d.c., for us, this is still a very active situation, what's the latest right now? >> we're entering hour eight of this barricade situation, and we can see some of the effects of it. you see an number of schools were placed on lockdown. this happened just before 8:00 this morning when the metropolitan police department was working with the humane society to deliver an arrest warrant to an individual relating to animal cruelty. three officers were injured by gunfire. all three were sent to the hospital. they're all expected to be okay. but a number of law enforcement agencies on the scene here, as you said this is still a very active situation. >> lot of jurisdictions covered in washington, gary, some people say the crime rate in d.c. is

getting out of hand. what did the police chief say? >> reporter: yeah, as we're hearing from parents actually walking by out of this school, like another shooting happening in washington, did. c., one of many that have happened over the past several months and years here in what on the, d.c. we talked to the police chief asking if this is a problem here in d.c., if violence is really a problem in d.c. >> i won't say d.c. crime is out of control. we have a group of individuals who don't respect law enforcement and authority. our officers where they were supposed to be. we did see 39% increase in violent crime from 2023 to 2022. a number of car jackings, talking about weapon, assaults

with a weapon. >> gary for us, thanks so much. let's stay in washington, d.c., two big stories on capitol hill that have implications aross the country. first, the house intelligence chairman is warning of quote a serious national security threat. tell nbc news it's related to russia. the senate is preparing for an impeachment trial of homeland security secretary mayorkas. nbc news congressional correspondent julie tsirkin is on capitol hill. and david noriega. julie, what else have you been able to learn from your sources. >> reporter: our sources are telling us that this national security threat that chairman turner, the republican on the house intelligence committee referring to is has to do foreign capabilities that

concerns russia, a surprise according to my sources to the other counterparts. this isn't necessarily new. a few weeks ago, senators warren and rubio were briefed on this and since then the information has become available to all members of the senate just this afternoon. what speaker johnson had to tell me about this. >> i want to ensure the american people there's no need for public alarm. beyond that, i'm not at liberty to disclose classified information. >> reporter: so, certainly, johnson said there he's not at liberty to discuss classified information and certainly we have a lot of questions for him. a gang of four briefing. the four house leaders tomorrow. >> let's switch to the border for a moment. what are the next steps for an

impeachment trial when senators return to work? >> reporter: a really good question, they're out for a week and a half here, but the house impeachment managers will carry those impeachment articles to the senate, they'll appoint the patty murray to preside over this trial, this trial can be dismissed quite quickly a simple majority that democrats have in the senate to dismiss this. the white house pushing back on this. department of homeland security as well. calling this political stunt, a political sham. they hope this will be dismissed quickly. i did press steve slees on why they aren't taking care of legislating on the border. he said that hr2 is on the senate. >> historic impeachment at that, unlikely to lead to any

convictions. david, we have new data from cbp, of illegal crossings at the southern border fell by 50% from december to january. break down for us what's behind the drop here. >> reporter: it's not always easy to tell what's behind these fluctuations. the drop from december to january, the experts i spoke to contribute it to a couple of things, seasonal fluctuations and a crackdown by mexican authorities. there are some indications the numbers are starting to climb back up driven by president substantial rises by the san diego sector where i am here right now, we've seen in the last couple of days, large groups of a few dozen migrants turning themselves into border patrol each mortgage we've been here. behind that uptick, it's hard to

tell. one interesting thing that i've heard from a couple of different groups of migrants, they're seeing rumors circulating sometimes on social media, like tiktok, of an impending shutdown of the u.s. border, this is a garbled version of what was under discussion in the senate bill and what's happen nlg d.c. in general. it's hard to know. a false rumor spread by smuggler s. the uniform theme the forces behind these fluctuations and numbers at the border have very little to do with what's happening in washington, that's not easy to predict. >> david noriega and julie, thank you both so much. a big strike they may slow down your valentine's day rides. hitting the pickets lines in cities across the country today.

