robberies. we break down the spike in crimes and what leaders are planning to do about it. expanding a crackdown on illegal dumping. technology one city is considering using to catch people in the act. and spring is set to arrive in hours. meteorologist kari hall is tracking the seasonal outlook. this is "today in the bay." good tuesday morning to you. 6:00. thanks for joining us. i'm laura garcia. >> and i'm marcus washington. we'll get a look at what's going on with the weather in just a bit with you. first, we want to talk about what's going on traffic-wise. tough morning. >> we continue to follow this alert for the east bay. there's been a deadly crash, folks. that's the sad news that starts this morning over in oakland. the live look from a caltrans camera does show you that westbound, the flashing lights continue to be there, the crews can't clear the scene until the coroner does the final report. i haven't seen the coroner arrive, although according to typical operations they should be getting there about now.

we see three vehicles total reported for this crash, but the flashing lights are visible. there's the berkeley curve and it's visible as you're approaching the berkeley curve, causing more slowing. i'm going to show you the opposite angle. there's a crash, backup, slowing for 24, the build and visible slowdown for the distraction off the berkeley curve. outside of that portion of the east bay, approaching the maze off of west 580, everything else is clear. i would advise folks to choose 880 for the time being. at least it is quiet with weather, temperatures in the low to mid-50s as you head out the door. it's still going to be well above our normal high temperature, headed for 70 in santa rosa, concord 75 with the high today, and some 60s in san francisco and oakland, while san jose will reach a high of 72 degrees. we'll talk about a cooldown and when rain comes back in the full microclimate forecast. well, developing this morning, in the south bay, san

jose leaders will debate new cannabis regulations and it comes as dispenary owners say the city falls short on protecting them from crime. >> "today in the bay"'s kris sanchez joins us from the newsroom. this is a sticking point from cannabis providers. >> they are legitimate businesses and say they should be protected as such. the city's legitimate and licensed cannabis businesses say they are being targeted by criminals and they're not getting the other protection that other businesses get, which they say their fees pay for. this video is a glaring example. if you have a moment to take a look at your screen, you'll see burglars loading stolen goods from the exotic dispensary into an suv, you see several sjpd patrol cars arrive, but the officers don't interact with the thieves. the thieves just drive away. a san jose police spokesperson says that department policy does not allow officers to try to stop or arrest the suspects on the spot for burglary unless

there is a threat to the community or officers. a san jose spotlight reporter who broke this story with this video told us about the impact of these kinds of crimes. >> some say that they are getting close to closing, we've already seen two dispensaries in san jose close their doors. that's two out of 16, and a lot of them are struggling. >> reporter: there are only 16 permitted businesses in san jose. each of them pay more than $139,000 per year in fees. oakland's more than 200 businesses pay between $500 and about $17,000 a year. san francisco's 100 businesses pay $5,000 per activity or permit. now, because of the cost of regulation, the licensed dispensaries say their prices are higher, which is driving customers back into the illegal pot market, defeating the purpose of having legitimate businesses in the city. today the discussion will center on whether to align city

policies with the state, which could bring down the age for purchasing medicinal marijuana down to 18 instead of 21, it could also loosen san jose's requirements for i.d. verification and secure storage of the marijuana. state requirements also require businesses to be monitored by an alarm company and require video surveillance to be stored longer, which could add even more to the business cost. aligning with the state is the discussion today, next month the discussion will center on whether the san jose police should be in charge of regulating retailers in the future. we have reached out to the organization that represents the legal dispensaries and we'll let you know what they have to say when they answer. >> thank you. well, a live look in oakland this morning. this is where leaders today will vote on a plan to expand the recent crackdown on illegal dumping. this started with a pilot program two years ago involving ten cameras installed in some of

those hot spots. council members will consider a new resolution providing up to $750,000 to expand and extend the program for three more years. city council will also vote on the proposal to clear abandoned vehicles from city streets. city council member rebecca kaplan is behind the measure. presidential primaries take place across five states add, arizona, florida, illinois, kansas and ohio. both president joe biden and former president donald trump have already secured enough delegates to become their party's presumptive nominees. but the contest could provide a bellwether of voters when it comes to key issues ahead of november. >> i think border security probably is the most important issue for me. >> not for the families coming across, i'm worried about the other people that might be up to no good coming across. >> president biden starts a three-day campaign swing through nevada today and plans to deliver a speech focused on

landlords rent gouging tenants. congress has reached a tentative deal to avoid a government shutdown. we have a live look at the capitol where congressional leaders struck a deal late last night to fund homeland security. this was considered the last major sticking point to avoid shutdown. funding is set to expire saturday if a final agreement is not in place. at&t land lines could soon become a thing of the past. the company is considering removing its land line service. so the california public utilities commission is holding public meetings to get customer feedback on the plan. there will be two more virtual hearings happening today. first is at 2:00 this afternoon and the second is at 6:00 p.m. while customers have already gotten rid of those land lines, others are still attached. companies like ooma are offering internet-based land lines as an alternative and say they're seeing a boost in interest.

