ramping up. retaliation strikes, we are live as the u.s. launches another barrage in the middle east in response to the killing of three american soldiers last week. the atmospheric river fueling massive rainstorms with hurricane force winds across the west coast. our meteorologist michelle grossman is tracking the system. more turbulence on the production line, the new trouble for boeing 737 max planes just weeks after that midair blowout grounded the entire fleet. and celine dion shines in a surprise appearance while taylor swift makes grammy history. we will have all the major moments from music's biggest night. it's monday, february 5th. "early today" starts right now. good morning, so glad you are with me, i'm frances rivera. we begin with breaking news from capitol hill. senators released their text of their long awaited national security package. the agreement includes tougher immigration and asylum laws.

it would be one of the biggest overhauls to border security in decades but it's not clear if it can get through congress. nbc's brie jackson joins us from d.c. hi, brie. what do we know about this bill? >> good morning, frances. bipartisan negotiators have been working on this deal for months. here are some of the major changes a couple of them it would end the practice known as catch and release. migrants would be detained for 90 days while they complete their interviews for asylum. the bill also raises the standard for what's considered credible fear in asylum claims. the border would be shut down if the seven-day average of encounters reaches 5,000. now, this package also includes critical aid for israel and ukraine. president biden says he supports the plan but his 2024 rival, former president donald trump, is telling members of congress not to vote for t senate majority leader chuck schumer pleaded with senators to consider the bill seriously.

>> important pieces of legislation that the senate has seen in years and years and years, and we cannot let politics get in the way of passing this legislation. the senators have to drown out the noise of politics and politicians who tell them not to vote for this bill for political purposes. >> overnight the republican house speaker mike johnson said, quote, i've seen enough. this bill is even worse than we expected. he said again that it would be dead on arrival in the house. house majority leader steve scalise went even further saying let me be clear, the senate border bill will not receive a vote in the house. the bill would need 60 votes to pass in the senate and it is not clear if it has enough support. senator chuck schumer has said he wants to hold a vote by wednesday. >> we will know then. brie, thank you. now to new polling in the race for the white house. a new poll by nbc news shows former president donald trump

increasing his lead against president joe biden, now up five points in a one on one matchup, despite a growing economy donald trump is ahead by more than 20 points on that issue. the same is true for dealing with crime and violence. a former trump official has died after being shot during a carjacking in washington, d.c. it is the latest in a string of carjackings in the capital city and beyond. nbc's jesse kirsch has the details. >> reporter: following a violent car jjacking spree in and aroun the nation's capital washington, d.c. is remembering a community leader, the family of mike gill says he was shot monday in his own vehicle and later died. his wife writing the father of three's sudden departure has left a void in our lives that can never be filled. last week's series of attacks the latest in a rash of carjackings nationwide. in oakland, california, this car swerved, blocking the road as a suspect gets out, pulling a gun on this approaching driver who eventually drives away.

and in nearby san francisco this car caught on camera flying through trees, flipping over and crash landing. that vehicle was also car jacked. despite these headlines, the latest fbi data actually shows an overall drop in violent crime from january through september last year compared to 2022. that category includes carjackings. the fbi data shows auto thefts, however, did increase in larger american cities. washington, d.c., however, is not in line with the national trend of violent crimes decreasing. in october a congressman was car jacked about a mile from the u.s. capitol. >> i looked and somebody had a gun, the third guy behind me. you have to stay calm. >> reporter: homicides, sex abuse, assaults with a dangerous weapon were all up in 2022.

now following the death of gill who had previously worked in the trump administration. former president writing gill was a good person. ongoing challenges for a major u.s. city who is reeling from senseless violence. jesse kirsch, nbc news. the united states has conducted widespread air strikes in the middle east hitting iraq, syria and yemen, targeting iran-backed militias in the region. iraq and syria report dozens of deaths from the bombings including civilians. president biden's national security adviser said that the strikes will continue. when our kristen welker asked jake sullivan if he would rule out strikes in iran here is what he said. >> sitting here today on a national news program i'm not going to get into what we've ruled in and ruled out from the point of view of military action. what i will say is that the president is determined to respond forcefully to attacks on our people. the president also is not looking for a wider war in the

middle east. >> for more on this let's go live to claudio lavanga. walk us through these recent developments. >> reporter: good morning. let's start with saturday when the u.s. and the uk said they struck 36 houthi targets in 13 different locations in yemen with missiles fired or launched from u.s. navy ships stationed in the red sea, including the "u.s.s. carney" and the dwight d. eisenhower. you can see some of the missile launches in this video posted by centcom on its x accounts. in a joint statement issued by the u.s. and uk they said they targeted weapons storage facilities, missile systems and launchers, air defense systems and radars. in the early hours of sunday morning the u.s. said they struck four cruise missiles in a territory once again controlled by the houthi in yemen. they said they posed an imminent threat not only to navy ships in

the red sea but also commercial vessels navigating in the region. on the diplomatic front the u.s. secretary of state antony blinken is expected to land in saudi arabia in just a few hours from now. he will also touch upon in the next four days during his visit egypt, qatar, israel and the west bank. this is the fifth visit by the secretary of state in the region since the october 7 attacks. once again, the mission would be to push for diplomatic efforts in the hope to resolve or secure the release of the hostages still in the hands of hamas and to ensure humanitarian -- that also guarantees the delivery of humanitarian aid to palestinians. >> watching closely developments that came out that have diplomacy. thank you. later today a jury will begin deliberations in the landmark case against jefr inn crumbley. she is charged with involuntary

manslaughter. crumbley could face 21 years in prison. her husband faces the same charge but will be tried separately. now to extreme weather hitting the west coast. more than 700,000 power outages are being reported across california where millions are under flood alerts. here is nbc's dana griffin. >> reporter: the first ever hurricane force wind warning issued for california's central coastline. as wind gusts over 80 miles per hour are felt in northern california. this tree crushing a car on the 101 freeway north of san francisco. firefighters worked to free a man trapped inside. officials confirming the driver has serious injuries. more than 600 properties have been ordered by officials to evacuate in santa barbara, los angeles and ventura counties. >> hopefully it's not quite as bad as they say. >> reporter: many chosen not to

life-threatening and damaging flooding. >> dana, thanks. let's get a check now on when those storms will finally let up with nbc meteorologist michelle grossman. good morning. following those storms and out east we finally got some sun and light. >> that's right. hi, frances. finally we saw the sunshine. no sun in the west, though. we are looking at dangerous conditions continuing throughout tomorrow. we are looking at heavy rain continues, that's leading to life-threatening situations in terms of flash flooding, debris flows, mudslides, power outages with gusty winds. we are looking at all that rain moving on shore, it's heavy where you're seeing brighter colors and it's continuous. we're going to see it continuing over the next 24 hours on really soggy ground, also burn areas as well. lots of alerts this morning, we are looking at wind alerts, 38 million under flood aer lerts, 1 million under winter alerts. snow up to 4 feet in some spots. we've seen so many over the past

from the fed let's turn to arabile gumede in london. good morning. >> good morning. you're quite right, more problems unfortunately, right, for boeing than the latest on that fuselage problem coming through for the boeing 737 max jets. supply recently having been found to have been part of those systems that have failed in the previous draw down, then we sue that fuselage blow out midair from that boeing 737 max 9 jet. now they're seeing more problems. this is exactly what has happened. they say they're reworking 50 undelivered 737 max jets, that's the supply currently found misdrilled holes on some of the f fuselages. it delays things a little bit. spirit aero systems supplied those fuselages as well and they
