reported now. we've been tracking this for some time as the backup has continued to build. they had at least a couple lanes blocked. now we know this is a deadly crash, there may be more crews and more investigation that continues. so this will be here for a while. this is off of 580 and 24 and approaching the maze. this will not affect the eastshore freeway where the bulk of the commute will be. we're tracking that again. two lanes blocked westbound 580 as you approach the maze. the arrow shows you 24 and 13 coming into the area. right now light traffic, but we will track this deadly crash over in oakland. >> thanks, mike. we're starting out with a live look in walnut creek as we get the day going. it's the last day of winter, last few hours of winter. spring begins at 8:06 and it's going to continue to be mild through the week. for the weekend, rain chances coming in. take a look at our highs and what we're expecting. up to 70 in santa rosa, usually up to about 65 degrees.

we're still seeing 70s today, but each day it comes down a couple of degrees. so we'll talk more about that and when the rain comes back in the full microclimate forecast. well, developing this morning in the south bay, san jose leaders will debate new cannabis regulations, and it all comes as dispensaries there say that the city is failing to protect them from crime. >> "today in the bay"'s kris sanchez joins us from our newsroom. this is a really sticking point for cannabis providers. >> reporter: right. so the city's licensed cannabis businesses are frustrated. they say they have gone through the protocol and they are being targeted by criminals and they're not getting the protection that they should get as legitimate businesses. they say they're paying the fees that should provide that protection. i want to show you this video, one glaring example. if you have a moment, the burglars in the suv are loading stolen goods from the exotic

dispensary. you see patrol cars drive by the scene, the thieves just drive away and the officers remain at the scene. the san jose spotlight reporter who broke this story talked with us about the impact these kinds of crimes are having. >> some say they are getting close to closing. we've seen two dispensaries close their doors. that's 2 out of 16, and a lot of them are struggling. >> reporter: as she said, san jose only permits 16 businesses, which pay more than $139,000 per year in fees. oakland's more than 200 businesses pay between $500 and $17,000 a year. san francisco's 100 businesses pay $5,000 per activity or permit. now, because of the cost, dispensaries say their prices are higher, which drives customers back into the illegal pot market, defeating the

purpose of having legitimate businesses in the first place. part of the discussion is whether to align san jose's policies with the state's, which could change things for the legitimate businesses and make things more tough. >> really interesting to follow. thank you very much. at&t land lines could soon become a thing of the past. the company is considering removing its land line service. the california public utilities commission is holding public meetings to get customer feedback on the plan. there will be two additional virtual hearings happening today. the first is at 2:00 this afternoon, the second is at 6:00 at night. while some customers have already gotten rid of their land lines, others are still attached. companies are offering internet-based land lines as an alternative and say it's seeing a boost in interest. >> the people who still have home phones really value something that concept of a home phone, even though most families

at this point, most households no longer have land lines. >> ooma offers business and home phone systems. turning now to decision 2024, president joe biden starts his three-day campaign swing through nevada today. he plans to deliver a speech focused on landlords, rent gouging ren ents. it comes as presidential primaries take place across several other states. >> both president biden and former president trump have already secured enough delegates to become each of their respective parties' presumptive nominee. as brie jackson explains, the contest could gauge where voters stand on key issues ahead of november. >> reporter: presidential primaries are taking place in five states today. >> i register republican, but overall i want the best for the country, no matter who the person is overall. you know what i mean? >> reporter: president biden and former president trump already won enough delegates to clinch their party's nominations.

the giants open the season march 28th. today marks the official end of winter. let's check in with meteorologist kari hall. we're welcoming spring. >> today is the official start of the vernal equinox at exactly 8:06 p.m. why 8:06? that will mark the time when the day-to-night line called the terminator intersects both of the earth's poles and the rays strike the earth perpendicular. from this point on, the tilt of the earth will allow for more sunshine in the northern hemisphere and moments of daylight increase from now until the first day of summer. bring it on. folks, we will switch gears to traffic where we do have the berkeley curve. the great news is the berkeley curve is unaffected by this crash. but this crash is a big deal.

