full details of the border visit coming up. the dangerous driving conditions and what you need to keep in mind if you are planning a trip. this is "today in the bay." good thursday morning. i am marcus washington. i am laura garcia. we will check on traffic with mike in a bit, but let's first check the forecast. today we start to seat rain coming in. we are not expecting it to be heavy, at least not initially. waves will be heavier as we go into the next couple of days. this is such a widespread system, and we can see the long line of moisture and the line starting to make its way further to the north of the bay area. we can see it moving pasture

rekau. a line of heavier rain that may pack gusty winds. it will start to move its way across the bay area for a late morning into the early afternoon. at 5:00 it's really hitting the south bay hard, and also moving through the tri-valley. then they will be a brief break. mike, you are already looking at a crash happening in berkeley? >> yeah, it's clearing some of the stage here. what happened, an hour ago, was a car went off the roadway and smashed into this barrier, and i blocked the sign that says berkeley. the off-ramp was unaffected. there were injuries, but no major injuries reported and damage to the car. they are getting ready to move the remaining vehicles from the

area. the commute in the direction towards the bay bridge and towards contra costa county moving well. oakland will move closer to getting a police chief, but without the mayor. did the mayor give any reasons why she's not taking part? >> reporter: yes, she did. she made her reasons clear. how people are receiving the reasons is another part to the story. this is the letter that the mayor sent to the police commission. she is not participating, and citing it's an unnecessary risk for candidates and their current employers, and it might force oakland into a premature bidding war and potential candidates are

drawing their names when presented with a public forum. >> sometimes i don't understand why she's doing what she's doing. i am looking forward to a chief that is going to come in and do something, because crime is definitely out of control in the city of oakland. >> i understand why she's doing it, and it's a little late given the reason why she didn't want to participate because the candidates are now outed. everybody knows who the candidates are. >> reporter: speaking of those candidates, the police commission released their latest short list. the public is invited to submit questions on the city's website in preparation for the public forum that starts at 6:30 this

evening. the mayor did reiterate in that letter she's fully committed to finding the candidates and will look forward to march. the shooter in the deadly half moon way shooting was said to be arraigned last january after law enforcement officials say he gunned down his co-workers where he once worked. he confessed to the crimes in the jailhouse interview. he remains in custody with no bail and the hearing is at 10:30 this morning. the primary issue in the presidential election will be the border.

donald trump and president biden will be at the border. jay gray is live for us with those details. >> reporter: good morning, marcus. here in brownsville, that's where president biden will spend his time along the border, and just up the rio grande, former president trump will be in eagle pass. this part of texas is across roads, quite literally between mexico and the u.s. also many are saying now politically between a win or loss come november. this rusted 12-foot metal fence stretches for miles with razor wire. the mission is clearly far from

finished. for the second time since being elected, president biden travels to the region today. he will meet with border patrol agents and local leaders looking to ramp up pressure on republicans to consider a bipartisan border measure. he will have company. >> what i didn't know is my good friend is apparently going. >> reporter: former president trump making a trip today to eagle pass, and he tied president biden's open border policies to the death of a nursing student. >> a migrant is charged with kidnapping her, beating her and murdering her. >> reporter: both say there's clearly a crisis along the

in the community of alta right after colfax, we are looking at one or two feet of snow. if we double that to 6,000 feet, it doubles. gusty winds and whiteout conditions and bone chilling temperatures, and so we will be here to monitor that. let's go to mike and see where we can see cheaper gas prices. >> cinthia, you are showing the snow falling, and i am showing gas prices doing not so much. the best price in the state, 3.73, and in marin county, the

lowest price in the north bay or marin county, 3.99. on the roadways, everything is light. the green sensors for the most part, we do have one issue as we get over towards the earlier crash i talked about on the east shore freeway, getting away from the bay bridge, there was a short period of time where there was the traffic break. we saw the traffic stop going away from the bridge. chp did stop the cruise for a couple minutes. that tow truck will have to hookup to the vehicle involved in the crash. there will be another traffic break heading away from the bay bridge. the traffic lights are coming towards the bay bridge, and that's standard. >> thank you. your next trip to paradise may cost you a bit more. the new tourists fee you could

to hackers. it's not the hardware but the software they all use together. consumer reports say they are sold under a variety of brands but the doorbells it says are at risk all look the same. here's one under the brand name ekin, and tuck is another one. the report says ring, one of the most commonly owned doorbell cameras is safe, as are products from simply safe and logic tech. there's talk about the security of the electric cars made in china, saying there could be regulations for cars made by byd and others. can they spy on americans and can those worries about spying

on americans. the kind of workers that president biden has been working to woo over. a ban would benefit the autoworkers and the president. apple made news this week when it decided to end efforts to make its own car, apple, meantime, looking for the next big thing, it's most recent new product the apple vision pro has been on the market for a month now, and there was just a new review. joanna stern calls it a face computer. she said she liked it at first, but after a month of use, quote, this week marks my one-month after verse rewith apple's mixed-reality head set and i can keep my hands off of it. it's in a drawer.

