the rain has been stop and going. you can see the flooding here in baton rouge. the ground saturated with water. and the crews keeping busy overnight with a lot of the vehicles stuck on those flooded roadways as this entire region has been getting slammed by that heavy rain. >> reporter: across the southern plains, this morning, communities inundated by relentless rain are gearing up for another round of heavy showers and flooding. >> that's my mom's mailbox to turn into her driveway. >> reporter: a new band expected to dump inches of rain today from eastern texas to tennessee -- >> but another round of storms is set to come through. >> reporter: rainfall already pouring as much as 10 to 12 inches in parts of louisiana and texas, causing terrifying road conditions. this driver near houston hoisted up from his vehicle after it hydroplaned off the road, swept up in the fast-moving water.

others risking the flooded roadways, while firefighters in montgomery county spent the day conducting rescues in flooded areas. >> take precautions. keep watching the water all night, see if it keeps creeping up, and try to save your car and get your animals out. >> reporter: the torrential downpour creating havoc for authorities, too. this officer attempting to block off an intersection going too far and getting submerged in high waters just off an interstate. as the south gets drenched, parts of the northeast are glazed by freezing rain and slick ice, while the west coast prepares for more rain, wind, and snow. and this morning we're also getting a lot of fog. authorities warning drivers because of conditions on the roads that could be flooded and also have some of this fog. also for a lot of the homeowners that live in those areas prone to flooding, they remind them that sandbags can always help. a little bit of flooding can

create a lot of damage to a lot of these homes once that water gets in. hoda? >> yeah, a lot of those areas below sea level, so indeed. guad venegas for us. guad, thank you. >> al joins us. you have a lot to keep your eye on. >> we are talking 33 million raining on top of the places we have already seen. texas to the northeast, more than double the average of january precipitation from we're talking some places, these areas that have the green dots, it's their top ten wettest january on record and we're not done with the month yet. this is because of the climate connection. we have an active storm track during this typical el nino season. torrential rains continue to hit the gulf coast. heavier rain into the upper midwest. and then for tomorrow, that storm system continuing east on the track with a wintry mix on up into new england. we're talking heavy rain down along the gulf and the lower mississippi river valley, on top of what they've already gotten, could be another 4 inches of rain. and then we've got a weekend

>> reporter: this is really an unprecedented step by the faa, pausing all production of the max, no new planes coming off the assembly line. it comes on the same day that we have boeing declaring they're going to do a quality stand down to focus on quality and safety at their plant in washington, but the faa has clearly lost some confidence in boeing, so have the airlines. today with quality very much in the spotlight, boeing in the spotlight, we are seeing the max-9 slowly return to service starting this weekend. nearly three weeks since the blowout on that alaska airlines flight over portland grounded every max-9 nationwide, alaska says it's already preparing for final faa inspections and its first max-9 flight coming this friday resuming its full schedule on february 2nd united says its flights will return starting sunday, but the faa now says that it is freezing future production of all boeing 737s, announcing it will not grant any production expansion

of the max until we are satisfied that the quality control issues uncovered during this process are resolved. >> i'm more than frustrated and disappointed, i am angry >> in an exclusive interview, alaska airlines ceo had a similar demand >> my demand on boeing is what are they going to do to improve their quality programs in house. >> reporter: under intense pressure, boeing ceo david calhoun met with senators on capitol hill wednesday nbc's ryan nobles was there. >> mr. calhoun, what's your messages to passengers concerned flying on your planes? >> we fly safe planes. we don't put airplanes in the air we don't have about flying on your planes? >> we fly safe planes. we don't put airplanes in the air that we don't have 100% confidence in. >> but before those existing max-9 flights can fly again, they'll have to pass a rigorou inspection process, just laid out by the faa >> this is the door plug >> that's the door plug right there. >> reporter: in the u.s., only united and alaska fly the max-9. >> it's taking roughly ten hours to inspect every door plug they're checking to see whether the bolts are in place, one,

