san jose bakery owner who was done wrong by tesla, but now doing right. also, improving pedestrian safety. the key changes one south bay neighborhood is looking to make to help improve safety. this is "today in the bay." this is monday morning. you're welcome. thanks for joining us. hope you're coming off a great weekend. i'm laura garcia. >> i'm marcus washington. we'll get a look at the commute with mike in a bit. welcome back to you as well. let's talk about the weather, meteorologist kari hall is tracking it. >> it was so nice this weekend and we have a cold front approaching that's going to bring in scattered showers and much cooler temperatures. we take a live look outside in san francisco, a few spotty showers today and tomorrow morning it's going to be much colder once the front passes. we are going to see our temperatures dropping and then we will have some more active weather as we head closer to the

weekend, and watching a storm system by the end of the week. but as we take a look at the wide view, we are seeing that cold front dipping in from the north, and a lot of clouds and a few spotty showers to the south. so we are going to need the umbrellas at some point today, but not all of us seeing rain. it's going to be very hit or miss, and continuing late morning into the early afternoon. so we'll get a closer look at this. mike, you're already tracking a crash on the peninsula. >> this is just north of the airport, south 101. you see slowing approaching the oyster point area. there are three cars pretty banged up. no word on the people involved. doesn't sound like there are any major injuries for drivers or passengers. 280 very clear, the entire peninsula aside from that one section clear. we have traffic control for highway 84, that's going on through niles canyon. we also have 92, the san mateo bridge, crystal clear right now. back to you. >> thank you very much.

we do begin this hour with breaking news in the east bay. people in one san pablo neighborhood are being warned to stay in their homes. the police department issued a lockdown order near heather drive and rachel road. we have a live look at the corner of san pablo, the area currently blocked off. everyone is being advised to close and lock all windows and doors and avoid using 911 unless it's an extreme emergency. we do have a crew on scene gathering information. bob redell will join us live with an update in our next half hour. also breaking at this hour, a big political leadership shakeup more than a week before super tuesday. the head of the republican national committee stepping down. "today in the bay"'s alice barr is live in washington this morning with us. okay, alice, let's talk about this. ronna mcdaniel making that big announcement. this is not immediate.

>> reporter: no. good morning, marcus. mack daniel's announcement comes following speculation, she is going to be resigning effective next month. it comes after former president trump endorsed a new slate of leaders to direct the party, less than two weeks ago mr. trump endorsed north carolina gop chairman michael watley to be the rnc's next chair. in a statement, mcdaniel said it had been an honor and privilege to serve as chairwoman for seven years. trump hand-picked her after the 2016 election to serve in the role, the second woman ever to do so. criticism of mcdaniel's leadership had focused on fundraising and grassroots efforts, and the party's latest disclosure with the federal election commission found a cash crunch with the rnc having about half as much money in the bank as the democratic national

committee. >> when you talk about that, no big surprise because this all comes after over the weekend trump winning big in south carolina. no surprise there with that big win. >> reporter: right. and it was significant in that this came in nikki haley's home state, his one remaining republican rival. he beat haley by 20 points there in south carolina. she served as south carolina's governor from 2011 to 2017, a total of 50 delegates were on the line, split between the statewide winner, mr. trump in this case, and the winner of each congressional district. trump takes home 37, nikki haley 3. the former president has come in first in every single nominating contest so far. we want to zoom out a little more to the general election, some of the issues we'll be seeing. polls show that the border and immigration are a major issue among voters and a key vulnerability for president biden. the biden campaign is out in a

new ad attacking former president trump for sabotaging a bipartisan border bill, accusing him of that, showing him answering a question about the issue during a fox news town hall. three u.s. officials tell nbc news the biden administration is considering new actions to make it tougher for migrants to claim asylum. the trump campaign has released its own 30-second ad attacking the biden administration on the issue of immigration. now, tomorrow president biden is set to host the top four congressional leaders at the white house to talk about more money for ukraine and other allies, as well as trying to stave off another looming government shutdown, and this all comes against the backdrop of super tuesday coming up a week from tomorrow, with more than a dozen nominating contests on the line. >> a lot to follow, and haley living by the saying, it ain't over until it's over. alice barr this morning in

