enjoy the dry weather right now, because the rain is on the way. thank you so much for starting your sunday morning with us. i'm kira klapper. we remain under a microclimate weather alert as another storm is expected early this afternoon across the bay area. we do have live team coverage this morning. our tom jenson is in the north bay where people are on alert for downed trees and flooding. but we begin with cinthia pimentel who has the latest on the new timing of the storm. >> good morning, everyone. right now is the calm before stronger storm number two. we're waking up to cloudy skies around the bay area. beautiful at times through oakland and walnut creek. some of that fog is limiting visibility for anyone trying to get out there runninger rapids. walnut creek, concord, the north bay and south bay limiting visibility to morgan hill to less than a mile. as we take a look at where storm number two is, very impressive on satellite and radar right now, as it takes that cinnamon

roll shape this morning. it is associated with a line of rain and thunderstorms already developing offshore. as we go on into 10:00 a.m. today, for the next couple of days, the entire bay area will be placed under that flood watch. so we have to keep an eye on rivers and potential of shallow landslides and potential of severe thunderstorms. so get out the door before noon, especially if you live in the north bay. we will be watching severe thunderstorm potential. many people in the north bay gearing up for the next storm to hit in the next couple of the hours. tom jenson is in santa rosa where sandbag locations are pumping up so people can take those precautions to stop the flooding and power outages. good morning, tom. >> reporter: good morning, cinthia. yeah, look at the weather right now. clear skies, even seeing a little bit of sunshine peek through as the sun comes up this morning. you're right, with the lull between the two storm waves before the next one rolls in,

this is a good time for people to come out and get their sandbags before the rain starts falling. and then the high winds, that's another big area of concern like you were talking about. high winds knocked down trees across the region yesterday. we had one come down in santa rosa in the downtown area on 4th street in the 1,000 block of 4th street. that caused a power outage. during yesterday's storm, nearly 1100 pg&e customers lost power. that includes 624 up here. pg&e has been working to clear up the trees and vegetation away for power lines, preparing for the next series of storms. they got that tree picked up quickly last night. in the santa cruz mountains, people braved the rain to stock up on supplies before the next wave comes through today. customers are stocking up on ice, water, and batteries. the business booms before storms like this come through as people prepare for what these storms

will deliver. >> usually, there's a little uptick in business. people prepare for possible power outages. so it will be propane, wood, candles. >> reporter: people headed out to the coast to watch pounding surf need to be careful. state park folks are warning folks to watch out for sneaker waves, and never turn your back on the water. another major concern, of course, is the flash flooding that you are talking about. flood advisories in place lasting into wednesday. this is a good time to come out and get your sand bags at your different locations. most public works yards and counties have sandbag locations like this, also different locations at parks around different communities. just check for your local sandbag locations, but be prepared. not all are set up like this

one. be prepared to have a shovel and also if you come to this location, for instance, people are going to check your i.d. when you come in the yard. so just know before you go out. plenty of time to get prepared before the rain comes in. >> good news -- good idea to have a shovel an your i.d. tom, thanks for that. we want to show you the current pg&e outage map. a lot of green across the bay area. that means fewer than 350 customers impacted. the yellow, 50 to 500 customers. orange, we're seeing around campbell means 500 to 5,000 customers impacted. hopefully, that doesn't get worse as the storm rolls through. we will continue to keep you updated throughout this news cast of any further outages. look at that. wow, parts of the bay area already experienced some flash flooding. this was in fairfax in marin county last night.

some streets turned into waterways. marin county is used to seeing higher water levels during big storms. people there should be on alert for the stronger of this weekend's two storms moving in early this afternoon. if you want to make it to the sierra for this president's day holiday, your best bet would be to go this morning before this next storm rolls through. the snow picked up last night forcing chain controls on i-80. here's how it looked overnight. this is not the worst of it. the sierra is bracing for more snowfall through tuesday. the storm is bringing plenty of snow to sierra ski resorts. here is a look from tahoe's live stream. the resort had to put colds on its lifts. a winter storm warning is in effect this afternoon through wednesday morning. remember, download our free nbc bay area app. you can track the rain and the

snow while you're on the move. just open your camera, on your phone. point it to that red and white qr code on the left side of your screen. it will take you directly to our exclusive doppler radar. we're going to turn now to other news this morning. one person is dead following a car crash in the south bay. it happened just before 1:00 this morning along the westbound lanes of 237 in sunnyvale. the chp tells us it responded to a call about a car versus an rv. they found a car that had crashed into the rv and then into a tree on the shoulder of the freeway. and then caught fire. the driver did pass away. we spoke with a woman that lives in the rv. >> my heart goes out to her family and everything. you know, it shook me up.

