getting paid to drive the pilot program. california is set to roll out how it works and how you can sign up for it. also, it's illegal. so why are uber and lyft drivers refusing to pick up riders with guide dogs? we investigate. welcome back. the news at 530 starts right now. thanks so much for joining us. i'm janelle wang and i'm audrey asistio $7.5 million. that's how much antioch will now pay the family of a man who died after being restrained by police. the money is a settlement in a long running lawsuit, and today, the family of the man who died and city leaders gathered to discuss the case. the suit and changes that have been made in how similar cases are handled. nbc bay area's christie smith explains. we're here to announce in a very positive way, a settlement has taken place involving the family

. today, attorney john burris stood with the family of angelo quinto and announced a $7.5 million settlement with the city of antioch. this is the end of a civil suit, but it's only really just the beginning of a lifetime of positive social change, so we are really grateful to have been able to honor angelo in this way. traditional justice has not been available to our family. what we've done instead is try to make some needed changes, to make the process fair for more transparent, more accountable, for other families, for other people. quinto died after being forcibly restrained by antioch police in 2020. police were called to the home on reports of a family argument, but quinto's relatives say it should have been clear he was suffering a mental health crisis. the suit claimed that while restraining him, police put their knee on his neck and he stopped breathing. he died days later, the family notes, since his

death, they've pushed for major reforms in how police respond to similar calls. today, their attorney noted many of those reforms are now reality. they have made considerable efforts in trying to bring about social positive changes in the city and try to improve the relationship between the police and the community, and to give due consideration to try to prevent the negative reactions or interaction between the police and the mentally impaired. police have body worn cameras. there's a mental health crisis team and a police review commission. the state has also banned the phrase excited delirium as a cause of death. it's a term that was used when quinto's death was ruled accidental by the county coroner. we've done a lot in terms of, establishing reforms that i think build a safer community for every single segment of our city. this is some semblance of justice that we've been able to work towards positive reforms and positive change, legislative and advocacy

change in antioch, christy smith, nbc, bay area news. it has been seven months since a cruise car dragged a woman in san francisco, and tonight we are learning the company is about to pay up. multiple reports say cruise has reached a settlement with the woman agreeing to pay anywhere from 8 to $12 million. the incident happened last october in san francisco and according to cruise, the woman had been hit by a separate driver and was thrown in front of the robotaxi. but instead of staying in place, the cruise car tried to pull over and drag the woman 20ft, causing her critical injuries. after losing its self-driving permit and freezing its fleet nationwide, cruise plans to resume testing this year, starting in phoenix, with human safety drivers inside the car. well, there's an issue involving uber and lyft. some people who are legally blind say rideshare drivers are seeing their dogs and canceling their rides. and not just any dogs, service dogs. and those dogs are critical to

their safety. they say what uber and lyft are doing is humiliating and illegal. investigative reporter candace wynn is with us tonight. candace uber and lyft insist their policies prohibit this kind of discrimination, but we spoke to riders who say those policies aren't effective and they're getting stranded. by annalisa de leonardo navigates the world a little differently. we love thrifting. going to used bookstore stores through the eyes of cousteau. he means the world. a trained guide dog, the san jose special ed teacher says the four year old labrador retriever gets them from one place to another safely. i am considered legally blind. he is literally my eyes. he is without him. several times i would have been in pancake because of that condition. de leonardo can't see overhead obstacles or curbs on the ground. i also cannot see if cars are about to hit me to get

to and from work. this teacher takes a rideshare every day with cousteau. that is, if they can find a driver who will accept him. it's anxiety provoking because it's not always a great experience. when they deny me. de leonardo's rideshare apps show denial after denial. i don't think a dog, he's a service dog for me. thank you. when confronting the drivers, excuse after excuse, it says, why aren't you taking me? i don't want to mess up my car. it's a service, though. it's a lyft. you have to. it happens so often. de león prado now records the interactions. a dog is not allowed in my car. it's a service dog. no, i understand, but, you know, i already mentioned in my car refusing to accommodate service dogs is a violation of the americans with disabilities act, which prohibits discrimination based on disability. according to both lyft and uber, allergies,

religious objections and a fear of dogs are not valid reasons for their drivers to refuse. a rider with a service animal on a human level, what does it feel like? like i'm less than i'm not wanted in society de leonardo is not alone. linda mcleod from willow glen has been denied as well. as i was reaching for the handle for the door, he got out and said, oh no, no, no, no pets, no dogs. he mentioned that, uber has this this program called uber pet in 2021, uber introduced uber pet, an option that allows riders to bring along furry friends for an extra $5. but mcleod says the program has made the problem worse for blind people, service animals, she says, are not pets. drivers think it's an option. he's the same as a wheelchair, mcleod says. it's illegal to make blind people pay more money to ride

