club right now at 11:00 we are following breaking news in the east bay, a heavy police presence in west oakland come you can see this neighborhood here. this video just into our newsroom. a few minutes ago, oakland police investigators confirmed to us that this is an officer involved shooting, but it is not clear if anyone was hit or who was targeted. you see that s.w.a.t. vehicle there on the scene again, this is in west oakland near 16th and adaline near the west oakland public library. lease officers won't give us any more information at this . ,

it is an active and unfolding scene. the only state to avoid the area. we will update this story throughout our newscast and on our social media pages throughout the night. club tonight, was a practical joke or bullying? his boss did this to him as punishment, but puts his desk on the roof for everyone to see. this is happening at the antioch unified school district >> that employee and several others say the boss had not been held accountable. they tell us the district is turning a blind eye because the boss has a clue cozy relationship with a top official. candice nguyen joins us now with the exclusive story. candace? >> reporter: this isn't the first time this boss has been under fire. four years ago over comments during the covid shut down when he worked for the city, and now for how he is allegedly treating school district employees. they tell us ken turnage has not been properly disciplined, and they know why.

>> oh, his personal relationship with our superintendent. >> he has a good relationship with the superintendent's husband and the superintendent. he is still there because of his relationship with the superintendent. >> reporter: this picture isn't the start of the story, or the end. but it might be the last chapter in jim castor's 30 year career as a maintenance worker at antioch unified school district. he says his new boss, ken turnage, waited until he was not at work to trash his desk and then direct multiple district employees to use this forklift to put his desk on a roof in the districts maintenance yard. where he works. besides that, a sign that read castor's access, and a ladder. >> i was literally in the emergency room that next weekend. my wife said you are having panic attacks and i thought i was having a heart attack. >> why do you think he put your desk on the roof? >> i asked that question 100

times. at first i thought he is bullying me for speaking out, for a conversation we had a few months earlier where he asked me to do a job assignment and i said, i am open to doing whatever you ask me to do but i just want to let you know, because you are new, i am not a mechanic and i am not an electrician and he literally blew up at me. >> reporter: he says he blew up at you? please 0 to 60 in five seconds. >> it wasn't a joke, it was predatory, it was bullying. >> reporter: the school districts purchasing technician, she handled district dollars and this this was not an appropriate way to use public resources. we we are school district, our money is for students and we are spending money and employees time and overtime to put a desk on a roof as a cruel , bullying prank. >> reporter: kasser and atkinson are two of about 10 unified antioch employees who reported turnage to the

district. the school district's director of maintenance operation and facilities. he oversees everyone in the department, including the four who provided the investigative unit copies of their complaints against him. they say his behavior put three of them on medical leave for stress, and convinced bruce to retire early. >> i said i honestly feel like you are disrespecting me. this little shoulder thing and he said i respect you. absolutely, thank you, i appreciate that. he stormed behind his desk, clenched his fist and did this thing and said i don't respect you, i don't respect you at all. >> oh, he has charged up on me, thought i was going to be physically assaulted. >> i asked him where i could put my printer and i was told i could put it on the roof. >> we reached out to him multiple times, but he didn't respond. >> i really >> he did speak with us back in 2020 during the height of covid. right before he was removed at

antioch's planning commissioner for writing a lengthy social media post advocating for ending the shutdown and advocating for the virus to kill off the week and the elderly. >> is is something i'm advocating for to happen? no, but it is nature's course. >> reporter: also on facebook, photos that these employees say reveal a bigger problem. why they believe 15 months after this roof incident, turnage still hasn't been held accountable. >> he is best friend >> antioch unified superintendent, she is shown here, name near can turnage along with her husband. antioch's former police chief. they are pictured together outside davenport, over and over again, in different locations. >> they go golfing together every weekend. >> their golf buddies, barbecue buddies, i've seen them on the golf course.

i literally saw him playing with. >> reporter: we took the allegations that danelo is failing to discipline turnage because of his relationship with her and her husband straight to her and her husband, after multiple emails and calls, we never heard back. but we did get this email from the districts hr director saying a ust takes all matters concerning our employees seriously. as this is a personnel matter, there will be no further comment. we still wanted to hear from the districts top officials. so we went to last week's school board meeting, >> i am here to speak with superintendent in all, you have not directly responded to any of my calls or emails, you have received numerous complaints about kenneth turnage and i want to ask you has he been disciplined? >> i can't talk about this. >> he is accused of putting one of his employees desks on a roof using district resources. what was your reaction to that?

