spike in crime. plus, a bright spot amid a major deficit. unanswered questions. federal investigators are questioning what caused a ship to crash into a bridge. this is "today in the bay." it's thursday morning. good morning to you. i am marcus washington. i am laura garcia. let's start out with a look at the forecast this thursday morning. meteorologist, kari hall, is tracking what we can expect. >> we had a little rain yesterday, and the roads are still wet. we saw the cars driving on the roadways splashing up a little water, and we will have a chance to dry out for the most part today. there's still a lot of moisture across the region that may every now and then drop a little light rain. we are still going to have active weather in the forecast as we go into the next few days.

the bigger picture shows this storm system coming through and another one developing behind that, and it will have an impact on our weekend plans. we will see temperatures in the low 50s for the south bay and the north bay. this is northbound 101, and we are here at 680 just past the 280 interchange in the northbound direction. the good news is in the last two minutes i have seen it start moving again. it was almost completely stopped and jammed up to the scene of a deadly crash. there was a pedestrian reported on the roadway at oakland road, and back to where the camera is, that's where the traffic stopped. only one lane is open through the area. we will track that. back to you. >> thank you, mike. new this morning a shift is happening at search unified district schools. application numbers are on the

rise. this is for the first time in recent years. >> but will it be enough to change course for one district. the district said they have more schools than they need, and do you think this decision will make a dent? >> reporter: it may be too soon to tell because the change is slight. interest is up and the potential to grow the student body is there. this can be a bright spot for a district that has become more open about difficult decisions that lie ahead. within the month sfusd has said there are more schools than students, which means consolidating schools is not just a possibility but almost inevitable at this point. i am told it will take time before those decisions are made,

and what we know this morning, applications to sfusd schools are up, and there's a potential for growing that student body is there. >> we see an increase of about 300 applications pk students each year, and that means every year we need to open 300 more seats. >> the district still facing major challenges, including facing an over 400 million deficit, and laura and marcus, families are still in the decision season, which is when families are finding out where they are placed. they have until april 5th to make their decision when it

comes to the final round of the lottery system, and the district will involve the community and that's something that will take place over the next few months before the major, possibly difficult, decisions are made. >> ginger, thank you. happening today, a push to help the east bay students of color get ready for college. families in action is announcing its raise the ball resolution in oakland. data shows half of black and brown students didn't graduate or lacked the academic proficiency to head to college. they want to increase the number of graduating seniors by 2024, and they are looking to the city council and board to pass the measure. a woman's 13-year-old son

was shot when the family was stepping out to get something to eat. at first his mother thought it was fireworks, and a bullet caught him in the leg, and his mother calls this a very difficult time. >> it's about maintaining his safety and making sure he okay and he's focused. >> a representative posted this on social media, that he was shocked and says berkeley leaders no longer have the luxury to ignore crime. that shooting is under investigation. 21-year-old morris died after accidentally drowning while on leave in florida. he's originally from pleasanton.

ft. lauderdale police say his body was found in a river. the search is clues is on following the collapse of the key bring in baltimore. investigators are looking at data to see why it crashed into the bridge. four people are still missing, and there are concerns about hazardous materials. >> reporter: that's right. good morning, laura. there's a great concern about hazardous materials, and 700 tons of corrosive flammable material and batteries were on that ship when it collided with the bridge. crews in baltimore moved from a recovery mission to a salvage operation. >> we have exhausted all search efforts in the areas around this

wreckage. >> the bodies of at least two construction workers were at the scene at the time of the collapse. >> our entire focus on scene is to collect the perishable evidence, and that's documenting the scene and taking photographs and electronics. >> investigators say 56 containers had hazardous materials in them and some were breached. this incident is expected to have a significant impact on the supply chain. >> the national economy and the world's economy depends on the port of baltimore.

the port handles more cars and more farm equipment than any other port in the country. >> president biden is working with the coast guard and the transportation secretary on response efforts. >> the president and the whole government will be here with you until everything is built stronger than ever. >> the biden administration promises to help baltimore has long as it takes. >> and buttigieg said the rebuilding of the bridge would not be quick, easy or cheap and could cost up to $2 billion to replace. >> thank you for the latest from washington. a reversal for mountain view leaders is paving the way for emergency shelters, and they are looking into rezoning areas.

the new plan allows shelters along segments of el camino real. >> it doesn't have as many services like buses or places to eat, so el camino was a place identified that would be much better for an emergency shelter because those services and access to good transportation are all there. >> the plan is also meant to help the city comply with statehousing requirements, but it must take effect by the end of the month and it's not clear if those changes will satisfy state rules. let's take a live look outside overlooking san francisco on this thursday morning. we are waiting for the sun's arrival. we have had rain pass through the bay area. what are we in store for today?

