on. >> a disturbing hate-filled rant during an otherwise quiet east bay city council meeting. we're live this morning with the fallout and the response from one local leader. also, an american ballerina is detained in russia. we're live with the growing tensions and the diplomatic effort to bring her home. this is "today in the bay." good morning to you. i'm marcus washington. >> and i'm laura garcia. we're going to check the roads with cinthia pimentel, in for mike this morning. but first let's start with a look at the forecast. meteorologist kari hall is tracking what we can expect. >> it starts out cloudy. we've had some patches of fog in the north bay, especially. low visibility to start the day, but at least for now we're not seeing any rain. but there's still a lot of rain across the region, very moist atmosphere, and there's going to be the possibility that we could still see some lingering showers in the north bay, parts of the east bay, going into this

afternoon. a look at stormranger does show a little light rain for parts of marin and sonoma counties. as we go throughout the day, the north bay will be the areas we'll really be watching for some additional rainfall, and then that will continue to work its way across the bay area as we go into this afternoon. we'll talk about a dryer weekend ahead. cinthia, you were tracking a problem on highway 17. >> yeah, and this is after the rains, we start to see more problems pop up. it is southbound 17, just before you get to the cats, if you are familiar with that area, you know what i'm talking about. it's a small rockslide and it has caused a car to collide and get a flat tire. you might see crews in and around the area trying to help that car and sweep some of the debris to the side a little bit. we're also looking a little further, we continue with the highway 9 closure in saratoga because of the rain. and another one i want to remind you of is the closure on niles

canyon, because of that debris flow into in and around the bank. so you have that closure. you continue onto 680 and you can make your way further into fremont. we'll keep talking about the road, the traffic and the impacts from the fog and slick roadways. back to you. 5:02 right now. a disturbing moment during last night's walnut creek city council meeting is sparking outrage. a speaker launched into an anti-semitic rant against the only jewish member of the city council. >> "today in the bay"'s bob redell is joining us live from outside city hall. this is not the first time something like this has happened. >> reporter: unfortunately, you're correct, and, no, it is not the first time there were anti-semitic rants against the walnut creek city council last year, but happened via zoom, virtually, so the council ended virtual public comment as a result of past october. what happened last night was in person in the city council chambers behind me, walnut creek city hall. we spoke exclusively with walnut

creek city council member kevin wilke, and he says an individual wearing a shirt with a swastika proceeded to berate jewish people, including the council member, and then ended his rant with a nazi salute during the public comment section of last night's meeting. last night's speaker is not from walnut creek and his words do not represent the city. but wilk says it is his duty to speak out. >> this is completely over the top, not ordinary. we can't become numb to this. >> reporter: while freedom of speech may allow individuals to use hate speech at meetings, wilk says the council is discussing options, such as turning off the camera, when that kind of hate speech occurs. reporting live here outside walnut creek city hall, bob redell, "today in the bay." >> thanks for the latest there,

bob. we are just hours away from president biden's arrival here in the bay area. we want to give you a live look at sfo where air force one is expected to arrive a little after 3:00 this afternoon. the president is in the middle of a three-day campaign swing on the west coast, attending a fundraiser in los angeles last night. after landing in the bay area this afternoon, mr. biden is expected to attend two campaign events in san francisco, one co-hosted by speaker emerita nancy pelosi, and tomorrow in los altos hills. tickets range from $6,600 to $100,000. the president will then head back to the white house. new developments this morning surrounding the prison death of russian opposition leader alexei navalny after the arrest of an american ballerina. alice barr joins us from washington. she's following the developments

on both fronts. let's talk about navalny's mother taking legal action, she wants to retrieve her son's body. >> reporter: it's important to remember the human element at the heart of this, alexei navalny's mother has been trying to bring her son's body home since saturday. there is now a court hearing scheduled for march 4th to try to get that done. navalny's team says his mother has yet to learn the location of her son's body following his death last week in a russian prison. still not known, navalny's exact cause of death. russian authorities are refusing to release his body for the next two weeks, citing an ongoing preliminary investigation. his mother appealed directly to russian leader vladimir putin to release her son's remains. navalny's widow released a video accusing vladimir putin of having directed the death of her husband, having him killed, and then covering it up by not bringing home the body, though the kremlin is rejecting those

