the details of how it played out. good morning. thank you for joining us. i'm marcus washington. our top story, new surveillance video shedding more light on that burglary in the east bay, which led to a pursuit and wrongway crash on i-580. that collision snarling traffic for hours during the morning rush hour. our reporter is live now where the break-in happened early this morning. as i understand, this isn't the first time that shop has been targeted by thieves. >> reporter: that is correct, marcus. you can hear the cleanup continues at this tobacco shop in el cerrito, self-miles away from the crash site on west bound 580 just before the bay bridge. one person was killed in the crash involving a truck, a bmw and a van. and now we're looking at how the break-in unfolded, triggering

the series of events. surveillance video from around 4:20 this morning shows the same pickup truck barreling into a tobacco shop, destroying the front of this store. while enroute to the scene, officers located the truck. police say the officers attempted to stop the suspects, but they drove onto westbound i-80 towards the toll plaza near where it merges with 580, they changed direction on the freeway, driving in the wrong lanes of i-580. the truck collided with two cars with solo occupants. the driver of a white van sustained major injuries. the driver of a black bmw died. the owner of this shop says he's heart broken for the burglary that led to a loss of life. >> we need to punish these type of people.

accused of killing her own mother. on sunday around 2:45 in the afternoon, police responded to a call about a stabbing at an apartment on university avenue. a 60-year-old woman was found dead in that apartment. police arrested her 23-year-old daughter for that murder. officers are not releasing the identity of the suspect nor the victim. from the oval office to prison, ex-white house aide to former president donald trump peter navarro reported to federal prison in florida this morning. he was convicted last year for refusing to comply with congressional subpoena related to the january 6th attack on the u.s. capitol building. trump himself has yet to face criminal consequences for crimes he's been accused of committing. today, the san jose city council will hear about its cannabis regulations, and how they should align more with the state, which could loosen some of those regulations and add costs to others. now, these are the business owners who say that they are

being squeezed by those fines and criminals alike. kris sanchez joins us now with that city's proposal. >> reporter: so the city's licensed cannabis businesses say they are frustrated because on one side, they're being targeted by criminals. on the other side, they say they're paying into the government's economy and they're not getting the protection that other legitimate businesses get. they say those fees, they don't have much to show for it. this is an example of one of their frustrations. you see burglars loading stolen goods into the suvs there on your screen. you see several patrol cars roll up, you see the lights are going. the officers, though, do not interact with the thieves and they just drive away. we did ask san jose police about this. they say that department policy does not allow for officers to try to stop or arrest the suspects in a commercial burglary unless there is a threat to the community or to the officers themselves.

a san jose spotlight reporter broke this story and told us about the impact of these kinds of crimes on this kind of business. >> some say that they are getting close to closing. we've already seen two dispensaries in san jose close their doors. that's two out of 16 and a lot of them are struggling. >> san jose only allows 16 permitted businesses for cannabis, which pay more than $139,000 each in fees per year. compare that to oakland, they have more than 200 businesses, which pay between $500 and $17,000 a year. so a lot less. san francisco also less. they have about 100 legal dispensaries that pay about $5,000 per permit or activity. because of the cost of regulation, the licensed dispensaries say prices are higher for them, which drives the customers back into the illegal pot market, defeating the purpose of having a legitimate business in the first place. today, the council will hear that discussion whether to align city policies with the state

policies, which could bring down the age for purchasing medicinal marijuana to 18 and could loosen san jose's requirements for i.d. verification and secure storage. state requirements require businesses to be monitored by an alarm company and require businesses to keep their surveillance video longer, which could add to business costs. now, aligning with the state is the discussion today. next month, a discussion will be on whether to -- whether the san jose police department should be the agency in charge of regulating retailers in the future. marcus? >> kris reporting for us. very interesting to see the difference in what they pay in san jose compared to san francisco. >> and the number of dispensaries, too. >> we'll continue to follow that. thanks, kris. happening today, the sfmta will discuss a plan to launch 33 new cameras in parts of the

city. so this all stems from legislation the governor signed last year. this will allow san francisco, oakland, san jose, and three other california cities to install those cameras. today's meet willing be followed by another next month that will solidify the camera locations. today's meeting comes amid the outpouring of emotion in san francisco. this is for the family of three. those three members died in a tragic accident over the weekend when they were just standing at a bus stop in the west portal. hundreds of people gather thing last night for a vigil. we do know that the victims, a mother, a father, and their toddler. a fourth person, the family's 3-month-old baby suffered life-threatening injuries. police have also expected the driver, a 78-year-old woman facing three counts of vehicular manslaughter. the crash is still under investigation. new at 11:00, it could get

easier to find a spot to charge in san francisco. today, raphael mendleman and other city officials announcing the new plan to install public curbside charging stations. the pilot program would place charging stations in several neighborhoods across the city. the goal is to make a city wide program to meet electric vehicle demand. >> we've heard from many of you who live in multiunit apartments without accesses to garages or off street chargers, seeing some snapping out in the crowd. demand for evs in san francisco is significantly higher than the national average. so we have to take action. >> the city is expected to wrap up an assessment by june. the new chargers would be installed no later than next year. now to a live look in san jose this midday. today marks the official end of winter. we want to check in with meteorologist kari hall as we welcome in spring. >> today is the official start