28th in san diego. let's take a live look right now in san jose. today marks the end, the official end of winter, anyway. let's check in with meteorologist kari hall here as we're welcoming spring. >> today is the official start of the vernal equinox, aka spring, at exactly 8:06 p.m. why 8:06? well, that will mark the time when the day to night line called the terminator intersects both of the earth's poles and the sun rays strike the earth perpendicular to the equator. from this point on, the tilt of the earth will allow for more sunshine in the northern hemisphere and the minutes of daylight increase from now into the first day of summer. bring it on. we're looking over here toward the traffic flow, which is really jammed up over in the east bay. look at all the slower drive right here. jokes are jamming -- folks are jamming up coming off the warren

freeway. the approach to the maze itself. the distraction shows up on the eastshore freeway as well. we'll show you again the distraction from the berkeley curve. folks are able to see flashing lights for westbound 580, the crash that happened, the deadly crash that blocks two lanes, two out of three approaching the bay bridge coming out of the maze. another angle, for the last few minutes, they had traffic completely stopped. i believe the chp on scene were doing something and they wanted to make sure all traffic had stopped for a second. i'm watching for the coroner investigation to arrive. the investigators has not yet arrived. it typically happens about 90 minutes after the crash is declared and that happened about 4:30. they cannot clear the vehicles, i don't think they can clear the vehicles until that report is filed. they need to leave everything in place. and then once the coroner declares the scene investigated as far as the data that's gathered, they can clear the vehicles. we don't know the timeline and we're going to track the continued backup coming into the

each day it gets slightly cooler. we'll talk about the return of rain in our microclimate forecast coming up. 6:14 right now. wall street is set for a flat open as investors shift their focus to the start of the federal reserve policy meeting today. they're also digesting news from the bank of japan overnight, which raised interest rates for the first time since 2007. the fed will announce its decision tomorrow afternoon. it's not expected to make any changes at this meeting, but chairman jerome powell could offer insight into when they may start to cut rates. in focus today, data on housing and building permits. now to a live look at the state capitol in sacramento. state lawmakers have approved new exemptions for a new labor law aimed at increasing the minimum wage for fast food workers to $20 an hour. the pay raise is expected to start next month. but the legislation approved yesterday says restaurants in

airports, hotels, convention centers, arenas, museums, casinos and college campuses don't have to adhere to the new rules. supporters say many of those locations already have collective bargaining agreements, which include higher pay and benefit for their workers. the exemptions will automatically go into effect once the governor signs the increase into law. happening today, more electric car chargers are coming to san francisco. this is all part of a new pilot program from city leaders. they're expected to announce the program later today. workers will install curbside charging stations across the city. this is meant to meet increasing demands for chargers. we don't know exactly where they will install the chargers just yet. today's event starts at 9:30. and liftoff, falcon 9, go starlink, go spacex. >> the liftoff for the latest falcon 9 rocket from space x. the launch hit up the sky last

night in vanderberg base on the central coast. the trail could be seen across much of southern california. speaking of what's happening in the sky, the falcon 9 rocket is carrying the starlink satellites into orbit for global internet services and it's the 26th successful launch this year. trending this morning for those stargazers out there, the devil comet lighting up the nighttime sky. >> that's the nickname because scientists say it leaves the trail of gas in the shape of devil horns and it's bright enough for people to see through a telescope at night. next month it will be able to be seen with the naked eye right about the time the solar eclipse happens. that's not scary at all. the comet was first discovered in 1812 by a french astronomer. it takes 71 years to orbit the sun. >> like a batman symbol. >> or a cat.

