russia. that includes all 4 gunmen suspected of carrying out last night's attack at a crowded concert venue in moscow. today at least 133 people are confirmed dead. men in camouflage broke into the concert hall last night hoping fire and setting the crowded venue ablaze. the death toll is only expected to rise as crews search through the rubble. the terror group isis claimed responsibility but did not provide proof of that claim. russia has canceled all public events nationwide. and back here at home we are also following breaking news overnight. early this morning the senate voted to pass a sweeping $1.2 trillion government funding bill. ending a very brief partial shutdown that kicked in when congress failed to pass a package before the deadline late last night. live look at the u.s. capitol where the hill is humming along. funding last brief and technical

overnight with no meaningful impacts. the legislation initially passed the house yesterday morning. then the senate, again, late overnight. it now goes to president biden, who says he'll sign it into law. once signed, the full government will be funded for six months through the end of september. back here in the bay area, today is your last chance to get a double-double at oakland's only in-and-out burger. that location is permanently closing overnight at 1:00 a.m. the chain announced that closure in january in response to safety concerns about the hegenberger corridor near the oakland airport. an area plagued with crime. we've been reporting on it. other nearby businesses including denny's and black bear diner also shut down. the mayor recently announced the city, county and state leaders are working together to make that hegenberger corridor safe again. and that closure comes just as the city of oakland is ending a more than year-long search for

a new police chief. the mayor announced yesterday that floyd mitchell will be taking the helm at the oakland police department. we explain it comes with past criticism which the mayor thinks will bring the experience oakland needs. >> reporter: more than 30 years experience and veteran of the u.s. air force and can soon add. >> i have selected chief cloyd mitchell. >> reporter: oakland police department's next chief. >> a strong leader, smart crime fitter and more so than that, delivers results. >> reporter: mitchell said in a statement he looks forward to working with residents, businesses, city leadership and the police commission to build a stronger and safer oakland. before we can do any of that he has to pass state rimts. the process is under way. >> currently not taken that test quite yet but we wanted to make sure the community knows this is oakland's next chief.

>> reporter: the appointment following more than a year of no permanent chief after the cheer chief fired armstrong weeks before completing a federal oversight program amp 20 years. it's still under that oversight and 12 police chiefs in the past two decades including a former chief reminds mitchell of many bosses. >> police commission, a mayor, a federal monitor a judge, got officers. everybody's not in-line. that's going to be something he has to try to bridge. very quickly. >> reporter: her advice, make himself available. >> come to the table would be, being a peacemaker. he'll do well. >> reporter: he comes from lubbock, texas. we spoke to the police association over the phone. when i asked to describe the union's relationship with the chief, he said, "like any other, had its ups and downs." he resigned as chief but the reason never disclosed.

texas department surveys show criticism over his leadership with more than 50% respondents felt he was out of touch with the needs of their departments. other causes for concern from the anti-police project critical of opd says his military background and former policies. >> folks that come to law enforcement from the military come with a lot of stress and trauma that it gets compounded by men going from being in the military to being in a police department, and a lot of times that shows up as violence. >> reporter: while the local chapter of naacp welcome him they want him to tackle public safety first for the years to come. >> with us long, do the job and we'll be happy concerning our new police chief. >> reporter: in oakland, gia vang, nbc bay area news. meanwhile, the former oakland chief of police leronne armstrong released a statement welcoming the new chief saying in part "i send my best wishes

to floyd mitchell and offer any as simpson he may desire. this is my hometown. i want everyone to be safe and will do everything in my power now as a private citizen to assist in that goal." armstrong, meanwhile, filed a wrongful termination lawsuit against oakland. happening now, police in a sonoma city asking for your help identifying this man. he robbed a chase bank in santa rosa thursday afternoon. handed the teller a note demanding cash at the branch on sonoma avenue. the teller gave him an unknown amount of money and he took off. police are offering a $2,500 reworld for information leading to his arrest. people in one east bay city are souring on a plan to open new pickleball courts. developers transformed part of richmond's old craneway pavilion into pickleball courts for a candidate tournament. city leaders say that's despite

the fact that last year they rejected a pickleball court proposal. a second proposal for permanent courts as well as a club is still under review by the city and the state. the developer insists the weekend tournament is a stand-alone event, but the plan is not sitting well with opponents. >> this isn't about pickleball. it's about public space. we want to make sure the pavilion stays a public space. >> the developer did not comment to nbc bay area but in the past have said the proposal is within the existing lease agreement. supporters say the venue will get more use after the pavilion closed as an event venue in 2023. council member, expected to debate the proposal again next week. turn you now to march madness. first-round games finished today, the second round starting tomorrow already and one local team headed to the round of 32.