allegations. >> in the meantime, the united states is promising retaliation in the wake of his death. what are you learning about that? >> reporter: so president biden has confirmed that his administration will be announcing a major new package of sanctions coming up on friday, and what we're learning about that is that this will be targeted at a range of revenue sources for russia's economy and the russian war machine, national security head john kirby says the sanctions are also in response to russia's continued aggression in ukraine. and a reminder, this is all against the backdrop of the fact the white house has been pressing congress to pass more aid for ukraine to help it in its fight against russia, as well as funds for israel and taiwan. house republicans have been blocking that aid and they headed out of town. congress is now on recess for two weeks with all of this ongoing. >> so much is going on. before we let you go, i want to address the news, we broke news yesterday that a dual russian

american citizen is being detained. we know she's from southern california. >> reporter: that's right. she's been living in los angeles and a senior white house official confirms to nbc news, this is a 33-year-old russian american ballerina who became a dual u.s. citizen in 2021. russia released this video yesterday apparently showing her being led into a courtroom. you can see her face is covered up. russian authorities say they're detaining her on suspicion of treason for raising funds to support ukraine, to fight back against russia. we know that she returned to russia on january 2nd and the u.s. learned of her arrest february 8th. the white house says it has been working to secure consular access to see how she's doing, try to get in touch with her. but the state department says russia doesn't recognize dual citizenship and that's making it harder to get access, but

they're working on it. >> so much going on. alice barr live from washington, thank you so much. now to a live look at san francisco, which was hit hard by the storms over the past few days. and the downpour in the early afternoon yesterday causing some flooding in spots. here is one area affected in hayes valley, the italian restaurant, rushing water came into the dining area there. the crew, they're used to the same thing, it happened last year, so they knew what to do. >> we just take mops and brooms and we started shoving it out. very stressful. >> over at flood prone 17th and folsom, city crews brought out suction equipment on franklin street, water rushed down the hill into the path of that with us bus route. we reached out to the city works department for comment, but

didn't hear back. we want to check in with meteorologist kari hall because she has been monitoring this and it looks like we're going to get a bit of a break. >> yeah, yesterday the rain came down hard and fast and moved through during the afternoon. we loop back this radar, looking back 18 hours, where we are starting to see things quiet down now. but yesterday it really came through and was very heavy. well, as we start out this morning, it looks good, but we've had so much rainfall. take a look at how much we've measured this month with the santa cruz mountains getting anywhere from 10 to 14 inches, san anselmo over 12 inches, and san francisco has already had over 6 inches of rainfall. so that's also what caused some of those problems. we'll talk more about this and what's ahead coming up. cinthia has a look at where you can find lower gas prices. >> i found these prices just under $4, thanks to drivers that report them on gasbuddy.com. we're going to start in the east bay this morning with $3.65 in concord at the costco on monument boulevard.

you. it is 5:14. let's get a look at our east bay day planner. in concord we're starting with a mix of sun and clouds. it's going to be a cool morning with upper 40s. at noon it's 58 degrees and we're headed up to about 60 for today. we will have some spots in the bay area still catching some rain today. so i'll have more on that coming up in a few minutes. i want to stay in the east bay. look at 580 in dublin. you can barely see anything. we're watching those changes in visibility around the bay area. it's impacting over the golden gate bridge, too, and parts of the richmond-san rafael bridge, so we need you to use low beams and give each other enough space. i'm looking at the maps and seeing something pop up near orinda. good morning. happy wednesday to you. changes are coming to the dow 30 industrials which measure the progress of 30 different companies. the index is removing wall greens and putting amazon in its place, a sign of the times.