you know who to check in with? >> kari hall. >> she's our girl. we have not had a lot of rain here, but it was enough to wet the roads and give our lawns a little watering, and we could have a break today. the clouds will linger, and there could be rain in the weekend and the sierra will see another round of snow coming in. as of now as you are stepping out, temperatures are in the low 50s. we are seeing a breezy wind and as we go throughout the day we will see another day with those temperatures back in the low 60s. we will talk more about that. mike has a look at where we can find lower gas prices. yeah, another east bay shop in the state's ten best, and gas buddy today shouts out richmond on stop & save, 4.19.

cool temperatures, and we are going to have a slight chance of rain today, and this system is moving out but there's still a lot of unsettled weather across the region. that is still bringing in some clouds and a slight chance of rain. we are not expecting anything of a high impact today, but the next storm system is developing out in the pacific, and that's going to be here starting tomorrow. we do have a bit of a break today. these temperatures are slightly cooler than normal, headed for the low 60s for today for the south bay. only up to 60 today in danville and pleasanton in oakland, and a high of 60 in san mateo and redwood city. in san francisco, we are going to stay in the upper 50s for today, and also a lot of upper 50s for the north bay with clearlake looking at a high of 74 degrees. the next few days it shows the rain icons, and the rain comes back tomorrow.

off and on showers into saturday. we start out in the morning with a break in the activity, but the next round of rain will be coming in shortly thereafter. in the evening, there will be another chance of rain coming in. just a heads up for the outdoor plans, that it's going to be hit or miss with the showers. we could see raindroping at any point. it's a good soaking, and we will have a significant amount of snow for the sierra, anywhere from 11 to 21 inches of snow this weekend. all of that coming during a very popular week for people to head to tahoe. after that, look at those temperatures in the bay area. they are headed for low 70s with sunshine. mike, you are still tracking that major crash in san josé? >> yeah, unexpectedly jammed,

doubled south bay cement plant. leaders launched a plan after it is closed. this is "today in the bay." good thursday morning to you. thank you for joining us. i am laura garcia. i am marcus washington. are you wondering how the weather will fair today? >> it's still pretty wet out there this morning, but for the most part we are going to have a break in the activity, although the clouds will linger and there will be a slight chance of rain. overall we are going to see a bigger storm system arriving tomorrow. we will be watching out for that, and that could bring us a chance of thunderstorms in our saturday forecast. on easter sunday, it starts out dry but then there will be a chance of rain during the afternoon. a very active storm pattern across the region, even though once again we can leave the umbrellas at home, and we are only going to see spotty light

showers, and then a bigger storm developing that will be arriving for tomorrow. you can see in the our by hour forecast, not a lot of activity today. by this time tomorrow morning, rain will be returning. mike, you are still tracking that traffic alert? >> yeah, this is a big jam for northbound 101, and only the fast lane is open at the scene of the crash way up at oakland road. the right side folks, i believe they are getting off here. the deadly crash blocks all but one lane at oakland road, and the reports are there are a pedestrian on the freeway. the coroner has been called and should arrive closer to 6:00 a.m. what the spread for this backup. back to you. >> thanks, mike. there's nothing quite like opening day, right? but what if it's the last opening day ever?

that's what a's fans are fearing as the a's have one foot out the door. >> bob redell is live at the coliseum, and this is one move they can say we don't want our a's to move to vegas. >> reporter: yeah, there are two groups are asking the fans that show up tonight to stay here in the parking lot and not step foot in the stadium, and instead be out here for a block party protest of the team's move to las vegas. the two fan groups even put together a website called the summer of boycott to, quote, channel our collective frustration into positive action, unquote. this is to let the team to know they want the team to stay in oakland and not move to the las vegas strip. >> the a's belong in oakland. the fans deserve this team.

the fans have built-up and created the mystique around the a's, and we deserve better. you know, we are hoping eventually, somehow, you know, people will step in and maybe do a quiet payoff, but everything to date, that has not proven to be the case. >> yesterday the team released a statement that they will not be opening the gates to the parking lot tonight until two hours before game time, and that would be around 5:00. it's not clear if this is in response to tonight's planned boycott, but this could cause serious traffic problems if the line of fans cars backs up on to 880. also, there's a concert taking place next door at 8:00 at the oakland arena, so those are a couple things to keep in mind if you are coming to tonight's

conversation with lehigh, which still owns that property. and then a heavy dose of snow in the sierra, and road conditions are quickly changing in the sierra for drivers. this is video of the scene along i-80. snow covered roads and low visibility forced many behind the wheel to slow down and even stop to put on the chains. the chain controls were forcing people to stop and put them on. they were not prepared for the rapidly changing conditions. >> once we started to hit the snow it got real bad. >> go slow. take your time. when they say chains, don't wait, just put the chains on. >> let's turn to meteorologist, kari hall, who is tracking how much snow is expected. >> we are seeing light snow for the most part across the sierra right now, and it's tapering off

