call. we have live team coverage breaking down all of the results. this is "today in the bay." good morning to you. let's see, it's wednesday. just checking. halfway through our week. thanks for joining us. i'm laura garcia. >> i'm marcus washington. we'll get to the top stories in just a bit. first, we want to get a look at what you can expect from that weather today. so, kari, coming in this morning i was like, oh, this is nice, and then, boom, the rain started. >> same here. it was dry most of the commute, but you may run into a pocket of rain. we're seeing that now in the south bay with san jose, the live camera, showing some raindrops on the lens. temperature-wise we're in the low 50s, we're at 53 in oakland and it is 53 in san francisco. here is a look at the system affecting us now, and we can see the area of low pressure and the waves of rain moving across the region. there will be a light chance of thunderstorms, but we are now just looking at some pockets of

really heavy rain, and we're seeing that mostly on the peninsula and in parts of the south bay, where it's very low visibility as you're trying to drive through those downpours. so we're going to see the chance of rain continue into today, off and on showers, and as we go into the afternoon those rain chances will still be hit or miss. i'll be tracking that. mike, you were looking at the soggy south bay drive. >> this is the rain we're talking about right now. the headlights, you can see the water kicking up and splashing around. on the maps you can tell because of the green and now the blue. this whole zone showing there's a likelihood of puddling and ponding. two new crashes popped up. 87, i'm a little concerned. also concerned about a crash here, slowing south 680 just around stone ridge. i'll check on that crash for the tri-valley. >> thanks, mike. breaking news, a shakeup in the 2024 presidential race, former u.n. ambassador nikki

haley dropping out, following super tuesday. but it was a big night for president joe biden and former president trump. >> the results setting up an all but certain rematch between the pair come together. "today in the bay"'s brie jackson joins us live. a lot to break down. tell us more about haley's announcement. >> reporter: good morning. so a source familiar with her plans confirmed to nbc news that haley will officially exit the race later this morning. so far, she had only secured 92 delegates of the 1,215 needed for the gop presidential nomination. haley lost more than a dozen states to trump last night. however, she did pull off a surprise upset in vermont. however, the state was her only win of the night, and her campaign's second primary victory of the entire race. haley is expected to deliver remarks in charleston, south carolina, her home state, later this morning, where she will make the announcement official.

worth noting it's also a state that she lost by big margins to former president trump during its primary. >> no matter how you vote, you can't say that nikki haley didn't put up a good fight. not a good morning for her. but it is a good morning for the campaigns of president biden, as well as former president trump. >> reporter: with haley dropping out, trump let me natures all of his competition. even if she did stay in, it was only a matter of time. let's take a look at the numbers. so far he has 1,057 delegates after last night, including a victory in california, getting nearly 80% of republican primary support in the golden state. once again, trump needs 1,215 to secure the nomination, an inevitable conclusion at this point. president biden, who has been running with no conceivable challenger, has picked up major

wins across the super tuesday states, including california, where he garnered more than 89% of support from primary voters. he currently has 1,564 delegates. he needs 1,968 to officially secure the democratic nomination. as you mentioned, the biden/trump rematch now seems all but inevitable come november, but both are set to hold events in georgia this weekend. that state holds primaries next tuesday. >> as you mentioned, big wins for biden last night, but he didn't secure universal support. voters in one u.s. territory putting their support behind another candidate. >> reporter: yeah, the territory of american samoa delivering president biden a loss in his re-election bid. maryland businessman jason palmer is the projected winner of its democratic caucus. preliminary results show the little known candidate received 51 votes compared to president biden's 40 votes, with palmer

collecting four of the six delegates. with only six delegates at state, it will hardly impact president biden's nomination. the island territory is roughly 2,500 miles southwest of hawaii. just to be clear, residents of u.s. territories vote in primaries but do not have representation in the electoral college. back to you. >> brie jackson in washington this morning, a very long night. thank you so much. >> and an early morning. in the bay area, those ballots are still being counted, with some of the races just too close to call. several big issues have already been decided, including local measures looking to tackle issues like the unhoused and police powers in san francisco. >> "today in the bay"'s kris sanchez continues our coverage from the noo newsroom this morn. any surprises? >> reporter: i think it's safe to say that despite all of the positive ads about proposition 1 and the number of endorsements on the california proposition intending to address mental health and substance abuse,

