5:02 am
we're starting out with a mainly clear morning as you're heading off for work, but it is chilly. as we get started, our temperatures are in the upper 30s right now. it is 39 in dublin. and it is 46 in martinez, it is 38 right now in sonoma. so with the cold morning we have, we may see those temperatures dipping a few more degrees, and that could mean some frost in some spots. as we take a look at our highs for today, we are going to reach up to 66 in the north bay, mostly mid to upper 60s for this afternoon, but it already starts to come down a few degrees for tomorrow, as we get a few more clouds and the possibility of some scattered showers. so we'll talk more about our rain chances coming up. mike, you already have a few incidents? >> we do. it looks very busy. on the peninsula we are scattered incidents. they're starting to clear. nothing really major. i'm concerned about in san francisco, we have off of the bay bridge -- actually, heading toward the bay bridge, north

101, the transition to the 880 interchange, a disabled vehicle is in a middle lane and there may be a traffic break over the next few minutes coming up on 101 toward the bay bridge. so prepare for that. otherwise, everything is very calm. getting into the city from the east bay, nothing major throughout contra costa county or the north bay. pg&e is getting the green light to raise rates, once again, after a vote by regulators who oversee the utility. >> "today in the bay"'s kris sanchez is joining us with how much more customers will have to pay. >> customers are going to feel a pinch. it will feel like a smaller pinch, because while the latest hike is just $5 a month, it does come after a series of rate hikes that makes pg&e the most expensive power producer in the country. the cpuc approved the latest rate increase that the utility said it needed to cover the costs of wildfire mitigation. the cpuc just granted a different rate hike of 13% in january, raising the average
5:04 am
bill by $34. and there is another rate increase in the works, amounting to an average of $10 a month for consumers. that's to pay for last year's storm damage. pg&e customers and a consumer advocate are outraged. >> this month it was literally $500, and without the discount it was $700. >> the last bill that i got was $200 something, and there's really no explanation as to why it was increased drastically. >> why should pg&e get another rate increase when they reported profits of over $2 billion for last year? >> reporter: we requested comment from pg&e and got a written statement that reads in part, delaying the recovery of costs could negatively impact our ability to secure competitive finance rates and increase the costs for capital investments. all but one of the cpuc
5:05 am
regulators voted in favor of this rate increase. the consumer advocate says that it is time for customers not to go to cpuc or pg&e to complain, but go to their elected leaders because they can put the pressure on the cpuc. >> interesting. everyone is feeling it. thanks, kris. well, a federal investigation now under way, this is after a wheel on a united plane flew off during takeoff. take a look at your screen. that landing gear was retracting when the wheel fell off onto the ground. so it did cause major damage to two of the vehicles on the ground in the employee parking lot and the fencing there. we did speak with one man who parked next to one of those vehicles. >> parked right here. >> lucky, huh? >> lucky. hopefully this guy has insurance. >> no one was hurt. the plane itself was diverted to
5:06 am
lax, safely landing, and passengers were put on a different flight to japan last night. the united representative says they will work with customers, as well as the owners of the vehicles to ensure they get what is needed. "today in the bay"'s ginger conejero saab is speaking with aviation experts and will have a live report coming up in less than 30 minutes. president joe biden heading to philadelphia to campaign today, fresh off his fiery state of the union address covering several topics. he touted his success, while drawing a sharp contrast between the gop's policies and his own and called on congress to act on issues ranging from the economy, border security, wars overseas, a woman's right to choose, and threats to democracy. >> history is just like history watched three years ago on january 6th, when insurrectionists stormed this capitol and placed a dagger at the throat of american democracy. >> gop leaders delivered an intense response after the
5:07 am
speech. u.s. senator katie britt slammed the president saying he's out of touch and does not understand the issues facing american families. >> the american dream has turned into a nightmare for so many families. our families are hurting. our country can do better. >> coming up at 5:30, scott mcgrew will break down the entire speech and the responses to the state of the union. new, the group behind a planned new community in solano county is launching a new campaign to win over voters. the project is called california forever and developers want to build it from scratch on land between rio vista and travis air force base. they just released an aerial image showing where it would be situated. they've also released a new advertisement. detractors are voicing concerns about what they say are funding

5:09 am
shaping up to be a nice day. take a look at some of our current temperatures. we're in the upper 30s, low 40s for a lot of spots with oakland starting out at 42. we're also at 42 in concord and 39 now in palo alto. and then looking at san jose, what to expect as we head into the weekend, we are going to see some upper 60s today, more clouds tomorrow, and a chance of rain late sunday night into the day on monday. but overall our temperatures are the warmest that we'll see in quite a while, with mid to upper 60s, and then we cool down for the rest of the weekend. so we'll talk more about that coming up. mike, where can we find slightly lower gas prices? >> we're back in the top ten, richmond is. okay, it's $3.94. not a great price, but top ten and below 4 bucks at arco in richmond. the best in santa clara, that's $4.25 at diamond gas and market on warburton avenue. the best in san francisco, that's $4.38 at the 76 station
