emergency calling. this is "today in the bay." here we go. thursday morning, 5:00 right now. thank you for starting your morning with us. i am laura garcia. i am marcus washington. we want to start with the breaking news this morning. the massive outage affecting cell phone users overnight. >> bob redell was one of those impacted and is joining us. >> reporter: we do believe this was a disruption caused on the at&t network. it happened at 1:15 this morning, and i checked the time on my phone, and i had an sos bar and did a reset and it was still there. others in the news room had a

similar experience. my father has two phones and lives in florida, and his iphone 14 is still up and running, and the iphone 15 is showing the sos. at 4:00 this morning, the outages happened in los angeles, houston, chicago, miami and other major cities in the u.s. my brother who lives near miami, he did not have any outages. i have my service back, but it's not clear what the status is in other parts of the country. san francisco department of emergency management sent out a message advised people needing

emergency assistance to use a landline or a friend who has another carrier service. >> thank you very much, bob. we first alerted you about the outage with a push alert. turning now to the forecast, meteorologist, kari hall, is tracking what we can expect weather-wise. >> we are starting out with fog in the north bay. once again, very low visibility. novato is at zero right now, and napa is only quarter of a mile. elsewhere visibility is pretty good. we are not seeing as much of the

widespread fog. throughout the day it will be more sunny. our temperatures warm up from 44 degrees to low 60s today. we will see slightly warmer temperatures all around the bay area. let's check in with cinthia now on how the roads are moving. >> it's the only car involved in the situation, northbound 101 in petaluma, and there's a small diesel spill, but it looks like crews are handling this. you are limited to one lane over there. this is the counter commute direction. we will go in towards the heart of the bay. there's a crash eastbound on the bay bridge right there, and we are seeing that the cars have moved on to the right-hand side. that problem being situated. and that one cleared out with the cesar chavez street, and we

will be back. >> thank you. part of president biden's swing is through the west coast, and he's heading to los altos hills at a fundraiser and departs for the white house tonight. a certain group not completely thrilled with the president's visit. today in the bay's sin grand jury has more on the demonstration clouding his trip. she will join us coming up in about 30 minutes. on the other side of the aisle, the final push, nikki haley is crisscrossing south carolina. what are voters telling you about this race -- wow, beautiful behind you as well. >> reporter: yeah, beautiful

here in charleston, south carolina. voters i spoke with, they say they are focused on where these two candidates stand on the issues. nikki haley continues to trail former president trump here in her own home state. the road to the white house running through south carolina. former president trump and former u.n. ambassador, nikki haley -- >> we don't anoint kings in america. we have elections. the people in south carolina deserve the right to vote. >> i am leading with young voters by a lot. >> polls show haley trails the gop frontrunner in her own home state despite once serving as governor. >> i am sure electability is

also an element as to why she's not seen as a contender. >> some voters tell me they have concerns about the former president ranging from his indictments and his stance on issues like the right to abortion and foreign policy. >> debates are very important, because we need to know who the candidates are, what they stand for. we don't know what he stands for except for himself. when it comes to nikki haley, she's driving the issues and putting them to the forefront. i would have to give her credit for that. >> it's a fierce fight for the republican nomination. >> make your voices heard. >> despite losses to trump in the iowa caucuses and the new hampshire primary, haley vows to stay in the case regardless of the results here in south carolina. and in an effort to close the

gap with trump, there are some of those that did not vote in the primary, and they can only participate in one primary at a time. >> interesting to see how it all plays out. thank you. back here in california, voters are already sending in mail-in ballots. they are estimating between 50 and 60% voter turnout this election. this, they say, is about 80% of the voters that will be voting by mail. they recommend to sign up for where's my ballot. >> put in your phone number, and

up the road between sunol and fremont. and part of the road collapsed during the height of monday's storm. meteorologist, kari hall, is joining us with more on some of the temperatures you can expect in the city today. >> we are starting out with temperatures in the low 50s as you get heady to head out the door. maybe a warmer jacket. as we go throughout the day, we will see temperatures go from the low 50s to mid-50s at noon, and then up to 59 degrees. it will be nice and sunny as we go throughout the day. expect low clouds early this morning, patches of fog, and then as we go towards the afternoon, it will be clearing, a breezy wind and a pleasant day ahead. we will see more pleasant days head into the weekend. let's check in with cinthia with a look at the gas prices. >> maybe you want to fill up the

good thursday morning to you. it's now 5:14. as we take a look at our day planner for gilroy, it's going to be a chilly start for temperatures in the low to mid-40s. with all of the sunshine it warms up and will shape up to be a nice day. we're hitting the low 60s. we have warmer temperatures

faith in one of the best performing companies in the u.s. they shouldn't have. the santa clara-based chip company once again knocked it out of the park. i would like to talk about the results. the ceo said its products were in such demand it has staffers trying to decide who to sell the chips to. if somebody is building a datacenter and if they are not ready, they will sell the chips to somebody else. if you don't care about the silicon in silicon valley, you don't care about the ai. nvidia is one of the biggest stories ever. waymo will not be allowed to drive its cars for now in san

mateo county. the cars operate in san francisco and parts of the l.a. basin. we got the notes from the fed about their last interest rate meeting. the minutes show most of the governors that effect the decisions in your financial life are not ready for a rate cut anytime soon. we suspected that was the case. and reuters report google will pay ridit $60 million a year. some organizations like newspapers says google used it without payment. and the bbc reports users complain that google tried to make software that was so not racists it went overboard. for example, if you ask for a