shares in the south bay's roku fell hard as investors absorbed the news i told you yesterday, that walmart was getting into the smart tv manufacturing business with its purchase of vizio. and big day for silicon valley, nvidia reports today. this stock sank on tuesday, investors thought surely this company's long string of wins can't continue. it can't keep surprising us, right? the santa clara chip company now the third most valuable company in the united states, bigger than google, bigger than amazon. its stock is up fivefold in less than two years, revenue up 210% this year. the fbi, along with law enforcement agencies from france and the uk and nine other countries have seized software, data and a website belonging to a russian-linked gang of hackers called lockbit. lockbit has been holding u.s. companies' data for ransom and

now the good guys are holding on to lockbit's website and its data. they're counting down to the release of personal information just like hackers would. at least four people have already been arrested. the biden administration will announce more student loan relief today, the department of education's program, borrowed less than $10,000. if you've made ten years of payments, you are off the hook for the rest of it. you still have to pay to check your bag at american airlines, upping the checked bag fee to $35 for the first bag. >> this definitely can impact not only just the average consumer wallet, but it really hits home for families that are traveling with multiple bags. >> you get four bags, that's going to be a ton. we're going to talk more about it on the "today" show, more people are going to try to stuff -- the guy that does the sf gate travel column took these pictures. look at that white thing.

in the rain, a little bit more sunshine as we head for 62 in concord, and 60 in oakland today. 59 will be the high in san mateo, and for san francisco we're up to 60 in the mission district. north bay highs in the upper 50s. santa rosa topping out at 59 degrees. there will still be a chance of rain today, so we're not completely dry. the north bay, as well as the coastline, will have the best chance of seeing rain. but really it could be anywhere as we go into the afternoon, a lingering shower or two moving through, but clearing out tonight. then looking ahead, the next storm system looks to stay off the coast and well to the south of us, so that's going to give us a break. and saturday is looking amazing. but then the rain chances come back, possibly on sunday for areas just to our south, and next week we will have another soggy start. so we're going to enjoy the break while we get it. look at these temperatures over the next few days, into the upper 60s and up to 70 on

saturday. but it will get cooler as the next rain chance comes in and continues into early next week. cinthia, you've been tracking the roads and a couple of issues are popping up out there. >> a couple of them i wanted to mention. let's go to the north bay. we see delays, the sensors picking up on traffic right andersen tral san rafael. there was a car crash and about three lanes were blocked. the clearing stages are approaching, so that commute through san rafael and into the rest of the north bay should be clear. we see those areas shaded on the map here with that yellow. that's because the roadways and the conditions out there are picking up on that dense fog that kari was talking about. now, we are going to continue to monitor the rest of the bay area and i'll be back in a little bit. >> sounds good. 5:22 right now. heart disease kills a woman every 80 seconds. still ahead on "today in the bay," the reason experts say it is dangerously misdiagnosed and also the signs and s

welcome back. we're moving you forward this morning with more awareness on heart disease. it is the number one killer of men and women, but women are likely to be misdiagnosed and undertreated. according to cedars-sinai heart institute, women are 60% more likely to be misdiagnosed than

men, and are twice as likely to die of a heart attack. because of that, women of color have a 50% higher risk of dying of heart disease. while men and women have some of the same symptoms of a heart attack like chest pain or pressure, women have other symptoms. one cardiologist who specializes in prevention says women should make sure to know those lesser known symptoms and advocate for themselves. >> women can experience jaw pain, throat pain, back pain or neck pain. they can experience shortness of breath, they can also experience profound fatigue. they might experience nausea and vomiting. and sometimes they can have symptoms that feel like indigestion but could really be a sign of a heart attack. ask for an ekg, ask for blood tests so that you make sure you go home knowing you absolutely did not have a heart attack. if you think they're not going to listen to you, bring a

