from rain. we don't have a break from clouds and fog in the north bay. look at novato's visibility as you drive to work, only a quarter mile visibility. elsewhere it is mostly clear with temperatures a little cooler. dublin now at 40 degrees. it is 38 in sonoma, 49 in san mateo, and we are starting out with 40s across much of the bay area. gilroy will be at 45 degrees at 8:00, and notice the clouds that we'll see linger throughout the day, filtering the sunshine. we're still going to have a slightly warmer afternoon. we'll talk more about that in the weekend. cinthia has been tracking the roads and one issue in the east bay. >> we are going to go out to highway 4, the commute direction westbound. this was a crash at willow pass. it is slowing the sensors, we can see it picking up on yellows and oranges back to bay point. if you are in a rush, you could take bailey and connect onto concord boulevard and eventually get yourself back to highway 4 or 680. 680, southbound direction near walnut creek, as you make the

connection to highway 24, there is that semi truck that is stuck in the number four lane, heavy duty, so it's going to take a little bit. back to you. we are following breaking news this morning, and the u.s. following through with its threat to impose new sanctions against russia. this comes one week after the death of alexei navalny and on the eve of the two years since russia invaded ukraine. the white house says there are some 700 new sanctions being levied and about 600 involve the treasury and state departments. another 100 are being issued by commerce department. all are aimed at reducing russia's revenues and preventing its ability to build new weapons. yesterday in san francisco, president biden met with navalny's widow and their daughter. russia, by the way, is now saying that he died from natural causes. navalny's family is among many who believe he was murdered. making it in the bay may get easier for renters with plants. a san francisco assembly member

introduced a bill that would bar landlords from saying no to pets. >> kris sanchez is joining us with more. what would this mean for renters and property owners? >> it might be easier to find a place to rent if you with a pet, it's estimated about one out of three units will allow you to have a pet. so you know it's hard. you know that it will also cost you a lot of money. you'll have to pony up what is usually a pretty big pet deposit. california assemblyman who represents san francisco, matt haney, he wants to change that. he introduced a bill that would force landlords to consider pets on a case-by-case basis rather than just having a blanket no pets policy. landlords could still prohibit pets for what he calls reasonable reasons, and he says he's looking ahead to days where there is enough housing, but which people can't rent because of their pets. he doesn't want units sitting vacant because of that. our partners at telemundo talked with assemblyman haney about the high pet deposits that also can be a barrier to tenants who can make rent but can't afford to

put down thousands of dollars on the side. they also talked with this person, the spokesperson for the california apartment association, who points out that the bill at this point does not take into account situations where there's no access to a back yard or there are other tenants with allergies or other considerations. it also does not allow for an increase in security deposits meant to repair pet related damage. we know that even the best of pets sometimes can be a little rough on our homes. the bill is still very early in the process. it has to go to committee and be discussed there, and then it gets kind of manipulated and changed, and then it moves forward. they expect the first conversation about this in sacramento will be in march. >> interesting. it sees both sides of it at least. pet owners, but then you also have concern for your house. >> we know how we train our pets and not everybody trains their pets the same way. >> that's true. interesting. well, let's take a live look in san francisco on this friday morning -- actually this

afternoon, mayor london breed plans to deliver an update on the state of the city. the conversation will take place with nbc bay area's raj mathai. the discussion comes after the san francisco police commission announced a new policy this week instructing officers not to pull drivers over for certain minor traffic infractions. it also comes as the city hardware store now says it will escort customers one-on-one due to rampant shoplifting. a new poll released yesterday by the "chronicle" shows mayor london breed two percentage points behind former supervisor and one-time interim mayor mark farrell. tickets are required to tend in person, or watch online. in less than 24 hours, south carolinians will cast their vote in the state's republican primary. south carolina played a pivotal role in catapulting president joe biden to victory in 2020.

