right now at 5:00, tracking the atmospheric river, now zeroing in on the bay area. we are live with live team coverage this morning, including when it is set to arrive in your neighborhood. and the way people across the bay area are racing to get ready. parents, politicians, tech leaders gather at the u.s. capitol to protect children from horrible crimes online, but will washington get it done this time? plus, ready to respond. president joe biden promises action following the drone attack that killed three u.s.

service members in jordan. the response this morning from some u.s. lawmakers saying not so fast. this is "today in the bay." good to have you with us on this wednesday morning. i'm kris sanchez. laura garcia has the morning off. >> i'm marcus washington. we've got a lot to get to. mike, we'll get to you with the commute, but first we want to talk about that atmospheric river heading our way. kari, the big question is, what are we expecting to see and when will it arrive? >> it will be later this morning and starting in the north bay, but we are expecting soggy conditions. this is a look at our start in san jose, nice and quiet and a little more time before the rain comes in. but we are all going to be under a flood watch, and this will be in effect as we go into this afternoon and into tomorrow morning. the possibility of quickly rising creeks and streams, as well as landslides possible, especially in some of the hills. here is a look at the satellite and radar of the atmospheric river coming in and making its

way closer with light rain in parts of the north bay, along the coastline. it's not too far off of the coast, as we take a look at san francisco and parts of the north bay with that rain that's already starting to come in. as we go hour-by-hour, by 9:00 to 10:00, we're seeing it really starting to ramp up for parts of the north bay, some spotty light showers out ahead of that around noon, and then going into the rest of today we start to see the rain coming in and getting heavier later this evening. so this will be the brunt of the storm and we'll continue to track that as it sweeps through the bay area later this evening into the overnight. mike, you were saying that crews are wrapping up their work this morning. >> i think they're clearing a little earlier than typical because they do know that system is coming in. 87 did clear, no more slowing. there was a little bit as the crew cleared, as well as north 680, they're clear a little earlier than we often see for these areas. overnight you probably will have much less traffic volume as far as construction areas.

the crews probably won't be out overnight. it's a clear drive as we talk about the rain coming in from the north. the incoming storm is going to send a lot of water onto not just the roadways, but creeks, streams and rivers, and it's causing a lot of concern over potential flooding. >> let's bring in "today in the bay"'s bob redell, live for us along the alameda creek in niles canyon. so, bob, what are we hearing about when that creek will hit its flood stage? >> reporter: we're not actually expecting it to hit the flood stage, fortunately, but it will come close. i know you can't see behind me, but the alameda creek running from niles canyon is really low right now. but when that rain comes later today, it is predicted to hit 7.9 feet. that will be sometime tonight, early tomorrow morning, which fortunately, as i mentioned, is short of the nine foot flood stage. you might recall during last

year's atmospheric rivers, the alameda creek flooded. we spoke with a gentleman who lives in this area and he expects there will be impacts on commuters during this storm, as there are often slides onto the road. niles canyon was closed for much of january last year because of storm damage. >> with mudslides, it's dangerous. it's something thankfully our city has been capable of getting people out quick enough to let us know, shut off the roads. >> reporter: we also spoke with pg&e, the utility says she have placed extra power poles and power lines in its yards, specifically in the north bay, south bay, and up and down the peninsula, to respond to rain and wind damage. and this is video posted bid the oakland zoo of one of their elephants enjoying a snack and a light drizzle. the zoo will be closed because of the storm. the zoo will issue refunds to those who had reservations. reporting live in niles canyon, bob redell, "today in the bay."

