a car break ins. opd says crime is down this year, but that's what the department's published crime reports show. our investigative unit started digging into opd's data and found some major gaps that span years. here's investigative reporter candace wynn. this
11:32 pm
information is from the oakland police department's crime reports, where you'll find the latest car break ins each week during this one week in april, just ten car break ins. if that sounds too good to be true, it is. another day in oakland and it happened so quick. hey hey hey, another day hoping your car is spared. it happens all the time. it's blatant and it's out of control. according to our analysis of opd's raw crime data, people have reported about 20 car break ins every day this year. but you might miss that detail if you looked at the department's weekly crime summary posted on their website. take this week in april, for instance, opd's public crime reports show just ten break ins, but if you look at the actual number of reports for that week, they show 58 break ins. and we
11:33 pm
found this troubling inconsistency has been going on for years. let's look at three years ago in 2021, in this first week of november, opd's weekly crime report shows 14 car break ins the following week eight, then four, and then three. that's about 30 car break ins for the entire month of november. but when we look through the actual crime reports for that month, we found about 30 car break ins each day, meaning opd was underreporting the numbers by nearly 97. we asked oakland police to talk with us about this issue, but they declined. they told us they eventually true up all that extra crime data by adding the excess reports in their year to date columns. so although the weekly and monthly stats may be wrong, they get it right by the end of the year. they say our review shows that appears to be essentially true, but that makes the weekly and monthly crime numbers basically meaningless.
11:34 pm
police data are complicated and they're often very messy. jacob kramer is a senior policing researcher. he worked as an analytics supervisor for the tucson police department and says law enforcement need timely, accurate data to respond to crimes, for instance, to staff up patrols at car break in hotspots. so there's a lot of, missed opportunity when the data is not put together in a, in an actionable or useful way for departments, but also for communities. so why is opd's crime data so far behind? in their statement, police told us they use an online tool called cop logic. it allows people to report crime incidents when it's most convenient to them, which means some people don't report right away, according to city officials like council member janani ramachandran, the department is understaffed so they might enter information into the system long after some reports come in. and rather than try and add each to the week it
11:35 pm
actually happened again, they just add them all into year. to date, we don't have the police record specialists and some of these, you know, behind the scenes, but incredibly important roles that aren't being filled. a city staff report from february lists dozens of open civilian staff positions, including crime record specialists, evidence technicians and crime analysts. it's infuriating to see that we can't get our basic records management systems down, to be able to present a clear picture of what's going on. agencies are understaffed nowadays, kramer says. although agencies want to be proactive, they often end up being reactive. and oakland, unfortunately, is an example of that. oakland officials tell us they recently hired a new hr director to start filling those civilian police department vacancies. a big step to help those numbers add up. again with the investigative unit. i'm candace wen, nbc bay. all right,

we worked out jobs, and in 1984 there was an opportunity to buy a small coffee shop called sugar bowl bakery. the family worked odd jobs and pooled $40,000 to buy that coffee shop. my dad reminded me back in the 80s that, andrew, whatever we do, don't leave anyone behind. and so the five brothers bought more coffee shops. so the goal was to have one coffee shop per family. the various sugar bowl bakeries turned out baked goods influenced by france's colonization of vietnam, they began to sell to restaurants and hotels. the seemingly simple sugar bowl logo telling a deep story of family brow, represents our asian heritage. the golden gate bridge represents the city of san francisco. the chef hat with the number five underneath. that means five of us. by 2008, the sugar bowl businesses generated $50 million in sales with 400 employees. what the

now. paris needs to be a green city to make the city more sustainable for the future generations. paris's deputy mayor gave me a walking tour to see how the city says they've reduced car traffic by more than 40, while doubling trips on bikes and all that cuts emissions. paris is converting more of their streets to veleru. literally translated, it means bike street roads where bikes have the priority, where people have the priority over cars, basically just making it a nicer place to get around. by 2026, paris plans to be 100% bikeable and walkable, and experts say that's a goal more american cities should also embrace. if you look at the cities around the world that are most visited by american tourists, the international brie, they are cities that are walkable, that are interesting to explore. so i think there's a there's a clear economic case for redesigning cities. karen seto studies

waiting for some patchy low clouds for the morning. 55 and walnut creek and into san jose right now 59 degrees. kind of a mild night. not too chilly yet around san jose and moving forward. we have the two warmest days of the week lining up later tomorrow, but i think it's more tuesday. look at that. those inland east bay valleys one day a chance to hit those upper 80s and then cooling as we approach next weekend. so look at the wind speeds still pretty strong around concord into fairfield, winds coming in from the southwest. and once again, we're going to be watching the southern sierra tomorrow for a chance of some afternoon thunderstorms. closer to home though, just patchy low clouds for the morning. kind of like we had today and winds moving down the coast should keep most of the coastline clear again with sunshine heading into the afternoon. a little bit of a chilly start though. you may need a light jacket for the morning with a few areas in the upper 40s to low 50s to start, then rebounding pretty well by lunchtime. 60s and 70s. highs tomorrow near 80 in concord, low

80s around vacaville and fairfield. upper 70s around san jose. overall similar to the weather we had today. but there you go. tuesday the one day it feels like summer around the bay area numbers in the mid to upper 80s inland, you could see 82 into san jose, 70 bayside 80s across those north bay valleys. wednesday. also pretty warm temperatures starting to come down a little bit, but a big drop still expected as we start off next weekend. the cooler start to next weekend could see highs around the bay area going from those 80s down into the 60s, so high pressure will give up some ground as we head towards next weekend. looks like we could see a few showers around the sierra as well. cooler changes as we head into saturday before those temperatures likely recover for a little bit by this time next weekend. so we've got a couple days of warming in san francisco's case, though not a lot upper 60s and maybe a day of 70s for tuesday. cooling for the second half of the week and valleys will have a chance of some 80s as early as tomorrow. tuesday. clearly the warmest
