right now at 6:00, more wet weather just hitting the bay area, as thousands remain without power from the last storm. meteorologist kari hall is timing out the new round of rain in your neighborhood. and new trouble for san francisco robotaxis, when a cyclist is struck by a waymo car. the response this morning about what led to the accident. we understand what our goal is and what we're capable of. >> and brock purdy is ready. how the niners are preparing ahead of their first super bowl week practice session. this is "today in the bay." good morning to you on this wednesday. thanks for starting your morning with us. i'm marcus washington. >> i'm laura garcia. mike and kari are very busy this morning with wet conditions out there. first, developing now across the bay area, what we are covering are tens of thousands that are continuing to wake up another morning without power.

pg&e numbers this morning count about 30,000 bay area customers still in the dark. in santa clara and san mateo counties, it's right about 6,000, in sonoma about 11,000 people without power, and in contra costa county nearly fully back online, now about 3,000 outages in marin and 600 in solano. a tough few days for a lot of people in the bay area. and very cold out there. >> yeah, the temperatures have been dropping. we have another cold front that's coming in. ahead of that we're seeing some rain. we're going to see the rain chances picking up over the next few hours, already starting to see the rain on the north bay, falling from santa rosa, northern marin county and northward, where we are seeing some light showers for now. it will get heavier as we go through the morning commute. near half moon bay, light rain coming in, and then it's also picking up just north of san jose and toward milpitas. we're starting out with light

rain, but once again, it will get heavier by 10:00 to 11:00. then we're looking at rounds of heavy rainfall into the afternoon, as well as this evening, as we also get snow on some of our bay area mountains. and once again, this is with a cold front coming in, so it will be chilly as we go throughout the day. we'll talk about a sunny weekend coming up. mike, you're seeing lots of lights leaving oakland. >> which is the tradition but i wanted to let folks know. it's continuing to fill in all lanes at the toll plaza. the hov lanes still a big advantage, as is almost always the case. the rest of the bay showing a standard build. the crash at the walnut creek interchange, that's on the right shoulder. i'm watching that because it's a critical part of the build for contra costa county. south bay we have northbound 101 slowing, and the road weather index, you talked about the rain, damp roadways. there's slowing on the nimitz, both sides of the san mateo bridge heading south. the san mateo bridge itself, you

see more traffic heading across the high-rise. back to you. as the war between israel and hamas rages on, a survivor of the nova music festival massacre telling the story of the atrocities she's experienced. >> she hopes to help other survivors of the hamas attack and jewish people who witnessed it from afar. "today in the bay"'s kris sanchez joins us with a look at her powerful account. >> reporter: everybody heals in their own way, some people want to do it privately. this young woman is telling her story to try to help herself and other people. on october 7th, eden was at the nova music festival with four friends with the hamas terrorists launched the violent siege. three friends were among the 400 young men and women kidnapped and killed that day. they got a ride away from the festival grounds to one shelter, then another shelter, then to a third shelter with terrorists on their heels.

she says she believes they survived because of a series of miracles. >> at that point we saw people that were covered in blood and someone came to us with a shot in the shoulder and told us the terrorists shot him, and even then we didn't really realize what's happening. that was the craziest part of the story, because your mind don't let you believe that someone really wants to murder you. >> eden is in the bay area today to share her experience with several jewish groups and hundreds of students and several synagogues so that what happened on october 7th is not forgotten. she start add nonprofit to try to help other survivors. now, unfortunately because of safety concerns and the rise in anti-semitic acts, these events are not open to the public. this rabbi of the bay area's national conference of synagogue

crew will be in court. mechell, hale and gilbert are the men accused in the murder of kevin nishita. the men will have an arraignment morning at 9:00. nishita was a retired decorated police officer and he was shot just over two years ago in downtown oakland. new at 6:00, san francisco police investigating an accident where a waymo driverless car clipped a bicyclist. the chronicle reports it happened yesterday afternoon near 17th and mississippi. the bicyclist suffered cuts, apparently left the scene. in a statement, waymo says the biker was obstructed by a nearby truck and couldn't be tracked. this is the latest incident involving driverless cars in san francisco. cruise cars are indefinitely suspended after an accident last fall. 6:07 right now. and the excitement is building for super bowl sunday. we want to give you a live look

