one stacks on top of each other, and it is just outrageous. >> right now at 6:00, your pg&e bill about to get higher, again. california regulators approve another rate hike, and it's likely not over. we're breaking down another increase already in the works and the hit to your bottom line. plus, scary moments after a tire flies off a united airlines jet taking off from sfo. we have details on the damage on the ground below. steph curry injured. we'll update his status ahead of tomorrow's game. this is "today in the bay."

good friday morning to you. 6:00 right now. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. let's get you caught up on what's happening weather-wise. meteorologist kari hall has a look at a beautiful forecast. >> yes, it's a clear start. we can see that in the live camera over san jose behind us and a smaller view of that frame there, as our temperatures start out in the mid-40s. it is in the upper 30s in dublin right now, and we're also seeing mid-40s in san francisco, a few clouds moving by now. but we are headed for sunshine again today, and a look at our highs that will reach into the mid-60s this afternoon. 66 in hayward and 68 in san jose. and some mid-60s for much of the south bay into the east bay. but then tomorrow, slightly cooler. more clouds coming in. the north bay will have spotty showers. mostly late morning into the early afternoon, so i'll be tracking that and talk about what's ahead for the rest of the weekend. mike, you have one crash now

in the east bay. >> and we might be able to change it soon from present to past tense. looks like they just cleared it and the speeds are already recovering. chp did indicate that westbound 80 at willow avenue, they would be just about done with the incident. mild slowing now coming off the carquinez bridge. no major issues through richmond down toward the berkeley curve. a little build at the bay bridge toll plaza. the metering lights are activated but the live look at the toll plaza shows very light traffic still flowing. you'll have to pause. the metering lights are probably cycling quickly. in the south bay we did have a build for north 101 from about 280 up to oakland road for just a few minutes, about 20 minutes, and then things lightened up. there's a little build coming off of calveras. "today in the bay"'s kris sanchez is joining us from the newsroom this morning on how much more pg&e customers will have to pay up. >> reporter: so consumers are

going to feel the pinch. and while the latest hike will be a small pinch, about $5 a month, a follows hikes that make them the most utility company in the country. the cpuc approved the latest hike. the cpuc just granted a different rate hike, you'll remember, 13% back in january, which means bills went up by about $34 on average. and there is another rate increase in the works amounting to an average of $10 a month to pay for last year's storm damage. a consumer advocate and even pg&e customers who qualify for discounts say enough is enough. >> this month it was literally $500, and without the discount it was $700. >> the last bill that i got was $200 something, and there's really no explanation as to why it increased drastically. >> why should pg&e get another

rate increase when they reported profits of over $2 billion for last year? >> reporter: we requested comment from pg&e, we got a written statement reading in part, delaying the recovery of costs would negatively impact our ability to secure competitive finance rates and increase the costs for capital investments. now, all but one of the cpuc regulators voted in favor of this rate increase, and that's the reason that consumer advocate says it's time for consumers to take their complaints not to the cpuc, but beyond the cpuc and to their elected leaders so they can put the pressure on the regulators. >> i know a lot of people will be calling their representatives. thank you. well, a federal investigation now under way after a wheel on a united plane flew off during takeoff. take a look at this right here. so the landing gear was retracting there, this is when the wheel just fell off onto the ground. it did cause major damage to two

vehicles on the ground in the employee parking lot and the fencing there. we did speak with one man who parked next to one of those vehicles. >> parked right here? >> yes. look at this one. oh, lucky. this guy, hopefully this guy is insured. >> no one was hurt on the ground. the plane was diverted to lax, landing safely. passengers were put on a different flight to japan last night. a united representative says that they will work with customers, as well as the owners of those damaged vehicles, to ensure their needs are addressed. "today in the bay"'s ginger conejero saab is speaking with aviation experts and she's going to have a live report coming up in less than 30 minutes. president joe biden heading to philadelphia to campaign today fresh off his fiery state of the union address covering several topics. he touted success, while drawing a sharp contrast between the gop's policies and his own. he called on congress to act on issues ranging from the economy, border security, wars overseas,

