to one north bay school strict following the arrest of a teacher. ahead, the accusation she's facing and the response from the superintendent this morning. plus, a deadly hit-and-run in san francisco overnight. the commute impact and investigation unfolding. this is "today in the bay." >> good monday morning. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we want to go straight to the breaking news this morning that we have for you. oh, we are going to weather first. let's get a look at the forecast. meteorologist vianey arana is tracking what we can expect. >> we're going to bring you an update on that news, for sure. weather-wise, when it comes to the roads, it could get a little tricky at some point. the reason is because we do have shower activity and radar that is going to show us some of that activity. it looks like my graphics are down, so we're going to get a look at some live cameras right now in downtown san jose. notice, we do still have for the most part dry conditions, but

we've got some drizzle coming down. that's from a system that moved in late overnight and into early today. here is a closer look in san franciscoment. we are expecting periods of rain and then we get another system tonight. we are following breaking news out of san francisco where the chp is investigating a deadly hit-and-run that happened around 1:30 this morning when a car struck a pedestrian in the lanes of westbound interstate 80 near the 5th street off-ramp. traffic was diverted and only within the past few minutes did all of the lanes finally reopen. so far, there's no vehicle description. if anyone witnessed what happened, you are asked to contact chp. let's talk about how things are right now. mike inouye is following that. >> we had everything blocked off and all sensors were red, backing up into the city. this has been a few minutes since the news broke and we have all lanes reopened. it's a very quick recovery.

as far as the traffic impact, there is basically none by the time you get over from oakland. watch the surface streets. there was a lot of activity between 5th and 4th, the 4th street on-ramp was impacted as well. i believe both the 5th street on-ramp as well as the 4th street off-ramp have reopened. there's slowing on the skyway. if you're coming from the oakland side, by the time you get across into san francisco, everything should be clear. we take a live look at the span itself, and this has been moving smoothly throughout the entire process. it's just the very tail end as you approach fremont that there will be some additional slowing. again, the crash has cleared getting off of the bay bridge. 80 westbound is reopened into san francisco. >> thanks, mike. new this morning, an east bay school district is under fire after a teacher's alleged sexual behavior with a student. now, parents want to know how the teacher was hired in the first place. >> "today in the bay"'s kris sanchez joins us from the newsroom with the superintendent's response.

>> reporter: this is a fifth grade teacher who has been working at the same school for nine years, hired after he was tried and acquitted of child molestation at a napa school. matthew shelton was charged with five felony counts of lewd acts with a child sometime in 2022 in the benicia school district. in 2007 he was arrested for allegedly touching two students inappropriately, an 8-year-old girl and a 9-year-old girl. he was acquitted. in the last few hours, the benicia unified school district superintendent released a video statement. here is part of it. >> we believe having an independent review of our systems will reinforce the comprehensiveness of our practices, and it may offer additional recommendations for consideration. we will not shy away from embracing actions that will strengthen our commitment to excellence across our operations

and service to students. >> reporter: the superintendent said that the independent review will go over the hiring and supervision of teachers and staff. it will review the district's process of how and how fast it handles complaints of impropriety, and the district will work with students and parents to make sure the parents and students are empowered to advocate for themselves should anything improper ever happen, so the district knows and they can take action. the superintendent expects the results of this independent review by the end of next week and it will be presented at the april board meeting. we will post on nbcbayarea.com so that you can see it for yourself. matthew shelton, the teacher in question, will be in court later today and we'll cover that as well. >> thank you very much. we'll continue to follow, kris. 5:05 right now. turning to decision 2024 and the race for the white house is ramping up ahead of tomorrow's presidential primaries in georgia. president joe biden's re-election campaign is bringing

in millions following last week's state of the union address. he and presumptive gop presidential nominee, former president trump, held duelling events in the peach state over the weekend. "today in the bay"'s brie jackson joins us live in washington. brie, a win in georgia will put trump one step closer to officially clinching his party's nomination. >> reporter: that's right. good morning, laura. so georgia is one of several states holding primary elections tuesday, and as you may recall, back in 2020 it was a pivotal battleground state. president biden won there by just over 12,000 votes. the rematch of the 2020 election ramping up in 2024, both president biden and former president trump making their case to voters. >> we all know donald trump sees a different america, an american story of resentment, revenge and retribution. that's not me, that's not you. >> for the good of our nation,

it is time for crooked joe biden and myself to debate. we have to debate. it's for the good of our nation. >> reporter: the two held duelling events in georgia over the weekend, where they hammered each other on a key issue, immigration. >> instead of celebrating the contribution of immigrants to our country, economy and communities, donald trump calls them vermin, poison. >> i will end the agony of our people, the plunder of our cities, the sacking of our towns, the violation of our citizens and the conquest of our country. they're conquering our country. >> reporter: former president trump also addressing the legal woes plaguing his campaign. just last week he secured a bond in the defamation case brought by e. jean carroll. >> i just posted a $91 million bond on a fake story, totally made-up story. >> reporter: president biden tackling one of voters' top concerns about his re-election