two lanes are blocked west 580. on the human front, there is a crash that is a deadly crash resulting from three vehicles westbound 580 approaching interstate 80. we do have only two lanes blocked. there's still traffic flowing past the scene. this investigation will have to continue. we've seen a mild build, but a lot more slowing as crews did arrive. folks, you're able to take 980 down or you can take some surface streets. right now i would say just stick it out on westbound 580 heading toward the maze and berkeley curve because you can see the flow of traffic po the live camera we showed you. everything else approaching the area has not started for volume through concord and out of vallejo. everything seems like it's still at speed. watch west 580 at the maze. >> thank you, mike. some parents spending big bucks this college admission season. ahead, a look at the new industry promising to get high school students into top-tier colleges. ♪♪

open as investors shift their focus to the start of the federal reserve's policy meeting today. now, they're also digesting news from the bank of japan overnight which raised interest rates for the first time since 2007. now, the fed will announce its decision tomorrow afternoon, and it's not expected to make any changes at this meeting. but fed chair jerome powell could offer insight into when they start to cut rates following the hotter than expected reports on inflation last week. stocks rising with the s&p 500 breaking a three-day losing streak. also in focus, we get data on housing starts and building permits. selena gomez has reportedly hired advisers to look at offers for her cosmetics company. her team launched the business in 2020 with a focus on liquid cosmetics. its blush product became a viral it on tiktok. rare beauty has been named one of the most sought-after takeover targets with an

[ laughter ] all right, it's that time of year, we're thinking about prom, spring, all of those things that come with the season. we're having kind of a cool start. our temperatures in the low to mid-50s around the bay area. it is now 50 in sonoma, san francisco 51, also 51 in dublin and 51 in morgan hill. but take a look at where we're headed today. another beautiful day. so yesterday wasn't the end of it, but it was the warmest day of the week, and each day our temperatures come down a degree or two. but it's still going to be pretty nice out there, reaching up to 75 in san martin, we're up to 73 in concord, and 71 in napa. oakland today, 66 degrees, and low 60s for san francisco. as you're taking a look at the seven-day forecast at the bottom of the screen, eventually we'll work our way toward cool temperatures and rain. we'll see that for the weekend. we're enjoying what we have now. tomorrow the first full day of

spring, and we'll see temperatures in the upper 60s to low 70s. then we'll also see more of that as we head toward thursday. so let's talk about when that rain comes in. here is a storm system now really starting to get its act together, and as of now it is blocked by high pressure, but once that high pressure breaks down, moves out of the way, that will make room for this storm system to come right into the west coast. and it's going to bring us some scattered showers as well as some sierra snow for the weekend, as we get rounds of some rain off and on from friday through sunday, but then it looks like it tapers off. let's check in with our sierra snowpack. we're approaching that april 1st all-important measurement of how we're doing. as of now we are right at that normal level for the central sierra, very close to 100%. the northern sierra is doing the best at 115% of normal. of course we always watch these numbers very closely because this is how we get our water

source during the dry summer months as the snowmelt flows into the reservoirs. we're going to see some additional snow for the weekend, another 9 to possibly 25 inches of snow. we're going to see some rain here, and it looks like it could be a decent amount, with scattered showers. not a total washout, but there will be some waves of rain coming in, and temperatures only up to about 60 degrees on saturday and sunday, and also about the same in san francisco on this first day of spring, as we mentioned, that begins tonight. mike, you've been watching that crash. what's the update? >> we have a camera, and you can see one lane gets by. but one lane gets by. this is westbound 580. over here on this side of the screen, the right side, that traffic is flowing off the berkeley curve. here you can see the tow truck, three vehicles, i think they removed one already. this is a deadly crash that has occurred as you're approaching the maze for west 580. that makes the view from our

other camera so tough. the flashing lights, we just take a look at the curve right about here and you see the backup streaming through the area. there are a couple of other vehicles on the approach. lots of distraction from highway 24, westbound 580 does show the slow drive, and continuing past the scene where they regain speed heading toward powell. coming down westbound 80, that's okay. that's a better flow of traffic off the berkeley curve. in contra costa county, it looks great. everything else south of there has no problems. just typical slowing out of the altamont pass. again, this traffic alert for westbound 580 approaching the maze will affect folks from highway 13 over toward the bay bridge toll plaza. back to you. >> thank you, mike. 5:22 this morning. next on "today in the bay," nbc bay area responds. >> she paid the ambulance bill, her insurance did, too. so why is she struggling to get her money back? i'm consumer investigator chris chmura. nbc bay area responds next. and a reminder, starting today, you can apply for

