right now at 6:00, a strong storm moves across the bay area. we're keeping an eye on the chance of severe storms. kari hall has a look at your

forecast. >> and an all important primary rapidly approaches in the bay area. we're live in washington with the latest twists on the campaign trail. this is "today in the bay." >> good morning to you on this president's day. a wet start to your monday morning. i'm marcus washington. >> a lot of people have it off. maybe you're sleeping in. i'm laura garcia. it is a stormy president's day. we'll have a look at the traffic outlet. school is out as well. >> yeah. first, let's get started with that forecast. kari hall tracking the conditions. >> it's right now taking a break. it was so windy and stormy yesterday evening. but it is a good start to our morning. we do still have heavy rain in the forecast at times and localized flooding. that additional rainfall comes on top of the heavy rain we had from over the weekend.

for most spots, especially in the valleys, the wind calmed down. as question get a risk of thunderstorms, the winds may get gusty and may reach 50 miles per hour. with the wind gusts, we still have potential of power outages and downed trees. look at the setup that we have here. we see the swirl, the clouds well off the coast. it is very much closer to the bay area. with that, you get more energy and thunderstorms. much that's what we're watching out for today as we get the storm systems ramping up and moving in closer. but once again, as of now, there is a big break across the bay area for the morning commute. for san jose, i do expect the storm chances to increase around noon with some spotty showers off and on throughout the day. mike, how is the drive across the bay bridge? >> it is a little damp. you see over here at the toll plaza. the rain as kari is talking about, you get a little break. the winds seem calmer.

they did issue advisory. they called out the bridge, golden gate bridge. they're moving nicely now. the bay bridge was the concern. light traffic and the fact that they were able to get that disabled vehicle moving across is great. watch the treasure island area and lanes on the right side. there may be debris and a pickup watching out there. as we look over here, this is also going from -- going to the west from the east. this is in richmond. you see the damp roadways. traffic. reminder that the larger trucks are able to access the far right toll plaza. the typical three lanes coming across the span, very light. in businesses and schools are off. back to you. >> thank you. our team coverage continues now. today in the bay chris sanchez is live along highway 17. the rain and wind have been causing some dangerous driving conditions out there, kris. >> yeah, you see the road sign behind me. the road is closed.

that is not highway 17 but one of the auxiliary roads here. i'm using one of jesse, our photographer's cloths that he uses to clean the lens so that you can see how gusty it is. right now, it's not too bad. a second ago, it was horizontal. you can definitely feel that wind as you're driving. we no he that the wind is contributing to the trees which are coming down, putting debris on the roadway as well. there you go. a gust of wind. and we know that there is also flooding. we have video from some of those areas where some of that hillside came down because the hillsides are so saturated. of course, making for dangerous conditions on the roadway. we also know that some folks have lost power. there are people who live in areas like the santa cruz mountains. they're used to losing power in storms like this because of where they choose to live. we learned the last time around, we all need to check the batteries in the flashlights.

be able to get there and watch the snowfall. but it's going to be difficult coming back. part of the reason is we're going to see waves of the snow coming down between now and wednesday morning. that makes travel very difficult. doesn't give the crews a lot of time to get that snow plowed and get the roads cleared out. but with high winds we have seen downed trees and power issues and low visibility as that snow continues to fall. we're looking at an additional 6 to 20 inches of snowfall on top of what we've already measured. and, so, that's going to, once again, make it very difficult to get in and out of the sierra. looking at the storm system moving in now. very heavy rainfall. we're looking at the lightning strikes that are developing off shore. that may be moving in over the next couple of hours. we're watching out for a chance of thunderstorms for today. it is scattered rain that we're seeing in the north bay and santa cruz mountains. mike, you've watching the roads. p. >> it's not the volume of the

commute. it is still very light. it was eastbound at the toll plaza. reports of a crash came in. there is slowing on the censor showing up. westbound we just took a look at. that just past the toll plaza, there is slowing on the incline. indicating a little more volume. no injuries reported. in fact, no details and no slowing. we see the crews moving through the area. we'll check on that. i'm going to say disregard this unless i give you any followup information that is a problem. i'll say it's not. over here, highway 13 is still partial. it is clear the rest of the volume, easy light drive and we typically see the early commute. back to you. >> 6:11. new concerns in the east bay following what lately has been an all-too-familiar sighting. next on "today in the bay," another flaring incident at a refinery that is under a lot of

