couple of hours. what you will need to know to make sure you are not stuck in traffic this weekend. good afternoon, i'm audrey asistio, welcome to nbc bay area news at 4:30. we will have the impact that closure could have on st. patrick's day weekend celebrations in dublin. we are tracking other stories on this friday afternoon including a new option for people in the south by looking for health care. a site that used to look like an abandoned hospital has a modern upgrade. we will tell you how it is launching a critical-care gap for thousands of people regardless of their income. paolo alto native sam bankman- fried is going to prison for the crypto fraud trant 29. another issue for united, this time a panel on the outside of the plane apparently fell off in the middle of the flight. this happened on a flight headed from sfo to medford,

oregon. united didn't declare an emergency in the air because the problem wasn't discovered until after the plane landed safely in oregon. in a statement, united said it will investigate what happened and make repairs before the plane gets cleared to fly again. no word yet on where that panel landed. this is the latest headache for united after their flights have had a series of landing issues, plus an entire wheel falling off after a plane took off from sfo. this could jam you up if you are driving through the east bay this weekend. caltrans is shutting down part of 680 starting at 9:00 tonight. here's what you need to know. south bound 680 between the 580- 680 connector and highway 84 will stay close until early monday morning. caltrans says it is replacing a portion of the deteriorated roadway with new pavement but it is all happening on the same weekend as some big st.

patrick's day festivities happening in the bay area. in dublin, the celebrations are happening, bulimia, organizers are worried this could impact their turnout. >> reporter: you know, oddly, they are expecting around 80,000 people for the st. patrick's day parade festivities. it is the 40th anniversary for the celebrations. they are expecting a lot of excitement here in the city. they are also planning around his detours and closures. the good news is that they are confident it won't impact them too much because all the entrances from five 8682 the city of dublin will remain open. there could be traffic from people coming elsewhere. so, they are hoping it doesn't impact them too much. >> this will be such a busy weekend for that area. why did caltrans choose to do this this weekend? >> reporter: a funny we can to choose to do this. cal tran says they have been

delayed several times before in terms of trying to get this project defeated. try to get it done on martin luther king jr., then on presidents' day weekend. they said this is the next best option after those days were rained out. they hope it will be a minimal amount of inconvenience for the drivers on the road races began. >> i think all drivers are hoping for the same thing. does caltrans have any advice for drivers trying to get around all of that? >> reporter: caltrans says take your time, expect detours and delays, with the northbound side of the freeway being open, they that alleviates congestion there. it is a pack your patience type of situation. they hope to reopen the roadways on monday morning. >> all right, velena jones, we

we will get changes so you want to enjoy it now. we will get cooler weather, even a chance of some showers. as we had through tonight, winds anywhere from 5 to ,15 per hour at 8:30. that is a lot better. check this out as we head to tomorrow morning forecast. we start with calm winds up toward napa and i only see the afternoon sea breeze tomorrow going up to about 5 to 15 miles per hour. it looks good on the wind front. otherwise, as we started off, temperatures will be in the 40s to begin. as we head to the day tomorrow, the 70s are back. looking good across the bay area. 73 in santa rosa, 74 in concord. low to mid 70s morgan hill to san jose. over to half moon bay, 65. in san francisco, we will be at 70. if you are headed to san francisco for the st. patrick's

day parade tomorrow, it will happen at second and market, going right onto civic center plaza. there's festivities until 6:00 p.m. we get up to 70 right around 2:00, 3:00 and 4:00. beautiful weather in san francisco. we just heard from velena jones, all the big celebrations in dublin, had to get this one in here. sunny skies, low 70s , looks perfect if you are headed out there to dublin. looks like the luck of the irish ahead this weekend. thanks so much, jeff. along abandoned south pointe hospital is getting a second life. the county will reopen it, they insist it is a much needed resource for people who live in south santa clara county. nbc bay area's ian cole is you with the details. this is in morgan hill, yes? >> reporter: a lot of people there know that the old depaul health center has been empty for several years now and the santa clara county executive today says when the health company went bankrupt, the building was abandoned. as of today, it has been turned into valley health center morgan hill. officials say the new center will provide crucial services