>> she's giving $100,000 to the cal shakes north star fund. zendaya is an alum of the cal shakes conservatory program. nice to be giving back to her community. >> yes. finally, we are going to be so excited to see sunshine, not only today but the next few days. let's get a look at what to expect as you head out the door. temperatures in the mid-40s for walnut creek, but we are at 50 degrees for oakland and san francisco. we have low clouds and fog in the north bay, but then we are headed for 62 in livermore and dublin. slightly warmer for the south bay, with san josé up to 66 degrees. notice we warm up tomorrow and even more so on saturday with low 70s in some of our inland

valleys, and san josé heading for 73 degrees. san francisco will be in the upper 60s. let's take a look at our wide view and see if there's any storms coming in. the first thing you probably noticed is the big swirl of clouds in the storm system out in the pacific. let me show you how the models handle this. it shows it dipping further to the south and away from the bay area being blocked by high pressure. it's going to keep steering it away from us until that high pressure breaks down, and then we will see waves of rain coming in sunday and early next week, and that is going to give us not only rain but sierra snow and very chilly temperatures into the start of next week. it looks like it stays cold as the next storm system approaches next weekend. looking ahead to how much rain we may see. it's not a lot. next week in the blue, quarter

inch of rain or less. the areas in green are about a quarter inch to half inch of rain. there's not a big soaking here, but we are expecting a decent amount of snow for the sierra, up to a put, possibly closer to two feet next week and into the weekend. we're going to a high of 72 on saturday to 60 on monday once that cold front comes in. we will see rain in the forecast, and in san francisco, expect it to stay chilly there with temperatures in the low 60s into the weekend. cinthia, now you are tracking a crash in fremont. >> yeah, this is southbound 680, so those making their way to milpitas, and there's one or two lanes blocked now. once you get past the scene you are in the clear, sensors are good to go there. i want to return back up into

the north bay where fog may have been an issue with the overturned big rig. it's in the clearing stages, maybe half an hour or 45 minutes or so and there are a couple lanes blocked as they clean up the diesel spill. drive times are good up 101 to 280 or into parts of mountain view from san josé. preying on people with lost pets. area shelters are warning pet

a new warning for pet owners this morning. scammers are using the desperation for those searching for a pet to make money. they are calling from a phone name associated with the animal shelter. this happened to a woman where her aunt lost her dog, and she got a call on monday from the supposed shelter, and they said they had an injured animal and asked her to send the money for

treatment. thankfully money was never exchanged in lydia's case. sf animal care and control said it would never call you over the phone to ask for money. shelter workers said if you do get a call like this, call them during business hours and talk to a real representative to triple check. exciting news for the san diego zoo, they will get pandas over the summer. you may recall five years ago the san diego zoo had to return pandas china had loaned to them. >> i am very excited to have them back. by bringing in people to see the giant panda, we know that they will fall in love with this panda and hopefully they will take that love and put it into action for conservation to conserve the giant panda. >> three months ago the president of china raised hopes they would send pandas back.

i am marcus washington. i am laura garcia. let's start with a lack at the forecast. meteorologist, kari hall, is tracking what we can expect. nice day ahead. >> nice day ahead. we are getting closer to the weekend and we have sunshine. it's going to be a very nice next few days, but we are starting out with fog. you do have to leave a little bit earlier in the north bay as we are seeing the dense fog advisory in effect in novato, and down to a quarter mile visibility in napa. let's take a look at the current temperatures. in the upper 30s and low 40s, so a chilly start. it will be slightly warmer with the south bay temperatures headed for the mid-60s. in the north bay, expect novato to hit a high of 60 degrees. we will talk about this weekend and what is going on coming up. the fog, it might have caused this issue up there in petaluma.

we do have the northbound direction, and it's a overturned cement truck and no other cars involved here. we have the number one lane blocked there right now, so just be careful if you are coming the other direction, crews are cleaning up there. in parts of fremont, there's closures there and we are seeing the backup in the auto mall parkway area, and we did have a crash, 680 for those making down into parts of sunol or milpitas. a nationwide phone outage impacting people everywhere. the outage is said to be hitting at&t users the hardest, although some service has now been restored. other customers including t-mobile and u.s. cellular are also impacted. the companies are saying the outage is not on their end.