with their service animals, so that means it's not being provided to me at the same level as the service for other people who don't have a disability, the investigative unit reached out to uber and lyft with these concerns. uber said discrimination on our platform is unacceptable and it takes appropriate action, which can include deactivation of a driver's account. lyft told us it requires all drivers to accommodate passengers traveling with service animals, and it asks riders to report issues immediately. and then i usually get a $5 gift card and so sometimes i've just stopped reporting. seven years ago, both lyft and uber settled lawsuits brought by the national federation of the blind. as a result, uber said it reminds drivers of their contractual and legal obligations to transport riders with service animals. but de leonardo says these actions are still clearly not enough against lyft's policy to refuse him. lyft you can't say no

because he's a helper dog. no. okay, i'm going to report to you . i think they're not making it a big enough issue. i think they're they're trying to be nice to their drivers and give them a second chance. i'm the same as you, and i deserve the same rights. and i just want to get to work with the investigative unit. candice nguyen, nbc, bay area news in other news, california's gas tax is not super popular. so how would you like to be paid to help get rid of it? california's gas tax pays for about 80% of road repairs. so basically, the more gas you buy, the more you pay in gas taxes, which helps repair our highways. but as drivers and the state switched more to ev, those repairs will have a funding problem because people are now charging, not gassing up. so california is looking for a replacement and it's testing one option. this summer. in august, a pilot program will tax select drivers by the mile instead of by the

gallon. drivers will be paid up to $400 to participate, and the state will also reimburse any gas tax or ev registration costs . if you're interested, go to ca road charge.com. meanwhile san francisco is being recognized for its use of green energy. the american council for energy efficient economies released its scorecard for 2024. group looked at 75 largest cities in the u.s. and it named san francisco the top city for energy efficiency and reducing greenhouse gas emissions. mayor london breed credits the city's recently adopted climate and transportation plans for their rank on the list. governor gavin newsom is in italy with pope francis, and the two have something in common a passion to fight the climate crisis. newsom is attending the vatican climate summit. pope francis is presiding over the event. pope is a long standing advocate for climate action, and he says it

okay, so here's the deal. if an airline loses your luggage, you're not necessarily on the hook for your expenses. your

airline likely will pay you for essentials, but only if you ask. consumer investigator chris chmura shows us how. the feds airline watchdog recently said airlines delivered 99.42% of checked bags on time. that's great, but that left over 0.58% is still a ton of late bags, more than 200,000 a month. on the upside, alaska airlines website, for example, says most bags are located within 48 hours. still, that's two days of downside traveling without your stuff. let's keep reading, though. the very next section says get reimbursed on essentials and then it tells you how to keep your paid receipts for any travel essentials you buy while your bag is missing, such as toiletries and clothing. next, present your receipts at the airport baggage service office where you filed your report. other airlines do this too. it's in their contract of carriage that long. jargony

agreement you never read but accept every time you buy an airline ticket. let's look at two things what's essential and how much money you'll get. essential is essentially up to you in the airline to hash out, say you're traveling for business. you have a fair argument that replacing a business suit is essential, even if it's expensive. say you're traveling to a beach vacation. an airline might balk at buying that business suit, but a bathing suit? you have a pretty good case for the airline to buy you a new one on their dime. very important. yes he always has some good advice. let's talk about our weather. it's beautiful. it's been beautiful all week and it looks like it's going to stay that way. it will. and you know, one thing we were monitoring, aside from our fantastic weather here, was the weather in the sierra. they had some thunderstorm activity the past two days. now though, things are calm and we do have a lot of that movement out of the area, only for the mountain areas though. so if you are expecting to head up to lake

tahoe, this weekend, we do have some changes that i'll let you know about, but i want to show you this beautiful shot. look at this south lake tahoe. stunning. how gorgeous is that? that is a live look. right now we have some areas of cloud cover, but aside from that, things are looking gorgeous out there. currently, our daytime highs were mostly in the 70s, a couple of 80s, but if you look, we do have some 60s in san francisco. so of course our microclimates are showing out in full effect because we've got 60s around the coast and then we've got a couple 70s into the interior. we've still got some 80s in through the tri valley, including fairfield. now that great weather is expected to remain as far as the 24 hour temperature change, no major changes, but santa rosa is about six degrees cooler right now compared to the past 24 hours. even so, though, this is what satellite radar is looking like right now. so if you notice mostly calm weather pattern over the bay area, i'm going to zoom this in a bit closer so we can see that marine layer that's definitely been hanging out around the coastline from the early morning hours. it's going to linger not only through tonight, but really for the remainder of the upcoming days. you can see some activity out

there through mammoth lakes, but we will see at least dry conditions with the exception of the possibility of some drizzle. because of that marine layer, mainly for the coastline, though now at about 7 a.m, you'll note right here near san francisco, you might catch some of that early morning drizzle, but this could extend as well as far as the fog goes into portions of concord, oakland, danville and of course, we've had low visibility as well, limited down through parts of san jose and even gilroy over the past couple of days. so your hour by hour forecast, we've got a light breeze from the northwest. we're going to see those winds 20 plus miles per hour heading into tomorrow night as well. so keep this in mind daytime highs will once again be warm for tomorrow. so if you've been enjoying this sort of 70s and 80s, we're going to keep that lingering through your thursday 82 in through san jose morgan hill 79, mountain view 78, oakland 71 notice concord upper 70, san francisco will be in those mid 60s heading into the long range outlook, though we do have that dry weather pattern that's been keeping us nice and warm. that's