of the leading candidates. this is "today in the bay." good morning to you on this wednesday. i'm marcus washington. >> and i'm laura garcia. let's start with a look at the forecast. meteorologist kari hall is tracking what we can expect. foggy in some parts. >> yeah, it's been really foggy in the north bay and then the tri-valley. we've just had so much moisture left from all of the rain and the storms we've had recently, things are quieting down now as we take a look at our radar and satellite, and checking out stormranger, our mobile doppler radar, still some lingering light rain in parts of the north bay and along the coastline. but we're watching for a spot shower or two as we go into late morning into the afternoon, for hercules that could be at about noon, you could see some rain coming down. the rest of the day is looking very nice with a mix of sun and clouds. we are not completely done with the rain just yet. i'll be tracking and talking about a dryer weekend in a few minutes. several east bay teachers unions are moving closer to

holding strike votes. now, this is happening today where more than 20 local union chapters are organizing protests. this is to draw attention to their demands, which they say will also help students. >> "today in the bay"'s kris sanchez joins us from the newsroom. what kind of protests are they talking about? >> this is not a walkout, this is not a strike, this is an informational picketing. in the east bay you may run into teachers off campus as they picket around the community from the grocery store to sports plexes, to education offices. this is video from when dublin teachers held the same sort of informational picket in january after they had a strike authorization vote. their union, dublin teachers association, is joining forces with 20 other teachers unions to push for better contracts. dublin and pleasanton teachers are closest to an actual strike, but educators and supporters from other unions are joining them because they're not too far

behind. teachers say they want pay that keeps up with inflation, they want better working conditions for themselves and better learning conditions for their students, things like smaller class sizes. now, in a prior statement, the dublin unified superintendent sent us a statement saying, in part, since the 2018/19 school year, we have increased salaries by more than 19% for dta unit members. we have also dramatically increased our contributions to cover our employees' medical costs. now, the '21 california teachers association chapters are united under the umbrella of the east bay coalition for students' success. they will be picketing starting at 3:30 this afternoon, you may see them from education offices, at a safeway store, a bevmo store and several intersections where drivers are going by.

things are getting serious for pittsburg and dublin where teachers say they are ready to walk off the job. in january the dublin teachers association claimed that the district violated state law in allegedly retaliating against a union leader. >> kris, thank you. well, now to decision 2024, and the race to fill dianne feinstein's senate seat. the top four candidates last night wrapping up their final debate before next month's primary. now, it took place in hollywood, aired right here on nbc bay area. three democrats took the stage, adam schiff, katie porter and east bay congresswoman barbara lee. former baseball star steve garvey is the lone republican. while things remained mostly civil, the topics at times led to tense exchanges, including this one involving schiff and porter. >> look, i'm different than representative schiff. he's taken corporate pac checks from bp, from socal gas, and these are household names. they are polluters.

so people can count on me to do washington differently and deliver the climate change we have been waiting for for so long. >> i don't think representative porter has been fully clear about her own record of taking thousands of dollars from people in the oil industry, thousands from wall street bankers, thousands from people in the pharma industry. the problem with purity tests as representative porter likes to establish is invariably the people establishing them don't meet them. what californians want is someone that can get things done. >> now, the debate touched on a range of topics including immigration, climate change and artificial intelligence. the war in the middle east also came up. here is rapid fire yes or no part of that debate. >> would you vote for a resolution that says israel has to impose an immediate cease-fire right now, no conditions, end the war? songwoman lee? >> yes. >> mr. schiff. >> no. >> mrs. porter. >> no. >> mr. garvey.

>> no. >> at this time schiff is leading in the polls. a new poll published gives schiff a 28% support from the votes there, and garvey in second with 22%. porter and lee are trailing behind. remember, the top two vote getters, no matter the party, advance to the november general election. 5:35 right now. the recent success of new hov toll lane on the peninsula accelerating expansion plans. the lanes opened last spring on highway 101. the san mateo daily journal reports the added revenues from the lanes have been coming in at a higher level than expected and now talks are moving forward about expanding the hov lanes further toward san francisco. an environmental impact review is under way but so far there's no timetable. we have continuing coverage of the niles canyon road closure. it is expected to stay closed until at least friday. the road stretches between fremont and sunol on highway 84,

