campaigning for a new role. the event launching his run for city council and why he decided to join the race. also dancers, drummers and lowriders, carnival takes over san francisco's mission district. we take you to the festival underway right now. the news at five starts right now. thanks for joining us. i'm terry mcsweeney. gia has the night off from top cop to the city council. this week, oakland's ousted police chief lauren armstrong announced his candidacy for oakland city council today. he officially kicked off his campaign with a message of hope and resilience. nbc bay area's emma goss spoke to armstrong and his supporters at mcclymonds high school. lauren armstrong kicked off his campaign with a strong show of support from the oakland community, a community where he was born and raised. oh yeah, we're verified in this community. lauren armstrong brought in early campaign donations and glowing endorsement saturday from a

lineup of oakland community leaders, including one longtime city council member and i want to say that chief armstrong, he's still my chief. armstrong gave hugs and handshakes and delivered an uplifting speech focused on hope and healing for oakland. my brother was killed in an oakland public school. that changed my life. see it said to me that i needed to do something different in my community. and for 24 years, he did just that, working his way up the ladder of the oakland police department until february 2023, when newly elected mayor xiang tao fired armstrong over accusations of department mismanagement. armstrong was later cleared of any wrongdoing and has since sued the city for wrongful termination. see, i'm from west oakland. i'm a truth teller. i'm not scared of nobody. i told you when they fired me, i wasn't scared. i told you that i was going to come back standing. i told you that i was going to prevail, and

i did. and we will prevail in this election. seneca scott, a leader in the recall effort against mayor tao, showed his support at armstrong's campaign kickoff. he said armstrong's firing was a major catalyst for the mayor facing a recall, which may end up on the november ballot. and the reason is not armstrong himself, but because of what happened immediately after he was fired. we saw a noticeable drop off in public safety, and we saw a city descend into madness. but if the recall effort fails and tao stays on as mayor, how hard would it be to work with the person that fired you? no matter if he's the mayor or who i sit next to, i hope our commitment are the same. our commitment should be to the residents and visitors of oakland, and that's what i'm here for. in oakland, emma goss, nbc bay area news. just into our newsroom, santa clara county and a major nurses union have reached an agreement on a new contract. the four year

contract, as a result of many months of negotiations, the registered nurses professional association says 88% of its members voted to ratify the tentative agreement, which includes improvements in pay and working conditions. both sides appear very happy with the deal, with county executives and union leaders applauding it. the contract now goes before the board of supervisors for final approval. the streets of san francisco's mission district came alive on this first day of carnival. hundreds of people turning out for the two day festival that's also celebrated worldwide. san francisco's event spans several blocks on harrison street between 16th and 24th. this year's theme honors indigenous roots. the celebration includes dozens of musical and dance performances, vendors, a lot of food. as you see right there, representing countries like brazil, mexico, trinidad, puerto rico and the list goes on. and check out some of that food, like these huge barbecued turkey legs and fruit kabobs we have every tradition of carnaval represented in the

parade and the music. and here at the festival you can get different types of arts and crafts and jewelry and different items that you normally can't find anywhere. and for tomorrow's big carnaval parade, going to have to be some street closures. you see them right here in red bryant closed between 17th and 24th so the floats can line up there. then the parade kicks off at bryant and 24th heads down to mission turns to go up to 16th. the parade starts at 930 in the morning. crews are working to fix a mechanical issue on the mare island causeway bridge in vallejo. the city says that the issue is keeping the bridge from raising and lowering itself, forcing them to cut off traffic on the napa river. public works says it has identified the issue. crews will be working on it over the next week. they hope to have it fixed, but not until may 31st. take a live look at sfo, where a busy memorial day weekend is well underway. in fact, tsa says it screened a

record number of airline passengers yesterday. how about 3 million of them? major us airlines say they expect record setting numbers for the summer. two more than 270 million people. that is up 6% from last summer. but there is a problem. the faa says there are not enough air traffic controllers that could lead to delayed and canceled flights. a deadly hit and run crash under investigation in the east bay. this happened about 130 this morning on san pablo avenue and shamrock drive that is in san pablo. chp says for some reason, a car stopped in the road. the driver got out and that's when they were hit and killed by a driver in another car, and that person in the other car sped off. officers caught up with them and arrested them on suspicion of driving under the influence. new details about a deadly shooting in a normally quiet peninsula neighborhood. we first told you about this as breaking news last night at 11:00. the shooting happened at