voters seem relatively split. let's take a look at the latest numbers. 50/50 at this point. of course they are still counting votes in several different places. proposition 1 to fund housing for mental health patients needs more than 50% of voters to say yes in order to pass. governor newsom was out on election day trying to get last-minute support for the $6.38 billion bond. we'll keep watching that. also, in san francisco, this is measure e, it seems poised to pass at this point, addressing san francisco police policies and expanding some police powers. san francisco's measure f also seems poised to pass, requiring drug screening for anyone who is seeking public assistance. the passage of both of these measures can be read as a show of support for mayor london breed and what she's trying to do in san francisco. >> i'm going to officially call the results of e and f in our

favor! headed out the door. >> absolutely, because pockets of rain has been heavy in some spots and that's what we could continue to see over the next couple of hours. let's get a closer look at the heavy rain pouring over the peninsula, right over half moon bay. and we're also seeing it letting up just a little bit for redwood city, but it may pick up again in the next few minutes. in san jose, we can hear it hitting the roof here in the studio. we are also going to have that heavy rain moving through milpitas and toward the foothills. we're going to see it as you're traveling on 680 coming through just around milpitas into fremont and approaching sunol. really heavy rain that's creating low visibility. we'll talk more about this and what else to expect coming up. mike has a look at what you can expect at the gas pump. >> you've been seeing this over the last week. i saw my local pumps go up 40 cents incrementally over the last week. san jose's best is $4.09 at great gas on stevens creek

possible. musk retweeting a claims tens of thousands were flown in by an airplane. it didn't happen. "the new york times" reports musk met with donald trump in florida, along with several other wealthy republican donors. musk joined apple's tim cook and investor peter teal as business advisers in the first two months after trump became president, only to leave the group after trump took the u.s. out of the paris climate accords. cook and the others left shortly thereafter and the groups were dissolved after trump's comments about the race rally in charlottesville, virginia. "the new york times" was the first to report this meeting based on the accounts of three people who say they were there. nbc has not been able to verify those same account, and musk and trump have not commented. we continue to work on it. >> thanks, scott. you mentioned target there. they're joining the world of paid memberships. the retailer is launching a paid

[ laughter ] >> just sometimes. don't ask me about my sparkles. sprinkles is what we're seeing around the bay area. >> sprinkles and then some spots are seeing downpours right now. as you get ready to head out, we're going to be tracking some off and on rain today and even a chance of thunderstorms. late in the week the sunshine will be coming back, and it will be nice to get some breaks. temperatures mostly in the 60s. but then ahead, we will have some spotty rain chances for the weekend and then again early next week. let's talk about it. as you're heading out, you're seeing another round of rain mostly moving from south to north across the bay area. and then as we track it with stormranger, our mobile doppler radar, we're seeing heavy rain in half moon bay and much of the peninsula creating low visibility, heavy downpours, and maybe even some brief street flooding as this is coming down

pretty heavy in some areas. then we're seeing heavy rain in sunnyvale and cupertino, a little lighter for downtown san jose. it's now lifting toward the north near milpitas and moving over toward fremont, and approaching the sunol area within the next few minutes. so off and on rain today as our temperatures head for the low 60s, up to 64 in oakland, 62 in san mateo, and livermore will reach a high of 60 degrees. tomorrow it is just slightly warmer and we'll continue to come up a few more degrees as we head toward the end of the week. by friday we're seeing upper 60s in the south bay and mid-60s for much of the north bay. looking at our hour-by-hour forecast, the chance of rain will continue today, some spotty showers that may pick up a little bit more as we go into this evening. but even into the evening commute, there's going to be some spots that you encounter, some heavy rain, and then other areas where it's not raining at all. we're looking at an additional about a tenth to a quarter inch of rainfall, maybe higher in a

