first, let's talk about the forecast with meteorologist kari hall. >> it's going to be nice to have a break, because we do have several storms coming our way. and it starts out in the low 40s for you in dublin, but we're in the upper 50s in san francisco, upper 40s there, and it's in the upper 40s for oakland and san jose. our high today hits 59 degrees in san francisco and half moon bay, while in the inland east bay it will be in the low 60s. these temperatures, very much like what we had yesterday. it was nice to enjoy the sunshine outside. we'll have a repeat for today, but then tomorrow temperatures not changing much, but rain will be coming in, spreading from north to south. i'll time that out for you. we'll go hour by hour in our forecast coming up. mike, you've been tracking police activity in oakland. >> part of that is visual. most of it is visual with regard to the status. no more flashing lights. in the last few minutes they've cleared. this is the 66th avenue over-crossing over 880. see those taillights going here

onto the freeway? the 66th avenue on-ramp, judging by the live shot here, must be reopened as they had police activity blocking that for some time. there was an overturned vehicle. we're able to see no slowing on 66 that shows up on the surface street sensor. that's great for oakland. we're looking at the build through richmond heading down the eastshore freeway and slowing into the maze. highway 4, a little extra slow earlier because of an earlier car fire. we're back to our normal pace now, pittsburg toward concord, south bay and peninsula all clear. back to you. >> thank you very much. 6:02 right now. breaking news out of washington, here is a live look at the u.s. capitol, where the u.s. senate a short time ago passed a bill to provide critical new aid for israel, ukraine and taiwan. but the lack of funding for border security likely means the bill will be dead on arrival in the house of representatives. the vote followed hours and hours of back and forth debate. >> reporter: that's right. good morning, laura. so we watched senators pull an all-nighter here on capitol hill. republicans gave hour-long floor speeches overnight before lawmakers voted and passed the aid package through the senate. it now heads to a showdown in the house, where some republicans are continuing to push for funding for the southern border. in fact, house speaker mike johnson has warned that this bill has no future. >> the bill, as amended, passes. >> reporter: on capitol hill, senators worked through the night to pass a roughly $95 billion emergency spending package that includes military and humanitarian aid for israel and ukraine. >> with this bill, the senate keeps its word to ukrainians in desperate need of supplies and ammunition, to innocent palestinian civilians in need of

relief, to israelis in need of support, and to u.s. service members on patrol in the indo-pacific, the red sea, and around the world. >> reporter: the measure faces an uphill battle in the house as fighting continues overseas. israeli forces rescued two hostages in the southern gaza city of rafah monday, a reunion families have waited months for. >> it was very emotional to see them, to hug them, to feel them. it feels almost unreal. >> reporter: efforts to secure the release of the remaining hostages continue. president biden sending cia director william burns to egypt to work on negotiating a deal. >> we don't know how many are still alive. the anguish that their families are enduring, week after week, month after month, is unimaginable. >> reporter: the president met with the king of jordan monday. he's calling for a cease-fire. >> we cannot stand by and let

this continue. we need a lasting cease-fire now. this war must end. >> reporter: the u.s. urging israel to change its military tactics in gaza and protect civilians. the palestinian health ministry says more than 28,000 people have been killed in gaza since the war began, laura. >> so much to follow there. thank you very much. palestinian supporters staging a lengthy sit-in on the stanford campus is now facing disciplinary action for camping during overnight hours. here is a live look at stanford's white plaza where activists have been gathered since shortly after the start of the gaza conflict. school leaders last week warned them to start vacating at 8:00 p.m. those rules took effect last night. many of them stayed, as you can see. others showed up last night to support that sit-in, as did pro-israeli students hoping the school starts enforcing the new

restrictions. >> jewish students adhere to policies because we didn't want to get in trouble. >> the university is threatening us with disciplinary action and that's very scary as we're trying to stand up for what we believe in and participate in this national movement. >> the school warned violators' names would be submitted to the office of community standards. in a new statement, stanford said that overnight camping compromises the safety and well-being of everyone in the community. a desperate plea for justice in pleasant hill as a family and community mourns the loss of a father, husband, and friend. >> "today in the bay"'s ginger conejero saab has more on a crime that is just so shocking. this is a janitor that people used to see at that popular park, and he was just found dead by his car. >> reporter: and that's why you can really hear the pain of grief and loss when you speak to alejandra, the widow of