this year the state is in play once again as candidates work to win over voters. "today in the bay"'s brie jackson is live in charleston, south carolina this morning. so, brie, a lot of those campaigns now fighting for the support of the key demographic here, including black women, who are pretty much known as that reliable voter. >> reporter: that's right. good morning, marcus. i spoke with a group of black women here in charleston, south carolina, ahead of saturday's republican primary, and we had an open and honest discussion about issues heading into decision 2024. now, black women are a key voting bloc in south carolina, but they are far from a monolith. each one i spoke with voicing their own views about a variety of issues that drive them to the polls, while highlighting the importance of an open political discussion. >> someone my age may not have the same rights in terms of reproductive health that a generation before me had. >> table discussions like this

where we are comfortable and able to speak in laymen's terms to bring up issues, to get a little bit messy around the topics. >> we've got to vote. we have to vote. >> reporter: and despite dividing his time between the courtroom and the campaign trail, former president trump leads the state's former governor, nikki haley, by double digits heading into tomorrow's primary. tonight trump is scheduled to be the keynote speaker at the black conservative federation gala in columbia, south carolina. meanwhile, one of the women i spoke with, they say that -- she also points out that at 81, president biden's age is a concern for some voters heading into the upcoming general election. >> we've been hearing that, certainly on both sides, actually. brie jackson this morning, thank you. new at 6:00, a bay area charter boat company that also ferries visitors to alcatraz is filing for bankruptcy.

the horn blower group filed for chapter 11 this week, citing financial challenges made worse by the pandemic. the company is being acquired by a private equity firm which will reportedly restructure $1 billion in assets versus $1.2 billion in debt. customers are not expected to see any impact. the recent rain is causing many impacts across the state from power outages to flooding. just look at the streets in san francisco, this is earlier this week. but that weather also brought much needed rain for our reservoirs. meteorologist kari hall is taking a closer look at just how much water levels have increased. >> we've had so much rain recently, we wanted to check in to see how it has impacted our reservoirs, and let's take a look at some of those numbers. we have seen them going from about 30% to 40% of capacity, to now 87% of capacity for some of our larger reservoirs across northern california. that's the highest one.

good friday morning. it is 6:13. let's over to oakland with a look at how the day shapes up. we're starting out in the low 50s with a few peeks of sunshine, and then as we go throughout the day our highs head for the low 60s. it won't be all clear and sunny, but it does look sunny tomorrow as temperatures warm up even more. we'll talk about big changes ahead in our microclimate forecast. let's go to the richmond-san rafael bridge. it's a smooth ride after the toll plaza this morning with an under ten-minute drive as you make your way to marin county. the bay bridge about ten minutes because the metering lights have been on for almost an hour. over the san mateo bridge, a 12-minute ride. good morning. happy friday. there's just one story to start with and it's the bay area's nvidia. yes, i have been talking about this company all week, but this is the rest of the story.

nvidia stock rose so far, so fast thursday, it became the largest gain in overall net worth for a company in history, $277 billion. this is not what nvidia is worth. this is the amount of money its value increased in a single day. it's worth nearly $2 trillion. the santa clara company makes chips that are used in all kinds of things, but primarily lately artificial intelligence. the company reported its quarterly profits, that's what sparked the buying spree on the stock market. now, earlier this week nvidia's stock sank as people thought surely all those quarters of good news, this company cannot keep the party going, and they sold their stock. they were wrong. they were so very wrong. everybody makes mistakes, but selling nvidia earlier this week is going to be a big regret for some investors. reddit filed papers it needs to go public on the stock

market. if you don't use reddit, i urge you to try it. it's a message board about everything. there's a section for restaurants in san jose or maybe you like cats. maybe you only like calico cats. there's a section just for people who post recipes using peanut butter and jelly. to each his own. everybody marches to the beat of a different drummer. there is a drumming section as well. the problem for other websites, the information they have is being published by search engines right on the search engine site. you've done this, you type in movies near me in google, it might give you a link to cinemark. but right across the top of the google page you get all the movies and their times. a small website called celebrity net worth says search engines, artificial intelligence like chatgpt, are stealing information off their site and just displaying it on theirs. >> when that happened, it was a

wall that made it essentially impossible for a user to click through to our website, even if they really wanted to. they just had no idea it was from a website. and overnight our traffic dropped something like 60%. >> so you can see, you type in how much is this hollywood star worth and google says it's this much money. we're going to talk about it on "press here". it got the information from the site. the question is, if everything just appears there and you don't go to the site with the advertising, how are these sites going to survive? >> and then you won't have the information. >> yep. >> thanks, scott. this morning, gabby douglas' return to gymnastics is being delayed by covid. the athlete will miss saturday's winter cup gymnastics meet. she posted on our social media site saying she was crushed. back in 2012, olympic all-around

champion gabby douglas had hoped to compete tomorrow for the first time since the 2016 olympics. she announced she was back in the gym with her eye on a 2024 olympic bid. a list of athletes are out who are registered to compete in the winter cup this weekend. there are some heavy hitters on the list like suni lee and several women from the usa team from 2023. the competition will be held in kentucky. there's also several bay area athletes who are on the list, and this is myli lew, we have nola matthews, we also have tina sumanasekera. for the men, taylor burkhardt and brandon dane. nbc bay area is your home for the olympics. it all starts july 26th and we will bring you live coverage from paris on all of our local athletes as well, and much more. >> sounds fun. you know what's back?

