conditions, certainly wet roads. how is it looking on the way? >> reporter: that's right. good morning, marcus and laura. slick roads. we just exited from the 101, still making our way to guerneville at the moment. but we were on the 101 for quite some time, experienced some heavy rain at different parts. but not that bad of a drive. in general, the heavy rain seems to have taken a break at this point. but that is completely different from what the scene was overnight, very different, especially in parts of the north bay like the city of guerneville, where residents saw

faculty members are vowing to go on strike at campuses statewide. "today in the bay"'s bob redell is live for us at cal state east bay this morning. i understand the union has come demands. what are they, bob? >> reporter: more pay, frankly. good morning to you, marcus. starting at 8:00 this morning, many of the professors, lecturers, counselors, librarians here at csu east bay, they do not plan to show up in the classrooms and instead plan to picket outside the campus here in hayward in what is supposed to be a week-long strike and demand for more pay. this will be taking place at all 23 campuses throughout the state, california faculty association, that's the union that represents the roughly 29,000 faculty members statewide, they organized this walkout to convince csu to meet their demands. both sides have been in contract negotiations since last june. csu says it is providing a general salary increase of 5%

each year over three years. the faculty, they're demanding an increase of 12%. >> it is a number that reflects the rates of inflation over the last several years and simply keeping pace with the level of inflation to date. in addition, we're looking for more equitable workloads for faculty, we're looking for a baseline increase for our most disadvantaged faculty. >> we would have to make severe cuts to programs. we would have to lay off employees. this would jeopardize our educational mission and cause hardship to many employees. >> reporter: in a virtual news conference friday, the csu chancellor's office said the union's demand for a 12% raise was not reasonable and virtually

impossible to meet, as you heard in that sound bite. csu says that campuses will be open during the strike and student services will be provided. students should check with their instructors to see if their classes will be canceled or not. reporting live at csu east bay in hayward, bob redell, "today in the bay." >> one to continue to follow. bob, thank you. the stage is now set for a battle at levi's for a spot in the super bowl. the niners next sunday will host the detroit lions, who last won a championship in 1957. the lions and bay area native jared goff looked sharp as they took down tampa bay in the divisional round. the niners came back to beat the packers on sunday. the last time they won it all, they beat the packers. maybe we should consider this a revenge game. let's take a live look outside. a wet start to your morning as we take a look at san jose and the bay bridge toll plaza. meteorologist kari hall is tracking as we are in the middle

of that microclimate weather alert this morning. kari, how long is this rain going to stick around? >> it's going to linger for a little longer for the south bay, but it is tapering off farther to the north. i don't know if there's anything on a monday morning that makes you want to turn back over and flip the covers back over you more than this, and even seeing all of those live camera views. but as you are getting up and heading out, be mindful that you might want to get ready a little faster so that you can slow down on the roadways as you're driving to work, because you may be hitting puddles and also dealing with some debris, tree branches down after last night's heavy rain. as we go throughout the morning, we are going to see the activity tapering off, but still a potential of isolated showers and thunderstorms in the forecast for today. and i think the highest chance will be in the east bay and south bay. we'll continue to watch that. mike, you've been watching some of the impacts of this rain on the roads. >> even though things are calming down a bit, we have the southern part of our bay area

isolated thunderstorms, we're watching that for the east bay and south bay. we'll take a look at all of our microclimates in the forecast coming up. also, remember, even if it's not actively raining, here on the golden gate bridge we have a lot of slick conditions and the water does kick up as the treads pull the water off the roadway and perhaps onto your windshield. more coming up. 5:44 right now. happening today, nine suspects in what prosecutors are calling one of the largest sex trafficking busts in state history are scheduled to return to court. authorities made the arrests last november. they also announced nearly 20 women were rescued in the ring, which operated in low-budget hotels, stretching between hayward and gilroy. six men and three women are due back in court today for a preliminary hearing. investigators have said more suspects are still at large. an east bay in-n-out is closing for good, blaming persistent problems for crime.

slick and treacherous on the roads. we are under a microclimate weather alert. mike, i know you're following the roads. kari, what's causing the issues on the roads is the rain. >> it was heavy last night and during the overnight hours. it is starting to wind down for most, but we're seeing the lingering effects, even as we take a look at the golden gate bridge, you can see the sheen on the roadways. the sign says wet road and slow down. so that's definitely the words of the morning, as we take a look at how much we've measured here. the highest rainfall totals, our upper elevations and along the coastline, mount tam had over 7 inches of rainfall. and we are seeing those high rainfall totals along the coastline, in the santa cruz mountains, san anselmo had over 5 1/2 inches of rainfall. most of us had about 1 to 2 inches of rain, we're sill under the threat of flooding. we'll have tidal flooding later. at 8:23 we'll reach the peak of

the high tides and all of the low-lying areas will deal with the same kind of flooding we see during king tides. separate from that, we have the rainfall flooding that's caused our rivers to go up. the russian river still under that flood stage, monitor stage as we go into the next several hours. these other blocks are flood advisories due to the rainfall, causing some street flooding, as well as some creeks and some low-lying areas to deal with flooding as well. so some of the heavier rain is moving over the santa cruz mountains and the south bay, and even though we've seen it taper off, the rain is still coming back for the coastline, as well as marin county over the next several minutes. as we get a closer look at the south bay, still seeing pockets of heavy rain right over sunnyvale and also moving toward cupertino, milpitas and san jose. we're also seeing heavy rain pouring over the south bay, all the way down to gilroy.

it will begin to pick up once again. and then looking at the fremont area, over toward milpitas, we're seeing some rain that's moving through. the overall trend will be for this rain to start to taper off as we go throughout today. there will be a potential of pop-up showers and thunderstorms. the atmosphere is ripe for that potential going into today. going into the next couple of days, on wednesday the rain is back, starting early in the morning. it's off and on throughout the day. it doesn't look like it's going to be a big storm, but we are keeping those rain chances in the forecast. and temperatures today, with some clearing, we'll head for the low to mid-60s. it will be a nice day, but we'll have to watch for the tri-valley. then tomorrow, just slightly cooler as we see the return of some more clouds. overall, the next few days we're seeing a very active storm pattern across the region. we'll see our next chance on wednesday. we'll dry out on thursday, and

some spotty showers late friday into saturday, while we'll see more of the same conditions in san francisco. temperatures will be gradually warming up into the weekend. mike, what's that important port-a-potty update? >> we're looking northbound 680, let's take a look at the maps. we're looking at the approach to the dublin interchange, counter-commute and now, the port-a-potty reported clear from the roadway, but not before a vehicle hit it. watch for activity on the shoulder. no problems coming south off the dublin interchange. that takes you down toward wetter roadways, sloppier conditions. we had a lot of slowing 680 and 880 toward mission. the blue shows you where there's more puddling and ponding south through milpitas. the east bay showing a typical pattern. nothing major. a quick look at the bay bridge does show the backup forming. back to you. >> thank you so much. happening now, the faa ordering more safety checks for