37-year-old santiago jacobo. as she mourns the loss of her husband, she is also desperately asking the public for help in finding justice. >> i just want justice for him. if anyone saw anything, just let the police know. >> reporter: she says her husband was a dedicated father and family man, supporting his wife and two children with two jobs. he worked as an overnight janitor at a popular park in pleasant hill and it's in the parking lot where she found her husband's lifeless body saturday morning. police later confirming he had been stabbed. >> i tried to wake him up, but i was too late. he was already dead. >> reporter: pleasant hill police are actively investigating the homicide, while the city's parks and rec put out a statement saying they are shocked and saddened by

santiago's death, calling him a dedicated worker. there's a makeshift park memorial for santiago, and among those messages, words of love from the two children he left behind. it is heartbreaking to really hear alejandra speak about her husband. there is a gofundme to help with the victim's family and police are asking the public, if you have any information that can help aid in moving this investigation forward, to please do share with authorities. kris and laura. >> just so sad. that family never will recover. >> they'll never be the same. thank you, ginger, for the latest. turning to decision 2024, a familiar face in san francisco politics exploring steps to enter the mayor's race. former supervisor mark farrell is expected to make the announcement later this morning and plans to challenge london breed in the november election. back in 2018, fellow supervisors

appointed him the interim mayor after the death of ed lee. at the time he replaced breed, who briefly held the role as president of the board, and then later won a special election that june. we want to take a live look at philadelphia this morning, because that wet weather that we've had in the bay area is not much compared to the powerful winter storm that's happening in the northwest later this week. snow is expected to make its presence known in eastern pennsylvania, parts of connecticut, rhode island, massachusetts, new jersey, new york city. why are we telling you this? because some people are expected to see 3 inches of snow per hour. >> and just within the last hour, that was a clear shot. now you can see the rain. it must not be cold enough for snow. >> we are expecting temperatures to drop in those areas and then it changes over from rain to snow. and we're seeing a lot of widespread snow across the northeast, and they're looking

at the possibility of about 5 to possibly up to 9 inches of snow, most of that hitting within the next few hours before it winds down this evening. and that may have an impact on some of the flights coming from the east coast into the bay area, as we're getting a clear look at our weather for now. but then we are going to see rain coming in with this system arriving tomorrow morning. so we are dry today, and looking at another one of mild temperatures and highs in the low 60s. as we head toward noon to 1:00, widespread rain in the north bay tomorrow and continuing to make its way across much of the rest of the bay area for tomorrow evening's commute. so i'll be tracking all of this. two more storms will follow this one, so we'll talk about the impact that may have on your weekend plans coming up. mike is looking at gas prices and they seem to be going down just a little bit. >> in many spots. we still have hope for some hope, like solano county, their best is dominated by vallejo, but there's one lone outlier in

fairfield, so if you're in fairfield, you have $3.79 as your best price. superior price in san leandro is at superior gas, $3.85 on washington avenue. these prices might be higher than we've been showing all week. i'm picking different cities. san mateo county is higher price points, your best deal is at san carlos, ana gas, $4.09. on the roadways, a smooth flow of traffic. slowing for 880 before and after 92 in the southbound commute direction. a smooth commute sorted itself out for highway 4, so typical slow spots are in the east bay. >> i'm about to drive to fairfield for that cheap gas. i paid 5.05 yesterday. >> that's probably not a good economic decision. >> i was on fumes. >> we'll carpool next time. headed to the picket line. ahead, the demands flight attendants across the u.s. and here at home are making this

workforce slept in yesterday. we just got the latest inflation numbers. the cpi showing prices running hotter than expected. 3.1% year-over-year, that's your headline number. this will likely cause a sell-off, a bloodbath on wall street, as investors figure the fed may take longer to cut interest rates. arm, the british chip company that went public, the stock up 30% in one day. one of its biggest investors made $4 billion for himself in just a few weeks. i've talked about this guy before. he was the one handing out tens of millions of dollars at a time to startup companies here in the bay area. i compare him to the monopoly man. dollar bills flying out of his pockets. those easy money days are gone and we're seeing the effect of that with the layoffs. paramount says it's cutting 800 employees a day after cbs got record viewership on the super