washington, thank you. as the clock ticks down to the march primary, stay with us for the latest. just point your phone to the qr code on your screen. it's going to take you to our elections page, nbcbayarea.com. really going to be a great resource for the information you need, as well as how you can cast your ballot and races to watch. one of the most dangerous roads in san jose is set for major safety improvements, king road stretching six miles from berryessa to east capitol expressway. in the past five years eight people have died, 21 have been injured on the road. now the city's transportation department wants to implement new safety measures. these include wider sidewalks, more bike lanes and bus stops, as well as green space for the community. today two community forums are happening, one on south sunset avenue from 5:30 to 6:30. the other at hubbard media arts academy from 7:00 to 8:30. the plan is anticipated to be

complete in april. a sweet ending to a saga which pitted a install business owner against silicon valley giant. you might remember our story about the owner of the giving pies who felt stiffed over accepting a contract with tesla. >> "today in the bay"'s kris sanchez joins us with elon musk's personal promise now to make good and whether tesla did. >> tesla is working on making good. we were all kind of surprised to hear from elon musk personally. the community, though, doing even better, showing up by the hundreds to support this small black and woman-owned business. >> i feel like, oh, my gosh, it's incredible. i'm blown away. i didn't do it for that. i'm so grateful, you know. it's amazing. people are amazing. >> lines were out the door on friday and on saturday, as more than 300 customers showed up to support the giving pies in san jose's willow gren neighborhood. the owner tells us she received

donations from people as far away as the netherlands and sweden. we introduced to you last week after her catering job for 4,000 mini pies for tesla was abruptly canceled, leaving her thousands of dollars in the hole. believe it or not, elon musk posted personally, will make things good with the bakery. she says tesla offered to pay the $2,000 for supplies that she rushed to get ready for that tesla order that was canceled, and they offered her a catering job of 3,600 mini pies for a women's day celebration in march but that's a job she had to turn down. >> unfortunately, i cannot do the catering, even, because with all the business that we got, we depleted, and we have friday to prepare for, so there's no way. >> she's trying to make good on the commitments she already had.

the crusts have to be made ahead of time. she hopes to work with tesla in the future to try to let them make good. she's also likely to stay busy now that people, including the current and former mayor have gotten a taste of her sweet and savory pies. the nice thing about the fact they're making good with her is that she is a small business, started as a home business in 2017, farmers markets and things like that. but all that time, the reason for the name is that she gives back to the community. she donates to e-sports and then does two school events. she was, like, i would like to do more, but she does two school events a month. >> i see some expansion possibilities here. >> i mean, 200, 300, that doesn't sound like a lot for a bigger restaurant. but she has one register. she was afraid she wasn't going to be able to serve the people that had come from near and far to buy those buys. >> it's nice to be able to

report that tesla did that. >> it's nice to have a happy ending. great week, right? >> great week and coming off of a great weekend. starting out beautiful. nice and clear in downtown san jose this morning. meteorologist kari hall is tracking temps for us across the bay area this morning. >> not too bad, starting out with a lot of low 50s here, upper 40s in dublin. this will most likely be the warmest start to the day we'll have all week long as our temperatures head for the low to mid-60s for today. only 64 in san jose. now, we do see a cold front on its way, that's going to drop temperatures, especially in our mornings over the next few days. and by tomorrow we're looking at highs that will reach into the low 60s. mike, you've been watching how things are looking out there on the roadways. >> that's right, kari. we actually have a little crash here -- not little if you're involved, i told you about the one over here near oyster point. but the one that's been going on

right now at 5:14, as we get a look at our day planner for saratoga, we're starting out at 52 degrees with a mix of sun and clouds. as we go throughout the day, rain chances move in with a chance of spotty showers and highs only up to about 60 degrees. we'll take a look at all of our microclimates and talk about more changes ahead tort weekend in just a few minutes. this is the nimitz, headlights southbound, heading past tesla. nice, easy drive right now. northbound with taillights, we'll catch up with folks as they head maybe to the bay bridge. good morning. very happy monday to you. the markets had such a great week last week. the dow closed at a new record, s&p 500 went above 5,100 for the

