nbc bay area news at 4:30. we put out a couple of calls to keep track of the whale, and tracking other major stories, thousands in the bay area could lose home insurance as state farm will not renew thousands of policies and what neighborhoods will be hit hardest. california spent billions to fight homelessness but a new report shows the state may not know if the spending is working. chp is making a big dent in the drug crisis in san francisco, the numbers highlighting the crackdown. developing news off the coast of pacifica, that is a whale possibly entangled in crabbing traps. there is something around it's tail, the marine mammal center says they are monitoring the

whale but have not determined what it was tangled in, they believed it was tagged but the tag is gone, they attempt the complicated disentanglement operation later this week but that is dependent on the weather. to our home insurance crisis, state farm was planning to drop 30,000 policies across the state over the rising cost of protecting homes. we have a better idea today of where that is happening. this shows which zip codes have the most homeowners who will be losing coverage. the biggest drop is in orinda. 94563 area code, state farm is dropping 1700 policies, that is more than any other zip code in the state. other hard-hit areas include lafayette, santa clara, and santa clarita county with 1400

customers in santa rosa. this is as state farm and other insurers are increasingly decided it is too expensive to maintain policies and parts of the state, with threats from wildfires, earthquakes, and flooding. let's bring in our jodi hernandez. what are you hearing from people ? >> reporter: people are very upset and incredibly worried. state farm has announced it will be dropping coverage to 1700 households in orinda, more than any other zip code in the state. people are incredibly worried. wondering what they will do. we spoke to a number of residents, one man who has lived here in his home for only seven years and says he cannot sleep at night wondering what he will do next.

he says allstate already dropped him two years ago and at the time state farm was writing new policies. he has not been officially notified by state farm that he will be dropped but he is 100% sure he will be and he does not know what he is going to do. >> so many people are stressed out . you spoke with the mayor. what is her reaction? >> reporter: the mayor is outraged. she is a state farm customer. she tells us that state farm is not being a good neighbor at all. she has written a letter to the governor, state lawmakers, and the insurance commissioners demanding they take action and do something to help. she says it is near impossible to get insurance elsewhere and people going -- are paying $9000

to $10,000 more and people cannot sustain that. people who are on fixed incomes and may have their houses paid off but they are retired and on fixed income and she worries it will impact the property values in orinda. the desirability of orinda. she calls this a crisis. >> a crisis to so many, so many people in limbo. has anybody said what they plan to do next? >> reporter: well, people are trying to figure out what they are going to do. the state fair plan is the option of last resort, for people who cannot get insurance anywhere else and what's -- and an insurance agent said the people who have gone to that option are finding out the insurance rates are doubled and not getting the same coverage that they used to get. not a good option but mainly the only option. the insurance agent told me, a

state farm agent, that he is sadly calling his clients, hundreds of clients over the last couple of weeks. he is really sad but says it is out of his hands and will impact his business, too, because those are his policies and worries is customers may take their auto insurance and other, life insurance, elsewhere. this will impact a lot of people. >> so tough for that agent. jodi, thank you, we will see the full story later on in our newscast. to look up the status of your coverage, go to nbcbayarea.com , we put together a map which shows a closer look at the zip codes being affected. the addition of chp patrols and san francisco appears to help bring down crime according to the government which put out new stats showing crime in the city is significantly down.