bowl. cisco systems reports profits to investors tomorrow. over the weekend some very good reporters at reuters caused a stir with a prediction the company would lay off thousands. now, this record is single sourced by an anonymous cisco employee. we never learned how high she is, up high he or she is. we're going to wait for cisco. there has been worry for some time that cisco has bloat. it often buys up other companies and ends up with duplication. do keep in mind as we get the layoff numbers, san jose will likely get hit hard. but cisco is a worldwide company, slightly more than half of cisco's employees work outside the united states. and i know you recognize this neighborhood. it's richmond green in london. any ted lasso fan can tell you that's where they play soccer. it's just up the alley from where ted lasso lives. the house is for sale, four

bedrooms, 4.5 million pounds, $6 million in american. it's in a lovely little suburb. apparently ted lasso is not that big of a deal even in that neighborhood because it never caught on in the uk the way it did here. >> interesting. >> what i like is you don't have to mow the lawn. >> yeah, that big lawn out in front of you, that's the crown's problem. >> thank you, scott. now to a live look right now at sfo, one of 30 or so airports across the u.s. where flight attendants plan to picket today. most major airlines are among those being named by organizers in what's being billed as the largest action of its kind ever. leaders say globally about 100,000 flight attendants are part of four unions now involved in contract talks of one kind or another. today's picket at sfo is planned for the area between terminals 2 and 3. it is not clear at this point how many flight attendants are going to take part.

>> sunshine today. really nice weather across the bay area. one more day of dry conditions before rain returns tomorrow for valentine's day. we're going to see that wet weather with us for a little while, clearing up. but then this weekend we'll have a couple more storms coming our way with widespread rain and gusty winds. let's get a look at temperatures and what you're stepping out the door to. right now in the mid-to low 40s. it's 41 in dublin. after this chilly start, it's going to be a mild day, a few spotty sprinkles across the region. overall we are headed toward a mix of sun and clouds and then watching this system coming in tomorrow that will first start in the north bay in the morning and then spread across much of the rest of the bay area going into the afternoon. so at 10:00, we're starting to see the rain approaching santa rosa and then tomorrow around 1:00 to 2:00 it's pretty widespread for the north bay and making its way into the peninsula.

the south bay, the tri-valley, we're going to see the rain for the evening commute and then gradually winding down late tomorrow night into early thursday morning. rainfall totals pretty decent with about a half to three-quarters of an inch of rainfall for most of us, up to an inch in the mill valley area. we're looking at more rain ahead and only a brief break between friday and early saturday, we'll see the next storm system coming in, widespread rain throughout the day on saturday. and then another storm right on its heels that could tap into some subtropical moisture, enhancing the amount of rainfall. that could make it an atmospheric river. sierra snow for tomorrow's system is going to be at about 9 to possibly 18 inches of snow. then for the weekend, a lot more. it's going to make travel very difficult. i know with the long holiday weekend people may be planning to go skiing. it's going to be rough getting there. and also with the gusty wind we

may have to see some areas closed down. we'll be watching for that as we get widespread rain, and you'll want to keep checking back in for updates as things will change day by day here. at least we know they can just enjoy a little more time outside today. mike, how is it looking on the san mateo bridge? >> it's looking great. we are seeing more traffic volume. look, no brake tapping and smooth lane changing right there. so that's good for 92, feeding in off of 880, though, we still see a lot more traffic building up. no major slowing, but we extend between the dumbarton bridge back to 238 for slower drives in the south bay commute direction. northbound is fine and our typical commute patterns will show up, a little build for the tri-valley. we're looking at contra costa county, the slowest drive for highway 4, typical, and it's looking pretty good on kirker pass road. >> thanks. bringing the flavors of the

