good morning. it is sunday, april 7th, and this is today in the bay. we're taking a live look at foster city there and all across the bay with slightly warmer temperatures and even hotter ones are on the horizon.

thanks for joining us, everyone. our meteorologist is with us this morning. i'm hearing rain is in the rear-view mirror, hey, vienna? >> i think people are happy. it's sunday. people want to be out and about. this is what our live cams look like now. we've got 40s for now but eventually into the afternoon we will see a warmup. the temperature change, down through san jose and morgan hill, warming up by 4 degrees. greater warmup into the upcoming week. temperature trend in san francisco looks great. at 50 degrees. you'll notice the icons here. clear skies. 57 degrees by 12:00. eventually we'll bump up into the upper 50s. live look right now in downtown san jose. the current temperature is 44 degrees. eventually we'll see a bump up into the 60s and the outlook for this week does look fantastic.

a bit chaotic for the end. i've got you covered. we'll go over that in a few minutes. a pretty chaotic scheme there on the bay bridge. a side show traveling all across major cities in the bay came to an end there on the bridge. fireworks and crowds gathering around. the cars doing donuts on the freeway as the rest of the bridge traffic remains at a stand still. started in menlo park and it moved to mountain view, oakland and san francisco. the search for a gunman continues after a shooting on an east bay freeway on ramp. one person was hurt in the shooting and the crash that followed on the ashby avenue on ramp. a man heard the gunshots, saw the victim's car crash as he was waiting to get on the freeway. here's "today in the bay's" alyssa ward. >> va lay yes resident randy montgomery was traveling home

from work waiting for the metering light. >> i heard a pop. it didn't -- to me i thought it was a car back firing. i didn't think much of it and then all of a sudden i heard a loud scream, a woman scream. >> he looked in his rear-view mirror at a silver camry behind him. >> there was a vehicle flying down the side of the road and the passenger is trying to get ahold of the wheel and she is screaming. i quickly see that and i quickly turned to the right and i just see them go right through the guardrail. >> he called 911 and saw a woman get out of the passenger's side and a man in the driver's seat bleeding. other witnesses told him they thought the driver had been shot. montgomery says he stayed to talk to officers. investigators say they're looking for more witnesses to come forward. >> we're hoping that there were people nearby when this happened that might have seen something and would be able to provide information to us. >> the camry's driver was taken

to the hospital. no word on how that person is doing. investigators are still searching for the suspect. this happened in berkeley but the mayor of nearby emoryville is responding saying she's, quote, deeply troubled by the shooting. she added, quote, i strongly support the installation of highway cameras as a proactive measure to enhance public safety and deter public activity. the governor and state agencies are working to roll out hundreds of cameras on east bay freeways. call tran expects it later this month. >> be part of the solution. we have to stop people from doing this thinking they can get away with it. >> reporter: montgomery thinks those cameras are a good idea. he hopes whoever is behind this is held accountable. >> law enforcement ultimately led to a hazmat cleanup in the north bay. chp said it started yesterday when officers tried to pull over the owner of an electric car on

highway 101 in petaluma. the vehicle sped off in a chase that reached 110 miles per hour. the driver lost control of the car and crashed at the petaluma boulevard exit. >> due to the impact of that high rate of speed, a lot of the batteries were ejected from the vehicle. they were on fire when we showed up. some of them exploded. >> the car ended up submerged in a pond on the side of the road. the driver is facing charges and is only slightly injured. the chp says they'll keep the car there overnight to make sure the fire is out and then they'll plan to remove it sometime today. the search continues for two young boys reported missing in the south bay. chp issued an endangered missing advisory for a 9-year-old daniel wu and 4-year-old david wu. investigators believe their mother took the boy. the two were relaxing around 1:30 yesterday morning in

mountain view. police are asking for you to keep a lookout for the pair and their mother and the car they may all be driving in. license plate there on your screen vb 9 v 1 w. if you know anything, call 911. one mile stretch highway 1 in capitola is shut down so crews can demolish the overcrossing. the chp posted video of the closure and road work. it closed down at 7. it's scheduled to open tonight at 7. talking about the area between porter street and park avenue. if you're heading that way, pack some patience. be ready for traffic and keep an eye out for detour signs. well, one person in oregon is waking up a billionaire. this comes after the powerball drawing was actually delayed several hours last night. >> this is powerball. hello, america. thank you for your patience.