good monday morning. 6:14. we're under a micro climate weather alert. in santa rosa, by 9:00, our thunderstorm chances will be increasing. the chance of more thunderstorms until at least early in the afternoon will be us with with small hail, gusty winds. for parts of the bay area, a chance of a tornado. i'm watching out for. that we'll talk more about that tornado threat coming up. and looks beautiful here. you can see that sheen on the road. a little more traffic out at richmond across 580 into the north bay. kari was just talking about that. the changes, you can see them in the distance. the volume of traffic, we're going to watch that. >> good morning. very happy holiday monday to you. markets are closed today. what you see here is both friday's close and tuesday's open. it was a losing week for stocks in general last week. the first and n. five weeks they had quite a run. new concerns over inflation bringing all these red arrows. we got the producer price index

on friday. showing inflation is cooling but slower than we would hope. that keeps interest rates high. analysts watching apple say they're getting far more returns on the apple vision pro than you might expect. possibly because people can't quite figure out what to do with them. here's tech reporter joanna stern. >> i think part of the reason returns are getting, people get in the store, they try them on and do the demo. and they're like, wow, this is amazing. and then they get home and then they realize, not going to use this thing so much. and i paid a lot of money. >> they talk more about it on the "today" show. you remember these videos from open ai? people were just typing up a prompt and get amazing videos. this is not a real person. that is not a real ship. hit it. >> yes. >> impressive. you're like, can i -- >> yeah. well, there was another incident of flaring at the chevron refinery in richmond happening over the weekend. it comes days after we captured this video of flaring on friday. the city says there is no public health risk despite yesterday morning's flaring. the refinery notified the department of a community warning level 1 hazmat incident. richmond's refinery and the refinery in martinez are under scrutiny due to several flaring events if recent years. some of them causing some public health emergencies. we're moving you forward with new research aimed at preventing lung disease in young adults. the american lung association seeking volunteers for the first ever large-scale lung health study. they're looking to study young adults for five years. the organization is looking at how environment, lifestyle,

physical activity impact long-term respiratory health. a spokesperson says it particularly is in need of black and latino volunteers. >> if we continue to avoid participating in these studies, then the solutions that we're generating all the time to address complex health challenges may not work for our communities. so, this is why we're making a particular push to reassure about the integrity of our study team and the goals and why we want black adults and hispanic latino adults to join the white adults that already enrolled. >> if you would like to join that study or you know someone who might want to join, visit this website. a coordinator will contact you regarding the next steps. a wedding venue hosted the

last ceremony before closure. it has been a sought after venue for tying the knot. the views are stunning. the chapel considered gorgeous. and last year it became a national historic landmark. but a geologist recently found land movement in the area is making the property unsafe. and the recent storms are accelerating that movement. so last night the chapel closed doors indefinitely. they're asking to declare a state of knowledge speed up repairs. you have to put off your wedding plans for now. >> yeah. coastal land movement. >> yeah. >> not a good way to start. >> all the rain we've been having now -- >> it's been significant. you throw in a wind and that could cause some of those trees to topple over. but i want to show you the start that we had this morning.

the break in the activity. and it's nice to have these breaks because that will at least allow some of the streets to dry and some of that water to start to soak in. but once again, we've had a lot of rainfall. taking a look at our weekend rainfall totals. it was anywhere from over an inch and a half from napa over three inches of rain for calastoga. and this san francisco, about three quarters of an inch of rain to an inch. most of us getting about an inch of rainfall or a little bit less for parts of the south bay. but we're seeing more rain coming our way as the center of the storm gets closer, this is when we start to see the winds ramping up and also breaks in activity when you get sunshine, that adds nor energy to the atmosphere. then when the storms come in, they could be even stronger. that's what we're watching out for. as of now, the rain is light in parts of the north bay. but as we get a look at the wider view, we can see some

lightning strikes off the coast. the storm prediction center is highlighting the entire northern california, parts of the central coast as well. under a risk of thunderstorms for today. but they also highlighted parts of the sacramento and san joaquin valleys for the possibility of tornadoes today. we don't always have this with the possibility of large hail and heavy downpours as well as gusty winds. what we're looking at here is our look at how often we get these kinds of storms. about ten or 11 tornadoes happen in california every year. our records only date back to 1950 with the most recent one not too long ago, february 8. for the bay area, the strongest tornado we ever had was in sunnyvale in 1998. with these cells that are going to be popping up, the risk of thunderstorms, heavy rainfall and small hail, but once again, when we usually see a tornado threat, it is over the central

