of the first week of spring, with a major winter storm warning. >> yeah. more than 30 million are on alert from the rockies to new england. some regions could get up to a foot and a half of snow. meantime, many areas are bracing maggie. good morning. >> reporter: oh, craig. good morning. that is such, respectfully, an understatement. the word i can think of right now is pouring. you can already see how much has fallen. last night there was nothing on the ground. this place was completely dry. we're close to half a foot which was the total here in milwaukee.

it feels like in some parts we're already reaching that forecasted peak. again, this is three days into spring. we have video overnight from other cities that are just getting slammed by this severe winter system. madison, wisconsin, the roads are already a mess there as well. the morning commute expected to be a bit rough because of that. similar story here. also in minneapolis, minnesota, that city, get this, expected to get half its forecasted snowfall total for the entire season. actually, it's total to date for the entire season. half of that could fall with this one storm. that speaks to how severe of a swing this is, amid an ongoing what they call snow drought. we have some numbers to speak to this from cities that are, as you know, dropping on us. normally, these are like a winter wonderland, right. we're talking about duluth, minnesota. in minneapolis, they are having their driest winter since the early 30s.

again, we're talking half a foot with this system. a one-two punch that we're talking about over the next week or so. this is bringing some needed moisture, and it is packing quite a punch in the process. >> looks like it. maggie vespa for us in a snowy milwaukee. >> how bad is it going to get? >> we have three storms we will be looking at. we have this number one storm in the midwest bringing heavy snow to new england. flooding will ramp up along the east coast. there is a major spring storm coming into the west. let's get started here. we will start with storm number one. 32 million people from montana all the way to new england where we have winter storm warnings out. then we've got these flood watches from 50 million people from baha to maine, all the way to washington, d.c. so today, we've got snow up to the north, down to the south we're looking at heavy rain, flood risk southern florida and

new england. i would say the southeast. tomorrow flood threat. heavy wet know for new england with those trees starting to bud and leaf. there could be power outages. rain fall amounts in southern florida, 6 to 7 inches. 1 to 4 inches. could be upwards of 5 or 6 in the northeast. snowfall, we've got two to three inches as we move our way across the great lakes. up to 18 inches of snow locally in new england. sunday this next storm brings montana, michigan, heavy snow up into the midwest. severe storms in the mississippi river valley. a foot and a half of snow from the dakotas into wisconsin. this is crippling over the weekend. the upper midwest into monday. so air travel going to be a big

problem. >> okay. >> all right, al. >> we'll come back to you in just a moment, buddy. to idaho where that escaped inmate and his accomplice are back in jail this morning after a dramatic end to a statewide manhunt. officials believe they may be involved in other crimes. dana, good morning. >> reporter: craig, good morning. these arrests bring to an end an intense search. investigators say these men traveled across idaho and may have killed two people before they were tracked down. but this morning, they are now behind me inside this county jail, along with a woman who may have helped them during their time on the run. this morning, a new arrest in idaho after the capture of escaped inmate skylar meade and his alleged accomplice,

nicholas umphenour. there's now a third suspect, natalia huber as well. the prosecutor says huber was driving one of the cars when they were arrested. the two men were taken into custody in twin falls county, nearly 130 miles from where meade broke free. two separate homicide may be connected to the men's escape. >> we did find the shackles at the scene of one of the homicide, so that's one of the ways that we tied them together. >> reporter: the fbi was involved, which officials say did not require extensive force. that, a stark contrast to how the breakout began. meade was about to be transported from a hospital back to prison early wednesday morning when umphenour opened fire at officers. they fled in this gray honda civic. police calling the shoot-out a brazen and coordinated attack that left three officers injured.

what is the expectation on the hill on whether this deal will get reached in time? >> yeah, laura. good morning. they are confident they will pass a bill before tonight's deadline. but passing 1,000-page bill that quickly in both chambers will not be an easy task. if they miss the deadline, it could lead to a partial government shutdown this weekend, which may not have a massive impact. but it could affect everything from paychecks for military members to air travel headaches. this bill which they will start voting on includes $1 billion for child care, as well as $120 million for cancer research and another $100 million for alzheimer's and dementia research. the big holdup was over the department of homeland security budget, of course, which covers immigration. both sides settled on $495 million on funding for border patrol agents including increasing bed capacity by more than 40 million beds. >> so there is all this unfinished funding when it comes to funding for israel and ukraine.