[ laughter ] >> i dressed for spring today, even though it doesn't start until 8:00 tonight. >> it's still the first day. we're going to celebrate all day long. we're excited. i even posted pictures of my little flowers in my garden. i don't know. i think it's the warm weather that's really helped. and we're seeing temperatures in the 70s again today, up to 72 in milpitas and san jose, 75 in gilroy this afternoon. and we'll see some low 70s for the east bay as well, antioch 74, and mid-60s in oakland today. upper 60s for redwood city, while daily city will reach a high of 62. we'll see 62 in san francisco and the mission district. our north bay temperatures, anywhere from 58 near the coast to 75 in ukiah, in napa today 71

degrees. nice and mild for now, but eventually we'll see cold fronts and some rain coming into the bay area. so the storms are still well out in the pacific, but as high pressure has kept it warm and dry starts to break down and move off to the east, that will allow for these low pressure systems and these cold fronts to start to come in as we go into the weekend. so we're going to see a big change from the way we start the week to the way we end the week, off and on showers throughout the weekend, and even more sierra snow. a couple of systems will be passing by through next week. so let's check in on that snow, we mentioned that we do have some in the forecast. and we are right at normal for the central sierra around lake tahoe. the northern sierra is doing the best at 115% of the normal amount, and we're approaching the april 1st snowpack measurement that is so important because we know that the sierra snowpack provides one-third of the state's water supply. we will see some snow for this upcoming weekend.

it's mainly from tahoe city to 9 inches, all the way up to 25 inches of expected snow for kingvale, maybe a little higher for those upper elevations and areas farther to the north. so we're going to see rain, the sierra sees snow. but overall it's going to feel like winter. we're going from a high today of 75 on this first day of spring to the first full day of spring tomorrow, and 71, and then only low 60s for the weekend. mike, you've been watching that crash. what's the update on the commute? >> unfortunately, we have no update on the crash situation itself. we still have vehicles blocking two of three lanes west 580 heading toward the bay bridge. the backup over here, the impact on the commute is that folks on the berkeley curve off the eastshore freeway are distracted by all the flashing lights. so they are slowing a bit. and then over at the bay bridge toll plaza, let me take a look at the other camera at the toll plaza, this is interesting. the traffic all jammed up on 580 and 24 coming into the maze, results in the feeder off of the

maze, not a big deal. all the traffic you see on this shot is coming off of 880 as folks are flowing out of oakland. even though that is the case at the bay bridge, i would say use 880 instead of 580. 880 feeding in off of the curve and off of grand avenue, where there's more surface street traffic, that's moving smoothly, even though there's a bit of a backup for those particular lanes. off the berkeley curve, there's the distraction because you see the slowing, and also 24 and 580 westbound bogged down because of all of those folks funneling down to one lane as the lanes combine. we still have the investigation that has to be completed at that scene, at the maze for west 580. everything else throughout contra costa county, alameda county, and even in the north bay, everything is holding pretty standard except for that one spot, that one section approaching the maze itself. south of there, lighter traffic flow. we did have a crash north 101 and oakland road. i believe it cleared without a significant impact. we have a build for 101, as well

clara. this is near montague expressway on a section of the oracle campus. it's not clear which area will be redeveloped or how soon construction can start. oracle has recently been pushing to sell off some of its south bay property. nbc bay area responds to a south bay woman who needed assistance settling up an ambulance bill. >> because the bill was mistakenly paid twice. she asked consumer investigator chris chmura's team for help. >> christina in los gatos says her husband had to be taken to the hospital in an ambulance, then died later that day. our condolences, christina. christina paid the ambulance company, amr, $134, but realized the insurance company also paid the ambulance company $134. christina asked for her money back several times, but says reps kept telling her it was under review. so she contacted us. we contacted amr. it then sent christina $134 check. here is what amr told us. due to patient privacy laws, we cannot discuss any details

can weigh in on where they end up. this is "today in the bay." good tuesday morning. thanks for starting your day with us. i'm laura garcia. >> i'm marcus washington. we want to get right to mike inouye tracking breaking news over in the east bay. catch us up to speed. >> since 4:30 we've been watching this scene, the very tragic news is this is the scene of a deadly crash. it happened on west 580 approaching the berkeley curve. traffic on the berkeley curve is unimpeded, but it sees the flashing lights and so that is distracting folks coming in out of berkeley. now, as we look at this shot, you see the slowing and flashing lights and that has remained the same since about 5:00 this morning. they're waiting for investigators and an evidence tow there, so still only one lane. as we look at another source, we see the backup and it ripples back and this is the berkeley curve coming into the area. you can see these folks are slow, they can see all the flashing lights. then they speed up a little bit. now the traffic has filled in on

