plus, we are waking up to a chilly morning. meteorologist kari hall is tracking cold conditions and incoming rain, and maybe even some snow in the bay area. this is "today in the bay." good to be with you on this wednesday morning. i'm kris sanchez. >> i'm ginger conejero saab. you know, speaking of that snow, somebody sent me a video on instagram and they were driving down the freeway and there was snow on the side. what is going on? where am i? >> it's not an april fool's joke. >> it's going to be a shock because it was so warm and we thought we were settling into spring. but we are going to see a big drop in temperatures starting today. it really hits us tomorrow, once the rain and the chance of thunderstorms and hail comes in, and then for the weekend it will still be cool, but at least it will be calmer and the sky will be clearing. but we are already seeing the clouds coming in this morning and as we go throughout the day,

partly to mostly cloudy, and winds increasing in san francisco at around 3:00 to 7:00 this evening. we could have some pretty decent wind gusts, up to 25 to 30 miles per hour. for the east bay, it will be in the low to mid-60s, south bay, upper 60s with morgan hill hitting a high of 68 degrees, and much cooler tomorrow. take a look at these numbers. we're digging into the back of the closet to find the heavier coats, sweaters, and even the umbrellas. we'll talk more about the changes coming up. mike, that commute is really starting to show up. >> we've had changes going on at the bay bridge toll plaza for the while and now you definitely see the backup. traffic feeds in off the eastshore freeway, westbound coming through berkeley and out of richmond. that's the reason why we see the sensors changing. no surprises, over here at the bay bridge, down through richmond. highway 37, a little extra slow, more than we've seen the last

few days. this is the heavier volume right now. concord holds steady with highway 4, a little build through walnut creek, same for hayward and out of the altamont, that big rig is still on the shoulder at north flynn road. back to you. breaking news just coming into our newsroom, police in san jose are on the scene of a deadly hit-and-run near elkins way. officers say it involved two cars. surrounding roads are closed, parts of neiman boulevard is closed. elkins way is closed from pomeroy boulevard. officers are warning drivers there could be serious delays. we'll bring you more information as soon as it comes into our newsroom. also breaking this morning, the search for a missing teen is now over, and an amber alert issued for her whereabouts is canceled. the chp tweeting around 3:15

this morning that the 16-year-old luz bonilla was found safe. investigators say 22-year-old jeffrey gomez rivas abducted here at 76th avenue and holly street in oakland around 7:00 last night. at the time of the amber alert, rivas was considered armed and dangerous. there is no word on how the situation came to an end, but once again, the amber alert is now canceled. we will continue to bring you updates as they come into the newsroom. you can download our free app or visit nbcbayarea.com. we're going to turn now to our forecast. meteorologist kari hall is tracking what we can expect. we'll check in with kari later on. we're going to move to some more developing news from kris. that developing news is the death toll, which is rising after a 7.4 magnitude earthquake in taiwan. this is a live look at taiwan, where you can see some of the emergency workers there amid the rubble. we know at least nine people

died in this earthquake and hundreds of people were injured. dozens of buildings collapsed and there are people now trapped inside. this is taiwan's most powerful tremor in at least 25 years. "today in the bay"'s brie jackson is here with more on the destruction and the critical time element in these rescues, brie. >> reporter: good morning. at last check, at least 820 people were injured and the number is only expected to rise. the worst of the damage is in an eastern county near the epicenter of the quake where officials say they are working to free 77 people who are trapped. the earthquake hit around 8:00 a.m. local time. this is video of the taiwan newsroom shaking. you can see the cameras shaking and the anchors holding on to the wall. it was felt across the entire island and created a landslide and a tsunami that washed across

the southern islands of japan. it also knocked out power for more than 91,000 households and was followed by a series of aftershocks. a california seismologist, dr. lucy jones, also explains why the city of taipei, six hours away, also felt strong shaking. >> that's probably because taipei is sitting in a basin and has a big bowl of sediment, similar to what happened to the marina district, amplified shaking at a distance because of bad soil. >> reporter: taiwan is on the so-called ring of fire, which circles the pacific basin, and is known for earthquakes. evacuation advisories and tsunami warnings have lifted in the philippines and parts of taiwan. taiwan's president said this morning that a disaster response center had been set up and that the national army would provide support to local governments. >> thank you very much, brie.