speaking of chances, are there chances of rain? >> very high chances of rain today. we are starting to see light showers developing for now, but we will see rain just off and on throughout the day, and breezy winds picking up at times. in the day tomorrow we will see more rain and also cooler temperatures, gusty winds. at times we will see the wind gusts picking up. and then in the sierra, a blizzard watch in effect. we can see the storm system approaching already bringing down cold air and mountains getting snow further to the north. we are seeing the light rain

quickly spreading down. we are looking at spotty light showers starting out between 8:00 to 9:00. as we go into the early afternoon, a line of some heavier rain and some gusty winds will start to move through. we will see that pushing through the south bay into the evening. there will be some brief breaks in between the rainfall, but just off and on rain starting tomorrow morning at 6:00, and then at times heavy waves of rain coming through during the afternoon. we see the waves of rain continuing into saturday, possibly into sunday as a blast of cold air pours down into the bay area. we are seeing that with the moisture causing the heavy sierra snow. we are also going to see temperatures in the 30s and 40s. here's what to expect. as the storm arrives today the rain chances continue into saturday. some of the wind gusts may reach 25 to 50 miles per hour. with the heavy rain continue into saturday, we may see street flooding in areas where we have

poor drainage, and dealing with issues of flooding. on saturday, low sierra -- low bay area snow levels that could drop down one to 2,000 feet. then the sierra getting eight plus feet of snow as cinthia mentioned earlier. looking ahead to the end of the weekend with all the rain gradually tapering off, there will be lingering moisture across the region. doesn't look like we will have any completely dry days as we head towards next tuesday into wednesday, the next storm system approaches and that brings in a dose of heavier rainfall and not much of a rainfall here. we are bringing the umbrellas everywhere we go, and looks like we will need that into sunday with a mix of sun and clouds on monday. looks like there could be a slight chance of rain here and there. on tuesday, the clouds roll until once again as we get the next storm system moving in. very soggy conditions here, the

this morning. influential experts will lead workshops on the things that matter most to women. it comes the day before women's history month. janelle and kari hall will be at the event. we are profiling some of the people in places that make this area so unique. a new exhibit is shining the light on the bay area. this is an exhibit in the marin county office. it looks at black workers that settled in the town to work and ended up staying. >> they contributed to america's

expected to bring. >> our own bob redell is live with the advisory issued for those of you thinking about traveling up there. we are seeing all of this rain and the storm system that is driving it, forcing this storm system that is going to produce a lot of rain for the bay area and snow for the sierra. we have been talking about the rain coming in and it does start out with light showers, first for the north bay and then we are already seeing the colder air pouring down from the storm system. with this being a much colder storm, we are expecting this to all come down as snow in the sierra. we will see the snow levels dropping throughout the bay area. a snow blizzard going up at 10:00 this morning, so if you are headed that way you have only a few hours before the blizzard warning take effect.

in the next few days and even throughout the weekend, the snowfall totals we are expecting to be the most we have seen in a long time, and that combined with the winds that could gust over 100 miles per hour, so very dangerous conditions. let's turn to today in the bay's bob redell, you are live in livermore. bob, you were saying some people may be heading to the sierra for all of that snow, to see it fall, bob. >> reporter: not advisable, but you are correct, kari. people have been using 580 as one of the routes to get to tahoe and truckee, and people that live in truckee say this is not the weekend to visit. as you were just mentioning, they are expecting several feet of snow and possible whiteout conditions. not the ideal conditions for driving. the chp tweeted this out, and i am quoting, travel over to the

sierra's is highly diskourpbld over the next few days as tralona will be extremely dang wus with blizzard conditions. we spoke to speakers shopping at the sports basement and in spite of the warnings, she's seriously thinking about heading to the slopes. >> i am watching the conditions on i-80, and looking at chp and updates on twitter and online to make sure there are no road closures that will happen. >> didn't want to drive in it and go up there even sunday, and we thought the roads might be too icy. we're hoping for next weekend instead. >> it's like no other ski experience, for example, untracked terrain. it's like your best meal you can think of.