that killed three service members in jordan and the promise of retaliation from president biden. the president says he holds iran-backed militants responsible and is vowing to respond, but lawmakers on both sides of the aisle are demanding that the president first get approval from congress before using military force. secretary of state blinken is saying the u.s. response may be multi-levelled and sustained over time. meanwhile, on capitol hill, there is a bipartisan push urging action to combat in's illicit oil trade. >> the united states needs to show strength, and the administration needs to escalate and sustain the response. >> but also understand that this is a trap that china and russia are also setting. they would love for us to get involved in a war in the middle east which would take our eye off of ukraine, which would allow china to move against taiwan. >> the remains of those three fallen soldiers you see on your

screen are expected to reach american soil on friday. they will then be honored in a remembrance ceremony. president biden is expected to attend the transfer of their bodies in delaware. south bay swimmers are lamenting the closure of a long-time popular international swim center, and there's now growing hope that it will eventually reopen. a little more than two weeks ago city leaders ordered immediate closure of the 60-year-old santa clara swim club due to its run-down condition. concerned residents packed yesterday's meeting to learn more about the status. consultants are telling the city the swim center is unsafe, but club operators believe that it should remain open while the solution is found. >> everyone can see the facility is old. it needs to be replaced and worked on. there's no question about it. looking at the areas of concern, i believe that we can kworden those off until we have a plan in place so it's not taking the water away while we're

developing the plan. >> city leaders are weighing spending what would likely be several million to either upgrade the current swim center or build a new one. they may also choose to do nothing. >> that's where they hold the competitions for kids swimming and diving at that other level. other sports now, super bowl lviii on the horizon, and you would figure the 49ers right now are probably good on the team building. but that did not stop about ten of them from sitting courtside last night altogether at the chase center where the warriors were hosting the 76ers. among the niners, george kittle was there, deebo samuel, brendan a yuck. before tip-off, warriors stars were seen signing the jerseys. we should point out the niners don't resume practice until tomorrow and may have a chance to sleep in today.

tomorrow. it could bring dangerous sneaker waves up to 26 feet. kari is always reminding us, never turn your back to the water. this atmospheric river we have coming our way, how much of a factor is that? >> so that's basically what's pushing those waves up along the coastline, all of the high winds and that storm that's off the coast. so we're watching several things today as the rain starts to move in today, into tomorrow, we're going to have some times of heavy rain, but also the potential of flooding and the flood watch goes up today and continues through friday. for the mountains, we're looking at about 3 to 5 inches of rainfall, for much of the bay, we could see about 1 to 2 inches of rainfall and gusty winds up to 40 to 50 plus miles per hour and even a chance of isolated thunderstorms and mudslides. for santa rosa, the rain comes in earlier, starting out with light, spotty showers, and then throughout the day. temperatures hold steady as the rain gets heavier. i'll be tracking all of that for

you with an hour-by-hour forecast. mike has a look at gas prices at the pump. >> we're checking out contra costa county, all ten of their top ten are in concord, let's shout out national on clayton road at $3.65. to the south bay, it's north star with $3.73 in campbell on west campbell avenue in the middle. and then north of there, san mateo county's lowest is $4.09. nothing below 4 bucks. that's at a&a gas a block or so off the freeway. a smooth flow of traffic, everything is pretty standard. the dublin interchange looks great. roadways are dry right now. the changes are coming, as kari is talking about. a little slowing for 580 at grant line road. vasco road at speed from marsh creek out of contra costa county. back to you. >> thanks, mike. love does not come cheap. don't we know it?

good wednesday morning. let's get a look at our day planner for cupertino. we start out cloudy and also mild. temperatures in the upper 50s. at 8:00, it's still dry, but at 10:00 that light rain will be coming in, and the rain gets heavier going into the afternoon and continuing into the evening. we'll talk about all of the impacts we're expecting from this atmospheric river coming up. over here in fremont, i think we just missed a shift change. there was a lot of lights onto and off of the freeway. the nimitz, those headlights coming down to the south bay out of fremont. a smooth drive right now. we'll show you how things are shaping up. there's a little change. we'll point it out. good morning. happy wednesday to you. lawyers for 23andme will be meeting with lawyers leading a class action lawsuit against the company today. if you're thinking to yourself, wait, 74 cents, yeah, 23andme is having a time of it lately, danger of being de-lifted from the nasdaq.

