the putapso river. it's going to be one of piece of the huge salvage operation now in its early stages. federal authorities are preparing everyone for a long road to recovery. experts say it could anywhere from 18 months to several years to rebuild. president biden says he'll travel to baltimore next week. he intends to use federal dollars to rebuild that bridge. the white house just approved $60 million in emergency funds to get the redesign and repair efforts moving along. nbc news reporter julia jester is at the scene for us in baltimore. julie, i know we just got an update from maryland's governor. what's the latest? >> reporter: well, kate, we got a bit more insight into what the salvage option is going to entail, and it includes seven crepes, ten tug boats, nine barges, eight salvage vessels, and five coast guard boats. the navy is going to be supplying four heavy lift

cranes. two have already arrive. another arriving tonight. another arriving monday, which really just speaks to the scale of this operation. now, as for recovery experts, the divers are ready to go in the water, according to maryland state police, as soon as conditions are safe for them to do so. and so right now they are stressing that this operation is full steam ahead. it is unclear how long that it will take. however, it is under way, kate. >> and julia, i know there was a vigil today for the victims. i'm sure these last few days have been unimaginably difficult for those families. >> reporter: it has, kate. and we were at a presser this afternoon with an immigrants rights organization that also included some construction workers in the area who face conditions similar to the daily ones of those on the bridge who are really just reeling from this accident, you know, thinking it could have happened

to them, it could have happened to anyone. so they meant to ensure these victims families are taken care of. in that presser governor wes moore said he wants to put forward legislation to create a scholarship fund for the children of the victims and ensure that the families are taken care of amidst their unthinkable loss. kate? >> julia jester for us today. thank you so much. it is good friday, and as we head into the easter weekend, the west coast is bracing for a serious storm system. rain posing a potential threat for drivers. mountain snow and gusty winds also in the forecast out there. and in addition to the holiday and the storms, the faa says they're getting ready for peak spring break travel as well as people catching flights to watch the total solar eclipse happening a week from monday. nbc news meteorologist angie lassman will have the holiday forecast for us in a moment, but let's begin with nbc news correspondent priya sridhar out of atlanta hartsfield-jackson airport. what do we need to know if

you're flying or hitting the road in the next week or so? >> reporter: that's right, kate. we're seeing a triple whammy. easter spring break like you mentioned and that total solar eclipse. airport officials tell me they're expecting 7.1 million travels to pass through this airport and they're actually expecting the busiest day during that three-week travel period to be today. 335,000 people ilbe passing through this airport today. the good news so far we haven't seen too many delays or cancellations. the lines at it check points aren't too bad yet, but airport officials are saying come 2 1/2 hours early if you can. the other interesting thing about spring break because of the total solar eclipse occurring, this level of air travel is actually going to be sustained over a longer period of time with the faa saying they're expecting to see about 100,000 people traveling on april 4th and 5th. in those days in particular

they're saying you might want to catch aroid to the airport because parking could be limited. if you're hilting the roads, be aware the weather that's occurring. gas prices around $3.50 a gallon, which is a little bit higher than last year but nowhere near the levels we were seeing back in 2022, kate. >> angie, let me bring you in. how are things looking out west to easter weekend? >> out west is where we watch for some trouble. when it comes to air, when it comes to road travel likely ahead of the weekend places like san francisco likely seeing some delays when it comes to air travel today. we've got plenty of alerts up for southern california as we gear up tomorrow. even late today and early tomorrow morning seeing that rain work in for folks there. 21 million people including los angeles and san diego included in these flood alerts as we gear up for a couple of days of rain. land slides and mud slides all on the table here the folks in this region as we see the system work onshore. notice we'll pick up additional snow in parts of the sierra

range and parts of the rockies tomorrow. that flood risk will be centered from los angeles to san diego. for your saturday plans be aware of that. and we're not done with it. even as we get into easter still see some of that rain across the southwest and rockies. it's been soggy for a whole season in that region so not hard for them to see some of that flooding. when it comes to the snow fall, a potential of 2 feet of snow we could pick up in parts of the sierra as we go through the next couple of days, kate. >> and in march still technically. this sunday's easter holiday going to look a little different for britain's royal family. they are preparing for scaled down celebrations as both prince charles and princess kate receive treatment for cancer. nbc's meagan fitzgerald has more. >> look, what a difference a year makes. i mean we are talking about a stark contrast to what we saw last year for the royal family.