of the first day of spring at 8:06 p.m. why 8:06? that will mark the time when the day-to-night line intersects both of the poles and the strike rays strike the earth perpendicular to the equator. the tilt of the earth will then allow for more sunshine in the morn hemisphere, and the daylight increases from now into the first day of summer. bring it on. >> we'll take it. thanks, kari. a live look in oakland where leaders will vote on a plan to expand their recent crackdown on illegal dumping. it started with a pilot program two years ago involving ten cameras installed in dumping hot spots. council members will consider a new resolution, providing up to $750,000 to expand and extend the program three more years. the city council will vote on a proposal to clear abandoned

vehicles from the city streets. transit leaders will propose removing a pedestrian lane to ease congestion on the richmond san rafael bridge. this is where traffic is moving along there. so the pedestrian and bike lane was introduced four years ago in a pilot program. they will recommend moving that monday through saturday, arguing that it would balance the interest of bikers and drivers. cutting the cord. at&t wants off the hook for california landline service. the way you can weigh in on the proposal and the alternative service you can already switch to. plus, sea levels are rising rapidly. still ahead, kari hall is explaining the new flood preparedness tool made by noaa. and a quit reminder for you starti today, you can apply for nbc universal's local impact

police arrested him based on evidence officers found inside the home. at&t landlines could soon become a thing of the past because the company is considering removing its landline service. the california public utilities commission is holding a public meeting to get feedback on the plan. there will be two more virtual hearings happening today, the first at 2:00 this afternoon. the second 6:00 p.m. while some customers are already getting rid of landlines, others are still attached to their landlines. companies like uma are offering internet based landlines and are seeing a boost in interest. >> the people who still have home phones really value having that concept of a home phone, even though most families at this point, most households no longer have landlines. >> uma offers both business and home phone systems. turning back to decision

2024. today marks two weeks since super tuesday, and the race for the run-off to replace long-time congresswoman anna eschew is getting closer. sam liccardo is the top candidate, but joe simitian and evan low are just 12 votes apart. simitian is leading by a slim margin. the top two candidates in the race will advance to the november election. new at 11:00, the great american rail trail promises to connect the country. it is a trail that will actually stretch from washington, d.c. to washington state. when it is complete, it will be the nation's first cross country multiuse trail. it will be more than 3700 miles, and it will go through 12 states. right now, the trail is more than halfway done but won't be completed for a couple more

years. spacex will now sell its satellite lasers to other companies. so space dx uses laser links in its ore star link satellites to pass data. according to reuters, the ceo made that announcement this morning. the company has not revealed the motivation behind that decision. and liftoff of falcon 9. >> and just before that announcement, it was liftoff for the latest falcon 9 rocket from spacex. the launch lit up the sky last night on the central coast, and the trial could be -- the trail i should say could be seen across much of southern california. the falcon 9 rocket is carrying new star link satellites into orbit. this is for the global internet services. and it is its 26th successful launch this year. look up in the sky and you see so much these days. >> yeah, seeing all those

pictures on social media, the trail, and people were like, oh, what's that? >> there you go. >> all right. so we are having clear skies here across the bay area. it is a beautiful day if you're getting ready to head off for lunch. this is what you'll see as you step out the door. this is a live look in walnut creek. this is our last few hours of winter. so spring begins this evening at 8:06 and it will be mild for the next few days. we keep the nice weather. but for the weekend, that's when things change. rain chances will be back, and we'll have some cooler temperatures. our highs have been well above average, and it's coming down a couple of degrees. but we're still five degrees above what we typically see for this day in santa rosa with a high expected up to 70 this afternoon. this concord, upper 70s and low 60s for san francisco and

oakland. san jose, we're used to seeing some mid 60s but headed for 72. in fact, as we take a look at much of the south bay, some of the warmer temperatures will be around gilroy today. 75 degrees. low 70s from concord to walnut creek. martinez with a high of 70 degrees. we'll see mid to upper 60s for much of the peninsula into san francisco with a downtown temperature of 62 today and 70 in sonoma and santa rosa. as you look at the bottom of the screen, that seven-day forecast shows a significant cooldown for the weekend. this is going to bring in more rain, so let's take a look at how that weather system evolves as it moves into the west coast, some colder air coming in, and that cold air is going to give us a lot more of the sierra snow but also some scattered showers coming with that low pressure system. and that's going to change things up over the next few

days. so we're looking at temperatures from the mid 70s inland today to low 70s for the next couple of days. look at that extended forecast. we are going to see off and on showers moving in. definitely much cooler going into the weekend. and looking at san francisco, we're going to see temperatures in the low 60s, but then only upper 50s for the weekend, as we see the rain coming in, it's going to be off and on as we go into early next week. and now let's turn to our climate in crisis. in just 15 years, flooding along our coast projected to happen three times as often as today. the problem is already costing more than a billion dollars in damage every year and growing. here in the bay area, marin and san mateo counties have been seeing the highest risk of flooding due to tides and erosion.

so noaa is working to improve their coastal flood protections to help communities prepare. because right now on average, flood days are only correctly predicted about 35% of the time. and weather is one factor. the other is that big stretch of the u.s. coast, sometimes hundreds of miles, do not have a tide gauge. so known as kora, it will help fill in the gaps with hyper local data, better predicting all of the ways sea level rises impacts our coast. recently, we saw california's coast damaged during the winter storms, boosted by sea levels rising, creeping higher. and increasing the importance of noaa's work. >> we'll be able to provide more information to underserved communities that don't have a tide station. and they also don't have the resources necessarily to do all of this research themselves. so they really rely on noaa as