paypal laying off again, 2,500 jobs, about 300 in san jose. reports of layoff after layoff are especially frustrating because the feds today are going to talk about how good the economy is, as it ends its two-day interest rate meeting around 11:00 a.m. for america outside the bay area, it really is all good news. we got that soft landing we were hoping for. startling news for elon musk, the delaware chancellory says a series of bonuses he was awarded by tesla should not have been awarded. his deal was worth $56 billion, and the court says he came about it illegitimately because he influenced the board that awarded it to him. no one in all of history i'm aware of has been told you are now $56 billion poorer. then again, nobody has been offered a bonus of $56 billion. a lot of tesla shareholders say it was worth it, though.

musk only got this money if he grew the company bigger than anybody could have imagined, and he did. will musk stay at tesla? does tesla need musk? stay tuned. also happening today, five ceos of social networks will testify before the powerful senate judiciary about their fight of child exploitation online. we've seen lots of testimonies from ceos, this is video of the tiktok ceo testifying before congress back in march. the head of a security company that provides tools to parents to protect kids says she's frustrated by the rinse and repeat sort of pattern we're seeing out of washington. >> the five witnesses that are being called, the tech ceos, i believe are going to give us a lot more of the same. i wish that weren't the case, but they will be touting the efforts, their safety efforts of what they have rolled out without owning up to the fact that what they have rolled out is not enough, and honestly smoke and mirrors.

the salesforce tower for free? >> we can probably get on top of this building for free. >> we'll talk to facilities about that. we don't need the air conditioner. >> no, it's going to be getting colder and we'll want to make sure we're grabbing the umbrella, even as we're stepping out. it's dry for now for most of us. heavier rain will be hitting later tonight and the gusty winds, and we're looking at more showers lingering into tomorrow, with even a chance of a few isolated thunderstorms. and then for the weekend, we'll continue with spotty showers and another storm moving in. so here is the first one. it is tapping into that subtropical moisture. you can see it coming right into the bay area, and that means there's more rain with it. and the rain will be heavier as it moves in. we're already starting out with some light showers around coastal north bay and not yet in san francisco, but we will have that chance as we go throughout the morning. this is why you need to be prepared. look at these wind gusts as we

take it hour-by-hour. winds coming from the south, and as we go through about the 10:00 to 11:00 hour, we'll see the winds whipping up, and for the coastline into san francisco, they'll be up to 50 miles per hour for the early afternoon as the rain continues to sweep in. we'll see some really gusty winds, so that could bring down trees. but a look at the hour-by-hour forecast for the rain, it's a little bit later for the north bay into the peninsula, at around noon to 1:00 we're seeing the rain picking up. but the really heavy stuff is going to be this evening. this is at 7:00, where we can see this very intense line of rainfall and potentially gusty winds, and maybe even a few rumbles of thunder come in later this evening, with a break tomorrow morning and then lingering showers as we go into tomorrow afternoon. we could all pretty much see at least an inch of rainfall, but it may be up to 2, probably closer to 2 1/2 to 3 inches for

parts of the north bay. there will be a brief break, but still some lingering showers until the next storm comes in, another atmospheric river expected from sunday into monday. so as we take a look at our forecast out ten days, how much rain we could see here, within the next week we could possibly have 7 inches of rainfall for parts of northern sonoma county, and the purple indicates about 2 to 3 inches of rain. while we're getting rain, the sierra gets a lot of snow. this is a look out for the next week, with the potential of 2 to 4 feet of snow in the sierra. so they're really going to get a big boost here. we're also seeing much colder temperatures, with a couple of atmospheric rivers coming in. the first one today, the next one on sunday. we're going to have some very chilly temperatures this time around. and, also, some gusty winds that will be with us and not much of a change in the temperatures over the next seven days. back to you. >> thanks, kari. next on "today in the bay,"