>> it's unclear whether slick roads or driver impairment caused the crash. the investigation is underway. as we told you yesterday morning, the antioch library is now closed, and we learned it will be shut down until tuesday. the county librarian made an emergency decision to shut it down citing recent incidents that put staff and patrons in harm's way. well, alyssa gourd found out that during the closure, the library will be working on specific security improvements. >> i bring my son here to have story time. >> reporter: laron richardson drove up to the antioch library on east 18th street. >> i was really expecting that it was going to be happening, but it's important to hear what's happening. >> reporter: but he arrived to find the library is temporarily closed. >> we do not take closing libraries lightly. it is something that we try to avoid at all costs. >> reporter: public information officer brook converse says

friday afternoon, the contra costa county librarian made an emergency decision to close this location. she says over the past few months, the library has seen more and more incidents, putting staff and patrons in danger. >> threats to staff and security personnel, drug activity, and drug use, both in the library and on library property. sexual intercourse inside the library and outside the library. >> reporter: she says it's unprecedented for the county to close a library for these reasons. it won't reopen until tuesday, when it can bring on a second full-time guard. the library is also repairing its fence and updating its security camera system. the library says it alerted the city manager about this closing, but antioch mayor thorpe wrote a letter expressing his shock saying --

>> these kind of incidents are not unique to antioch. i want to make that clear, that many our libraries are dealing with an increase and uptick in severe and dangerous incidents, and it's happening across the country. >> reporter: the american library association has noted and alarming increase in acts of aggression towards library workers and patrons across the country. >> it's really a choice of the people of the community to kind of band together to help folks feel safe enough for the chounty. >> reporter: patrons will have to go to other county libraries to get resources like books and internet access. 7:10 on your sunday morning. coming up on "today in the bay "

impeach homeland security secretary alejandro mayorkas over his handling of the border. one week after their first attempt to impeach him collapsed. joe biden blasted house republicans immediately after that vote. please join me in welcoming kristen welker, moderator of "meet the press." hi, kristen. as always, thanks for joining us this morning. good to see you. the president, of course, as we all know, is facing his own impeachment. but a former fbi informant whose claims are central to the gop's impeachment efforts is now charged with lying. you have some intel this morning i believe through your interviews is. what are you learning? will republicans, or do you think be forced to drop their inquiry due to that lying? >> well, it's a great question, kira. i put that question to the house intelligence committee chairman mike turner, and he said no. he said look, this is an inquiry. we still have to let the process play out.

i pressed him on the fact that, look, this informant was really at the center of the argument that republicans were making for why this impeachment inquiry should continue forward. but he said look, we have to let this process play out. and so he gave no indication that they are preparing to drop that inquiry. so we'll have to see what happens, though. i mean, even before these revelations, kira, i spoke to a number of republicans, including senator lindsey graham who said there's no smoking gun. if they can't produce a significant piece of evidence, it could become difficult to continue with this. you mentioned the fact that they did impeach, of course, dhs secretary mayorkas. that doesn't seem to have any pass in the democratically led senate. however, could that kind of distract from the biden impeachment process? we'll have to wait and see, because we haven't heard a whole lot about their efforts to impeach the president as of late. we'll have to see, though.

the biden administration's ongoing efforts to support ukraine, as it continues to battle russia. also, arguing the recent death of russian opposition leader alexei navalny is a reminder why support for ukraine is so important. zelenskyy told members of congress from both parties that without more u.s. air defenses, ukraine will keep losing ground. >> we need to do our part. do we stand with our friends in the face of extreme brutality? or not? and i say we stand with our friend. >> she also had harsh words for former president trump, blasting his encouragement of putin in recent comments about nato. she touched on the conflict in gaza. harris told nbc news she's concerned about more than a million people sheltering in gaza, but that joe biden has not decided to stop arming israel. back here locally in oakland, the effort to recall mayor sheng thao is underway.

