5:30 pm
know. all right. don't forget, you can watch our newscast 24/7 on roku and other streaming platforms. raj and audrey join us coming up at 530. we'll have two of those. yes, of all of it. whatever those are, we'll have to. yeah. thank you guys. right now, here's what we're working on. a step closer to finding a new police chief. the public has commented. now it's up to the city. the next step for san jose. also, check your water bills. if you're in the south bay, expect an increase. the reason you're going to see a spike, plus a call for help. hundreds of starving pelicans popping up in the bay area. the mystery of why they're struggling, and the rescuers trying to save them. the news at 530 starts right now. thanks for joining us. i'm audrey asistio and i'm raj mathai. phase one is now over. and san jose's search for its next police chief. the list of candidates is expected to be strong, both from within and outside the department. but what are city and community leaders looking for in the next chief? nbc bay area's damian
5:31 pm
trujillo is at san jose city hall, where the final decision will be made. the opinions from the community differ as to what should be the new chief of police. top priority tonight, city hall is preparing for a list of candidates. it's all about the inside track in san jose. not since 1976 has the city gone outside its ranks to find a police chief. they've all been internal, and the next 1st may be as well. that's because one of the applicants is current acting chief paul joseph. but the president of the silicon valley naacp says it's time for a change. and i think now, if we really want to change the direction and change the climate or the atmosphere of the police department, it's time to bring somebody from the outside in that would have a take us in a totally new direction. reverend jethro moore, the second, also says he believes community policing and engagement should be the new chief's top priority as a neighborhood association, we do value police officers, but the president of the dahle neighborhood association
5:32 pm
disagrees, saying crime fighting needs to be the new chief's priority. the safety of our community is extremely important and we want to be able to lean on the police just as much as we want them to lean on us and really have that trust. the police union believes staffing should be at the top of the chief's list to prevent officer burnout. you know, mandatory overtime. several days a week, less time with their families. a lot of them have long commutes home. it's challenging. there's another series of challenges in the search as well. first competition. several other big cities, including houston and l.a, are also on the hunt for a very seasoned and very qualified candidate. second, the high cost of living in the bay area's biggest city. so as a city, we're going to have to be really competitive. we're going to have to also incentivize, and in order to attract, a top notch police chief, city and community leaders will interview candidates in late june. then the city manager hopes to present her pick to the city

council by late summer or early fall at san jose city hall. damian trujillo, nbc, bay area news okay, a heads up for many of you in the south bay. your water bill is about to go up. valley water approved a rate hike in a 6 to 1 vote this afternoon. most people in santa clara county will pay nearly $9 more, while in the south county it's a smaller increase between 1 to $3 a month. valley water says the extra money is needed to fund critical infrastructure projects like the seismic retrofit of the anderson dam in morgan hill. can't let these infrastructure projects be delayed anymore. the longer we wait, the more they end up costing and it ends up costing us more down the road. so really, this is the most cost effective way to get these projects done is to get them done. now to that point, the dam retrofit is valley water's biggest project. costs have ballooned to more than $2 billion. the retrofit will strengthen the dam, protect
5:34 pm
santa clara county from major flooding. those new rates, by the way, begin july 1st. okay. did you see it over the weekend? that wayward pelican that landed in left field during the giants game on saturday? that pelican has become a fan favorite. it's been dubbed the rally pelican, wildlife experts say, though the surprise visit is a sign of a big problem. here's nbc's jodi hernandez. it's a female wildlife experts at fairfield's international bird rescue have been working around the clock to care for dozens of weak, cold and starving brown pelicans. the birds have been pouring into the center over the last several weeks at an alarming rate. most of the birds when they come in, they're emaciated, they're anemic. they are 50 or 60% of their normal body weight. so they're extremely, extremely skinny, emaciated birds. they're becoming very disoriented when they can't find the food that they need. so it's you know,
5:35 pm
they're wild animals. they shouldn't let people walk right up to them, but they're walking into businesses, into bars. they're just letting people walk right up to them on the beaches, stand right next to them on the piers. it's very abnormal. there is a bird in short left center who's suddenly become a star when a brown pelican landed in left field at the giants game over the weekend, wowing fans, wildlife experts recognized right away why it happened. the bird obviously was skinny to us and disoriented, but made a big splash with the giants because it was a game that they came back from and won against the cincinnati reds. another pelican sighting near the ballpark last night got fans fired up again some nicknaming it rally pelican. now wildlife experts are using the exposure to educate folks about the pelicans plight. pelicans do not like garlic fries, as far as i know. they like fish. and so we're focusing on educating the public