first time. nasdaq didn't hit a record, but it was the highest we've seen in a year. at&t says it will give subscribers a $5 credit for that outage last week. doesn't sound like much, but $5 is about the average per day cost of subscribing to at&t. and the social network next door, which it may surprise some people trades as kind, making a change at the top, bringing back its founder, former ceo, who invented next door back in 2008. it's designed to bring neighbors together to communicate. if you've been on it, it sometimes brings people together, sometimes divides them to the point they aren't speaking to each other anymore. such is the danger of social networks. who can say what on a social network and who gets to decide is going to be an argument this morning before the u.s. supreme court. states like texas and florida say social networks like facebook and twitter should not

be able to censor people's posts. positions worried conservative voices are being censored. ken paxton is defending texas law. california not involved, but california has laws making it easier for social networks to curate their own content, creating what pundits are calling the sprinter net where there's different laws in different places. we don't get a decision today. it's arguments only. so on one side, those who say facebook and other networks are like a newspaper, they built it, they should get to decide what's in it. the other side says more like a telephone system. anyone should be allowed to use it for any conversation they want and the phone company can't stop them. a lot of economic news this week. we get a read on gdp, the economy has been growing. we get the fed's preferred read on inflation as well. and president biden expected to

sign an executive order this week making it harder for american companies to sell your data to data brokers who may then sell your information to foreign countries, like china. in particular, location data and, interestingly enough, jenomic data, if you take a dna test. the concern is foreign countries hostile to the united states could be building databases on americans. when you think about it, it would be a smart thing to do, especially early. you never know who is going to be the next mayor or governor or congressperson. if you can track them from an early age and know things about them as a foreign country, you have some power. >> interesting. thank you, scott. 5:18 this morning. and wrestling fans can't wait, the countdown is on more wwe's monday night raw today at s.a.p. center. so raw is always a huge event, taking place about six weeks out now from this year's

wrestlemania in philadelphia. a lot of fan favorite stars will be there tonight, including new day, nakarama and drew mcintyre, who we spoke with recently about what to expect. >> it's a television event, which means it's going to be crazy. lights, lasers, i've got a sword that shoots fire when i get out there with my kilt and giant five-foot sword. it's a visual thrill ride as well as excitement in the ring. >> you're going to be seeing the best energy you've ever seen if you come to the show. you're going to see major superstars like becky lynch, myself, nia jax, drew mcintyre, you're going to see the judgment day. it will be acted-packed and fun. >> i don't know if you saw nia jax. can you see a resemblance to dwayne 'the rock' johnson?

you know why? that's his cousin. the doors are opening this afternoon at 3:00 p.m. the first match starts at 4:30. >> wow, so it runs in the family. >> yeah. >> remember that if you're in downtown san jose. before 4:30, the wrestlers are going in. >> watch where you're going. >> it looked like one of those costumes, but, no, that was just him. >> and his fiery sword. well, we have a lot of changes coming our way, after such a beautiful weekend. we had warm weather, sunshine, and now we have a cold front coming through. we are seeing the clouds reaching from the south, a little bit of rain. i wanted to show you where that leading edge of that cold front is. we can see it dipping down from the north there, some rain, and we're going to see that approaching the bay area as we go throughout the day. we're looking at some spotty showers, so a lot of this drying up before it gets here. but we can see that at 9:00, there is a chance of rain in parts of the north bay, and then

we'll continue to see some off and on showers as we go into late morning into the afternoon. most of that just hit or miss, and some quick passing showers. not expecting a lot out of this. we will be clearing out tonight as temperatures drop. as far as how much rain we're going to see, about a few hundredths of an inch of rain. it may be up to a tenth of an inch farther to the south. the warm weather is gone. we have cold air coming in, and then another reinforcing shot of some very chilly temperatures to start out the month of march, and along with that will come a lot of moisture and the potential of getting some heavy rain in the bay area, starting on thursday, into the weekend. and some very low snow levels for the sierra and parts of north bay mountains. we'll see that as we begin our new month. when we usually see temperatures heading up, it's heading back down. it's going to be very chilly the next few days. the first cold front coming in

today with spotty showers. we get a break for tomorrow and wednesday. then thursday, bigger storm system comes in and very chilly temperatures, with saturday's high only 53 degrees. it's going to be cold and raining off and on. so we'll be tracking that. mike, you're still watching highway 84. >> we are because of what happened last week. we're looking toward a smooth drive for the most part on your highways and freeways. we are looking toward highway 84. there is traffic control. on friday they did actually open up highway 84 for one-way traffic control past that slide that happened last week. so you can use niles canyon, the windy part there. but note that there will be traffic control and delays, we're talking about between pleasanton, sunol and mission boulevard. you can use 238 and 680 to get around. highway 4 at railroad, we still have the slowing for the crash. no problem at the berkeley curve. back to you. >> thanks, mike. next on "today in the bay," nbc bay area responds.

