the flagship union square store will close. the next step city leaders are considering, with calls to reimagine the heart of the city. this is "today in the bay." good wednesday morning to you. i'm marcus washington. >> and i'm laura garcia. we'll check in with mike for a look at the morning commute in just a bit. first, let's get a look at the forecast. there's rain on the way, but today it's going to be dry? >> today it's going to be dry. it starts out chilly. we have another frost advisory in effect for parts of the north bay in these areas shaded in blue. that will be in effect until 9:00. you want to make sure you're taking care of plants, pets, and also the temperatures dipping down now to the mid-30s in parts of the north bay, sonoma at 36 degrees. it is 40 in napa. it will come down a few degrees as we approach sunrise. after a cold start, take a look at our slightly warmer afternoon. reaching up to 68 degrees for san jose down to san martin, and

upper 60s for concord and fairfield. san francisco will stop out at 62 today and 64 in novato. we'll get a look at the big changes ahead starting tomorrow. mike, you're seeing slower sensors. >> 280, behind the shield, i think it's going to continue shrinking because the overnight crews are clearing right now. no major issues there. we have continued maintenance for highway 84 through niles, and we'll point that out more clearly if you don't remember that from last week. westbound 4, right at the 680 over-crossing, they're removing a disabled vehicle. don't be deceived, this does not interfere with folks over the benicia bridge. >> thank you very much. breaking news this morning, pope francis is back at the vatican following a trip to the hospital. the pope has been suffering from the flu. the vatican says the 87-year-old pontiff underwent diagnostic tests to rule out the risk of lung complications.

his trip to the hospital came following a papal audience. the pope canceled appointments saturday and monday due to symptoms. pro-palestinian students plan to make a statement today, walking out of the classroom in response to the war in the middle east, and this comes during a week that's already seeing tensions boil over on campus. >> "today in the bay"'s bob redell joins us live. teachers accused the district of trying to limit free speech? >> reporter: correct, based on what happened this weekend. good morning to you, marcus and laura. you might recall this past sunday, hundreds of educators from across the bay area rallied outside westlake middle school in oakland to show support for palestinians and to protest what they called the oakland unified school district's attempts to stifle their free speech. this weekend there was a reservation for a meeting room for the teachers that was canceled at the last minute. ousd blames that cancellation on a staffing shortage. but the educators in support of

palestinian say this was a politically motivated attempt to stifle palestinian solidarity organizing. sunday's event drew several counter-protesters who say they want to see teachers not focused on international events, but rather focused on their students' success in the classroom. they're also worried that activist educators will teach hatred of jewish people. they're planning to walk out of class later at westlake middle school and a rally this afternoon. just north of oakland in berkeley, some jewish students at cal, they're fearing for their safety after an event organized by jewish student groups was shut down by pro-palestinian demonstrators. this is video from monday night on campus, which brought out hundreds of pro-palestinian demonstrators. some of them breaking windows where a private event, organized was jewish student groups was

set to take place. one of the organizers claims demonstrators became violent, trying to get inside. >> i get in, but behind me, a girl is grabbed by the neck and shoved by the crowd. >> reporter: the person speaking at the event was a former israeli soldier, but due to safety concerns, the university canceled the event with campus police escorting attendees to an underground exit to safety. the university is strongly condemning the incident with the university's chancellor saying, we share our anger and concern and we understand we must do all that we can to prevent anything like this from happening again. reporting live, bob redell, "today in the bay." >> thank you, bob. well, new developments in the deadly shooting of an oakland police officer, all four suspects are now reportedly facing murder charges. this is according to the east bay times, which reports prosecutors yesterday added murder charges for the fourth

suspect. russell was previously only charged with burglary and was the only defendant out on bail until the new charge was filed. russell's attorney also claims that he was ready to plead guilty to those lesser charges. plainclothes officer twan le died while responding to a burglary call. the city of antioch officially has a new interim police chief. >> the duties upon which i'm about to enter. >> congratulations. >> thank you. [ applause ] >> last night city leaders held a swearing-in ceremony for new chief bryan addington. in 2022, addington retired from the pittsburg police department where he served as chief for ten years. he's now antioch's second interim chief in less than one year. ever since last july, when chief steven ford stepped down, amidst the racist texting scandal still rocking the department. well, developing right now,