you're looking at video of drivers picketing at newark airport in new jersey. drivers for the delivery food service doordash have also joined in. let's bring in steven romo who's at newark airport, what did you hear from workers about why they're protesting today? >> reporter: it's a great question. the answer is wages. but it's so easy to sort of tune that out. when we spoke to those drivers here today. we're actually at the newark airport lot, where these drivers will wait five hours or more to get a ride. organizers seeing people out here brushing their teeth, sleeping in their cars, so desperate to get these rides, that saying they're not able to make ends meet. refusing rides from 11:00 a.m. to 1:00 p.m. local time. here's more of what those frustrated drivers had to say. >> most of the drivers, they have the perception as if it's a

modern-day slavery they're doing, but since they're caught up in the web they don't know what to do. >> i only made about 80 bucks yesterday all day working. monday, $43 all day. how am i going to pay my rent? >> reporter: something else we heard from these organizers, many of these drivers speak english as a second language, they're from other countries and day feel that means these drivers are more likely to be taken advantage of in these systems. >> so, steven, what's been the response, we heard directly from many of those drivers, what are the companies saying about their workers' concerns? >> reporter: we've heard from uber and lyft and from doordash, they say they're working with these contracted employees, they're listening and they have and continuing to make changes. uber also said an interesting note these types of protest rarely work, affect prices or

believe sinwar was recently sheltered. they offered no evidence. inside this cage, troops say they discovered the dna of three young hostages. all released during the temporary cease-fire deal in november. somewhere in this vast tunnel complex the israeli military believes that sinwar is hiding, it's not clear if he's still able to give commands to his troops and how much he can communicate with the outside world, but every day that he's alive is a day that he's defying israel. and so the hunt continues. you've been chasing sinwar for four months. why haven't you caught him yet? >> he doesn't care about his people. he's putting his people between him and us. >> reporter: sinwar was captured by israel in the late 1980s but he was released in 2011, one of more than 1,000 palestinian prisoners freed in exchange for

protesters once again blocked traffic on a bay area bridge over the war in gaza. unlike december, today's tie-up on the golden gate bridge lasted a couple minutes. ginger conejero saab is there. >> reporter: chp testimonies us the first calls of traffic being stopped on the golden gate bridge came in around a quarter to 8:00 this morning. it was cleared by 8:10. protesters drove to the middle of the bridge. that's where they got out and held up banners that read, stop arming israel and hands off rafah, it's home to around 1.4 million people. many of whom have fled from other parts of the gaza strip. protesters say of it motivated by recent air strikes on rafah. they are calling for an immediate cease-fire and also demanding that the biden administration stop supporting weaponry and aid to israel.

>> i understand and appreciate how disruptions can be really unfortunate for people. especially disruptions like these where people are headed to work. to be honest, it's never business as usual when there's a genocide going on that's funded by our tax dollars. >> reporter: chp says it took around 20 to 30 minutes. no arrests were made. there were also no injuries reported. chp did mention a few scuffles between protesters and motorists. traffic is clear in both directions, both north and southbound. today's protest follows another bridge disruption not too long ago at the end of last year when close to 80 protesters shut down the bay bridge for hours, calling for an immediate cease-fire to the war in gaza. those protesters are now facing misdemeanor charges from san francisco's district attorney. the spokesperson i spoke with

says this was not impacted by how the other one ended up. >> thanks. more stories. the oakland a's are talking about their lease with the coliseum. valentine's day strike, ride share drivers are pumping the brakes for better pay. san jose are giving businesses tools to stop crime. cameras. this morning the mayor and police chief announce aid pilot program called capture crime. if businesses opt in, police will give them cameras and hard drives. they are limited. you can apply by calling the san jose crime prevention unit. it's to boost security and make thieves think twice. thousands of people who drive for uber and lyft are striking today.