few spots. once this moves out, we'll take a break from the rain for a couple of days. another quick-moving wave on saturday, and then again early next week with the rain possibilities ramping up again late next monday into tuesday. for the sierra, it's been so great to see the big boost in the sierra snowpack after that storm. now we're at or even above our normal amount of snowfall for the central and northern sierra. and as we keep in mind that this provides about a third of our annual water supply, so that is some really great news. statewide we are now at 104% of our normal amount. last year at this time we were almost at double the normal amount. we are going to see some additional light snow for the weekend with that system that comes in on saturday, that will bring us spotty showers, but overall just cloudy. and our temperatures will be in the low to mid-60s, a nice little warm-up for friday with sunshine. saturday is still going to be

fairly mild, but also a chance of rain, especially for san francisco and parts of the north bay. and then a better chance of some rain and sierra snow through late next week, on monday into tuesday. mike, how is it looking across the san mateo bridge? >> the traffic flow is looking really good. look at the water, kicking up. it's been like this all morning, some spray as folks are traveling in either direction. west, of course, taillights toward the peninsula. you're at speed, but you notice on the peninsula side we've grown with the amount of road weather index. the green highlighting shows you damp roadways, the blue likely puddling and ponding. kari showed the system coming through this area. watch out, sunol, watch out pleasanton, livermore. 87, there is a crash, and there's slowing. we'll check on the status once chp can give us an update. roadway flooding on the side

let's start out with a look at our forecast for this wednesday morning. meteorologist kari hall is tracking some rain in the bay area. >> yeah, and where we are seeing the rain, it is pouring down. so you can expect that through your commute as you get ready to head to work this morning. let's get a look at some of the spotty showers that we are seeing and the kind of activity that we'll see as we go throughout today. our stormranger tracking it all, mainly from the golden gate bridge southward, and moving toward the east bay as well. but it does affect the peninsula, quite a bit getting in on heavy rainfall. for san jose, light to moderate rain around downtown, but picking up around milpitas, toward fremont, as well as heading toward sunol. as we go throughout the day, we'll be tracking a chance of thunderstorms, sunshine returns tomorrow and friday, with weekend rain chances as well. mike, you're seeing a lot going on in san jose. >> we had the build, which is typical at this time. this is north 101 just north of 680. i did want you to see the wet

roadway, the rain traveling through, leaving puddling and ponding where it's blue. top of the screen there's reports that now looks like a spinout, not a disabled vehicle on 680 and then we have puddling and ponding at highway 87, slowing, and then north 87 around capitol expressway, the fast lane is blocked and flooding is reported at taylor. we start this half hour with breaking news. just hours after her big super tuesday letdown, gop presidential contender nikki haley is suspending her campaign. this, of course, all but seals up the november rematch between president joe biden and former president trump. haley won just one republican primary. in yesterday's super tuesday elections she won the state of vermont. there were concerns about her funding going forward. haley is expected to hold a news conference at 7:00 a.m. our

time. many conservative california voters are waking up most likely energized, not just from the new clarity in the race for president, but from the results to fill the late dianne feinstein's u.s. senate seat. >> republican sieve garvey will be taking on adam schiff. he continues to build on his momentum. >> reporter: there will be democrats who may be disappointed and surprised that the top two cants aren't democrats. but adam schiff is likely not one of them. i'll explain after we look at the returns between adam schiff and steve garvey. you see those top two vote-getters, the ones we're going to see on the ballot in november. katie porter just 14%, and barbara lee, who we know well here in the bay area, just 7%. schiff's campaign spent money on pro-garvey ads in the last couple of weeks, $11.2 million, according to the "washington post," in order to avoid having

schiff and southern california congresswoman katie porter have to duke it out at the top. republican voters may be galvanized behind garvey, in california a republican hasn't had a senate seat since 1991, and that one was appointed. both schiff and garvey looking forward to november. >> trump would attack me after rally, and i think all of those things were basically what we would call wednesday. but you had my back every step of the way. >> they say in the general election that we're going to strike out. you know what that is from? that's from the crowd that believes in the status quo. well, know this, it ain't over 'til it's over. >> reporter: and it is over, it appears to be over for