breaking right now at 5:30, a shelter in place is under way in san pablo. good morning and thanks for joining us. i'm laura garcia. >> i'm marcus washington. we want to get to "today in the bay"'s bob redell live near the scene. do we know why those residents are being told to stay inside? >> reporter: a woman who lives in this area and is locked down tells us she heard somebody firing a gun earlier this morning. this is not information we've confirmed yet with law enforcement, though you can see that law enforcement has blocked off part of the area here at san pablo and kay road and then the lockdown extends further into the darkness there. again, as i mentioned, san pablo and kay road. the contra costa county sheriff's office put out an

alert that there is law enforcement activity and people in this neighborhood need to lock down. >> around 3:55 i heard gunshots. my neighbor texted me and said somebody has been shooting since 1:00 a.m. she's, like, be careful. i left and i had the expectation i was able to go back home, but no. >> reporter: so, again, we have reached out to the sheriff's office to try to confirm that information. still have not heard back from them. here is a map that shows the area that's been locked down. this is a neighborhood with several homes and some businesses, one school, bordered by san pablo avenue on one side and the giant highway on the other. if you're driving on highway 80, this is north, close to the edge of the bay. the sheriff's office says law enforcement activity is happening in the montalvin manor area. they're asking people to stay inside, close and lock all windows and doors, stay off the phone, do not call 911 unless

you need to report a life-threatening emergency. we have seen residents who are allowed to leave, but as you heard, that lady mentioned they're not allowed to go back in right now because, clearly, they have not resolved this, law enforcement, police and sheriff's office. montalvin manor elementary school is within the lockdown area, not clear what impact this will have on class today. reporting live, bob redell, "today in the bay." >> we'll keep checking in with you to see if there's any other developments. thank you. we want to get a look at what's going on with the forecast today. meteorologist kari hall is tracking what looks like a clear start in san francisco. >> yes, it is a clear start. we had a gorgeous weekend and it was so nice for the lunar new year celebrations and we are continuing with a clear sky for now. but we will see more clouds coming in, and even a chance of spotty showers today. it's going to be cold tomorrow morning, but we're also looking at more sunshine in the forecast and a colder storm ahead. we're just looking at the need for the umbrella today with a couple of off and on showers. it will be moving through late

morning into the afternoon. we'll talk about a dry midweek and a bigger storm for the weekend coming up in a few minutes. >> thanks, kari. deputies are releasing new details about a family conflict that owe rupted in deadly violence in the east bay, it unfolded at a san leandro apartment complex near foothill boulevard. officers found one man in his 30s shot and killed outside of the complex and found two more suffering from injuries in a nearby apartment unit, one of those two men also died. investigators say all three men are part of the same family. neighbors were shocked by all of this. >> i just give my condolences to the family, you know, and pray and hope that everybody can get through this. >> the sheriff's office not releasing the names of the victims and they are still investigating what led to the shooting. happening tonight, people opposing the conversion of

berkeley's people's park are organizing. the school says they're organizing critical new student housing but the park has a legacy dating back to protest movements in 1960s. preservationists will hold a teach-in at wheeler hall that starts at 7:00 p.m. today a judge hears arguments about whether a florida man is competent to stand trial for allegedly joyriding a palo alto small plane. that incident happened on february 8th, that's when investigators say he stole a plane and flew it over the peninsula skies until it crash-landed on the beach in half moon bay, at which time they say he ran from the scene before officers arrested him. he's already entered a not guilty plea. prosecutors say that the case is suspended until a doctor examines his competency. and with the latest covid surge subsiding, there's another nasty bug infecting more people.

