its own mistake, its own accident. >> we will work our way through that investigation ourselves and take a look at see what we think of their findings and their conclusions before we make any kind of judgment going forward. this is an agency of the israeli government that has conducted independent investigations before. it's their charge. it is almost like an inspector general, if you will. they have done this in the past. we will reserve judgment before we two through those findings. >> is there a trust problem here? it is the u.s. sending these weapons. these are u.s.-made weapons in most cases and the way they're being used matters. >> yes, it absolutely matters. that was a major point yesterday, that how they're prosecuting this war, how they are conducting these operations absolutely matters. they have got to be more

precise. they have got to be more careful. the president said too many civilians are being killed. now you have a real risk not only to their lives and of course their missions but to other aid organizations making decisions about whether they will continue to support the people of gaza. we can't allow that to happen. it was a frank discussion but the president was very clear that if we don't see meaningful changes in the policy approaches by the israeli government, there will have to be changes in the policy to gaza. >> that's unpack that a bit because the primary leverage is arms. i read this quote by a retired general who said all of our missiles, all the airplanes and bombs, it is all from the u.s. the minute they turn off the tap, you can't keep fighting. everyone understands we can't fight this war without the united states, period. is the u.s. prepared to cut military aid to israel if you do not see the results you want? >> i don't want to get ahead of the president or close down any

of his decision space, savannah. he made it clear if we don't see meaningful changes in their policy, we will have to make changes at our policy. i will leave it at that. i will note that one of the thing it is president did talk about with prime minister netanyahu was the very real threat they are facing from iran right now, a very public threat by the iranians. and the president made it clear that our support for israel and their self-defense is not going to change. we're going to make sure that we -- that we meet that commitment as well. they live in a tough neighborhood. while we're all focused, rightly so, on the war in hamas and gaza, they're under threat from the houthis and militia groups that are funding, resourcing, training and preparing in iraq and syria. >> fair enough.

good morning. this is an nbc news special report. we are coming on about an earthquake that has just jolted the northeast. it happened just after 10:20 here with slight shaking in manhattan downtown and including the skyscraper including one that i'm in and people felt it as far as new jersey and pennsylvania. the epicenter was in lebanon, new jersey and strong as 4.7

magnitude in some parts. i want to go right now to al roker now. al, what more can you tell us? >> lester, a 4.7 earthquake, and right now, this thing is not that horrible, and right now, we are not getting reports of injuries or damage, but it did occur that the earthquake that we are getting reports as people as far as oswego, new york and as far west as western massachusetts and as far south as new jersey and on into parts of western pennsylvania feeling this earthquake. a 4.7. last time new york city had this kind of a major earthquake was august 23rd in 2011 when there was a 5.8 earthquake centered down in new jersey, but we felt it all of the way up here, but this one is in southern new jersey at 4.7 as we continue to monitor to u.s. geologic survey

at their website. right now, everybody is saying that this thing, it could be some aftershocks, but it is right now listed as a 4.7. lester. >> and 4.7 in the west part of the country of course would not necessarily be a big deal, but this is very rare in this part of the country, in the east, for us to feel an earthquake. al, you said that you are following the national earthquake warning center, and they may actually update that magnitude? >> they absolutely will. and lester, new york city is on a faultline and one of the major faultlines and since the 1700s, we have had 550 recorded earthquakes in the new york city area, and so while it is rare, it is not unheard of, and the big problem for new york city is so much of new york city especially manhattan is made up of buildings that of course we have the skyscrapers that are reinforced with steel, but so

many of the buildings in manhattan are unreinforced masonry, and they are really susceptible to earthquakes, and so even what is considered a minor earthquake out in california, here that same earthquake could cause some structural damage. right now, we are not getting any reports of that, but we will continue to track it. >> we will continue to track that. and also, emilie ikeda is in new jersey and she across the river in monhochen and what are you feeling? >> i was on the phone with a producer, and so i was talking about what could cause the shaking, a construction, a train -- but then you realized it was too significant and went

>> i was just assessing the medical situation. probably a minute and a half into cpr. i kind of looked at his face, and i was like, this is my baby. like it shouldn't be happening at a baseball game for a six and seven-year-old. >> the ambulance arrived a few minutes later. emts used a defibrillator to jump start his heart. mom and dad were praying. >> it was the worst thing you can imagine. >> the team of doctors and nurses rushed to save oscar's life. they stabilized his heart, but oscar was still unable to breathe on his own. doctors put him on a ventilator. sara and riley would not leave oscar's bedside. and two very long days later, their prayers were finally answered. >> he kind of rubbed his eyes and said, hi, mom.

it was the old oscar we know and love. >> oscar is back home recovering with his three brothers. now the family is sharing their story to inspire others to get cpr trained, too. >> even if one child or grandparent or sibling is saved with cpr that somebody didn't know before this, that means as much to us as having our own son with us. >> wow. the family is here with us, along with our medical contributor, dr. tara narula. how are you feeling, honey? >> good? >> you're back in business? >> yeah. >> good. i'm glad to hear that. mom, boy, you just jumped into action. you said, wait a second. this is my son here. >> uh-huh. uh-huh. yeah. i mean, definitely went into nurse mode and, you know, he was having a seizure initially and then he went lifeless. cpr just kicked in. did it for about two minutes and

then kind of realized, this is my son. and i kind of was falling apart. and thankfully another woman jaime came in and just relieved me. >> took over the cpr until the ambulance came. you had called 911 before you ran over. >> yeah. >> there were a series of miracles that day. your wife being a nurse and springing into action was one. but there were others. >> the ambulance being on call next door, getting there so quickly. the ambulance having a defibrillator. cpr was really what kicked it off. it was a long ride to the hospital where the miracles continued. >> well, i think when he had to be put on a ventilator, i was thinking about what that must have felt like for two days. during that time before his magic words, which are so beautiful, what were you feeling and thinking and doing during those days?

>> you know, couldn't really think of the worst. we just -- i had to deal with what was being dealt to us and dealing with that. so when we got to the hospital, we didn't even know. you know, the ambulance i think screamed out, he has a pulse. p. we prayed a lot. and, you but we didn't see him. we didn't know how serious it was. and then connected to the vent and just, you know, we had to, you know, be positive. we prayed a lot. and, you know, thankfully. >> will you tell us about the moment that he opened his eyes? that sounds beautiful. >> so he was very delirious. the meds, i think being in the icu. and then sleep ended up being the best medicine. and he woke up, and we finally had oscar back. riley was sleeping after not sleeping for two days. and he kind of just rubbed his eyes and said, oh, hi, mom. and, you know, i lost it, and i woke him up immediately.

it was a miracle. >> buddy, do you remember any of this? >> no. >> no. boy, a lot of prayers for you. riley, you are one of the coaches, right? >> yes. >> so we asked the doctor about it. it is a little bit of a freak accident or a freak occurrence that it happened just that way. >> yeah. it was a very unspectacular pop fly to center field that we have seen in the backyard hundreds of times. >> right. >> it wasn't a hard line drive. it wasn't a direct hit to his chest. it was kind of a glancing blow, and it was just the timing. >> dr. narula, what happened here? >> it is not common. commotio cordis is, essentially, a primary electrical event that happens in a normal heart. at a precise moment, you have a blunt force trauma to the chest that triggers an irregular heart rhythm that causes a sudden
