good monday morning. right now at 5:13, we get a look at our morning weather. it is windy and cloudy. rain will be coming back around 7:00. look at 9:00 to noon. we could have some thunderstorms rolling through. we're watching out for that threat. and we'll talk about where we may see tornadoes in california. that's coming up in a few minutes. >> no tornado. we have damp pavement. that's what's going on here on the richmond side of the san rafael. it is a holiday. watch out for the wind and rain still sticking around. >> good morning. very happy holiday monday you

handoff to warriors owner joe lakum. the 74th all-star game is set for february 16th at chase center. events will take place across the bay area that weekend. >> can you imagine how exciting it's going to be? folks will be coming from everywhere! >> you can start planning your valentine's day for next year! >> there you go. >> work on my shot. >> you have a whole year, buddy. >> it's not raining as much right now. it's going to be so hit or miss today. one minute it's sunny, then the next it is throwing down. like we're expecting a possibility of thunderstorms today. we're taking a look at the satellite and radar and what we're seeing across the region. the storm system that we had on friday into saturday was not nearly as close as this one. the closer you are to the storm,

the more potential for gusty winds, thunderstorms. there is more energy there. we're seeing it drawing in and getting closer with some lightning strikes off the coast. even though the heavier rain, the more widespread rain has moved on, today we're watching out for the potential of these popup showers and thunderstorms. as of now, looks good for your commute. the early risers have the best part of the morning and what we'll see in terms of weather for today. some scattered showers right now. it's mainly a break from what we will see coming in later. we're really concerned about the afternoon. as we take a look at the area that's are highlighted, the light green shows where we'll have a chance of thunderstorms today. and that's basically all across the region. but we're watching parts of the sacramento and san joaquin valley. there may be a risk of tornadoes today. we don't see this very often. because of the weather setup we have, we will have the potential of the stronger thunderstorms firing up in between the times that we see the sunshine that

gives it more energy to the thunderstorms that we have developing over some parts of the central valley. that mixture is what you typically see sometimes in the midwest. that's the reason why we have the potential of that tornado outbreak for today. the our tornado records go back to 1950. on average, we get 10 or 11 per year. the most recent one was two ef-1 tornadoes that happened. that was not too long ago. that was on february 8th. the bay area strongest tornado was in sunnyvale, an f-2, that happened in 1998. really concerning to see that threat so close to the bay area. we'll be watching out for that today. as we take a look at our hour-by-hour outlook, it shows we'll see times of scattered showers, potentially thunderstorms here and there. and the thunderstorms that we do see may also produce some small hail for us for today.

it looks like as we go into the afternoon, it's going to be anywhere in the bay area where we could see that threat moving through. additional rainfall for us is going to still be pretty significant. parts of the north bay may see another 2 1/2 to 3 inches of rainfall. south of the golden gate bridge, we could see anywhere from a tenth of an inch of rain to possibly an inch. it's really just going to depend on where you are and where we see the stronger thunderstorms. there say brief break in the activity on thursday. if you're making weekend plans, there may be another storm between friday and saturday and even into sunday. we stay in this stormy weather pattern with some breaks in between. we could see a break on wednesday and thursday. today, really the day that we're watching for that possibility of thunderstorms and also more lingering showers into tomorrow. mike, you were saying there is some advantages to the early morning commute. >> the positive spin here.

getting up early means you have fewer folks on the roadway. we get a break in the weather that she is talking about. that is great for the timing. we're looking at the bay bridge. look at. that fewer cars than the typical monday at this time because it is a holiday for many businesses and schools. we'll see fewer folks on the commute. we don't see any slowing yet out of concord. they're still working on that tree northbound highway 13. no major issues as far as slowing goes. the crew has been there for a while. this crash has been reported on the san mateo bridge for a while. there is an issue. there is mud slippage going on over 680. do watch for. that we're showing a note here for transit. this is a sampling of the changes. some have a saturday or a holiday schedule. a non-school schedule for transit. check your individual transit sites for their specific

nbc bay area responds to a south bay woman that got a useless gift, a gift card that didn't work. >> that is only half the battle. she asked our consumer investigator to help. >> good morning. paula in morgan hill received a $50 kohl's gift card as a present. that card right there. she tried to spend it but hit a snag. the store clerk said they couldn't read it. paula called kohl's customer service line. a rep agreed to send her a new card. a month later, no new card. paula says she called back. reps told her they couldn't help. so she contacted us. we contacted kohl's. it gave paula a new $50 gift card as a replacement. kohl's didn't explain what happened only that this issue was resolved directly with the customer. fraudsters are targeting gift cards and we have been investigating their scam for months. thursday night we'll show you what we found when we follow the money. we even enlisted the fbi's help.

