6:00 pm
right now. good evening and thanks for being with us on this wednesday. i'm raj mathai and i'm jessica aguirre. she landed her dream job at uc santa cruz. then she says she was sexually assaulted by a supervisor today, the university of california was hit with a lawsuit accusing the school of botching the investigation. and retraumatizing the victim. investigative reporter hilda gutierrez, sat down with the young woman, now telling her story for the first time. when jocelyn friedel reported the incident to her boss, she hoped the school would do the right thing. instead, jocelyn says she was forced to continue working with her attacker and even interview for a job with him. life wasn't always easy for jocelyn friedel before heading to college at uc santa cruz, i was born to parents that had substance abuse problems, so i was like in and out of kinship, foster care for most of my life. and then in college i found like mentorship and the stars program, the stars program helps

students who didn't take a traditional path to college, navigate the uc system. after graduating, jocelyn was thrilled to land an internship, then a temporary job with a stars program. i felt i was happy to give back to the program that, like, just helped me succeed through college. early last year, according to a new lawsuit filed by friedel, she applied for two permanent positions within the uc system at the urging of her supervisor, elizabeth moya. soon after, jocelyn and moya took a work trip to uc santa barbara, joined by another supervisor in the stars program, joshua solis. after a day of work events, jocelyn says moya and solis invited her out for drinks. he was just inebriated and just like having a hard time walking and talking and just getting like very in, in my in my personal space. yeah. and when they got back to the hotel, she just followed us to our room. he didn't go up to his room. he was really drunk and like,

stumbling. what did he do when he was in the room? yeah. i don't really want to go into the details, but. yeah, he definitely sexually assaulted me. according to the lawsuit, moya went to take a shower, leaving jocelyn friedel alone with solis. that's when she felt solis stand behind her and cut her right breast with his hand, according to the lawsuit. he then grabbed her around the waist and pulled her on top of him as he fell backward onto the bed. after she pulled away, solis then repeatedly asked friedel to go to his hotel room with them, which she refused. just shocked, you know, like i was shocked for months after that to for several months, just like it's a shocking experience to have that happen. jocelyn says solis told her she couldn't tell anyone about what happened, but the next week, she says she did tell someone her supervisor, elizabeth moya. according to the lawsuit. however, moya questioned her several times about whether she was sure she wanted to report the sexual assault, so jocelyn says she reported the incident directly to the university of california,
6:03 pm
assuming they would also file a police report. moya didn't report the incident herself to the university for ten days, according to the lawsuit. i ended up reporting it before she reported it because i didn't have faith that she would report it. jocelyn provided text messages that she says show she told moya she didn't want to be alone with solis, and she didn't think it was fair. if he was in her interview for the job, she had applied for. but according to the lawsuit, solis kept working and the university kept him on the panel deciding whether jocelyn would get a permanent job. she did not get either position when this person assaulted me, and now i have to talk to them and they have a decision in my future for my dream job. it just was a yeah, i felt kind of sick with the amount of information, how egregious the complaint was. they should have put him on suspension until the investigation was over. tanya gommerman is jocelyn's attorney. this morning, they filed a lawsuit against the uc regents and joshua solis alleging sexual

harassment, sexual assault, and retaliation on the university of california told us it doesn't comment on pending litigation, and we couldn't reach solis or moya for comment. i've got to do a lot of therapy and yeah, it's affected my mental health a lot. yeah, and my job prospects, my career, you know, i'm scared to go on campus. i'm scared to work on a campus. jocelyn's attorney is asking the university of california to offer jocelyn her job back. uc regents wouldn't comment on whether solis is still an employee at the university. with the investigative unit. i'm hilda gutierrez. all right, thank you, hilda. now, just moments ago, we received a statement from uc santa cruz that reads in part, quote, we strive to respond comprehensively and effectively when we learn of allegations with the goal of protecting everyone in our community, anyone in our community who has been the victim of sexual violence or sexual harassment should reach out to our title nine office. now, if you have a story for hilda or anyone, our

council seat. the former police chief says his goals are to address public safety, clean up street conditions and work to balance the city's finances. oakland is facing an extreme budget crisis. like many cities are. armstrong was fired by mayor shengtao last year but was later cleared of any wrongdoing. he says he feels his job is still not done in oakland. i balanced the opd budget for the first time in 40 years. the first chief to do that to have a balanced budget. so i understand how to spend money and how to make sure the department actually takes care of the funding that it receives. but i also come with the experience of solving problems in the city, addressing crime in the city, addressing homelessness issues, and working collaboratively with organizations throughout this city. armstrong joins eight other candidates vying for that same city council seat. he says he hopes his 24 years at opd and his leadership experience will

help him stand out from the crowd. his candidacy comes as he's pursuing a lawsuit against the city for wrongful termination. well, the bitter divorce between the a's and oakland continue today, though some progress. oakland announced plans to sell half of the coliseum to a group of private developers. price tag 105 million bucks. the question now what are the a's going to do? they own the other half of the coliseum. here's nbc's robert honda. today's sales certainly clears up a lot of confusion and uncertainty over what oakland wants to do, and the money will certainly help the city and both the mayor and the developers say this part of the project can go forward, even if the situation with the a's is still not resolved here in oakland today, oakland's mayor announced a plan to sell the city's half of the coliseum to the aasg. the african american sports and entertainment group made up mainly of oakland based black developers and investors. the price tag is a minimum of $105