let's start with the saint mary's gaels. men's people lost their first-round game to grand can yoon university. 75-56. the ant loeps went on a 15-1 run to blow the game wide open. saint mary's finishing their season with a record of 26 wins and 8 losses. now to some better news. number two seeded stanford women's basketball is advancing to the next round. tournament. beating the norfolk spartans by 29 points. beginning of the game had fans feeling a little nervous. >> sloppy in the beginning. maybe nervous. >> reporter: the rest of the game pretty much in control. leading the team, 17 points each and players young fans can look up to. in the eighth grade, and they play basketball. >> really fun and seeing stanford, like, play is really cool. >> i always come here to watch the games and they never disappoint. >> reporter: a historic season for the women on this team. the head coach became coach with the most wins in college basketball history and cameron brig named to the women's basketball all-american first team this week adding to her list of honors. fans have a good feeling about this tournament. >> how far do you think they're going to make it? >> all the way. yeah. >> reporter: that confident? >> you got to believe. >> reporter: last year's stanford lost second round of the tournament. on sunday cardinals face iowa

fantastic medical team. >> the princess revealing her health struggle in that video message released by kensington palace. the future queen of england says that after having abdominal surgery in january, doctoring found that cancer had been present. kate says she is now undergoing chemotherapy and explained her silence saying it took time to explain that diagnosis to her three children. we spoke with a doctor an oncologist at uc sf saying it's a reminder of importance of regular health screening. >> cancer doesn't discriminate. right? if a royal with access to health care, with privilege in the world as she is, can get cancer. any of us can or a family member. >> kate has not specified what type of cancer she has nor what stage it is. the princess thanked the public for their support and asked for time, space and privacy while

completing her treatment. back here in the bay area, miss israel met by proesters. the people's pageant beganered in the rain demonstrating outside the event featuring the soldier with the israel defense forces, and represented israel in the miss universe pageant back in 2021. demonstrators are in support of the people of gaza and condemn what they say is is an anti-palestinian rhetoric on social media. the faa is planning to increase its oversight of united airlines following that series of mechanical issues involving the airline's boeing jets. in a memo to employees, united said federal investigators will be on-sight to take a closer look at work procedures, manuals and facilities. this comes after several shocking incidents including an

external panel that blew off during a flight from sfo to oregon. fortunately the plane landed safely. no one hurt. remember earlier this month we reported one of united's boeing planes headed to japan lost that tire after taking off from sfo. it was diverted to l.a. where it landed safely. united says it welcomes the engagement from the faa as the airline works to ensure its customers its planes are safe. and forget those wishes to be a millionaire. how about becoming a billionaire? that's because there was no winner for last night's mega millions drawing. no one one the game's jackpot since december 8th. it now sits at $1.1 billion. the next drawing is tuesday. if that's too faraway, remember, there's a powerball drawing tonight for $750 million. happening today e, an out of

colors. >> yeah. my kid has something like that at his school. sent him in white and he came home rainbow. i loved it, personally! all right. now we're going to turn to you for a look at our microclimate forecast. saw rain coming in this morning. really heard the rain overnight. >> oh, yeah. >> and the wind. >> oh, my gosh. >> definitely picking up. >> last night and into this morning. i want to give people a check on the forecast for the holy festival in fremont. chilly and raining. in san francisco, springtime events we want to do, soggy on this saturday. look at stormranger now picking up on pockets of heavier rain in south count fri los gatos into the santa cruz mountains and gilroy, a really heavy cell still lingering about at 20 past the hour. parts of san leandro to the east bay, pleasanton and livermore

and into palo alto. the north bay more scattered at times you make your way from san rafael north to petaluma and into fairfield. really continuing in this pattern throughout the day. there are going to be just some brief breaks for to you get out the door late other than today. track it for you hour-by-hour. mid-morning still pockets of heavy rain through the north bay, san francisco, and along the coastline. chance of seeing thunderstorms could be embedded in there as you see some of those colors in the oranges and yellow. even the reds down here for san jose around lunchtime. perfect opportunity to come back inside if you're outdoors. bring it all the things that have been sitting outside in all of that sunlight. bring it back inside. in for a gusty day. even through the afternoon. just a few little chances of rain. the best time, i think, for us to gather ourselves and prepare for our saturday night to be included in this soggy rainfall. that will continue as we go throughout the day for early sunday and then really on out of

