we're right now in the mid-50s. as you get ready to head out, you're planning what to wear, we'll see high temperatures headed for the upper 50s and low 60s. it's going to be partly to mostly cloudy in san francisco throughout today, and it's going to be nice to let that sunshine hit your face for a little bit. we're going to see temperatures in hayward headed up for 62 degrees, 59 in dublin and 62 in martinez. it will be slightly cooler tomorrow with rain coming in. take a look at our highs for tomorrow afternoon. you may need to add on a little extra layer or two along with that umbrella. i'll have a look at the timeline and the rain coming in. mike, how is it looking in san jose? >> my timeline typically shows that things should line up a little bit lighter. for a few minutes it was almost completely stopped. but things did start to move, and the sensors are starting to improve once again. no incidents reported. still tracking that as you travel north through san jose. that is the focus of your second

slowing. san mateo bridge, it looks like it's got smooth sensors but there is a build off of the east bay and we have the volume increasing. no problems, no surprises. it's a dryer drive than yesterday. as we look farther north, we're looking toward the bay bridge where the traffic flows smoothly. at the bay bridge, just the backup and metering lights. there's breaking news in the east contra costa county area where a tense night is now over. this is a neighborhood where it has come to an end where the standoff took place. bob redell is live for us in brentwood where it really rattled the nerves of a lot of folks in that area. what are you hearing from law enforcement this morning? >> reporter: good morning to you, marcus. we have reached out to the contra costa county sheriff's office to fill us in, we are still waiting to hear back. but here is what we know so far. there was a heavy law enforcement presence in a neighborhood not far from where i'm at. this was off east simms road near the intersection with

brentwood road here in brentwood. you can see in this video that the presence included a s.w.a.t. team, people who live there said this was a standoff situation that had been going on since yesterday afternoon. we know it ended a little bit after 1:00 this morning. >> i mean, this is a quiet road, very quiet road. >> reporter: it is not clear if the standoff ended with any arrests or if anyone was hurt during the standoff. again, we are waiting to hear back from the sheriff's office. here in brentwood, bob redell, "today in the bay." >> bob, that is certainly just a scary moment for a lot of people who had to deal with what's going on there. but hopefully police officers have everything under control. thank you for that update. this morning the first votes are being cast in the new hampshire presidential primary. nicks ballots have been cast for republican presidential hopeful

nikki haley. "today in the bay"'s brie jackson joins us live from manchester, new hampshire this morning. brie, the former u.n. ambassador and governor says she is certainly not giving up. >> reporter: that's right. good morning, laura. nikki haley is hoping to build momentum off of those whopping six votes she was able to secure there in that small town. what we do know is that some voters here in new hampshire just flat out say they do not want to see a biden/trump rematch, so they're looking for alternatives. that's where campaigns like nikki haley and dean phillips come in. republican candidates delivering their closing message to new hampshire voters. former president trump wants to seal the deal for the gop nomination. >> we're coming to take over the beautiful, beautiful white house, and we're going to run the country the way it's supposed to be run. >> reporter: trump's former u.n.

ambassador and republican rival, nikki haley, seeks to finish stronger here than her third place finish in the iowa caucuses. >> this really is an option. do you want more of the same? or do you want to go forward? >> reporter: that's the sentiment echoed on the democratic side. >> they don't want donald trump. >> reporter: dean phillips is challenging president biden. phillips is considered a long shot, but he tells me he hopes to build momentum in the granite state, where joe biden's name is absent from the ballot. >> he needs competition because if we coronate him, it's lights out. donald trump is coming back to the white house. that's just the truth. >> reporter: biden could still win new hampshire through a grassroots write-in biden campaign. >> he's done a standup job with the economy and i don't see why we would pick anybody else to continue that work. >> reporter: here at stark brewing company in manchester, craft beer is flowing, and so are conversations about the presidential race.