forever and developers want to build it from scratch on land between rio vista and travis air force base. they just released new aerial images showing where it would be situated. they've also released a new advertisement. detractors are voicing -- nothing really went right in the fourth quarter last night against the bulls when steph went through the lane and appeared to roll his ankle. a twisted ankle might be the best case scenario. after the game, coach kerr gave few clues about steph being ready to go tomorrow night against san antonio. >> he's got his foot in a bucket of ice right now. i haven't talked to the training staff yet. >> the game was back and forth throughout, but adding insult to

injury, the dubs lost the game 125-122. >> don't like that. >> i've got a mother-daughter game tonight. i can't let that happen. >> don't you dare. stretch before the game. 6:07 right now. we take a live look out in san jose this morning. beautiful start to the morning. meteorologist kari hall has a look at what we can expect, because there's something going on tonight. >> of course. we're going to have a lot of people going to the warriors game tonight, and if you're out and about around san francisco, going out to dinner before you go into chase center, it's going to be chilly. temperatures in the low 50s at 7:00. but at least we don't have to worry about rain. and we're dropping down to the low 50s later on tonight, as you're heading out. so a thicker jacket needed for tonight, but it's going to be a mild day, as our highs in some spots head for the upper 60s. we will have sunshine today, but then rain coming back for parts of the bay area tomorrow, and some off and on showers into

good friday morning. at 6:12, as you get ready to head out, it is a cool morning. in oakland we're in the upper 40s at 8:00, and at noon it's 60 degrees. we'll see a lot of sunshine today, and it's going to be a nice one. clouds roll right back in tomorrow, and we'll talk about a little bit of rain in our weekend forecast in a few minutes. and these commuters are rolling right past our camera

out of richmond at the toll plaza across the bridge to san rafael. a smooth drive, a little build in the volume. we'll see if there's any sensor change because contra costa county should be seeing more commuters, but it is friday and it is looking very friday-like. good morning, it's not just friday, it's jobs friday. electric carmaker rivian introduced two new electric suvs yesterday, priced around $45,000. san francisco's gap trades as gps, says a lot more of its customers are shopping at old navy stores, which it owns, looking for low cost options. so the once a month jobs report showing 290,000 jobs added in february, once again more than expected, with the unemployment rate rising to 3.9%. unemployment can rise during good economic times. the numbers show there are more jobs, not fewer, when people express interest in joining the

workforce. wages continue to grow more quickly than inflation as well. nobody examining the new numbers closer than the fed. video of fed chairman jay powell talking to congress this week. the fed likes job growth, but not too much job growth, as it waits to lower interest rates. we spoke to economist dan altman about those rates. >> chances of a cut in may are probably fairly slim, later this year looks more likely. i don't think the fed will hike rates because i don't think they're that concerned about inflation at this point. they haven't seen inflation accelerating, really. but we should probably be waiting for the second half of this year for the bulk of any cuts that might come. >> now, the fed does not set mortgage rates, but mortgage rates do rise and fall with fed rates, which makes house payments more expensive, as you well know. the biden administration directing fannie mae to cut out title insurance, one of those things you have to pay with your closing costs to try to bring down house payments. it only adds about $1,500 to the

closing costs. as you might imagine, title insurance companies do not favor this idea. it's been one year since the meltdown of silicon valley bank, technically it will be this weekend, but we're pretty close. it was the largest bank failure since the global financial crisis and the government stepped in to save all those start-ups and venture capital firms who would have otherwise lost everything. that, in turn, would have devastated silicon valley, because that's where so many of the companies park their money to make payroll. so there was a scary moment there. it was 2009, remember washington mutual collapsed? it is the second time in my life i've covered a bank run, which is very strange, because those should be a once every very rare sort of thing. >> when we were kids, savings and loans had that problem, i remember. >> that's right. >> thanks, scott. new at 6:00, art lovers are buzzing about a chance to purchase some of the rare works

broadway plaza. stoneridge shopping center will host the barbie van the following weekend. you knew it was coming. trending this morning, flowers are about to take over san francisco's union square. >> this is going to mark flower bulb day, which is a real thing. all things tulips. tomorrow it will have a colorful display of more than 80,000 tulips. visitors can take home a half a dozen tulips for free. it runs from 1:00 to 4:30, so you have time to decorate your home with beautiful flowers. >> it's always a great annual event. >> cinthia said the lines go around, so be patient. >> i like to just take pictures of the dutch windmills.