at allegiant stadium in las vegas where the 49ers were back in front of microphones. but it was brock purdy who really shined. >> that's right. as "today in the bay"'s anthony flores reports, the young quarterback is ready to take on the chiefs. >> i'm just very honored that i get to play in the super bowl now. >> reporter: sitting in the pocket, quarterback brock purdy seemed really comfortable answering question after question from the national media. the former mr. irrelevant is trying to lead the 49ers to a super bowl title in his second year in the nfl. >> is there pressure, i don't think so. we're just hungry, more than anything, to win. >> any time you get that close and you lose the last one, that's the hardest. >> reporter: kyle shanahan might be feeling a little pressure. four years ago the niners had a ten-point lead with less than seven minutes to go in super bowl liv. then the chiefs rallied for the win. shanahan was the offensive

before 4:00 a.m., i believe you should be okay for traffic on friday. but get there ahead of time and get some coffee, warm up and make sure you're warmed up to be on national television. in oakland, a smooth drive, as 880 southbound picks up the volume a bit, and northbound, the taillights are moving smoothly. a lot of folks are gathering at the bay bridge. that's the time when you would have the backup. more slowing typical heading westbound on 80 past golden gate fields. no surprises for highway 37 and 4. over here, contra costa county, southbound 680 approaching 24, the earlier crash i told you is on the shoulder, it's just about main street. so just before the walnut creek interchange. there's enough distraction that things are slowing down early. that will be a factor heading out of pleasant hill, walnut creek, concord and toward 24, over toward the caldecott tunnel. we have green sensors around the area, but we have green on the road weather index.

necessarily or not at all thrilled with. however, southwest says the video was more of an overview of the cabin design and not an exact representation of how big those seats are. a person who is 6'4", broad shoulders, thinner seats not a good thing. we'll see. >> i don't mind it. i've got room in my seat right here. >> says the person under 5'5". >> thank you, under 5'5", i'll take that. bay area students are making strides out of this world. two teams won the nasa s.t.e.m. challenge, this year's challenge was to design an experiment that could be tested on either a high altitude balloon flight or rocket-powered lander. students from san mateo and an all girls' team won. it was called the stratosphere

serenade. the lunar scout technology is designed for a rocket-powered lander. >> our plan is to create some sort of lunar lander that can detect surface features, kind of like a lander would do on the moon. >> the purpose of it is to gather data about how different atmospheric conditions affect tension regarding metal and 3d printed objects. >> the winning teams will each receive $1,500 to build out those experiments. through the school year they'll do test flights with nasa as well. it just reminds me of that dr. seuss book, oh, the places you'll go. it will be great to track these kids. that's amazing. >> it's great to see stories like that. >> what do we do with this in real life? that's what you do. there you go. >> very cool. today weather-wise, speaking of cool, it is cool outside. >> it's cold.

>> much colder than normal. we're going to see more days that are going to be chilly, so we're having to break out the winter sweaters, and today the umbrella. let's take a look back at the past seven days, how much rain we've had. in the santa cruz mountains, 7 to 9 inches of rainfall. in the north bay, marin county measuring 8 inches of rainfall. san francisco, almost 5 inches there. the berkeley hills had about 3 3/4 inches of rainfall. san jose getting in on higher rainfall totals with over 3 1/2 inches, and redwood city, almost 3 inches of rain. there's more on the way. there's a cold front approaching the bay area. we're seeing some of the heavier rain around eureka, but already getting light showers in parts of sonoma, as well as napa counties, into marin county. we've also started to see the rain picking up around half moon bay. that's going to be moving in. but, also, once again, lighter showers to start. it will get heavier by late morning into the afternoon.