good morning to you on this wednesday. i'm marcus washington. >> i'm kris sanchez. laura garcia is off this morning. we want to take a live look at pacifica right now. it's still dark but you can see waves in the distance. later today a high surf advisory will go into effect at 3:00 this afternoon. some waves are expected to reach more than 25 feet, and of course that comes on the heels of that storm headed our way. >> meteorologist kari hall is tracking that storm for us. when are we expecting to see some of that arrive? >> we're going to start to see some of the rain early in the day for the north bay, but continuing to move across the bay area with heavier rain and gusty winds later this evening. here is a look at the storm system that is churning off the coast and bringing showers already to some spots in marin county, parts of northern sonoma county, as well as areas farther to the north. we can see the showers that are really starting to ramp up just

a bit, with some rain that's pretty steady for santa rosa, down to petaluma, as well as novato. we will continue to see, once the heavy rain arrives, the winds picking up as well into the early afternoon, but really continuing into the evening, with the heaviest rain with this storm. i'll be tracking that and we'll take a look at what to expect as we see more storms ahead coming up in a few minutes. so as kari has been telling us, some areas are at risk for flooding, and ahead of the storm's arrival there are a lot of sandbagging -- there's a lot of sandbagging going on in some neighborhoods known for flooding. >> "today in the bay"'s ginger conejero saab is live for us in the north bay this morning. i know you're in one of the locations where they're going to be handing out some of those sandbags. there's still some available, right? >> reporter: that is correct. good morning, marcus and kris. if you haven't done so already, you can actually prepare for the incoming storm any time, you can

just grab a sandbag behind us and fill it up with some sand. we're at one of these locations here in mill valley. there are a number of sandbagging locations in the north bay for north bay residents here who are anticipating that rain and the wind that kari has been talking about. also later today there will be a severe emergency warming center that will open in the city of san rafael. that opens at 5:00 p.m. and will be available and open until 6:30 tomorrow morning. the city of santa rosa will also open a temporary overnight drop-in warming center, along with catholic charities, for people who need a place to get out of the storm. that will be located on 6th street in santa rosa and will open later tonight at 7:00. now, residents here in the north bay are preparing for the incoming storm. napa residents are no stranger to flooding that can come from creeks and streams, or the nearby napa river. the city can deploy floodgates

if necessary, if the napa river begins to overflow. >> we were just playing soccer, the weather is good, just before the rain. this is going to be completely flooded. >> reporter: in anticipation of the incoming rains and winds, muir woods will be closed today. it is expected to open on a delayed schedule tomorrow. in addition to the napa river, people are also keeping a close eye on the russian river near guerneville. the water level there is over 28 feet and flood levels are at 32 feet. so keeping a close eye on that because water levels can rise, as we all know. they are expecting to hear from the governor's office as far as storm response is concerned, there is a briefing that will happen at 11:00 this morning. so we'll keep up to date on that and bring you guys the latest. back to you. >> we know what the effects can, so better safe than sorry for folks as they prepare.

thanks, ginger. a lot of folks in the santa cruz mountains preparing for the new round of rain after saturated trees toppled over from high winds last week. last monday, a tree fell on this cabin, crushing part of the home. crews started the cleanup process and cut up parts of the tree. she needs to head back home and gather belongings before the next storm arrives. >> i'm gradually every day picking up little things that i can save, because i don't know what the future is going to be. >> san mateo county also encouraging people to prepare, after a large oak tree toppled and smashed several cars last week. our free nbc bay area app is a great resource to have during the storm. it gives you access to stormranger's exclusive mobile doppler radar. you can type in your zip code to get alerts before rain starts falling before you live. road closures are expected

to remain in place in concord following the small plane crash that killed the pilot. the plane plowed nose-first into the street at a busy intersection, concord avenue and diamond boulevard at about 10:30 yesterday morning, and it happened shortly after takeoff from nearby buchanan field. witnesses say the pilot appeared to lose power and the plane hit a passing car on the ground. the driver of the car suffered minor injuries and the pilot has not been identified. just into our newsroom, a bit of relief with word of an arrest after a gunman fired several rounds at a peninsula church. surveillance video from a nearby home captured that gunfire. [ gunfire ] >> this all happened in south san francisco yesterday afternoon, and it caused extensive damage to the windows at st. augustine church. thankfully, no one was injured.