>> it's blooming this time of year. and so we're getting some sunshine. great for those pictures today, but more clouds. even a couple of spotty showers tomorrow. here is a look at walnut creek, as you get ready to head out. with the clear sky and a chilly morning, some of us are in the upper 30s. we're at 38 in dublin. it is also 38 in palo alto and 37 in sonoma and in santa rosa. we are going to see a system dropping in, but it takes a little bit of time to get here. so we will have at least one more day of sunshine and mild temperatures before we start to see the clouds and the rain coming back to the bay area. when it gets here, we're not expecting this to be a huge storm system. it's going to start out with showers tomorrow morning around 11:00 to 12:00, between ukiah, clear lake and santa rosa, but then notice that as it approaches san francisco around 2:00 to 3:00, the rain is not as widespread, not as heavy, and it just falls apart as it moves through. so we're not expecting all of

the bay area to see rain, from san francisco on northward will have the best chance. the next wave of rain comes in late sunday night and into early monday morning. then another storm system that also looks pretty weak coming in on tuesday into wednesday. so we're going to see three waves of rain passing by fairly quickly, and then once all of that clears out, high pressure will begin to build and that will give us warmer temperatures and sunshine for the end of next week into the weekend. so let's take a look at ou hour temperatures will change. we're going from 60 this weekend in palo alto to a gradual warm-up. by thursday, friday, it's going to be so nice with some mid-70s next weekend. and we won't even need a jacket for the afternoons, but we are going to have cool weather this weekend, and this is the beginning of daylight saving time. we spring our clocks forward one hour on sunday morning, and there will be some clouds throughout the day. rain possible, spotty showers

between sunday and monday, as well as tuesday, but then we'll see sunshine in our midweek forecast for next week. and, mike, it seems like it's been pretty friday light. >> it has been. it's pretty bright. there is a backup forming out of richmond, a little later than we often see. it's 6:20 now. kari mentioned daylight saving time. many of us have phones that change automatically, but sometimes folks' cars are a little older and you will have to change it manually. you don't want to be late. especially for church. we're looking at richmond, a little slowing and we're looking at that. a mild build for highway 37. the toll plaza at the bay bridge, no backup. the metering lights are activated and you'll see slowing on the incline. one brake tap icon changing. in concord, not a big deal through contra costa county. the rest of the bay, a smooth

today in the bay is celebrating international women's day, as we honor women's history all month long. and this morning we're spotlighting an activist group looking to amplify women's voices. the collective is a grassroots organization of muslim and jewish women, its founders came together to encourage dialogue surrounding the war in the middle east and the perceived silence among some leaders in condemning violence against women. they point to terror attacks

october 7th when the u.n. now confirms israeli women were raped and sexually abused. one member says women should not wait to speak out. >> we know how iran is treating their women today. they're being killed in prison, raped for not wearing a head scarf. the challenges for women are a lot, and on this international women's day, let us seriously ask some questions, what are we doing about rape of the jewish women, particularly, and who is speaking out about it. >> that's the founder of the group. she says women cannot afford to stand still on social issues. the collective reminds women to always use their voice to stand for what they believe in. josh brolin's new film has people streaming back into theatres. >> now the "dune: part two" costar is hosting "saturday night live" this weekend. brolin was last on the show in

getting behind the wheel at the legendary course. you don't want to miss that. >> rev the engines. let's get going on this weekend. we're going to be on a wild ride with our weather this weekend as well. so we're starting out with cool temperatures and sunshine, but then some parts of the bay area tomorrow will have some rain and more clouds moving in. so big changes. but if you are going to the sierra, you're going to have some calm weather, but there will be some light snow ahead that could make those roads slick for the weekend. as we take a look at our high temperatures for this afternoon, we'll be in the mid-60s all around the bay area, even upper 60s for the south bay. as we get more clouds in the north bay. we'll see scattered showers. our temperatures will only reach the low 60s. we'll talk about all of the rises and falls of our temperatures and what's ahead coming up in just a few minutes. >> sounds good. we'll check back with you. developing this morning, investigators are trying to piece together the big scare

