earthquake rocked taiwan. thousands of buildings collapsed trapping people inside. you are looking at new video of the destruction and hearing firsthand accounts of the people who survivorred that shaking. >> for me, it is a long time. and, it is long. >> it is the island's most powerful tremor in at least 25 years. four people are dead so far, more than 50 people injured. but those numbers are expected to rise. >> the worst of the damage in the eastern county of hualien hit around 8:00 a.m. local time. we have a lot to get to, tonight. a flight from taipei landed late this evening and a lot of people on the flight immediately picked up their phones, tried to reach loved ones back home. >> reporter: yeah, of course, they were in the air when the earthquake happened. but they landed, they saw the news and immediately were worried so of course, they

checked in with their friends and family. a powerful 7.4 magnitude earthquake struck on the east coast of taiwan early wednesday morning. it was felt across the entire aland. builds have collapsed and it readed a tsunami that washed across the southern islands of japan. staid media says it's the strongest quake to hit the island in 25 years. >> it's bad. and i'm praying for the people. >> reporter: janelle wang spoke with her uncle tonight. he says he got an alert on his phone about ten seconds before he started to feel the ground shaking. >> and i felt really big shake. first, up and down. then starting right to right. for maybe a minute. pretty big. >> reporter: he has a friend who lives in hualien. >> he described to me, everywhere on the street, this is a debris. and the building was collapsed.

and the hospital emergency room filled with people. >> it looks like people are right on top of the earthquake. >> reporter: seismologist dr. lucy jones ebbing plains why the city of taipei six hours away felt the shaking. >> it is siting in a basin. a big bowl of sediment. similar to what happened in the marina district. amplified shaking in the distance. >> reporter: a flight from taipei arrived at sfo. they found out about it when they landed. >> oh my god, i hope everyone is okay. >> reporter: they immediately checked on their family and friends in taipei. >> what is your family telling you? >> they are okay. they are okay.

they are scared, terrified. >> reporter: when powerful earthquakes like this happen, many of us wonder what this would do in california. >> lomi prita was a 7. it didn't do as much as it would have done in urban areas. a 7.4 on the hayward fault is one of the worst disasters they could be looking at. >> reporter: and the u.s. national tsunami warning center says they do not expect any impact to california but of course this is very scary for many people. in fact, janelle wang's uncle says he has an emergency bag ready in case any other big earthquakes hit. i'm jocelyn moran, nbc bay area news. hillsides collapsing too. this is new video of a landslide. the extent of the damage unknown. the earthquake knocked out power to 78,000 households and was followed by a series of

aftershocks. the home the earthquake hit, jeff ranieri dug into the details. let's talk about the magnitude of the depth, we are talking about so much damage. and then we are getting aftershocks. >> and they are pretty powerful when you take a look at what is happening. 7.4 as we mentioned the overall epicenter of this earthquake. and where this happened. this is considered a shallow earthquake. 4:58 tonight. look at the realtime map showing the cluster of aftershocks. you have taipei to the north. this is to the south, hualien. 22 aftershocks. 4.7 or higher. the largest coming in at 6.4. a lot of these coastal cities

here with the violent shaking in 27.4 in the strong aftershocks. the ground is just moving and jarring so much. it is turning some of the ground into liquid. that is why we are seeing some of these buildings crumble and pancaking down there. so let's put this on a scale. 7.0 magnitude and higher. seven range. there is only 18 of those per year. so extremely rare to get that. the energy equivalent is equivalent to one billion pounds of explosive. that is how strong and forceful that initial earthquake was. they could have maybe been up to nine feet in china. also around nine feet in taiwan. no tsunami threat for us. only earthquake we have seen was a 3.0 near santa rosa. 8:25 tonight. we will monitor any more of these aftershocks. i have more update ins the

show. the next few days are critical for recovery efforts. we are getting images of the destruction. building collapsed. landslides as well. a local man who headed up the menlo park urban search and rescue for years harold. he worked a gruesome aftermath of 9/11 and hurricane katrina. he spent time with his crews in taiwan following a massive earthquake there. he also trained some of taiwan's search teams here in the bay area. some of those teams working right now in the aftermath of this quake. he gave us this insight into the minds of the search and rescue teams tonight. >> this will prioritize where the most people will be trapped. or potentially injured and the teams will go in there. one of the things they did early on which i thought was really amazing, given the fact that they were, you know, their system was very archaic when we were there. it is that they coupled their

teams with helicopters. >> so they gave them really good mobility quickly so they could helicopter into different parts of the country. you know. as small groups of fire personnel with equipment. so they could affect rescue. >> they expect to be in rescue mode ten days before shifting to recovery. he describes the taiwan rescue capability as robust. all right, here at home, we had a much smaller earthquake tonight as jeff mentioned. but a lot of people really felt it. the quake hit northeast of santa rosa. it was originally reported as a 3.2. but it has been downgraded to a 3.0. the seismograph did pick up that shaking in the news room. there were people as far south as san francisco and berkeley that reported they felt that quake though they say it was weak. this in today's event in taiwan are a good reminder that we

really do need to be prepared for earthquakes. new at 11:00, stopping side shows with a deterrent. multiple east bay cities seeing side show activity over the weekend including the city of antioch, but measures are being taken to prevent side shows at hot spots around the city.. >> reporter: the antioch boat lodge has been a popular destination for side shows in the city. but a new deterrent is being added to this parking lot entrance to make sure that isn't the case. the tire streaks left behind from previous side shows can still be seen in the parking lot of the antioch boat launch. a side show incident prompting the city to add concrete barriers. >> it is dangerous the way they move. >> reporter: and now another safety measure is being taken by the city. replacing the current boat ramp gate with an electric gate that