westborough middle school is just a short distance away and one student told us the gunfire sent a wave of fear through their campus. >> everyone was frightened and scared. a few people were actually serious about it and started running immediately straight up to the mur. it feels heartbreaking, frustrating, just to hear those sounds, because it's really scary. >> just a short time ago, we got an update from police that an arrest was made. they say the suspect is a 22-year-old man from san francisco. he is expected to face charges up to and perhaps including attempted murder. a live look this morning at i-80 in kingvale where the winter storm warning is in effect, and we are actually set to see rain and sierra snow -- sierra will see some snow up there. if you're driving to or from tahoe, you need to be careful. chain controls are not expected, but there are going to be delays. meteorologist kari hall has been tracking that. the last storms, they've been

generous with the snow. how much are we talking about this go-around? >> it looks like we're going to see this mostly coming down as snow as opposed to starting out as rain and then changing over to snow. and it will also be for some of the lower elevations, so there will be much more of the snow coming down. but we are also going to have gusty winds and low visibility. the winter storm warning in effect for all of these areas shaded in pink, and there also will be a potential of downed trees and power issues. you do want to avoid travel if you can as the snow begins to come down. with this storm system we're looking at about 5 to possibly up to 14 inches of snow, and we'll see those higher snowfall totals for kingvale and kirkwood, some of those ski resorts that are higher up in elevation. but we do have a lot more snow in the forecast going into late this weekend, as well as early next week, where we could see in total at least a couple of feet of snow, but all the way up to 51 inches of snow within the next week, which would really help with that sierra snowpack

that's only at about half of its normal amount at this point. so we'll continue to track that. we'll talk more about bay area rain coming up. mike, you're starting out with a crash in san jose. >> yeah, so we snow 101 northbound, which typically starts to slow, it's had a head start because of the crash just north of the 101 and 280 interchange. it's at oakland road where things typically clear up. this crash does block the slow lane. it doesn't sound like any injuries are involved, but they need a tow truck to pull that. bad timing for that section of 101. the rest of the bay, everything is pretty standard as far as the timing for the rest of your commute. a look ahead, there is not a warriors game but a concert, the trilogy tour, ricky martin and pit bull there be here. there will be a crowd despite no warriors game. right now traffic flowing

to speak at a senate hearing, calling for companies to protect kids from threats on social media. families who lost their kids to drugs and alcohol are testifying today to ask senators to pass sammy's law. it was introduced in december and would allow parents access to their kids' social media. now, it's named after sammy chapman, a 16-year-old from las vegas who overdosed on fentanyl after buying a pill on snapchat. the organization half the story travels across the u.s. to help kids keep themselves safe in digital spaces. organizers say advancing artificial intelligence is posing another problem. >> my concern is that with deepfakes and with more videos being made of minors, not only saying things, but also sexual exploitation, the stakes are even higher when it comes to the emotional health of young people. >> at today's senate hearing, some parents are also pushing for the kids' online safety act, similar to a proposal meant to

help protect kids from harm on social media. on the house side of the capitol, a vote to impeach the head of homeland security. >> scott mcgrew is here. they've been tracking the progress of the effect to actually kick out alejandro mayorkas out of office. what are the next steps? >> the next steps are a full house vote after the homeland security committee took a vote yesterday approving articles of impeachment. the accusations against mayorkas are vague, many constitutional experts say they do not rise to high crimes and misdemeanors. here is some of the accusation read by congresswoman marjorie taylor greene. >> the actions clearly meet the standard necessary for initiating impeachment proceedings. this historical evidence is overwhelming that the founding fathers intended impeachment to be used to deal with the