people gathered for a rally to kick off their signature drive. many critics say she's not tough enough on crime. they want to see the mayor make public safety a priority. they want her to crack down on everything from violent crime to retail theft. thao, of course, has a contingent of supporters. last month, they rallied demanding she be given a fair chance to prove herself. they are blasting the recall process as an abuse of the election system. in lighter news, lunar new year celebrations are in full swing across the bay area. and in oakland, a lunar new year parade. we have video from last year's parade. here are the details for today. the oakland chinatown improvement council is hosting the parade that starts at 11:00 this morning, thankfully before the rain moves in. it will begin and end on 9th street at wilma chan park. if you are looking for something else to do, mikey has a few ideas. >> good morning, kira.

in the chinese zodiac, this is the start of the year of the dragon, and the chinese historical museum awakens the dragon with a special book signs for abc's "american born chinese" and unlimited access to the dragon, bruce lee. now, let's remember, though, it's not just a celebration for the chinese culture. in the south bay, there is the tet and moon celebration. the main stage promises performances like music, lion dancers, martial artists, food trucks with mouth watering vietnamese and other cuisines. one other thing is the olympics in paris. this is the summer games, including break dancing. so head over to oakland for the snipes pro breaking tours grand royal breaking battle. the competition/show is at the

stage outside, so there's going to be access to some outstanding food and drink, as well. the show is free to watch, but the winning teams will share in a $10,000 pot that will buy a lot of cardboard for the dancing. and i'll help you know what your commute is like if you are going to the office, even tomorrow, president's day, on "today in the bay." >> mike, thanks so much. see you tomorrow. time to check in with cinthia pimentel for a look at the weather alert. >> as mike said, people are off tomorrow. that's good news, because we're tracking some severe weather about to push in through the bay area. so let's get a check of the microclimate forecast and get ready for sunday and monday. beautiful sun rise over the bay area right now. it's the calm before storm number two over san jose. even the sun beaming towards walnut creek. but we'll see some of that fog hanging around the city. it becomes a little more cloudy, dense cloud cover as we go into the afternoon. on satellite and radar, we are already picking up on this storm system. atmospheric river right there,

as it approaches the bay area coastline. notice, though, that it's taking all of that moisture from as far south as hawaii. this is an atmospheric river two. the scale goes up to five. so it's a little bit in that category, but it could bring some severe impacts. let's take it hour by hour for you. right now, until about noon, especially if you live in the north bay, is the chance to get yourself ready for the next storm. as we take it into about 1:00, we start to see the pockets of heavy rain, even getting into those areas, the shades of dark purple at times, the pinks. that's a chance of developing some severe thunderstorms. bringing up our rain rates as we go into this afternoon. i think by about 3:00, 4:00, everybody should be tapping into that subtropical moisture there, with a chance of even palo alto, parts of thes tri valley gets into the action. and it just continues in this passion as we go into the overnight hours. so you're going to hear that

rain as you try to go to bed tonight. we'll continue to see on and off showers, potential severe thunderstorms. even as we go into monday, there could be lulls in the system. watch what happens next as it approaches the mid morning hours there in through the north bay. that could be some lightning and some severe thunderstorms. we are under that slight risk by the national weather service and the storm prediction center to see some unsettled weather for the next couple of days. as we already see some one to two inches from yesterday's storm, add about three to four in parts of the north bay, the santa cruz mountains, bayside, everybody should be one to three more inches of rain. and not only the rain that we're watching, but the wind speeds, of course. about 20 to 40 miles per hour around the bay area. but our coastal mountains could be into that 40 to 50-mile-an-hour range. so we could see the potential of more power issues and downed tree lines. so get ready for that. where are we headed in the next couple of days? i don't think we get a break until about wednesday night into

thursday. but that's very brief. we are looking at some more rain that could be barrelling into the bay area as we go into friday and saturday of next week? so overall, it will be a soggy next couple of days in san francisco and the bay area. be careful for that thunder. if you hear thunder roar, go indoors. thunderstorms and very windy conditions over the next couple of days. and our inland valleys, it will feel mild and a little bit of that kind of subtropical conditions. but the storms really are what we're watching for the next couple of days. >> so don't be deceived by the warmth. cinthia, thanks so much. 7:22 right now. much more ahead on "today in the bay." coming up, did you see it? a historic three-point shootout decided by just three points. steph curry taking on wnba star sabrina at similar weekend in indianapolis. who won the battle? highlights from their contest, next in sports.