we're also getting new video of the wreckage this morning of the baltimore bridge, which collapsed last week. check this out. these 3d images show the magnitude of the wreckage resting at the bottom of the river where the francis scott key bridge once stood. the u.s. navy released these pictures, they were taken with an underwater sonar toll. it's being used to verbally guide divers in the water. divers face a difficult task because the water is very dark. president joe biden is planning to travel to baltimore this friday to see the damage. happening today, the case over berkeley's people's park is headed to the state supreme court in los angeles. opponents want to preserve the park. the court will review the appeal in a civil action lawsuit and will consider whether the school's environmental quality act takes into account the noise

level of building more housing there and whether that agency is required to revisit alternative locations for that proposed project. today marks day two of the nurses strike in the south bay. this is impacting three santa clara county hospitals, valley medical center, o'connor and st. louise regional. the nurses union says the county hospital system is chronically understaffed and the county disputes those claims, saying nurses would only be assigned to sites where they are trained. they're also paid more when they cover a shift at an alternate site. the two sides expect to go back to the bargaining table after the strike ends. new at 6:00, there is a new bill aimed at giving local government oversight on self-driving cars. california lawmakers will present this bill next week at the state capitol. advocates of this bill say the cars pose a safety concern for pedestrians. both waymo and its competitor

cruise will be blamed for running red lights and getting in the way of emergency responders. local law enforcement is not able to ticket these cars for violations. state senator dave cortez says this bill would change that. >> giving them the opportunity to pass laws around speed limits and drop-off zones and accountability. what does it mean if an autonomous vehicle is parked inappropriately, blocking a driveway or something like that? who gets ticketed for that, who pays for that? those are just basic ordinary regulations that we already have in place for regular cars, human driven cars. >> now, this is happening shortly after the state of california approved waymo's permit earlier this month for los angeles and san mateo, despite protests from local lawmakers. residents in big sur are bracing for incoming rain and

preparing to hunker down for a couple of days. the incoming rain is canceling daily convoys out of the area later this week. the storm last weekend washed away part of highway 1, what we're seeing there, basically the only way that you can get in and out of the remote area. for the past few days caltrans has been taking convoys to lead people over the slide area. those trips will be cans he would tomorrow and friday, as more rain is coming in. caltrans expects the convoys to begin again on saturday. kari, you've been tracking the incoming rain. we've been talking about it all morning long. what can we expect? >> this is going to pack a powerful punch with the wind and then off and on rain. you can see we've had quite a bit of rain throughout the season and what that does to our coastline. any additional storms may aggravate some of the unstable land and some of those coastal slides may be possible. as the storm system comes in, it's also going to drop our temperatures and bring in some

additional rainfall. it starts to get windy today, but the rain starts tomorrow morning in time for the morning commute. first in the north bay and then making its way across the rest of the bay area. we were talking about snow, not just in the sierra, but in some of our north bay mountains, as well as some of our upper elevations for mount hamilton, as well as the santa cruz summit between thursday and friday. some very chilly temperatures with these waves of rain. so i'll be tracking that for you. we'll talk more about how cold it gets and when we get a rebound in those temperatures again. that's coming up a little later. mike is tracking where you can find some lower gas prices. >> they keep moving around a bit, but in the south bay, sunnyvale have a low of $4.48 today, great gas on north matilda avenue. a penny more in contra costa county, their best at $4.49 in concord's world on monument boulevard. and then in marin county, that's a little bit of a jump, san anselmo, $4.69 on sir francis

warm as it was yesterday. temperatures will be dropping over the next few days, as rain moves in. so we'll talk about that in a few minutes. the san mateo bridge moves well, taillights heading away from us are the commute direction. 101 along the peninsula looks just great. in san jose we do have police activity, but there's also perhaps a bigger deal for the rails in the east bay. well, good morning. happy wednesday to you. we get more employment data this morning with the adp report, which gives us a bit of a sneak peek at friday's big labor department report. shares in intel are lower after the company said making chips in its own factories and building its own factories was more expensive than planned. there's a push for silicon valley companies to create fabs, factories here in the u.s. shares in tesla under enormous pressure after that company missed expectations on both manufacturing and delivering new cars. there are a lot of factors, from

high interest rates to fading interest in evs and a lack of fresh updates to the tesla look. they're mostly the same as they've been for years. the always colorfully dressed tesla analyst dan ives sparing no punches, saying the numbers for tesla were an absolute disaster. he said, we view this as a seminal moment in the tesla story for musk to either turn this around and reverse the black eye first quarter performance. otherwise, darker days could clearly be ahead. jetblue says it will introduce peak pricing for passengers wanting to check bags. you already pay more on jetblue if you don't check your bag early. now the airline says it will charge an extra $5 on busy weeks, like spring break or thanksgiving. and a really interesting statement from an executive at visa as we worry artificial intelligence now can copy people's voices.