and crews were working to repair it after the collapse monday morning. that's when a huge chunk of the road slid into a nearby creek. caltrans says that it happened after the ground underneath gave way during recent storms. crews will assess the highway on friday and decide whether it's safe to reopen. to a live look at i-80 at donner summit where there's a lot of snow in the sierra. it's a popular week to head to tahoe since a lot of schools are on break for ski week, but it hasn't been easy to get there, and if you're there coming home could be tough. chain controls remain in effect for 80, but not for highway 50. good news for our snowpack. the snow lab sharing this video showing the snow falling there. now let's check in with meteorologist kari hall. you've been keeping tabs on the snow totals. >> yeah, it's been amazing that the central sierra snow lab can post that video because they've been dealing with power outages, and they're, like, hey, does anybody have a generator?

we can see the trees weighed down by heavy snow as we take a live look this morning. i wanted to compare the snowpack from january 1st when it was on average only at 28% of its normal amount. now we are at 85% of normal, so huge progress here over the past several weeks with all of the snow that's been coming down. in the northern sierra, we are almost to our normal amount, and now the winter weather advisory that we have in effect for the sierra will be allowed to expire at 10:00 this morning. so within the next few hours some additional light snow, but we're not expecting anything that will really add on top of the heavy center snowfall totals we've had. we're watching rain here in the bay area and i'll talk more about that. cinthia, you've been monitoring b.a.r.t. this morning. >> yeah, because along with those light showers you're talking about, they're just warning people, they're running trains at a little bit of slower speeds and they want you to watch your step as you make your

way to the platform. the rest of the bay area, no alerts to warn you off. let's look at what's going on around the bay area. tomorrow chase center, some traffic along 280, people getting to chase center for the lakers and warriors game tomorrow night at 7:00 p.m. and then we're also going to stay in san francisco for this weekend's big chinese new year parade, so you'll find some local traffic around market. this is going to start around 5:15 saturday afternoon, around market, 2nd, kearny and jackson. so a lot of streets that are going to be blocked as people go out and celebrate chinese new year. how about we head down south to santa cruz? we have the clam chowder cookoff, this is going to happen rain or shine this weekend, saturday and sunday in santa cruz. so getting there from highway 9, 17, or along highway 1, there could be some traffic as people could be some traffic as people go into the area.

the number three and four lanes, so there's some heavy flooding there. people are slowing down and driving carefully. we'll see how this impacts the rest of the buildup here in the south bay and look for any more rain and fog issues throughout the bay area. >> we'll check back with you. 5:42 right now. only on nbc bay area, the daughter of a new york woman who was brutally attacked in a shocking hate crime is working to help others across the country. this comes as the suspect returns to court today. "today in the bay"'s ginger conejero saab joins us live. ginger, you spoke with the victim's daughter. what is she saying? >> reporter: laura, her mother was attacked three years ago when she was on her way to church, the incident was caught on surveillance video and we want to warn you it is disturbing. now, that incident highlighted the rise in anti-asian hate crimes during the pandemic. according to the manhattan district attorney, her attacker yelled, quote, you don't belong

here, you asian, before pushing her to the ground. three years and a conviction later, vilma and her daughter, liz, will hope to close a difficult part in this experience as they await the sentencing today of her attacker, brandon elliot. he has been found guilty of one count of assault in the first degree as a hate crime and is due in court for sentencing this afternoon. liz tells me the past three years have been a roller coaster. her mom has healed physically, but it's the trauma that still lingers and might linger for a long time. >> for the last three years we've had to really remember every single detail that took place in preparation for that. so now it will truly be a moment where we can close one chapter and open the next and focus on our healing and also trying to help heal a community that's so much larger than all of us. >> reporter: healing that community is happening through liz's nonprofit, aapi i long. it was born from the outpouring

of support and love from strangers after her mom's attack. that was the motivation to begin this platform where people can anonymously share their stories of racism, discrimination, or even just relate to vilma and her family. >> just to really understand what we saw from our side, a lot of these stories, unfortunately, were very repetitious, and all of us are going through similar challenges in a way, but we never talk about it. >> reporter: despite ongoing advocacy and legislation to combat anti-asian racism, an ap poll from last year shows one in three u.s. asians and pacific islanders faced racial abuse. at 6:30, we'll take a look at the statistics in the bay area, what those latest numbers look like, specifically for san francisco. if you want to learn more about aapi i belong, you can find out more on our website, nbcbayarea.com. >> what a great platform for people to share.