>> good morning to you on this tuesday. i'm marcus washington. >> and i'm laura garcia. we're going to get to the headlines in just a moment. let's check in with mike. he's been tracking, sadly, a deadly crash this tuesday morning. >> that's right, at the berkeley curve, we'll take a look at the camera we have courtesy of caltrans. you see three vehicles, actually you can see two vehicles, there's another that i believe is hidden by the glare of the light. westbound 580, approaching the maze, only one lane is open. but one lane is open, so this is a tragic scene, however the traffic impact, those folks driving toward the oakland area will be focused on that. you see the berkeley curve. as you can see, traffic is flowing past the scene. we have another camera showing you the berkeley curve moves smoothly, the scene i just showed you is right there slowing. you see the backup out of 580 and highway 24. switching angles, we do have at

the top now, this is showing some slowing approaching the area on westbound 24, including westbound 580. that is continuing to be an issue. if you're coming out of oakland, you can use 880 instead of 580. 880 still moves smoothly toward the bay bridge. the bay bridge has lighter traffic, but there is now a build out of concord for westbound highway 4. so more traffic coming out of contra costa county. anywhere south of there is moving pleasantly. as we get started this morning, we are seeing a few low clouds over san francisco, parts of the bay area starting out mostly cloudy. we are going to go from temperatures in the low 50s this morning to upper 50s, overall a cool day and a few low 60s in parts of the city. as you make your way inland, it's still going to reach into the 70s, even though yesterday was the warmest day, it's still going to be pretty nice this afternoon with dublin hitting a high of 71. 73 in san jose and in los gatos,

and mostly mid to upper 60s for the peninsula. so we will talk about the cooling changes ahead and when we'll get some rain coming up in the full microclimate forecast. >> thanks, kari. happening today, san francisco takes another step in cracking down on speeding drivers. it comes after the agency released a short list for the installation of speed cameras. >> "today in the bay"'s ginger conejero saab is live for us at one of the proposed intersections. ginger, this has been a conversation for some time. how close are we to seeing the cameras being installed? >> reporter: well, marcus, laura, we're still a ways out from actually seeing the speed cameras at work, but san francisco is taking another step on cracking down on the speeding drivers. we're on fulton between 2nd avenue, this is one of the proposed spans that will get a speed camera. there are 33 cameras that are to be installed, at least proposed to be installed.

and later today fsmta will meet to discuss their process in selecting these locations and the reasons for choosing them. now, this stems from legislation governor gavin newsom signed last year, which allows san francisco, oakland, san jose and three other california cities to install them. here is a map of proposed locations. you can see their proximity to schools, senior centers and health sites, as well as high concentration areas of speed related collisions, which is interesting to point out. the list includes areas in soma with proposed locations, some near the embarcadero and even outer neighborhoods in the city. walk sf says the installation of speed cameras is just the first step in creating safer streets. >> cameras, that's one approach. street design is the best thing we can do to really slow down drivers and make sure that pedestrians, the most vulnerable out there, are as safe as they can be. >> reporter: now, we've been on

this street or at this intersection for a little bit, and i don't have the actual speed of the cars, but it feels like, just standing out here, you can feel how fast some of the vehicles that are going down fulton go. today's sfmta meeting will be followed by another in april that will solidify locations, and we've posted the locations on our website, the complete list of where those will be at nbcbayarea.com. guys, back to you. >> like it or not, they're coming. thanks, ginger. today's meeting comes amid an outpouring of emotion in san francisco. this is for three family members killed in a tragic weekend crash at a bus stop. this was in the west portal. hundreds gathered at that scene last night for a vigil. the victims, a mother, father, and their toddler. the fourth person, the family's 3-month-old baby suffering life-threatening injuries. the tragedy has left an entire community shaken. >> these sorts of tragedies bring us together, remind us how

precious life is. >> now, police have now also arrested the suspected driver, identified as 78-year-old mary fong lau. she is still in the hospital, but now faces three counts of vehicular manslaughter. the crash still under investigation. a san pablo man accused of murdering his wife and mother-in-law is being arraigned today, even though their bodies have not been found. three weeks ago police arrested him following an extensive investigation after he first reported the two women missing last september. at the time, police say he told investigators they drove to southern california following a family argument. but police became more suspicious in december when officers spotted him driving his wife's car, which officers later discovered in oakland. police arrested him based on evidence they say officers found inside the home. with its police department rocked by racist text scandal,