michael jabara said people should think about deleting their outgoing voicemail so hackers don't have a sample of their voice. we've seen cases of hackers faking people's voices before. it happened to a tech founder in the south bay. an employee at z scaler was fooled into thinking he was talking to the ceo, but it was an ai recording. ceos are particularly vulnerable to spoofing because there's so many examples of their voices online. here is a speech at a tech conference he gave. this is more than enough data for ai to copy a voice. san francisco-based openai has this system in place, as do a number of other companies, but openai is doing a really good job on this, and they're not releasing it because they're not sure what people will do with it. >> i can guess. >> we were just talking about the artists who are worried over -- >> yeah, this is already built into podcast software.

if you have a little bit of a blip in what you wanted to say, you can type what you meant to say and they can take your voice, because it knows it, and substitute. >> wow. incredible. >> thanks a lot, scott. if it's really you i'm talking to. well, new at 6:00, ikea is closing its napa county fulfillment center, resulting in some layoffs. ikea plans to cut 147 jobs in late spring as it shuts down its massive order. the fulfillment warehouse is in american canyon. a state filing says the center plans to lay off 22 workers in june and then complete layoffs by the end of february of 2025 when the lease is up. the fulfillment center had been in napa valley for six years. it is 6:19 now. and celebrity chef guy fieri

known as the mayor of flavortown, but trending this morning, he is set to receive another honor. he will be named honorary mayor of ferndale on friday. the rural northern california city is where guy fieri grew up. ferndale's chamber of commerce on instagram said the city will proclaim april 5th as guy fieri day. the celebrity chef now liveness santa rosa. if you know his show you know he's proud of where he comes from. >> he represents that. so monday we have the eclipse glasses, but on friday we have the guy fieri wrap-around. >> wear them on the back of your head. >> no need for sunglasses right now. we're starting to see some clouds coming in today, and it's going to be partly cloudy for some spots and temperatures not too bad. but definitely cooler compared to yesterday. i don't know, yesterday afternoon i was thinking, should i turn on the air-conditioning? it's really hot in here.

but we don't have to worry about that today. we're in the upper 60s, a nice breeze coming through. if you open up the windows, that is able to help cool down the house. we're in the mid-60s in walnut creek, 65 in pleasanton, and we'll be in the low 60s in redwood city, daly city will see a high of 58 degrees. low 60s in san francisco, north bay temperatures in the mid-60s. so those numbers coming down and even more so tomorrow, with some rain arriving, first starting in the north bay at 6:00 in the morning. there's good coverage of rain, but notice all the different colors here, the pink shows a wintery mix, the white shows snow. we'll see that over some of our north bay mountains. some of our elevations above 2,000 to 3,000 feet could see snow coming down with spotty showers throughout tomorrow afternoon into friday, with some very cold temperatures, and as you're taking a look at that

seven-day forecast at the bottom of the screen, you can see how cold it's going to be in your microclimate. as far as how much rain we're going to see, most of us anywhere from a half to possibly closer to an inch of rainfall in some spots, just depending on where some of those heavier downpours move through. we could also see thunderstorms and small hail possible with this cold front and this system dropping in, with that snow coating some of our bay area hills. and in the sierra we could see anywhere from about 6 to 12 inches of snow. these are the areas we'll be watching out for that snow coming through. once again, the north bay mountains, possibly mount diablo, mount hamilton and the santa cruz summit could see a light coating of snow. it's going to feel very much like winter for this week, going into next week as well we see one reinforcing shot of some cooler air on sunday, but things rebound fairly quickly on monday through the middle of next week, as high pressure builds once again. let's take a look at brentwood and the changes we're going to

see over the next few days. we'll be in the upper 60s today, but only 54 degrees for a high temperature tomorrow. and the weekend is going to be cool, breezy, but at least we are going to see a break in the rain. and then we'll be back up to 80 degrees for the end of next week. so big changes as we approach that partial solar eclipse. there's going to be a lot of talk about that. we'll have about 35% coverage and it will be clear and sunny here. mike, you were looking at something in cocoa county. >> we're looking at a heavier distribution than monday. this is an issue, a crash southbound 242, it's in your commute direction but on the shoulder. not a lot of extra slowing there. that's on the roads. this is the rails, but look at the road as well. congestion for highway 4 both directions, right around bailey. there may be more traffic heading to the pittsburg-bay point b.a.r.t. station because of an issue along the tracks.