valley. that's what we're expecting to day. much more heavy rainfall that could pose a threat of flooding. and more storms that will continue into tomorrow as well as wednesday and also for the weekend. mike, you were looking at the drive. >> we're looking at cars over here from the north bay across. light volume of traffic. there we go. watch. this i'm going to hold steady. camera moving. the wind is pushing the camera around a bit. of course this is atop a tower. but still, that is the issue chp warned about. breezy, windy conditions along this portion of the golden gate bridge overnight and around the area as well. we look along the coast. it's fine here. there is some highlighting a little further south as travel from san francisco to here. you see that lighter yellow color. that indicates higher winds. easy drive. concord, highway 4, no big slowing. part of that tree down on highway 13 around redwood, we're watching impact.

storm coverage with kari hall. >> and we have the heavy pockets of rain in and out throughout the bay area. >> most of it happened yesterday evening. right now we're getting a break this morning. as you get ready to head out, it's good. hopefully everyone can get to work and we don't have a lot of people out. we'll start to see the thunderstorms popping up again later this morning and into the afternoon. but we're also still under the risk of some heavy rain and localized flooding. and wind advisory. that continues until tomorrow morning. between now and then with, he could see gusts 40 to 50 plus miles per hour. but we also have been highlighting potential of severe thunderstorms for today. it will be very hit or miss . anywhere along the bay area, you may see the threat. the center of the storm, the area of low pressure off the coast is going to continue to bring energy our way. we can see the lightning strikes just to our north and off the coast. as of now, we're just seeing some scattered showers in the north bay. but as we go into late morning around 9:00 to 10:00, we could see the threat of thunderstorms

coming up for not only san francisco but all across the bay area. we're watching out for. that all that heavy rain over the weekend may have impact on the commute. >> we have a washout reported. it is important as we take this map for folks to note, this may not have just happened. it may have just gotten reported as folks lightly traveled overnight, you may not see things until the sunlight hits it or headlights hit this portion of highway 84. this is washed out. part of the roadway just west for safety sake, instead of one way traffic they originally had, they said do not drive through the area. keep that in mind. that is typically the area we have the mudslides. again this is a washed out roadway under miles canyon roadway. getting to the bay bridge, easy light drive. you see that from the sensors. the crash may be near berkeley. look at how light the traffic volume is.

no metering lights now. >> we heard mike talking about niles canyon road collapsed. suk see a picture there. chp posting this. this is west of sinole. the westbound niles canyon road is closed indefinitely. >> now we want to check in with today in the bay from san francisco. >> so many people already seeing the impact of the rain. we mentioned it there in niles canyon. how it is looking in san francisco? >> i saw that picture. that looks very -- that looks very dangerous if you were on that road. pretty scary. so far in san francisco, we're seeing a break in the rain as kari mentioned. as she also said, the rain will come back later today. so far, the impact of this storm not as severe as the one we saw a couple sundays ago.

nonetheless, there are trouble spots including this in the north bay. this is some video of a creek that overflowed from a -- i'm sorry, flooded road, rather, that is flood because of a creek that overflowed nearby along star road and mark west station. that's up in windsor. the video taken around 2:30 this morning. that road looks like an extension of the creek with all that water on it. there have been closures in place blocking access to that roadway. also on the roads, up north, yesterday, video of this road closure on highway 128 in geyserville. a landslide caused that road to shut down. in san francisco, there is a warning from san francisco's department of emergency management telling the public to avoid walking near trees, especially in parks like golden gate park like where we are this morning. that is echoed by the san francisco fire department.

>> when you get so much rainfall coming in a short period of time, that will loosen up our soil. and that includes the soil that our trees are in. the so trees could become loose. >> that is something to keep in mind. we're seeing the breaks in the wet weather. but the impact to the soil we might still be seeing the impact of as the day goes by. some of the parks were closed as a precaution over the weekend including the botanical gardens and japanese tea garden. the oakland zoo is also closed because of the weather. we'll keep an eye out on how things unfold in san francisco and north bay as the morning progresses. we send it back to you. >> all right, ginger, thank you. 6:36. pittsburgh police asking you to avoid the area of harbor street near small world park. a power pole fell last night.