around eight last night in the area of hiller and irwin streets . police say a 27 year old man was shot several times. first responders tried to save him, but he died at the scene. so far, no arrests have been made. it is unclear what led up to that shooting. police are saying it's an isolated incident. we've got a crew in belmont talking to neighbors right now. we're going to have more on that coming up tonight at 11:00. an early morning shooting in oakland sent one person to the hospital. the shots were fired just before three this morning near frazier avenue and foothill boulevard. police say the victim was shot several times. paramedics rushed him to the hospital. we don't know what their condition is tonight. at last check. no arrests have been made. well, a new effort to bring some positivity back to oakland kicked off today. if you've ever been to oakland's lake merritt, you know it is something special. and today the city began its love. our lake campaign celebrating lake merritt. all summer long. this afternoon, there was a free three hour long concert. folks were invited to pack a picnic

raines gift cards by the thousands here in the bay area and beyond. investigators believe thieves are working together to steal your balance and send it overseas. consumer investigator chris chmura has been connecting the dots. coast to coast for months. this is the video that piqued our curiosity. he fell to the ground and he had gift cards like a pinata. just kind of flew out after this takedown at a target store. the sacramento district attorney charged ningning sun with attempted grand theft. investigators accused sun of quietly taking thousands of gift cards off store shelves, then putting them back, but only after someone tampered with them to steal the money. a shopper would later load on the cards. the way that this is done is very sophisticated. the cards

are taken without any sort of value on them. they're tampered with in a way that is not detectable, and then they're reshelved. sun's case seemed unusual even to the deputies who arrested him. we weren't sure initially what he was doing when we were watching him on camera, but since then, police told me they seized almost 1900 cards from the two suspects. our teams combed through dozens of news reports. they located the suspect vehicle and found four huge bags full of gift cards and police reports. coast to coast deputies in the low country say they found nearly 7000 gift cards. we found at least two dozen other recent cases where cops have arrested people with a huge number of gift cards believed to be compromised from 800 cards seized in ventura county just a week ago to a whopping 6900 gift card haul in south carolina in march. in all, we've found more than 30 arrests, plus more than 45,000

cards collectively confiscated in at least 12 cities and states, including plano, texas. it's not just a plano situation. it is a worldwide situation, just like us, detectives are connecting a growing number of dots. our phones blew up. we were getting calls from all over the united states. sacramento detective andy carter says. and we have confirmed that a federal investigation is now underway under the name operation red hook. homeland security is working with local law enforcement to connect gift card cases. carter says this unusual theft that first appeared on our radar with ningning sun in sacramento could total billions. there's no one person doing it. it's clearly a group of people who are fairly well organized and have some financial backing to be able to operate a large scale operation, despite tight so many arrests, carter believes

thieves are still targeting gift card racks, and they're all using the same playbook. the stores that are being targeted are similar. the types of cards that are being targeted are similar. the method of tampering with the cards is similar. that was chris chmura reporting. ningning sun remains in jail. he's not entered a plea. his attorney has not responded to us. he is due back in court in three weeks. now protect yourself. detectives say by gift cards online or from stores that lock them up, you can take some other steps to protect your balance. we made a video showing you how it's right there on our website and youtube page. well it is graduation season at high schools and colleges just about everywhere. but at san francisco state university's commencement last night, a hollywood celebrity also received honors over at oracle park, actor and activist benjamin bratt received an honorary doctorate degree for

his community activism and service. bratt, perhaps best known for his role in shows like law and order, says he grew up poor in san francisco, was raised along with his four siblings by a single mother. he told the more than 4000 graduates to enjoy the power of a university education and the privilege of someone else's belief in them. he also advised them to use their degrees to make a difference in their communities. well today, thousands came out to san francisco's chinatown for a cultural parade down grant avenue. yeah, the parade is part of the cultural festival in chinatown, all in celebration of asian american native hawaiian and pacific islander heritage month. the free family festival promoted small business history and culture. chinatown is a deep history and culture. i want them to come here to visit and to feel, to bring back what's in their heart. we want. we want them to feel our culture. we