norovirus rates are rapidly rising across the u.s., including in california. this is according to the cdc, which says the positivity rate is somewhere around 13%. the recent bay area surge comes weeks after a luxury cruise ship docked in san francisco with more than 150 people reporting stomach flu symptoms. >> last winter, as well as this winter, we're seeing a lot of norovirus in the community. you know, when you bring people together, they're sharing a lot of food, they're sharing a lot of surfaces, you know, this is kind of of norovirus season. >> now, experts say the best protection, washing your hands often with soap and water, not just using hand sanitizer. only bleach will kill norovirus on surfaces. how about some good news on this monday morning? all sorts of buzz, of course, surrounding the a's this season, some of it with the move, bay area fans would rather not

increasing. for the south bay it could be as early as about noon, and off and on rain chances into the afternoon. not expecting it to rain the whole time, but a chance of rain and most will it light, as our temperatures head for the low to mid-60s today. we'll talk about more changes ahead in a few minutes. mike, you're saying folks are lining up across the bay. >> the metering lights have been activated, we have a pretty good start to the bay bridge backup out of oakland. no surprise on the approaches or across the span. westbound 37 shows a little more slowing. eastbound 580, the richmond bridge, they're working on overhead signs. so there were some crews causing more slowing for safety's sake. they may have cleared because there's some recovery. but the commute direction is westbound and that's what's starting to build. just a little bit of slowing there, concord toward the east bay. we're looking toward northbound vasco road. southbound is the commute direction this morning and it's operating standard pattern.

saturday, significant because haley used to be the popular governor of that very state. now, haley, as you heard, says she will stay in the race, though. reports say the billionaire koch brothers will no longer be contributing to her campaign. they are republicans but very anti-trump and they've been backing haley. meantime, trump with his own cash crunch, though not his campaign, his campaign is significantly less than biden's, but this one is personal. between the judgment over business fraud and new penalties in the e. jean carroll case, he owes about a half a billion to the courts, which he can appeal. but he has to set aside a half a billion while he appeals or get someone to lend him a half a billion dollars. the head of the republican party ronna mcdaniel says she will step down next month after trump endorsed his own daughter-in-law and republican michael watley as co-chairs of the party. some in the party worry this would give trump unfettered

showers as it continues to move through late morning into the early afternoon. overall we're not expecting a really heavy downpour and we're not expecting all of us to get it. there may be some spots that miss out on the rain altogether. it clears out tonight. we're mostly looking at a few hundredths of an inch of rain, maybe up to a tenth of an inch of rain around los gatos. that's about it. the warm weather moving away, cold air dipping in. there will be even colder temperatures arriving for the end of the week into the weekend, and that will also come along with some rain. so as we take a look at what to expect on thursday, as that cold front moves in, we're also going to see lower snow levels compared to what we've seen with some of the previous storms. the sierra will have snow down most likely to about 3,000 or 4,000 feet, and that may affect some of our coastal mountains in the north bay going into the weekend. so this upcoming weekend will be nothing like this past weekend, but it does look like a pretty

big deal for the sierra. what we'll see for today and tomorrow will be about an inch or two. but let me show you what some of the models are putting down for the weekend. i mean, the colors are just going off the chart here. this is just this weekend. we could see 50 to possibly over 80 inches of snowfall in the sierra and things could change between now and then. we've seen several runs of these computer models showing extreme amounts of snow for the weekend. and that's all mostly coming from thursday to saturday, and then we'll see this tapering off on saturday with some low elevation snow across the bay area. so we'll be tracking that. mike, you've got a warning for the drive through hayward. >> i do. we're looking at a pretty good distribution, pretty standard distribution of slower drives. in hayward, we typically see the drive slow, and there's more of a reason to slow heading south through hayward toward winton avenue where chp has a report of

three or four wooden pallets in the highway. it's blocking or in a couple of lanes. we see that build coming out of castro valley for north 238. that will slow you getting from those areas to the san mateo bridge. the bridge itself is clear, but the bay bridge does have the backup. back to you. well, happening now, a medication that until now has only been used for asthma, is showing promising results for reducing the danger of severe allergic reactions. stanford is studying how it can affect those with severe allergies to nuts, and wheat. about 70% of people injected with the medication could tolerate two or three peanuts without moderate or severe reactions. the fda has granted approval and researchers are studying how long the protection would last. it is certainly a busy monday on "today in the bay." ahead at 6:00, we'll bring you an update on breaking news we're following out of the east bay where a neighborhood is on lockdown, told to lock their