eastbound lanes are blocked. the closure expected to stay in place until 1:00 this afternoon. >> as ginger was saying due to the storm as well, the oakland zoo will will remain closed today. if you had reservations, you'll automatically get a refund. >> you can keep track of the storm and what is going on with the weather from our free nbc bay area app. qr code there on your screen. it will take you right to the radar from your smart phone. that app is free to download. >> now it a followup. the county library leaders are promising tight new security when the now closed antioch branch reopens starting tomorrow. the county librarian launched an emergency closure saturday citing a string of crimes threatening the safety of staff and patrons. that includes recent fires, threats, drug use and sexual activity. during the closure, the library is repairing outside fencing and updating its security camera system. the building should reopen for

regular hours tomorrow at noon. and arms secured gart will be staffed to monitor the building and surrounding partner. >> turning back to our storm coverage. that rain also having an impact this morning for the morning commute down in southern california. the residents there spent the weekend gearing up for the wet weather. the system video in lt lt county. you can see right there, residents filling up the sandbags. emergency crews warning people in low-lying areas to be ready after a storm earlier this month triggered mudslides and flash flooding. this morning, the santa barbara airport is closed due to flooding. there is an evacuation order in monterey county. this is impacting people living in the river fire burn scar area. back in 2020, wildfire destroyed 30 structured, injured four firefighters. the national weather service issuing a flash flood warning for the area through wednesday

morning. >> and that storm also packing a strong gust of wind. kari hall tracking the strongest winds. how is it looking? >> it's going to be windy. another look at all of the rain that is moving over southern california and the flood warning that has been in infect for santa barbara and that area. we've seen some of the heavy rain that we had here in the bay area now push that way. but now we're getting more energy and the potential of thunderstorms as we get closer to this center of the area of low pressure. a lot of lightning strikes off the coastline. gusts may be 40 to 50 miles per hour or even higher. rain is starting to ramp up a little bit for light rain for the north bay. the thunderstorm chance will begin to increase late morning and into the afternoon. really anywhere across the bay area. we're watching out for that for today. now, mike, let's not forget one

of the barts lines services is out for today. >> that's right. in fact, it started on saturday morning. it continues until this evening. bart service will be reinstated for the red line starting tomorrow. today, no red line. no service between richmond and this area. not even for the orange line because of the track work that is going on there. they're able to do that even in the rain tough conditions. there say bus bridge in place. that will add a little delay. it's over in this portion of the bay. you see the roadway is light. they plan that bart work for a holiday weekend for many. we're looking at the roadways. we have another issue just popping up. this drive developing for westbound approaching that maze. there is a crash blocking two lanes now. there was a stall and then turned into a crash. we'll check on that and the progress. we do have that westbound closure of highway 84 because of that slipout under the roadway. back to you. >> thank you, mike. >> gunfire erupts at a popular midwest breakfast chain. that developing story unfolding

>> first responders were killed over the weekend after a domestic call. it escalated to gunfire. it happened in burnsville around 2:00 yesterday morning. officers say they were responding to a family endanger call. they say when they arrived, that scene, a man barricaded himself inside the home with his family inside including seven children. investigators say that man then opened fire, shot and killed two officers and a firefighter. a third officer was also shot, taken to the hospital. that suspect later found dead inside the home. the children were unharmed. >> the white house is impatiently awaiting action from congress. they have to wait for another week. >> that's because the capital mostly empty, scott. congress is not there. >> they're simply not there. good morning. a lot of people take today off. it is a federal holiday.

[ speaking in a global language ] >> that is alexei navalny's wife julia who accuses them of hiding her husband's body. we don't know at this point what killed navalny. we do know the kremlin poisoned him with that same nerve agent in 2020. he sought treatment at a german hospital and then came back to russia where put on trial and imprisoned. german agents twice poisoned people in england.

british intelligence able to track down two of the russian men who say they tried to poison a father and daughter in a park in england. the two men later went on russian tv to say they weren't secret agents. they were just two guys who took a day trip from moscow to a small historic english town to see a clock tower. the british tried them in court. vice president kamala harris met with president zelenskyy saturday. >> politics should play no role in standing for the fact that vladamir putin, through his leadership of russia, has shown himself to be fundamentally hostile to democratic principles. not to mention what we learned about in the last 24 hours in terms of the killing of and a

points with eight assists. mvp award went to oakland's own damian lillard. he led the east to a 211-186 win over the west. talk about no defense there. all right. after the game, a bit of celebration looking toward next year. that's when the pacers ownership took part in the ceremonial handoff to warriors owner joe lakum. the all-star game is february 16th at chase center. the event will take place across the bay area. >> that will be fun. >> a fun-filled weekend. >> other related activities, too, so much going on that weekend. all right. mark that for traffic. >> you have a year to plan. right now, we're looking at today. >> yes. it's going to be one of those days. i'm going to be closely watching radar as we start to see the storms popping up. we've already had a lot of rain. take a look at how much we measured with the two storms we had over the weekend.