what is the status of that? >> reporter: that's right. the house has yet to act on that aid package that overwhelmingly passed the senate. speaker mike johnson is yet to actually bring that bill to the floor, and patience is growing thin because congress is set to go on a two-week recess. so the earliest progress would be made would be some time in april. some republicans have floated the idea of making the funding package alone to ukraine, but democrats are insistent that the bill already in the works be passed. >> thank you. also this morning, a chaotic scene in el paso, texas is intensifying the battle over border security. check this out. this is new video that shows a group of migrants forcing their way through a razor wire fence to border patrol agents who were

trying to hold them off. priscilla thompson has more on this. good morning. >> reporter: craig, good morning. in the hours since that chaotic scene, u.s. customs and border patrol says they have increased personnel and patrols along that stretch of the border. meanwhile, texas governor greg abbott is calling for the migrants involved to be called for criminal trespassing and destruction of property. this morning tensions escalating on the texas border. tensions escalating on the texas border. dramatic video shows a struggle between border patrol and migrants in el paso. the video shows dozens of migrants pulling aside a razor wire fence and pushing passed a handful of border patrol agents. the migrants were stopped a short time later by a steel fence where border agents in texas contain the situation and process the four to six hundred

migrants. the governor posting on social media that after the incident law enforcement quickly regained control and are redoubling the barriers, while urging texas dps to arrest those involved. video captured in scenes out of mexico shows migrants placing blankets over a similar barbed wire fence to protect themselves as they pass through. this comes as the fifth circuit court of appeals held a hearing this week. the bill would allow local authorities in texas to arrest migrants and order deportations back to mexico. the supreme court allowed the bill to go into effect for hours on tuesday, only for the law to be paused again upon appeal. the circuit court judges appearing skeptical. >> this is the first time, it seems to me, that a state has claimed that they have the right

to remove illegal aliens. >> reporter: states outside of texas are also feeling pressure to get involved at the border. pennsylvania governor josh shapiro says he won't send national guard troops to the border, despite calls from his republican-led legislature. >> the last thing i will do is put the pennsylvania national guard's lives at risk to be part of a squabble at the border. >> reporter: officials tell nbc that incidents like occurred in el paso are rare at the border, and cvp emphasized that individuals that are here without illegal basis remain in the u.s. are subject to deportation and would not be allowed to apply for admission for at least five years. as for that new law, it remains on hold. as we await a ruling that could come at any time, craig. >> priscilla thompson for us there in texas. thank you. the u.s. justice department filing a landmark lawsuit against apple yesterday,

violent stadium stabbing. >> the man who stabbed and nearly killed a soccer fan at levi's last summer will spend the next seven years in prison. a judge sentenced the attacker, alejandro garcia yesterday. the stabbing happened last july during a friendly between mexico's national team. the camera showed fans getting into a massive brawl, along with the stabbing. investigators say the knife missed the victim's heart and neck by a few inches. later today, b.a.r.t. will begin installing a new set of its modernized fare gates as part of its effort to crack down on fare jumpers. the gates were first installed last december at the west oakland station. today's installation takes place at another trouble spot, san francisco's civic center station. all stations should have the new fare gates in place by 2025. let's get a look at that forecast with meteorologist kari hall. things are changing today. >> yes, and we're starting out with sunshine, but we will see clouds quickly rolling in. and then some rain in the forecast, going into the

league baseball. >> reporter: according to the ap, the irs has now confirmed that the interpreter and boyer are both under criminal investigation. a person familiar with their intersections telling nbc news more than $4.5 million was sent to an associate of the bookie. but questions remain about what ohtani knew about the transfer and when. espn reporting that ohtani transferred the funds and set up a 90-minute interview with mizuhara where he said the same, but the next day, the spokesperson disavowed his account and the interpreter also walked back his story. >> now, what happened during that time, we do not know yet. and why this story changed so quickly. >> reporter: the source familiar with their interactions told nbc news that mizuhara told his representatives that the player had agreed to cover his debts. the interpreter telling ohtani's

it is a complicated story. now to the ongoing legal battle over michael jackson's estate that is pitting his sons against the late singer's own mom. joe fryer has the details. >> nbc news obtained court documents filed this week by jackson's son blanket who now goes by bg. he does not want the estate to pay his grandmother's legal bills as she continues to battle the state executors. this hearing is set for today, just the latest dispute over the lucrative estate 15 years after mj's death. it's a legal thriller pitting his son bg against his 93-year-old grandmother, catherine. bg wants to block catherine from using estate dollars for paying for a court appeal. the documents don't spell out exactly what catherine is appealing, but they do say the court recently gave the estate

brian cheung has the story. >> good morning. the effects of increased prices are leaving a bitter taste for consumers. a recent report found not just sugar but also cocoa prices are reaching new levels when it comes to production costs. this morning, with easter baskets ready to be filled to the brim, a sweet holiday is going to cost you more this year. >> these stores already filled with candy were so expensive at the store, y'all. >> reporter: it is all thanks to soaring sugar and cocoa prices, the perfect recipe for higher prices for these recent treats. global sugar prices are surging at levels not seen in over a decade. while the cost of cocoa has more than doubled in the last year. with climate change pointed at the culprit, threatening cocoa tree health and production. and the cost of candy and other sweets rising 5.8% compared to just a year ago, according to the later consumer price index.