the city of antioch is taking concrete steps in greater accountability. last night members of the oversight commission held their first meeting, the group is made up of seven people from a variety of backgrounds. it will run similar to other police commissions around the bay area. the mayor says it will serve as a new governing board for the department shaken by controversy. >> this will help in our efforts in ensuring that we're bridging the gap between the police department and city hall, and more importantly, that we're building relationships with the community and the community can entrust the police department is making strides in building a relationship with every single segment of our community. >> commissioners were sworn in last month as part of a response to the federal corruption investigation which uncovered those text messages. several officers in antioch and pittsburg are facing charges. dub nation celebrating a huge moment in the team's history and it didn't happen on the court. >> the pass to thompson. how about the connection?

on the front end tonight. >> if you watched last night's game, you probably noticed it, it had a different feel. that was jenny cavnar calling the game for nbc sports bay area. she was just one part of an all-woman crew celebrating women's empowerment. seven women took part in the coverage from pregame to postgame. and while they call it a challenge just to get to this point, their hope is it doesn't just happen for one night. >> i want it to be all the time. i don't want it to feel like a pat on the head. yay, women, no. i feel like i'm in a good supported area with a lot of women around me. >> the game comes at a critical time in the warriors season with the team making a push for the playoffs. and last night the knicks did them no favors. the warriors never really got back on track and trailed for most of the game. rookie trayce jackson davis did have some nice plays, but the dubs couldn't mount a comeback. they lost to the knicks 119-112.

they hold the tenth place spot in the western conference. 5:38 this morning. we take a live look out in san francisco, getting started with our day. it will be spring later today. meteorologist kari hall is tracking what we can expect weather-wise across the bay area this morning. how are we looking out there? >> it looks great, and i'm just counting down the hours until winter is over. but we're starting out pretty mild this morning. we're in the low to mid-50s, a light wind, some low clouds in spots. as we take a look at concord and what to expect for today. we're going from temperatures in the low 50s to low 70s for the afternoon. when we compare our high temperatures to what we usually see on this date, we're used to seeing mid to upper 60s for the inland areas. but we're headed back to the low 70s, not as warm as yesterday, but still pretty nice. we'll talk about cooler weather. mike, you still have that traffic alert that's shifting traffic? >> right, it's causing a ripple effect. behind us, folks, we still have this deadly crash. the investigation has to have

the coroner arrive on scene, i have not seen that van yet. i do see one, two, three vehicles, those are the three that were reported in the chp incident earlier this morning. we have one lane moving, so that is still allowing westbound 580 to join in with folks off of the berkeley curve. so that is adding to the slowdown. let's get a look at the other cameras that we have at the bay bridge toll plaza. now you see the traffic coming here, look at the big difference. the traffic coming out of the maze, very light because of what we just showed you, the crash on west 580. the flashing lights, that's coming off the 880 over-crossing, so 880 is still feeding into the bay bridge and that's adding to the toll plaza. i'll track the flashing lights and let you know if there's an additional problem. there is an ambulance heading toward the toll plaza area. i'll let you know if there's a secondary crash. so far, the big backup is westbound 580 approaching just one lane as you get toward 580 and the maze. meanwhile, the buildup for west 580 and west 24, that will add

november election. >> that's why they say every vote counts. a live look for you in sacramento. uc registered nurses from around the state plan to hold a rally focusing on patient safety, specifically organizers say they're trying to draw attention to overcrowding in hospital emergency rooms, privacy concerns and what they say is the state's failure to respond. in a statement, a registered nurse involved in today's rally says in part, quote, we have repeatedly flagged our patient care concerns with the california department of public health, only to be met with delays and denials. even when our claims are acknowledged, cdph has consistently failed to connect with bedside nurses, choosing instead to take the word of our supervisors, end quote. we did reach out to the state department of health for a response and have not heard back. a follow-up this morning, san jose firefighters supporting a young boy with autism at the center of an unusual lawsuit. the crew from station 3 surprised the 12-year-old with a visit last night.