growing fallout after the bombshell announcement from macy's, the chain's flagship store in union square is on a death watch. >> "today in the bay"'s kris sanchez joins us. just when san francisco leaders actually thought things couldn't get worse, this one seems so crushing. >> reporter: you know, this is really a blow to san francisco's economy, because it is such a big store, but it's also a blow to san francisco's image, because of the connection that shoppers and employees are making to crime in the city. now, the union square store is one of 150 macy's stores that will close nationwide, but it is the most iconic. it is really serving as the anchor of union square, and it has for so long. mayor london breed says the possibilities for this location now going forward are really endless, but some employees tell us that with retail crime, open air drug use and people living unhoused, they can't see that vision. >> i see the homeless, i see the

crime, people were coming into the store, just stealing like nothing, you know, the past two hours of the store before they ilding, nothing but theft. and next to it is an iconic building, the magnum building, where it's going to still the bottom will be retail, the middle level will be office space and the top level will be housing. >> as you know, macy's is not the first retailer to pull out of union square and the surrounding area, the real, real, express, coco republic, alexander mcqueen. there are many others as well. macy's says there is about their own corporate restructuring, it's not about san francisco. we talked about an economist who said it's part of a bigger trend. we stopped going to j.c. penny's, sears, brick and mortar stores. so this is a sign of that and a sign of that trend toward the mixed use that mayor breed was talking about. >> macy's is closing 150 stores across the country. >> but it's hard when it's your

own store. >> and it's nostalgic and it means so much to so many people. >> my first thought was, what about those puppies in the window? >> i do, too. many memories for people as well. thank you, kris. well, south bay leaders today break ground on a new development sure to help more people make it in the bay. we've got renderings for a mixed use development called mitchell park place. it will be located in palo alto on east charleston road. when it's finished, it will provide 50 new housing units, along the office space. more than half of the units are expected to be set aside for low income households, including special needs housing. it's expected to open sometime next year. more rain is on the way and meteorologist kari hall is breaking down the potential impact and what to expect over the coming days. >> let's talk about the weather setup that's about to bring big changes to the bay area. let's take a look at the two jet streams that carry storm systems our way and think of the jet stream as a ribbon of fast-moving airs, as it flows at

30,000 feet and moves more than 100 miles per hour. the polar jet separates frigid air from mild air, and it waves as it flows around the globe. the subtropical jet to our south separates mild air from warm humid air. the polar jet will dive southward into the bay area, causing a major drop in temperatures. but it will also carry a storm system that will pack a powerful punch. as storms travel along the jet stream, they could become stronger and move faster, and we're expecting this storm on thursday to bring high winds, heavy rain, and massive sierra snow. i'll have more on the expected impacts coming up. for now, mike has a look at the lowest gas prices around the bay area. >> thanks for setting that standard. she shows you the globe, at least i show you the bay. the two best gas prices in the state, the two best are located in the south bay, both at

new projects. sony interactive based in foster city laying off employees. it's not clear how many will be here because it's such a big international company. sony interactive works on the video game side of things. we saw this with cisco. every local layoff is particularly painful. the huge layoff numbers we saw at cisco ended up mostly hitting employees in other states and countries. the latest housing report shows u.s. house prices hitting new records, despite higher mortgage rates. san diego up nearly 9% year-over-year, san francisco up 3.2% in that same time period. the headline is all-time highs when you look nationally. sam bankman-fried back in the news. his lawyers are asking he get a lighter sentence. prosecutors want 100 years, defense is looking for five. his lawyers say he never really came to his crimes out of greed

taking them outside. we're going to see rain coming in tomorrow with high winds and cooler temperatures and that will continue throughout the weekend. for the sierra, a blizzard warning going up that starts on thursday, continues through sunday. let's take a look at the storm system coming our way. we can see the rain around the pacific northwest and it's also getting a blast of some much colder air behind that system. so as it moves in, our temperatures will drop and then looking at thursday, at 10:00 in the morning the rain is already here, starting out scattered and light, but then picking up in intensity, going through friday and into saturday. not a lot of breaks here. then we're going to see very heavy sierra snow. it looks like it tapers off for a little while on sunday, but then another storm system will be arriving next tuesday into wednesday. so very active storm pattern here. let's talk about how much rain we could see because it could be very significant. we're watching for the potential of flooding as we see areas in the very light shadings of pink.