let's get a look at this storm system approaching the bay area with some scattered showers moving from north to south. this will also bring in some colder temperatures, but it first starts in the north bay by early in the afternoon, still in san francisco at 4:30 we are dry, but we see rain pushing from north to south and scattered showers in the forecast tomorrow and a chance of thunderstorms continuing until at least early sunday. then we should catch a break. another chance of rain for the middle of next week, but definitely a big change from the weather we had earlier. we've had 70s and sunshine all week long. as we approach the weekend, temperatures will be dropping and we'll see highs in the upper 50s, low 60s for sunday. lots of easter egg events going on around the city. it's going to be in the upper 50s for tomorrow, looking at more showers in the forecast for

you know a thing or two about houses and yards specifically. >> still the new guy, though, after 45 years. we have all the experts with us as well, yeah. >> what are some of the projects you have been tackling this season? >> spring is a great time to think about cleanup, but also thinking about getting something to the ground. we will show you lots of demonstrations right there. we have a project for this house in new jersey. we have these beautiful 1887 victorian with a top-to-bottom re-do. it will premier next week. >> i always enjoy the show. >> yeah. >> let's start with this raised garden bed. >> so raised garden beds are terrific. you can put them anywhere you want. it is a great place for vegetables, herbs or nice flowering annuals. we have lettuce, leafy greens. the key for this is the choice of the wood.

so you don't want to use something like pressure treated because that's treated with chemicals so it doesn't rot. cedar is a great choice. it is a natural wood. it is rot resistant. we've got it right here. this one you can easily build yourself. it builds itself basically. >> you don't have to worry about fasteners. this one will tap into place. anyone can do this. build that up. once those are all down, fill it with nice potting soil right there. you put this stuff in the spring. >> we have a lot of these in the house. last year we had some issues with deer. >> oh, my gosh. >> what can you do to keep the deer out? >> so deer are aggressive, hard to keep them out. >> yes, especially the deer in our yards. >> there are some things they don't like rhubarb, but that just means they have good taste because who likes rhubarb?

>> that's true. >> so stay away from the fruits. they will definitely go for those. leafy greens. it is a root vegetable, like garlic or carrots. they don't like to dig. but you can actually cover thes >> okay. i think our friends are -- >> come over here. anybody with a dog will be interested in this one because you have the patches. and you want to make the patches match. what do you do? >> the dogs, with the pee, it has a lot of nitro again in it. easy to patch during the year. you can buy a premix, so it will have a soil medium. it will have the seeds and fertilizer. or you can save yourself some money and make it yourself. we have a pot right here. so this we have a pot right here. so this is peat moss, soil. we have the grass seed and fertilizer all mixed.

put it in. the key to this is going to be keeping it wet. so you have to water that probably once or twice a day for the first couple weeks. >> even more than you do your regular grass? >> exactly, yes. it could shrink here. with the peat moss, it is going to turn to a lighter brown color when it dries out. so it will tell you it is time to get this water the other way. >> so you can make sure to keep it moist. what about if the patch is in a high traffic area, so people are walking over it all the time. >> stop it from walking on it. stake it out. >> stake it out. hopefully they will see little small stakes around it, absolutely. if it is really high traffic, just go right to sod. >> so this is probably the right time to do it. it is a little colder than you like. but the end of winter in a lot of places. is this a less is more strategy or what? >> it depends on the plan because this is not necessarily the right time to do it. the rhododendron you see right

here, these guys right here, that's the flower that's coming up. if you want to shape that in the spring, if you cut those off, if you want to shape that right now and you cut this off. >> you ruin it. >> you ruin it. >> that's a flower that's not going to come up in ju >> that's a flower that's not going to come up in june. for some plants, let them flower, then start to trim them. other plants like the boxwood, you can do those right now. >> why is it so critical? why is pruning so important? >> well, if you have deadwood, you want to make sure you give the plant a chance to be healthy. they will get too big if you don't stay on top of them. so take back a third of it every year. sometimes people like to shave them, but it is good for the plant. >> carson's technique here. >> kevin, i started pruning this one when "footloose" came out. >> one trick is it's plastic, so it's not going to grow back. >> oh, thank god. >> but you're doing a good job. >> i can finally go in. it is so cold out here. >> some are impressed by that.