smirnov who had been pedaling a story about joe biden and hunter biden and burisma. the fbi says he lied and lying to the tbi is a crime. this doesn't get the president's son out of his case with taxes and the firearms form. those have nothing to do with business dealings with his dad. business dealings, it turns out, never happened. smirnov met with what the indictment calls officials associated with russian intelligence, who, according to the indictment, passed some of the fake story about the bidens and burisma to smirnov, which he then passed on to the fbi. now, republicans used some of those accusations in their short lived attempt to draw up impeachment actions against president biden. here is senator chuck grassley quoting the lies the witness we now know as smirnov told the fbi. >> this fbi generated document

grand piano. the event includes two live auctions in new york city. one kicks off tonight. six online auctions are currently under way. christie's expects sales to exceed $10 million. some of that artwork, i can't afford it. you never know. >> you never know. kari has a look at our forecast for today. we're going to see the rain clear out? >> for a little bit. i think there still will be lingering showers, but definitely not as much as yesterday. so that's good news. we're making some progress. and we will be watching out for fog this morning, spotty rain for the afternoon. now, tomorrow we are completely dry, much more sunshine, and slightly warmer temperatures. as we go into the weekend, saturday is your day to get outside. it's going to be beautiful. we're heading up to about 70 degrees and we'll see dry weather, but then the rain chances come back possibly on sunday into early next week. as we take a look at the wide

view and what's happening across the region, we can see there's still a lot of rain across southern california. they're still getting hammered with heavy rainfall. here we're seeing the chance of rain for today, pop-up showers mainly in the north bay around noon, but then moving into parts of the east bay, and really anywhere we could see a pop-up shower or two, but it won't be nearly as widespread or heavy as yesterday afternoon. and our temperatures will reach up to the upper 50s, low 60s. this is a little cooler than normal. it does get slightly warmer tomorrow with san jose up to 66 degrees, 62 in dublin and 60 in novato. on friday, look at that, it's going to be nice with mid to upper 60s, and we're also continuing with the break in the rain. looking ahead, we've been watching a storm system off the coast that will be nearby for the weekend, but staying away from the bay area. it's going to be clear, sunny for at least saturday, but then we do start to see some of that rain reaching closer to the

central coast and possibly toward the bay area on sunday. but definitely next week we're going to see things changing and colder temperatures coming in, with a cold front that will bring us from 70 on saturday to 60 on monday. and we'll also have rain chances coming back up for monday, possibly into tuesday. but as of now it does look dry. then looking at a slight chance of showers in san francisco today, upper 50s. but then low 60s and a mix of sun and clouds into the weekend as well as sunday. cinthia, you've been watching some issues and now flooding in the south bay? >> yeah, and we can really see the backup because of that roadway flooding, right here on our camera in san jose. so this is northbound 101, cars are slowing down, possibly moving on because the number three and number four lanes are being impacted with the recent rain we've had. so we see the buildup here right before you get to the airport. if you want to avoid this altogether, you could continue on into 680 or go onto 280 and then eventually make your way

through santa clara and connect onto highway 101. another issue we've seen from the rain is this small minor rockslide down on 17, going the southbound direction, right before you get to the cats. there was a car that hit some of that debris, had to go off to the side and deal with a flat tire issue. all of these changes from the weather, we're going to continue to monitor. here is another shot, 580 in dublin, visibility impacted. the bay bridge metering lights have come on, we can see the buildup. it's looking a little slick on the roadways and there is some fog also to deal with as you make your way into san francisco. back to you. >> thanks, cinthia. well, happening now for you, san francisco transit leaders will keep a protected bike lane in place through the rest of the year. this is along the valencia street median between 15th and 23rd. the bike lane was created as part of a recent pilot program but some businesses have