5:10 am
on valencia street. you can check all those changes up or down at gasbuddy.com. on the roadways, we're looking at a smooth flow of traffic. very smooth flow of traffic through the east bay and out of the altamont pass. just minor slowing. the exclamation point is, of course, niles canyon. remember, we have a traffic restriction for highway 84. vasco road, no problems out of contra costa county down toward 580, and a smooth drive across the bay bridge. a clear view right now. back to you. >> thanks, mike. well, an odd pairing just might work. ahead this morning on "today in the bay," two chain restaurants looking to create a joint dining experience. >> i wonder if it's burger king and dairy queen. we'll take a look,

5:13 am
. good friday morning. as you get ready to head out in berkeley, we will see clouds early, but it will clear out and we're going from the low 40s to the low 60s. a pleasant afternoon. we will see a lot of changes going into the weekend, so we'll talk about that and a gradual warm-up in our forecast in a few minutes. changes at the golden gate bridge, now going to the left side, that last burst of traffic. they would held up as crews cleared heading south. we saw it on the sensors. we see it on theth end of the bridge into san francisco.
5:14 am
things will calm down. well see changes in other parts of the bay coming up. good morning. very happy friday to you. electric car maker rivian introduced two new electric suvs on thursday priced around $45,000. san francisco's gap says a lot more of its customers are shopping at old navy stores, looking for low cost options. hard to say what direction we'll go on the markets this morning, because wall street is waiting on the jobs report. normally jobs friday is the first friday of the month, this is the second friday of the month. that happens sometimes when the first friday comes right at the end. economists need some time to get that data together, and nobody is going to be watching closer than the fed. video of fed chairman jay powell talking to congress this week. the fed would like to see job growth, but not too much job growth as it waits to lower interest rates. what we don't want to hear is a blockbuster number again, something under 200,000 new jobs
5:15 am
would be perfect. we spoke with economist dan altman about interest rates. >> chances of a cut in may are probably fairly slim. later this year it looks more likely. i don't think the fed will hike rates because i don't think they're that concerned about inflation at this point. they haven't seen inflation accelerating, really. but we should probably be waiting for the second half of this year for the bulk of any cuts that might come. >> february job report hits our desk 15 minutes from now. the fed doesn't set mortgage rates, but they do rise and fall with fed rates, which makes house payments more expensive. the biden administration directing fannie mae to cut out title insurance, one of the things you have to pay with your closing costs, which can add around $1,500. as you might imagine, insurance companies do not favor that idea. it's been one year since the meltdown of silicon valley bank. now, technically it's this weekend it will be one year, but
5:16 am
we're close. it was the largest bank failure since the global financial crisis and the government stepped in to save all those start-ups and venture capital firms who would otherwise have lost everything, even though that was not technically how the rules worked. but what we saw after that or began to appreciate was we see the start-ups getting a $20 million check, it only insures up to $200,000 and they didn't know what to do with their money anymore because banks weren't safe, which is a very silicon valley problem. but it's still a problem. >> okay, you had a good guess a little while ago. the merging of two restaurants. >> burger king and dairy queen. >> that was a good one. what do you think about pairing pasta or chicken salad, with pancakes? you may soon have a chance. are you ready for apple hop? considering a unique
5:17 am
partnership, they want to open an ihop and applebee's restaurants sharing the same space. so far, no immediate plans for ones in the u.s., but they expect at least some to open in the next 12 to 24 months. >> i'm here for it. >> it should be open all day. >> a lot of times they're in the same shopping centers. >> you don't have to make your rounds now. >> thank you. trending this morning, a new movie has people streaming into theatres. >> and "saturday night live" this weekend, brolin appeared in the first sketch of the californians. his first hosting was 2008 and his musical guest was an up-and-coming singer, adele. >> they said do you want to do snl, and i haven't done it for 12 years and it was like a pressure and i wasn't sure how i
5:18 am
felt about the pressure. and then i heard it was her and i said yes immediately. >> this time, brolin is back with musical guest ariana grande. she is going to have a special moment as well. her new album "eternal sunshine" is out right now. this is one of the songs from that album. you can watch "saturday night live" tomorrow night at 8:30 right here on nbc bay area. >> that should be fun. >> i always love her. >> she's cute. get ready. it is that time of year again, yes, it is time to reset your clocks this weekend. >> we're not fans of it on the morning show, just because we get up so early. but daylight saving time starts this sunday at 2:00 in the morning. so remember to set your clocks one hour ahead. if you have clocks anymore. everybody has phones, right? the morning will stay dark a little longer, but here is the perk. it also means daylight will stretch an hour further into the afternoon and evening. it's great for walking the dog.