congresswoman barbara lee who couldn't raise the same kind of campaign cash that schiff and garvey did and couldn't get a solid footing in the polls. we are updating the count for california's proposition 1, aiming to address the issues of the unhoused. we'll take a look at some local measures coming up in our next half hour. >> in fact, right now we're going to take a look at some of the key races playing out in the south bay. it includes the san jose's mayor's race that ended in a landslide and the former san jose mayor one step closer to congress. bob redell joins us live outside the santa clara county registrar in san jose. there's a lot more ballot counting left to do. >> reporter: correct. good morning to you, laura, at 8:00 this morning, that's when we expect the counting to resume here at the office of the registrar of voters here in san jose, the santa clara county office, which will not only finalize the results of all the races here in the south bay, but let us know what the turnout was

during yesterday's primary election. the office was predicting anywhere between 35% and 45% turnout, which was below expectations. this is video of ballots arriving at the office from around the county. the office tells me counting could go on until 6:00 tonight. one race that has silicon valley's attention, who will replace anna eshoo, the representative of the 16th district in congress. right now former mayor sam liccardo leads with over half precincts reporting, followed by joe simitian and assemblyman evan low. last night at the watch party, mayor liccardo says the country right now needs a congress that will get something done on homelessness. he also reflected on his time as mayor with us. >> we have a wonderfully diverse city, a city that continues to inspire me and show me how people can overcome incredible

obstacles and show amazing resilience to accomplish great things. and that inspiration will carry me in congress. >> i am just really delighted and appreciative, frankly, that so many good folks stepped up and said, we want you in the mix and we want you to be our member of congress. >> i was calling while knocking on doors, many actually said they still did not turn in their ballot. i said, what are you waiting for? you still have time. it's an exciting moment in time to see democracy in action. i'm hopeful that we can see more of a turnout than previous years. >> reporter: san jose mayor matt mahan easily won re-election, beating tyrone wade in a landslide, 88% to 12%. live in san jose, bob redell, "today in the bay." >> interesting to see how it's all playing out. thank you, bob. our election coverage continues online, on your screen you can scan the qr code that

will lead you to your app store, where you'll be able to download our free nbc bay area news app. it is free and very useful for those election updates. oakland mayor sheng thao is opening up about her variety of issues that the city is facing, including crime. she says that the situation is improving for business owners, but not all agree, citing numbers from opd, the mayor's office is in downtown, uptown, chinatown and jack london square, car burglaries are down by 43%, with commercial burglaries down by 49 prs. in the diamond and laurel district, robberies are down 68% and heggenberger, theft down 47%. in an interview with mayor thao, they credits police and her administration bringing back operation cease-fire which helps address gun violence in the city. >> after my administration

resurrected operation cease-fire, our great personnel at opd and the violence prevention have been coming together with the community to really bring back the operation cease-fire. what we're seeing is the fruits of that labor right now. >> now, we crunched our own numbers from opd this morning, and as of this past sunday, year to date, robberies in the city were up 39% overall. residential robberies were up 100%. the mayor and i discussed more topics, including where things stand with the search for the city's next police chief. you can watch the full interview coming up at 7:00 a.m. during our streaming newscast on roku and other streaming platforms. happening tonight, pg&e wants to get the word out about work being done in the south bay and some of its customer assistance programs, it's all part of a larger effort to connect with customers about the work being done to boost reliability and safety. it follows recent storm-related issues that led to long outages in some areas. representatives will host a