>> we're going to see the weather coming back late in the morning. we'll see localized flooding. the wind advisory will be in effect through tomorrow morning. between this afternoon and to the evening, we could see wind gusts picking up to 40 to 50 miles per hour. also the threat of some severe thunderstorms and some damaging wind gusts. so, this is a look at the system now. where all of the heavy rain moved into southern california. we're near the center of the storm this area of low pressure just off to our coast. it's going to bring in much more energy and the possibility of some not only lightning strikes but possibly some small hail and some gusty winds today. we're not seeing a lot of that activity now. it's nice to have these breaks that chance to let some of the water soak in before it comes back around 8:00 to 9:00 for the coastline. parts of the north bay and then ramping up as we get some of the stronger thunderstorms moving into the east bay. by 10:30, 11:00, you don't want

to be caught off guard by rumbles of thunder and heavy rain. that is a possibility throughout the day. yesterday that heavy rain moved through. what are the impacts of that in san francisco? >> you're right about that. i saw that heavy rain yesterday in san francisco. as you mentioned, this are breaks now which is what we're seeing and experiencing. it's a bit windy as you mentioned. so far, the impact from the wet weather this weekend compared to the wet weather that we saw a couple sundays ago, not the same. it hasn't been as severe so far. but there have been some trouble spots including this one in the north bay. a creek that overflowed. caused this flooding along star road. that is up in windsor. video taken around 2:30 this morning. that road looking like an extension of the creek with all that water on it. there have been closures in

place blocking access to the roadway. also on the roads up north yesterday, video of this road closure on highway 128 up in geyserville. a landslide caused the road to shut down n san francisco, a warning from the city's department of emergency management. telling the public to avoid walking near trees, especially in parks like golden gate park which is where we are this morning. something that is echoed by the fire department. >> when you get so much rainfall coming in a short period of time, that will loosen up our soil. that includes the soil that our trees are in. trees could become loose. something to keep in mind here. we saw some downed trees here at golden gate park. it wasn't raining. that happened a month or so ago. you want to make sure to just be aware of your surroundings. some of the parks here in the city were closed over the

weekend. the japanese tea gardens were closed. the oakland zoo is closed because of the wet weather. we'll continue to monitor the impact of this storm. i'll send it back to you for now. >> day inside for a lot of the folks off work and school today. thank you. >> which could help the morning commute. maybe less people out there on the road? let's check in with mike. >> that's the good way to look at it. the advantage of commuters right now. unfortunately, we have one tree down across highway 13. ginger is talking about the debris out there. very lightly. chris is also covering conditions out there. we're looking at northbound 13 still has that partial lane blockage for your right lane. left lane is open as you travel north past the area and in towards the rest of piedmont and joining it with highway 24. that is the only slow section in the east bay right now. things very light. outside of that, not really showing the typical slowing we see for highway 4 coming into concord. lighter commute kicking in.

highway 37 not slow. we have an issue at the bay bridge. the wet roadways. there are slick conditions now. things are calmer. you see the water kicking up. you need to have good traction. watch the speeds. give good stopping distances as well. chp is talking about the wind across the bridges as well. bay bridge, golden gate bridge called out specifically. we had an earlier crash eastbound heading into the northern bay. everything else relatively calm. we still have the washout in 35 here. and we're looking over here, turns out there are six feet of highway 84 that is washed out partially in one lane. there will be traffic control as you're traveling through the area off 680. watch for the crew. of use caution. that rain comes in this afternoon, things could get more severe. back to you. >> all right. thank you, mike. as ginger was telling us, the oakland zoo will be closed today because of that storm. so, if you had reservations, don't worry about it. you will automatically get a