the data shows property crime overall is down 32% and violent crime is down 14%. chp launched an operation last may to address crime in the tenderloin district and the chp seized more than 42 pounds of fentanyl and recorded -- officers issued more than 6000 citations and made nearly 500 arrests. they are known for being quiet but today san francisco librarians are making a lot of noise. they rally outside the main library demanding the city do something about the unsafe work environment they are calling for security guards at every branch as they deal with increasingly unruly teachers. one librarian says she had to deal with a deranged man carrying a weapon another describe trying to calm a man who was screaming at other

customers. >> we were just saying to leave peacefully before anything happened, he left and kicked a window on his way out. >> they have 37 guards posted at 12 branches and they use a data system to determine where to place the security guards, saying seven of the branches are without permanent guards didn't have incidents. california spent billions of dollars trying to address the homeless crisis but the state is not doing a great job at tracking whether the money is yielding results that was the findings of a new audit released today looking at how funding is spent in two key cities. we are following up on the report. what is the big take away? >> reporter: comprehensive audit found that california is a data desert when it comes to knowing and tracking and

evaluating where are the billions of dollars that we are spending on the homeless programs going? of the five major programs across california, that are addressing homelessness, three of them did not have conclusive data to know how effective they were. they make a good recommendation , especially for san jose, which has invested in lower-cost housing like tiny homes, those are great but permanent supportive housing is needed and that was the recommendation. the audit should become a guidebook to hopefully get a better system in place to track and evaluate the effectiveness of these programs. >> a guidebook is the hope. you have been hearing from local leaders about this audit, what do they say? >> the mayor of san jose said that the metrics are important. he agrees that it should be a

statewide system in place which is missing he did push back about the interim housing and said it is much more successful and the data he has in the city of san jose really shows that the success of the tiny homes, interim housing, is working in terms of keeping people off the streets long term. he says the report has misleading numbers, that conflated congregate housing to give a lower projection of how many people were coming back onto the streets. he said it is 70% of people who end up in interim housing are off the streets for at least three years, a lot higher number than reflected in the report. >> the conversation continues as this crisis continues. what time can we see your full report? >> 5:30. >> thank you. in oakland, fire crews were

quick to knock down a house fire in the cleveland heights neighborhood this morning. on montclair avenue. our sky ranger was overhead. it started in a detached garage before spreading to the main house there were no injuries. the fire department says no one was displaced and no word on the cause. cruise is getting another chance, not in california but phoenix, arizona, the autonomous cars will be redeploying today for the first time since october with human drivers. it is after the company ceased operations following an accident in san francisco that dragged a woman 20 feet. in the new rollout, the cars will not be operating as mobile taxes but for now they will be used to create maps and gather road information across phoenix. the san francisco-based companies had his testing permits pulled by the california dmv and they

says they want to resume driverless operations but did not give a timeline. the makeover for los gatos park is complete and the reservoir is looking like itself again as the valley water is refilling this week and should be at capacity by friday. the water agency drained the lake last month for maintenance and they replace old concrete and removed nearly 17 tons of debris from around the dam. it is almost 90 years old. the senate may be weeks from taking a proposal to ban tiktok on u.s. soil after the house voted to order the china- based parent company to divest or face a national band. critics have argued that it would have a major impact on small businesses. now, a new economic report from tiktok says small businesses received $3.4 billion directly

from use of the app. the social media giant claims that it supported more than 28,000 jobs. the report claims nearly all california small businesses surveyed say their business increased after promoting on the app. we spoke with a ceo who says she credits tiktok videos for helping her business and is concerned about a possible ban. >> the ability to stand out using the platform is the reason why my girls and i still have jobs at our company. >> tiktok says a ban would violate first amendment rights in america. coming up, out of this world view of the eclipse, new video showing it from space.

the future of the oakland a's stadium in las vegas is in the hands of the nevada supreme court as justices heard arguments over a potential ballot measure that would nullify $380 million in public

funding for the new stadium. a group called schools overstated was to put the issue before voters saying that money should go to schools over a professional baseball stadium. a judge says the petition was written incorrectly so they appealed to the state supreme court. if they side with schools over stadiums, the group needs to collect more than 102,000 signatures by the end of june to qualify for the ballot. new video, we saw how the eclipse looked from earth, how about from space back videos from space, this is what it got so dark in the path of totality. that huge dark patch from the shadow of the moon as it swept over north america. on this beautiful spring day, hundreds of school kids got a personalized lesson about