5:19 am
daylight saving time is between march and november. scott mcgrew likes to go to bed super early so he doesn't like it being light out. >> you have to have a mask. >> and he has people fan him and stuff. >> all their schedules have to change. >> it's mcgrew's world, we just live in it. [ laughter ] >> for me that means it's time to change to the blackout shades. >> i try to do that every afternoon. if the neighbor is playing pickleball, it doesn't help. well, we are going to be adjusting to that for the weekend and also changes in our weather. and even though we are going to be springing forward, it will very much feel like winter. so let's talk about the changes. we do have more sunshine and mild weather in our forecast today, and then we'll go back to rain chances for the weekend into early next week. late next week it will finally start to feel like spring with 70s in the forecast, but take a look at the flow here. so we are seeing a system that
5:20 am
is dipping far to the south, but it's also rising up around high pressure and that's what we have over the bay area right now that's giving us the clear sky. so it's going to be a little bit of time before that system starts to drop into our area, that gives us one nice clear day. our temperatures will reach into the mid-60s this afternoon, upper 60s for parts of the south bay, but then as the clouds arrive tomorrow, it's going to be much cooler, and some of us will get some rain. then once that system passes, parts of the north bay on sunday only reach into the upper 50s for high temperatures. so looking at what's ahead, we are going to see a quick round of showers, mainly targeting the north bay and the coastline for late tomorrow morning into the early afternoon. at 2:30 it shows it moving through marin county into san francisco, and then just kind of falls apart as it moves through. so we'll be watching the north bay with the highest chance of rain tomorrow and then sunday night for the next wave of rain
5:21 am
that will be with us into early monday morning, and then a second storm system coming in early tuesday morning. that looks to clear out by the evening. once again, a look at the bigger picture, we can see a couple waves of storm systems coming in, cold fronts that will be dropping in. and then by the middle of the week, high pressure rebuilds once again. that's going to give us some sunshine and much warmer temperatures for next weekend. so let's take a look at palo alto and the changes we'll see. we're going from highs in the upper 50s, low 60s for this weekend, to a nice little warm-up next week. and look at next saturday and sunday. it is going to be beautiful, with low to mid-70s and definitely well deserved warm-up here. but as we start our spring forward on sunday morning, we'll see it becoming mostly cloudy and then that chance of rain late sunday night, and then also into early monday morning. but there will be another wave of rain in the forecast on tuesday, and then we do have
5:22 am
much more sunshine in our forecast. mike, how is it looking with the friday light in fremont? >> it looks like friday light. fremont is great. as you would hope, fulfilling that wish, south bay with headlights past tesla, everything is moving smoothly. that's right at the top part of the map. you see the green sensors and you still see highway 9 with the closure near sanborn because of the washout. we don't know when they'll be open to reopen. highway 9 moves slowly through the south bay. there is an issue, a disabled vehicle blocking the shoreline off-ramp from 101 northbound, just for a few minutes. if that is your route into mountain view, you might have to detour or watch for activity. highway 4, we don't see any slower sensors just yet. no brake tapping. or for highway 37. the volume should be building gradually down the eastshore freeway. there's a blip near the richmond bridge toll plaza. we'll take a live look and see how things are shaping up.