going to stick around through about friday. you'll notice the breezy winds kick up by tomorrow, and then the change heading into saturday will be weakened, cooling paired with some gusty winds at times into sunday, but the noticeable change will drop our temperatures down by a few degrees. we're talking 70s on the map, so it's not going to be too cold. you're still going to be able to enjoy the outdoors. in fact, i would consider this perfect hiking weather you're going to wake up to see some of that fog once again into your thursday. friday plans, and then by saturday and sunday, you'll notice daytime highs only in the low to mid 70s, inching into monday, we're going to keep that dry weather pattern and we're going to monitor the wind speeds, especially heading into next week. but for now, overnight lows will be in the 50s. meanwhile, in san francisco, you'll notice we were in the upper 60s today. this is pretty typical for this time of year. by the time we get to saturday and sunday, you'll also notice some cooling around the coastline. by sunday, we're only going to see highs of about 63 degrees. either way, though, i think that dry weather pattern will be fantastic to enjoy. i hope you get a chance to be out

they usually only get noticed when they make a mistake. i know, and it's been a tough start for bay fc, but their keepers, including one who's a bay area native, are working hard to help turn around their season. and here's nbc bay area's anthony flores. good. sit by me. good. it's arguably the most important position on the pitch. good goalkeeper. i'd say the hardest part about being a goalkeeper is the expectation to be perfect all the time. goalkeepers are the last line of defense on their team. a big save can ignite an entire stadium. it's the best part of the job. the toughest part is giving up a goal. one of the worst feelings ever. especially when, you're at home and the stadium gets quiet. bay fc has three healthy keepers on the

this morning in galveston, texas, authorities say a boat was pulling this barge. then the barge broke loose and drifted into the bridge. you can see a section of the rail line along the bridge collapsing into the water. the collision caused an oil spill shut down. the only road that leads to a nearby island. so far, no injuries reported. and. well, christmas is still seven months away, but netflix is getting a very big gift from the nfl. the los gatos streaming giant announced it is going to carry the league's christmas day doubleheader this will be the first time netflix has live streamed a major football game, and these are some of the big matchups the nfl champs, kansas city chiefs, will

face the pittsburgh steelers and then baltimore ravens take on the up and coming texans in houston. we don't know how much netflix is actually paying for this deal, but we are told that the agreement will include live streaming christmas match ups next year. and in 2026 as well. the national women's basketball team is gearing up for gold at the summer olympics in paris. thereafter an eight straight olympic gold medal this summer, leading the charge head coach cheryl reeve. she was the assistant coach for team usa in the last two summer games. rio and tokyo, and she's led the minnesota lynx to four championships. this wnba season brought a surge in popularity for women's basketball, a lot of it thanks to caitlin clark, who was selected first overall by the indiana fever in the draft today, coach reeve talked about her approach when it comes to shooting for gold. i think the most successful usa basketball teams have utilized their depth, and so i want to make sure that that that's going to be the mark

conference. but they'll be paying a hefty price. the million dollar payments ucla will now have to pay to uc berkeley. the news at six starts right now. good evening, and thanks for being with us on this wednesday. i'm raj mathai and i'm jessica aguirre. we're going to start with those parking wars in san francisco and orange cones that have become the latest weapons in the battle to secure that parking spot. it's a bit old school here. people are using the cones to save a parking spot close to their homes. it's a popular tactic in the excelsior district, where much of the neighborhood is not regulated by those parking permits. in case you're wondering, this is illegal. here's nbc's sergio quintana. it's street cleaning day in parts of the excelsior. so we saw plenty of open spaces and even residents double parked waiting for the street cleaning restrictions to expire so they could claim their spots. we also noticed lots of orange cones, some on the sidewalk seemingly on standby, and a few on the

street likely keeping a parking spot open. it's a tactic that sparked a good amount of debate. well, if they can get away with it, good luck to them, i suppose, but it's really annoying if it's like you need a spot and there's something there, it seems like, okay, this is very territorial. it's very territorial. every resident we talked with said the orange cone situation happens a lot here, and they explained a few reasons why. among them, the neighborhood has lots of single family homes. some of them are multigenerational and there's, you know, 2 or 3 families with three cars and then they're not using the garages. and there's only so much public parking. it's also one of the city's non permitted and non-metered neighborhoods. so residents say people who live elsewhere park here. and that sometimes squeezes out locals. i used to park seven blocks away and walk down because i couldn't find parking. according to 311 data, nearly 800 parking complaints