baseball. the giants play their first spring game tomorrow in arizona. but new at 6:00, there's a brand new threat to a brewing controversy. the entire league is actually dealing with it. we're talking about the new uniforms players are wearing for the first time this year. last week complaints started with the jerseys looking a little bush league, according to some, and now problems have expanded to the pants, the white pants specifically. some are calling them a little see through. nike is behind the new uniforms. the company and the league both say they're trying to patch things up, stitch things up, so to speak. trending this morning, a very rare bloom in the bay. >> san francisco's california academy of sciences says that its corpse flower is poised to bloom in the next few days, so its name is mirage. the bloom is bringing tons of extra visitors out there. the bloom the early this season.

it smells similar to rotten fish, garlic, sweaty feet. let me take my shoe off and see. >> we don't need a bloom here. >> it can reach up to ten feet tall and will only stay that way for around three days once it blooms. you have a short time to smell something i'm sure you'll never forget. my feet smell quite nice, just so you know. >> they're like roses. you'll want to enjoy tomorrow because we will see some changes ahead, even on sunday it will get slightly cooler as we get some afternoon showers starting to move back into the bay area. take a look at our temperatures and where we're headed for today. 68 in san jose, 67 in cupertino and milpitas. for the east bay, up to 68 in hayward, 64 in vallejo and 64 in livermore and pleasanton. 60s for redwood city and up to 64 in downtown san francisco. in the outer sunset, 59 degrees. for the north bay, some mostly upper 60s. you'll see a high of 68 in santa rosa. here is the clouds that are approaching. so even though we do have a clear start, eventually we'll see clouds coming in. once again, no rain. we'll be watching this next area of clouds heading south. let's take a look at what we're expecting. all clear, beautiful, sunny, warm on saturday. then this storm system that's off the coast will start to move

its way back in with some rain as it gets drawn in by high pressure actually moving away from us. and then it will be wet as we go into late sunday into monday. actually, much cooler as well. so that's going to be the biggest change with what we'll see next week. not a lot of rain, about a quarter inch of rain or less for most of us. but then as we take a look at the sierra, there's expected to be about 1 to 4 inches of snow between monday and tuesday, but let me show you what may be ahead. i know this is really far out, looking at next weekend, but there's the possibility that we could see several feet of snow for the first of march. things could change between now and then, but, wow, it looks really heavy with the next storm system coming in. and next weekend may not look anything like what we'll see this weekend. so just a heads up that this weekend is looking much better than next, and we are going to also cool off. cinthia, you're tracking an ongoing issue on 680? >> yeah, this is the northbound

the side or a sticker, along with the lot number, which you might need later. you're looking for this hourglass icon, that is the expiration date. if the date next to the hourglass is passed, don't just toss the kit. let's see if the fda has extended the expiration date. checking takes a couple steps but they're easy. start by clicking this qr code that will take you to an fda list of tests. in the first column, scroll until you find your test manufacturer and type. two more steps, first, click the link that says updated expiration dates, then finally, look for the lot number of your test. you'll find that lot number on the sticker with the dates or printed somewhere on the box. many have been extended, but not all. if yours has been extended, consider writing the new expiration date on the box so you don't forget about it. if your test has expired, you can simply trash it. if you have other questions about your test, consider contacting the manufacturer.