they were buzzesing as they were anticipating the king's coronation and of course easter one of their favorite holidays. this year completely different. yesterday we would have typically seen king charltz at the royal holy thursday service. instead his wife, queen camila, stepping in for him. he did, though, release an easter video message where he really stressed the importance of friendship, togetherness, caring for one another, and service. we do expect to see the king and the queen at church service sunday on sunday. though we will not see the princess of wales and her family. of course she just a week ago from today announced she is battling cancer undergoing preventative chemotherapy treatment. she's asked for privacy, so we suspect they'll have a more intimate easter togetherness with their family on sunday. the palace had originally said we would see the princess of wales after easter, but of course that was before she announced she's battling cancer. at this point still very unclear as to when we will see her.

she did say, obviously, her focus is trying to make a full recovery as she battles cancer. back to you. >> meagan, thank you so much. a record haul for president biden in new york city last night. his re-election campaign took in $26 million at a star-studded fund-raiser. presidents biden, obama, and clinton headlined the event at radio city music hall featuring stephen colbert, lizzo, queen lufifa. actress and comedian linda kalin joked about the high price of admission. >> it is such an honor to be in this room with so many rich people. >> nbc news white house correspondent mike memoli joins me now. we should note the reason that was blurry is because members of it press were not allowed in the room last night even though we asked for permission from the campaign. >> you can see mindy got them laughing. lizzo and queen latifah, they

got them really enthused. we don't often see three presidents sitting side by side talking about this office, what it means to be in that job and obviously in a political context. this is really about trying to shore up vulnerabilities for president biden right now. bill clinton, the explainer in chief as he's been called, trying to explain why there's this disconnect between what voters are feeling about the economy and the fact the data shows it's really strong right now. and barack obama showed it was his mission to testify about joe biden's character. he talked about the really difficult issues that have been on his plate. and he said there's a moral clarity t president thereat that's what i want in a president right now. >> there's also large protests outside the venue, and then inside there were disruptions from pro-palestinian protesters. >> that's right. for me i think the moment of the fund-raiser was they were prepared. they knew there'd likely be the interruptions. one of them occurred while barack obama was talking.

and he said the office of the president is lonely one. there are no easy decisions, and this is the president right now doing everything he can to deal with the situation. >> polls do show, though, with younger voters especially that's a tough issue for them. i wonder about the strategy right now for the biden campaign. he seems to be getting out more since the "state of the union." he met with top donors i think in new york this morning again. so what do you see as the strategy? >> well, this is all part of what they've been calling a sprint. the "state of the union" address, an energetic joe biden showing democrats he's still up for this. and a busy campaign schedule. eight different battleground states while donald trump has not been on the campaign trail. they got a sneak peek of a new ad going out targeting nikki haley voters. the biden campaign putting out a new ad using trump's own words criticizing nikki haley. they say this ad is going to locations where nikki haley had a strong vote in those primaries and caucuses. >> great to have you in new york city. appreciate it. our white house guy. coming up, california

allegations of statutory rape against comb. this as old videos of combs with a teenage justin bieber are facing new scrutiny online. nbc news correspondent stephanie gosk has more. >> reporter: drawers upended, wires left dangling from walls, and cushions pulled off of furniture throughout the house. this video obtained by tmz allegedly shows the inside of sean diddy combs' l.a. home after agents raideded the property this week. a source familiar with the investigation telling nbc news investigators are looking into allegations of statutory rape against combs. according to three sources familiar with the platter, authorities found firearms in both his l.a. home and his property in miami. in a statement his attorney called the searches a witch-hunt, adding there was a gross overuse of military-level force. the music mogul has not been charged with a crime, but a law enforcement source familiar with the matter tells nbc news combs' associate 25-year-old brenden paul was arrested at opa-locka

