searching for a gunman after a deadly shooting in a normally quiet neighborhood. first told you about this as breaking news last night at 11. shooting happened around eight last night in the area of hiller and irwin streets. police say a 27 year old man was shot several times. first responders tried to save him, but he died right there at the scene. so far, no arrests have been made. still unclear what led up to that shooting, but police say it is an isolated incident. we've got a crew in belmont talking to neighbors. we're going to have more on that coming up tonight at 11:00. an early morning shooting in oakland sent one person to the hospital. shots were fired just before three near frazier avenue and foothill boulevard. police say the victim was shot several times. paramedics rushed him to the hospital. we don't know what their condition is tonight. at last check. no arrests have been made. well, he wants to help transform oakland, leronne armstrong, the city's former police chief, is running for city council, made it official by filing paperwork earlier this week. and today, he kicked off his campaign. nbc bay area's

emma goss spoke to armstrong and his supporters. he got down, but he's back up. come on. somebody. he's got a strong arm. let's vote for leronne armstrong. leronne armstrong brought in early campaign donations and glowing endorsement saturday from a lineup of oakland community leaders, including one longtime city council member. and i want to say that chief armstrong, he's still my chief. that i still want to say that that he is the best qualified oakland resident to represent the city of oakland at large. armstrong gave hugs and handshakes and delivered an uplifting speech focused on hope and healing for oakland. my brother was killed in an oakland public school that changed my life. see, it said to me that i needed to do something different in my community. and for 24 years, he did just that, working his way up the ladder of the

oakland police department until february 2023, when newly elected mayor xiang tao fired armstrong over accusations of department mismanagement. armstrong was later cleared of any wrongdoing and has since sued the city for wrongful termination. criticism of mayor tao's decision to fire armstrong was a major talking point, worked his way all the way up to be the leader of the police department. only in one month's time to be wiped out as the leader police chief of the city of oakland. i told you when they fired me, i wasn't scared. i told you that i was going to come back standing. i told you that i was going to prevail. seneca scott, a leader in the recall effort against mayor tao, showed his support at armstrong's campaign kickoff. he said armstrong's firing was a major catalyst for the mayor facing a recall, which may end up on the november ballot. we saw a noticeable drop off in public safety, but if the recall

effort fails and tao stays on as mayor, how hard would it be to work with the person that fired you? no matter if he's the mayor or who i have to sit next to, i hope our commitment are the same. our commitment should be to the residents and visitors of oakland, and that's what i'm here for. in oakland, emma garcia, nbc, bay area news. let's take a live look across the bay area right now. unofficial summer kicking off with a three day weekend, even if it doesn't really feel like summer. kind of cool in parts of the bay area. let's go to meteorologist rob mayeda and rob, when's it going to get back towards that summer feeling? probably by monday. we'll get a little bit closer. right now it really doesn't feel much like summer outside. highs in the 60s around the bay area today, including near san jose 69 degrees average high is 75. look at livermore just 66 degrees. average high should be 77. so we've got the wind out there. you can see the blue skies in san jose. that's actually good news for air quality. all in the green around the bay area for tomorrow. and again on monday.

so air quality is good. but those wind speeds pretty strong 15 to 30mph ocean temperatures by the way, below average for this time of year. upper 40s to low 50s. those sea surface temperatures offshore so that onshore ocean air conditioning has a little extra bite to it. if that wind out of the west, though, we got more sunshine this afternoon, we should see less of those low clouds as we move forward over the next few afternoons. 70s coming back more widespread around the east bay and south bay tomorrow with continued warming from memorial day through the middle part of the week. the timing on when mid 80s return in your forecast coming up in about ten minutes. sounds good rob. thanks very much. santa clara county and a major nurses union have reached an agreement on a new contract. it's a four year contract, the result of many months of negotiations. the registered nurses professional association says 88% of its members voted to ratify the tentative agreement, and it includes improvements in pay and working conditions. both sides appear very happy with the deal, county executives and union leaders applauding it. the

contract now goes before the board of supervisors for final approval. crews are working to fix a mechanical issue on the mare island causeway bridge in vallejo city, says the issue is keeping the bridge from raising and lowering, forcing them to cut off traffic on the napa river. public works says it has identified the issue. crews going to be out there working on it over the next week, but it's not going to be fixed until may 31st. the streets of san francisco's mission district came alive on this first day of carnival. hundreds of thousands of people are expected over the two day festival that's also celebrated worldwide. san francisco's event, the largest and longest running multicultural celebration in california, spans several blocks on harrison street between 16th and 24th. this year's theme honors indigenous roots. the festival includes dozens of musical and dance performances, vendors, food representing countries like brazil, mexico,

trinidad, puerto rico and the list goes on and on. the food includes huge barbecue, turkey legs and fruit kabobs. we have every tradition of carnaval represented in the parade and the music, and here at the festival you can get different types of arts and crafts and jewelry and different items that you normally can't find anywhere . all right, as for tomorrow's big carnaval parade, there's going to be some street closures as a result. you see them here in red. bryant is closed between 17th and on down to a 24th. so the floats lining up there and the parade kicks off at bryant and 24th and heads over towards mission. turns to go up 16th. the parade starts at 930 in the morning after the festival continues. that is the yellow portion you see here. harrison street. a waterfront market is back in san francisco just in time for memorial day weekend.