that was captured on camera at sfo when a tire suddenly fell from a united airplane seconds after takeoff. "today in the bay"'s ginger conejero saab joins us live at sfo this morning. ginger, the good news is that no one was injured because this tire had to land somewhere. >> reporter: that's right. good morning, laura. i was actually just moments ago speaking to a pilot who told me that the estimated weight of that tire is about 700 pounds, so you can really imagine the damage that it did create, actually, but what could have actually been worse had someone gotten hurt. the faa is looking into this this morning. it comes just days after they identified that there were noncompliance issues for boeing on another ongoing investigation that has to do with the door plug that blew out back in january. it will take weeks for the faa to identify who was responsible for this, whether it's united or boeing. but you can see just what happened, a wheel comes off of a

united plane, leaving sfo yesterday for osaka, japan. a closer look shows the landing gear was retracting when the wheel flies off. now, this is the damage that i was talking about. this is what it did when it hit the ground. our sky ranger got footage of the fallen wheel and how it wrecked two vehicles in the employee parking lot. it took down one part of a fence. we're told it bounced and damaged a tesla before it was caught finally stopped in a nearby parking lot with the footage. fortunately, as you mentioned, no one was hurt. but who will be responsible, united or boeing? >> so this is where i think they'll be focused on united's maintenance procedures and look at their paperwork. now, if they point to a structural problem, you're going to get boeing involved as far as the builder of the aircraft. >> reporter: and records show the aircraft was delivered from boeing to united 22 years ago,

so it has been quite a while. the plane yesterday was diverted to lax. the passengers changed planes and left around 7:30 to head to their original destination in asia. as the pilot that we just spoke with moments ago said, this could really have been a much worse situation had someone gotten hurt, because that is one heavy tire, laura. >> can you imagine, just falling out of the sky. thanks for the latest, ginger. president biden delivered his state of the union speech last night. >> scott mcgrew is here and you say it was far more political than you were expecting. >> it was. i've heard a lot of adjectives about the speech, fiery is the one we're hearing most often. president biden knew he had to come across as vibrant and in command. i was surprised by how often biden's speech either directly or indirectly referred to the upcoming presidential race. now, all states of the union are in some way or another campaign speeches, the president gets to

praise his own accomplishments. but rarely, if ever, do presidents refer to their opponents in an upcoming election, which biden did many times. though never by name, always as my opponent. and the president was very direct in addressing the justices of the supreme court, who had their traditional seats front and center in front of the president. >> many of you in this chamber and my predecessor are promising to pass a national ban on reproductive freedom. my god, what else freedom would you take away? the decision to overturn roe v. wade, the supreme court wrote the following, and with all due respect, women are not with electoral power, excuse me, electoral or political power. you're about to realize just how much.

clearly those bragging about overturning roe v. wade have no clue about the power of women, but they found out when reproductive freedom was on the ballot and we won in 2022 and we'll win again in 2024. >> members of the supreme court tried to remain apolitical, which is why even those justices who support abortion rights are sitting stone-faced, and why presidents rarely address them from the podium. what has become more common is heckling of the president, during what's supposed to be a formal and dignified american ceremony. it started in 2009 when congressman joe wilson shouted "you lie" to president obama. even his own party was mortified and wilson apologized. georgia's marjorie taylor greene has been a regular heckler and

did last night, demanding the president say the name of college student laken riley, who prosecutors say was murdered by an immigrant here illegally. she passed out pins. the president had one of those pins, held it up, said riley's name, and pushed for new stronger law to say control the border, a law that greene opposes. democrats, too, have tarnished the solemnity of the state of the union, most famously speaker nancy pelosi tearing up the president's speech as she sat behind him in 2020. each speech since 1966 also includes a response from the opposing party. here is a clip from this year's from republican katie britt. >> what we saw was the performance of a permanent politician who has actually been in office for longer than i've been alive. one thing was quite clear, though, president biden just doesn't get it. he's out of touch.

under his administration, families are worse off, our communities are less safe, and our country is less secure. >> california congressman was at the speech last night and joins us from washington. congressman, tell me about the tone in the chamber. it felt a bit bare-knuckled at home. >> that's an accurate description, i would say. it was anticipatory, but also intense. and, unfortunately, those are the times we live in. >> you brought as your guest the superintendent of contra costa county schools because you wanted to hear about education. i counted the words, 242 words on education. it turned out to be about 3% of the speech. >> yeah, well, i'm a senior member of the education committee in the house and education is one of the most important things we can do for this country to deal with a number of issues. so we want to make sure we're taking care of future