the approach. the lanes are blocked here for westbound 580, jamming up traffic back on 580, and rippling back onto 24, so this entire stretch is slow. if you're driving through oakland and you typically choose 580 because you think it will be clear, the nimitz is actually the better route today. it gets to the bay bridge toll plaza. the jam is only from the flyover to the toll plaza itself for the nimitz. but the other lanes of the toll plaza are clear because traffic is backed up with the investigation that continues for west 580. everything else is actually moving smoothly. the approach out of walnut creek is fine through the caldecott. it's 24 after that point that jams up toward the maze. everywhere south is moving smoothly. we haven't had a lot of incidents on the south bay, but the volume is starting to build. we'll see south bay freeways start to slow coming up. it's tuesday morning. the last few hours of winter. spring officially begins this evening at 8:06.

it's going to continue to be mild and we keep the nice weather through at least the middle of the week, but then the weekend the rain chances will come back and we'll have rain starting on friday. as far as our highs today, still well above normal, reaching 70 in santa rosa, average is about 65 degrees. concord headed for 73 degrees and we're usually seeing upper 60s. san francisco about normal with 60s, but san jose headed for a high of 72 degrees. we'll talk about rain in our weekend forecast, that's coming up in a few minutes. >> thank you very much. 6:32 right now. happening today, san francisco takes another step in cracking down on speeding drivers. this comes after the agency released a short list for the installation of speed cameras. "today in the bay"'s ginger conejero saab joins us live at one of those proposed intersections, and how close are we to seeing these cameras actually installed? >> reporter: laura, we're still a ways out from seeing these

speed cameras at work, but san francisco is cracking down on speeding drivers. we're at one of the proposed locations along fulton, between 2nd avenue and arguello up the way. this is one of two locations that is being proposed. in total, there are 33 speed cameras that will be installed, and later today sfmta will meet to discuss their process in selecting these locations and the reasons for choosing them. this stems from legislation governor gavin newsom signed last year, which allows san francisco, oakland, san jose and three other california cities to install them. here is a map of the proposed locations. you can see the proximity to schools, senior centers and health sites, as well as high concentration areas of speed related collisions. the list includes areas in soma with proposed locations near the embarcadero and outer neighborhoods here in the city. walk sf says the installation of speed cameras is just a step in

creating safer streets. >> cameras, that's one approach. street design is the best thing we can do to really slow down drivers and make sure that pedestrians, the most vulnerable out there, are as safe as they can be. >> reporter: now, today's meeting will be followed by another on april 16th. that is when the locations will be solidified. today there will be discussion but no decision. if you do want to weigh in, you are free to give your public comment on the website. all of the proposed locations are posted on our website at nbcbayarea.com. >> something for folks to check out. thank you very much. and the meeting ginger was talking about comes amid an outpouring of emotion in san francisco. this is for a family of three, three members killed tragically this weekend at a bus stop in the west portal. hundreds of people gathering at the scene last night for a vigil.

the victims, a mother, a father and their toddler. the fourth person, the family's 3-month-old baby, suffered life-threatening injuries. the tragedy, of course, left this entire community shaken. >> these sorts of tragedies bring us together, remind us how precious life is. >> now, police have now also arrested the suspected driver, identified as 78-year-old mary fong lau. she is still in the hospital, but now faces three counts of vehicular manslaughter. the crash is still under investigation. a san pablo man accused of murdering his wife and mother-in-law being arraigned even though their bodies have never been found. three weeks ago police arrested him following an extensive investigation after he first reported the two women missing last september. at the time, police say he told investigators they drove to southern california following a family argument. but police became more suspicious in december when

officers spotted him driving his wife's car, which officers later discovered in oakland. police arrested him based on evidence they say officers found inside the home. new at 6:00, transit leaders will propose moving a pedestrian lane on the richmond-san rafael bridge. here is a live look. the pedestrian and bike lane was first introduced four years ago in a pilot program. "east bay times" reports the metropolitan transportation commission will recommend removing it monday through thursday, arguing it would balance the interest of bikers and drivers. the full proposal will be unveiled in may. dub nation celebrating a huge moment in the team's history and it didn't really happen on the court. >> and past to thompson. how about the connection? trayce jackson-davis on the front end tonight. >> if you watched last night's game, you probably noticed it had a whole different feel to it. that was jenny cavnar calling