of a breeze. you had to put a hood on towards the end there, but it was just sunshine. it was great. not too hot, not too cold. yes. there you go. we should be there, right now. we should go. can we talk someone into doing the 11 up there? i don't think so. it looks great, you know, a little bit cool to start the weekend tomorrow we'll see temperatures climbing a little bit more as we take a look at that hour by hour a bottle rock forecast. let's take a look at how things are currently outside. we're looking at mid 60s now. as we move forward, things will be trending a little bit warmer in the next 24 hours. so you got the sunshine. nice day today. tomorrow morning napa a little chilly. got some 40s early on. but then as festivities continue and wrapping up that sunday upper 60s around noon, but by the afternoon 70s returning a little bit of a warm up. and that sunday forecast around napa. right now, though, it is cool. it is breezy. san rafael, 63 degrees upper 50s into san francisco. you got the sunshine. no low clouds, 68 degrees around walnut creek, dublin 65 and average highs mid 70s this time

of year. nowhere near that. today 67 degrees currently in san jose this time tomorrow though, we'll likely see those temperatures start to climb on up. one thing we did see more sunshine around the east bay valleys. those low clouds started to clear out. moving away from the coast. we'll see them moving back in again for tonight, especially around the south bay. now if you have plans for memorial day holiday weekend around the sierra areas south of lake tahoe, still a slight chance of some afternoon showers or a thunder shower around yosemite. now closer to home, the story is low clouds, spotty drizzle as we head towards tomorrow morning, and then once again as we pass the morning. hours into the afternoon, sunshine and patchy coastal fog at times for your sunday. some morning temperatures, it's going to feel chilly outside. a lot of 40s to start things off for tomorrow morning. then as we head towards lunchtime, mostly 60s and low 70s. more 70s on the board tomorrow, including around san jose, tri-valley and those north bay valleys still hanging on to the 60s, closer to san francisco and oakland. now

monday and tuesday, 80s trying to make a comeback in those east bay valleys. i think as we pass midweek tuesday into wednesday, a few more of those upper 70s to low 80s inland, including mid 80s in reach around vacaville and fairfield and san jose, could get close to 80 degrees by wednesday and thursday. so the long range forecast continues to keep rain in the pacific northwest for us. warm temperatures will continue, looks like as we go through the next seven days. warmest days for san francisco will be around midweek upper 60s, so not a big warm up there, but valleys which have started the weekend in the upper 60s 70s to wrap up on memorial day. monday looks good for outdoor plans and then 80s. i think this is the fourth week in a row coming back for the middle part of the week. it's like copy and paste we get in these trends. for the first three months of the year. we had rain every weekend. yes, we've gotten rid of that, but the midweek warm ups still a thing. rob. thanks. well, still to come, anime fans taking over the south bay, the event attracting thousands and the unique ways

come on. it's day two of the four day event over at the san jose convention center. this video is fantastic. i love what these people do. you see the fans dress it up as their favorite anime characters. they get to attend many events like video game contests, listening to famous anime writers and artists speak and make your own manga workshops. so right now

we're expecting like 26,000 people. but over the general course of the con, we might expect like 36,000 people. at the end of each night, anime fans get to rave until 2 a.m. as djs drop the beats. it's a party, folks. well, big basin redwoods state park is making it easier for people to visit there. you'll remember back in 2020, flames from the ccu fire tore through there, burned more than 97% of the park. over the last two years, the park has slowly been coming back. this summer, it's offering some new services to encourage people to come on down and visit. there's a new and temporary parking lot at saddle mountain. see the new growth there? it's kind of encouraging. the park is offering a shuttle from that lot to the main area. there's also a new bus route that will take visitors from santa cruz to the park, where riders can get in for free. well, coming up, a tribute to the fallen. the memorial using flowers to

poppy represents a u.s. service member killed since world war one. well, for us, it's an opportunity to educate the public on the true meaning of memorial day. and we illustrate that by having two sides of the wall here, one with information about all the wars and the more than 600,000 people that have died in service to our country from world war one, all the way to the current conflict. on the other side of the wall is a very vivid representation. each poppy is one person's life. well the remembrance poppy was inspired by the world war one poem in flanders fields. the poem refers to poppies that grew from the soldiers graves in belgium. we are back in a moment norman, bad news... i never graduated from med school. what? -but the good news is...