drop off from time to time with the kids, and starting today in california uber will be an option for your teenagers. uber rolling out teen accounts linked with guardian accounts, and there are additional features just for the teenage riders. we asked a teenager, a parent, a teacher and uber exec to weigh in. >> i feel like you can ride by yourself. >> it's not okay for my girls to go. if they are stopped too long, i will freak out. >> i don't think the safety of the children has been thought of at all. >> should you have a teen in a car by themselves with a stranger, i say yes because of all the safety features built in the platform. >> he's the uber vp, and he said

the toughest questions he gets is from his wife. we will remind you uber does background checks on the drivers. there's an audio recording of every single teen ride. it's encrypted for their privacy but available in case a teenager or parent needs to file a report of any kind. california is the last state in the united states to allow uber to launch the teen app. the uber vice president tells us no trouble at this point. uber drivers, by the way, you can opt out if you don't feel comfortable having a teenager in your car. there's a twist. the teenagers get to rate their drivers and the drivers get to rate the teenagers, and the

a man accused of a string of violent attacks in the north bay was arrested in june. this was after an alleged rampage spanning 20 miles. this happened in san josé and milpitas leaving three dead and several others injured. the former tech workers was armed with a kitchen knife that he used to stab four victims while striking four others with cars he charged at. he refused to show up at previous court dates and as a history of mental health issues. the hearing is set for 9:00 a.m. san josé detectives say their fight on retail crime is working. they received an $8 million grant from the state last year, and they paid for a group of detectives to backup control,

and those detectives are retired officers with decades of experience. once the thieves are caught, the d.a. is using a new law to prosecute them. >> it's a unique stand alone statue that we have that carries with it at least a year in jail. depending on the value of the property taken, we can seek prison sentences as well, and we will. >> yesterday the lead prosecutor in the d.a. for retail theft was with san josé police detectives getting updates. the rain is coming, kari. >> yes, we are seeing light misting and drizzling as you are heading out this morning. the rain will really get going this evening for the sharks game. we will see the low 50s

throughout the evening with times of rain off and on. san josé lunar new year's celebration will start on saturday at 11:00 in the morning, and even though it's at history park there will be indoor activities, too. you probably will be looking around for something where you can get out of the rain but still have fun and enjoy your saturday. if you are going to sonoma valley, enjoying some of the vineyards and going around to wine tastings that will be in the upper 40s and low 50s. just have the umbrella and be prepared for rain. if you think you can escape it by heading to l.a., not so much this weekend. we are going to see more showers in the forecast for friday into saturday. we may see it tapering off on sunday. overall, the cool weather will be heading here. this is just a preview of what is to come.

right now at 5:45, as we take a live look outside in dublin, we are starting out with a few clouds. you can also see it's still dry. by 8:00, we are seeing temperatures in the low 50s. for the most part we are staying in the 50s today. spotty showers turn into heavier rain go into the afternoon. i am tracking this. we will talk about what is in

store for the week ahead in a few minutes. the toll plaza backup is forming. there's a crash. sounds like a good-sized crash in the highway 17 mountains coming in towards los gatos. we will talk about that and the impact it may have coming over the hill, coming up. president biden will head to the southern border today where he may announce tough new restrictions on asylum. >> scott mcgrew, he's not the only candidate making it there. >> it's going to get crowded at the border, right? busy day at the border. donald trump will make his own visit about 300 miles away from the president. president biden is in a very strong position politically this morning. it was trump who opposed a bipartisan border security bill that would have added powerful new restrictions to the border. you bet president biden is going to remind everyone of that today. we have been reporting for quite sometime. the white house is thinking about announcing its own new

restrictions to the border, for instance, prohibiting those that cross illegal from claiming asylum. courts have struck down that idea before when trump tried to do it, actually. biden will meet with the border control whose union backed the bipartisan plan trump opposed. former president trump will be in eagle pass at the scene of a park where the federal government and the state of texas's government is fighting over who is in charge there. trump posted a video to his truth social. >> as president i will carry out the largest domestic deportation operation in american history to remove joe biden's illegals and murderers, because that's what many of them are. >> speaking of trump, his lawyers filed paperwork with the