so another day with rainfall that at times may be moderate to even just briefly heavy rainfall into the early afternoon. then going into tonight, eventually it's going to start to taper off. we will still have the slight chance of lingering showers tomorrow into the afternoon, but then we will be drying out. looking at an additional half inch of rainfall from dublin down to san jose, as well as the coastal areas. maybe a little bit lighter for the north bay, about a quarter inch of rainfall. going into the weekend, we are going to see some cool temperatures continuing to draw down from the north into the bay area. but at least it will be dry. and while we're getting rain, we're going to see the sierra with another coating of light snow, about 4 to 7 inches. but just a heads-up if you're going there, we've seen some dangerous conditions in the backcountry, the potential of avalanches. be really careful there.

we are going to see sunshine going into the weekend, but look at those morning lows, in the upper 30s, highs in the low 60s, and about the same in san francisco. mike, how is the toll plaza looking? >> it's actually looking pretty good. there's movement here, they must have sped up the metering lights. indeed, that means more traffic was on the span. it's slower than last time we take a look. we're looking at a smooth flow of traffic. we have no surprises, richmond shows slowing, so does berkeley westbound 80. standard for the north bay and contra costa county, except for this portion southbound 680, still slow into walnut creek out of pleasant hill. a crash near 24. these routes over here, kirker pass is a better route than 680/highway 4. next, nbc bay area responds. >> your property tax bill might be a little higher than it's supposed to be. i'm consumer investigator chris chmura. we'll help you

some data we obtained suggests lots of families are missing out. the santa clara assessor told us 240,000 homes are claiming but 210,000 are not. san francisco's assessor shared data with a similar breakdown. now, yes, some homes in the no column are rentals, which are not eligible. still, some homeowners who live in their home are missing out on their 70 bucks a year. we know because we quickly found four folks on our own news team. here is good news, you can apply now to get the little publicized homeowners exemption tax break going forward. >> most people don't know. the other thing is if you change your title, like when i moved my home from an individual with my wife and my name into a trust, the homeowner exemption drops off. >> and you have to reapply. santa clara county assessor larry stone told me adding or removing someone from your home title might cause you to lose

morning. again, this is a game-changer, it's going to be able to support our great working, strong working officers here in the city of oakland. >> big changes coming to oakland to help people who live there move forward. mayor sheng thao lays out the new work under way to tackle crime and a status report in finding a new permanent police chief. this is "today in the bay." here we go, wednesday morning, time to wake up. a new storm is brewing. i'm laura garcia. >> i'm marcus washington. want to get you caught up on what's happening with the weather today. meteorologist kari hall has been tracking that storm making its way through. how is it looking, kari? >> it's not looking too bad but we are getting more rain. i know we're tired of it and we need a break. we will get that within the next 24 hours. as of now, we are seeing the rain coming in, approaching from the north with scattered showers already hitting parts of the north bay. we're also seeing some rain picking up on the peninsula, and into the south bay.

so as of now it is scattered and we'll continue to see the radar filling in and the rain getting heavier by late morning into the early afternoon. for concord, we're only looking at highs in the low 50s today and we're going to see temperatures in the low 50s for the next several days. as we take it hour-by-hour, some waves of heavy rain for the late morning into the afternoon, but eventually it's going to taper off tonight. we'll talk more about this. mike, you're tracking a crash in walnut creek? >> the one i was tracking at 24 t southbound 680. then in the backup, another one. southbound 680, there's another crash in the backup. the first one is cleared to the shoulder, the second one is now slowing things down out of pleasant hill. critical time as the build happens right now through that portion of contra costa county. outside of that, everything is okay. so south 680, tough getting toward walnut creek out of concord. the rest of the bay moving smoothly. you can see in san jose and the