here as we go on into the second half of the day. so it's not going to be a complete washout but could be pockets with heavy rain. anywhere from half an inch to possibly an inch of rain as we see the system move through the coast. here are those wind gust ice talked about through this afternoon. breezy. 15 to 30 miles an hour. not too bad. no official wind advisory from the national weather service but we'll keep an eye on that throughout the afternoon. do not go to the sierra. a winter storm warning until tomorrow morning and at lake level could be in for one to two feet as we go through this system. through the next couple days what do we expect for the final week of march here? we are looking at monday and tuesday mostly dry. our break here. before we go on into the middle part of the week for wednesday plans. another system lining up here and those temperatures will continue to be cool and some snow up in the sierra as well. overall, we are saying good-bye to spring for a hot second as we go into our weekend with a

"today in the bay's" garvin thomas introduces us to an artist in the south bay in this new ill stallment of our "bay area proud" series. >> reporter: if visibility were important to jared clark, well, he could do a lot better than the spot he chooses to set up his outdoor art installation. but then again -- he is far from your typical artist. driving along san jose the curtner avenue at 45 miles an hour most get a fleeting glance of the creations jared has poured his heart and soul into. >> it's an experience. getting to experience something real quick as you go by it.

if you saw it -- turned around and wanted to take pictures of it, this is a -- centurion. >> reporter: they're light suits of armor base and characters based on a game. the material pieces of foam and five gallon buckets forged from dump sites, find paint and you know, get it going. a lot of zip ties, man. a lot of zip ties. >> reporter: they are not only impressive to see, they're functional as well. >> aww. >> reporter: most days jared puts on one of his space marine outfits and steps out on to the sidewalk on a bridge over the railroad track. >> now, what this location lacks in visibility makes up in it for convenience for jared. the past few years, his home has been underneath that same bridge. jared is homeless. yes. but more by choice, he says,

rain through parts of the east bay now along the peninsula, coastline and through parts of san jose. seeing some of those heavier returns now as you make your way through richmond and berkeley over on 680 in san ramon down into the central past of the bay. ponding on roadways. hour-by-hour, seeing pockets of heavy rain as we go on into about 9:00, 10:00 through parts of san francisco. half moon bay. where i'm talking about with colors in the dark reds, oranges. possibly even thunderstorm activity to the north bay and through the east bay. as we go into lunchtime, down through san jose seeing a cell. watching for that as the morning goes on. parts of sonoma along 37 and vallejo and through the afternoon. early evening hours no rain. nighttime plans bring a jacket and umbrella as we see more of that light rain pushing through.

that will continue into the overnight hours. waking up sunday here with just a chance of seeing some heavy pockets before the front moves through giving more clearing for sunday afternoon. our temperatures are also going to be cool. i think aside from the umbrella you can wear that winter coat. we see temperatures in upper 50s for the north bay. san francisco, along the peninsula and mountain view at 69. a few 60s into concord and san jose. for tomorrow we will get more of that clearing and sunshine. slightly warmer temperatures. i mean slightly up there in through santa rosa. 64 hayward as well and upper 50s and 60s. going through the rest of the week we want to see more sunshine and better clearing, but we have a chance of seeing rain through the middle part of the week. monday, tuesday, brief break. middle of the week showers and more sierra snow up towards parts of northern california and really continuing to see unsettled weather as we go on

into next weekend. so our easter weekend is a little bit of a limbo as we continue to see models put together some of this rainfall. up into the sierra for you. it is not the weekend to go. getting anywhere from about maybe a foot at lake level to more as the week goes on. carrying through thursday with that mid-week storm. could see impact of that travel delay coming down into those lower elevations as well. overall, inland seven-day forecast, need the umbrella. watch out for wind. a chance of thunderstorms today. start off sunday with a little of that morning rain before we get a little break in the early part of the week and then getting more unsettled weather in san francisco for the second half, kira. last couple days of march. >> mm-mm what can you do jb. still to come on "today in the bay," despite the rain, fun

response to crime in the airport area. reporting plagued with crime. other businesses including denny's and black bear diner have also shut down in that neighborhood. the mayor recently announced the city, county and state leaders are working together to make that hegenberger corridor safe again. meanwhile, oakland will finally have a new police chief more than a year after the last chief was fired. the mayor announcing yesterday, floyd mitchell will lead the oakland police department. mitchell served as police chief in lubbock, texas, and temple, texas, and also served in the military. resigned last fall after criticism of his department, long response times to 911 calls. en an issue oakland also faced. the mayor is confident he is the best person for the job. and with march madness here we have a couple of home teams representing the bay area in both the men's and women's ncaa