some say they are not enthused about their choices. >> this is a tough election. this is a really tough election. nobody wants to vote for people, they're all voting against people. >> reporter: a sense of frustration as the first in the nation primary gives the country a sense of where voters stand in the 2024 presidential election. and after former president trump's blowout win in the iowa caucuses, former u.n. ambassador nikki haley is seeking to drawl in independent voters here in new hampshire, a state that could be make or break for her campaign. >> brie, you also mentioned that president biden's name will not be on that ballot in new hampshire today. explain why that's happening. >> reporter: laura, it basically comes down to timing because democrats moved to make south carolina their first sanctioned primary. that's going to be happening on february 3rd. but here in new hampshire, officials still set their set

for today, so the results in this new hampshire primary won't count toward -- won't have the delegates count toward the democratic nomination. >> we'll see how it all plays out. thank you so much. super tuesday here in california is 42 days away, march 5th. we'll be following all the major headlines. to see our full election coverage, head to our website, nbcbayarea.com. happening today, the suspect in the half moon bay shooting rampage is expected to be back in court for another arraignment. this comes one year to the day since the tragedy unfolded. in all, seven people died, another was critically injured. soon after, authorities tracked down and arrested the alleged gunman who last week was charged in a new grand jury indictment. the shooting shattered the lives at two separate mushroom farms. through an interpreter, the brother of one of those victims telling us, although justice is being served, it will never bring back his brother.

>> translator: i'm not happy for the punishment he's going to receive. the pain of losing my brother is not going to go away. the pain is there t. it's always going to be there. >> the 66-year-old suspect at one point confessed to the shooting during an interview with nbc bay area. he eventually pleaded not guilty to the original charges. kris sanchez will dive deeper into the aftermath ahead in our next half hour. clean-up efforts are getting under way in santa cruz are the latest storm led to flooding damage near the wharf. people sharing video of the water as it quickly moved into their apartments during the early morning hours. numerous units were damaged. some repairs may take some time. well, let's take a look at that forecast. i walked out this morning and i was, like, wait, what is this mist going on? >> yeah, a little bit of mist for the morning, and we've also seen some low clouds lingering. there's just a lot of moisture in the air and there's more rain

coming in. but we will get a bit of a break for the afternoon. this is looping the past 24 hours where we had all of that heavy rain, and as we were mentioning, santa cruz had the flooding that had over 7 inches of rainfall in some of the hills above santa cruz. they also had a big deluge in san diego that caused a lot of problems. so we are still in a very active storm pattern and we get a break today, but take a look at our hour-by-hour forecast. for 6:00 tomorrow morning, rain already coming back to the north bay, and we're going to see this off and on with the potential of some pockets of heavy rain by late morning tomorrow, and off and on rain into tomorrow afternoon. so this falling on an already wet ground, we'll talk about how much we're expecting to measure here, and what's ahead coming up in a few minutes. mike has a look at gas prices at the pump this morning. those prices still going down? >> ups and downs. up a quarter today, over in

38,000 for the first time in american history yesterday, settling just above that at the close. s&p 500 hit a new record. netflix reports profits after the bell today. as we watch companies report their quarterly financials in the next few weeks, watch what they say about the future, what they call the guidance. companies are realizing how good the economy is, how strong the consumer is, and we got that soft landing. they may be very optimistic about the future. shares in amd up 130% for the year, as the chipmaker moves into ai. speaking of ai, the san mateo county board of supervisors will debate a resolution that will promise to keep staffing where it is even as the county explores new ways to use artificial intelligence to make services better. in other words, they want to protect jobs. a lot of government agencies are thinking about ai, from school

boards to city councils to the state of california. last week we spoke with a california state senator about proposed laws that would require ai makers to watermark photographs, audio and video made with ai. i asked him why they were trying to do it on the state level when this is a national problem, and josh becker asked, have you seen the progress or lack thereof in washington? walmart upping pay across the board. managers will make a minimum of $128,000 a year. front line workers, pay will go to $18 an hour. so that's more than the california minimum wage, more than the higher minimum wage required in counties like santa clara. the bureau of labor statistics says less than 1% of californians actually work for minimum wage. big update to the iphone, it will protect yours if it's stolen. it is called, no surprise, stolen device protection. let me show you how to turn it on and then we'll talk about

for drizzle that's been coming down. the low visibility has really been in the north bay where we're seeing quarter mile visibility in napa, as well as santa rosa. we're also seeing in the south county some dense fog developing. but overall we are once again looking at much better driving conditions heading to work this morning. and so we're looking at our highs for this afternoon headed for the low 60s, east san jose, we'll see a high of 63 degrees and a lot of upper 50s and low 60s for the east bay, martinez, up to 62 degrees. 59 in redwood city and 57 in daly city. san francisco in the upper 50s today, and our north bay temperatures up to 62 in sonoma and napa. we do still have a very active storm pattern out there, although we see the break here now, take a look at this long line of clouds. this is exactly what we talk about when we say an atmospheric river. it's basically a tube of moisture streaming across the pacific, and it brings in a lot