will close the lock completely at 9:00 p.m. >> they will be on timers. and much more firm than what we currently have. and that will keep people away. >> reporter: it is a part of a larger plan to address side shows in the city. which includes putting up traffic barriers and side show hot spots like sand creek road. the mayor says the team of investigators are in place to find out when the side shows are set to take place. he credits the system in place for antioch pd, quickly shutting down the side show over the weekend at the intersection of lone tree gay and golf course drive. >> considering we have been staffing up as quickly as we can. >> reporter: they hope the city will do more to address side shows in their neighborhood. >> we can hear it every night. just look at the street mark. >> reporter: as for the safety measures at the boat launch, the electric gate will be in place in a matter of days. for jorge who uses the lot frequently, he believes it is a

smart move for the city. >> it will make it harder for them. definitely got to try to stop it some way, somehow. >> reporter: in antioch, pete with nbc bay area news. this man, they see there, is wanted for a break in that ended with a sexual assault. now police say he broke into a business on georgia street. just before 8:00 on sunday morning. turns out, there was a woman inside. police say after he burglarized the business, he restrained the woman, sexually assaulted her. the victim does not know the man. so they need help in identifying him. down to one vote. we have new numbers in the razor thin push for congress. evan low taking the lead over joe smitian. he is up by one vote. one. sam liccardo already secured his spot in the general election so it will either with

low or simitian will will face him. county contacts the voter and givers them a chance to fix their ballot so their vote can be counted. next the county needs to certify the results. that happens thursday. the secretary of state will certify the results on april 12th. >> how close it is, at one point, i saw there were only two votes apart or one. and one day it is five. so yeah. it is a prime example of why votes really do matter. >> a recount is a real possibility here. they would have to ask for a recount. they have five days to make the request. they can choose between two options. a manual or machine count. a manual count takes 10 days and the machine recount takes five days.

whoever requests the recount pays for it. the bitter divorce continues in oakland. the big meeting about the future of the as , a lot of new details emerging with a lot of finger pointing. here is what we know so far. the two sides remain far apart when it comes to extending the a' lease at the coliseum. so the power brokers in today's meeting in oakland, mayor chief of staff lee hanson, jack goldman, rebecca kaplan and dave haubert. they all sat down with the as president. worth noting mayor sheng thao and fisher not there. according to a source familiar with the negotiations, the city and county were at odds with each other. the as want to play at the coliseum at least two seasons. while their las vegas ballpark is being built.

the city is asking for 97 million-dollars in rent which would actually cover five seasons, not two. the a's countered with 17 million for two seasons. that is the same amount that the raiders paid while they waited for their vegas stadium to be built. the as would sell their share of the complex. if a lease agreement is reached. if there is no lease extension, they say they have two viable options. to play in sacramento or salt lake city. another big part of this is the tv rights. the as have had high level rights about the tv deal. the broadcast rights package, though, is lucrative. only if nay play in the bay area. >> where we go now is maybe some back room conversations i happen to believe that the as will announce they are going to

grand worth of property from the south bay storage company. now investigators want to get the items back to their rightful owners. officers say the thefts happened in january and february, west coast self- storage on lincoln avenue in san jose. the criminals stole comic books, guitars, other musical instruments and they also stole illegal drugs and guns which will not be returned to their owners. >> we are asking any who feel they have been a victim of burglaries, have any burglaries with collectibles to please come forward to detectives so we the try to put these together. >> all four suspects remain in jail tonight. san francisco drivers beware, turning right on a red light downtown may soon be banned at 200 intersections. the first set of no right on red locations expected this month. the goal is to make the street safer from pedestrians. here is look at the 200 intersections where right turns on red will be illegal. there's lots of them.

proposed by san francisco assembly member matt haney, they would have to better specify employee compensated hours. and in turn, employees wouldn't be expected to respond to calls, texts, or emails outside that time frame. a welcome change for remote workers. >> feels like after i set my phone silencer in time. if i don't, i feel i would be left behind. it is really beneficial. >> reporter: the labor commercial could investigate and fine employers for interrupting employee personal time. management expert amirabarger believes it addresses workplace equity issues. >> we are dealing with an epidemic of burnout. that is part of how we got here. this is a necessary adaptation. employees are demanding more of employers and they are demanding a new value. >> reporter: the bill makes

exceptions for emergencies scheduling and collective bargaining but caption aims to create boundaries and business. that assembly member says are missing. >> california created many of these technologies that allow people to be available 24/7. we should also lead the way in making sure that we can make them sustainable for work life balance. >> reporter: but california's chamber of commerce argues the bill is a step backwards for workplace flexibility and fails to consider the long standing laws regarding hours of work and compensation. he feels it actually does the opposite. >> hopeful this increases the competitiveness and helps people make the decision to go back to work or come to work in california. >> reporter: velena jones, nbc bay area news. i will call you and annoy you when we get off tonight.

sunshine. we will get the cold blast of air. temperatures dropping an additional 15 plus degrees once that gets here and not only some rain, but some thunderstorms. so, let's get you the early time line. 5:00 in the morning on thursday. on again off again chances through thursday evening and some low snow over mount hamilton. maybe parts of the santa cruz mountains. so, rainfall totals here on thursday, a quarter to a half inch. we think over the santa cruz mountains we could get in on a half inch. and on friday's forecast, less in the way of rain. but most of us still looking at two tenths or to a treys. but parts of the peninsula could get in on around a half of an inch. just a 20% chance of spotty showers. we will dry it out, warm it up as we head into next week. so right now, we should see