>> lottery officials say one participating lottery needed extra time to complete security procedures. the rules say every ticket must be checked and verified against two different computer systems before the drawing but one jurisdiction hadn't done that by the deadline so the drawing for the $1.3 billion jackpot was delayed until just before midnight our time. the winning numbers are right there on your screen. 22, 27, 44, 52, 69 and the powerball, 9. again, one person in oregon matched all six numbers. the cash value is $621 million. tomorrow all eyes will be on the sky as millions across the country are getting ready to experience the solar eclipse. there's a mad dash to be in the right place at the right time with millions packing into towns and cities to see the total solar eclipse. nbc's priscilla thompson has more from along that path in

dallas. >> reporter: by air and on the road towns along the east coast path are bracing for millions of tourists. >> we're excited. >> excited. >> really rare opportunity. >> reporter: all for chains to catch monday's chance plunging the area into total darkness. >> it's like christmas time. >> reporter: a show of hands reveals almost every passenger on board this plane to arkansas came for the eclipse. and how about this for path of totality? this map showing airbnb bookings almost totally sold out from texas to new england. the same goes for car rentals and uber is reporting a nearly 300% increase in pre-booked rides on monday. >> we expect a million or more people. that's going to mean a substantial increase in traffic volume. >> reporter: officials in texas

it is 7:11 right now. i think you're going to enjoy the weather we have in store for your afternoon. i hope you have a chance to get out and about. beautiful sunshine shining through. we did have a couple of 30s to our north. our weather pattern is about to change. here's the reason why. we had that cold front that swept through. it brought the low level snow to our peaks. that has made its exit east. this is what we're dealing with now as high pressure begins to settle in, i'm going to zoom this in closer. aside from a couple of high clouds rolling through, conditions remain mostly dry for this afternoon, not only for us here in the bay but i want to turn your attention to central and southern california because they also saw the impacts on the cool front. fresno stretching down through the grapevine and southern california. much better commute there if you have plans to travel through frazier park. you'll definitely be okay getting there and your way back. as far as your daytime high, upper 50s and 60s. 52 in san jose.

59 in san francisco and this is just the beginning as that high pressure begins to warm us up, you're also going to notice a shift in the winds with this change from, you know, that colder system into that hotter air mass. especially into the evening. notice here about 7:00 this is going to kind of kick up from the north northwest. we're talking 19, 20 plus mile per hour winds. especially around the coast line and coastal mountains. south bay, 20, 25 mile per hour winds. a light breeze will likely be felt. look what's going to happen in the long rage outlook. if you notice here you have this orange glow that begins to settle in. that's the arrival of the high pressure that's also going to help dry us out. it's going to bring a decent boost to the daytime highs. we're going to see an increase of 15 to 20 degrees in some spots compared to what we saw this weekend. i want to look ahead towards friday. i know i talked about most of the rain moving out. a bit of a disturbance to the north. that could bring the arrival of

south carolina gamecocks against caitlin clark for the ncaa championship. i'm anthony flores for "today in the bay." thanks. the race for san francisco mayor just got a little bit more crowded. supporters gathered yesterday to hear how peskin plans to address homelessness and public safety and how he's working to make himself distinct from the other candidates. he billed himself as a positive force tackling tough issues for the past 25 years. >> i will be a mayor who loves this city and does not beat up on it for political gains. a mayor who works for everyday san franciscans. among those at the rally was

mark barrel's campaign manager calling him a representation of the status quo. he joins three other high profile candidates running against the mayor. over the past few months we've been speaking one on one with the candidates in this race. you can watch those interviews any time on our website. that's nbcbayarea.com. the november congressional election in california is supposed to be a runoff between the top two candidates. in november that formula will be used across all of california's 52 congressional districts except one. in the 16th congressional district california assemblymember eric low and joe samidian received the same number of votes. can you believe it? nbc bay area political analyst guerstin has the story. they should have played the powerball. >> they would have had better

odds. 185,000 votes were handed out. multiply that by 11 candidates, okay? and the combinations you get from that go into the millions, the millions. the odds of this thing happening are, you're right, i think the powerball is actually probably a better shot. no question about that. it's the first time since the top two system in california has been installed. that goes back to 2012. my memory says that it's the first time it's ever happened in a congressional election in california. that's just how unusual it is. now what it means is that come november the candidate wins. in other words, it's a plurality versus majority. >> those are the implications. how are the actual candidates responding? >> they're amazingly calm. that's the way it is so let's go forward. they're all starting with the

fact that they know beyond that 185,000, more voters, the possibilities are endless and each one feels they've got a really good start to getting the votes needed. very calm, very set. they know what they have to do. >> at this point does it seem like anyone might have an edge because of all of this? >> very hard to know. >> all three democrats. they are all likeable. all very experienced. each one of them, i think, has his own set of credentials. sam licardo, former mayor of san jose will get centrists, republicans. that seems to be his base. centrist democrats, republicans, maybe some independents. then you go to evan low, a series of people affectionate for him. gays, asian-americans, young

people. these are all people. labor. these are constitueconstituenci. and then you have joe samidian. member of the palo alto city council. assembly person. state senator. supervisor. he has great credentials. every one of these guys is really well-qualified. where it all goes, we don't know, but this is not going to be a situation where somebody comes out of the blue who we know nothing about. everybody knows about these guys and by november they'll know a lot more. >> if ever there was an example why every vote counts, this is it. >> you're right. >> absolutely. >> larry guerstin, thanks. still ahead on "today in the bay" a chase ends with the crash, fire, and a hazmat mess. we'll tell you the reason police say the car needs to be left in a pond. that is all coming up.