[ laughter ] we don't want to forget the umbrella today because you're going to have some rain coming in, and it may be a little hard to remember because it's not raining now for most of us. it's going to be picking up as we go into late morning and into the afternoon, with some of the heaviest rain arriving tonight. it's also going to be windy and along the coastline we'll have a dangerous surf developing. and then for tomorrow the showers will linger, even a chance of some thunderstorms. for the weekend, off and on spotty showers into saturday, but the next big storm will be arriving on sunday and continuing into monday. so this is round one of the atmospheric river, and the first one will be coming through and giving us at least 48 hours of some off and on rain, but the heaviest rain will be coming in for late this evening. we're starting out with some light showers in the north bay, from ukiah to cloverdale, and just starting to pick up for santa rosa. we will also see some off and on

rain from petaluma to san rafael, moving over toward much more of napa county in the next hour. looking at our hour-by-hour forecast, we're at 10:30, still most of us are not seeing rain south of the golden gate bridge, but farther north it will begin to pick up and we'll see some rounds of rain there, and continuing into the early afternoon. now, when you start to see the oranges and reds, that's really heavy rain, and that's mostly going to be this evening around 6:00 to 7:00, and then continuing to make its way into the south bay and the east bay late tonight into early tomorrow morning. and then as we wake up tomorrow, there's still some lingering spotty showers, but not the widespread rain, and there will be a chance of rain dropping basically at any point tomorrow into the day on friday. so what we're expecting with this storm system, about 1 to possibly 1 1/2 inches of rainfall for most of us. along the coastline and in some of our mountains, it will be

more like over 2 inches of rainfall. that's the first atmospheric river, with only a brief break on saturday, where we could see some clearing. but early on sunday morning, we're looking at the next atmospheric river coming in, and that's going to bring us more waves of rain into monday, tuesday, and then tapering off on wednesday as it starts to finally push into southern california. so overall, over the next seven days, in total, we could see on an already wet ground up to 7 inches of rainfall for these areas in yellow. most of us in the darker shades of pink in the east bay will see about 2 to 3 inches of rainfall, and lesser amounts for areas in some of the inland valleys. so we're looking at a very active storm pattern here, and much cooler temperatures. wasn't it nice to have the 60s and 70s? notice we don't see any more of that with those temperatures over the next several days. and once again, a brief break on saturday before the next storm comes in early on sunday, and

continues into next week. mike, what's going on with that crash in san jose? >> kari, we're looking at the timing now, but also over the next half hour. i'll explain why. northbound 101 you still see things really bunched up. folks are shifting over because the slow lane is most heavily impacted by this crash north of our camera. it's north 101 at oakland road, where we typically see traffic speed up after the first slowing. it's building back past the 280/680 interchange. once this clears, and there's a crew that should be on scene now, we do have to clear a couple of vehicles from the roadway on the right shoulder and slow lane. that might cause folks to shift over to 280. this may take a while and the second burst we expect at about 6:40. if it takes long enough to clear, that's going to add to the backup and that could be pretty tough and ripple out to other areas like 87 and 280. we'll track that. so far we just have that crash.

over here we're looking at highway 4 and it's very mild through concord out of bay point. no problems for the walnut creek interchange. north bay we have 37 with a little slowing and the backup at the bay bridge. we see a little green showing up in spots for the north bay. the green highlighting is the road weather index, some damp or wet roadways. so the rain is starting to come through the area. there is a crash reported in one of these lanes right here just off the right side of the toll plaza approach. a truck involved there. we don't see a major problem. it looks like folks are shifting out of the lane. as you're heading toward the bay bridge, stay to the right, you might be in a little better shape. you're going to have company for all lanes. happening now, open enrollment for covered california ends today. already enrollment is up 13%, more people signing up compared to last year. that's over 243,000 people getting coverage for the first time. another 1.5 million californians