that's about 4 to 5 inches of rainfall. for the darker shades of pink we'll see in parts of the south bay, the peninsula, into the east bay, that's, once again, anywhere from 2 to possibly up to 4 inches of rainfall in the next week. but what we've really been talking about is the massive amounts of sierra snow we're expecting, and it just goes off the chart here. i don't think my model goes above 99 inches, and so it most likely will be closer to 100, and possibly over 100 inches of snow above 7,000 feet. so very significant, even more the sierra, over a short period of time. we could also see some snow coating our bay area hills and mountains by the end of the weekend. we could see our temperatures dropping down to the upper 30s by sunday morning as the storm tapers off, and there's only a brief break before the next storm system comes in next tuesday into wednesday, and our temperatures will be cold.

get out those heavier winter coats. we'll need that, along with the umbrellas, going into the weekend. mike, you're still looking at the bay bridge. >> we're looking over here, a smooth flow of traffic into the city. i saw some flashing lights and kind of a jam-up out of the treasure island area. i've been studying this and checking sources. no incident. it may have been an optical illusion. perhaps there was one truck that was clearing from overnight work. a smooth drive, highway 4, 37, they're all moving smoothly. you're at speed, walnut creek interchange and the rest of contra costa county look great. as you're heading south, in alameda county, the niles area is still cut off for one-way traffic control. you can access 84, but it will be slower during the day. >> thanks, mike. 5:22. coming up next on "today in the bay," nbc bay area responds. >> when you're moving, you have to protect your stuff and yourself. yourself. i'm consumer investigator

the northbound side, which shifts in the evening. we have a smooth flow of traffic across the bridge, a little build where the arrows are. highway 37, 4, very subtle. a little more slowing for highway 4. there's a disabled vehicle heading out of the altamont pass. the drive through livermore looks just fine. the south bay, the sensors just changed where it says san jose. we'll watch for any problems. that's a typical pattern. new developments for you this morning in the long quest to find a new police chief in oakland. a public forum planned for tomorrow after the release of a new short list of candidates. "today in the bay"'s ginger conejero saab is live for us this morning. ginger, it seems like a lot of folks have been weighing in on all of this because it's been so long. >> reporter: well, exactly. you mentioned the long quest, marcus. its been a year since former oakland police chief leronne armstrong was fired from his post by mayor sheng thao and there has been a lot of drama

leading up to this moment. oakland's police commission has released four new names of candidates vying for that position. chief armstrong is not on that list, but here is who is. now, louis molina from new york, who currently serves as the assistant deputy mayor for public safety, according to "the new york times," he's been criticized for failing to improve conditions at the city's jails. also on the list, former lubbock police chief, mitchell resigned in september of last year after his department was criticized over abandoned 911 calls. lisa davis is from cincinnati, the investigations commander. then abdul pridgen, pridgeon was chief of police in san leandro up until last week after allegations he violated department policy. all four are not from the city of oakland. now, many are weighing in. city council member gallo says

the new chief should understand politics in oakland, the position calls for someone to serve the people. >> the bottom line, they're being hired to serve the public, not to serve the council or the mayor. they're here, considering the violence i have, my children are afraid to walk to school because mom and dad are afraid the kids won't return back. and the businesses are closing down because of the robberies and the assaults. and you have grandma and grandpa can't even walk the street no more. >> reporter: former oakland police chief kirk patrick, who now heads a police department in new orleans, says the new chief will also need to be intentional about building relationships. a spokesperson for the mayor says her office has not seen the official list yet, but her office says, quote, mayor thao looks forward to receiving the list of finalists and conducting her due diligence in reviewing the candidates. now, the commission plans to send mayor thao a list of

finalists on friday. thao then gets to decide whom to hire for the job. now, an initial list of candidates was rejected by mayor thao back in december. the public forum will happen tomorrow. the public still has an opportunity to weigh in. you can submit your questions now on the city's website. that will be a very lively discussion, i imagine, marcus. >> indeed. as you said, it will be interesting to see what mayor thao has to say after rejecting the last list. thank you so much for that update. just in, president joe biden will sign an executive order this morning protecting americans' personal data, specifically keeping your data away from some foreign countries. scott mcgrew joins us now. he got an early look at some of the details. no surprise, but china is of particular concern. >> right. you and i were talking about this a couple of days ago, we suspect a lot of countries' intelligence services collect information about americans, just everyday americans who aren't involved in anything secret, because you just don't

know as a teenager who is going to be the next president of the united states or a member of congress. >> they can track you. >> they can track it and have that information. countries are getting that data, not from spying specifically. they're spying it from data brokers, your credit reports, your personal information. there's even a worry about your genomic information if you're taking a dna test. we know advertisers collect a lot of data, so why not spice? the president's order will direct the justice department to come up with a set of regulations to better protect sensitive personal information and direct the military to better protect geolocation and other sensitive information about members of the military. but most importantly, restrict the sale of american data to what the u.s. government calls countries of concern, which you are absolutely right, top of the list is china. >> no surprise there. but it doesn't take effect right away? >> no, this is a directive to come up with rules and then there is a public hearing about the rules, et cetera.