5:23 am
we don't see anything at the toll plaza itself. i'll track that and look at the reports to see if they've added anything through chp. at the bay bridge, a light drive as well. no backup or problems toward san francisco from here or from the north bay. back to you. >> thanks for checking things out, mike. coming up next, nbc bay area responds. >> one viewer is not getting a subscription he paid for on time. another viewer is fighting a hacked gift card with a company that's goneum. m
5:24 am
5:25 am
5:26 am
we all want to get what we pay for, but it doesn't always work out. >> that's why we have our responds team to help us out. consumer investigator chris chmura is here with a pair of the recent cases that made a difference. >> happy friday. we hear from people all around the bay area about customer service falling short. people like paul in milpitas. his beef, old news. his newspapers were arriving late, and the publisher wouldn't fix it. paul tapped our team, the paper then put paul's deliveries back on schedule and gave him $137 goodwill gesture. then there's christine in mountain view. she says thieves targeted her gift card twice. she was out $250. she expected the gift card company to restore her balance. it refused, until we stepped in. christine got her $250 back. lots of viewers complain to us
5:27 am
that their gift card balances recently vanished. money doesn't just vanish, so we investigated and enlisted the fbi's help to find out how it's happening. scan the qr code on your screen to watch that investigation. feel free to share it with friends and family members to help them protect their gift card balances. have a great weekend. >> you, too, chris. 5:26 this morning. next are the top stories we're following, including our celebration of women's history month. the new exhibit coming to the south bay and the way it honors one group of women. i'm ginger conejero saab at sfo. a new federal aviation investigation is under way after a big scare that was caught on camera here at sfo yesterday. ahead, we'll tell you more about what happened when a tire fell off of

5:31 am
good friday morning. thanks for starting your morning with us. i'm marcus washington. >> and i'm laura garcia. 5:30, a lot to get to, including get ready to start your engines. we've got a live look at a new quiet sonoma raceway. ahead at 5:45, bob redell will join us with more on the drive for charity. let's start with a look at the forecast. >> it starts out chilly, but we will have a beautiful day. looking forward to getting some sunshine and enjoying another dry afternoon. take a look at what to expect in san francisco, as we're getting started it's only in the mid-40s. then as we go throughout the morning into the afternoon, we will gradually warm up. at lunchtime it's 59 degrees. we're headed for 64 today. it will also be in the mid-60s for dublin, 66 in fairfield, and also 66 in napa today. we are going to be slightly cooler tomorrow as we get more
5:32 am
clouds, and a few spotty showers, and then we are going to have a few cool days with some rain. so big changes ahead. mike, you were tracking a hazard heading to the bay bridge. >> yeah, from the san francisco side, that would be coming out of the city on your side. the commute is this direction, so the commute is fine. as we look at the live shot, you see a smooth drive but more taillights. coming out of the city there was that hazard southbound 101, we talked about a traffic break. haven't seen any subsequent issues. the issue is still on the report, but we'll track that. also still on the grid is an issue at shoreline on 101 and also something on highway 35, which chp is just arriving. in the east bay, smooth drives through walnut creek. back to you. >> thank you, mike. developing this morning, investigators will now try to piece together that big scare captured on camera at sfo when a tire suddenly fell off of a
5:33 am
united airplanes plane seconds after it took off. >> "today in the bay"'s ginger conejero saab joins us live from sfo. fortunately, no one was injured. but this is a new problem now for planemaker boeing or the airline. >> reporter: that's right. good morning to you. the faa has a new probe this morning into who will be responsible for the latest incident. it comes just days after the faa identified non compliance issues in an ongoing investigation for boeing. that has to do with a door plug that blew out midair back in january. now, it will take weeks for the faa to determine and make steps into this investigation as far as responsibility is concerned. you can see for yourselves just what happened moments after takeoff, when a wheel comes off a united airlines airplane, leaving sfo yesterday for osaka, japan. a closer look shows the landing
5:34 am
gear was retracting when the wheel flies off. this is what it did when it hit the ground. the fallen wheel wrecked no vehicles in the employee parking lot and it also took down one part of a fence. we're told it bounced and damaged a tesla before it finally stopped in a nearby lot. fortunately, no one was hurt, but who will be responsible, united or boeing? >> so this is where i think they're really focusing on united's maintenance procedures. if they point to a structural problem, then you're going to get boeing involved as far as the builder of the aircraft. >> reporter: now, records show the airplane was delivered to united from boeing 22 years ago. the plane was diverted to lax yesterday. it landed safely and also took off around 7:30 last night for its original destination. united says that it will work with the people who have damaged
