this case against the armorer. >> reporter: in charge of safety, training, on set of this film, investigators are painting a picture that she was inexperienced and also potentially on drugs and that led to lapse in judgments that ultimately resulted in halayna hutchinson's death. more ed of possibly who brought those live rounds on set and ultimately were loaded into that prop gun that alec bad wynn was holding. evidence tampering not concerning the gun but actually with cocaine that she allegedly brought on set and handed to another co-worker to avoid investigators finding out. if convicted she could face up to three years in prison. >> danny, you've said here before that you thought the

charges that were brought against alec baldwin were a bad decision, what do you make of this case? >> it's a stronger case, hardly a slam dunk, but obviously with hannah it's totally different analysis this is one of the people who didn't have responsibility for firearms on the set, but expect her defense to point the finger to other people in the chain of command. in connection with this shooting. other people in the chain of command the production manager, alec baldwin himself, the biggest point of finger will be an empty chair. at an empty chair and that empty chair is the person who brought live ammunition on set, why didn't the state go look for that person? why aren't they burning any calories trying to track down who that criminal is. the point is, that's going to be

dual citizen back in 2021. being held on the suspicion of treason. the white house now urging all americans in russia including dual nationals to leave right now. >> let's get to kelly o'donnell, the what do we know about her whereabouts and what is being done to secure her release in. >> reporter: very limited information at this point the u.s. is urging anyone who has american citizenship, inside russia, to leave the country out of concern that this kind of situation and arrest and being outside the reach of the american government is a potential harm. and we don't have numbers on how many individuals that is, because united states doesn't require americans traveling abroad to check in. they're concerned about their future and the potential harm she would face in russian

take years for some places to fully recover. >> reporter: it's finally dry here. l.a. has seen a foot of rain over this past month. the damage from this storm, some areas could see in next few days could see in the years to come, this is a historic chapel, cliffside chapel since the 1950s, popular wedding venue featured on the o.c., 90210, it's closed indefinitely because of structural damage from shifting land. i want to show you the damage here. tarps covering the pews to protect them from the water. iconic part of thischapel, beautiful glass windows they're at risk of shattering we're told because of the landslide near here. over here, how much the ground has moved. you can see the cracks in the foundation, the pipes are showing and here this door, it won't even touch the jamb anymore. a few inches because of how much

here's the forecast for the next couple of days, look great. friday, fantastic. lots of sunshine, drying things out, that's all good. saturday, most of the west coast, no problems, by sunday the next storm moves in. not during the day but more sunday night, pacific northwest gets moisture as we go through sunday night. sunday night into monday is the next rain event it doesn't look like an atmospheric river event. quarter to maybe half inch of rain in this region. there's no big huge storms coming in behind this one. at least for the next seven days things will calm down and dry things out. hillsides are saturated. they can't take anything more. >> bill karins, thank you. well, if you're one of the more than 40 million americans with student loan debt, listen up. >> the biden administration just announced it will forgive $1.2

billion dollars in student loans and that will apply to about 150,000 borrowers who are enrolled in the government's repayment plan. >> brian cheung is here to walk us through it. first off, who's eligible for this and what should they know in. >> anyone enrolled in the save plan. they have to be in repayment for ten-plus years and the loan they took out for that student debt has to be $12,000 or less. provision for every $1,000 above that 12,000 threshold they would be eligible for this with another year of repayment. $13,000, 11 years instead of ten years. 153,000 borrowers according to the biden administration. >> 12,000 seems like a low number for a lot of people, lot

of people have a lot of student loan debt, what about them? >> again it will depend on what type of plan to repay it. they're hoping to have more people enroll in this save plan, after 25 years would allow forgiveness of the remaining amounts. again, what's being announced today isn't going to be a wholesale forgiveness, you just graduated this is not for you these plans over the long run could offer some forgiveness. >> you toucheden it, if someone is not enrolled in that save plan and they do it today would they be eligible for this. >> if they hit the other threshold. >> reporter: politics comes into play here, too. if this election goes one way or -- >> politics is the reason why this is happening in first place, because the biden plan was to forgive 43 million borrowers' worth of debt. about $44 billion.

and its refill reminder light means i'll never miss a day of freshness. ♪ this is "the fast forward" on nbc news daily. i'm chris chmura. we begin with violence on oakland's streets. a security guard was shot overnight in a robbery. this taking place as it is what it is smoke shop. according to the mercury news, two men made off with cash and got into a vehicle. the guard did manage to shoot at the pair before they took off. the guard was taken to the hospital and is reportedly expected to survive. oakland has a multimillion dollar grant to spent. bob redell tells us how they plan to spend the money. >> reporter: they have awarded a

$3.5 million grant to the city of oakland to help them expand their safety ambassador mediator program in the downtown area and chinatown. this is to help combat crime, which has been a well documented problem here in oakland. this money will be used in conjunction with a community-based organization called family bridges which will help expand the mediator program. the community mediators are trained to help deescalate calls that are non-emergency, not medical. they free up emts and police officers so they can handle the more serious situations. here is the mayor of oakland who just spoke during a news conference. >> traffic safen it a vehicle theft requirement the involvement of our police officers. i want to thank opd for the great job that they are continuing to do. >> reporter: there were several demonstrators who showed up in the downtown. they are trying to get the mayor

recalled because they don't think she's doing a good job. there was a disruption when the mayor spoke when one of her supporters got into a physical confrontation with a demonstrator. police did show up. we did not see anyone get arrested. this money comes from the c.r.i.s.e.s. grant. you can see on your screen, oakland and family bridges received just over $3.5 million. there's also the county of marin health and human sfrss along with the marin county cooperation team, they received around $1.3 million. here in oakland, bob redell, nbc bay area news. >> thanks. here are other stories. the antioch police department is turning the page with a new police chef. president biden will touch down in san francisco in a matter of hours. he will arrive just after 3:00

this afternoon. he is in the middle of a fund-raising spriblt for his campaign here in california. biden is expected to attend two campaign event snz san francisco. one co-hosted by nancy pelosi. he will attend another fund-raiser tomorrow. he will then head back to the white house. state regular lartz are suspending waymo's request to operate in san mateo and los angeles counties. it follows the injury of one cyclist in san francisco and some local leaders expressing safety concerns. the ex -- the suspension starts today and could last 120 days. it has no affect on waymo's current services. antioch has a new interim police chef. his first day is monday. they approved a new commission after a text messaging scandal in the police department. after a few stormy days, i think a lot of us hope there are

last night if four candidates held their final debate before voters cast their ballots in the candidacy. the candidates inchewed a republican who's also a former los angeles dodgers baseball player, as well as three current democratic members of congress. steve patterson is tracking this whole thing for us. steve, explain how the primary process works in california for us and why are three democrats going up against one republican in a primary. >> reporter: one of those jungle primaries, kate, a morn pit of candidates regardless of party affiliation -- you hear sirens -- candidates trying to vie for two spots. if one of the top two getters in march you move on to a runoff in november. which is really shaping the narrative of this whole race. right now, adam schiff is the

front-runner, he's up 28% in the latest polling. the second-place person is steve garvey, legendary former dodger who's a really political novice, the political tactics that a lot of pundits is that adam chif is targeting garvey with campaign ads to raise his status in the race so he can have an easier runoff general election for a few reasons, consolidate the republicans' electorate around garvey which is great for garvey. you have to remember the republican electorate is 1 to 2 to democrats in this state, that's the tactic that a lot of people say is being used. going back to their pool of candidates and issues that are important to them. >> the answer is not paying