generations based on research and what we know is the best way to help kids thrive. >> here at home, we're watching congress and the progress they're making towards funding the government, finally some progress in the house. do you feel optimistic about that? >> i am. i had a short conversation with the speaker a couple of days ago, and he said that they were going to get it done and that's what i'm hearing. so that's good news. >> and the overall grade for joe biden, his speech last night? >> i would say a+. he was forceful, as you said, vigorous, and he was brutally honest. i wish we didn't have to have to have these kind of speeches, but this is the aftermath of four years of president trump. >> california congressman mark desaul nier joining us. the "today" show will have more of the president's speech and that's coming up at 7:00. >> we look forward to that. thank you very much. new at 6:00, another mainstay apparently joining the

exodus of businesses leaving san francisco's union square. international retailer zara will not renew its lease at the end of the year. the union square outlet is located on post street, one block from the north face outlet, now slated to close next week. zara does plan to keep other locations open, including one a few blocks away at what is now the emporium centre. of course, union square is undergoing a major upheaval. it came to a head last week when macy's announced it plans to close its flagship store next year. let's take a live look at heavenly ski resort in lake tahoe and this should be a heavenly weekend for skiers everywhere in the sierra after last week's massive snowfall. it arrived just in time, so businesses should be booming just in time for spring break. heavenly using snow machines to boost the amount of power. one of the operations managers there says that the recent storm is really already making a huge

area. bob, this is not part of anyone's morning commute, right? >> reporter: unfortunately not. but you can come out to the sonoma raceway on monday to test out their new track. it's their first time they've put out new asphalt here in 23 years. last time was 2001. things got old, crunched up a little bit, so they had to redo it. you can take a look at some of the video of them repaving it while i get my seatbelt buckled. it's a 2 1/2 mile road course at the sonoma raceway, and we're in the car right now with professional race car driver. jeff, let's start gunning it, first. good morning to you. thanks for having us. first of all, before we talk about the benefits of a new track, what were the benefits of the old track? >> the old track, repaved in

2001, and as the track wore in, we found there was benefit to having cracks in the road and some of the resurfacing helped provide some reference points for drivers to utilize on the racetrack. already with the new surface, feeling it's a lot smoother, a lot of the bumps that were kind of making challenges for people as far as how they set their car up, are smoothed out. we're going to head down the nascar configuration here into turn number 4. we're going to take some of this curve like they like this. >> this is your second time on the track? >> that's right. i haven't been on the new surface until this morning. >> what are your impressions? >> a step in the right direction, for sure. the grip level feels good. the blank canvas that we have, nice new asphalt is great. all positives so far. >> what about the speeds? >> so far, so good.

i'm not feeling a real lack of grip. the traction feels good, and i think the speeds are going to do nothing but build. >> you said one thing that was a benefit of the old track was the rubberization, where the rubber from the tires gets into the lines. how long does it take for the new track to get that and tell me about the benefit. >> traction will definitely increase as the track gets kind of worn in, if you will, and the line that we're driving on will kind of get rubbered in. that just takes a little bit of time. and different tires tend to put more rubber on, softer compound tire is going to lay more down than a harder compound tire will. but i say definitely by the time the nascar race is here in the beginning of june, this place is going to be in prime shape. >> what's the fastest speed we've hit? >> i haven't been looking at the speedometer. that's a good thing. i would rather you pay

and then a rise into the pacific northwest. it's being right now blocked by high pressure, but that high is going to move out of the way and this is going to be coming in starting tomorrow. when we see the rain arrive, it's not going to be a very strong system. it's going to continue into tomorrow morning at 10:00 lake and mendocino counties, northward, seeing rain. notice that as it moves into san francisco and marin, it may fall apart a little bit. once we get a couple more waves of rain early next week, high pressure will start to build and that's going to clear things out and warm up our temperatures and give us nice weather next weekend. this weekend we're going to have still some cool temperatures, more clouds and some spotty showers, but then the trend heads upward and we are on track

welcome back. we are moving you forward with a look at our top stories on "today in the bay." >> a federal investigation under way after a wheel on a united airlines flight flew off during takeoff. the landing gear was retracting when the wheel fell off and onto the ground. it did cause some major damage to two vehicles in the employee parking lot and fencing where it landed. no one was hurt. the plane was diverted to lax, landing safely. passengers were put on different flights to japan last night. a united representative says