for families in south santa clara county. >> make the exceptional care available to every single person in our community regardless of status, regardless of income, regardless of background. that is what we do. >> why is it so important to have that facility at that site? >> reporter: if you live in the southern part of the county, there are very few surfaces like this. there's saint louise regional and gilroy but most people have to come up to san jose to get surgery for to the specialists. morgan hill aims to change that. they will have specialists there in the future. they will be open seven days a week. it will offer general surgery, primary care, radiology, urgent care, and have a pharmacy and more services will be added in the future so people don't always have to travel so far to get the care they need and it will still serve committed 15,000 people every year. >> what it means is that a life

is saved and what it means is that that person will be able to be a bad longer in the lives of their children. >> it is open now and the full facility opens on monday. the county, very excited about it and so are some of the people we talked with in morgan hill today. >> it will help a lot of people for sure. federal prosecutors want disgraced ftx founder sam bankman-fried and serve up to 50 years behind bars. that is according to court documents revealed today. they say the massive scope of his crimes call for that lengthy sentence. sam bankman-fried was convicted back in november for bilking customers using the ftx cryptocurrency exchange. sam bankman-fried's attorneys argue five or six years is more appropriate given his lack of criminal history. he is scheduled to be sentenced march 28. a new to you in a long- running lawsuit could make it easier to make it in the baby

the national association of realtors announced it will pay $418 million to settle class- action antitrust lawsuits over broker commissions. as part of that deal, it will call for agents to their long-standing commission structure. the nar represents more than 1.5 million real estate professionals. if a judge approves the settlement, it could do away with real estate brokers emissions. those are often up to 6% of the purchase price. housing experts say that would allow buyers to negotiate lower fees, effectively lowering the overall cost of buying a home. realtors we spoke with expressed some concerns, saying they were the change will make the process more complicated. >> it will be interesting to see if something like this is a deterrent for incoming real estate agents. it might change the way that they do their business or talk to their clients. >> a lot of the experts are saying that there's going to be a ton of savings, specifically within the housing market for consumers. >> the change is waiting on

approval from a federal judge. under the settlement, the nar would not be required to admit any wrongdoing. take a look at this, pg&e has donated 13 acres of land to habitat for humanity. the nonprofit says it will develop 80 affordable homes on the land that can house more than 300 people. pg&e says this will be the largest affordable housing development in california. >> when the median price of a home in york county is of $1.5 million, we know that housing is out of reach for so many. what is so unique about this and habitat is homeownership is so out of reach for so many. >> construction is set to start later this year. let's go ahead and take a lie look at the oakland coliseum. oakland a's may be moving out but the city will not be empty. city leaders announced today the oakland roots and soul soccer teams will both play at

the coliseum for the 2025-26 season. both teams raided oakland pride. the men's soccer club, the roots has played in oakland since 2010. the women's club launched in 2022. that's not the only big news we are watching in bay area soccer. bay fc is taking off it's an honorable season in the national women's hockey league. the team's first game is on the road against angel city fc in los angeles. afc home opener is at the end of the month and they will take on the houston dash at paypal park. this morning, kris sanchez spoke with one of the teams founders, soccer star brandi chastain. >> we are not just singularly a football team. we will be a big brand that will be known around the world and it is right here in your community. tom, get your tickets, don't miss it. >> heads up, tickets are expected to sell fast. you may want to pick yours up pretty soon here. you will be able to watch some of bay fc teams this