bid, his age. >> i know the vast majority of world leaders because i've around a day or two. i know i don't look it. look, i'm not a young guy. >> reporter: the biden campaign releasing this ad, while taking political jabs at his opponent. president biden is set to make a big campaign push this week. he's scheduled to travel to new hampshire, wisconsin and michigan, laura. >> very busy week ahead. thanks for the latest. a shooting on the bay bridge left one person injured, this is over the weekend. officers are still looking into that shooter. now, this happened around 8:20 saturday night. the chp saying that a woman was driving on the eastern span of the bridge, just past yerba buena island and another car pulled next to her and started shooting at the car. the woman was hit, but chp says that it was not life-threatening. the chp closed four of the five eastbound lanes for about two hours to investigate.

anyone with information is urged to call police. happening today, jewish students at uc berkeley are organizing a march to protest what they say is the school's failure to respond to anti-semitic violence on campus. it follows recent incidents, including this one two weeks ago. that's when a heated protest by palestinian supporters shut down a campus event, featuring a jewish speaker at the playhouse. about 200 protesters surrounded the building and broke inside. the school later released a statement condemning the incident. well, today marks one year since the levy broke that went water rushing into pajaro in monterey county. the majority of homes flooded, displacing about 3,500 people. it later came to light that federal officials knew for decades it was at risk for failing. emergency repairs were made on the levee, the project aimed at a more permanent solution is expected to begin later this

year. let's take a live look outside. remember the time change, folks? yeah, it is 5:09 in the morning right now. vianey arana is in for kari this morning. a little drizly on my way in. >> it was, and that's exactly what we're still seeing on radar right now. we do have some scattered activity when it comes to the sierra. meanwhile, in the pacific, this is a second storm system that is going to make a move in starting tonight. both seem to be on the weaker side of things when it comes to precipitation totals. now, right now if you notice, we have scattered activity moving through san jose, parts of sacramento, parts of san francisco, and this is going to continue kind of on and off as showers throughout the early morning. your temperature trend for the afternoon, we'll start in the 50s today and eventually we'll climb into the low to mid-60s. as far as the rain goes, eventually we'll get some breaks in sunshine, not only for san jose, but also for san francisco. we've got 50 degrees right now. you'll notice we start to get breaks in that sunshine, but we

good morning. it is 5:14 right now. we've got some light rain moving through parts of the bay area right now in fremont. 52 degrees, light winds from the north-northwest. expect to max out in the 60s. we'll talk about tonight's rain chances coming up. we're looking at speed limit for the headlights southbound from the tunnel across the span. we had a pause and burst of traffic as they cleared crews from that part of the north bay. it looks like everything is getting back to normal on this route. good morning. very happy monday to you. stocks fell on friday, pulled down by high-flying nvidia in santa clara, which really fell. some investors pulling some cash out, and why not? that stock is up 85% this year alone. the department of justice says boeing aircraft is under a criminal investigation after that door plug blowout on one of its 737s.

transportation secretary pete buttigieg spoke about boeing sunday morning on fox news. >> just think about it. it's an amazing fact, a form of transportation that involves being sent through the air at nearly the speed of sound in a metal tube is the safest way to travel in america. if they want to maintain that, as we must, that means an enormous amount of rigor in dealing with boeing and any regulatory issue, and that's exactly what faa is doing. >> we get important inflation numbers tomorrow. this, after another hotter than expected jobs report friday. more than a quarter million jobs created in a month. the princess of wales, catherine, is apologizing for posting what experts say is a digitally altered photograph. it has a red x across it because we need to mark it as fake. you may recall the princess has been recovering from some kind

some areas of patchy fog once the sun comes up. we'll get better clearing. we'll get a break from any sort of activity in general once we see the initial system pass through. we're talking less than a tenth of an inch, and then as we inch closer toward tonight and into tuesday, things will change with the arrival of this low pressure system. that's definitely going to switch things up heading into tuesday morning for your commute. as we inch closer to the temperatures heading into tonight, here is a closer look at radar. i want to show you the placement of the next system. you'll notice light activity right here, and then to our north this is the system moving in tonight into tomorrow's commute. and that's also going to bring some gusty winds as well through parts of the sierra, also through sacramento, pushing down through san jose, and then in through parts of the santa cruz mountains. temperature-wise, we're in the 40s and 50s to start. morgan hill 49 degrees. daytime highs will bump up into the upper 50s. low to mid-60s overall.