virtual town hall tonight starting at 5:30. let's take a live look out in san francisco. meteorologist kari hall is tracking what we can expect weather-wise today, and it is going to be a wet one for most of us. >> kind of off and on. we will see some breaks and maybe even some times of sunshine today. but we are starting out with a very soggy peninsula and south bay, and that also continues to spread into the east bay within the past hour or so. as we get a look at stormranger, it is showing good coverage of rain from san francisco all the way down the peninsula and into the south bay. not as much as you move farther inland over toward the delta, as well as into the tri-valley. but i do expect there to be some pockets of downpours this morning and possibly into the afternoon. we could see the off and on showers that may, a few of them, contain thunderstorms, but then we'll start to see things winding down tonight. we're looking at an additional tenth to quarter inch of rainfall just for today. i'll be tracking this and we'll

be talking about when we will see the sunshine coming back. mike, you're seeing some unexpected activity in the south bay. >> we have a number of reports which don't usually pop up at this number until later on in the commute and slowing for 87 as well as 101. some of this is because that rain recently traveled through as we get the first burst of traffic. there have been some smaller crashes. this one 87 northbound around capitol still blocking your fast lane and a spinout north 680, watch for slicker roadways. we have volume still causing slowing north 101 just south of oakland road sticking around a little longer than we typically see. the water and rain coming through sunol now, so we're watching 680. no major issues for the tri-valley. a smooth drive on highway 84 still has the traffic control. more rain up the peninsula, more wet roadways. use caution over there. in the city, the warriors play tonight so there will be crowds along the 280 extension.

>> reporter: good morning, marcus and laura. this might just impact how your next amazon package shows up on your doorsteps. glacier is a robotics ai company based here in the city. they have an ambitious administration to reduce waste going into landfills, specifically developing technology to streamline sorting through recycling. an ai arm helps sort through items quickly. recycling is a big problem a lot of people have been working on for a long time, yet there remain challenges to recin and repurposing volumes of waste. americans send 1.4 million tons of waste to recycling facilities every week. for comparison, that's about one and a half golden gate bridges. they both came from big tech and what they saw was cutting-edge

technology, but it wasn't being used to solve critical problems. >> we both had the impetus to want to take modern technology, modern robotics and apply it to a problem that really needed solving, which in this case is how do we create sustainability out of our waste? how do we dispose of things responsibly? >> reporter: amazon is also taking notice and is teaming up and investing in glacier to work toward their zero emissions goal by 2040. >> glacier is the next evolution in that step to allow us to pick out certain commodities as they're going across the recycling waste stream and learn about what plastics or cardboard are being successfully recycled. >> reporter: now, once amazon understands what is being successfully recycled, they say they can change their packaging on the front end so that recycling isn't just reactive. and both companies say that is

with some off and on showers. we'll be watching out for a chance of some isolated lightning, but right now it is some rain and there are some pockets of heavy rain as you move south of san francisco, down the peninsula, and into the south bay. we're also seeing heavy rain right there just north of san jose. but it is such a sloppy drive on 280, and we are also seeing it just a little bit lighter from 101, but most likely the rain is going to be moving that way very soon. we're also seeing it picking up again in downtown san jose, after it has moved over the santa cruz mountains. we're also seeing some very bright yellow colors and reds and oranges indicating some heavier rain we're seeing in fremont and sunol. the chance of rain will continue today. this is our hour-by-hour outlook that plots where we'll see the rain and when we will see it. and, still, we'll have a chance as we go into the evening commute between 6:00 and 8:00. we're still going to see some showers, but it does wind down shortly thereafter, with another

tenth to a quarter inch of rainfall, and then there's more rain in the forecast for the weekend, most likely on saturday. quickly passing by. then early next week, another wave of rain coming in between late monday into tuesday. as we spring forward on sunday, it looks like we do get a little bit of a break from the rain, but still some clouds lingering. and temperatures don't yet warm up. our warmest day will be on friday with all of that sunshine. mike, you're seeing two areas bogging down. >> the first is, of course, the bay bridge toll plaza. this is about the right timing here. we see wet roadways. there's mist, drizzle around here. it's not so bad at the bay bridge, and you're noticing that you have pretty much your typical distribution, except eastshore freeway, both directions, upper eastshore freeway between hercules and the entire stretch, we have crashes on either side of the roadway. eastbound there may be a more significant crash with the potential for lane closures. westbound there's a distraction as well as another crash as