million, which could go up depending on how development goes. and the deal comes as oakland is about to release a budget plan that had projected layoffs of police officers, city workers, as well as the possible closure of four fire stations at the sale announcement at castlemont high school, mayor sheng tao said general, today's deal will help the city's budget deficit, but emphasize the ultimate goal was not to close the deficit gap, but to revitalize east oakland. it takes a partner that understands that there is a return on investment that doesn't necessarily show up on that balance sheet. that is just not all about the money, but it's about the community and making sure that they are thriving. the 112 acre stadium property has been part of numerous proposed plans. oakland had publicly said it hoped to sell the entire site to developers, but ownership of the other half of the coliseum has been murky. the a's bought the other 50% from alameda county for about $85 million in 2019, but community groups are
6:12 pm
fighting to invalidate that deal in court. on top of that, the a's rejected an offer from the a's before. but ray bobbitt, the head of ask, said cautiously this deal means project planning can still go forward. i'm under an nda with respect to our negotiations with the athletics, so i can't expand on that too much, but i can say that we are in healthy negotiations and they've continued and they are moving in a positive direction. carol and c.j. johnson of the community development group black cultural zone, which has a goal to revive east oakland, said she's optimistic. talk about vibrancy, retail arts, culture, movies, sports, all of those things that we need to make a city, to make a town. the developers say they will show an actual site plan soon, which could include urban design plans submitted by students here at castlemont high. the mayor says she will talk more about how this money will help the budget crisis. in a news conference on

6:17 pm
illegal. it would, you know, redefine so much of what we do as a city and make it harder for us to raise the proper fees and collect the right revenue in order to provide the services that keep our communities safe and clean. those putting it forward, like the california business roundtable, say, if the state or local legislature passes a tax in the future, they would have to seek voter approval before it goes into effect. we need that. without that, we're going to continue to have the highest costs in the country, and it's time for the people to be able to have their voice heard on these issues. opponents say the proposal could hinder necessary services like paramedics. as we respond to the unhoused, we respond to mental illness, we respond to fires, we respond to medical incidents, we are there for you. and, i can't imagine not having the funding in order to supply that service for the community. the proposal is also the subject of a lawsuit filed by, among others, the office of the governor. they

corner. guys, we're almost into june. jeff i know and you know we'll get these 60s i know 60s out of the way and we should be into some really nice weather as we look ahead towards next week's forecast. now, not only the colder temperatures, but even tracking what could be some drizzle moving back into the bay area. let me show you everything we have in that microclimate forecast, and we're going to take it outside right now. if you're doing anything tonight, i just know we're still hanging on to some of that warm weather out here across the inland valleys, 81 degrees. normally we're dropping off by now, but that 81 is still above what our average high is for this time of the year. 80 in concord, 72 in san jose and 62 in san francisco. through tomorrow, i do see numbers cooling off a few more degrees. and that's because we have this system here to the north that's moving closer. so it's going to take that area of high pressure and move it off towards the west. so we're going to stay dry. we'll keep it sunny. but numbers will begin to drop through. tomorrow morning's forecast will begin. mostly sunny. chance of a little bit of

cloud cover near the coast in the bay. temperatures in the low 50s. right now i don't see any kind of thick fog moving in for tomorrow morning. so i think you're okay in that morning commute 52 here through the east bay. daytime highs tomorrow dropping off by about 4 to 6 degrees. that will though keep us in the 70s down here through the south bay 76 los gatos 77 in morgan hill. so still a pretty perfect day out here. 77 in walnut creek 72 in oakland, right up against the beaches. take your jacket. 58 and half moon bay, 63, in daly city and down to palo alto 73, san francisco 65, in the outer sunset and right up to marin, napa, sonoma counties. plenty of 70s here, from santa rosa to sonoma, right on down to mill valley. so that cold rush of air now looks like it's going to arrive a little bit sooner. we'll see it drop down by friday afternoon. hang with us into saturday. so not only clouds increasing, but the chance here of some drizzle. i wanted to show you the drizzle is not
6:21 pm
going to be impacting your plans in a large way. it's our chance is going to happen in the overnight hours here of saturday. so starting at 4:00 in the morning we could see some of that right at the coastline through about 7 a.m, a chance of maybe some spotty drizzle in those clouds. and then as we head through saturday afternoon, we're really into a path here of a lot of sunshine. and that would continue on sunday and also on monday. look at the temperatures. we've been telling you about this by saturday. napa down to 69. but then we're up to so much better weather here by sunday and monday. okay. the other big headline we've been following is the severe weather nationally. it's been ongoing for several weeks. another round tomorrow. high likelihood of tornadoes here in nebraska, especially around lincoln. but strong storms possible from the dakotas down to dallas and maybe even some strong thunderstorm activity all the way out towards washington, d.c. back here at home in san francisco, we'll see the wind pick up on friday with that storm system, 15 to 45mph. and also a little bit of wind for the inland valleys. so
6:22 pm
friday, saturday we get that out of the way and sunday and monday is really coming in nice for us. that's going to be a perfect holiday weekend. it is. i'm really glad to see sunday and monday is like, we're saved from that little bump in the road. thanks, jeff. up next is a possible for the dmv to get less crowded, maybe faster service. the governor says yes. why? you could be getting more done without stepping foot inside of one of those dmv offices.