after this chilly start, we're headed back to the low 60s, very much like yesterday. we should make plans to go for an extra long walk, enjoy lunch outside, because the rest of the forecast doesn't look like this. we'll talk about the changes ahead. mike, you're seeing a quick buildup out of richmond. >> it happened quickly. we do have your standard lanes open, behind you there's actually one more lane open for those who missed it yesterday. they've reopened the far right lane where the larger vehicles like this truck are now able to get back across the bridge now from richmond into san rafael. that part of the toll plaza reopened. the two other lanes remain closed. the backup standard for this time, especially on a tuesday. typical other spots throughout the east bay, contra costa county, showing slowing. a new concern around wilder, reports of a minor crash. there's slowing. we'll track that. back to you. happening today, peninsula leaders will try to slam the brakes on a plan to expand robotaxi service outside san

francisco. >> "today in the bay"'s ginger conejero saab joins us live this morning. this is a debate all about who should have the power to decide where autonomous cars can even operate. >> reporter: that's correct, laura and kris. currently autonomous vehicles are regulated by the california public utilities commission and the dmv. the resolution on the table for today for san mateo county's board of supervisors will change or look into that and will put local communities back into the driver's seat. this comes as waymo recently requested approval from the puc to expand service beyond san francisco into san mateo county. the san mateo county board of supervisors vice president is introducing a resolution later this morning that would say, not so fast. the board will consider adopting a resolution in support of a state senate bill introduced by senator cortese, who has previously said local

communities have always had a say in local traffic control. >> in cities like san francisco, los angeles, it's becoming common to glance over as you're stepping off the sidewalk and see a moving car without a driver. it's unnerving for people, and it should be. local traffic control has always been the jurisdiction of local communities. always. >> reporter: waymo is also requesting approval to begin operating in parts of los angeles, and that is where more than a week ago senator cortese, who represents the south bay, student with teamsters, union members and other community organizations to say robotaxis risk safety and jobs. the board of supervisors will consider the resolution later this morning. it will be interesting to watch how this unfolds in the bay area because it could set the stage for other reactions from different parts of the state. >> yeah, they'll be paying attention. thank you very much.

two men who got into a midair fist fight on a flight out of oakland have been kwenld by authorities. social media videos posted show the pair squaring off before others separated them. the southwest plane took off yesterday from oakland. when it landed in kauai, police were waiting. it's not clear why they started fighting or whether they face any charges. in a statement, southwest says, in part, quote, we commend our crew and customers for their professionalism in diffusing this situation. happening today, the berkeley city council will consider reviving an old safety program to protect women. the commission on the status of women wants to bring back safety escorts to prevent criminals from targeting elderly women in particular. back in 2003, two safety escorts would help commuters get from the north berkeley and ashbury bhatt stations to their defendant nags. the commission wants to expand and add other crime prevention strategies.

this comes as the safety commission says a growing number of older women have been robbed and assaulted in the city. it's not clear how much the programs would cost or how long they would last. now to decision 2024 and the race to fill dianne feinstein's u.s. senate seat. the four leading candidates had another chance to sway voters in a debate last night in san francisco. at times, adam schiff and republican steve garvey took shots at each other. katie porter addressed the current economic realities. east bay representative barbara lee stood by her call to up california's minimum wage to as much as $50 an hour. >> $20, $25, fine, but i have got to be focused o what california needs, and what the affordability factor is. >> we need to be focused on our future as a state, how we can bring down cost of living, how we can make sure people can afford to live here and raise their families. >> packing the court, doing away with the filibuster, these are things that deconstruct

democracy. >> and donald trump packed the supreme court, which is why millions of americans lost their right of reproductive freedom. >> in recent polls, garvey is in a virtual tie with porter, who represents orange county. lee right now is lagging far behind. the top two vote-getters next month will face off in the general election. next week, the candidates will face off again and you can watch it right here on nbc bay area. the debate starts at 6:00 p.m., a week from today. it's hosted by our nbc station in los angeles. new at 6:00 this morning, dozens of residents are cut off along the central coast near big sur following a new string of weather related mudslide. the latest slides happened four days ago and caltrans is now offering convoys to get people into the area and out of the area, which at this point is the only option for about 50 people who live there. they say the latest problems are a major inconvenience.