san jose 64 degrees, morgan hill 62. definitely enough to get your car just a little dirty heading into the evening hours. tomorrow, daytime highs will start to climb, we'll be in the mid-60s for almost all of the bay area, with 64 degrees in san jose, that includes fremont, and then 66 heading into fairfield. let's get a check of the roads. >> vianey warned about the damp roads, so keep that in mind. everything has calmed down over the crash in oakland and san francisco, both cleared from the grid for chp. no more slow sensors in either of those spots. you may want to tap the brakes as you pass by the activity westbound 80 around university. i think everything should be off to the shoulder. flashing lights could be a distraction for other drivers who may be a little harder hit by that hour that we moved ahead yesterday. we're looking at damper roadways in the south bay, more of an impact. 84 still has one-way traffic control through niles canyon.

through. you can see it on radar right here. notice we do have a little bit of green paired with that yellow, also some light snow coming down in the sierra. now, that wintery mix is going to remain a factor through tonight into tomorrow, because we do get the arrival just offshore of what looks like cloud cover. it's actually our next low pressure system that's already beginning to form, and that's going to start moving through parts of the north bay, becoming more widespread southward heading into tomorrow. so if you live in areas north of the golden gate bridge, you're likely going to be the first to see the rain out of that second system. so preparations for you to have to deal with somewhat of a rainy morning for tomorrow for some portions. i'll take you through the extended outlook in a bit. you mentioned a little drizzle, smear on the lens. this is fremont in case you couldn't recognize that, southbound 880 with headlights, heading from fremont into milpitas. the green highlighting means there will be damp roadways throughout much of the east and

south bay, south of 84, which still has traffic control. i did want to point out highway 4, you've seen this crash on the map that's eastbound. it's counter-commute. westbound, we're just now starting to see volume. the crash is not really impacting the commute, but we're still monitoring that, as well as getting through berkeley toward the bay bridge. at university there's a crash on the shoulder. no problems across the span. >> thanks, mike. happening today, jewish students at uc berkeley plan to protest against what they call a lack of action by the school to protect students. this follows a chaotic incident on campus just two weeks ago. one professor now staging his own sit-in protest. "today in the bay"'s ginger conejero saab is live for us in berkeley this morning. so, ginger, talk to us about what's expected to happen today. >> reporter: well, marcus, good morning. later today jewish students are expected to march in a protest that they are calling liberate the gate. jewish students are acting because they say the university is not acting when it comes to

protecting the physical safety of its students, as well as their free speech. now, this follows a professor's own protest that's happening in the social sciences building right behind us. professor ron hasner is the chair of israeli studies at berkeley and said he will teach, eat and sleep in his office, which will be open at all hours of the day and tonight to students who do not feel safe or have been subjected to anti-semitic abuse, or who just wish to chat. he wrote to his students, quote, i am pessimistic that this will sway the administration certainly in the short term. i am willing to wait it out as long as i can, but the main reason i'm doing this is not to exert indirect pressure on campus leaders, rather to signal to you students that we, the faculty, care. professor hasner's sit-in comes after pro-palestinian students

disrupted an event on campus. it was supposed to feature an israeli speaker and that event was abruptly canceled due to security concerns. the university later strongly condemned the incident, saying in part, quote, we share our anger and concern and we understand that we must do all that we can to prevent anything like this from happening again. now, today's march will begin at noon with a rally at 12:15 to follow at california hall. now, the aim organizers say is to put pressure on the administration to suspend certain groups under investigation for the february event. so the march will start at 12:00 and the rally will start at 12:15. we'll be here to bring you updates throughout the morning and midday. >> hopefully their concerns are addressed. ginger conejero saab in berkeley for us, thank you. a pilot's quick-thinking

actions may have saved the lives of a north bay family in a small plane that lost power. it happened friday in mendocino county. the plane experienced engine trouble shortly after taking off from shelter cove airport, about 170 miles northwest of santa rosa, with a man, woman, and 2-year-old onboard. the pilot deployed a parachute system, which slowed the fall enough to ensure a relatively safe crash-landing. people onboard suffered only minor injuries. the warriors will play without steph curry tonight when they take on the court in san antonio. the dubs lost to the spurs friday night over at chase center. the spurs have the fewest wins in the conference and that didn't stop them winning by 13. curry sprained his ankle last thursday. the team says he will be re-evaluated tomorrow. an east bay city is trying

jose. a little drizly in some spots. vianey arana is in for kari and has a look at our forecast. >> it looks like we do have some slight activity, nothing to be too concerned about as far as rain totals go. everything is going to be very minimal in comparison to some of the previous storms we've seen. you can see some light activity. i'm going to zoom in closer so we can look at a closer location through parts of san jose. over the santa cruz mountains, and then cloud cover through the afternoon. as far as how much rain, this is going to be a very quick-moving system. if you notice, this is mostly for the north bay, less than a tenth of an inch. so a really weak system. heading into tomorrow, we do have a second system, and here it is. this fills out a bit more with the second system. that one is going to stretch from north to south, so folks living in the south bay will get more of an impact into the morning commute as well. especially around the coastline, and parts of san francisco, around the peninsula, we'll also see some of those winds begin to kick up heading into tonight and