new york court asking to reduce the amount of money he needs to set aside while he appeals the fraud ruling. the court said, no, pay the full thing. the judge did pause the restriction handed down by the trump that prohibited the trump's from running their business in new york. they still have to set aside the $464 million plus more than 100,000 in interest per day as they appeal. it would appear mr. trump does not have that kind of cash on hand and will have to sell buildings to raise it. remember, this is not the only fine he owes. there's also the e. jean carroll verdict as well. and then republicans and democrats working together, and both have agreed to yet another resolution to keep the government open and funded. that gives them a week to figure out the spending plan, some of

which they actually already knocked out. agriculture, that affects food stamps, done. energy, water and transportation among the spending, and everybody has agreed to, at least on paper. the house and senate have to vote on the continuing resolution first. defense, homeland security and foreign aid are things they have not figured out yet, but they have two weeks to figure that out. that's if they pass the cr, and there's bound to be blowback on speaker johnson after he promised his party he would never agree to another cr. >> thank you very much, scott. 5:49 right now. moving the bay area forward. we have a live look at oakland this morning where community leaders will be trying to bring people together. rise east is opening a new welcome center in east oakland.

the group is looking to improve living conditions for those living there. today several leaders will speak at the opening, including council member, kevin jenkins. one east bay school district not holding back in confronting the future and world of artificial intelligence. they are trying to fully embrace ai while understanding there are still many unknowns in the emerging technology. last night the district held a workshop for parents showing how ai is currently being utilized. teachers can use it to streamline task around the classroom. the district says there are teachers' leapership teams in place focusing on the rapidly changing ai landscape. the goal is to showing how to use ai effectively. >> it's how much can we learn and take that back to our

amy, may life be as complete for you on your tenth anniversary as well. love the pictures. >> yeah. >> easy day to remember, but then hard to remember every four years. >> this is the one. >> we will remember this day probably in history, at least this weekend. i think we will get record levels of snow. >> looks like it's going to be a lot if this all pans out. a cold storm as well. we are going to see impacts here in the bay area, starting out with wet roads this morning as we look at the golden gate bridge. light mist and drizzle to start. push into the bay area, the arrival of the rainfall coming here soon for the north bay. we are starting to see light rain near the coastline and further to the north. as we time it out, it starts out light with spotty rain. then we start to see much more of the heavier rain picking up

for the north bay around 1:00 to 2:00 this afternoon. move into san francisco with gusty winds, and it quickly sweeps across the rest of the bay area into the 5:00 and 6:00 hour. we could see that really impacting the evening commute. there will be a previous break for tonight, and then lingering showers with off and on rain into the day tomorrow. some of the pockets of rain could be heavy. we are looking at it picking up again tomorrow afternoon, both in intensity and the coverage of where we are seeing that across the bay area, much heavier rain coming in waves throughout the day on saturday and leaving us with a coating of snow. once again, to wrap up everything that we are expecting today with some off and on showers that continue from today into sunday. at times those winds may gust at 25 to 50 miles per hour. some of those higher wind gusts will be along the coastline and in the hills. some of our valleys across the bay area, like santa clara

valley, we can see rainfall totals at one to two inches. before the coast and the hills, there could be as much as five inches. snow coming down to 1,000 to 2,000 feet. we are talking about all of the snow we are expecting in the sierra with the blast of cold air that will continue for quite a while. starting out early next week, we will see more cold air rolling down. it looks like even through march 10th, there could be very cold air across the bay area. that snow may stay with us for a while that we see on mount hamilton and some of the north bay mountains. right now the forecast only at one to three inches of snow. go into next week, we have more storms coming our way. after this one winds down, there would be lingering showers in the forecast for sunday into monday. late tuesday into wednesday, the next storm system comes in that looks to bring additional snow to the sierra and more rain to the bay area. once again, not seeing much of a

warm-up, it will be chilly and off and on showers. when we start to see days of heavy waves of rain, we could seat impacts of that with flooding, so we will be monitoring that as well. mike, you are tracking a crash or two? >> yeah, look at the map. everything is standard. highway 17, if that roadway means something to you, this is an issue. northbound, there's a crash or maybe two. there's a vehicle that could be on the side and on its side. the southbound side heading down towards the summit and towards santa cruz, there could be traffic interruptions as crews arrive on the scene. and there's slowing on the 101. >> thank you. angry voters taking the next step in their effort to recall