to our climate crisis series. in 15 years, flooding along our ghost is projected to have been up to three times as often as today. sea level rise driven by climate change is accelerating and the problem is already causing more than $1 billion in damage every year. here in the bay area, marin county and san mateo county have the highest risk for high tide flooding and devotion. you see them highlighted right over here as moderate risk compared to everyone else. national climate reporter chase kane is in santa cruz, showing for the first time how the national oceanic and atmospheric administration is helping communities prepare. >> a lot of people had to move out across the street but there because their houses were damaged. >> reporter: americans on every coast are living the reality of sea level rise. from charleston, the ocean can spill on the streets 10, 15 days a year and in just 15 years, xavier becerra projects

that will triple, 45 days every year. >> wouldn't know how to survive that. we have to prepare for and plan for our infrastructure to manage that. it is expensive it takes long planning, a long vision. it is disruptive. if we don't do it, are we given up on charleston? >> reporter: charleston has a billion-dollar project underway to raise the walls and reroute floodwater. in the short term, many cities like charleston rely on sandbanks and mobile pumps when they expect flooding. but, what about when it is unexpected ? >> hard to predict floodgates. >> reporter: greig dusek is one of the scientists at noaa working to predict high tide flooding. on average, those floodgates are only correctly addicted 35% of the time. the weather is one factor and another is big stretches of the u.s. coast sometimes hundreds of miles, don't have a tiny gauge. >> we are going from covering multiple states in the entire region down to talking about specific communities and eventually down to every quarter mile along sure having a specific flood prediction for that location. >> reporter: known as cora,

they will fill in the gaps with better data, looking at waterways civil rights impact our coast. here in california, rising seas can wash land out from underneath the boat, train tracks, and people's homes, which happened up and down california's coast during this winter storms, given a boost by sea level's creeping higher and higher and increasing the importance of noaa's work. >> we will be able to provide more information to underserved communities that don't have a tight station. they also don't have the resources necessary to to all of this research themselves. so, they really rely on noaa as an authoritative data source. >> reporter: they've begun testing the flood forecast on the atlantic and gulf coast

using cora. all goes well, they hope to fill it out naturally in the next three or four years. every year that goes by, sea level rise is accelerating. in santa cruz california, national climate reporter chase kane. we are following breaking news right now. a judge has appointed a special master to oversee the federal women's prison in dublin. on monday, fbi agents raided the prison, seizing computers, documents, and other evidence and seeking to interview employees. the warden was ousted after new allegations that staff retaliated against an inmate who testified against the prison. since 2021, at least eight employees have been charged with sexually abusing inmates, five have pled guilty, two were convicted at trial, another case is pending. all right, let's switch gears here as we take a life look at downtown san jose. a historic park there is getting new improvements. check out the revitalized cesar chavez play plaza. you can see the new benches, colorful umbrellas, furniture,

we told him about the 680 closure happening this weekend. officials don't want the rubric to scare anyone away from the dublin st. patrick's day festivities. this weekend is a special one for the city. for more on that, he was marcus washington. >> sunday is st. patrick's day. as always, our bay area community of dublin is going all out. dublin celebrating its 40th annual st. patrick's day festival. as always, the lions club will host a parade and there's going to be a shamrock 5k fun run and walk at the gala tonight. tomorrow and sunday, the festival will feature irish music, dancing, food and family- friendly carnival. you can get all the information you need through dublin.ca.gov or the new dublin at to get tickets. >> they can purchase carnival tickets ahead of time in order for them to kind of not be in line for that long.

united and declare an emergency in the air because the problem wasn't discovered until after the plane landed safely in oregon. in a statement, the airline says it will investigate what happened and make repairs before the plane gets cleared to fly again. there's a lot of buzz and questions after two unexpected decisions by a south bay school board. san jose's alan rock school board rejected a proposal to relocate hundreds of students. in the board terminated the contract of the superintendent was recommending that relocation. as nbc bay area's damon trujillo explained with firing cut even the board president by surprise. >> reporter: the news sent shockwaves throughout to the alum rock school districk. parents and teachers in disbelief. the question they have is now what? she led to the alum rock school districk through tumultuous times. >> she did a good job. >> reporter: to the surprise of many, the board voted 3-2 to terminate the contract of