kari. san francisco gearing up for one of its largest celebrations of the year, we're talking about the chinese new year parade. but this year there are also safety concerns. >> "today in the bay"'s ginger conejero saab joins us live in san francisco this morning. we're hearing exclusively from one chinatown business owner still trying to get over a recent scare. they're very cautious going into this next weekend. >> reporter: that's right, laura and marcus. our janelle wang sat down with that chinatown business owner, who talked about what he saw and experienced two weeks ago when san francisco's chinatown welcomed the chinese or the lunar new year with the pomp and circumstance that makes it world renowned. but then this happened. a waymo driverless car was vandalized and then set on fire. it happened on jackson street near the corner of the oldest bar in chinatown, which has been dubbed the neighborhood's cheers. red's place is a family business that has been a staple in

chinatown for decades. the man behind it is jerry chan, who says the tradition of running red's has been passed down to him. it's safe to assume that jerry has seen a lot, having run the bar for 15 years. what happened has disappointed him and raised concern. videos show a group of people who not only vandalized the waymo car, but set it on fire when someone threw a firework or fireworks inside of it. >> we don't want any outside hooligans to come into our community because that's not what we're about. we're thinking of having eight to ten people serving throughout chinatown, making sure everyone keeps it in a good manner. >> reporter: now, sfpd says more uniformed and plainclothes as far as will be out during the parade. the parade tomorrow will begin

federal court in connection to a series of lawsuits blaming him for social media addictions. zuckerberg is being named in about two dozen lawsuits which are a subset of a much larger number of legal claims filed by families and schools. he's seeking to avoid being held personally liable for actions at meta, simply because he's the ceo. any ruling favoring zuckerberg will dismiss him as a personal defendant but not impact the larger legal rules against him. critics argue it may open the door for similar lawsuits to be filed against other ceos. a surprise last-minute glitch for a's fans who tomorrow are holding their own do-it-yourself festival in oakland. a's fans still don't know if this will be the team's last season in oakland, but they did decide to hold their own fanfest at jack london square without the a's participation. now, organizers say that san leandro's drake's brewery is suddenly pulling out as a beer

sponsor. drake's also sells beer during the games at the coliseum, but insists it did not back out under pressure. good news here, five other local breweries steps in, joining others. tomorrow's event will feature live music, food trucks, former a's players who plan to sign autographs. we want to check on the weather and how conditions will be for those heading to the festival. meteorologist kari hall is tracking what we can expect out there. >> we are starting out with a live view of the sierra, taking a look at palisades tahoe, it is such a beautiful start. we are seeing a nice coating of fresh snow as we go into the weekend, we get a break from the snowfall and our temperatures warming up to 50 degrees this weekend. then by sunday it's also nice and clear, but those overnight temperatures in the low 20s. for a's fanfest we are going to see sunshine in oakland tomorrow, starting at 11:00, our temperatures will be in the low

60s, headed for the mid to upper 60s throughout the day. and keeping it in oakland on sunday for the black joy parade, that starts at 12:30, we're going to start out with a few clouds, temperatures in the mid-60s, and we will see the high up to about 64 degrees, with more clouds moving in. in san francisco, we talked about this, the chinese new year parade on saturday. we have high temperatures in the upper 60s, but then we are going to see it dropping down to about 50 degrees. so just have the jacket for the evening events, and then on sunday low 60s. your beach forecast is looking great with a mostly sunny sky, headed for the mid to upper 60s on saturday. i think that's the best day to go to the beach because we will see more clouds. watching out for a chance of rain on sunday as those temperatures drop. if your weekend plans take you to l.a., expect it to top out at about 70 degrees, low 70s for the weekend, but a little cooler as more clouds move in on sunday. cinthia, you've been watching the roads.

in, but we're going to have a nice and mild afternoon. warmer tomorrow, but then things change starting on sunday. and things definitely changed over here on the bay bridge, follow with me as they go on, trying to get into san francisco. there is a crash now just before you get to the tunnel. so we're seeing that backup right around mid span, and the approach to the bay bridge right now is fine, but you're going to have to deal with this issue once you get past the metering lights. the u.s. is slapping new sanctions on russia in response to the death of alexei navalny. >> scott mcgrew joins us. many are wondering, what's even left to sanction? >> exactly right. they did come up with new ones. the white house tells us there are more than 700 names and organizations on this new list. now, what the u.s. didn't do today, but could in the future, is confiscate russian bank assets we froze at the start of the war, about $300 billion.