so you have to join at pittsburg-bay point to get out of the area because the trains are not functioning because of something alongside the tracks. we're tracking that one portion of the antioch line. standard build for 880 toward hayward and then slowing toward fremont for the southbound direction. no problem across the bridges. but the san mateo bridge sees a lot more volume over the last few minutes. in san jose, we're told about police activity here. back to you. >> thanks a lot, mike. san francisco is earning a new title. up next on "today in the bay," the new ranking showing residents are thriving when it residents are thriving when it comes to stayi ( ♪♪ )

here is a live look outside at san francisco, which was just ranked the healthiest american city. well, that's according to wallet hub. they compared more than 180 of the most populated u.s. cities across 41 key indicators of good health. the 41 metrics were grouped into four main dimensions. there's health care, food, fitness and green spaces. now, one factor that helped with this ranking is the low obesity rate in san francisco. only 19% struggle with obesity. others making the list are honolulu, seattle and san diego. >> must be walking all those

laura and marcus are off this morning. kari is working, and maybe a little overtime this week because that weather forecast is a roller coaster. >> hasn't this taken us on a wild ride? it was so warm to start the week and now i'm talking about a drop in temperatures and eventually rain. we're seeing the clouds already rolling in as we take a live look outside in san francisco, and it's going to be much cooler, about 10 to 15 degrees lower compared to yesterday in some spots. then tomorrow we get wind, rain, and even a chance of thunderstorms for the sierra, we do have some more snow coming our way. as we take a look at fremont, the live view this morning, rain holds off for us today with some peeks of sunshine, and a gradual warm-up with our temperatures headed for the mid-60s. we will talk more about highs in the 40s and 50s for tomorrow. more on that, as well as rain and thunderstorms in our forecast coming up in a few minutes. now, breaking overnight, a young girl is safe after an amber alert was issued. "today in the bay"'s bob redell

joins us live from outside the dublin chp office. bob, law enforcement deactivated the alert. what do you know? what can you tell us? >> reporter: good morning to you, ginger. we are trying to get more information from the chp and the oakland police, which is handling this case. but we do know a little after 3:00 this morning, you can see on your tv screen, that chp tweeted out that the amber alert was deactivated, and the subject was located. according to law enforcement, just before 7:00 last night, a 22-year-old man named jeffrey gomez rivas allegedly abducted a 16-year-old girl at 76th avenue and holly street in oakland, eventually this amber alert was issued for here in the east bay where i'm at, the south bay, the peninsula and sf, with a description of rivas' car and a warning he was armed and dangerous. the chp tweeted the subject was found. we're still trying to get the specific details, circumstances

last night a flight from taipei landed in san francisco, and immediately passengers were checking their phones trying to reach those loved ones back home. >> what is your family telling you? >> a lot of things dropped down. >> they have to spend a lot of time to clean everything. >> how are they? >> okay. they're okay, but scared. terrified, yeah. very big one. >> evacuation advisories and tsunami warnings lifted in the philippines, also in parts of taiwan itself. taiwan's president says there is a disaster response center set up and the national army will be providing support to local governments. new at 6:00, counselors will be on campus at petaluma high school today, after a disturbing incident yesterday. a naked woman covered in blood entered the gym. police got a call about this woman around 3:00 in the afternoon. she was apparently breaking things inside a house on dana street. officers then got another call

about the same woman who walked into the school gym while covered in blood. students were inside at the time. police tell us she seemed to be experiencing some kind of mental health crisis. paramedics took her to the hospital. she is expected to be okay. 6:35. and let's take a live look at the oakland coliseum this morning, where the a's might be playing their final season in the east bay for real this time. the team met with city of oakland leaders to talk about maybe extending the lease at the coliseum yesterday to get them through 2028 when the team's new ballpark in vegas is supposed to be complete. but both sides apparently are very far apart in negotiations. the city is asking for $97 million in rent to cover five seasons. the a's offer is $17 million for two seasons. >> you can see for yourself, that's far apart. the a's would sell their share of the coliseum complex, which

is 50%, to the county if they do reach that agreement. if the a's cannot come to an agreement to stay at the oakland coliseum, the team could head to sacramento and play at sutter health park. that rumor has been floating around for a while, but the "east bay times" says there's a meeting today to talk about this. right now sutter health park is the home of the minor league team the sacramento cats. the move would cost the a's $67 million in annual broadcast revenue. >> so much to follow there, kris. the results are in, the california snowpack is measuring in at above average for the second straight season. the survey finds the snowpack has caught up to the historical average over the past two months. governor gavin newsom joined the department of water resources yesterday for the april snow survey in phillips. that's along highway 50 in el dorado county. and that's some pretty big news.