but it's the first step. >> good news there. but concerning that even the government sees the need. >> yes. >> thank you. 5:36 right now. happening today, mourners will gather to remember family members killed in a domestic murder/suicide on the peninsula. police say hendry shot and killed his wife, alice benzinger, before turning the gun on himself. responding officers found the bodies of their two sons with no signs of physical trauma. it happened two weeks ago in the family's home in san mateo. the twin boys were just 4 years old. police did say that there was no prior history of violence at that home. >> very sad. it is 5:37 right now. happening today, parents in the east bay will have a chance to be schooled on artificial intelligence. the san ramon valley school district is working with students, staff and administrators to create a new plan to embrace artificial intelligence in the classroom, and tonight district leaders will present ideas to parents. it's called ai unlocked.

speakers will answer parents' questions and address concerns about how ai impacts students. the workshop will be held in district offices from 6:30 to 7:30. let's take a live look outside this morning. look at this, a beautiful start to our day. a live look in san jose this morning. meteorologist kari hall is tracking what we can expect out there. a cold start in some places this morning. shaping up to be a nice one for us? >> it will be a nice day, lots of sunshine and warming up. it's basically a repeat of yesterday but slightly warmer in the south bay. then tomorrow a new storm system will be arriving with rain chances continuing into saturday. we're looking at the time that some of those gusts come in. they could reach 25 to 50 miles per hour. some of the higher wind gusts along the coastline and in some of the hills. but as the rain continues, we may have some street flooding and poor drainage areas, water levels coming up. but then snow levels coming down, as we could see it down to about 1,000 to 2,000 feet. that would cap a lot of our hills around the bay area. and then for the sierra, 8 plus

feet of expected snow this weekend. as we take a look at our forecast today, it is clear. by 5:00 tomorrow morning we start out with spotty showers that will be coming in waves throughout the day. we'll talk more about that. mike, you were seeing om slowing in the south bay. >> pretty typical as far as what we expect for this section of 101. behind me, we do have some slowing north 880, there is a crew slated to be there until 7:00. this is a little early for the morning commute to start slowing. if there is a crew in the area, that would be an explanation. we'll track that. the crew is still on 84 through niles. you can access the area that was washed out last week but it's one-way traffic control. expect delays. we're going to move you toward one roadside fire, a building fire along 380 and el camino. those are major roadways not impacted by fire activity. we're tracking that. it looks like it's a shopping center area. we'll track it and let you know

if there's any signature impact to people or definitely to the roadways as well on the traffic meter here. into the city, second night in a row, we have madonna concert at chase center, so there will be crowds. the concert is at 8:30 and shouldn't overlap with the evening commute. this is during the day, the morning commute already starting to show slowing southbound vasco, but northbound is starting at 9:00 a.m. until 3:00 p.m., they're still doing road work from the last couple of days, they should be cleared by 3:00 p.m. and that shouldn't interfere with the afternoon or evening commute. a clear drive for the morning commute. there's a backup forming at the bay bridge already. back to you. >> madonna taking a holiday in the bay area. >> thanks, mike. well, a san francisco woman now investigating the past of one of her relatives. >> sometimes you don't get all the answers that you think you may, and sometimes other doors open. >> ahead on "today in the bay," the notorious bay area cold

were killed in the span of a few years, all dumped on the sides of roads in sonoma county. >> through that, we entered into the zodiac, because originally there were a lot of people on that case who believed they were connected, so it was a connection that we felt we should go down, and also there were some similarities that we thought would be interesting to look at. >> barter used personal items longing to mordechai, including nail and hair clippers dna from his biological daughter. she submitted the profile to the sheriff's cold case university. now, in a statement, the sheriff's office told us the dna results obtained from the items allegedly belonging to mordechai result in complex mixtures, adding the sonoma county sheriff's office has not been provided a suitable profile for james mordechai to be used for direct comparison to any evidentiary dna results. the hitchhike murders are