airport in miami on monday, the same day the praurpss were searched and charged with drug possession including cocaine. paul's attorney telling nbc news all issues will be dealt with in court. in a lawsuit music producer rodney "little rod" jones alleges paul, quote, works as mr. combs mule and acquires and distributes mr. combs guns and drugs. combs's attorney calling the accusationsimatorless. this week video of some of his past appearances going viral including a clip of him with then 15-year-old justin bieber. >> these 48 hours with diddy, we'll be hanging out. what we're doing we can't really disclose. >> let's just go get some girls. >> a man after my heart. that's what i'm talking about. >> reporter: in a 2016 interview with howard stern r&b star usher described the lifestyle he saw in the year he spent living with

today up and leave your home because of false alarm not once, not twice but eight times. that's exactly what's going opon in washington state. an emergency siren system connected to a local dam keeps going off, but there's no emergency. correspondent dana griffon who spoke with those in the community say it's happening way too often. >> reporter: an alert system designed to connect the lives of carnation, washington's 2,100 residents turning into a source of distress. >> it makes me mad. it's heart wrenching. i can't tell thaem why it's this is happening anymore. >> reporter: over the last few years an emergency dam siren has sounded eight times when it wasn't supposed to, prompting residents to evacuate and seek higher ground. the latest false alarm sounding on wednesday morning. i grabbed my dogs, my cat, and grabbed my brother's ashes. that was it. >> reporter: this was the all clear announcement 21 minutes later. but by then residents say their fear and frustrations had

reached a breaking point. >> we've got sobbing kids because they think a mud slide is going to come over our town only to realize, oh, it's just another false alarm, head back home. this is ptsd for everyone in our community. >> reporter: sits 17 mile from the dam. if the dam were to breach a wall of debris would come down the causeway, potentially destroying the town. the city of seattle which owns the dam and seattle public utilities which operates it say they are investigating what triggered the alarm. carnation city leaders demanding action. >> we are done with apologies. we are done with i'm so sorry because it will happen again. >> reporter: they're now proposing to sue the city of seattle and have the dam decommissioned all together. the first evacuation alert in 2020 took more than an hour to correct residents say and triggered a traffic jam along the exit route. but by the eighth false alarm some residents noticing the sirens are seemingly being

good friday, everyone. welcome to "the fast forward" on "nbc news daily." brace for some brutal weather. a big storm is rolling into the bay area right now. here is kari hall with what you need to know. >> look for more rain and high winds today and even a chance of thunderstorms as the storm system continues to move through and brings us more scattered showers into the weekend. next week, we will be drying out and warming up. looking forward to spring-like weather. we do have to make it through this storm system that is expected to ramp up as we go throughout the day into this afternoon, heavy rain picking up for san francisco through the north bay. moving into the santa cruz mountains. that's when we will see that rain continuing to move into the rest of the bay area with some off and on showers throughout the weekend and even in throughout the day on saturday we could see heavy rain passing

by. look at our seven day forecast coming up in about 30 minutes. >> thank you. neighbors and family members are applauding police for showing restraint and compassion after a man fired a gun at them in the south bay. office ersz did arrest him. thom jensen is in san jose. no one was hurt. >> reporter: that's right. san jose pd says they were called to the scene here at 4:55 this morning responding to a call for a welfare check on a man. when they arrived, that man display aid firearm and fired at least one shot towards officers. officers did fire back but a witness told nbc bay area it looked like they were using non-lethal rounds and eventually they were able to negotiate a surrender. the suspect was taken into custody just before 6:30 and his sister told me off camera, he was dealing with a mental health crisis and that she appreciates the level-headed police response. a neighbor who saw gunfire

exchange agrees. >> they handled it well. you know, i was at my window watching. i thought they handled it well. >> reporter: four blocks along lee avenue had been closed most of the morning as police continue their investigation. it's this short stretch right now as they continue to work on that investigation. earlier, traffic was really backed up as people headed off to work and as parents tried to get kids to school. the main message we are hearing from family members and from neighbors here on the scene this morning is that they really appreciated the police response, not using lethal force, and being able to negotiate a surrender without anybody getting hurt. thom jensen, nbc bay area news. a close call after another freeway shooting in the east bay. video shows the moment a driver starts firing during a road rage incident. this happened on wednesday on 880 in union city. a green sedan pums up to the