of rainfall. it connects with that deep subtropical moisture over hawaii and just brings it right our way. we're going to start to see that rain coming in for the north bay tomorrow morning. by 11:00, basically all of us are seeing some rain, and it may be heavy in a few spots. it begins to taper off tomorrow evening and then into thursday. there's still lingering spotty showers, but we will get another brief break. so this next round of rain coming in will bring us about a half to three-quarters of an inch of rainfall, and it's already falling on a saturated ground. we'll have to see what kind of impact that has. we're just going to continue in an active storm pattern with waves of rain coming every couple of days. i do think after wednesday we'll see some more rain late friday into saturday, but we're drying out in time for the 49ers game on sunday. mike, you're checking on the commute through sunnyvale. >> we're talking about san jose showing a normal flow after whatever the slowing was cleared

sloppy view we have there. not so bad in oakland right now. we're not seeing as much of that mist. it is a dryer morning for you as you're heading out the door. but we also have low clouds, dense fog. a lot of this not measuring as rain, but just mist and drizzle that we're seeing from the low visibility and clouds coming in. the worst of the visibility is in the north bay. we will catch a break with some peeks of sunshine today and temperatures in the upper 50s to low 60s, and it's going to be a nice little break before that rain comes back tomorrow. so i'll have more on that and we'll talk about the timeline of that rain we're expecting tomorrow coming up in a few minutes. well, one year ago today a farmworker shattered the quiet community of half moon bay, killing his coworkers. the mass shooting drawing spotlight to the issue of mental health and housing for those who grow our food. >> "today in the bay"'s kris sanchez talked with the mayor of half moon bay who was a farmworker himself. >> reporter: he feels very

connected to this community, and one of the main things i wanted to know from mayor joaquin jimenez was how half moon bay and the farmworker community is healing one year after that shocking massacre of seven people who were killed at the farms where they both worked and lived. >> that's something, we might never heal from it. it's going to take decades before we can actually say we're healed, and we might never heal from that. >> reporter: it was one year ago today a disgruntled worker showed up at two separate mushroom farms and shot and killed those seven coworkers and critically injured another. the shooting pulled back the curtain on the basic needs many farmworkers are lacking, liveable housing, health care, mental health resources, living wages, and food security. san mateo county has three housing developments in the works as we speak. one of which mayor jimenez says

should be ready by the fall. >> i'm grateful for everybody who has come together to join this fight and to take action. it's not just talking. we are not just sitting here talking about what we would like to do. we're doing it. >> reporter: the gunman was indicted by a grand jury and is due in court on friday morning. formally he pleaded not guilty, but informally he confessed in a jailhouse interview with our nbc bay area anchor janelle wang. janelle tells us he said he was remorseful. today the community will focus on the lives lost. at noon there is a remembering and advocating roundtable discussion. congresswoman anna eshoo and julian castro, also the former u.s. secretary of housing and urban development under obama, will be there along with local leaders. then tonight at 6:00, the heart

of the farmworker community memorial is planned at alas. alas is the community organization that's been doing outreach from the beginning. as the mayor told me, there is a saying in spanish, at an ant's pace. he says progress may be slow, but it is progress nonetheless. >> that tragedy really shook up that community. new developments for cal state students thanks to a late-night deal, a planned week-long faculty strike is over after one day. >> the strike disrupted what for many is the start of the spring semester. "today in the bay"'s ginger conejero saab joins us live at san francisco state this morning. students are still on break right now, right? >> reporter: they are, laura and marcus. good morning to you. they're still on break, but they head back to class on monday. some of them putting in the work during their break to show their solidarity and support to their

university teachers who were scheduled to picket all week. that has been avoided now that a tentative agreement has been reached by faculty members and california state university management. that tentative agreement was announced at 10:00 p.m. last night. what it highlights, a lot of it was a sticking point about pay. cfa members and california state university management has agreed on a 5% increase retroactive to july of 2023, and then another 5% increase for all faculty beginning in july of this year. the agreement will also raise the salary floor, increase parental leave, and extend the current contract to the end of june in 2025. cfa's president says the tentative agreement makes major gains for cfa members. those members launched a one-day strike back in december, some of those faculty members here at san francisco state, and you're seeing some of that footage from that one-day strike that was mirrored in at least three other