5:35 am
vehicles, as well as customers that were on the flight to address their needs. but this is yet another airplane incident, it seems like just from this year alone, it has already been tallying up. >> certainly so. >> thankfully no one was hurt. you saw the damage it did to the cars. imagine if a person was there. >> no kidding. it is 6:34 right now. president biden delivered his state of the union speech last night. >> and, scott mcgrew, you say it was far more political than you were expecting. >> i've heard adjectives, fiery is the one we're seeing most often, and that makes sense. president biden knew he had to come across as vibrant and in command, but i was surprised by how often biden's speech either directly or indirectly referred to the upcoming presidential race. all states of the union are in some way or another campaign speeches. the president gets to praise his own accomplishments. but rarely do presidents refer
5:36 am
to their opponents in an upcoming election, which biden did many times. though never by name, always as my opponent. and the president was very direct in addressing the justices of the supreme court, who have their traditional seat front and center, directly in front of the president. >> many of you in this chamber, and my predecessor the promising to pass a national ban on reproductive freedom. my god, what freedom else would you take away? look, it's a decision to overturn roe v. wade, the supreme court wrote the following, and with all due respect, justices, women are not without electoral power. excuse me, electoral or political power. you're about to realize just how much. [ cheers and applause ]
5:37 am
clearly, those bragging about overturning roe v. wade have no clue about the power of women, but they found out when reproductive freedom was on the ballot and we won in 2022, and we'll win again in 2024. >> members of the supreme court tried to remain apolitical, which is why even those justices who support abortion rights are sitting stone-faced, and why presidents rarely address them from the podium. what has become more common is heckling of the president during what's supposed to be a formal and dignified american ceremony. this started in 2009 when congressman joe wilson shouted "you lie" to president oobama. marjorie taylor greene has been a regular heckler, demanding the
5:38 am
president say the name of college student laken riley, who prosecutors say was murdered by an immigrant illegally. the president held up a pin, said riley's name and pushed for stronger laws to control the border, a law that greene opposes. democrats have tarnished the solemnity of the state of the union, nancy pelosi tearing up the speech as she sat behind president trump in 2022. here is a clip from this year, from republican katie britt. >> what we saw was the performance of a permanent politician who has actually been in office for longer than i've been alive. one thing was quite clear, though. president biden just doesn't get it. he's out of touch. under his administration,
5:39 am
families are worse off, our communities are less safe, and our country is less secure. >> the "today" show will have much more of the president's speech, and spin doctors as well, coming up at 7:00. >> always so interesting to watch. now, the opposing party's response can be a thankless job. >> it's usually delivered by a younger, lesser known politician. >> she's 42. >> i think they tell them, this will get you on the map. i think it's possible nobody else wants to do it because they're almost always criticized for their performance. marco rubio, the way he drank water became a "saturday night live" skit. so it is tough. the president gets three cameras, huge chamber, all that. the opposing party gets just a kitchen. >> she had her kitchen. >> one thing for sure, we did see the president brought up the economy a lot. >> yes, and i think that's why the republicans were trying to
5:40 am
bring it back to the kitchen. inflation has been such a problem. the president continues to say, correctly, that things are getting better, inflation is down, jobs are up, things are getting better. but they know it's one of two things, that and the border, that americans really care about. so the president brought it up often. >> interesting to watch. "saturday night live" will be good, too. they always are. >> you can watch it right here on nbc bay area. >> thank you. well, happening today, that trio of men charged in the death of a security guard killed while protecting a news crew in oakland are due back in court. kevin nishita died two years ago during an attempted robbery. last month district attorney pamela price announced new charges against gilbert, heal and mitchell. they all face murder charges. if convicted of all charges, the three men face anywhere from 78 years to life in prison. today they are expected to enter a plea. pg&e customers can expect to see an increase in their monthly
5:41 am