coverage, there is an evacuation order for people in monterey county. the 2020 wildfire destroyed 30 structures and injured four firefighters. there is a flash flood warning for the area through wednesday morning. the storm is also packing strong wind gusts. we're tracking when the strongest winds are actually expected. this is kind of a -- quite the week for storms for us. >> it will be off and on today. we're getting a break in the wind as of now. the wind advisory continues. the storms return to the bay area as we go into the afternoon. wind advisory in effect until 4:00 tomorrow morning. we have this strong southerly wind picking up. we could see at sometimes some of the gusts up to 20 to 40 miles per hour before the coastline and some of the hills. it could be 50 plus miles per

hour. that could bring down some trees and cause more of those impacts likely for the next several hours. as we go hour-by-hour, we see in san francisco half moon bay, we're looking at winds over 40 miles per hour. the areas highlighted in purple, some of our hills, the upper elevations, that's where the wind is the highest. we're still looking at 20 to 30 mile-per-hour winds there. but the thunderstorm activity will begin to ramp up as we go into 8:00 to 9:00 for parts of the north bay and near the coastline. then making its way to parts of the east bay by 10:00 to 11:00 this morning. at any point we could see the thunderstorms popping up anywhere around the bay area. but the best chance will be just to our east. most likely over parts of the sacramento and san joaquin valley. that's going to continue into this evening. but we're expecting some waves of heavy rain and potentially

some small hail. i'll be talking more about that and looking at what's ahead for tomorrow as well. mike, we're checking back at the bridge. >> yeah, kari, i thought there might be something going on eastbound. then it calmed down. i saw the flashing lights. they progressed from mid span past our camera in the last two minutes here. they're on the hayward side. there is something going on. perhaps debris. no incidents reporting eastbound on highway 92. no incidents reported on chp. but we clearly saw something going on the live camera. again that, cleared over to the hayward side. a smooth drive on both bridges. watch those winds. could get gusty at times. there is an issue there. on highway 84, that's where the reports. >> referee: -- that's where the mud slippage s trying to get the maps to convince them to get over here. it is near the bright side tunnel. if you know where that is, as you travel through the canyon,

that's where it is. it's just a bit ways from here. the rest of 680 and 84 moving smoothly. 680 did not close over the weekend. it is open. they did not have that big project that was going to happen because of this rain. even though there is rain, they're working on the system. so that portion of the red line, in fact, the red line is out. that portion of all lines is taken out. there is a bus bridge in place. the yellow and orange lines compensate and take where you that red line was going to. check the bart site. they're not working on the typical monday schedule. >> a double header in daytona ahead on "today in the bay". a rare occurrence for race fans happening later today. >> new accusations in the death of alexei knoll vanny. >> and the big winners from last night's people choice awards. and comedic legends advice for those striving to find

and threat of thunderstorms and tornadoes for the central valley. that is coming up in a few minutes. >> the bay bridge shows us signs of earlier rain. getting a little break out of oakland into san francisco. at least at the toll plaza. take another look. there is something to slow you down mid span. a new incident reported on chp's grid. we'll check out what we can find on the live cameras and the sensors getting into the city. >> three minnesota first responders were killed over the weekend after a domestic call escalated to gunfire. it happened in burnsville around 2:00 yesterday morning. officers say they were responding to a family in a danger call. when they arrived to the scene, a man barricaded himself inside the home with his family including seven children. investigators say the man opened fire, shot and killed two officers and a firefighter. a third officer was also shot and taken to the hospital. the suspect was later found dead inside the home. the children were unharmed. >> the california primary

election just over two weeks away. besides the presidential primary, voters will also be deciding who will take over for late dianne feinstein's senate seat. you may be surprised to see the race for senator on your ballot twice. that's because governor gavin newsome opted to appoint butler as feinstein's replacement rather than hold a pricey special election last year. the first race will decide who takes over for senator butler for the remainder of feinstein's term. this is for the november general election through 2025. butler is not running for the seat. the second senate race determines who serves the full six-year term from january 2025 through january 2031. it's a crowded race. 27 names on that ballot. and tomorrow, the top candidates will face off in the debate right here on nbc bay area featuring adam schiff, steve garvey, indicate yi porter

president's day holiday with a delayed start of nascar's biggest race of the year. heavy rain forced nascar to postpone the daytona 500 yesterday. that means two races are taking place today at the speedway. this morning the lower tier xfinity race happens. then this afternoon, on to the daytona 500. weather is not expected to be a factor. 5:49. trending this morning, the people's choice awards in santa monica. >> the annual awards show honors this year's biggest achievementes in tv, film, music. stars are hosting the event. and saw some big winners including jennifer aniston, taylor swift, pedro pascal and they also honored adam sandler with the people's icon award. who pretended to mix it up with sexiest man alive. >> hello, ladies and gentlemen. my name is adam sandler. and i am the sexiest man alive.