the u.s. could give it to ukraine, but we did not take that step this morning. navalny, the leader of the opposition party in russia who was jailed by the kremlin in a prison north of the arctic circle, earlier this week the russian government reported he had suddenly collapsed and died. u.s. allies, including great britain and the european union, have also announced new sanctions, sanctions on top of sanctions, put in place after the russian invasion of ukraine. and yet russia reports its gdp is growing, not shrinking. that's because three countries, brazil, china and india, are not sanctioning russia and buying lots of cheap russian oil, much to the west's frustration. president biden met with navalny's wife and daughter yesterday in california. mr. biden spoke later about yulia's strength, praised her announcement they would pick up her husband's fight against corruption. >> navalny's mother is in russia near the prison. she says she has been allowed to see her son's body but russian officials will not hand it over. she says the russian government is planning a secret burial. she wants custody of the body. navalny was to run against putin in the next russian election. the russian government says he died of natural causes at age 47. most people suspect he was poisoned for the second time. putin's enemies often run into unfortunate circumstances. these three officials, all of whom were critics of putin, unexpectedly fell out of windows at great heights. one of them died at the hospital because the window he fell out of was at a hospital. there's a bit of unusualness here at home. alexander smirnov, the man who the fbi says lied to them about the bidens, has been arrested again. this is video of him coming out of court earlier this week. sources close to the matter say he was arrested in las vegas while meeting with his legal team. here is the warrant.

house. steve, what was the inspiration, what was the cocktail napkin moment? >> we knew if we were doing something an ode to the south bay, you start with two things, a circuit board and winchester mystery house. >> you've done this concept before in san francisco and denver, it obviously worked. what makes you think bringing it here to downtown san jose is the right thing? >> i really feel that san jose is underserved in these immersive experiences. >> a tribute to duck hunt, the video game. >> exactly. this is a perfect place for us to really show what we can do. there's a lot of tech stuff here and a lot of what we've built is quite techie. it's also meant to be physical, like kinetic sculptures. >> you've got the observatory right here. i want to show you around the corner, captain nemo's submarine, a tribute to the hockey team, of course i'm referring to the san jose sharks. and it opens up.

we are also going to be warming up. even this view is much clearer than it was yesterday where we were seeing a lot of low clouds draped over the golden gate bridge. we are still watching fog in the north bay around novato, but that's the main trouble spot here. you may want to slow down and allow extra time. elsewhere, it is clear. as we get started, we're heading out to some clear skies, but high clouds will filter the sunshine today. our temperatures are warming up. tomorrow will be a beautiful day. i mean, sunshine, highs in the 70s. it's been a while since we've had a day like that. even on sunday it starts to change, with slightly cooler temperatures, more clouds, and a chance of showers moving in late on sunday. getting a look at these temperatures that are going to be in the mid to upper 60s today, and then tomorrow up to 73 in san jose, los gatos, and even 73 in santa rosa, and then on sunday it's a little bit lower, but not too bad just yet. we're starting to see those

clouds moving in from the south. here is the system we're watching that will be moving in, and eventually having an influence on our weather. but saturday, once again, it looks great. clear but then the clouds and then eventually the rain will start to return to the central coast and the bay area on late sunday night into monday. the biggest change, though, for us will be the temperatures dropping drastically. potentially a bigger storm system coming in for the end of next week into next weekend. so that's the heads up to enjoy this weekend because next weekend is looking a lot different. we're not expecting a lot of rain initially, about a half inch of rain or less, some of the higher rainfall totals will be along the coastline. for the sierra, we're looking at about 1 to 4 inches of snow between monday and tuesday. but i want to show you what may potentially be ahead for next weekend. maybe miracle march, we could see a big amount of snowfall for the sierra. but we are still far out, things could change between now and

then. but some of our models are putting down about 80 inches of snowfall for next weekend. so we're looking at, once again, big changes, going from low 70s and sunshine to only 60 on monday. and it's going to be chilly throughout much of next week. cinthia, we're looking at a crash on the bay bridge. >> we can really see the pile-up right there as you make your way into san francisco, or at least try to. a lot of taillights as we do have a crash mid span, so this is just right before the tunnel there. we're seeing the traffic building up at this hour on what should have been friday light. but most of that commute is going to start to pile up back into the metering lights as well. we do have the number four lane blocked. it's going to be a slow ride into san francisco. back to you. >> thank you very much. happening now, a portion of niles canyon road in sunol is back open, with one-way traffic controls. the road located between old canyon road and main street. it reopened yesterday afternoon after crews finally got a chance to assess it.