outskirts, a little bit of green highlighting. we are showing that the rain is coming in that kari is talking about. i am concerned about the hills as well. >> thanks, mike. speaking of concern, developing this morning, brand new numbers on the lingering power outages following the powerful weekend storm. now, from the looks of it, there is still a lot of work to be done. >> "today in the bay"'s ginger conejero saab joins us live in daly city. one neighborhood still has people waking up in the dark. ginger, we're talking about two and a half days now without power for some neighborhoods. >> reporter: for some neighborhoods in the bay area, that is a long time. that's just as long -- or how long they've been without power. just moments ago we saw one man walking his dog here, saying, are we the last neighborhood still without power here? nearly 30,000 people, pg&e customers, are waking up still in the dark, including this neighborhood in daly city where

we are. this is near skyline and highland along the peninsula, 6,100 pg&e customers are waking up to those outages still. this is one of the larger areas. if you look on the map, that shows more than 500 customers without power. this is along with other parts of the santa cruz mountains, the valley and north bay that are experiencing widespread outages. north bay still the largest area with about 16,000 customers without power. it's not just homes, households that are in the dark. businesses and schools as well across the bay area are still experiencing outages. this will be the third day that csu east bay will be closed because of the weekend storms. the university is saying classes are not canceled, however the university remains -- sorry, i should say the university is saying classes are not canceled because the university will remain open remotely, both oakland and concord are not

affected by the closure of the university and those classes remain open. let's move to the south bay, east side union high school district schools also closed, including calero high school, the adult transition program, oak grove high school and yerba buena high school. the same is true for schools over in sonoma county, some schools have been closed since last week, even before the brunt of the weekend storms. you can see those schools and school districts on your screen. now, power outages are still affecting thousands of pg&e customers in the north bay, as i just mentioned. more than 16,000 pg&e customers, including dozens who live near broken power poles in cotati. the building manager of a 50-unit apartment complex is doing her best to give her tenants the extra care they may need, especially because they are expected to be without power

until later tonight. >> we checked on our elderly tenants and i've got one tenant on oxygen. >> reporter: downed trees like this one on a sonoma property have become somewhat a familiar image in the aftermath of these storms, some downed trees responsible for power outages. more than 400 broken power poles came down across the bay area during the storm, along with over 200 transformers. pg&e is really saying that the sheer volume of damage that they're seeing has stretched their resources thin, plus there are numerous obstacles getting in the way of making those repairs. now, there has been progress, that's a bit of good news, because of last night it was closer to 40,000 customers who were without power. this morning about 30,000. but still, as you both mentioned, a lot of work left to be done, and there's no -- as far as this neighborhood is concerned, there's no actual

date or time that's estimated for when the power is going to be restored. that's going to be tough on these people. >> they just keep waiting and checking. let's hope for the best for them. thank you so much. in just a few hours, the mother accused of hosting alcohol-fueled parties for her underage son and his friends could get a date for her trial. "today in the bay"'s bob redell is live for us outside of the hall of justice in san jose. bob, this is a trial that has been playing out for quite some time now. >> reporter: well, the preliminary hearings have, yes. shannon o'connor has been in jail for over two years waiting for a trial date. at 9:00 this morning, she's expected back in the hall of justice behind me in san jose for this hearing. during this hearing we expect the judge to set a trial date for her trial and also to identify her attorneys. it is not unusual for a defendant to use one attorney or one set of attorneys for the preliminary stages of the case and then reassess whether they want a different attorney for the trial itself.