welcome back. they made history yesterday at the nba all-star weekend in indianapolis. for the first time ever in basketball, the top three-point shooters of the nba and the wnba went head-to-head. steph curry and the east bay's own sabrina yunesku put on a show to remember. this is after the nba three-point contest. the walnut creek native went first, racking up 26 points. if she wasn't facing steph curry, she would have tied as the top scorer of the entire night. but steph curry passed her score with the last ten seconds on the clock. this idea dated to last year, when she challenged steph curry and he accepted. both stars said they are glad it could happen. >> i think a night shows a lot of young girls and young boys, if you can shoot, you can shoot.

in marin. as we get ready for storm two, being picked up on satellite and radar, taking that counterclockwise turn. it's going to bring a lot of rotation, a lot of gusty winds throughout the next couple of days, and heavy rainfall. hour by hour for you, make sure you get those errands done by noon today in the north bay. we're talking about rain and the potential for developing severe thunderstorms, bay area wide throughout at least today and into the mid morning hours of thunderstorm, president's day. so watch for that second storm right here with us. i'm going to guide you through the flood watch and guide you through the gusty winds and the potential for that high surf and flooding. >> cinthia, thanks. people in the north bay have seen this movie before with heavy rain on the way early this afternoon. people there are bracing for the potential of flooding and power outages. that's where we find "today in the bay" tom jensen in santa rosa at the city's sandbag

location. it looks nice and dry, but probably you'll see some theme out there anticipating the storm. >> reporter: good morning, kira. we expect to pull the umbrellas out in a couple of hours. this is a good time to get ready for that next wave of rain and winds that are coming. and the strong winds that cinthia was talking about, that's one of the big concerns. watch out for fallen trees on the roads and across power lines. yesterday, high winds knocked over a tree in santa rosa on the 4th causing a power outage. nearly 1100 people pg&e customers lost power throughout the bay area. that includes about 624 up here in the north bay. pg&e says it's been working to clear trees and vegetation away from the power lines. in the santa cruz mountains, people braved the rain to stock up on supplies before the next

storm hits. summit storm manager told us customers are stocking up on ice, water, and batteries as people prepare for what these storms are going to deliver. >> usually, there's an uptick in business. people prepare for possible power outages, so it's going to be propane, wood, candles. >> look at that. >> reporter: that's a look at fairfax from last night. some of the streets turned into rivers. marin county is being hit hard by the storm and making it dangerous for drivers. the key is to get ready early. if you plan on doing any sandbagging or preparing for this storm, going to get supplies before the rain hits. come out to a location like this one. also, make sure you check before hand. all the locations aren't set up

like this one, with is sandbagging station, sandbags and everything else. so check with your local counties to find out where your sandbag locations are. good to get out early, because the rain will start in a few hours. kira, back to you. >> and you have to bring your i.d. to prove that you live in the county and a shovel. thanks so much for that information. stay dry. this is a live look at the current pg&e outage map. the largest outages are in orange on your screen in campbell. about 550 customers are impacted. and in newark in east bay, that is a new outage. nearly 2300 customers are impacted. the green where you see kind of all over the bay area means fewer than 50 customers are impacted. pacifica has closed its pier once again because of the threat of high surf and high winds. the pier was damaged in

december's storms and the weather hasn't calmed down long enough for crews to prepare it. it will partially reopen on tuesday, but a good idea to stay away. happening now, a number of parks on the peninsula are also going to be closed for safety. we have a list of parks on the screen there that will be closed until further notice. this comes as high winds are expected through tuesday. the closures include some pretty popular spots. moss beach park, devil's slide trail. again, probably guest to stay away from the coast. the oakland zoo usually stays closed on rainy days, but will be open today. it will close at 2:00 p.m. in anticipation for the rain moving into the bay area. the zoo put out this tweet saying, "we thought we otter close early." it might be a holiday weekend, but anyone even thinking of heading up to the sierra might want to think twice. the snow ramped up last night

lanes of 237. chp responded to a call about a car versus an rv. when they responded, they found a car had crashed into a tree and caught fire. the person inside died at the scene. we spoke with a woman who lives in the rv. the car crashed into it before it hit the tree. >> i'm mad, but then my heart also goes out to her family and everything. so they're going to get news that their daughter or mom is dead or wife or something, you know. so it shook me up. >> she says her rv was not badly damaged. they are investigating the cause of the crash whether it was weather related or otherwise. b.a.r.t. is being delayed, not due to the weather, but they shut down the line in richland for track repairs. the construction will delay