5:36 pm
and also trying to understand how folks can help us spread the word and also help pay for the fish. the hungry pelicans are consuming more than 500 pounds of fish a day. the center spent more than $20,000 on food alone last week. well, then there's the cost of hand feeding the pelicans, vitamins and supplements. while wildlife experts are still trying to figure out what's behind the wave of starving animals, they're hoping the recent pelican publicity will spur fans to pitch in to help. if every fan just gave ten bucks to that rally in pelican, i'm hoping that not only would it help us, but it would bring great luck to the san francisco giants. meanwhile, the wave of starving pelicans has shown no sign of slowing down in fairfield. jodi hernandez nbc, bay area news a big restaurant in fact, dozens of red lobster locations across the country are on the chopping block. they're going to close. that includes two locations in the bay area at least 99 red
5:37 pm
lobsters will close across the country, including rohnert park and fremont. red lobster struggled with the significant debt, executive turnover and strategy, including an all you can eat shrimp promotion last fall. that promotion resulted in significant losses as well. we now know there are a lot of streaming options out there. yes, and now comcast is coming up with a new bundle that the company says will save customers some money. so this month comcast will offer will start offering a three way bundle that includes netflix, apple tv and nbc's peacock. full disclosure comcast owns our parent company, nbc universal. the bundles price wasn't revealed today, but comcast chief brian roberts says it will be a steep discount. this comes as other companies like disney and warner brothers discovery are also offering bundles to hang on to customers in a very crowded market. okay, get ready for 49ers football. yeah, it's a couple of months
5:38 pm
from now, but tonight we know when, where and who their first game of the season is against the new york jets are coming to levi's for monday night football. this is the season opener for the 49ers on september 9th. that means aaron rodgers, who grew up in chico, played at cal, will face the 49ers. rodgers took just four snaps before getting injured, tearing his achilles in the season opener for the jets last year. we'll know the rest of the 49ers schedule when the nfl releases it tomorrow evening. up next, a story of survival, determination and sweet treats how a booming bay area bakery started after a family escaped war and landed in the bay area and in san jose. right now we're seeing 73 degrees when those 70s could turn to 80. in

pacific island heritage right here at nbc, and we're shining a light on some of the people who make our area so unique. for those with a sweet tooth, that would be you and i in a big way. there's a bay area bakery celebrating its 40th anniversary. it's a sweet story with the bitter beginning. here's nbc's joe rosato jr. there's a factory in hayward that turns out baked goods by the thousands. the sign outside says sugar bowl bakery. inside, sugar and butter are decadent ingredients in this sweet alchemy, lending a watchful eye to the whir of machinery is co-founder andrew lee, one of the five lee brothers behind this confectionery paradise. we started the sugar bowl bakery on may 1st, 1984, down the conveyor belt of time, you can trace back to a day where things weren't as
5:42 pm
sweet. o was born in the 1950s, the vietnam in a small village. i grew up throughout the war. i saw all atrocities. when saigon fell in 1975, the lee family tried to flee the blanket of communism. it would take numerous harrowing escape attempts before the parents, five brothers and a sister finally fled by boats and reunited in san francisco in 1979. we did not have any money. we work our jobs, and in 1984 there was an opportunity to buy a small coffee shop called sugar bowl bakery. the family worked odd jobs and pooled $40,000 to buy that coffee shop. my dad reminded me back in the 80s that, andrew, whatever we do, don't leave anyone behind. and so the five brothers bought more coffee shops. so the goal was to have one coffee shop per family. the various sugar bowl bakeries
5:43 pm
turned out baked goods influenced by france's colonization of vietnam, they began to sell to restaurants and hotels as the seemingly simple sugar bowl logo telling a deep story of family brow robin cents our asian heritage, the golden gate bridge represents the city of san francisco. the chef hat with the number five underneath. that means five of us. by 2008, the sugar bowl businesses generated $50 million in sales with 400 employees. what the heck is going on down here? then the economy collapsed. i decided to sell everything in san francisco and then all the retail locations within, you know, could make it. so we close them up. the bakery moved to industrial hayward and pared down its 750 products to just three. now sugar bowl bakery's famous madeleines palmiers and brownie bites are sold everywhere from costco to
5:44 pm