so that could provide you with a window to get there today. there's a winter storm warning up until 11:00, but this storm system is starting to taper off and still gusty winds at times. looking at the weekend snow forecast, anywhere from a foot to up to 21 inches for the higher elevations, so with that snow coming in tomorrow and continuing throughout the weekend, travel is going to be very difficult. maybe you will be staying at home, and we have the a's game tonight and that starts with temperatures in the low 50s. partly to mostly cloudy. it's going to be a very cool evening. if you are going to san diego for the giants game, it will be very nice, in the mid-60s and mostly sunny skies and breezy winds, about 15 to 20 miles per hour. this weekend, a lot going on. the treasure fest on treasure island on saturday and sunday. temperatures will be in the

one lane open there. more than one lane slowing at the bay bridge toll plaza. >> thank you, kari and mike. a new poll shows a majority of americans support a bipartisan plan to strengthen the border. >> scott, this is the bill that donald trump encourages republicans to vote against. >> yeah, even though they helped write it. "the wall street journal" found 59% of americans support the bill that would give the president power to shutdown the president each and every time 4,000 tried to cross, which is pretty much every day. it would make it much tougher to claim asylum. the deal had been part of a deal between democrats and republicans. democrats wanted money for ukraine and said if you will give us that, we will okay the toughest border bill in decades. the two sides met to write it,

and one was katie brit, and she helped write the bill and then opposed the bill after donald trump soured on it saying he thought it would help biden's election chances. 66% support a citizenship pathway for dreamers, and then even more, 74%, support a pathway for adults who knowingly came into the country illegally but have been here for decades. and then new york radio city music hall, and it will be a haul indeed, as it should bring in millions for the campaign. attorneys for biden's son,

fact, ordered my pillow to clear out one factory after they failed to pay rent, and mike lindell faces a $5 million judgment and a $1.3 billion defamation lawsuit filed by dominion voting systems. and then the judge told trump not to attack criticisms of the staff, and he on social media criticized the judge's daughter. and then one couple's thirst for the stanley cups, it has landed them in hot water. deputies say earlier in january

as people were lined up at the target for a special sale, and the man grabbed a box of cups and the woman tried to take another customer's cup and then the two ran from the store. this week the deputies arrested the pair that they say was involved in that, and they released the booking photos. the two are said to be boyfriend and girlfriend, each facing robbery charges. maybe half a step backwards for green during a game in orlando last night. every game matters right now. four minutes in, green got into it with the refs and he got tossed after two quick technical fouls. nothing physical, just the language. the warriors did power on without him controlling the game from the start.

of like a big cat? >> that's a better description. we are going to see rain in the forecast go into the weekend, and we are going to have a bit of a break today but still a chance of a quick-moving light shower passing by today, all because the center of the storm, the area of low pressure that is drawing in all of this rain is still very close to us, right over the pacific northwest. that keeps it unsettled for us today. it's also going to be cool with highs in the upper 50s in the north bay. the south bay, the low 60s this afternoon. tomorrow it will be a cool day as the rain comes back. we are in the upper 50s, so that's a very chilly way to end the month. as we go into saturday also in the upper 50s and low 60s with lingering showers. let's talk about what to expect. today, just a spotty chance of rain. overall, a few peeks of sunshine, and mostly a cloudy day, and then tomorrow gusty

winds will come in from the south-southeast up to 40 miles per hour, and then a chance of thunderstorms into the day on saturday. in the sierra, we could see another two feet of snow. some of the upper elevations could see more snow. easter sunday, we could see a chance of rain coming in, especially during the afternoon. heads up about the outdoor plans. looking at the areas shaded in brown along the coastline, some of our hills, that's where we will have the higher wind gusts, starting tomorrow in the morning and continuing through saturday morning. that could bring down trees and have some impacts to power. off and on rain, a chance of thunderstorms on saturday, and then on sunday, it looks like it starts out dry and then rain chances increase for the afternoon into the evening. warmer temperatures surge in for early next week. highs in the low 70s and sunshine. in san francisco, we are going to see temperatures in the upper 50s, and a chance of some

showers that will continue for the weekend, but next week is looking nice. maybe your kids have spring break next week. we have beautiful weather for them to get outdoors and enjoy. mike, you are still tracking an alert in the south bay. >> yeah, we are seeing the traffic flow better and now it's slowing down again, and something is happening here for northbound 101, and we have four miles of backups reported on the maps. here's the backup at the 680 interchange. the crash happened just after 3:30 this morning, and a pedestrian was reportedly hit and now they are waiting for a coroner to conduct an investigation with just one camera open. a crash there is not visible from the camera. now, backups in the northbound direction, and it's going to feed more traffic on to

northbound 87 coming up past sjc where you can get back on northbound 101. we talked about tully being the start of the backup, but there's a lot of slowing in san martin starting now. highway 4 and highway 37, a build of that commute, which is typical. we have a lighter volume through the maze and we are starting to see the backup at the bay bridge, so that's good for this commune. south bay, both directions moving smoothly. back to you. >> thank you, mike. now, getting a chance, a new jersey judge says recent changes in the law and new evidence require a fresh review of the