two, three, and four, and whether those bolts are secure and then they're having to check measurements and gaps and torques. it is a long process >> reporter: in some cases, that can take 12 hours per door plug. the two airlines taking it on now to get more customers flying as soon as this weekend. >> so tom, what is being done to reassure passengers who actually might be on a max-9 flight this weekend? how are they going to be reassured it's safe and okay for them to fly? >> both airlines say, absolutely, they will not fly a max-9 until they are 100% sure that it is safe, that it meets the faa's new stringent requirements they're double checking, triple checking all of their work and the faa is saying, by the way, that business with boeing, business will not return as normal with boeing they want to verify everything before they proceed. i think that the bottom line for customers, you can be assured, if you're on a max-9, it's been triple and quadruple checked >> tom, thank you very much. it's 7:13.

>> reporter: police said a victim in kansas lost $94,000 to someone falsely claiming to be country singer neil mccoy. another in pennsylvania scammed out of $41,000 by a johnny depp impersonator and this woman in philadelphia told our local station that she sent $290,000 to a scammer posing as golfer phil mickelson. >> it started on facebook. >> reporter: in 2023, imposter scams cost americans $2 billion. >> there's an allure about celebrities and people wanting to believe that they're actually talking to those people that they see on tv and in the movies every day. >> reporter: fbi special agent andrew inicente say that scammers look for superfans. >> they become targets for these types of criminal actors >> reporter: during our investigation, we found imposters pretending to be keanu reeves, reba mcentire, ryan rends, dolly parton, and even me on "x," facebook and instagram what are some things social media companies should be doing

to protect consumers >> well, i don't think the entire onus should be on consumers to report when they've been contacted by a scammer. imposter scams affect people of every age group, every income group, no matter where you live. >> it was very hard for me to approach her about it. >> reporter: hoping to break through to her mom, jonie reached out to nbc news for help >> i feel the strain, but it's only because i love her. >> i have something that might be able to cheer you up just a little bit i want you to introduce you toc suppor somebody >> jacob >> jane! >> hey >> thank you so much for your support, and i'm so terribly sorry that, you know, you've gone through something now that so many people have gone through. you're going to help a lot of people by having this conversation with vicky. >> thank you for what you do you're just a joy to watch >> reporter: in a statement, meta, the parent company of facebook and instagram said they take steps to protect their users and wrote, scammers have always existed and they continuously adapt their tactics to new technology to manipulate

people in various ways that's why meta alongside our industry peers continues to take steps to improve detection and enforcement. they said they removed 827 million fake accounts from july to september last year, in addition to the accounts we found, and they asked for the public's help in reporting scam accounts "x" did not respond to our request for comment. to reduce your risk of becoming a victim, be wary of anyone who reaches out to you claiming to be a celebrity never send money or gift cards to someone you don't know. if you have lost money to a scammer, cut off contact right away and contact the bank or gift card company immediately to try to reverse the transaction and jane has this bit of advice. >> my journey brought me extreme happiness and then mortifying sadness, but i think i'm here now to warn other people to be

careful. >> and we really just want to thank jane and her daughter again for sharing their story. don't be embarrassed consumer experts say this is a crime, it is not your fault. they want to stop victim blaming and encourage people to talk about these scams so others can avoid them and it really helps when you realize how many people this has happened to. >> i have seen so many times fake accounts in my name and my friends would message me and people would message me and say, hey, somebody has an account and they're pretending to be you, and it never occurred to me that this is what people were doing >> by the way, people shouldn't be embarrassed if you are a victim or you think you might be, because these scammers are very good. they're very elaborate they're playing on that. they can fool lots of people, smart people you just have to be careful. >> i want to say to jane, thank you to jane, so much for talking to us, because there are so many people that are in the same position that jane is in she was doing this out of the goodness of her heart. she thought that we truly were communicating with each other. and it was completely innocent and that's what so many people are falling for. remember what happened to andy cohen. these people are good. >> the scammers are good >> savannah had somebody who had a skin care line under your name and we did a whole thing on it