you may remember our story last week about zeke and his family. zeke has a severe form of autism and is nonverbal. his family is being sued by an ex-neighbor who is asking the court to declare zeke a nuisance, but this visit from bay area south bay firefighters seemed to help boost the family's spirits. >> it was amazing. i'm so thankful and grateful for the outpouring of support that we've received. it was awesome they came by and zeke loved it. >> that's zeke's mom. she had to move her son out of the home they shared with his grandparents because the neighbors complained about the noise. she says it was his grunting, the only vocal sound he's able to produce. the family only returns to visit the grandparents and have since been hit with that lawsuit. the neighbor's lawyer tells us the complaint speaks for itself. zeke's mother has filed a countersuit claiming their family has suffered emotional

a maximum of four u.s. players can qualify. trending this morning, graduate students at uc berkeley may have broken a world record. >> they're actually waiting to hear back from guinness world records. they rode trains to all 50 b.a.r.t. stations in less than six hours. they're part of the transportation graduate students organizing committee. they started planning this record-breaking attempt last october and finally did it earlier this month. they started up in antioch, and then they rode to richmond before crossing the bay, then they hit stops in san francisco and the peninsula. they finished their journey by going across the trans-bay tube, riding the rest of the east bay stations into san jose. they live-streamed their journey as proof. >> the thing for guinness, they wanted as much video proof as possible. six hours of footage is a lot to try to record on your phone. we ended up streaming it to youtube, mostly just to have a record to send there for proof

over the next few days. but at least it will be mild through tomorrow and then the weekend, it's going to be cool, with off and on rain. so let's check in with how we're doing with our water year. we are at a surplus for the north bay, over 4.5 inches above what's normal after we've measured 32 inches of rainfall since october 1st. and then looking at oakland, where we've had 13 inches of rainfall, but we're still lacking about 2 inches, and concord doing the worst right now. a little bit dryer there. we've had 10 inches of rainfall, which is about 3 inches below normal. now, despite the below normal readings there with our water year, our reservoirs are doing pretty well. a lot of them at 100% of capacity, and the east bay mud is at 84% of capacity. we know we're still going to see some rain in the forecast, so that may help us out a little bit. taking a look at our temperatures for today, 71 for a high in cupertino, lots of

sunshine, overall just a beautiful day. we're headed for the low 70s for the tri-valley, up to about 72, in oakland 65, and then some upper 60s for much of the peninsula. daly city reaching a high of 62, and also 62 in san francisco, and some low to mid-70s for parts of the north bay, with ukiah the warmest at 75 degrees. of course we're going to see some changes heading into the weekend as we see a couple of storm systems moving our way, but it's also going to bring in cooler temperatures. looking at what to expect with that rain, arriving on friday into saturday, still some lingering showers into the start of next week. but that's also going to drop our temperatures and we're going from highs in the mid-70s today inland to only 60 on sunday. it's still going to be cool through the middle of next week, while san francisco will see more steady temperatures in the low 60s. mike is still watching the crash affecting a big part of

the east bay. >> look how slowly these vehicles are going by. one lane open westbound 580, a deadly crash investigation continues. i do see some movement in the crews that are there. berkeley curve, let's get a look from our other camera, we're seeing a smooth flow of traffic. i do want to show you on our other camera it's showing a slowdown. i think it's because folks can see the flashing lights and everybody is slowing down as they're approaching the curb. once they get past the scene, they start to speed up toward the bay bridge toll plaza. the slowing continues farther back now on westbound 580 and the build for 24, because folks are seeing the slowing and the commute volume through contra costa county. other than at the maze, no surprises. at the bay bridge toll plaza it's lighter. back to you. happening now, victim advocates are offering a $10,000 reward in hopes of solving a murder in east palo alto. investigators say frank finney and another were attacked near university avenue and bell street last month.

welcome back. turning to our climate in crisis, in just 15 years, flooding along our coast is projected to happen up to three times as often as today. that's because sea level rise driven by climate change is accelerating. the problem is already costing more than a billion dollars in damage and growing. here in the bay area, marin and san mateo counties have the highest risk of tide flooding and erosion. noaa is working to improve the coastal flood predictions to help communities prepare, because right now on average flood days are only correctly predicted 35% of the time. weather is one factor and the other is the big stretches of the u.s. coastline, sometimes hundreds of miles don't have a tide gauge. noaa's coastal ocean analysis