some will stop accepting rides for a couple hours. san francisco drivers plan to protest at uber headquarters. we are monitoring that. the a's might look to extend their coliseum lease. they plan to leave when the season ends right now. the las vegas stadium won't be ready until 2028 at the earliest. the team plans to meet with oakland leaders tomorrow to discuss the lease. the other options include play playing in sacramento. the rain is back. kari hall has the forecast you might not love. >> expect temperatures to head for the upper 50s and low 60s for today. very mild temperatures. don't forget the umbrella. we are going to see rain coming in for the afternoon into the evening. spreading from north to south and really hitting us hard for parts of the east bay, for the evening commute and tapering off later tonight. then we are going to have a break before we get more rain in the forecast.

well as those around me as they're working the area. but as you said, we were both on the floor of our stage earlier saying, we report on this but i never thought that i'd be there, so definitely a confusing and a scary time. from my perspective of this situation, you know the rally was just wrapping up and all of a sudden i saw a big crowd of red, a sea of red kind of run towards our stage to the left of us and then maybe five minutes later, the back right corner of the stage people started screaming and that's when we ducked and held on to each other and kevin kind of just put his arms around all of us and we started making phone calls and texting while also staying to

try on air. we want you to know what's happening here. it was supposed to be day of celebration. i think we're staying put to try and figure out what's to come and what really happened here today and i will be, once i get the clear, walking around the parade route trying to find witnesses, anybody who heard anything or saw anything, so that we can bring you more information on what exactly happened here today. but, yeah, i'm currently squatting on the side of the stage right now, just waiting for any direction from officers that are walking by. so we'll send it back to you for this is an nbc news special report. here's lester holt. >> good afternoon. we're coming on the air with breaking news. there has been a shooting at the parade celebrating the super

bowl championship kansas city chiefs. we are getting reports that multiple people have been shot. it is still clearly an active situation. there is a large police presence there right now. let's go right to jessie kirsch, who is in kansas city. what have you seen and heard? >> reporter: yeah, lester. so police are telling us that shots have been fired around union station behind me here. this is where the celebration was just wrapping up for the kansas city chiefs. i'll have our photographer pan over to the side. there is still an ambulance with the lights flashing. our team was able to see at least one person on a stretcher from our vantage point, which is quite a ways back. you can see there's still people milling about out here in red chiefs gear, even though the crowd has been asked to go home. so it just speaks to the fact that the broader public may not realize what has unfolded here. we'll pan over to the other side of the train station where we saw simultaneously fans in red gear running away from the train

station. at the same time, what appeared to be a group of police officers rushing into the area, some even jumping over the fence. again, all these barricades are up because of this parade. we have also had out here, because of the size of the crowd, a heightened security presence. there's a team with binoculars up here. and you can see on top of that hotel over there, there's a team with a long gun on a tripod. what we noticed is all that was unfolding on the ground, one of the two people up there ran away from the corner, seemed to be grabbing something and bringing it back to the fr so we noticed this heightened security presence. you can hear the sirens in the background. that's been going on for the last half hour or so as this has been untolding. again, what you are looking at is the aftermath of the celebration for the back-to-back super bowl champs. officials had expected because of the weather among other factors that there could be around a million people out here in the downtown today along the

parade route and around here for the rally. certainly not all of them over here. but there were easily thousands of people, if not tens of thousands of people in this immediate vicinity when this incident appears to have unfolded. again, potentially around a million people. at this point, it is mostly calm out here. but certainly you can see that these teams that have been on the roof tops are keeping a close eye on what is evolving around that train station. >> we have seen some of the video that's come in to us. we saw a woman on a stretcher. we don't know her condition or what she experienced. but being taken obviously to an ambulance. we also are hearing reports from police that two armed individuals were detained. do we know anything more about that? >> reporter: so i can tell you from where we are, we did not see anyone being arrested. from all the way back here. and at this point, lester, it is quite common we're not seeing anyone being moved around in