several employees feel he has not been properly disciplined because he has a close relationship to you, as well as to your husband, a former antioch police chief how do you respond to that? >> reporter: these employees say the silence makes them more uneasy. >> oh, i am ready for complete retaliation. >> i am scared of what he is going to do to me. >> this problem, they say, doesn't just impact them, but antioch schools, too. together, they represent nearly seven decades of experience maintaining school district facilities. >> i love my job i wanted to work longer. >> no reason why can't work longer. >> superintendent danelo, let me know if you change your mind about commenting and report to us that we get your side in our story. >> one hour before that meeting, can turnage sent an email saying he will no longer

be the directs supervisor but he will now focus on managing $195 million in a voter approved district funding. in a separate email to us, after that meeting, the district hr director said they investigated and took appropriate action but did not specify what kind of action. with the investigative unit, i am candice nguyen, nbc bay area news. >> candace, thank you. if you have a story for our investigative unit you can call 888996 tips or you can visit our website, nbc bay area.com/investigation. a developing story, totally new details about the process of closing down the federal women prison in dublin. in a court filing on behalf of the federal department of corrections, attorneys say on the day the closure was announced, 90% of the staff went home early. since then, staffing levels have been so low they have had to bring in employees from other prisons around the country. the

attorneys at the prison needs to be closed even faster, sooner. the decision to close the women's prison comes after years of sex abuse scandals and employee misconduct at this facility in the east bay. weeks of mediation to no avail. tonight there is a little movement when it comes to the future of lion dance performances in san francisco's chinatown. gia vang is in san francisco with tonight's story. >> reporter: has been performing in ss chinatown since the pediment but there is a movement on the white now and they took up the first part to try to get there entertainment permit of the board of appears. approved on saturdays and sundays for people to march 30th exterior, and from 10:00 to 7:00 p.m. the stifling their business, that it is too long and too many blocks and the group wants them to shrink that permit. >> it is a very tough business for us, especially small business. and if you're taking away

something, i don't know how i can survive. >> this is a great tradition, we want to keep it alive but at the same time we don't want to sit here and annoy people to come to a nice agreement because we are all in the community together. >> reporter: suggested entertainment permit to cover one block and one day, saturday from noon to five at the end of june. merchants plan to go and argue the reconditioning of that permit it is unclear when that will happen. in san francisco, gia vang, nbc bay area news. new at 11, tomorrow, the sf empa is rolling out proposed changes to that intersection where a family died last month, an suv slammed into the west portal is stopped, killing a couple and their two kids. the project would redesign this area to improve safety, changes include adding transit lines, a protected pedestrian space and adding bollards around the bus stop. community advocates believe this is all a step in the right direction. >> i'm glad to see the city taking quick action to

transform the area around rest portal station to make it for all people, especially children and families and seniors and people with disabilities who walk or take transit or bike. >> reporter: the designs are public on the sf mta website. the agency is actually asking for any public feedback by april 28th. once the design is finalized it will go before the board before a final approval. the goal is to have this project completed by the summer of 2025. the drivers who hit and killed a four-year-old girl last year will not go to jail the district attorney reaching a settlement agreement last august, 71-year-old karen hit a family at the intersection of fourth and kings, right near oracle park. the 4-year-old died after speaking with the victim's families, the d.a.s office says it reached a settlement with the driver. we spoke with the drivers attorney who said his client

has felt an enormous feeling of regret and pain over the past year and expressed it in a letter during today's court hearing. please she is a grandmother, she is a mother. and this is the worst nightmare that any maternal person could possibly have. >> as part of the settlement, she will serve two years probation, plead 400 hours of community service and a driver safe class. 14 years old, that is the age of the person police say was responsible for setting this waymo car on fire in san francisco's chinatown. you might remember this video from saturday during chinese new year, the crowds surrounding that driverless car, tagging it before someone set off a firework inside today police identified the suspect as a 14-year-old. he is facing charges but since he is so young, the juvenile probation department will decide how to proceed with this case. first, her parents were

charged, now the santa clara county d.a. is charging the parents roommates for their part in the overdose death of an 18-month- old baby. the little girl, known in court documents as baby winter, died of fentanyl poisoning last august. today, the lip ortega and a page vitale were charged with murder. the pair lived with the baby winter's parents and knowingly left drugs out in the open near the child. >> there is photographs of these individuals using fentanyl, holding the baby, joking about the baby breaking a bomb that had fentanyl in it. it is really shocking and disgusting. >> winters parents have also been charged with murder, which is the first time this county had made that move. will any charges be filed? alameda county district attorney pamela price bowing to keep an eye on cases related to those disruptive protests on 880. several protesters were

arrested on monday. you might remember after the shutdown parts of the freeway in oakland. dave price says her prosecutors are standing by and ready to receive case information. in a statement released today she said, quote, while my office supports the essential right to protest it is important to note that public safety should never be for my in exercising the first amendment right of free speech guaranteed under the u.s. constitution. as for the protesters arrested on the golden gate bridge, san francisco's district attorney brooke jenkins has directed the chp to investigate two specific charges. conspiracy and false imprisonment. for the false imprisonment charges, jenkins said she will need evidence from people stranded on the bridge during that protest. and if you were one of them, you're asked to contact the chp office in marin. we are back in 60 seconds. up next, not just your pg&e bill, another utility wants to raise its rates, how much more, you soon could be paying for water in the south bay. also.