we should learn if that is the case later this morning. late last year a grand jury indicted o'connor on seven additional felonies, including at least one charge that she allegedly encouraged sexual acts between some of the teenagers at these parties in los gatos, which she is accused of hosting and providing alcohol for. she faces a total potential sentencing of 31 years if found guilty, instead of 17 years, based on her previous charges. in a previous exclusive statement to nbc bay area, o'connor said she had been frustrated by these court delays, says at the time she had been waiting for two years for this moment. she does not want this postponed, she said, and she wants to move forward. reporting live outside the hall of justice in san jose, bob redell, "today in the bay." >> a case to continue to follow. thank you. oakland mayor sheng thao is applauding governor gavin newsom's decision to add a huge boost to the city's crime fighting efforts. newsom is approving the deployment of 120 chp officers

to help halt the recent surge in crime. the officers will work and will extend into other parts of the east bay as well, not only oakland. just as news broke yesterday, i was talking with mayor thao about her calling this a big game-changer and something that will help support oakland police. i also asked her about the ongoing search for a permanent police chief after she rejected three initial candidates recommended by the police commission. here is what she is hoping for when it comes to future applicants. >> i'm hopeful that they will recommend more than three names next time and not just that, but stronger candidates. they've told me that their deadline is going to be early march. >> i also spoke to the mayor about the city's 911 response times. you can watch the full interview this morning. join us for our 7:00 a.m. edition of "today in the bay." it streams on roku and other platforms, including nbcbayarea.com. 6:39 right now. taking a live look outside, you

the report keeps updating the location. but it is this stretch of 680 out of pleasant hill and this route off highway 4. this is a big change over the last few minutes. there's a minute improvement, but really it's holding steady as there's one, possibly two crashes there. kirker pass is a much better route, cutting through. even willow pass. that will take you into the backup eventually. keep that in mind as you travel through contra costa county. this stretch is backing up onto southbound 242. outside of that, everything else in contra costa county is moving very smoothly. the san mateo bridge starts to build. that's pretty standard, but still i'm watching it. over to you. well, coming up on "today in the bay," an absolute catastrophe for house republicans as a vote to impeach mayorkas falls short. let's take a live look in las vegas. get ready, this is where all the super bowl action is going on and the predictions are starting to come in. niners fans, of course, we know

impeach homeland security secretary mayorkas over the way he's handling the border, three republicans joined all the democrats to vote no, and that was enough to sink the attempt. >> on this vote, the yeas are 214 and the nays are 216. the resolution is not adopted. >> it was a catastrophic day for johnson. a bill to fund israel fell short when a different group of republicans voted no because the bill did not include matching cuts to other government spending. as for the vote to save mayorkas, those republicans who voted no on the impeachment cited two reasons. one, mayorkas did not commit a crime. two, they said mayorkas' handling of the border is part of president biden's administration and mayorkas is not to blame. >> cabinet secretaries can't serve two masters. they can be impeached for committing a crime relating to their office, but not for

carrying out presidential policy. >> now, over in the senate that combined border bill that funds ukraine and israel appears to be dead. speaker johnson says he won't allow a vote on that so there's no point in passing it in the senate. the bill, which among other things, gives presidents the power to severely restrict, even shut down the border, was partially written by republicans, including oklahoma senator james langford. the reason the two sides came together to write such a big bill with so many things in it was because republicans had told democrats, we will sign on to funding the fight in ukraine, you've got to sign on to border restrictions. >> i guess it's the negotiators' fault, we crafted a bill that was too effective, we reached a compromise that would actually fix the problem. as it turns out, republicans don't want to fix the problem. they want to leave the issue of

immigration open. >> former president trump lost his presidential immunity case in federal appeals court yesterday. trump's lawyers argued presidents enjoy blanket immunity from american law while they're president. the court disagreed. tomorrow trump's lawyers will be in the supreme court trying to convince judges there that trump should not be restricted on state ballots because of the 14th amendment to the constitution, the one that talks about insurrection. we're going to walk through this case tomorrow. we also got word the special counsel investigating how and why classified documents were found in joe biden's possession after he was vice president will release his final report very soon, we understand, marcus. >> good to know. thank you so much, scott. we are discovering black heritage here at nbc bay area as part of this, we're shining a light on some people who actually help make the bay area so unique.