napa over an inch and a half. calastoga, three inches of rainfall. most of us had an inch. it was three quarters of an inch of rain for san jose. we know all of that wet weather came on an already saturated ground. some of the heavier rain to the south of us and moving around l.a. we can see the storm system is starting to create thunderstorms as we go into late morning and into the afternoon. some of those thunderstorms will have a chance to make it into the bay area. and as of right now, we're just seeing light showers from this area to santa rosa. then looking at the risk we have for today. thunderstorms all across the bay area with that light shading of green. the darker shades of green indicate the potential of severe thunderstorms developing today. there is anner that is highlighted for a slight -- and there is an area that is highlighted for a slight risk of tornadoes developing to day from

parts of sacramento and san joaquin valley. for much of the bay area with the thunderstorms, we'll have a risk of some large hail as well as heavy downpours. kind of a weird setup that we have here. but we do sometimes get tornadoes in california. most of them happen in the central valley. but as our records go back to 1950, the most recent tornadoes that we have were actually not too long ago on february 8th. the bay area strongest tornado was in sunnyvale in 1998. so, many people remember. that we'll have the risk of the popup showers and thunderstorms throughout today. and it continues. basically, anywhere and into the evening we're still tracking a lot of energy for today and tomorrow and a lot of additional rainfall that may cause flooding, especially in the north bay. we get another two to three inches of rainfall. as we go throughout the week, we're still looking at rain chances through wednesday. tapering off on thursday and friday. but the weekend, once again, is

looking stormy for the bay area. we'll be watching all of that. mike, you were tracking a crash near the macarthur maze? >> i'm covering the one section that is a problem. westbound 580 approaching the maze before you get to the maze. reports of a crash blocking two right lanes. the left lane is open. you get over to the maze and bay bridge which is moving nicely. the rest of the approach through this county, great as well. there is a trash near the walnut creek interchange. not a major issues. i'll track the updates. and highway 13, slowing around redwood, that industry still blocks one lane in the northbound direction. talking about that bay bridge, there may be an incident that just popped up. i don't know what direction. this is the commute direction. very light. speaking of the holiday, you're looking at changes to the mass transit. check your schedule. >> happening now, many plan to gather at san jose start to mark the 45th annual day of

welcome back. we're moving you forward with a look at the latest on the storm moving across the bay area. >> we're seeing some flooding in the north bay. south bay drivers can also expect a slick commute. today in the bay's kris sanchez

is live on highway 17 with a look at the conditions. >> we're getting a break from the rain now. but now that the sun is up, we can show you how the wind is whipping the trees around. you see the clouds moving really, really fast. that's what it looks like up high. down on the ground level here where we are, you can definitely feel it moving your car as those gusts really kick up. we know that the rain has really super saturated the ground. we're looking out for trees. there have also been episodes of debris on the roadway. some of saturated hillsides giving way and spilling on to the roadway. make sure that you are very careful as you hit the roads this morning. keep both hands on the wheel because you will will feel your car buffeting around a bit. be careful, the rain are coming too. >> all right. kris, thank you. also into our newsroom this morning, part of niles canyon road collapsing. take a look at this picture

here. this was sent by a chp posting that online. you can see right there. so, this is west of sanole. westbound niles canyon road is closed indefinitely. this morning the rain is also leading to flooding in the north bay. this is new video from windsor. flooding from a creek that overflowed about 2:30 this morning along star road and mark west station. at last check, there are closures in place blocking access to the roadway. we're also seeing multiple landslides causing roads to shut down. this is video taken yesterday on highway 128 in geyserville in in the north bay. the road has since reopened. okay. this is just the first that we're -- >> we're getting a break in the activity for now. we're going to see a ramping back up late morning and into the afternoon. the possibility of thunderstorms, small hail and gusty winds. we're watching the central valley for the risk of tornadoes later on this afternoon. we don't often say that, mike.