service on the line for about 30 minutes. so plan accordingly. people traveling from richmond will have to take the orange line and then transfer at macarthur to the sfo train and then board the shuttle and take the yellow line to a richmond train. we are nearing the final stretch before voters head to the polls for the primary and special elections. san francisco's castro district yesterday represented barbara lee. how they get out the vote ral kri. she's running for late senator dianne feinstein's seat. lee tells us she'll bring more to the senate than just how she stands on the issues. >> my mother, and my family, insisted that we see the common humanity in everyone, and

disease is disproportionately affecting the black community. >> reporter: as we continue to celebrate black heritage this month, we want to highlight a study looking at the impact of alzheimer's disease on the black community. black americans are two times more likely to develop alzheimer's disease than their white counterparts. black americans are 35% less likely to be diagnosed. the nih is funding a study just to see new therapeutics can work. >> those individuals are invited to participate in the study with the end goal of determining whether we can prevent the symptoms involved from happening through their participation. >> if you want to participate, this is what you do. go to aheadstudy.org. those studies need people 55 to 80 years old, especially from the black, latino, and asian american pacific islander communities. to get stories like this, join

otherwise, fairly waum. in the north bay, san francisco, and down in through santa cruz, we are looking at those dangerous waves, staying with us at least through tuesday as the storm ushers in a lot of water. so please be careful, especially if you live out there. we could be looking at localized flooding and widespread flooding is also possible with this flood watch, at least through wednesday. we're going to watch our rivers and keep an eye on the shallow landslides as all of that soil is super wet. we could be looking at the possibility of thunderstorms of the next couple of days that are going to ramp things up. with the winds this afternoon, we have seen wind events before. i'm going to take you through this afternoon and parts of the north bay. around 20 to 30-mile-an-hour winds locally. but the ridges, out towards the coastline, would be into that 45 to 50-mile-an-hour range. bay area wide, we are going to see winds pick up this afternoon through parts of the south bay, the peninsula, and into monday

morning with the severe weather that is on the way. so pay attention to this hour by hour outlook. right now, before noon is a chance to get out in the north bay. we see widespread possible impacts sweeping on through as we go into dinnertime today. those colors of the dark reds and oranges, the purples that you see on the screen, that's a chance of seeing heavy downpours at times, even as we go into monday morning. i know it's a holiday. if you have to head to work, be careful of the severe downpours. track it with storm ranger for the best chance of getting in and around town. this will stay with us through monday night. we have stormy conditions in the sierra. when we have rain here, it means fresh powder up there. that storm warning, if you haven't left yet, don't leave. if you are headed that way, be prepared to stay until at least thursday. now, back here at home, we are looking at the chances of strong storms through tuesday and wednesday. not drying until about thursday. >> cinthia,

welcome back. the tax filing deadline is just under two months away, april 15th. there are new inflation adjustments. kris sanchez is here with what you need to know. >> this year's tax deadline is now less than two months away. there are some changes. the irs made inflation adjustments, raising tax brackets by 7:00%, clean energy credits were expanded, and a lifetime limit is now gone. used electric cards now qualify for a credit, not just the new electric cars. a turbotax cpa says to file soon. one reason not to wait is hoping for a change to the child tax credit. >> file now. we don't know what's going to happen yet, and the irs commissioner did state, if changes are made that they would make adjustments automatically to people's tax returns. >> a reminder, child tax credits

>> oh, boy. big problems here, especially for former president trump. first, there's the libel case where he was just given the bill of $450 million for illegal loans that he acquired for his companies. unbelievable amount. second, there's the march 25th trial date that you alluded to, where he will have to face charges of paying hush money to stormy daniels to really avoid the knowledge before the election. and third, the failed effort looks like it's a failed effort against fani willis, who is running the georgia case where he's accused of election interference. just in one week. >> i would ask how are all these impacting his run for president, but they don't really seem to be? >> kira, it's amazing. i checked the polls from the last two weeks. he has a two-point lead over joe

biden in five polls. now, they're within four points margin of error, so you can call it even, but remember, elections are state by state. he still looks incredibly strong at this point. what happens next week or two is another story. right now, he looks pretty good. >> yeah. and doing better than nikki haley, as well. we still have 8 1/2 months to go. you know, there's still time for things to change. >> absolutely. >> he doesn't even need to recover at this point. >> much can happen. good news from the former president, the good news is that he will be on the colorado ballot. that's good. that's really good. that's important for him. the bad news, a bunch of things. that trial date, march5th trial date. there may be a georgia trial date, as well, where election interference was charged against the president. there's the question of insurrection and the documents