campuses across the state. yesterday the strike extended to more campuses and threatened to last the entire week until that agreement was reached. the csu chancellor praises the agreement, saying it will enable the california state university system to fairly compensate faculty, while also protecting long-term financial sustainability. some csu campuses go back to the classrooms today, some students, wake up, wake up, at east day, cal maritime and east state among them. san jose state goes back tomorrow. san francisco state, their schedules will not have been disrupted. it's good that teachers and students are going back to the classroom without this hanging over their head. >> glad it got resolved. >> so quickly. thank you, ginger. happening today, san mateo supervisors will debate a controversial plan to criminalize unhoused people who refuse shelter. the ordinance would allow authorities to charge a

misdemeanor to anyone encamped in a public area who decline helter offers more than once. opponents argue the measure contains too many holes and may lead to added trauma for those without a home. to decision 2024, and the race to fill the late dianne feinstein's u.s. senate seat. last night the four leading candidates took part in their first debate. at times it became spirited, including when the democratic contender barbara lee and katie porter tried to pin down republican steve garvey on whether or not he'll vote for donald trump. >> i believe that our republican opponent here on this stage has voted for donald trump twice, according to public reports. that agenda is an agenda to dismantle our democracy. >> i'm my own man. i make my own decisions. i voted for -- >> mr. garvey, we would like to know. >> i thought he was the best person. >> california, i think what they say is true, once a dodger, always a dodger. >> well, that reference to garvey's days on the l.a.

dodgers. garvey did not indicate his voting plans but did confront house leader adam schiff about trying to take down the former president. >> i think you've been censured for lying. >> i'm going to insist on answering. i was just called a liar by mr. garvey. >> okay, 30 seconds. >> i was censured for standing up to a corrupt president. and you know something, i would do it all over again. >> schiff is currently leading in the polls with the march 5th primary now six weeks away. 6:38 this morning. we take a live look out in san jose. getting started with the day. meteorologist kari hall is monitoring what we can expect weather-wise. a lot of people are, like, when is the rain coming back? >> we're going to see that tomorrow morning at about this time, starting to move back in. and, also, give us just a little bit more on top of what we've already measured in terms of all of this rainfall we've had recently. we're starting out this morning partly to mostly cloudy as we take a live look outside in walnut creek.

i think it's going to be a beautiful sunrise. we're already starting to see clouds reach closer to the bay area. this with that connection to hawaii, boosting that moisture that we sometimes see this time of year, that atmospheric river will be coming back. we're looking at some waves of rain and it starts out -- here is a timeline, 7:00 tomorrow morning, with scattered showers in the north bay and continuing to move in late morning into the afternoon. there may be pockets of heavy rain between noon tomorrow and the early afternoon, but eventually it will start to taper off and we'll have more rain in the forecast before the weekend. i'll be telling you more details on that and what kind of temperatures we can expect along with it. mike, we were seeing the heavy mist on the san jose camera lens. >> it has dried out a little since we saw the buildup about 6:30. we did see a lot of slowing as the mist builds up. i think that may have played a part in some of the slower drive. we see the build north 101,

north 280, 87 and 85 all pushing up to here, a really big jam out of santa clara and approaching fair oaks. north fair oaks there are reports of a car overturned in the middle of the roadway. no major injuries. i think that second crash at fair oaks and matilda turned out to be the same crash reported twice. but we do see slowing on west 237 as well coming toward that area. sunnyvale is a focus point for both freeways and that's a tough drive right now. six vehicles reported on the right shoulder south 680 as they pass by stone ridge drive. reports of a large pothole in the second lane. stay to the right lanes. there will be activity and those flat tires. we're still checking that out and i'll let you know if they have to close more than just the one lane. the toll plaza shows the backup and the same out of richmond. back to you. well, coming up, it's that time of year where we acknowledge the existence of the

the courts, that's a constant challenge. updating you on the courts, the second e. jean carroll trial has been delayed until tomorrow. in georgia, a judge says the prosecutor there, the one who charged trump with racketeering, will not have to testify about her relationship with one of her own prosecutors, but that man's divorce records will be made public. the allegation is that fani willis had a romantic relationship with the man who she helped hire to prosecutor trump and paid him a lot of money. that itself doesn't directly affect the trump case in georgia, but if the state decides she should step away as a prosecutor on the case, that would definitely affect the case. president biden is not on today's new hampshire ballot, though democrats are free to write him in if they want to. the democratic party wants its first primary to be in south carolina, not new hampshire.