tomorrow. here is a live look in san jose. it's about 55 degrees. once we get that system clearing out, we do get peeks of sunshine through the afternoon. we're going to max out in the 60s. we'll talk about the extended outlook and what's going on in the sierra. a crash has caused backup in the past three minutes, northbound 101 around mckee. you see the effect of it on the roadway, we typically see a burst of traffic around this time, anyway. our camera is about here and that's where the slowdown starts. it clears after you pass mckee. by oakland road, everything is fine. that's the typical spot we see slowing, anyway. much more focused. we'll find out if there are any lanes that remain blocked. there are some damp roadways throughout the south bay, east bay, coming through fremont and pleasanton. highway 84 still has one-way traffic control and 81 in the sanborn park area will have a closure, both continue from

it is 5:41 right now. we are seeing some shower activity on the radar, but for the most part you will be seeing that cloud cover through the first half of your morning before the sun comes out. we've got 50s on the map, but we have big changes upcoming, not only in the rain, but the temperatures. and we're seeing inactivity or low activity northbound 101, really jammed up. this crash at mckee, chp says it's in one of the middle lanes and that's causing everybody to jam up right here on north 101. meanwhile, the backup at the bay bridge is visible. you see it starting toward the left side because of the

metering lights, which will help. but it doesn't feel good on the open side. it is 5:42. happening now, millions of californians will be able to use a new tool to file their taxes for free. the irs is rolling out a direct file program for taxpayers. california is one of 12 states taking part in the trial run this year. the program is aimed at making filing easier and cheaper. the idea is that people file directly with the irs on its website. as one expert explains, that cuts out the need for tax preparation programs or essentially a middle man. >> for most americans who earn a w-2 and an income, taxes are simple because you're not like wealthy americans who file thousands of papers of tax returns and are hard to calculate. so if you're a teacher, if you're a mother of two who is working as a nurse, more likely than not this service is going to be available to you. >> to be eligible, you need to

going to get some clearing, but still somewhat cloudy. temperature-wise, we're starting in the 40s and 50s in san jose. fremont, 51, napa in the 40s. in your hour-by-hour outlook, i want to take you through the 6:30 evening hours into tomorrow when the next system moves in. we're going to remain pretty cloudy. notice what moves in late tonight overnight into tuesday morning. so this is at around 2:00 a.m. notice areas in santa rosa, napa, san francisco, it starts to move into palo alto, livermore, and then right for your morning commute, we're talking 3:00, 4:00 a.m., by that time spreading through 7:00 a.m., we're going to see more of an impact through parts of the south bay as well. tomorrow morning's commute is likely going to have much more rain compared to today's, but also here it is, the special weather statement for the sierra. that is more snow expected to come down with the system. good news, behind that second system it clears out rather quickly, heading into wednesday we'll keep cloud cover. but then things really start to

warm up, thanks to high pressure, and we begin a final stretch of dry weather. that's talk about the temperatures. today we're going to be in the 60s, 62 in morgan hill, dublin 61. tomorrow you'll notice we begin to warm up, because as the system is exiting, another is making its approach. heading into wednesday you'll see the bump up. we're going to be in the upper 60s for san jose, 68 degrees. we'll inch toward the 70s just in time for the weekend. heading into thursday and friday, we really start to see the temps bump up in san francisco as well. so the city is going to be quite warm. look at the inland temperatures, starting on thursday we'll see some 70s on the map, heading into friday, saturday and sunday. thanks to that system, we'll see temperatures bump into the upper 70s. so this weekend is really going to be stunning. we're going to finally enjoy a good stretch of solid weather without the instability. keep in mind, through tonight and tomorrow, still got rain

chances going. and then as mike and i like to talk about, getting our cars washed, you can finally do that. wait until wednesday. how are the roads? >> hey, we're looking over here, things were moving slowly and steadily. then it almost completely stopped for a couple of minutes. this is north 101, just north of 280 and 680. this crash reportedly in the middle of the roadway at mckee. there's been no update as far as the info from chp. that slowing almost stopping, does indicate, i believe, that they've got a crew over there and they may be stopping traffic to clear things to the shoulder. i'll give you an update. the sensors do tell us there's a bigger backup starting before story road, so north of tully it will be slow. you can use 87, it's clearer right now and traffic is relatively light. it might be better to join up around the airport on 101. everything else is moving smoothly into and through the