across the bay area this morning. how are we looking out there? >> it starts out a little mild. we're seeing more clouds overhead and that's acting as a blanket to keep temperatures slightly warmer here. we're going to have it clearing out for today, and still very warm for the afternoon. cupertino will see a high of 71 today, los gatos and san jose, as well as milpitas reaching 72 degrees, and also 72 in danville and pleasanton, martinez headed for 70 degrees. these temperatures are just perfect. light jacket weather along the coastline, san mateo reaching into the mid-60s. we'll see some low 60s in san francisco, while the north bay will see a range in temperatures from the upper 50s in bodega bay to 71 in napa and 75 in ukiah. we'll take a look ahead to cooler temperatures and rain in our forecast. what's the update on the 580 crash? >> unfortunately, i don't have an update on the progress for the clearing because there has been no progress. still two lanes of westbound 580, two of three lanes are blocked west heading toward the

bay bridge, which is right there. you see it in the distance. the berkeley curve moves smoothly. the flashing lights distract. another angle shows us the ex spans of the slowing, so this part right here across the screen. there's slowing and for just a couple of minutes we were almost completely stopped at the berkeley curve. there's more complications as traffic builds into the area. we have now a disabled vehicle reported west 24 as you're coming toward 580 as well. so that will be more slowing as folks are coming in off of highway 24 west of the caldecott tunnel. also west of 580 coming through downtown oakland things really bog down. if you choose between 580 and 880, 880 is the one to choose this morning because the nimitz did move smoothly. all the activity here, but we did have a crash in san jose, north 101, and may have a traffic break approaching mckee. back to you. >> thanks, mike. 6:40 right now. a smash-and-grab caught on camera. up next, northern california

curve, westbound 580 down to one lane coming off highway 24. a deadly crash happened this morning at about 4:30, and since then we've had only one lane access into the area heading toward the bay bridge off of 580. highway 24, highway 13 jamming up, the berkeley curve is distracted by flashing lights. we'll bring you the progress and ripple effect through the east bay as well. and the last few hours of winter looking pretty spectacular. in concord we're going from 53 this morning to low 70s and sunshine for the afternoon. we'll talk about a weekend cooldown and rain coming up in a few minutes. new at 6:00, a bold smash-and-grab targeting a northern california motorcycle dealership. this happened early yesterday morning in rockland near sacramento. surveillance video showing six people exiting a u-haul truck as cars backed through the door of the dealership. thieves then took off with numerous dirt bikes. police now confirming that car also stolen.

the property loss and damages estimated around $100,000. the general managers, as you can imagine, is just in shock. >> just sickening. it just feels surreal, like we can't believe this happened to us. >> now, police are still investigating. no arrests have been made so far and that store is urging anyone with information to call authorities. a follow-up for you this morning, san jose firefighters supporting a young boy with autism at the center of an unusual lawsuit. the crew from station 3 surprised the 12-year-old with a visit last night. you may recall our story last week about zeke and his family. zeke has a severe form of autism and is nonverbal. his family is being sued by an ex-neighbor who is asking the court to declare zeke a nuisance. but this visit from south bay firefighters seemed to help boost the family's spirits. >> it was amazing, i'm so thankful and grateful for the outpouring of support we've received. it was awesome they came by and

zeke really loved it. >> that's zeke's mom. she had to move her son out of the home they shared with his grandparents because a neighbor complained about the noise coming from the back yard. she says it was zeke's grunting, the only vocal sound he's able to produce. the family now only returns to visit the grandparents and have been hit with a lawsuit. the neighbor's lawyer told us the complaint speaks for itself. zeke's mother has filed a countersuit claiming their family has suffered emotional distress. a live look this morning into sacramento. so uc registered nurses from around the state plan to hold a rally today focusing on patient safety, specifically organizers say they're trying to draw attention to the overcrowding in hospital emergency rooms, privacy concerns, and what they say is the state's failure to respond. in a statement, a registered nurse involved in today's rally says in part, quote, we have repeatedly flagged our patient care concerns with the california department of public health, only to be met with

delays and denials. even when our claims are acknowledged, cdph has constantly failed to connect with bedside nurses, choosing to take the word of our supervisors, end quote. we have reached out to the state department of health for a response, we have not yet heard back. turning back to decision 2024, today marks two weeks since super tuesday and the race for the runoff to replace long-time congresswoman anna eshoo on the peninsula is getting closer. take a look at this. former san jose mayor liccardo continues to be the top candidate in the race. but now santa clara county supervisor joe simitian and assemblyman evan low are 12 votes apart. simitian is leading by a very slim margin. the top two candidates in the race will advance to the november election. the radio station that first brought us grunge music hits bay area waves for the first time, bringing more than 50 years of