truck driver and blows out the window of the truck. the driver wasn't hit by bullets, but he did sustain minor injuries from the glass. chp managed to track down the suspect yesterday and arrest him. a search of his home turned up two guns and a large amount of am nugs. law enforcement in the east bay will have a new partner in fighting crime. high tech cameras. the governor announced it this morning. chp will partner to install 480 cameras. 290 will be installed on surface streets in oakland. the rest will go up along state highways in the east bay. >> this is building on efforts we made a few weeks ago with the surge of california highway patrol in cooperation with the department of justice. this led to 200 arrests, 400 vehicles recovered that were stolen. >> owe poe nexts say the money could be put to better use helping unhoused people in

oakland and the cameras will target low income black and brown neighborhoods. a united airlines flight from sfo to paris was diverted to denver airport after the crew reported an issue with one of the plane's engines. you can see the map of the diverse here. the flight landed safely in denver. passengers deplaned. the flight was canceled. the airline is working to rebook those passengers on flights sometime today. boeing's ceo announced he would step down at the end of the year as part of a broader management shakeup after a series of mishaps. let's go on to fun news. the excitement is ramping up for the newest soccer team in the bay area. the home opener for bay fc will be at paypal park tomorrow. it's sold out. they are heading in with one win and one loss. they face the houston dash tomorrow. good luck to bay fc. good luck to bay fc. that does it hey, look at this.

bottom of the hour now. here are some of the stories making headlines on nbc news daily. in south africa 45 people are dead after a bus fell off a bridge on a mountain pass. the only survivor was an 8-year-old girl who suffered serious injuries. officials say now she's in stable condition. the bus was carrying worshippers on a long distance trip from

botswana to a church gathering in south africa. actor louis gossett has died. the actor's break through role was in 1977 in the tv mini series "roots." that won him an emmy. gossett had recently made an appearance in last year emphasis the color purple. residents in florida found an alligator in a storm drain and it was 8 feet long. officials don't know how the gator made its way into the drain but the animals are known to travel in pipes and waterways. a major win for fast food workers goes into effect next week. workers at fast food chains across the state will now make $20 an hour starting on monday. and i think did i say california? i think we should say that.

nbc news business and data correspondent brian cheung is here to break it all down. california, right? this is big change for the restaurants and for the workers. how's it all going to play out? >> yeah, this is pretty substantial for fast food workers in many cases are making about $26 an hour. so that bump to $20 an hour would be equivalent to about a 20% pay bump. that's quite substantial and even more substantial when you consider how big the fast food industry is across the state. either working as a cashier or as cooks. now, not all of them are going to be covered in this, and that's because the way this law is structured that's only going to cover largely chains that are present nationwide that have establishments in california. so if you work at a mcdonald's or burger king, that's likely going to cover you. there's some ambiguity in the law whether or not if it's a bakery there's an exemption. but is a panera bread a bakery? the big reason for all this is obviously the higher cost of living especially in high cost

areas like los angeles and san francisco where it's pretty adhard to get by $6 an hour. >> we imagine the companies might not be happy about this. are rest wnts saying they have to cut workers to be able to pay more. what about food prices? >> there are some chains in california who have said they're going to maybe try to speed up automation efforts to get around it. there are franchisees who have spoken anecdotally and could pass onto the customer in the form of higher price. that burger is going to have to be another dollar or two higher. a very interesting case study of rates in the minimum wage in the specific industry. >> brian cheung, thank you so much. well, we are learning more about the construction workers who died in the baltimore bridge collapse. fathers, brothers, and sons, all of them latino, a demographic group that accounts for a third

of construction workers in the united states. nbc's steven romo takes a look at the risks these workers face on the job. >> the world learning more about the six people all latino immigrants presumed dead in baltimore emphasis tragic bridge collapse. >> reporter: among them the father of two described as the driving force for his family in honduras who he helped try to find better lives in america. there were eight construction workers on the francis scott key bridge tasked with filling potholes when the massive dali cargo ship collide would the structure causing the collapse according to maryland transportation officials. two of the men were saved in the immediate aftermath. the remaining six, they're