>> i've got a four and a half hour drive now to go across the slide, come back around, and so each of those residents is having to make some really significant plans, depending on the duration of the period, how they're going to be able to continue their work, maintain their properties, and basically just live their lives. >> paul slide is currently the largest on the central coast and that section of roadway is expected to remain closed through most of the spring. meteorologist kari hall is here with more wet weather coming. is this the concern that we could see more of this? >> yeah, and what we see sometimes with landslides, they happen days and even weeks after all of the heavy rainfall. so the land most likely will be very unstable, especially in the steep areas. we do have several more storms coming our way and we're watching for the threat along the coastline. as we take a look at what to

expect, with that storm system arriving, it's going to bring us a pretty decent amount of rainfall that starts late tomorrow morning, first in the north bay, and then works its way across the bay area. as the rain continues, we are going to see some of the highest rainfall totals, most likely in the north bay and in marin county specifically. but we are also going to see some of the rain continuing to move into the south bay, the east bay, into tomorrow afternoon. so we are dry today. big changes ahead before we get a couple of more storms this weekend. so i'll have more on that in a few minutes. what's the update near the caldecott tunnel? >> no major injuries, i don't think there are any injuries for west 24, right around gateway. there's minor slowing, but the latest update, chp says everything is off to the right shoulder. lanes are clear. a smooth drive out of lafayette through the caldecott tunnel and toward the maze. good stuff for that part of the commute. we're looking at holding steady for the eastshore freeway. more slowing, more traffic south, concord, south 680 toward

flashing lights. a smooth drive for oakland. we're building up the volume. 880 at 17, i do have an incident, coming up. 6:43 now. we are following breaking news right now, overnight the senate passed a bill to send aid to israel, taiwan and ukraine. >> scott mcgrew joins us now. republicans and democrats coming together to support u.s. allies. >> that's right, at a critical time for all of those countries. so the bill passed with 70 yes votes, 22 of those yes votes republicans. senate minority leader and republican mitch mcconnell among the senators supporting the bill. it sets aside $95 billion for aid to israel, ukraine and taiwan. senators pulled an all-nighter, passing the bill just before 5:00 a.m. washington time. >> today we make vladimir putin regret the day he questioned america's resolve, and we make clear to others like china's president xi not to test our

determination. and we send a clear bipartisan message of resolve to our allies in nato. >> the bill that passed this morning is fundamentally the same bill the senate was considering last week, but with money for u.s. border security removed. why would they do that? because speaker of the house mike johnson didn't like the border bill. despite the fact it was written by a republican and was the strongest border bill in decades. he doesn't like this bill, either, saying this one should include real border security provisions that would actually end up helping the ongoing catastrophe. now, this sets the house up with an easy excuse to vote down money for israel, taiwan and ukraine, because there's no money for the border. the border continues to be a campaign issue where politicians can say it needs to be solved. former president trump's lawyers have asked the supreme court to consider a lower court's ruling that presidents

do not have blanket immunity. the appellate court ruling presidents have to follow u.s. law just like everybody else. trump wants the high court to change that. mr. trump has two court cases on the same day this week, a hearing in new york over business fraud, a hearing in georgia looking into allegations the woman prosecuting him had a relationship with one of the other prosecutors. trump doesn't have to go to either one of these hearings, but he would like to, he says. they're on the same day in two different states. over the weekend trump indicated if he were president he would not only not defend nato allies in certain cases, he would encourage russia to do, quote, whatever they want to american allies. the chairman of the joint chiefs of staff talked that over with our lester holt last night on "nbc nightly news." >> it's part of your role right now to reassure nato that despite what they may hear, that the u.s. is still committed? >> the u.s. is committed and that's the message i

communicate. that's the message that's been received. >> we just got the latest data on inflation a few moments ago. it was bad news for the white house and the american consumer. prices running hotter than expected. consumer price index up 3.1% year-over-year, far less than the recent highs of 7%. wall street getting whacked this morning as investors assume higher prices will mean the fed will keep rates higher, laura, for longer. >> thank you very much, scott. 6:46 right now. this year's tax deadline two months away, but there's good reason to file right away. refunds will be bigger for a lot of people because the irs made inflation adjustments, raising tax brackets by 7%. clean energy credits were expanded and the lifetime limit is gone. used electric cars now qualify for a credit, not just new ones. a turbotax cpa tells us one reason to not wait is if you are hoping for a change to the child tax credit. >> file now, we don't know