hand cuffs. we have been able to see that one person on a stretcher so far from this vantage point. again, there are just still many people out here who are walking around. you can see off in the distance, people all the way over there, people on a bridge continuing to stream out of sheer, as you would see after any major sporting event, let alone a parade of this size. it gives you an idea, lester, how many people are still in this area, and if they were in a position where they had to be running, it would have been quite difficult for them to make it away from this area in a quick timeline. >> put this in some time perspective for us. did this occur at the end of the parade and where was the parade in relation to the shot you were able to show us? >> reporter: yeah. so the festivities had been going on for a couple of hours. off in the distance back there, into the skyline, that's where the parade began around 11:00 a.m. local time, about noon eastern. it was about a two-mile route that went down that way and brought the team over here and

they rallied on the stage for about hour. i would say about a quarter before 4:00 eastern. that's when we saw the rally wrapping up, and people started disbursing. within minutes of the typical breakup of an event like that, we noticed there were people who were running away from the area off in that corner. that's around the same time, lester. so it's about 45 minutes or so, within the last 40 minutes that we saw people running away. it would appear to be a security or police personnel rushing in, and the teams on the roof tops suddenly became in a posture that, you know, gave us the sense that something more serious was going on. >> this all occurring at a celebration for the chiefs over their super bowl win. do we know, was the team, was there a bus anywhere in sight of where the activity was occurring? >> reporter: so there were multiple buses involved with this parade.

what looked like was going on they were dropping off the team when they went on stage. union station is a massive space. there's certainly plenty of space within there, where the people could have been holding, trying to get out in the aftermath of the parade. but it appeared from what we could sell that the people was not on stage at the time that this happened. again, lester, it was going on as the rally had wrapped up and people were in larger numbers moving away. so clearly the crowd more broadly felt the event wrapped up at that point and moving away. but the broader trickle out of fans did not change, even after we started to see that up-close police activity. it gives us the sense that people on the ground wouldn't have been hearing gunshots ringing out. >> i'm going to ask you to stand by as we watch some of the video that's come in. we can only tell you multiple people have been shot at or around the parade, the celebration parade in kansas city for the chiefs over their super bowl win.

we also understand from police that two people have been detained, described as armed individuals have been detained. this happening near the union station in downtown kansas city. i want to bring in now rob demico, a former fbi supervisor. i noticed in some of the shots of police numerous patches, numerous uniforms for an event of this size in a city the size of kansas city, i would think there would already be a lot of police from a lot of places at this location. >> yes, lester. as soon as they won the super bowl, they knew there was going to be a parade. i'm sure they started doing the planning for it. all the federal agencies, state, locals, almost as much security probably as the super bowl. so as soon as they knew the parade would be coming, they started meeting. so it's an unfortunate situation, but there was everything there, ambulances and fire and rescue and police to deal with the situation quickly.

but it is still really tough. >> and we're seeing people still lingering around. the idea of evacuating so many people, i think the estimate is they were expecting a million people at this. the idea of evacuating people on known, safe routes must be daunting under these circumstances. >> oh, absolutely. i'm surprised that there's not more injuries from a mass panic. and that may have been because they didn't hear gunshots or they thought it was some part of the celebration. and only ones really close to it understood that there was a shooting. and then depending on how the police reacted to it, if they started broad casting or if they started -- if they knew they had the shooters or the suspected shooters in custody, it's a whole different atmosphere after. if they did not know that the shooters or for the most part all of them were in custody, it could have been really difficult to get people out safely and

then deal with the possibly active shooter on the loose. >> we are so used to hearing about mass shootings and a lone individual being responsible. in this case, again, they say they have detained two armed individuals, whether those were the shooters or not. but when you hear two versus one, what category do you put that in? how do you view this? >> i view it almost as an emotional state. something happened between maybe two groups of people that possibly ended up in a shooting. if it was a type of terrorist event, that's a whole different story that you have two shooters actively engaging. but i don't know if the terrorist -- if it was a terrorist event, if they would have done it at that time, because people were starting to depart, or if they would have tried to do it when the team was up there. but with two, i think it's more of an emotional -- two groups may have collided in something and got into an argument and