presumed dead, drawing attention to the severe risks much of america's growing latino labor force faces often while doing important jobs that keep the country's economy humming. the department of labor lists construction as a high hazard industry where workers are often exposed to serious risks. a field in which latinos are overrepresented. an estimated 30% of all construction workers in the u.s. are latino. despite the group making up just about 18% of the total work force. the death rate for latino construction workers in the u.s. was nearly 42% higher than the death rate for nonlatino workers in 2020. one potential reason, fear from some immigrant workers over what will happen if they speak up about labor issues. >> it is a little bit more dangerous for latino workers working in fear if they go

in today's mental health check we're shining a light on preg 19 loss. it's a topic that sometimes is difficult to talk about, but it's more common than you might think. up to 1 in 4 known pregnancies end in a loss of a baby before the 20th week. and in addition to the physical toll, there's also an emotional mental health toll as well so many women do experience after loss. joining me now a board certified ob/gyn and reproductive endocrinologist also with me dr. georgia whitkin, thank you so much. i do want to say myself i myself have experienced two losses. doctor, starting with you talk about the emotional symptoms

women might experience after a pregnancy loss and how long can that last? >> even though they are a common occurrence, unfortunately, that doesn't make them any less difficult to go through. many women who have experienced miscarriages will experience grief and depression, feelings of intense sadness. there's often anxiety about future pregnancies and guilt. there's a lot of self-blame even when it's not warranted. and then feeling lonely and isolated. often women may not feel comfortable talking to their regular support system, their friends and family members, because they feel a sense of shame and they're embarrassed. and that leads them to suffer these symptoms alone. >> yeah, dr. whitkin, a few years ago nbc did a series about pregnancy loss, which you can find on today.com. i'll post it on my social media. myself and other women shared personal stories what it means to experience that. what advice do you have when it comes to that issue of talking about it and taking care of your

own mental health? >> it's a perfect question because talking to anybody is not a good idea. you really have to select those you talk to see that when someone says to you i know what you're saying, i understand, you believe them. which means you have to speak to people who are either especially trained. i do a lot of that for rma of new york, but also there are national groups that will help you meet other people who are going through the same thing because a majority of people don't even mention that they're pregnant early on. and then when they have their loss, they feel isolated because nobody knew. or even worse they're so far along if they don't see someone for a while and now they're not pregnant, they're asked about the baby because nobody even knows they had a miscarriage. >> yeah, that can happen. doctor, what are some signs women should seek additional

help for mental or emotional symptoms or support? and what resources are there? >> so i think it's normal to experience the sadness and anxiety and all the things that can come along with miscarriage for weeks or maybe a few months. but if this starts to become prolonged or extremely intense to the point where it's impairing your ability to function day to day and it's impairing your relationships, then that's a sign that you need help. particularly if there are thoughts of self-harm, that is an emergency. you need specialized care and support, and that's essential for your safety and for your well-being, and especially if you're feeling isolated and you don't feel like you can go to your normal support system in your life, your friends or your family members, that is a sign you need professional help and you should seek support elsewhere. >> dr. witkin, what if you're one of those friends or family members and someone who you love is experiencing loss, what's the best language, terminology? how do you talk about it? >> we all try to find the

perfect thing to say, and i'm here to tell you you don't have to find the perfect thing to say. it's better to actually not do any cliches, any advice. instead be there, ask the person how can i help you, and then very, very important, listen to what they say. repeat it back to them so they can even hear themselves. so be there and not just the first week and the first month, but the first birthday, the first anniversary. help them process the loss. >> i find myself thinking about it just talking to you guys. are there ways, dr. sehkon doctors can screen in their patient and look for these anxious symptoms? >> there definitely needs to be increased awareness, and i think we as a field are getting better at this at incorporating mental health evaluations as part of

welcome to "the fast forward" on "nbc news daily." i'm janelle wang. we are learning details about a deadly officer-involved shooting after police release bodycam footage. it happened last weekend. officers found a man walking in the middle of the road holding a knife. they told him to drop it. the man refused. that's when police say he moved toward one of the officers and they shot him. paramedics took him to the hospital where he later died. the medical examiner identified him at 19-year-old emanuel perez. he had no criminal record. >> still gathering all the facts for the investigation in terms of your question if officers are trained on how to deal with people with -- in crisis. yes, officers are trained.