safeway to sam's club. the family business now includes four nephews. there's a little saying, right? the harder you work, the luckier you get. and so we had a lot of luck. i believe that america is a great country that gives the opportunity for all of us inside factories in hayward, and now georgia, these wheels of progress spin a story of the american dream. our story is one of those that many, many people have only maybe the lee family version of that story is a little sweeter than most joe rosato jr. oh, nice success. take us 40 years, right? nbc, bay area news. we've all had the pleasure of sampling and still do the eat the sugar bowl bakery products by them all the time. my kids love them. didn't know the story behind it. makes it extra special. yeah. and i got to say andrew lee has does not did does so much to this day for the asian american community in the bay area. so we thank him
5:45 pm
for that. and he's one of the funniest dudes i know really. he's a great sense of humor. andrew, if you're watching, you're fantastic. thank you. all right rob, nice weather. if folks are thinking of food or getting outside, madeleine and i go outside. that's the only way this story be better if we had samples on set. but but yeah, nice to get outside tonight. we got some comfortable temperatures around san jose, but if you're around san francisco and oakland, take a jacket with you. we're chilly, depending on where you are 5060s, 70s and 80s around the bay area, san jose, we've got high clouds coming in from the east. you might be surprised by the source of those clouds. we'll show you that coming up on the radar and satellite in a moment. not too bad. 73 san jose don't need a jacket there or in walnut creek. if you're going to head out to broadway plaza very nice. right now. 78 degrees. more of those high clouds coming in from the east around contra costa county, 73 and san rafael. but is he ahead to san francisco ? you've got 50s waiting for you and the fog starting to take over the bay once again with that wind, cold breeze out of
5:46 pm
the west at 15mph. so this is the beauty of our bay area microclimates. just drive 20 minutes and you can sample all the temperatures from the 50s 60s 70s almost 80 earlier today around san jose over towards livermore. and you can see the reason why we're cooling down again quickly as we approach sunset is that strong onshore wind, same wind speeds from oakland into fairfield, which will likely bring the low clouds you're seeing there around san francisco. and push them across the bay. now, here is what we're seeing on the san jose and livermore and also the walnut creek cameras. high clouds drifting away from pretty intense thunderstorms for the second day in a row south of lake tahoe. you can see it there, right? areas around yosemite and areas south of lake tahoe. over the next few hours, as the sun sets, the intensity of these storms should start to settle down a bit, though we will see high clouds out of that at times. if you have plans, there, tomorrow looks like a little bit of a better day. we get a reprieve from those thunderstorms in your wednesday forecast. now closer to home, the low clouds eventually spill all the way across the bay. areas of mist and drizzle again.
5:47 pm
same places that had it this morning. will likely see it again tomorrow morning, but more sunshine for the afternoon as we transition to a warmer forecast wednesday and thursday. so we've got some 50s to start, but watch the spread of temperatures as we head through the afternoon, especially up towards the north bay. look at these highs 70 to almost 80 from nevada to napa, 90 up in lake county, up towards clear lake ukiah, 91 degrees 80 around the tri valley. also around san jose. so the southern half of the santa clara valley likely seeing those temperatures into the 80s wednesday and thursday. and then friday we begin to see a little bit of cooling, not much change yet, i think. bigger changes as we head towards sunday. so high pressure, which is strengthening, providing us the warming for a couple of days that's going to back offshore. another ridge of high pressure starts to build. so southern california warms up. but we won't because this area of low pressure drops in east of the sierra. that may also bring a chance of thunderstorms to the sierra. but if you look at the weekend rain chances, most of
5:48 pm
that should stay confined to the sierra and the mountains of southern california, where we will see instead is more wind and a cooldown in that 7-day forecast for the second half of the weekend. just like this last weekend, saturday was the warmer of the two days. looks to be the case next weekend. meanwhile, a little bit of a warm up summer microclimates here in may over the next 2 to 3 days, then trending a little bit cooler. more wind but no rain as we head into next week. pretty pleasant temperatures around the bay area. we can handle all of that. yeah no 90s. that's nice. thank you robby. up next we have a name. what our wnba team will be called and how fans are

6:00 pm
going on right now. a lot of people have a lot of different opinions to express. now, opponents of the da have gathered enough signatures to force a recall vote. now the board of supervisors must decide when that election should happen . they can call for a standalone special election or put the issue on the existing november election ballot. the da's opponents are pushing for a special election in august or september. they argue that any delay puts public safety at risk, but critics of the recall argue that the recall is illegal and undemocratic. they accuse the registrar of voters of not following the county charter, and price supporters say if a vote is going to happen at all, it should wait until november to avoid any extra cost to taxpayers. so this money will be taken from services and it would potentially increase our deficit further. a special election. special elections in general have a much lower voter turnout
