"early today" starts right now. good morning. we begin with a state of emergency declared in california. millions are under flood alerts as forecasts warn of extremely dangerous and life-threatening conditions. officials are urging people to stay off the roads as more and more water rescues are conducted. firefighters in san jose shared this video of teams rescuing

several people and their dogs from rising water. the central california coastline was also issued its first hurricane-force winds wind warning. and a driver was seriously injured when a tree crushed their car on the 101 freeway north of san francisco. and there are more than 700,000 power outages being report aid cross the state. nbc meteorologist michelle grossman joins us now with the latest on this storm. good morning, michelle. >> good morning, frances. this is going to be a tough 24 hours. this is going to last these through tuesday, some lingering showers into wednesday. and we're look at really heavy rain leading to that life-threatening flash flooding. we have landslides, evacuations, power outages, really gusty winds and heavy snow in the mountains as well. this is what it looks like on the radar, the moisture streaming in. it is heavy where you see the reds, the oranges, the yellows. that's where we're seeing the heavy rain along los angeles. we will see flash flooding continuing. as we go throughout the day here we're looking at one million under winter alerts. 38 million under flood alerts.

30 million under wind alerts. we are concerned about flash flooding, especially where you're seeing these pink colors, including los angeles, long beach, down to oceanside, also san diego under the threat for really heavy rainfall and gusty winds. so as we go throughout the day, we're looking at up to 4 to 5 inches in los angeles. this is a big story. also looking at the rest of the week in just a few minutes. >> michelle, thank you. >> sure. now to breaking news from capitol hill. senators have released their text of the long-awaited national security package. the agreement includes tougher immigration and asylum laws. it would be one of the biggest overhauls to border security in decades. but it's not clear if it can get through congress. nbc's brie jackson joins us from d.c. hi, brie. good morning. what do we know about this bill? >> good morning, frances. bipartisan negotiators have been working on this deal for months. so here are some of the major changes. it would end the practice known as catch and release. migrants would be detained for 90 days while they complete their interviews for asylum.

the bill also raises the standard for what's considered credible fear and asylum claims. the border would be shut down if the seven-day average of encounters reaches 5,000. this package also includes critical aid for israel and ukraine. president biden says he supports the plan, but his 2024 rival, former president trump is telling members of congress not to vote for it. senate majority leader chuck schumer pleaded with senators to consider the bill seriously. >> important pieces of legislation that the senate has seen in years and years and years, and we cannot let politics get in the way of passing this legislation. the senators have to drown out the noise of politics and politicians who tell them not to vote for this bill for political purposes. >> and overnight, the republican house speaker mike johnson said, quote, i've seen enough. this bill is even worse than we expected, and he said again that

it would be dead on arrival in the house. and house majority leader steve scalise went even further saying let me be clear. the senate border bill will not receive a vote in the house. the bill would need 60 votes to pass in the senate, and it is not clear if it does have enough support. senator chuck schumer has said that he wants to hold a vote by wednesday. frances? >> brie jackson for us, brie, thank you. the united states has conducted widespread air strikes in the middle east, hitting both iraq, syria, and yemen, targeting iran-backed militias in the region. iraq and syria reported dozens of deaths from the bombings, including civilians. president biden's national security adviser has said that the strikes will continue. and when our kristen welker asked jake sullivan on "meet the press" if he'd rule out strikes inside iran, here is what he said. >> sitting here today on national news program, i'm not going get into what we've ruled in and ruled out from the point of view of military action.

once again controlled by the houthi in yemen. they said they posed immediate threats to u.s. navy ships in the red sea, as well as commercial vessels navigating in the area. now on a diplomatic front, the secretary of state antony blinken is expected to arrive in saudi arabia in a few hours from now. he will also touch on egypt at qatar, israel and the west bank. this is the fifth trip to the region since the october 7th attack, and he will continue to pursue according to a statement issued by the u.s. department of states. he will continue to pursue the release of the hostages remaining in the hands of haumgs hamas to allow humanitarian aid to frances? >> thank you. after the assault on two nypd officers in times square more than a week ago, district

attorney alvin bragg says he will present charges to a grand jury tomorrow. he said his office was looking at a new video to identify what role each of the suspects had in the attack. bragg has come under criticism after most of the suspects were released without bail. police say 13 people were involved and that they were all migrants. the officers suffered minor injuries. patrick mahomes sr., the father of kansas city chiefs quarterback patrick mahomes was arrested and charged with driving while intoxicated in texas. according to jail records, mahomes, who is 53 was released on a ten thoyds bond. he was also arrested on a dwi charge in 2018 before pleading guilty and being sentenced to 40 days in jail. on sunday, patrick mahomes and the chiefs face off against the san francisco 49ers in the super bowl in las vegas. it was a banner night for female artists at sunday's 6 6th annual grammy awards. victoria monet beat out ice