it started at 1:30 this morning. the san francisco fire department sending out an alert saying some people may not be able to use 911. customers can use a landline or get help from friends or family with working phones. president joe biden waking up in san francisco this morning. his visit, strictly business, and that's not stopping protesters trying to send a message. ginger conejero saab is live in san francisco. are we expecting the same today with the protesters? >> reporter: that's still up in the air, marcus. good morning to you. there have been three sizeable protests so far. the one last night even had some tense moments. a coalition of pro palestinian

groups marched through the pacific heights neighborhood calling for a cease-fire between israel and hamas, and police put up barricades to redirect the march. >> the protests to let the biden admin know this is not okay. >> president biden was in the pacific heights neighborhood to fundraise last night. the president came out swinging at the republican party saying it once had, quote, an american moral center but that seems to be lost. the president also zeroed in on the republican party frontrunner, donald trump, and saying about putin, we have that crazy sob -- moments ago we received more details on his

itinerary. he's set to depart san francisco around 12:30 and head to mountain view, and he will arrive at moffett federal airfield where he will head to a fundraiser in los altos. he is expected to leave the bay area around 4:00 this afternoon, so he will be on his way back to the white house by the end of the day. we will be monitoring throughout the morning and throughout the day. back to you. >> a busy day on all fronts. thank you, ginger. a man accused of shooting and killing his girlfriend's 3-year-old son is scheduled to be arraigned. that played out on tuesday, and ivan martinez alvarado died after being shot in his santa clara apartment unit. gomez is expected to appear in court to answer to murder charges. investigators say he was not related to the child but did

live at the home. so far they are not revealing a possible motive. oakland has been without a permanent chief for more than a year. next thursday the commission is organizing a special public forum expected to include potential replacement candidates. tensions meanwhile boiled over in oakland as the mayor was announcing new grants. >> oakland is pursuing a comprehensive -- a comprehensive -- >> a scuffle broke out between the mayor's supporters and people trying to recall her. one recall leader said he was punched in the face. police were called but no arrests were made. a catering contact to celebrate black heritage month turned into a lesson for one

bakery. it costs thousands of dollars. kris sanchez has that story. >> back on valentine's day, a week ago, a black owner got a sweet phone call, requesting a catering job for black history this week. they have been making pies since 2021, but started as a home business back in 2017. the owner says that after both sides agreed on a quote, exchanged an invoice via email for 4,000 pies this week, she got right to work, and staff has to work extra hours and she paid for rush delivery on those and declined at least three other catering jobs to accommodate the big tesla order. two days after taking the tesla job, the bakery owner was in bed

for the night and got a simple text message saying they were canceling the order. >> it felt like, we didn't matter, it's no big deal, you know, it's a transaction that didn't fan out. it's not like that, though, you know, i had to tell my staff, change your plan. >> she said she had done big jobs like this one with no trouble in the past, weddings, and company events, and she has a cancelation policy but now she's rethinking to make it more strict after this. i did reach out to tesla to ask what went wrong with the catering deal and whether they are going to compensate the bakery owner for her time and expenses, and they didn't get back to me but they did reach out to the bakery to make things right. at this point, what it is is

well as the bus and transit ferry service. >> if you want to weigh in, you can email public hearing at goldengate.org. a late hour deal appears to be reviving a large scale south bay plan. in 2021, san josé leaders approved plans for 3,500 housing units in a mixed space development at the berryessa flea market. now they are scaling back that project, significantly, about 75%. the councilman says the new deal with property owners locks in the original larger-scale program, and it includes creating a special property tax district to fund infrastructure

improvements. let's take a live look at san francisco on this foggy thursday morning. at least by the city this morning. kari has a look at our forecast. hopefully it will clear up this weekend for the big lunar celebration. >> yeah, we have the big lunar new year's parade happening in san francisco, and no matter what you are planning to do around the bay, it will be sunny. we are in the upper 60s in the city. of course, the parade starts to roll after sunset, so we will have temperatures dipping so make sure you have a jacket. rain is increasing on sunday, and it's going to be in the low 60s to start. as we head towards 4:00 is when we reach our high temperature. we will be at 69 degrees. on sunday you may want to wrap up your weekend in oakland with the black joy parade. that will start at 12:30 and go from temperatures in the upper 50s and sunny to seeing clouds increasing as we go into the day. we will reach into the mid-60s

visibility in the miles right now in novato. in napa, visibility at quarter of a mile. allow extra time to get to work this morning. starting out at 44 in walnut creek. san francisco, 57 degrees. take a look at the high for this afternoon. even though it's about the same in much of the north bay with a high of 60, and 62 in santa rosa. as you head down to the south bay, it will be slightly warmer. 68 in san martin tomorrow afternoon. napa in the mid-60s. we're going to see 70s in saturday's forecast. once again, we are staying dry as you see there at the bottom of the screen, but there will be rain ahead. let's talk about when that gets here. we can see the storm system off the coast. it looks so close. it's not heading due east. it's actually heading further south. with that track of the storm system, as it is blocked by high

pressure, for now we will keep the rain away from the bay area at least through saturday. then on sunday, as the high pressure moves east, we will see scattered showers late sunday night but continuing off and on next week. as the cold front drops down, it will bring in chilly temperatures for next week. our expected rainfall, it's not a lot. we are looking at quarter to half an inch of rainfall for the first part of next week. if you are like me, like, oh, 70s in the forecast, let's put away the sweaters -- not so fast. morgan hill, dropping down with more cold weather ahead. cinthia, you are at the bay bridge? >> yeah, the only fast lanes are the carpool lanes. let's get a look at the bay area