actively being investigated and we are hopeful to solve these cases to bring closure to all of those affected by these heinous crimes. the u.s. government is once again counting down the hours to shutdown. >> scott mcgrew, president biden called all of the top players to the white house, but all eyes were on speaker johnson. >> yeah, absolutely. it's him who is in charge of the house, right, as speaker of the house. and he's having the most trouble getting any kind of spending bill passed by some of his members. it's really the same problem kevin mccarthy ran into when he was speaker that cost him his job. johnson was at the white house with his counterparts in the senate, republican leader mitch mcconnell, who has been encouraging his party to, quote, all row the same direction, as well as democrats chuck schumer, hakeem jeffries from the house. everybody sounding positive about the meeting, but as you have pointed out, time is running out. the first set of government shutdowns comes at midnight

friday. now, the best way to solve this, the right way to solve this is to sit down and come up with a spending plan. the other way to solve it is to kick the can down the road with a continuing resolution, we'll get to that problem later way of dealing with something you can't deal with, which congress has done twice so far this time around, and johnson has sworn, promised his party it won't happen again. >> we have been working in good faith around the clock every single day for months and weeks, and over the last several days, quite literally around the clock, to get that job done. we're very optimistic. i hope that the other leaders came out here and told you the same. we believe that we can get to agreement on these issues and prevent a government shutdown and that's our first responsibility. >> well, around the clock, except for a two-week break for presidents' day from which they just returned yesterday. we did not hear much at all about the president's other priority, which was money to help protect ukraine.

>> it's going to be fantastic. we win michigan, we win the whole thing. >> that's former president trump calling a victory rally in michigan. trump beat nikki haley for the nomination in michigan yesterday. president biden also won in michigan yesterday, as expected. we're still waiting for a final count. but at least 100,000 michigan democrats didn't vote for him and voted uncommitted instead. michigan has a significant arab american population. many voters there are angry at biden for his policies around the war in israel and they're showing it. the big question, no one knows the answer to, is was that the protest or will some of these same voters stay away in the general election, which could hand the state of michigan, possibly the entire election, to donald trump. the same donald trump who issued a muslim ban, his words, in the first few months of his presidency. arab americans, generally speaking, do not prefer trump

over biden. this is a quandary for them. they're needing to show biden they're unhappy but it's not clear how they can do that going forward. president biden issued a statement after his win in michigan. it did not address the protest vote, saying, instead, exercising the vote, the right to vote and participating in a democracy is what makes america great. >> thank you very much, scott. new this morning, netflix says a price increase is on the table. according to variety, netflix hasn't announced specific plans to hike subscription prices, but executives are saying it is in the works. it comes after netflix already increased prices, you may recall, back in october from $9.99 to $11.99 per month. trending this morning, a popular dictionary turning english grammar upside down. this is all doing away with a decades' old standard concluding it is now fine to end a sentence with a proposition.

bring in the patio cushions and prep the house for high winds and some heavy rain that's going to be coming back. i like to put my plants out there, too, to catch some of that wet weather. we're going to get lots of sunshine today, as oakland heads for 64 degrees. it will be in the mid-60s for much of the north bay, along the coastline, upper 50s and low 60s. tomorrow the temperatures are already starting to drop with the high struggling to reach 60 degrees. it will be slightly cooler a friday. that will be the trend into the weekend. in fact, another big drop in temperatures on saturday. you can see that at the bottom of the screen as you take a look at your microclimate seven-day forecast. so here is a look at the timeline. tomorrow morning at 6:00, we're starting out with some spotty light rain first in the north bay, and continuing to make its way into the coastline and much of the rest of the bay area. there will be some breaks and we're expecting a line of some more intense rainfall for tomorrow afternoon. this may also come along with some gusty winds and that's

going to work its way across the bay area for tomorrow evening, into tomorrow night. another brief break tomorrow night into friday, and then we're going to see off and on showers. but, also, the blast of cold air will be coming in on saturday into sunday, and that's going to drop those overnight temperatures. then as far as the rain, as we get initially that line of rain coming in, there will be hit-or-miss showers, and then into saturday just rounds of rain that at times may be heavy. it does look to taper off sunday night, but then we're going to see another chance of widespread rain next tuesday into wednesday. a lot going on here. we talked about the potential of snow on some of our bay area mountains, and it doesn't look like a lot. maybe 1 to 2 inches of rainfall for -- or snowfall, i should say, for mount hamilton into the north bay mountains. for the sierra, we're expecting a massive amount of snowfall, and we've been talking about how travel this weekend may be impossible. so you just want to cancel those