ended up in a shooting. again, that's speculation right now, if it a "terrorist type event," having two shooters at an event like this is a big difference. >> a lot we don't know. we're going to try to tell you as much as we what we as much as we don't know as we try to get a handle on the situation in kansas city. rob, i'll ask you to stand by. i want to bring jessie kirsch back in. he is at the top of that hill. still people behind you who have not left the scene it appears. >> reporter: yeah, and lester, again, there were multiple announcements on the loud speaker asking people to leave the area. they didn't say why in particular, so they didn't mention anything about a shooting. again, we have families out here, as well. there are children out in this area. i can tell you with the number of security personnel in the broader vicinity, you would think by now they would have been rushing in to rush people

away if they felt there was an imminent threat. that's not to say there isn't one, but just pointing out there is a calmness out here, and there are families with children out here. something else i want to note, our team has not seen any metal detectors around those barricades. all security measures are not visible to the public at events like this, but i can tell you that we didn't see any obvious kind of metal detector check, and it's pretty easy, it was pretty easy during this parade and rally, to get quite close up there. you could have anything in your backpack, in what looks like a cooler with food. there wasn't a bag by bag check with people getting fairly close to that immediate vicinity around the stage, lester. i'm sure that's something we'll have questions for officials on, and it might be something that will be looked at moving forward. >> you mentioned families and children. do i take it schools were out in

kansas city today for the celebration? >> reporter: yes, public schools here, as well as multiple communities throughout the area canceled classes so families could be at the parade today. again, we talked about the estimate of potentially around a million people coming to downtown kansas city for this event today. to put that into context, a million people is a lot in any scenario. according to the latest census bureau estimates, that would be around double the population of kansas city. so the city effectively doubled in size for the day. again, not everyone was right here. there were thousands of people here. when we talked about people trying to make their way on foot throughout the downtown to get away from this area, because the rally was wrapping up and you're just thinking about twice the normal population of the entire city crammed into a fairly tight area over around two miles in the downtown, lester. >> your last report, you were pointing out officers on roof tops. i take it they were there for the actual event, or had they

appeared since the shooting? >> reporter: no, they've been here since the actual event. what stuck out, and we can show the team, there's just one person for the moment now off in the distance. that's a hotel roof top across the street from union station. that team, as well as on the building where we are, has been here throughout most of, if not the entire event. it was their posture, the way they were gesturing and the moves they were making that gave us a sense that something had changed in the security environment here, because again, on that roof top, we saw someone running, and then running back to where the long gun position is. and the people with the binoculars over here were also in a more focused state of being. so nothing gives us a sense exactly what was going on, but we could tell based on what we were seeing on the ground something didn't seem right. and what we saw on the roof tops confirmed that suspicion, because of how they seemed to be paying closer attention in a different kind of way to what

was going on. >> we've been hearing the sirens. the fire department in kansas city now reporting upwards of ten victims. we'll stress victims. we don't know their conditions, but that's, again, word coming from the fire department, up to ten victims based on who they have transported to hospitals. i want to bring in national security analyst frank faguzi on the phone right now. frank, these are celebrations of sporting events. this is something that people look forward to. it brings can cheer and good will and all of that. how do you walk the line of securing something like this, while at the same time honoring the -- something that people want to do, something that people want to enjoy? >> sure. and it's some of the very same characteristics that you just rattled off that make that a soft, appearing, vulnerable appearing target for bad actors. it appears what has happened here.

you can do it. today, sadly, in a way, the city police departments, county, state, federal all work together on everything from marathons to open air parades. there will be prestaging of medical and police resources. we heard references to tactical prestaging. that's very good in terms of response to this. but the crime scene itself has to be considered ongoing and active, meaning while they may have grabbed a couple of people, and early reports are often wrong, they don't know how many bad guys they have. they don't know if this is a gang shootout in a bad place at a bad time, to something far more organized and nefarious. so they have to rule out the possibility this was organized or planned in some way for perhaps terroristic purposes. it will be a while before that gets figured out. the immediate need is for