more than 1 million people in the bay area could soon see their utility bills go up again. we are not talking about pg&e, but water bills in the south bay. san jose water is asking for a 22% rate hike over the next three years. the company says it is necessary to replace aging infrastructure and pay for a new construction project for that proposal is to be approved by the cpuc. the rate hike is approved, the average water bill would drop from $107 to 120. the next year it would go up to 125 and then after that, 131. okay, we are ready to go, ready for paris? 100 days from now, all eyes will be on the paris olympics, bay area olympians including steph curry will be there. >> with the athletes come the coaches, of course, who helped get them there. and jessica agree joins us with the love legendary swim coach with a golden reputation. >> reporter: so what is in the water at cal? for decades, the powerhouse has been turning fares into olympians now hoping to do it

the country that has two head olympic coaches on the pool deck working with our athletes. >> reporter: he is talking about david march who coached four olympic teams himself. that dynamic duo, athletes to go from gold in the city of light clearly ready for paris? >> i'm ready for our athletes to get there. i'm ready for our athletes to experience with the olympic should be. >> reporter: the american men, with cal, ryan murphy, brought home 12 metals from tokyo. eight of them gold. so what is in the water at cal that turns the bears into olympians? >> i truly believe it is the history of our program. we are standing on the shoulders of giants. it is those types of individuals that come before us that have allowed us to go achieve world-class. >> reporter: becoming world- class with a coach who is also a motivator, therapist, and a mentor. >> you have to know what to say in that moment on that day to help them be their best. sometimes it is the final game, sometimes it is on a thursday afternoon.

>> as far as what swimmers will see in the pool and paris. >> that is the thing that we really sort of come back to that there is nothing that is guaranteed. so for us this year, we really have adopted the mind-set of humility brings confidence. click confidence to capture gold. that confidence goes for the women's team, too. the 2022 durden also became the head coach of the women's team. while he won't be officially leading team usa in paris, he says he will be there to support and tear on his favorite bears. klay will be there, as well, specifically jessica. we have covered decades of cal swimmers at the olympics, men and women. it has been incredible to watch cal. >> huge, and the weather is really going to be coming into play when we get into paris. i wanted to give you a quick look here on what we might expect. in july and also august at the

games, with our 100 days until the olympics countdown continuing july and august, warmest month in paris, average high of 78 . usually get about 2 1/2 inches of rainfall with some thunderstorms and humidity but the biggest thing athletes are preparing for are the wildcard in all this, would be the chance of heat waves, that time of the year. they have gotten as hot as 108 and that was back in 2019. of course your full source for all that coverage at nbcbayarea.com. let's bring it back into our weather as we head into tomorrow. high pressure moves the storm to the north so we will stay dry. the southern storm track is still losing into central california so that will bring some cloud cover and even the possibility of a few pop-up thunderstorms in the central valley tomorrow and friday. let me get you more details in your microclimate forecast. specifics here for tomorrow morning and we are going to start it off pretty simple, temperatures in the 50s throughout the bay area, with some areas of fog and also some high clouds kind of streaming in throughout the bay this will put us to 50 in the north bay

and to the east bay, 51. daytime highs for tomorrow, catapulting back up into the upper 70s and low 80s. so comfortable by those standards for our temperatures. 80 appear in napa, 82 in concord and low 80s for the south bay, 78 in palo alto and chile 60 that the coastline. we will see some off show by friday. does get close to some rainfall here as we head into saturday morning. but this should be raking up through the weekend so we will still stay dry on saturday and sunday, warm temps and that sunshine. but look out into next week we may actually get in on some rainfall starting on wednesday into thursday and friday, even some sierra snow. early estimates, a quarter inch, maybe even a little bit more. we'll keep our eyes on that. san francisco, as we head into the upcoming weekend we are going to see six on saturday, 60 is on sunday. look at this. from 83 tomorrow. 66 next wednesday. >> try to do the math there. that is like 20 degrees,

club welcome back, pick a live look now in oakland were a coordinated cleanup is underway. earlier this year, mayor sheng thao launched the oakland fresh initiative. its goal is to clean up some of the city's most troubled areas. city crews have been targeting graffiti, illegal dumping and clearing overgrown brush. the city says the future of this pallet program depends on its effectiveness and whether the city can afford to expanded right now, oakland is facing a $175 million budget deficit.

the san mateo county camera shop is cleaning up after a smash and grab a burglary. take a look, it happened early yesterday morning at mike's camera. within minutes, thieves drove the stolen car through that store's front window still used camera equipment before driving away. police say they officially found that stolen car but not the merchandise. up next,