this morning on "start today," awords of wisdom from one of our favorites, you know him, jay shetty is the best-selling author, host of the "on purpose" podcast, and the chief purpose officer at calm jay's here with simple tips to help you achieve your goals. good morning i'm so fascinated by you, jay. i feel like some people have wisdom, but the well keeps getting deeper it's not as if we hear your speeches and it's like, there's jay with that speech going how do you keep that fertile ground going for yourself? and might help others, too >> a big part of it is finding that time to keep digging, keep finding, keep staying curious. i love learning from the guests on my show and learning from you. i like to listen and learn to as many people as i can >> you travel around >> i travel around the world, try to discover new insights and ideas. >> i love this let's talk about the first of the year, we have big, huge lofty goals. things we want to accomplish, and sometimes by around now, we feel let down. >> yes, yes. studies show that 43% of us will quit on our goals by the end of january. i'm glad we're talking about

this right now the reason is, because we don't have three things. they are a purpose, the people we need and ones to let go and a plan >> purpose is tricky, because so many people, that's probably the most asked question you get. i want to find out my purpose. so how do you start to tackle that p >> i want to make it really simple for everyone. this isn't about your big purpose in life. this is about the purpose of this year. i think often, you want this year to be the year we win, the. the first is learning. a year where we're learning new knowledge, new ideas. year we succeed. but there are four different types of years we can have the first is learning. a year where we're learning new knowledge, new ideas the second is a year of experimentation. trying new things, being curious. third is a year of performance finding that groove and momentum and fourth is a year of thriving so bill gates had this great statement where he said, we underestimate what we can do in ten years and overestimate what we can do in one years i want to people think about,

what is your purpose in this one year ahead >> and have everything go through that lens. what's yours, by the way >> my purpose is what we went earlier, to be curious and learn from as many people as can i >> okay, people, that's your second one that's a biggy i think we have friends or people who have been in our lives for a long, long time, and then new people, but how do we make sure we have the right group so we keep growing >> everyone has a different role in our life. there are three roles that we need to nurture and harness. first is the cheerleader we need people in our lives that cheer us on, and we need to be this for other people as well. it creates a symbiotic relationship the second is you need people to challenge you. you need people who push you a bit further. this can be someone you're working with and growing with. and you need someone who checks in with you. they don't expect anything of you, they don't mind if you forgotten about your goal or fallen back, they're checking in to make sure you're okay >> there's that saying, you're the sum total of the five people you spend the most time with, so choose wisely.

season of life, not what if there are people in your life who at some point wer very important, but in this season of life, not so much. do you believe in like making a clear distinction or do you prefer like to let things kind of just go their natural way >> i think it's really important to communicate effectively with people and recognize what your priorities are so rather than telling someone that they're not a priority, talk about what your priorities are and where you're moving towards. and then people will naturally come in and out of your life >> the last "p" is a plan.e mer don't have time to make a plan, because you're so busy that's important, and i think that can also be daunting, because a lot of people are on the merry-go-round, and you don't have time to make a plan, because you're so busy living your life. >> absolutely! i want to give you a really simple one it's called the 1-4-3-1 method you have one big goal for the year like, this is the year i want to learn how to get better sleep. let's say that's -- this is the year i want to make sure that i do 10,000 steps a day, right this is the big goal of the year

to achieve >> big goal. >> now we're going to break that down into four seasons there's four seasons in the year what am i going to try to achieve in each season to make me feel like i'm making progress maybe season one, i'm doing 1,000 steps a day. maybe season 2, i'm doing 2,000 steps a day. let's really break it down let's now break it down into each season is three months each what are the different ways in which i'm going to walk around what are the different ways in which i'm going to move? and finally, we have one week per month. i'm going to break it down for that one week. the reason i say this method is, you get all of these mini milestones, these mini moments to win, and you can celebrate them along the way, rather than waiting until the end of the year to feel you've achieved a big goal >> real quick, what's your morning routine. what do you do first thing when you open your eyes >> my first moment is to remind myself of something i'm grateful for. i have a post-it next to my bed, what are you grateful for. it sparks a thought. >> do you use your phone for an alarm? >> i've been using the hatch,