so they're punishing new hampshire for going ahead with the primary anyway, which makes that fake phone call to voters yesterday telling them not to vote for biden that much more silly. he's not on the ballot. parties are free to put people on the ballots or take them off all they want because they get to choose that. it's very different than the fight over whether a state can bar somebody from a ballot in the general election in particular, and that's what we're seeing with colorado and maine. >> all right, good to know. thanks, scott. trending this morning, the moment film fans everywhere have been waiting for. >> within the last half hour, the motion picture academy revealed this year's oscar nominees, and here are the films up for best picture. outside today because there's a small break from the rain we're going to see. our temperatures starting out in the low to mid-50s and it's been misting and drizzling in san jose, but a clearer view as we take a look at walnut creek and in san francisco this morning. so we have going to see some peeks of sunshine, and our temperatures today headed for the low 60s. los gatos looking at a high of 60 today and 62 in san jose. as the seven-day forecast comes up at the bottom of the screen, you may see a lot of rain icons there, and we're not completely dry throughout the next couple of days. we're going to see some changes coming in. so we're taking a look at our high temperature in vallejo headed for 59 degrees today, 57 in daly city, san francisco up to 59 in the mission district, and our north bay temperatures headed up to about 62 in napa, sonoma, and in novato. so here is a look at the wide view and what's coming our way. this time of year we see a long line of clouds, and that is basically an atmospheric river

where we see that connection of the subtropical moisture that enhances the rainfall we see. and we, once again, just had one, we're going to see it returning as we get waves of storms coming in every few days. and our next storm system comes in starting out tomorrow morning. at 7:00, we're seeing some rain in the north bay, starting out scattered, and then there may be some pockets of heavy rain as it becomes more widespread by late morning. at 11:00, we're seeing a lot of yellows and reds indicating heavier rainfall for the peninsula, moving into the east bay. and then for the early afternoon we start to see it taper off, but there still will be lingering showers all the way up until about thursday morning. with that wave of rain coming in, we're mostly looking at about a half, about a quarter inch of rain farther south. then the farther north you go, rainfall totals will be more like three-quarters of an inch of rain to an inch. and then there will be more waves of rain coming in for the weekend between friday night and

saturday. another storm mainly affecting areas to our north. then we take a close look at sunday into monday, where there will be a break before more rain comes in. so it is nice to get these breaks and the opportunity to at least let some of that moisture soak into the ground. notice the temperatures going from upper 50s tomorrow to low 70s by sunday into monday. we're also going to have a little taste of some spring-like weather, and then going into the next several days for san francisco our highs will be in the low to mid-60s. mike, you sorted out some things on the san mateo bridge. >> i didn't fix them but figured out what was going on. indeed, on the right shoulder, what shoulder we do have, there are now flashing lights. so there's a lot of slowing as the vehicle itself and the folks to help made their way through all this traffic. you can't choose where things break down. that's a disabled vehicle. slow across the san mateo bridge. you see it on the sensors. folks who can choose, you'll want to choose the dumbarton

welcome back. we're moving you forward with a look at our top stories, including breaking news we're following in the east bay. a peaceful end to a tense standoff. >> it all unfolded last night. this is in brentwood near east simms road. so you can see right here heavy police presence in this video, including the s.w.a.t. team. neighbors telling us the standoff started yesterday afternoon, and it ended during the overnight hours. deputies so far are not revealing if arrests were made or if anyone was injured. the contra costa sheriff's office is so far not commenting. today marks one year since the shooting rampage that shattered the farming community in half moon bay. seven people died, another was critically injured. soon after, authorities tracked down and arrested the alleged

gunman who was charged in a grand jury indictment. he's expected to answer charges in an arraignment later today. at noon today, a roundtable discussion is planned focused on farmworkers safety and advocacy. at 6:00 p.m., a memorial event is scheduled in half moon bay pai dozens of cal state professors, lecturers and academic staff will be back on the job after months of negotiations and a day of picketing across csu campuses. the california faculty association says that it has reached a tentative agreement with the csu system. the union says it did win a 5% pay raise for all faculty retroactive to last july, as well as another 5% raise set to take effect this summer. the agreement also includes safer workspaces and expanded parental leave a little misty on this tuesday morning but a break in the rain. >> and it's misting in some spots. it's completely clear in san