the park market kick off today at crane cove park. that's in the dogpatch neighborhood. 18th and illinois musicians played as visitors, got food, drinks, clothes are something new. this year is what's called a garage sale extravaganza. people can clear out the garages and sell their gems at the extravaganza, similar to a flea market. super fun. it's really great to bring the community together, but it's also great to see all of these local vendors and artists and people that are just within the dogpatch and bayview neighborhood coming together and being able to vend out here. the market's going on every last saturday of the month until october. how about a live look at oakland right now as a new effort to bring more positivity to the city, kicked off today at lake merritt. the love our lake campaign celebrating lake merritt all summer long started with music and dancing. this

run on microchips built by nvidia, which is based in santa clara. musk hopes to have the supercomputer running by the fall of 2025. well, this month we are celebrating asian american, native hawaiian and pacific islander heritage. thousands came out to san francisco's chinatown for a cultural parade down grant avenue. it's all part of the cultural festival in chinatown. organizers welcome everyone to the free family festival promoting small businesses. history and culture. china is a deep history and culture. i want them to come here to visit and to feel, to bring back what's in their heart. we want. we want them to feel our culture. we want to share with them. they want to share what we have. besides lion dance, we have art, we have paintings, we have chess games, and we have chinese opera performance and herbal herbal trade association. the event was put on by the chinatown history

and culture association and the chinese historical society of america. well, there is now another way to get to the big basin redwoods state park. you remember back in 2020, flames from the ccu fire burned more than 97% of the park. over the last couple of years. the park has slowly been reopening and coming back. you see the growth there. a lot of green there this summer. they're offering some new services to encourage people to come on down and visit. there's a new and temporary parking lot at saddle mountain. the park is offering a shuttle from that lot to the main area. there's also a new bus route that will take visitors from santa cruz to the park, where riders can get in for free. all right, live. look at sfo right now. we're a busy memorial day. weekend is well underway. in fact, tsa says it screened a record number of airline passengers yesterday, 3 million of them. major us airlines say they expect record setting numbers for the summer. two more than 270 million people. that's

up 6% from last summer. but there is a problem. the faa says there are not enough air traffic controllers, and that could lead to delays and canceled flights. all right, anime fans from all over the world are in the south bay this weekend, and you see some of them right there. you can pick them out. folks it's easy. as for one of the biggest anime conventions called fanime started yesterday at the san jose convention center. we stop by today. you can see fans are dressed up as their favorite characters. they go to great lengths in this stuff. this is really nice. they get to attend events like video game contests, listen to famous anime writers and artists speak and make your own manga workshops. honestly, it's been great like the last few years where covid has hit you have to wear mask, you don't have vaccine cards. it's very limited. but for the first time it's like, this is what fandom used to be and it's back to being good. so you know, i'm happy with it. i like it a lot. at the end of each night, anime

fans get to rave until two in the morning as djs drop the beats. the convention goes on until monday. wahab you seem to notice something in there. interesting mix of costume. there's a lord of the rings fans. we saw deadpool a bit earlier. yeah, i wasn't sure about the sword person though. that one. i didn't know he may be the next anime sensation he could be seen in the future, i don't know. yeah a little cold for that though. today. especially the guy with no shirt on. but you know, san jose 60s today. you know, typically we should be in upper 70s to start off memorial day weekend. but we've had a bit of a cool start, breezy. and we're about to see temperatures rebounding as we head towards sunday and monday. so if you want 70s and 80s in the forecast, we'll slowly get you there as we head towards the beginning of the week. right now, we'll take you outside and show you san jose, where we're still at 65 degrees. it's breezy, but you got the sun out that was nice. less low clouds than yesterday, but those temperatures well below the average walnut creek, for example, high, should be closer to 78 degrees. but we're at 66

right now and the wind has been gusting up to 29mph this afternoon. blue skies there, 61 degrees in dublin and over to san francisco. no low clouds for the moment, but a chilly 57 degrees. highs today, close to 60. so notice the spread of temperatures. not much difference between san francisco and livermore. you got wind speeds 15 to 25mph. and as we mentioned at the top of the newscast, ocean temperatures are below average for close to the low 50s. so as that air moves across the ocean, even without the low clouds, it stays pretty chilly out there. we're seeing that for highs today. heading towards tomorrow morning. low clouds making a comeback. mainly areas south of san francisco. so once again towards those east bay valleys. some patchy areas of drizzle for the morning. then like we had today, sunshine for the afternoon with highs eventually climbing into the 70s. even out of bottle rock. kind of a cool start to the morning mid 60s around noon and then by late afternoon 70 returning to the napa valley over towards sonoma. so 40s to

start tomorrow morning. you'll want to bundle up a little bit tonight into tomorrow morning, then a nice change up as we head towards the afternoon. more 70s in reach for the valleys tomorrow. staying in the cool 60 to 66 range around san francisco to oakland. now as we head into monday, memorial day looks good for those outdoor plans. a little bit warmer, some low 80s inland on monday, and that trend will continue from tuesday into wednesday. san jose back into the upper 70s. by the way, this is closer to the average highs for this time of year. getting there by wednesday with upper 60s around san francisco and low 70s towards oakland. so high pressure will build back for the middle part of the week. give up a little ground as we head towards next weekend and you've got a 7-day forecast, which has been on repeat for the last three weeks. it seems we've had these midweek warm ups, a little bit of a cool down as we head towards next weekend, but overall comfortable weather. good for outdoor plans again on memorial day monday morning and afternoon and you'll see the warmest days of the week this week likely to be maybe thursday and friday. so a little bit of a