>> this is not just fun for skiers, this is drinking water. >> absolutely. that's our water storage that we have for those dry summer months and that sierra snowpack melts into the reservoirs and fills them up. it is definitely necessary for us to have a decent amount of snow. it's been nice to see that for two years in a row we are right at normal or even above normal with the best of the sierra snowpack in the northern sierra at 124% of its normal amount. it's been over a decade since we've had two years in a row with near or above normal sierra snowpack. it has been since 2010, 2011 since we had two years of back-to-back average sierra snow. now, during the drought we did have a few years here and there where we made it at or above the normal amount of sierra snow. but two years in a row is definitely significant. and getting any additional snow from this point is like a bonus.

so we could see another 7 to 15 inches of snow before we hit the weekend, and just that heads up that if you'll be traveling there, it may be a bit slick. we'll be tracking that. mike, now you have a new crash in san jose? >> i do. in fact, jerry, our buddy in the operations center found this, flashing lights and traffic stopped. this is the interchange, southbound 280 onto southbound 17, northbound 280 with headlights is moving smoothly and that is where the bulk of the commute comes through. but the incident behind the shield, again, southbound 280 to southbound 17, there is activity that might cause them to stop traffic for a few minutes there. northbound 101 does show, though, the commute is relatively light through the area, so that's okay for san jose. we're tracking that one incident on 280. we're looking at a little build for the tri-valley and the east bay, pretty typical. remember, the a's play midday today, 12:37. back to you. >> thank you, mike. using artificial intelligence can be risky, and

was on the ballot and did pretty well with about 10% of the overall vote. the big contest is in november. wisconsin will be a critical state. former president trump campaigning there yesterday where he complained about the previous presidential election, still insisting he and not biden won wisconsin way back in 2020. >> i get 3,000 votes in a good area for us and the other one gets zero. who gets zero? me. do you think that's the real deal. you know, we won this state, we won by a lot. and it came out that we won the state, actually. >> it did not. he did not win wisconsin. in washington, the white house gave us a readout of the phone call between president biden and chinese president xi jingping. this is video of them speaking in person in the peninsula last november. these talks described as candid and constructive, as over the phone they discussed the south

friday, but then for saturday and sunday it will be calmer and the skies will be clearing. but it will still be chilly. so here is a look at our temperatures today. keep in mind yesterday we had upper 70s, even a few spots hitting 80 degrees. today it's 67 for los gatos, so this is about more normal for this time of year. and we are going to see a high of 62 in oakland and some low to mid-60s for much of the peninsula, while daly city will reach a high of 58. it's going to start to get windy in san francisco starting around 3:00 and continuing into the evening, as our high temperatures will be in the upper 50s and low 60s. 66 today in sonoma, santa rosa, napa, and 64 in novato. here we are at 6:00 in the morning tomorrow, we're seeing some of that rain coming in. first in the north bay, spreading across the bay area. very briefly with that widespread rain, but then becoming more spotty throughout the day. notice, there's a lot of colors.

there will be some spots in some of our upper elevations that get snow while the valleys get rain. most of us about a half to possibly about three-quarters of an inch of rainfall in total. and then with the thunderstorms, small hail that will be possible thursday and friday, we'll also see some light snow that will be on spots like mount hamilton, mount diablo, our north bay mountains, and possibly the santa cruz summit, while the sierra is going to get about a half of a foot to a foot of snow. looking ahead, we are going to see a big drop in temperatures for the weekend, it clears out for saturday and sunday. but there may be one more quick passing system on sunday that just brings in some more of the cool air. take a look at santa rosa, the next ten days. wild swings in our temperatures, where it was a warm start to the week, we're only 49 for a high tomorrow. and then we're back to the 70s by the beginning of next week, and that's just in time for the partial solar eclipse we'll be talking so much about.

mike, you were tracking a traffic break in the south bay. >> it looks like 280 itself, southbound 280 is moving past 17 and 880. there you go, the jammed traffic on southbound 17, heading away from that 280 interchange, more flashing lights. you can access the freeway, but right there we see things start to loosen up just past 280 itself. it looks like the crash is still there and there may be activity blocking at least one lane southbound. we do see slowing on the sensors as you're traveling north. there was an issue for the transition. the transitions are open, we're tracking that and everything is still accessible through the south bay. typical build there. around the rest of the bay as well, including slowing for highway 4. the antioch line still has the issue, pittsburg at bay point is the place where you jump on the antioch line. back to you. >> thank you, mike. happening now, vallejo police are searching for a man wanted for a break-in and a sexual assault. investigators say this man here