containment and for response to life-threatening injuries. >> all right. i want to go to our correspondent tom winter right now, who has been making some inquiries. tom, your law enforcement sources telling you? >> yes, i can hear you. >> tom, you're talking to lester holt now. do you hear me okay? we'll get to tom in a minute. obviously, we're juggling a lot of pieces as we try to put this together. let's back up and tell you what we know. today was the big parade and celebration for the world champion kansas city chiefs after their super bowl victory on sunday. up to a million people expected at the celebration. at some points, shots rang out near union station, a parking garage toward the back of this picture right now. we understand that two individuals, armed individuals have been detained. we learned from the fire department a few moments ago, upwards of ten victims. we say victims, we don't know

their status. but that's what we're get trg the authorities in kansas city right now. let's get back to jessie kirsch, who is in kansas city. when did you guys become alerted in that big crowd that something was amiss? >> reporter: yeah. so lester, it came down to us noticing a situation changing on the ground. the rally had been wrapping up. people were starting to leave the area, as they do from large events like this. and then we noticed a couple of things were different. the first being off to the side of union station over there, that there were fans in their red chiefs gear running away from the area. most people were just trickling out. you can imagine with thousands upon thousands of people out here, you're not getting anywhere fast. so it's strange when you see large groups running away from the event. so that was the first thing that we noticed. at the same time, we saw, and you can see, if we pull back a little bit, what appeared to be police officers on the lawn area over there.

what appeared to us to be police officers rushing in towards union station, and at least a few of them looked like they were jumping over the barricades. so that was going on just to the right of union station, where the super bowl champions were rallying on stage with their fans. while all of that was going on, we had noticed there had been teams on roof tops, authorities on the roof tops in the area, and their posture seemed to change. we're going to move up now to where there's a long gun. lester, that team changed how they were acting. that also gave us an indication. >> jessie, thank you. let's go back to tom winter, who has been in touch with law enforcement. tom, what are you learning? >> a couple different things here, lester. there's no initial indication of a motive. so are we talking about a dispute with individuals who attended this celebration together? are we talking about something that a lot of people in a tight crowd, alcohol being served, was there a fight or something that broke out of that? or is this something that's more

nefarious. the new york city police department puts it appropriately, they are at a heightened security environment given what happened october 7th in israel and hamas' attack in that country and what we have seen since then. so you always have that in the back of your mind. we also have to keep in mind that this could be easily something that is much more local and between certain individuals. any time you have somebody firing a weapon in that crowded of a space with that many people around, if you miss, you can hit an innocent bystander. so more reporting needs to be done, lester. it's not clear what is behind this, as you have been reporting. there are two people in custody according to police. i think that's an important note, as well. typically, in these shootings, if it is an active shooter or a terrorist, they're typically lone actors. but we'll bring you more as we get it. >> we continue to gather more information. we'll have much more on this developing story on our digital

this is "the fast forward." i'm chris chmura. we are following breaking news in kansas city at the super bowl parade. several people there have been shot. we can show you live video from our sister station in kansas city. police have detained two armed people and at least ten people are in the hospital. officials say when the rally there ended, shots were fired west of union station. the team was not on stage. people were leaving the area when the shots occurred. kansas city police said officers did not open fire. the people who were detained might have. we will bring you updates as

soon as they come into our newsroom. in the bay area, new numbers show the outcome of oakland's crime crackdown. the governor put more than 100 officers on streets. in five weekdays, they made 71 arrests, recovered 145 stolen vehicles and seized four guns linked to other crimes. going forward, chp will have fewer than 120 officers, but periodic surges. chp is just one element of increases resources in oakland. the state is investing in additional attorneys to ensure suspects are prosecuted. after a break with some sun, we are expecting more showers throughout the week. kari hall has your seven day forecast. >> we are going to see rain coming in in time for our valentine's day dinner plans. rain widespread. temperatures headed for the low 60s. we will see a break from the activity tomorrow and some sunshine. friday it turns mostly cloudy