bill. this after the public utilities commission approved yet another rate hike. the new rate hike will add about $5 to your monthly bill. the utility says the hike is to recoup money spent on wildfire mitigation. pg&e just got a 13% rate hike in january, raising the average bill by about $34. pg&e says it's working to keep hikes between 2% to 4% a year. the new rate hike is expected to kick in next month. well, "today in the bay" is celebrating international women's day, and it comes as we've been honoring women's history all month long. >> as part of that month-long celebration, one south bay park is hosting heritage day and it takes place at history park in san jose located inside of kelly park. it includes an all women-owned lowrider exhibit, dance, live poetry readings. two groups are organizing the event. the historical society of santa

5:43 am
spotty showers, a mostly cloudy sky and temperatures in the upper 50s. we also have the special olympics polar plunge happening at bodega bay and it will be chilly and drizzling. friday commuters are getting on the road. >> it's trickling in, but we're looking at the bay bridge toll plaza. that's i-80 across into san francisco, just fine. also heard about this, more detail coming up for i-80 around willow, just off the carquinez bridge. there is a car fire and it sounds like it might be blocking one lane and there's smoke. we see a lot of slowing that's built up. anywhere past highway 4 toward the bay bridge, you're just fine. the rest of the bay moves well on the roadways. we're getting a rail note, we will have caltrain service in the mornings this weekend suspended. there's a bus bridge in place. they continue to work on the electrification. and the muni service stops tonight at 9:30. coming up next on "today in

stretch of roadway in the bay area, but, unfortunately, it's not part of anyone's morning commute, right, bob? >> reporter: correct. but you can drive the new pavement here at the sonoma raceway this monday for charity. we'll explain in a minute. but they just repaved this over the winter. the first time since 2001, so, if i do my math, that's 23 years. i remember coming out here in 2000 doing our first live shot. i know you were there, too, laura. they had a whole generation of new pavement because it needed to be repaved. we've got a professional race car driver. i guess the question is, is 23 years a good lifetime for pavement, and why did it need to be repaved? >> sure, absolutely. and, you know, every track gets worn by use, so there does come a time when you need new pavement, and it does vary from track to track base based on

geography, so this happened to be our sweet spot. this was the year, 2024. >> reporter: we're looking at video. it took about two months to repave it. we're talking about a mild weather climate, compared to, let's say, a place in the midwest. that was to this track's benefit, i'm assuming, correct? >> yes, absolutely. we can get some great wear out of it. and as time has progressed, materials are getting better. so we're really excited to see how this new asphalt wears. >> reporter: if we look in the mason jar, there's memories of the old track. i'm sure looking going, wow. how bad was the old track? >> the old track was a little bit long in the tooth, that's for sure. but it had some character that was kind of unique to itself, from a coaching standpoint, it was kind of beneficial to have some of those asphalt replacement patches and some cracks that we could utilize for

tire rubber gets put down, that's going to increase the amount of grip the drivers will receive from that section of the racetrack. but where you don't drive might still not have quite as much. so there will be a process of this track kind of finding its own over the next little bit. >> reporter: we're going to hopefully find out in about an hour. we're going to take the pace car for a ride. i think we're going to break the speed limit. the drive for charity, you can come out with your own car on monday to help the sonoma childrens' charity speedway, that's their charitable arm here. you can go to sonomaraceway.com. you can come out monday and take your car out on the track. >> you can rip it up in your pinto. >> reporter: we're going to hit 55 miles an hour. >> oh, dangerous. >> you have to watch for that report now. >> wouldn't it be a dream if our

hour-by-hour forecast where it shows rain moving into ukiah, clear lake and santa rosa at about 11:00 to 12:00. but then notice that as it moves into san francisco, it really just falls apart. so we're watching san francisco northward for the chance of rain tomorrow. and then another round of rain late sunday night into early monday morning, and then another round behind that. so we are going to have three waves of rain coming in over the next few days. but they're all quick moving, not expecting any issues, and then high pressure will build as we go toward the end of next week. that's going to help dry us out and warm up our temperatures. let's talk about the changes we'll see. in gilroy this weekend, only low 60s, but then look at next weekend, mid-70s. once again, it's going to be drying out. so if you have some plans and you're, like, okay, should we do it this weekend or next weekend, definitely next weekend. this weekend we'll have some spotty rain, not a washout by