i want to show you how much rain we measured over the weekend with the two storm systems, what we've gotten so far. it's been significant for parts of the north bay. about an inch and a half for napa. three inches of rain for san francisco. and oakland, over an inch. we've seen parts of the east bay picking up on some heavy rainfall totals with danville getting over an inch and a half of rainfall. san jose, three quarters of an inch. over two in the santa cruz mountains. we still do have more on the way as we track this storm system coming in. a lot of lightning strikes off the coast. that's what we're watching out for, that potential that we could see some thunderstorms coming in as we get these breaks in the activity and later on today with that sunshine, we'll add more energy to the atmosphere. that's when we can really start to seat storms popping. as of -- to see the storms popping. it's a break in the rainfall as you head out for the morning commute. light showers lingering. this is what we're watching. all across the bay area,

northern california and over toward nevada, we're going to have the chance of thunderstorms for today. the climate prediction center, the storm prediction center highlighted this area in the sacramento and san joaquin valley for the potential of not only thunderstorms but very strong thunderstorms and the risk of tornadoes as well. for california on average, we get about 10 to 11 tornadoes per year. most of them are usually ef-0 to ef-1. and our tornado records only date back to about 1950. we have two recent tornadoes. for the bay area, the strongest tornado we had was in sunnyvale, an f-2 that happened in may of 1998. it is possible. most of them for california do happen in the central valley.

we're watching out for the chance of the thunderstorms ramping back up. then continuing with hit or miss thunderstorms into late morning and the afternoon. look at 3:00. that is showing fremont and palo alto and the potential for thunderstorms popping up. it's going to continue with that threat into the evening. even tomorrow we have a risk of thunderstorms with the off and on showers that will continue. we're going to see a lot more heavy rainfall. that increases the risk of flooding. we've already had a lot of rain. and there is just nowhere for that watter to go. it drains into the -- that water to go. it drains into the rivers and could cause more flooding issues. we're looking at two to three inches of rainfall for the north bay and then for areas south of the golden gate bridge, anywhere from a tenth of an inch of rain to possibly over an inch to closer to an inch and a half.

really wide-ranging. just depending on where these thunderstorms move through. going into the middle of the week, the rain chances continue through wednesday. a brief break on thursday. but if you're making plans to get outside this upcoming weekend, it still looks stormy. we get another storm system coming in. so, a look at our seven-day forecast shows our chance of thunderstorms today, lingering showers tomorrow, and then rain chances start to go down on wednesday, thursday, and friday. they're not looking so bad. but this weekend, we have more of that rain and chilly weather coming in in once again. as we go into today, we'll keep you up to date on that risk of thunderstorms. mike, watching the crash but do you have any details? >> i thought it was a crash. kari, something was going on the bay bridge. the details came in. it was debris that came off a vehicle in the treasure island area. the latest update is they have a slow roller. that means a car that is limping its way off the breath over on the san francisco side.

-- on the bridge over on the san francisco side. we don't see any interruption to the tail lights heading into the city. light volume. you can see that on the incline. we're getting a break from the rain. break from the traffic because of many schools and businesses are taking the morning off or the day off. we get out a look at the next shot, we have the conditions out there. there may be slicker conditions like you see on the golden gate bridge. again, light traffic. visibility is okay. chp did warn about the gusts of warn against the span. overnight, things were calmer. it is doing all right. westbound, volume a lot lighter than we typically see on a monday. we see flashing lights. i'll check on. that no incidents reported. it looks like we may have a disabled vehicle mid span. so far, it's calm around the bay. >> happening now, many plan to gather at san jose state to mark the 45th anniversary day of remembrance for the people impacted by internment camps during world war ii.