for decades photographer kenneth green was the eyes of the bay area. he captured much of the history of the black community as the first photography with the oakland tribune. now his son is helping honor his work of his late father with an exhibition at san francisco's public library. >> as a man, he shot from his heart, his photography had less to do with his ego than with the subject and story that he was trying to tell. >> i love to see them wearing the hats, dressed to the nines. coming up tonight at 5:30, nbc bay area has more on green's story and shows us how he lost his life trying to take a better picture. all right, we are now t-minus four days until super bowl lviii. one of the hot topics is who will win. everyone has their own opinion.

make its way down the peninsula and into the east bay, where we are seeing a light to steady rain across the north bay. once again, it's been kind of hit or miss for the peninsula around woodside, redwood city, light rain starting to come down. as we take a look at our cameras, take a look at coit tower lit up in 49ers colors, it's a nice view. we're seeing the clouds in the distance with a light wind. in san jose it is 50 degrees. we'll continue to see more rain through the morning commute, into the lunch hour, where we really start to see the activity picking up for the peninsula into the east bay, as well as the south bay. this may be where the heaviest rain will fall today, into the early afternoon, as well as the evening, where eventually it's going to be tapering off later on tonight. there may be some quick-moving showers for tomorrow, but overall expecting a dryer day. we could pick up on another quarter inch of rain for the north bay and possibly a half inch of rain or slightly more

for parts of the peninsula into the santa cruz mountains. and then going into the end of the week, as well as the weekend, only slight rain chances, as we go into the weekend it does look nice and dry. it's going to be great to not see any major storms coming our way, at least through the middle of next week. but we do still have that rain in the forecast for today, and spotty showers tomorrow. look at these temperatures. it's going to be so chilly these next few days. definitely feeling like winter with our mornings in the upper 30s, highs in the low 60s. we'll see, also, cool weather for the weekend in san francisco. mike, you're seeing some recovery for coco county? >> right here, southbound 680, both crashes look like they've cleared. look, very quick recovery. ripple back to slowing on 242 southbound, but highway 680 is moving smoothly toward highway 24. good recovery as the crash cleared out of walnut creek. slowing again through pleasanton

and -- pleasant hill, sorry, and concord. pleasanton is moving smoothly. no problem off the dublin interchange or southbound 680. the build is 880 south past the san mateo bridge, clearing by the dumbarton bridge, and the span across 92, you've got a lot of company. >> thank you very much. happening now, san jose is moving forward with a new law to close a loophole with catalytic converter thefts. if you're in possession of a detached converter, officers don't have probable cause to search you. the new law takes away the requirement. that means if you're caught with a detached catalytic converter, and you can't prove that you legally purchased it, you could be charged with a crime. the proposal passed unanimously yesterday. up next, a look at our top stories, the ongoing power outages as more wet weather moves into the bay area. will the new round of rain slow those efforts to restore power?

welcome back. we are moving you forward with a look at our top stories on "today in the bay," including tens of thousands waking up to another morning without power. >> must be so frustrating. new pg&e numbers out this morning count about 30,000 bay area customers still in the dark. in santa clara and san mateo counties, it's at about 6,000. in sonoma county, it's just under 11,000. contra costa county nearly fully back online. it's now under 3,000 outages in marin, about 300 in solano. san francisco police are investigating an accident where a waymo driverless car clipped a

bicyclist. this happened yesterday afternoon near 17th and mississippi. the bicyclist suffered cuts and apparently left the scene. in a statement, waymo says the biker was obstructed by a nearby truck and could not be tracked by its vehicle. oakland mayor sheng thao applauding governor gavin newsom's decision to add a huge boost to the city's crime fighting efforts. >> with having the 120 chp officers here in the bay area, many of them in the city of oakland, again, this is a game-changer. it's going to be able to support our great working, strong working officers here in the city of oakland. >> i sat down and talked to mayor thao extensively about the news of those additional officers as it was coming out. our conversation also covered our investigative unit report last year revealing oakland having the worst 911 answering times of any city in california. she addresses the changes that have been made since then. you can watch the full interview just ahead on "today in the bay"