movie. tomorrow is when the rain comes back. we're going to see off and on showers, and heading into the weekend we do have some more wet weather, and i know the showers are coming right in time for valentine's day, and we'll see the widespread heavy rain moving in for the weekend. we're going to enjoy today while we're still getting some sunshine. our temperatures starting out in the low 40s for the tri-valley. it's 46 in martinez and low 40s in much of the north bay. then we take a look at the wide view of the satellite with the approaching system that's going to bring us that heavy rain for tomorrow. it looks to get in and out of here fairly quickly. we're starting to see the rain picking up for the north bay at about 10:00 to 11:00, and then continuing to make its way across the bay area through the evening commute, eventually tapering off late tomorrow night. it should be clear on thursday. during that short time we're going to see the possibility of about a half to possibly over three-quarters of an inch of rain in san francisco, and maybe

even higher for areas farther to the north in mill valley. and then looking at what's ahead, after that initial round of rain comes in, there's not much time before the next storm system comes in on friday into saturday, and it looks like it could be windy as well. and then another storm system behind that on monday, and continuing through the middle of next week. all of this is going to raise the concern of some flooding, and with the gusty winds we may have some more power issues. so now is the time to prepare. and for the long holiday weekend, if you planned on going to the sierra, we're going to see about 9 to 18 inches of snow, with just that first round that we see for tomorrow. going into the weekend, low visibility, high winds may be an issue, as we get about 2 to possibly 3 feet of snow in the sierra. looking at our seven-day forecast, we'll see temperatures holding steady, highs in the low 60s. rain will be off and on and it looks like there's only a few breaks here and there with it

staying mostly cloudy. looking at san francisco, our temperatures here, around 60 degrees. but we're also going to need those umbrellas after today. mike, you're seeing two new crashes in the south bay? >> yeah, don't worry, it's not on 87 or 101, 85 also shows a build. none of those. it's over here. there are two crashes as we zoom down, coming into san jose and los gatos. northbound 17, the first crash happened just north of lexington hills. as you're passing the bridge, you'll slow down. there's a crash blocking one lane. no injuries, but the car can't be moved just yet. we're looking at a second crash that happened in the last few minutes around highway 9. those will cause some distraction. slowing right here coming into san jose from the santa cruz side. we have a typical buildup from the east bay to the peninsula side. a smooth flow on the san mateo bridge, and of course the backup at the bay bridge and throughout the east bay.

murder of an employee who was working an overnight shift. 37-year-old santiago jacobo died from stab wounds on friday night. his wife said they lost contact so early saturday morning she drove to the parking lot where she found his body. police are not commenting on the investigation. a look on the stanford campus where palestinian supporters have been gathering since shortly after the start of the gaza conflict. but now they face disciplinary action for remaining there during overnight hours. as of last night at 8:00 p.m., new rules took effect ordering the plaza to be vacated until 8:00 every morning. the school cited general safety concerns. while many protesters vowed to stay, others showed up to support them. the school is threatening to report any violators to the office of community standards. authorities in hawaii now have questioned two men flying from oakland to hawaii who got into a midair fist fight.

video posted on social media shows the pair squaring off before others separated them. the southwest plane took off yesterday from oakland. when it landed, police were waiting. it's not clear why they were fighting or whether they face charges. in a statement, southwest airlines says, in part, we commend our crew and customers for their professionalism in diffusing the situation. peninsula leaders will try to slam the brakes on robotaxi service, pushing for local control when it comes to self-driving vehicles. currently it is strictly up to the dmv and state public utilities commission. the bill was recently introduced by dave cortese, responding to waymo's plan to expand service into san mateo county. supervisors will consider the resolution later this morning. we are expecting more rain headed our way, so mike is going to be busy probably tomorrow. >> mostly tomorrow afternoon