we're going to have the first night of spring, tomorrow is the first full day. either way, we're celebrating. here is a look at how it has shaped up so far. as far as rainfall, we've had 32 inches of rain in santa rosa, that's 4 inches above what's normal for this date. and we're doing pretty good with our water year in san francisco, in san jose. we still have work to do in oakland and concord. it's been fairly dry for parts of the east bay, not as much rain. but our reservoirs are doing pretty good. we're seeing them at 100% of capacity for marin water, down to the uvas reservoir. we are once again at a pretty good standing for this date, and looking at not only the sierra snowpack, but our reservoir levels. so we're enjoying the sunshine, a break from the rain and some mild temperatures. that continues today. our highs head for the upper 60s and low 70s. we are going to also have more of those 60s and 70s for the

peninsula down to the south bay. but then each day this week we come down a degree or two and eventually it's going to be what you see at the bottom of the screen for the weekend, very chilly and some off and on rain. so the changes that we're going to see, we will be with this weather system in the pacific, just starting to get its act together. we're seeing the clouds swirling, high pressure moving out of the way and that will make way for this storm system to approach and bring us a soggy weekend with sierra snow and bay area rain. so definitely a much different picture from the way we're starting the week to the weekend, and of course as we officially welcome in spring, it's going to feel like winter outside. for the weekend, we're headed for 60 degrees for our inland areas, and also upper 50s, cool weather, and rain for the weekend in san francisco. so enjoy the sunshine now. mike has been updating us on that crash in the east bay. >> for almost two and a half hours we continue to have the same situation for westbound 580 here. we have a series of vehicles. there are three vehicles here that look like they were

involved in the deadly crash. westbound 580 has two lanes blocked, so one remains. folks are slowly getting by. the berkeley curve is behind me. that moves smoothly but the distractions for the flashing lights. so as we look at the maps, i want to show you the slow pattern that continues to build. westbound 580, we showed you the crash. there's also a hazard that has to be cleared. and then in the backup, the big backup, we had someone run out of gas. make sure you have enough gas to get where you're going and then some extra. west 24 is jammed up coming toward 580 and there's someone stalled and blocking one lane. you will run out of gas if you don't watch the capacity. use 880 getting toward the bay bridge if you're traveling through oakland. big slowdown toward the maze. everything else operates pretty smoothly, slowing for the nimitz as well as in the south bay. back to you. >> thank you very much. 6:52. happening now, victim advocates are offering a $10,000 reward in hopes of solving a murder in eef

out of the east bay, a deadly crash causing a backup to the morning commute. mike has been following it all morning long for us. >> the tragedy is the loss of life, but the reason why this has been here for two and a half hours, and perhaps quite a bit longer, the investigation has to continue. we just got confirmation, this did involve a wrong-way driver. there was a pursuit involved as well. we're following this and we'll bring you more details as we continue our show online for the 7:00 stream. the backup is westbound 580 jamming up on the approach to 24. 24 has a disabled vehicle. that is a concern with the building backup that ripples through the east bay. well, today the sfmta will discuss a plan to mount 33 new speed cameras on most of the dangerous streets within the city. this stems from legislation governor gavin newsom signed last year. this will allow san francisco, oakland, san jose, and three other california cities to install those cameras. today's meeting will be followed by another one next month that will solidify the camera

locations. today's meeting comes amid an outpouring of emotion in san francisco for three family members killed in a tragic weekend crash at a bus stop in the west portal. hundreds gathered last night for the vigil. the victims, a mother, father, and their toddler. the fourth person, the family's 3-month-old baby, suffered life-threatening injuries. police have arrested the suspected driver, identified as 78-year-old mary fong lau. she's still in the hospital, but now faces three counts of vehicular manslaughter. the crash is still under investigation. san jose leaders are weighing the future of the city's cannabis regulations, right now the rules there do not align with state rules, and dispensaries are expressing their frustration in the wake of recent burglaries, especially in light of what they pay in fees. you can see this is video of those thieves driving away with officers there at the scene. san jose's 16 licensed dispensaries pay about $140,000

in permits and fees per year, and they argue looser restrictions like those backed by the state would likely boost revenues. baseball season got a whole lot more interesting for giants fans. the team just signed the league's top free agent pitcher. sources confirm to nbc sports bay area blake snell has agreed to a two-year $62 million deal with an opt-out after the season. he's a two-time cy young award winner coveted by top teams, including the dodgers and yankees. but we've got him now.
